सा.का.नि. 301. राष्ट्रपति, संविधान के अनुच्छेद 148 के खंड ( 5 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , भारत के नियंत्रक और महालेखा परीक्षक से परामर्श करने के पश्चात् भारतीय लेखा परीक्षा और लेखा विभाग ( कल्याण सहायक ) भर्ती नियम, 2002 का संशोध न करने के लिए निम्नलिखित नियम बनाते हैं , अर्थात्:-

1. ( 1 ) इन नियमों का संक्षिप्त नाम भारतीय लेखा परीक्षा और लेखा विभाग ( कल्याण सहायक ) भर्ती ( संशोधन ) नियम , 2006 है ।.

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. भारतीय लेखा परीक्षा और लेखा विभाग ( कल्याण सहायक ) भर्ती नियम , 2002 नियम 5 के स्थान पर निमनलिखित रखे जाएंगे : - " जहां भारत के नियंत्रक महालेखा परीक्षक की यह राय है कि ऐसा करना आवश्यक या समीचीन है तो वह आदेश द्वारा और उन कारणों से जो लेखबद्ध किए गए और संघ लोक सेवा आयोग से परामर्श करके व्यक्तियों के किसी वर्ग या प्रवर्ग की बाबत इन नियमों के उपबंधों में से किसी उपबंध को शिथिल कर सकेगा । "

G.S.R. 301. In exercise of the powers conferred by clause (5) of article 148 of the Constitution , the, President ,after consultation with the Comptroller and Auditor General of India, hereby makes the following rules further to amend the Indian Audit and Accounts Department (Welfare Assistant) Recruitment Rules, 2002 , namely : ---

1. (1) These rules may be called the Indian Audit and Accounts Department (Welfare Assistant) Recruitment (Amendment) Rules , 2006.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Indian Audit and Accounts Department (Welfare Assistant) Recruitment Rules, 2002 for rule 5, the following shall be substituted , namely:----

"Where the Comptroller and Auditor General of India is of opinion that its necessary or expedient so to do, he may , by order and for reasons to be recorded in writing , and in consultation with the Union Public Service Commission relax any of the provisions of these rules with respect to any class or category of persons .

सा.का.नि. 302.- संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए वित्तीय आसूचना एकक, वित्त मंत्रालय , राजस्व विभाग में अनुभाग अधिकारी के पद पर भर्ती की पद्धति को विनियमित करने वाले निम्नलिखित नियम बनाते हैं, नामत्:-

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम वित्तीय आसूचना एकक कार्यालय , वित्त मंत्रालय , अनुभाग अधिकारी/ ( समूह ' ख ' पद ) भर्ती नियम, 2006 है ।

( 2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पदों की संख्या, वर्गीकरण एवं वेतनमान, पदों की संख्या , इसका वर्गीकरण और इससे सम्बद्ध वेतनमान इन नियमों के साथ संलग्न अनुसूची के कालम ( 2 ) से ( 4 ) में यथाविनिर्दिष्ट किए जाएंगे ।

3. भर्ती का तरीका , आयु सीमा , शैक्षणिक अर्हताएं आदि. उक्त पदों पर भर्ती का तरीका , आयु सीमा , अर्हताएं और उक्त पद. से संबंधित अन्य बातें वही होंगी जो उक्त अनुसूची के कालम ( 5 ) से ( 14 ) तक में यथाविनिर्दिष्ट किए जाएंगे ।

4. निरर्हता, कोई व्यक्ति,-

(क ) जिसने किसी ऐसी व्यक्ति से विवाह किया है अथवा करने का विचार किया है , जिसका की पति अथवा पत्नी जीवित है , अथवा

(ख ) जिसका पति अथवा पत्नी जीवित है , उसने किसी ऐसी व्यक्ति के साथ विवाह किया है अथवा करने का विचार किया है , उक्त पद पर नियुक्तिहेतु पात्र नहीं होगा ,

परन्तु यदि केन्द्रीय सरकार , यदि इस बात से सन्तुष्ट है कि ऐसा विवाह किसी ऐसे व्यक्ति और विवाह की अन्य पार्टी के व्यक्तिगत कानून के अन्तर्गत लागू है और ऐसा करने के लिए कोई अन्य आधार है इस नियम के प्रचालन से किसी व्यक्ति को छूट प्रदान कर सकती है । 5. शिथिल करने की शक्ति, जहां केन्द्र सरकार का यह मत है कि ऐसा करना आवश्यक अथवा समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करने के पश्चात्, किसी वर्ग या श्रेणी के व्यक्तियों के सम्बन्ध में इन नियमों के किसी उपबंध को आदेश द्वारा शिथिल कर सकेगी।

6. व्यावृत्ति. - इन नियमों की कोई बात , ऐसे आरक्षण , आयु - सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य ;

(ii) मूल संवर्ग/विभाग में 5500-9000 रुपए अथवा समतुल्य वेतनमान में उस नियुक्तिके बाद ग्रेड में नियमित आधार पर की गई तीन वर्ष की सेवा सहित ; और

(ख) निम्नलिखित शैक्षिक अर्हतायें एवं अनुभव धारण करने वाले :

