" सा.का.नि. 55. - राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और लेडी हार्डिंग मेडिकल कालेज एवं श्रीमती सुचेता कृपलानी अस्पताल , नई दिल्ली में आपरेशन थियेटर परिचर , समूह ' घ ' पद पर भर्ती नियम , 1987 को, उन बातों के सिवाय अधिकांत करते हुए , जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है, या करने का लोप किया गया है, लेडी हार्डिंग मेडिकल कालेज एवं श्रीमती सुचेता कृपलानी अस्पताल , और कलावती सरन चिल्ड्रन अस्पताल आपरेशन थियेटर परिचर के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम लेडी हार्डिंग मेडिकल कालेज एवं श्रीमती सुचेता कृपलानी अस्पताल , नई दिल्ली, ( आपरेशन थियेटर परिचर ) , ( समूह ' घ ' पद ) भर्ती नियम , 2007 हैं ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे । 2. पद-संख्या , वर्गीकरण और वेतनमान, उक्त पद की संख्या , उसका वर्गीकरण और उसका वेतनमान वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ 2 से स्तंभ 4 में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति , आयु सीमा , अर्हताएं आदि. उक्त पद पर भर्ती की पद्धति, आयु सीमा , अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ 5 से स्तम्भ 14 में विनिर्दिष्ट हैं ।

4. निरर्हता. वह व्यक्ति,

(क ) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है; या

[PART II-SEC. 3 (i )] (ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है , उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी। 6. व्यावृत्ति. - इन नियमों की कोई बात , ऐसे आरक्षण , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय- समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

टिप्पण 2 : रोजगार कार्यालयों के माध्यम से की जाने वाली नियुक्ति की दशा में , आयु-सीमा अवधारित करने के लिए निर्णायक तारीख वह अंतिम तारीख होगी जिस पर रोजगार कार्यालयों से नाम भेजने के लिए कहा गया है । 325 भारत का राजपत्र : अप्रैल 7, 2007/चैत्र17,1929

प्रतिनियुक्ति/आमेलन द्वारा , जिनके न हो सकने पर सीधी भर्ती द्वारा

लिए दो वर्ष

(1 ) किसी मान्यताप्राप्त विद्यालय या संस्थान से 8वीं कक्षा उत्तीर्ण ।

(2) प्राथमिक सहायता की जानकारी के साथ किसी मान्यताप्राप्त अस्पताल या चिकित्सा संस्थान के आपरेशन थियेटर में एक वर्ष का अनुभव ।

वांछनीय:

किसी मान्यताप्राप्त बोर्ड से विज्ञान विषय के साथ मेट्रिकुलेशन या समतुल्य ।

टिप्पणी: अनुभव संबंधी अर्हता ( अर्हताएं )

सक्षम प्राधिकारी के विवेकानुसार अनुसूचित जातियों और अनुसूचित जनजातियों के अभ्यर्थियों की दशा में तब शिथिल की जा सकती हैं जब चयन के किसी प्रक्रम पर सक्षम प्राधिकारी की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यर्थियों के पर्याप्त संख्या में उपलब्ध होने की सम्भावना नहीं है ।

यदिविभागीय प्रोन्नति समिति है, तो उसकी

G.S.R. 55. In exercise of the powers conferredby the proviso to article 309 of the Constitution and in supersession ofthe Lady Hardinge Medical College and Smt. Sucheta Kriplani Hospital , New Delhi , Operation Theatre Attendant, Group 'D' Recruitment Rules , 1987 , except in respect things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the post of Operation Theatre Attendant in the Lady Hardinge Medical College and Smt . Sucheta Kriplani Hospital and Kalawati Saran Children Hospital , New Delhi namely:--

1. Short title and commencement.- ( 1 ) These rules may be called the Lady Hardinge Medical Collage and Smt. Sucheta Kriplani Hospital and Kalawati Saran Childern Hospital , New Delhi , (Operation Theatre Attendant ) ( Group 'D' posts, Recruitment Rules , 2007 .

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Number of post, classification and scales of pay. The number of said post , its classification and the scales of pay attached thereto shallbe as specified in columns 2 to 4 of the Schedule annexed to these rules .

3. Method of recruitment , age limit , qualifications etc. The method of recruitment to the said post, age limit , qualifications and other matters relating to the said posts shall be as specified in columns 5 to 14 of the said Schedule .

