सा.का.नि. 253.- राष्ट्रपति , संविधान के अनुच्छेद 148 के खंड ( 5 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और भारत के नियंत्रक और लेखा परीक्षक से परामर्श करने के पश्चात् भारतीय लेखा परीक्षक और लेखा विभाग ( प्रधान निजी सचिव ) भर्ती नियम , 1994 का संशोधन करने के लिए निम्नलिखित नियम बनाते हैं , अर्थात्:
1. ( i ) इन नियमों का संक्षिप्त नाम भारतीय लेखा परीक्षा और लेखा विभाग ( प्रधान निजी सचिव ) भर्ती नियम , 2006 है । ( ii) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. भारतीय लेखा परीक्षा और लेखा विभाग ( निजी सचिव ) भर्ती नियम, 1994 की अनुसूची में स्तम्भ 12 में " प्रतिनियुक्ति" शीर्ष के अधीन " 6500-10500 रुपए " अंकों, शब्दों के स्थान पर " भारतीय लेखा परीक्षा और लेखा विभाग के क्षेत्र कार्यालयों में 6500-10500 रुपए" शब्द और अंक रखे जाएंगे ।

In the excercise of the powers conferred by clause (5) of article 148 of the Constitution and after consultationwith the Comptroller and Auditor General of India, the President hereby makes the following rules to amend the Indian Audit and Accounts Department (Principal Private Secretary) Recruitment Rules , 1994 , namely:-
1 (i) These rules may be called the Indian Audit and Accounts Department (Principal Private Secretary) Recruitment (Amendment ) Rules, 2006.
(ii) They shall come into force on the date of their publication in the Official Gazette .
2. In the Schedule to the Indian Audit and Accounts Department (Principal Private Secretary ) Recruitment Rules , 1994 in Column 12, under the heading "Deputation " for the letters , figures and the word " Rs . 6500-10500 with" the letters , figures and the words "Rs . 6500-10500 in the field offices of Indian Audit and Accounts Department with " shall be substituted .

सा.का.नि. 254.-राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और वित्त मंत्रालय , आर्थिक कार्य विभाग समूह ' ग ' पदों [ फोरमैन बाइंड्री ( सुपरवाइजर ) सहायक आर्टिस्ट ( रीटचिंग ) आफसेट मशीनमैन ( ग्रेड- II ) और सहायक स्टोरकीपर ] बजट प्रेस भर्ती ( संशोधन ) नियमावली, 1999 को उन बातों के सिवाय अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पूर्व किया गया या करने से लोप किया गया है , वित्त मंत्रालय के आर्थिक कार्य विभाग में ऑफसेट मशीनमैन के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं , अर्थात्:
1. संक्षिप्त नाम और प्रारंभ ( 1 ) इन नियमों को वित्त मंत्रालय , आर्थिक कार्य विभाग, समूह ' ग ' पद ऑफसेट मशीनमैन ( ग्रेड- II ) भर्ती नियम, 2006 कहा जाएगा ।
(2) ये राजपत्र में इनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद संख्या, वर्गीकरण और वेतनमान:-उक्त पद की संख्या , उसका वर्गीकरण और उसका वेतनमान वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट हैं ।
3. भर्ती की पद्धति , आयु सीमा और अन्यअर्हताएं आदि उक्त पद की पद्धति, आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ( 5 ) से स्तंभ ( 14 ) में विनिर्दिष्ट हैं ।
4. निर्हरता:-वह व्यक्ति:
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है , या
(ख) जिसने अपने पति या पत्नी के जीवित रहते हुए किसी अन्य व्यक्ति से विवाह किया है ,
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदिकेन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार पर लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।
5. शिथिल करने की शक्ति जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके, तथा संघ लोक सेवा आयोग से परामर्श करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।
6. व्यावृत्ति:-इन नियमों की कोई बात ऐसे आरक्षणों, आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिक और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

