सा.का. नि. 73. अधोहस्ताक्षरी को इस प्रकाशन के समूह ' ख' पदों की बाबत भर्ती नियमों के प्रति, जो भारत के राजपत्र , सा. का. नि. 407 , तारीख 28 नवम्बर, 2005 , में प्रकाशित किए गए हैं, निर्देश करने का तथा यह कथन करने का निदेश हुआ है कि प्रकाशित उक्त नियमों के हिन्दी/अंग्रेजी पाठ में निम्न वर्णित कतिपय मुद्रण, संबंधी अशुद्धियां सामने आई हैं और उन्हें भारत के राजपत्र, भाग 2 , खंड 3 , उपखंड ( i ) में निम्न रूप में शुद्धिपत्र जारी करके सुधारना आवश्यक है :

G.S.R. 73.- The undersigned is directed to refer to the Recruitment Rules in respect of Group 'B ' posts of this Prakashan issued in the Gazette of India vide G.S.R. 407 dated the 28th November , 2005 and to state that certain typographical errors , as depicted below , have come to notice in the English version of the Rules published and the same need to be rectified through means of corrigenda in the Gazette , Part II , Section 3, Sub-section ( i) as hereto below :
(1) at page 1777,
(a) under column 12 , in para 1 (b ) , for " experience , namely " read "experience"
(b) under column 12 , in, Note 3 , "The maximum age limit for appointment by deputation/ absorption ." read "The maximum age limit for appointment by deputation . "

सा.का.नि. 74.-केन्द्रीय सरकार प्रशासनिक अधिकरण अधिनियम, 1985 ( 1985 का 13 ) की उप - धारा ( 1 ) और ( 2 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए केन्द्रीय प्रशासनिक अधिकरण में ( ज्येष्ठ प्रधान निजी सचिव ) के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती है, अर्थात्: -
1. संक्षिप्त नाम और प्रारम्भ. ( 1 ) इन नियमों का संक्षिप्त नाम केन्द्रीय प्रशासनिक अधिकरण ( ज्येष्ठ प्रधान निजी सचिव ) भर्ती नियम , 2007 है ।
( 2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे । 417 भारत का राजपत्र : मई 12 , 2007/वैशाख 22 , 1929

2. पद- संख्या , वर्गीकरण और वेतनमान, उक्त पद की संख्या , उसका वर्गीकरण और उसका वेतनमान वह होगा जो उक्त अनुसूची के स्तम्भ (2 ) से स्तम्भ (4 ) में यथा विनिर्दिष्ट हैं ।
3. भर्ती की पद्धति , आयु-सीमा और अर्हताएं आदि. उक्त पद पर भर्ती की पद्धति, आयु सीमा , अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तम्भ ( 5 ) से स्तम्भ ( 14 ) में विनिर्दिष्ट हैं ।
4. निरर्हता. वह व्यक्ति, -
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या
(ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह , ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।
5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।
6. व्यावृति.-इन नियमों की कोई बात ऐसे आरक्षण , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों , अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबन्ध करना अपेक्षित है ।
7. व्याख्या.-जहां भी इस मामले के अंतर्गत बनाए गए इन नियमों व विनियमों के किन्हीं प्रावधानों की व्याख्या करने में संदेह उत्पन्न होता है तो वहां इस मामले को केन्द्र सरकार के कार्मिक और प्रशिक्षण विभाग को भेजा जाएगा जिनका इस पर निर्णय अंतिम होगा ।

टिप्पण
1. केन्द्रीय प्रशासनिक अधिकरण में प्रतिनियुक्त पर नियुक्ति व्यक्ति प्रोन्नति प्रणाली के विरुद्ध विचार किए जाने के लिए पात्र नहीं होगा।
2. जहाँ ऐसे कनिष्ठ अधिकारियों के संबंध में जिन्होंने अपनी अर्हक/पात्रता सेवा पूरी कर ली है , प्रोन्नति के लिए विचार किया जा रहा हो वहां उनके ज्येष्ठ अधिकारियों के संबंध में भी विचार किया जाएगा परंतु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक/पात्रता सेवा , अपेक्षित अर्हक/पात्रता सेवा के आधे से अधिक सेया दो वर्ष से , इनमें से जो भी कम हो, कम न हो और जिन्होंने अपने ऐसे कनिष्ठ अधिकारियों सहित उनकी उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली है, जिन्होंने ऐसी अर्हक/पात्रता सेवा पहले ही पूरी कर ली है।