4. Disqualification .---No person .

(a) who has entered into or contracted a marriage with a person having a spouse living ; or

(b) who , having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule .

5. Power to relax. Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order , for reasons to be recorded in writing , relax any of the provisions of these rules with respect to any class or category of persons .

6. Saving. Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the candidates belonging to the Scheduled Castes , the Scheduled Tribes, ex - servicemen and other special categories of person in accordance with the orders issued by the Central Government from time to time inthis regard.

Note 1: The crucial date for determining the age limit shall be the closing date for receipt of applications from candidates in India (and not the closing date prescribed for those in Assam, Minzoram , Manipur , Nagaland, Meghalaya , Arunachal Pradesh , Tripura , Sikkim, Ladakh Division of Jammu and Kashmir State, Lahaul and Spiti Districts and Pangi Sub Division of Chamba District of Himachal Pradesh , Union Territory of Andaman and Nicobar Island or Lakshdweep) .

Note 2: The crucial date for determing the age limit in the case of candidates from Employment Exchange shall be the last date upto to which the Employment exchange is asked to submit the names .

सा.का.नि. 56. - राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , जवाहर लाल स्नातकोत्तर चिकित्सा शिक्षा और अनुसंधान संस्थान , पांडिचेरी , केन्द्रीय बन्धयीकरण सेवा विभाग , सहायक, भर्ती नियम , 2005 का संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात :-

1. ( 1 ) इन नियमों का संक्षिप्त नाम जत्राहर लाल स्नातकोत्तर चिकित्सा शिक्षा और अनुसंधान संस्थान , पांडिचेरी केन्द्रीय बन्धयीकरण सेवा विभाग , सहायक, भर्ती ( संशोधन ) नियम , 2007 है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

जवाहर लाल स्नातकोत्तर चिकित्सा शिक्षा एवं अनुसंधान संस्थान, पांडिचेरी , केन्द्रीय बंधयीकरण सेवा विभाग , सहायक , भर्ती नियम, 2005 की अनुसूची में,

(क ) स्तंभ 8 में, प्रविष्टि के स्थान पर , निम्नलिखित प्रविष्टि रखी जाएगी , अर्थात :

" किसी मान्यताप्राप्त बोर्ड से मैट्रिकुलेशन या समतुल्य जिसमें विज्ञान एक विषय के रूप में रहा हो "

(ख ) स्तंभ 12 में , प्रोन्नति से संबंधित प्रविष्टि के पश्चात् निम्नलिखित टिप्पण अन्तः स्थापित किया जाएगा , अर्थात् : - " टिप्पण- जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हक/पात्रता सेवा पूरी कर ली है , प्रोन्नति कि लिए विचार किया जा रहा हो वहां उनसे ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जब कि उनके द्वारा की गई ऐसी अर्हक/पात्रता सेवा, अपेक्षित अर्हक/पात्रता सेवा के आधे से अधिक या दो वर्ष से, इनमें से जो भी कम हो , कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित , जिन्होंने ऐसी अर्हक/पात्रता सेवा पहले ही पूरी कर ली है , अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो ।"

In exercise of the powers conferred by the proviso to article 309 of the Constitution , the President hereby makes the following rules to amend the Jawaharlal Institute of Post - graduate Medical Education and Research , Pondicherry, Central Sterilization Services Department--Assistant , Recruitment Rules, 2005 , namely:-

1. (1 ) These rules maybe called the Jawaharlal Institute of Post- graduate Medical Education and Research , Pondicherry, Central Sterilization Services Department-Assistant, Recruitment ( Amendment ) Rules , 2007.

(2) They shall come into force on the date of their publication in the Official Gazette .

2. In the Schedule to the Jawaharlal Institute of Post- graduate Medical Education and Research , Pondicherry, Central Sterilization Services Department Assistant, Recruitment Rules 2005:---

( a) in column 8 , for the entry , the following entry shall be substituted , namely: ---

"Matriculation or equivalent with Science as a subject from a recognised Board. " ;

(b) in column 12 , after the entry relating to promotion , the following note shall be inserted, namlely: ---

"Note: Where Juniors who have completed their qualifying or eligibility service are being considered for pomotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibilityi service by more than half of such qualifying or eligibility/ service or two years , whichever is less and have successfully completed their probation period , for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. "

5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके , तथा संघ लोक सेवा आयोग के साथ परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी।

In exercise of the powers conferred by the proviso to article 309 ofthe Constitution and in supersession ofthe Jawaharlal Institute of Post Graduate Medical Education and Research , Pondicherry (Lecturer in Radiology, Medical Physics (Non -Medical ) Recruitment Rules, 1984, except in respect things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the post of Lecturer in Radiology (Medical Physics ) in the Jawaharlal Institute of Post Gradudate Medical Education and Research, Pondicherry namely:-

1. Short title and commencement.- ( 1 ) These rules maybe called the Jawaharlal Institute of Post Graduate Medical Education and Research , Pondicherry , Lecturer in Radiology (Medical Physics ) (Non -Medical, Group ' A' post) Recruitment Rules , 2007 .