टिप्पण-2 रोजगार कार्यालय
के माध्यम से भर्ती के मामले में आयु सीमा निर्धारण हेतु निर्णायक तिथि वह अंतिम तारीख होगी जिस तक रोजगार कार्यालय को नाम देने को कहा गया हो ।
परिवीक्षा की अवधि, यदिकोई हो सीधे भर्ती के लिए शैक्षिक और अन्यअर्हताएं

अप्रेंटिसशिप अधिनियम 1961 ( 1961 का
52) के अंतर्गत ऑफसेट प्रिंटिंग मशीन ट्रेड
में प्रशिक्षु पाठ्यक्रम सफलतापूर्वक पूरा करने [ भाग II-खंड 3 ( 1) ]

का सर्टिफिकेट और सिंगल तथा डबल कलर ऑफसेट प्रिंटिंग मशीन प्रचालन में छह पर्ष काअनुभव ।
वांछनीय:
प्लेटमेकिंग का ज्ञान ।
टिप्पण 1 : संघ लोक सेवा आयोग/केन्द्र सरकार अन्यथा पात्र अभ्यर्थियों के मामले में अर्हताओं में छूट दे सकता है ।
टिप्पण 2 : अगर चयन के किसी चरण में
संघ लोक सेवा आयोग/केन्द्रीय सरकार/सक्षम प्राधिकारी को लगता है कि अनुसूचित जाति, अनुसूचित जनजाति हेतु आरक्षित रिक्तियों को भरेजाने के लिए अपेक्षित अनुभव रखने वाले अभ्यर्थी उपलब्ध होने की संभावना नहीं है तो अनुसूचित जाति, अनुसूचित जनजाति के अभ्यर्थियों के लिए अनुभव से संबंधित अर्हताओं में संघ लोक सेवा आयोग/केन्द्र सरकार, सक्षम प्राधिकारी के विवेकानुसार छूट दीजा सकती है ।
भर्ती की पद्धति : भर्ती सीधे होगी या प्रोन्नति द्वारा या
प्रोन्नति/प्रतिनियुक्ति/आमेलन द्वारा भर्ती की दशा में वे श्रेणियां जिनसे प्रोन्नति/प्रतिनियुक्ति/आमेलन किया जाएगा
प्रतिनुियक्ति/आमेलन द्वारा तथा विभिन्न पद्धतियों द्वारा भरे जाने वाले पदों की प्रतिशतता

प्रोन्नति द्वारा जिसके न हो सकने पर प्रतिनियुक्ति/आमेलन द्वारा । दोनों के न हो सकने पर सीधी भर्ती द्वारा ।
प्रोन्नति: 4,000-6,000 रु. के वेतनमान में ऑफसेट मशीन सहायक जिसके नहोने पर 3,050-4,590 रु. के वेतनमान में ऑफसेट मशीन अटेंडेंट/बाइंड्री सहायक के रूप में 13 वर्ष की सम्मिलित सेवा ।
टिप्पण: जब ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हक/पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो वहां उनसे वरिष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा अगर उनके द्वारा की गई अर्हक/पात्रता सेवा, अपेक्षित अर्हक/पात्रता सेवा के आधे से अधिक या दो वर्ष से , इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक/पात्रता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो ।
प्रतिनियुक्ति/आमेलन
( क) ( i ) अन्य सरकारी विभाग या सरकारी प्रेस में समकक्ष पद पर कार्य कर रहे व्यक्ति;
( ii) 4,000-6,000 रु. के वेतनमान में पांच वर्ष की नियमित सेवा;
(iii) 3,050-4,590 रु. के वेतनमान के ग्रेड में 13 वर्ष की नियमित सेवा ।