G.S.R. 74. In exercise of the powers conferred by sub - sections ( 1 ) and (2 ) of Section 13 of the Administrative Tribunals Act, 1985 (13 of 1985) , the Central Government hereby makes the following rules regulating the method of recruitment to the post of Senior Principal Private Secretary in the Central Administrative Tribunal , namely:
1. Short title and commencement. ( 1 ) These rules may be called the Central Administrative Tribunal (Senior Principal Private Secretary) Recruitment Rules , 2007 ..
(2) They shall come into force on the date of their publication in the Official Gazette .
2. Number ofposts , classification and scale of pay. The number of the said post, its classification and the scale of pay attached thereto , shall be as specified in columns (2) to (4) of the Schedule annexed to these rules .
3. Method of recruitment, age - limit, qualifications , etc. The method of recruitment to the siad post, age- limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (14) of the aforesaid Schedule .
4. Disqualification . No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living , or
(b) who having a spouse living , has entered into or contracted a narriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule.
5. Power to relax.---Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order , and for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or category of persons .
6. Saving. Nothing in these rules shall affectreservations , relaxation of age - limit, and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , the Other Backward Classes , Ex - servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

7. Interpretation :-Where a doubt arises as to the interpretation of any of the provisions of these rules and the regulations made thereunder the matter shall be referred to the Central Government in Department of Personnel and Training whose decision thereon shall be final .

1. संक्षिप्त नाम और प्रारंभ. ( i ) इन नियमों का संक्षिप्त नाम कर अनुसंधान इकाई , सांख्यिकीय अन्वेषक समूह " ग " पद भर्ती नियम, 2007 है ।
(2 ) ये सरकारी राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पदों की संख्या, वर्गीकरण एवं वेतनमान, पदों की संख्या , इसका वर्गीकरण और इससे सम्बद्ध वेतनमान इन नियमों के साथ संलग्न अनुसूची के कालम ( 2 ) से ( 4 ) में यथाविनिर्दिष्ट किए जाएंगे ।
3. भर्ती का तरीका , आयु - सीमा एवं अन्य अर्हताएं. भर्ती का तरीका , आयु सीमा , अर्हताएं और उक्त पद से सम्बंधित अन्य मामले उक्त अनुसूची के कालम (5 ) से ( 14 ) तक में यथाविनिर्दिष्ट किए जाएंगे।
4. अयोग्यताएं- यदि कोई ऐसा व्यक्ति-

5. शिथिल करने की शक्ति जहां तक केन्द्रीय सरकार का यह मत है कि ऐसा करना आवश्यक अथवा समीचीन है, वहां व्यक्तियों के किसी वर्ग अथवा श्रेणी के सम्बन्ध में इन नियमों के किसी उपबंध से छूट देने के लिए यह आदेश द्वारा और कारणों सहित लिखित में दर्ज किया जाएं ।

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।
5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए कारणों को लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों के संबंध में , आदेश द्वारा शिथिल कर सकेगी ।

G.S.R. 76. In exercise of the powers conferred by the proviso to article 309 of the Constitution , the President hereby makes the following rules regulating the method of recruitment to the post of Assistant Director (Administration) in the National Rail Museum, namely : ---
1. Short title and commencement.--( 1 ) These rules may be called the Ministry of Railways , Assistant Director (Administration) , National Rail Museum , Recruitment Rules , 2007 .
(2) They shall come into force on the date of their publication in the Official Gazette .
2. Number of posts , its classification and scale of pay. The number of the said posts , its classification and the scale of pay attached thereto shall be as specified in columns (2) to (4 ) of the Schedule annexed to these rules .