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and scale of pay. The number of said post , its classification and the scale of pay attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules .

3. Method of recruitment, age limit, qualifications etc. The method of recruitment, age limit , qualifications and other matters relating to the said post shall be as specified in columns (5 ) to (14) of the above said Schedule .

4. Disqualification .-No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living ; or

(b) who , having a spouse living , has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said post :

5. Power to relax. Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order , for reasons to be recorded in writing , and in consultation with the Union Public Service Commission , relax any of the provisions of these rules with respect to any class or category of persons .

6. Saving . Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , Ex - servicemen and other special categories of person in accordance with the orders issued by the Central Government from time to time in this regard.

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

टिप्पणी: -पोषक प्रवर्ग के ऐसे विभागीय अधिकारी , जो प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे । प्रतिनियुक्तिकी अवधि जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि साधारणतया तीन वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी ।

In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Southern Region Farım Machinery Training and Testing Institute , Group ' C ' and ' D ' Recruitment Rules, 1985 and the Southern Region Farm Machinery Training and Testing Institute , Garladinne , Anantapur (Andhra Pradesh ) Group ' C ' and 'D' Recruitment Rules , 1995 , except as respects things done or omitted to be done before súch supersession, the President hereby makes the following rules regulating the method of recruitment to the various group ' C ' posts in the Southern Region Farm Machinery Training and Testing Institute , Garladinne , Anantapur (Andhra Pradesh) Department of Agriculture and Cooperation, namely:-

( 1 ) These rules may be called the Department of Agriculture & Cooperation, Southern Region Farm Machinery Training and Testing Institute , Anantapur (Andhra Pradesh) , (Technician and Training Assistant) Group ' C' posts Recruitment Ruics , 2007 .

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Application . These rules shall apply to the posts specified in column 1 of the Schedule annexed to these rules.

3. Number of posts , classification and scale of pay . The number of the said posts , their classification and the scale of pay attached thereto shall be as specified in columns (2) to (4) of the said Schedule .

4. Method of recruitment , age - limit , and other qualifications etc. The method of recruitment to the said posts , age limit , qualifications and other matters relating thereto shall be as specified in columns (5) to ( 14) of the schedule aforesaid.

5. Disqualifications .--- No person , -

(1) who has entered into or contracted a marriage with a person having a spouse living , or

(ii) who , having a spouse living , has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts :

Provided that the Central Government may if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule.

6. Power to relax. Where the Central Government is of the opinion that it is necessary or expedient so as to do , it may, by order , for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or category of person .

7. Saving. Nothing in these rules shall affect reservations , relaxation of age - limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes , Other Backward Classes the Ex - servicemen and other Special Categories of persons in accordance with the order issuedby the Central Government from time to time in this regard.

सा.का.नि. 59.-भाविक भविष्य निधि का न्यासी बोर्ड, नाविक भविष्य निधि स्कीम , 1966 ( 1966 का 4 ) के पैरा 20 के साथ पठित नाविक भविष्य निधि अधिनियम , 1966 ( 1966 का 4 ) की धारा 7 की उपधारा ( 6 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , केन्द्रीय सरकार के अनुमोदन से नाविक भविष्य निधि ( कर्मचारी वर्ग और सेवा शर्तें ) विनियमन , 1972 में निम्नलिखित और संशोधन करता है, अर्थात्: - 1. ( 1 ) इन विनियमों का संक्षिप्त नाम नाविकं भविष्य निधि ( कर्मचारिवृंद और सेवा की शर्तें ) ( संशोधन ) विनियमन , 2007 है । ( 2 ) वे राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

ऐसे प्रशासनिक सहायक लेखा अधिकारी जिन्होंने

6,500-200-10,500 रुपए के वेतनमान में पांच वर्ष नियमित सेवा की है ।

टिप्पण : प्रतिनियुक्ति के लिए समान ग्रेड में सदृश पद धारण करने वाले अन्य संगठनों से ऐसे अधिकारी जिनके पास 8,000-13,500 रुपए की अगली निम्नतर श्रेणी में पांच वर्ष का अनुभव है और मान्यताप्राप्त विश्वविद्यालय से कोई डिग्री धारण किए हुए हैं ।

2. प्रशासनिक/सहायक लेखा

ऐसे कार्यालय अधीक्षक जिन्होंने 5500-175-8000 रुपए के वेतनमान में तीन वर्ष की नियमित सेवा की है । 3.

