सा. का. नि. 194. - रराष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , स्वास्थ्य और परिवार कल्याण मंत्रालय , केन्द्रीय कुष्ठ रोग प्रशिक्षण और अनुसंधान संस्थान , चेंगलपट्टूमें ज्येष्ठ आर्थोटिक तकनीशियन के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं , अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का नाम स्वास्थ्य और परिवार कल्याण मंत्रालय , केन्द्रीय कुष्ठ रोग प्रशिक्षण और अनुसंधान संस्थान , चेंगलपट्टू में ज्येष्ठ आर्थोटिक तकनीशियन , समूह ' ग ' पद भर्ती नियम , 2007 है।

(2 ) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद- संख्या , वर्गीकरण और वेतनमान, उक्त पद की संख्या, उसका वर्गीकरण और उसका वेतनमान वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तम्भ ( 2 ) से स्तम्भ ( 4 ) में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति , आयु सीमा, अहंताएं आदि. उक्त पद पर भर्ती की पद्धति, आयु सीमा , अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ( 5 ) से स्तंभ ( 14 ) में विनिर्दिष्ट हैं ।

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है , या

(ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,

उक्त पदों पर निमुक्ति का पात्र नहीं होगा :

5. आरंभिक गठन.- ऐसे व्यक्ति , जो इन नियमों के प्रारंभ की तारीख को पद को नियमित आधार पर धारण किए हुए हैं, वे इन नियमों के अधीन पद पर नियुक्त किए गए समझे जाएंगे । उनके द्वारा की गई नियमित सेवा को परिवीक्षा अवधि, प्रोत्रति , पुष्टिकरण और पेंशन के प्रयोजनों के लिए गणना में लिया जाएगा।

6. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।

7. व्यावृत्ति.- इन नियमों की कोई बात , ऐसे आरक्षण , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों , अनुसूचित जनजातियों, भूतपूर्व सैनिकों पिछड़े वर्गों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबन्ध करना अपेक्षित है ।

अर्हता प्रोन्नति ऐसे आर्थोटिक तकनीशियन , जिन्होंने श्रेणी में पांच वर्ष नियमित सेवा की है ।

( 1 ) किसी मान्यता प्राप्त विश्वविद्यालय से प्रोस्थेटिक्स और आर्थोटिक्स में डिग्री या समतुल्य; या

(केन्द्रीय सरकार द्वारा समय - समय पर जारी किए गए अनुदेशों या आदेशों के अनुसार सरकारी सेवकों के लिए 5 वर्ष तक शिथिल की जा सकती है। )

(क) किसी मान्यताप्राप्त संस्थान से प्रोस्थेटिक्स और आर्थोटिक्स में डिप्लोमा (ख ) आर्थोटिक्स और/या प्रोस्थेटिक्स के क्षेत्र में दो वर्ष का अनुभव। वांछनीय : कुष्ठ रोग के आर्थोटिक्स और/या प्रोस्थेटिक्स साधित्र बनाने में अनुभव। [ भाग II- खण्ड 3 ( i) ]

प्रतिनियुक्ति:

प्रोन्नति/प्रतिनियुक्ति द्वारा , जिनके न हो सकने पर सीधी भर्ती द्वारा ।

ऐसे व्यक्तियों में से, जो केन्द्रीय सरकार के अधीन ऐसे अधिकारी सदृश या समतुल्य पद पर धारण किए हुए हैं या ऐसे आर्थोटिक तकनीशियन , जिन्होंने 4000-6000 रुपए के वेतनमान में पांच वर्ष सेवा की है । शैक्षिक अर्हताएं, जो सीधे भर्ती किए व्यक्तियों के लिए हैं।

यदि विभागीय प्रोन्नति समिति है, तो उसकी संरचना

भर्ती करने में किन परिस्थितियों में संघ लोक सेवा आयोग से परामर्श किया जाएगा

G.S.R. 194. In exercise of the powers conferred by the proviso to article 309 of the Constitution , the President hereby makes the following rules regulating the method of recruitment to the post of Senior Orthotic Technician in the Ministry of Health and Family Welfare , Central Leprosy Training and Research Institute , Chengalpattu, namely: - 1.Short title and commencement.-( 1 ) These rules may be called the Ministry of Health and Family Welfare , Central Leprosy Training and Research Institute , Chengalpattu Senior Orthotic Technician, Group ' C ' Post , Recruitment Rules, 2007.