(ख ) कॉलम 8 में सीधी भर्ती के लिए निर्धारित अर्हता व अनुभव प्राप्त हों और ट्रेड परीक्षा पास कर सकें । पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की सीधी पंक्ति में है , प्रतिनियुक्ति पर नियुक्तिके लिए विचार किए जाने के पात्र नहीं होगे । इसी प्रकार, प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जानेके पात्र नहीं होंगे । ( प्रतिनियुक्ति की अवधि, जिसके अंतर्गत उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद प्रतिनियुक्ति की अवधि शामिल है , 3 वर्ष से अधिक नहीं होगी । )

In exercise of the powers conferredby the proviso to Article 309 of the Constitution and in supersession ofthe Ministry of Finance , Department of Economic Affairs , Group- C posts [ Foreman Bindry (Supervisory) , Assistant Artist (Retouching) , Offset Machineman (Grade - II) and Assistant Storekeeper] Budget Press Recruitment (Amendinent) Rules, 1999 except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitmentto the post of Offset machineman ( Grade - II) in the Department of Economic Affairs, namely:
1. Short title and commencement.-( 1 ) These rules may be called the Ministry of Finance , Department ofEconomic Affairs, Group-C Posts, Offset machineman, ( Grade - II) Recruitment Rules , 2006.
(2) They shall come into force on the date of their publication in the Official Gazette .
2. Number ofposts , classification and scale of pay. The number of posts , their classification and the scale ofpay attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules .
3.Method of recruitment age limit and other qualifications , etc.-The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to ( 14) of the said schedule .
4. Disqualification. No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living , has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts :
Provided that the Central Government may , if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation ofthis rule .

5. Power to relax. Where the Central Government is of the opinion that it is necessary or expedient so to do , it may by order, for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons .
6. Saving. Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes , ex- servicemen and other special categories of persons , in accordance with the orders issued by the Central Government from time to time in this regard.

Note 2 : In the case of
recruitment made through the Employment Exchange , the crucial date for determining the age limit shall be the last date upto which the Employment Exchange is asked to submit the names.

Educational Qualification : No. But must possess atleast Diploma in printing or certifi- cate in apprenticeship as mentioned in Column (8) 2 .
2.Diploma inPrinting (Offset) with three years practical experience for operating single and double colour Offset Machines, OR Certificate or successful completion of apprenticeship in the Offset Printing Machine Trade under the Apprentice- ship Act, 1961 ( 52 of 1961) with six years experience in the Offset Printing Machine Operating single and double colour.
Desirable:
Knowledge of Platemaking
Note 1 : Qualifications are relaxable at the discretion of the Union Public Service Commission/ Central Govern- ment in the case of candidates other- wise well qualified.

सा. का. नि. 255.- राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और परिवार नियोजन समिति अधिकारी भतीं नियम , 1966 को उन बातों के सिवाय अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने से लोप किया गया है, स्वास्थ्यऔर परिवार कल्याण विभाग में समिति और न्याचार अधिकारी के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:
1. संक्षिप्त नाम और प्रारंभ ( 1 ) इन नियमों का संक्षिप्त नाम स्वास्थ्य और परिवार कल्याण मंत्रालय और स्वास्थ्य और परिवार कल्याण विभाग , समिति और न्याचार अधिकारी भर्ती नियम , 2006 है ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद-संख्या, वर्गीकरण और वेतनमान: उक्त पद की संख्या, उसका वर्गीकरण और उसका वेतनमान वह होगा , जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ 2 से स्तंभ 4 में विनिर्दिष्ट हैं.।
3. भर्ती की पद्धति, आयु सीमा, अन्य अर्हताएं आदि उक्त पदों पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी , जो उक्त अनुसूची के स्तम्भ ( 5 ) से स्तम्भ 14 में विनिर्दिष्ट हैं ।
4. निरर्हता: वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित हैं, विवाह किया है , या
(ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,
उक्त पदों में से किसी पर नियुक्ति का पात्र नहीं होगा:
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।
5. शिथिल करने की शक्ति-जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।
6. व्यावृत्ति: इन नियमों की कोई बात ऐसे आरक्षणों , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