अधीक्षक

ऐसे अधीक्षक जिन्होंने 5000-150-8000 रु. के वेतनमान में तीन वर्ष की नियमित सेवा की है जिसके न हो सकने पर ऐसे ज्येष्ठ सहायकों, जिन्होंने 4500-125-7000 रु. के वेतनमान में छह वर्ष की नियमित सेवा की है । 1831 এখান-6 344

ऐसे ज्येष्ठ सहायक, जिन्होंने 4500-125-7000 रु. के वेतनमान में तीन वर्ष की नियमित सेवा की है जिसके न हो सकने पर ऐसे ज्येष्ठ सहायक , जिन्होंने 4000-100- 6000 रु. के वेतनमान में आठ वर्ष की नियमित सेवा की है।

5. ज्येष्ठ सहायक

ऐसे कनिष्ठ सहायक और रोकड़िया , जिन्होंनें 4000-100- 6000 रु. के वेतनमान में पाँच वर्ष की नियमित सेवा की है।

6. कनिष्ठ सहायक

50 प्रतिशत रिक्तियाँ समूह घ कर्मचारियों के लिए जिनके पास सीधी भर्ती किए जाने के लिए अपेक्षित न्यूनतम शैक्षिक अर्हता ( सुयोग्य अभ्यर्थियों की दशा में आयुक्त द्वारा शिथिल किए जाने के अध्यधीन ) और जिनकी उस ग्रेड में आठ वर्ष नियमित सेवा है । लेखा और टंकक का ज्ञान आवश्यक है । यदि कोई उपयुक्त व्यक्ति उपलब्ध नहीं है तब पद अनारक्षित होगा । दफ्तरी

ऐसे समूह ' घ ' कर्मचारी जिन्होंने 2550-55-2660- 60-3200 रु. के वेतनमान में तीन वर्ष की नियमित सेवा कीहै ।

1. विभागीय प्रोन्नति समिति का गठन नियुक्ति प्राधिकारी द्वारा उन पदों के लिए जिनके लिए वह नियुक्ति प्राधिकारी है समय- समय पर अधिकथित किया जाएगा ।

2. सीधी भर्ती किए जाने वाले व्यक्तियों के लिए आयु सीमा निम्नानुसार होगी:-

परन्तु यह कि अनुसूचित जाति, अनुसूचित जनजाति , अन्य पिछड़े वर्ग और अन्य विशेष प्रवर्गों के अभ्यर्थियों की दशा में , अधिकतम आयु सीमा केन्द्रीय सरकार द्वारा समय - समय पर जारी किए गए आदेशों के अनुसार शिथिल की जा सकेगी :

परन्तु यह और कि इस अधिसूचना के जारी किए जाने की तारीख को बोर्ड के कर्मचारियों की और प्रोन्नति के लिए तथा सरकारी और कानूनी संगठनों के कर्मचारियों की प्रतिनियुक्ति द्वारा नियुक्ति के लिए भी कोई अधिकतम आयु सीमा नहीं होगी यह कि विहित अर्हताएँ बोर्ड के ऐसे कर्मचारियों के लिए लागू नहीं होंगी :

परन्तु यह भी कि नियुक्ति प्राधिकारी , लेखबद्ध किए जाने वाले कारणों से, उन पदों के लिए जिनके लिए वह नियुक्ति प्राधिकारी है , अधिकतम आयु सीमा को तीन वर्ष तक शिथिल कर सकेगा ।

कनिष्ठ सहायक

ऐसे स्नातकं जिनके पास सराकरी कार्यालय में या प्राइवेट फर्म में दो वर्ष का लेखा संबंधी कुछ ज्ञान अनुभव है । 9.

आशुलिपिक

ऐसे स्नातक जिनकी आशुलिपि में 100 शब्द प्रति मिनट की गति है और टंकण में 40 शब्द प्रति मिनट की गति है । 10.