(2) They shall come into force on the date of their publication in the Official Gazette.

2.Number of Post, classification and scale of pay . The number ofthe said post, its classification and the scale ofpay attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules .

3. Method of recruitment, age limit, qualifications etc. The method of recruitment , age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to ( 14) of the said Schedule.

4. Disqualifications . No person ,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living , has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said post :

[PART II-SEC . 3 ( i ) ) Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule .

5. Initial Constitution .-Person holding the post of regular basis on the date of commencement of these rules shall be treated to have been appointed to the post according to these rules . Regular service rendered by them shall count for the purpose of probation period , qualifying service for promotion , confirmation and pension.

6. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving . Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , Ex - Servicemen , other backward classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in thisregard .

सा. का. नि. 195. - राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और राष्ट्रीय परीक्षणशाला ( आशुलिपिक , श्रेणी-1 ) भर्ती नियम , 1984 को, उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है, या करने का लोप किया गया है , उपभोक्ता मामले , खाद्य और सार्वजनिक वितरण मंत्रालय , उपभोक्ता मामले विभाग , राष्ट्रीय परीक्षणशाला , कलकत्ता में आशुलिपिक, श्रेणी-1 के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. लागू होना : ये नियम , इन नियमों से उपाबद्ध अनुसूची के स्तंभ । में विनिर्दिष्ट पदों पर लागू होंगे।

3. पद-संख्या, वर्गीकरण और वेतनमान, उक्त पद की संख्या , उसका वर्गीकरण और उसका वेतनमान वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तम्भ 2 से स्तम्भ 4 में विनिर्दिष्ट हैं ।

4. भर्ती की पद्धति , आयु- सीमा , अर्हताएं आदि. उक्त पद पर भर्ती की पद्धति , आयु सीमा , अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ 5 से स्तंभ 14 में विनिर्दिष्ट हैं ।

उक्त पदों में से किसी पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 6. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।

प्रोन्नतिः

प्रोन्नति द्वारा , जिनके न हो सकने पर प्रतिनियुक्ति द्वारा ।

5000-8000 रुपये के वेतनमान में ऐसे आशुलिपिक , श्रेणी-2 , जिन्होंने उस श्रेणी में तीन वर्ष की नियमित सेवा की है ।

टिप्पण: जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में जिन्होंने अपनी अर्हक/पात्रता सेवा पूरी कर ली है , प्रोन्नति के लिए विचार किया जा रहा हो जहां उनके ज्येष्ठ

व्यक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक/ पात्रता सेवा, अपेक्षित अर्हक/पात्रता सेवा के आधे से अधिक से या दो वर्ष से , इनमें से जो भी कम हो , कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित उनकी उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलता पूर्वक पूरी कर ली है , जिन्होंने ऐसी अर्हक/पात्रता सेवा पहले ही पूरी कर ली है ।

प्रतिनियुक्ति:- केंद्रीय सरकार के अधीन ऐसे अधिकारी-

(क) ( i ) जिन्होंने मूल कांडर वा विभाग में नियमित आधार पर सदृश पद धारण किया हुआ है; या

(ii ) जिन्होंने मूल काडर या विभाग में 5000-8000 रुपए या समतुल्य के वेतनमान में नियमित आधार पर नियुक्ति के पश्चात् आशुलिपिक श्रेणी में तीन वर्ष सेवा की हो।