(i ) किसी मान्यताप्राप्त विश्वविद्यालय से स्नातक डिग्री अथवा समतुल्य

( ii ) स्थापना अथवा प्रशासन से संबंधित मामलों में दो वर्ष का अनुभव । केन्द्रीय सरकार के इस अथवा किसी अन्य संगठन/विभाग में इस नियुक्ति से तुरन्त पहले किसी अन्य संवर्ग बाह्य धारित पद में प्रतिनियुक्ति की अवधि सहित प्रतिनियुक्ति की अवधि साधारणतया तीन वर्षों से अधिक नहीं होगी । प्रतिनियुक्ति द्वारा नियुक्तिके लिए अधिकतम सीमा आवेदनों के प्राप्त होने की अन्तिम तारीख को 56 वर्ष से अधिक नहीं होगी । 1738

G.S.R. 302. In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the posts of Section Officer in the Financial Intelligence Unit, Ministry of Finance , Department of Revenue , namely:- 1. Short Title and commencement.-( 1 ) These rules may be called the Financial Intelligence Unit, Ministry of Finance, Section Officer (Group ' B ' Post) Recruitment Rules , 2006.

(2) They shall come into force on the date of their publication in the Official Gazette.

2.Number of post, classification and scale of pay. The number of post, its classification and the scale of pay attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules .

3. Method of recruitment, age limit , educational qualifications etc.---The method of recruitment to the said post, age limit, educational qualifications and other matters, relating thereto, shall be as specified in columns 5 to 14 of the said Schedule .

4. Disqualification . No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for the appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule .

5. Power to relax . Where the Central Government is of the opinion that it is necessary or expedient so to do , itmay, by order , for reasons to be recorded in writing, and in consultation with the Union Public Service Commission relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving. Nothing in these rules shall affect reservations , relaxation of age - limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , Ex - Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

( ii ) ये सरकारी राजपत्र में अपने प्रकाशन की तारीख से प्रवृत्त होंगे ।

2. पदों की संख्या , वर्गीकरण और वेतनमान, पदों की संख्या , उनका वर्गीकरण और वेतनमान वह होगा जो इन नियमों के साथ अनुबद्ध अनुसूची के कालम (2 ) से ( 4 ) में विनिर्दिष्ट है ।

3. भर्ती की पद्धति , आयु सीमा , शैक्षिक अर्हताएं आदि. उक्त पदों पर भर्ती की पद्धति, आयु सीमा, शैक्षिक अर्हताएं और उनसे सम्बंधित अन्य विषय वे होंगे जो उक्त अनुसूची के कालम ( 5 ) से ( 14 ) तक में विनिर्दिष्ट है ।

4. निरर्हता-कोई व्यक्ति, -

(क) जिसने ऐसे व्यक्ति , जिसका पति या जिसकी पत्नी जीवित है , के साथ विवाह किया है अथवा करने का विचार किया है , अथवा

(ख) जिसने अपने पति अथवा अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है अथवा विवाह करने का अनुबंध किया है

उक्त पद पर नियुक्ति हेतु पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू व्यक्तिगत विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो व्रह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार का यह मत है कि ऐसा करना आवश्यक अथवा समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करने के पश्चात्, किसी वर्ग या श्रेणी के व्यक्तियों के सम्बन्ध में इन नियमों के किसी उपबंध को आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति. - इन नियमों की कोई बात , ऐसे आरक्षण , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष श्रेणियों के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

केन्द्रीय सरकार के इस अथवा किसी अन्य संगठन/विभाग में इस नियुक्ति से तुरन्त पहले धारित किसी अन्य संवर्ग बाह्य पद में प्रतिनियुक्ति की अवधि सहित प्रतिनियुक्ति की अवधि साधारणतया तीन वर्षों से अधिक नहीं होगी ।

प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदनों के प्राप्त होने की अन्तिम तारीख को 56 वर्ष से अधिक नहीं होगी ।

G.S.R. 304. In exercise of the powers conferredby the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Personal Assistant in the Financial Intelligence Unit, Ministry of Finance , Department of Revenue , namely :-

1. Short Title and commencement.-( 1) These rules may be called the Financial Intelligence Unit, Ministry of Finance, Personal Assistant (Group ' B ' Post) Recruitment Rules, 2006 .

(2) They shall come into force on the date of their publication in the Official Gazette .

3. Method of recruitment , age limit, educational qualifications etc.-The method of recruitment to the said posts, age limit, educational qualifications and other matters relating thereto shall be as specified in columns 5 to 14 of the said Schedule .

4. Disqualification . No person, -- (a) who has entered into or contracted a marriage with a person having a spouse living ; or

(b ) who, having a spouse living , has entered into or contracted a marriage with any person,

shall be eligible for the appointment to the said posts :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, itmay, by order for reasons to be recorded in writing , and in consultation with the Union Public Service Commission relax any of the provisions of these rules with respect to any class or category of persons .

1. (1) These rules may be called the Directorate of Field Publicity (Headquarters ) , Group ' D ' , Recruitment (Amendment) Rules , 2006.

(2) They shall come into force on the date of publication in the official Gazettee.

2. In theDirectorate of Field Publicity (Headquarters) , Group 'D ' , Recruitment Rules , 2005 hereinafter referredto as the said rules in sub -rule (1 ) of rule 1 , under the heading Short title and commencement, for the figures ' 2005 ' , the figure ' 2006' shall be substituted.

3. In the Schedule of the said rules , in column 2, against entries relatingto the posts , Junior Gestetner Operator, Daftry, Peon, Chowkidar , Packer and Safaiwalah- Cum-Farash respectively, for the figures and brackets '(2005) ' , wherever they occur the figures and brackets ' (2006) ' shall be substituted.