(क) ( i ) जो मूल काडर/विभाग में नियमित आधार पर केंद्रीय सरकार के अधीन सदृश पद धारण किए हुए हैं ; या
( ii ) जिन्होंने मूल काडर या विभाग में 5500-175-9000 रुपए या समतुल्य के वेतनमान में नियमित आधार पर उस पद पर नियुक्तिके पश्चात् उस श्रेणी में तीन वर्ष नियमितसेवा की है ; और
(ख) जिनके पास निम्नलिखित शैक्षणिक अर्हताएं और अनुभव हैं :
( i) किसी मान्यताप्राप्त विश्वविद्यालय से स्नातक उपाधि या समतुल्य ;
(ii ) समितियों के अधिवेशन या सम्मेलन आदिकराने तथा उनकी रिपोर्टिंग करने का, जिसके अंतर्गत अनुवर्ती कार्रवाई भी है , तीन वर्ष का अनुभव;

G.S.R. 255. In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession ofthe Department of Family Planning Committee Officer Recruitment Rules , 1966, except as respects things done or omitted tobe done , before such supersession , the President hereby makes the following rules regulating the method of recruitment to the post of Committee and Protocol Officer in the Department ofHealth and Family Welfare , namely:
1. Short title and commencement.-( 1 ) These rules may be called the Ministry of Health and Family Welfare, Department ofHealth and Family Welfare Committee and Protocol Officer Recruitment Rules , 2006 .
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post , classification and scale of pay. The number of the said post, its classification and scale ofpay attached thereto shall be as specified in column (s) 2 to 4 of the Schedule annexed to these rules.
3.Method of recruitment, age limit and qualifications , etc. The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns 5 to 14 of the said schedule .
4. Disqualification .-No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living ; or
(b) who, having a spouse living , has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule.
5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission , relax any of the provisions of these rules with respect to any class or category of persons .
6. Saving.--Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , Ex - servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard..

G.S.R. 258.-- In exercise of the powers conferred by the proviso to article 309 of the Constitution , and in supersession of the Fishery Survey of India, Mumbai (Group 'D ' posts) Recruitment (Amendment) Rules , 2001 insofar as they relateto the post of Daftry, except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules , regulating the method of recruitment to the post of Daftry in the Ministry of Agriculture, Department of Animal Husbandry, Dairying and Fisheries, in Fishery Survey of India, Mumbai , namely:--
1. Short title and commencement.-( 1 ) These rules may be called the Fishery Survey of India (Daſtry ) Recrûitment Rules, 2006.
(2) They shall come into force on the date of their publication in the Official Gazette .
2. Number of post, classification and scale of pay. The number of the said post , its classification and the scale ofpay attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules.

3.Method of recruitment , age limit , qualifications , etc.-The method of recruitment , age limit, qualifications and other matters relating thereto shall be as specified in columns 5 to 14 of the aforesaid schedule .
4. Disqualification.-No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shallbe eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule.
5. Power to relax. Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to beprovided for the Scheduled Castes, the Scheduled Tribes , ex - servicemen, the Other Backward Classes and other special categories ofpersons in accordance with the orders issued by the Central Government from time to time in this regard .

In the following Notification published in the Gazette of India, Part - II , Section 3 (i) dated 10th April, 2004 notifying the amendment to Recruitment Rules for the post of Assistant Chemist in Central Ground Water Board, a subordinate office of the Ministry of Water Resources , the following corrections /additions may be made :
(i) In the Central Ground WaterBoard (Assistant Chemist) Recruitment ( Amendment) Rules ,2004 ( GSR 122 , dated the 10th April, 2004) in column 12 of the Schedule relating to field of promotion for the existing entries the following entries may be read:
"Promotion :
Senior Technical Assistant ( Chemical) (Rs . 6500-10500) in Central Ground Water Board with three years service inthegrade after appointment thereto on regular basis . "

(2) They shall come into force on the date of their publication in the Official Gazette .