रोकड़िया

ऐसे स्नातक जिनके पास लेखा कार्य में कम से कम दो वर्ष का कुछ ज्ञान और अनुभव है ।

चपरासी

मिडिल स्कूल पास है ।

G.S.R. 59. In exercise of the powers conferred by sub - section (6) of Section 7 of the Seamen's Provident Fund Act, 1966 (4 of 1966 ) read with paragraph 20 of the Seamem's Provident Fund Scheme, 1966, the Board with the approval of the Central Government, hereby makes the following further amendments in the Seamen's Provident Fund (Staff and Conditions ofService) Regulartions , 1972 , namely:-

1. (1) These regulations may be called the Seamen's Provident Fund (Staff and Conditions of Service ) Amendment Regulations, 2007.

(2) They shall come into force on the date of their publication in the Official Gazette .

[PART II -SEC. 3 ( i)] 2. In the Scamen's Provident Fund ( Staff and Conditions of Service) Regulations , 1972,-

(1) In regulation 5, for sub - regulation ( 1 ) , the following shall be substituted, namely:----

"( 1 ) The Commissioner shall be the appointing authority to all posts specified in the First Schedule except for the post of Administrative-cum-Accounts Officer for which the Board shall be the appointing authority . " ;

(ii) for the First Schedule the following Schedule shall be substituted, namely:-

RECRUITMENT RULES FOR ALL POSTS FALLING UNDER REGULATION 5 1. The qualifications prescribed for the posts in the Organisation shall be as laid down in the Appendix to this Schedule .

2 Appointment to the following posts shall be made by direct recruitment .

(a) Junior Assistant (50 per cent . )

(b)Stenographer

(d) Hindi Typist .

(e) Pcon, Cleaner .

3. Appointments to the following posts shall be made by promotion on merit- cum -seniority basis on the recommendations of the Departmental Promotion Committee .

(a) Administrative-cum-Accounts Officer .

(b) Administrative / Assistant Accounts Officer .

(d) Deputy Superintendent.

(e) Senior Assistant .

Provided that if, suitable Departmental candidates are not available , the posts shall be treated as unreserved and filled by direct recruitment or by deputation from other Government Departments or Autonomous Bodies .

Administrative/Assistant Accounts Officer having five years regular service in the scale ofRs . 6,500-200-10,500.

Note. For deputation: officers from other organizations holding analogous posts in the similar grade with five years ' experience in the next lower grade ofRs . 8,000-13,500 and holding a degree of recognized university.

2. Administrative/Assistant Accounts Officer .

Office Superintendent having three years regular service in the scale of pay Rs . 5500-175-8000 .

3. Superintendent

Deputy Superintendent having three years ' regular service in the scale of pay Rs . 5000- 150-8000 failing which Senior Assistants with six years of regular service in the scale of pay Rs.4500-125-7000 .

4. Deputy Superintendent

Senior Assistants having three years' regular service in the scale of pay Rs.4500-125-7000 failing which Junior Assistant with eight years regular service in the scale of pay Rs . 4000- 100-6000.

5. Senior Assistant

Junior Assistant and Cashier having five years ' regular service in the scale of pay Rs .4000-100-6000 .

6. Junior Assistant

For 50 per cent of the vacancies Group 'D ' employees with the required minimum educational qualifications for direct recruits (subject to relaxation by Commissioner in deserving cases ) and with eight years ' regular service in the grade . Knowledge of account and typing are essential . If no suitale person is available then the post shall be treated as unreserved.

7. Daftary

Group D having three years' regular service in the scale ofpay Rs . 2550-55-2660-60-3200.

1. The constitution of the Departmental Promotion Committee shall be as laid down by the appointing authority for the posts fromtime to time .

2. Age limit for direct recruits shall be as follows :-

Provided that the maximum age limit in the case of candidates belonging to the Scheduled Castes, the Scheduled Tribes , the Other Backward Classes and other special categories may be relaxed in accordance with the orders issued by the Central Government from time to time.

Provided further that there shall be no maximum age limit for the employees of the Board on the date of issue of this notification for further promotion and also for appointment by deputation of employees of Government and statutory Organisation that the qualifications prescribed shall not apply to such employees of the Board.

Provided also that the appointing authority may for the reasons to be recorded in writing relax the maximum age limit upto three years for the posts for which he is the appointing authority.