पोषक प्रवर्ग के ऐसे विभागीय अधिकारी , जो प्रोन्नति की सीधी पंक्तिमें है, प्रतिनियुक्तिपर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे। इसी प्रकार , प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे । प्रतिनियुक्ति की अवधि, जिसके अन्तर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है, साधारणतया तीन वर्ष से अधिक नहीं होगी। प्रतिनियुक्ति पर नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी । यदि विभागीय प्रोन्नति समिति है , तो उसकी संरचना

भर्ती करने में किन परिस्थितियों में संघ लोक सेवा आयोग से परामर्श किया जाएगा

G.S.R. 195. -In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the National Test House ( Stenographer Grade I) Recruitment Rules , 1984 , except as respect things done or omitted to have been done before such supersession , the President hereby makes the following rules regulating the method 1002

[PART II -SEC . 3 ( i ) ] of recruitment to the post of Stenographer Grade I in the National Test House , Kolkata in the Ministry of Consumer Affairs , Food and Public Distribution, Department of Consumer Affairs , National Test House , Kolkata , namely:

1. Short title and commencement .-( 1 ) These rules may be called the Ministry of Consumer Affairs , Food and Public Distribution , Department of Consumer Affairs, National Test House , Kolkata , Stenographer Grade I, Group ' B ' Post, Recruitment Rules , 2007.

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Application . These rules shall apply to the post specified in column 1 of the Schedule annexed to these rules .

3. Number of post , its classification and scale of pay. The number of the said post , its classification and scale of pay attached thereto shall be as specified in columns 2 to 4 of the said Schedule .

4. Method of recruitment, age limit , educational qualifications , etc. The method of recruitment , age limit , educational qualification and other matters relating to the said post shall be as specified in columns 5 to 14 of the aforesaid Schedule .

5. Disqualifications.- No person ,

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who , having a spouse living , has entered into or contracted a marriage with any other person , shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule .

6. Power to relax . Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission relax any ofthe provisions of these rules with respect to any class or category of persons .

7. Saving. Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , Ex- Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard .

Similarly, deputationist shall notbe eligible for consideration for appointment by promotion. Period ofdeputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization or department of the Central Government shall ordinarily not exceed three years . The maximum age limit for appointment by deputation shall be not exceeding 56 years as on the closing date of the receipt of application.

सा. का. नि. 196. - राष्ट्रपति संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , और भारतीय खान ब्यूरो ( वर्ग -4 पद ) भर्ती नियम , 1965 को, जहां तक उनका संबंध फराश के पद से है , उन बातों के सिवाय अधिक्रांत करते हुए , जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है , या करने का लोप किया गया है , भारतीय खान ब्यूरो में फराश के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं , अर्थात्: -

1. संक्षिप्त नाम और प्रारम्भ ( 1 ) इन नियमों का संक्षिप्त नाम भारतीय खान ब्यूरो ( फराश ) समूह ' घ ' पद भर्ती नियम , 2007 है । (2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद -संख्या, वर्गीकरण और वेतनमान - उक्त पदों की संख्या , उनका वर्गीकरण और उनके वेतनमान वे होंगे , जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ 2 से स्तंभ 4 में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति , आयु- सीमा , अर्हताएं आदि. उक्त पदों पर भर्ती की पद्धति , आयु सीमा , अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ 5 से स्तंभ 14 में विनिर्दिष्ट हैं ।

4. निरर्हता.-वह व्यक्ति-

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है , या

( ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है , उक्त पदों में से किसी पर नियुक्ति का पात्र नहीं होगा

5. शिथिल करने की शक्ति जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी । 6. व्यावृत्ति.- इन नियमों की कोई बात , ऐसे आरक्षण , आयु सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों , अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्यिोंके लिए उपबंध करना अपेक्षित है ।

टिप्पण: अनुभव संबंधी अर्हता

(अहंताएं) नियुक्ति प्राधिकारी के विवेकानुसार अनुसूचित जातियों और अनुसूचित जनजातियों के अभ्यर्थियों की दशा में तब शिथिल की जा सकती है जब चयन के किसी प्रक्रम पर नियुक्ति प्राधिकारी की यह राय है कि उनके लिए आरक्षित रिक्तियों के भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यर्थियों के पर्याप्त संख्या में उपलब्ध होने की सम्भावना नहींहै ।