3. Method of recruitment, age - limit, qualifications , etc. The method of recruitment, age - limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (14) of the said Schedule .
4. Disqualification .-No person,--
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who havinsg a spouse living , has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing , exempt any person from the operation of this rule..
5. Power to relax.---Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order , for reasons to be recorded in writing and in consultation with the Union Public Service Commission , relax any of the provisions of these rules with respect to any class or category of persons .
6. Saving. Nothing in these rules shall affect reservations , relaxation of age - limit , and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , Ex - servicemen , and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

429 (2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद संख्या , वर्गीकरण और वेतनमान. उक्त पदों की संख्या , उनका वर्गीकरण और उनके वेतनमान वे होंगे , जो इन नियमों से उपाबद्ध अनुसूची के स्तम्भ ( 2 ) से स्तम्भ (4 ) में विनिर्दिष्ट हैं ।
3. भर्ती की पद्धति , आयु सीमा , अर्हताएं आदि. संबंधित अन्य बातें वे होंगी , जो पूर्वोक्त अनुसूची के स्तम्भ ( 5 ) से उक्त पद पर भर्ती की पद्धति , आयु सीमा , शैक्षिक अर्हताएं और उनसे स्तम्भ ( 14 ) में विनिर्दिष्ट हैं ।
4. निरर्हता. वह व्यक्ति,-
( क ) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है ; या
( ख ) जिसने , अपने पति या अपनी पत्नी के जीवित रहते हुए, किसी व्यक्ति से विवाह किया है,
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं , तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।
5. शिथिल करने की शक्ति, जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।
6. व्यावृत्ति. - इन नियमों की कोई बात , ऐसे आरक्षण , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों, और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

शैक्षिक अर्हताएं नहीं परन्तु प्रोन्नत व्यक्ति के पास किसी मान्यताप्राप्त पशु- चिकित्सा विज्ञान और पशु- पालन में डिग्री या कृषि में डिग्री या समतुल्य होनी चाहिए । वर्तमान फार्म प्रबंधकों पर जो उक्त अर्हता नहीं रखते हैं परन्तु इन नियमों के प्रकाशन की तारीख को स्नातक डिग्री के साथ छह मास का कुक्कुट प्रशिक्षण रखते हैं विचार किया जाएगा ।
(3 ) विशाल आकार वाले कुक्कुट प्रजनन फार्म प्रबंधन में दो वर्ष का अनुभव * *

(3 ) किसी मान्यताप्राप्त विश्वविद्यालय या संस्थान से कुक्कुट विज्ञान या पशु आनुवांशिकी और प्रजनन या पशु आहार या पशु उत्पादन और प्रबंधन की किसी शाखा में स्नातकोत्तर डिग्री !

1. Short title and commencement .( 1 ) These rules may be called the Central Poultry Development Organisations andRandom Sample Poultry Performance Testing Centre ( Group - A and Group - B posts ) Recruitment Rules , 2007 .
(2) They shall come into force on the date of their publication in the Official Gazette .
2. Number of posts , classification and scale of pay . The number of the said posts , its classification and the scale of pay attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules .
3. Method of recruitment, age - limit, qualifications , etc. The method of recruitment to the said post, age- limit , educational qualifications and other matters relating thereto shall be as specified in columns (5) to ( 14) of the aforesaid Schedule .
4. Disqualification . No person ,-
(a) who has entered into or contracted a marriage with a person having a spouse living , or
(b) who having a spouse living , has entered into or contracted a marriage with any person , shall be eligible for appointment to the said posts :
Provided that the Central Government may , if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule .
" 5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do , it may by order for reasons to be recorded in writing and in consultation with the Union Public Service Commission relax any of the provisions of these rules with respect to any class or category of persons .
6. Saving. Nothing in these rules shall affect reservations , relaxation of age - limit , and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes, Ex - servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