टिप्पण: आयु-सीमा अवधारित करने के लिए निर्णायक तारीख भारत में अभ्यर्थियों से आवेदन प्राप्त करने के लिए नियत की गई अंतिम तारीख होगी ( न कि वह अंतिम तारीख ज़ो असम, मेघालय , अरुणाचल प्रदेश , मिजोरम, मणिपुर , नागालैंड , त्रिपुरा , सिक्किम, जम्मू- कश्मीर राज्य के लद्दाख खंड , हिमाचल प्रदेश के लाहोल और स्पीति जिले तथा चम्बा-जिले के पांगी उप-खण्ड, अंदमान और निकोबार द्वीप या लक्षद्वीप के अभ्यर्थियों के लिए विहित की गई है। )

In exercise of the powers conferred by the proviso to article 309 of the Constitution , and in supersession of the Indian Bureau of Mines ( Class IV posts ) Recruitment Rules , 1965 , in so far as they relate to the post ofChowkidar, Except as respects things done or ommitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the post of Chowkidar in Indian Bureau of Mines , namely:-

1. Short title and commencement.-( 1 ) These rules may be called the Indian Bureau of Mines (Chowkidar ) , Group ' D' Post Recruitment Rules , 2007 .

(2) They shall come into force on the date of their publication in the Official Gazette .

2.Number of post , classification and scale of pay. The number of post , its classification and the scale of pay attached thereto shall be as specified in columns (2) to (4 ) of the Schedule annexed to these rules .

3. Method of recruitment , age limit and qualifications etc. The method of recruitment, age limit , qualifications and other matters relating to the said post shall be as specified in columns ( 5) to ( 14) of the said Schedule .

4. Disqualifications . No person ,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living , has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said post :

Provided that the Central Government may , if satisfied that such marriage is permissible under the personal law applicable to such persons and the other party to the marriage and that there are other grounds for so doing , exempt any person frorn the operation of this rule .

6. Saving. 1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम केंद्रीय मत्स्य समुद्री और इंजीनियरी प्रशिक्षण संस्थान , कोचीन तकनीकी सहायक ( इलैक्ट्रानिकी ) भर्ती नियम, 2007 है।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद- संख्या , वर्गीकरण और वेतनमान. उक्त पद की संख्या , उसका वर्गीकरण और उसका वेतनमान वह होगा , जो इन नियमों से उपाबद्ध अनुसूची के स्तम्भ ( 2 ) से स्तम्भ ( 4 ) में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति, आयु-सीमा , अर्हताएं आदि. उक्त पद पर भर्ती की पद्धति, आयु सीमा , अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ( 5 ) से स्तंभ ( 14 ) में विनिर्दिष्ट हैं ।

4. निरर्हता. वह व्यक्ति,-

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है , या

( ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पदों में से किसी पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति- इन नियमों की कोई बात , ऐसे आरक्षण , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों , अनुसूचित जनजातियों , भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबन्ध करना अपेक्षित है ।

वांछनीय : समुद्री इलैक्ट्रानिकी उपस्करों जैसे कि उच्चावृत्ति/अति उच्चावृत्ति संचार ट्रांसफार्मरों रेडियो कंपास , निर्देशन बोधक ध्वनि भाषी और सोनर आदि की मरम्मत करने काअनुभव होना चाहिए । अंकीय इलैक्ट्रानिकी परिपथों और दोष दूर करने का ज्ञान आवश्यक है ।

टिप्पण 2 : रोजगार कार्यालयों के विभागीय अभ्यर्थी , जो अपेक्षितं आवश्यक अर्हताएं रखते हैं, सीधे आवेदन कर सकते हैं । तथापि, सीधी भर्ती के लिए विहित की गई आयु-सीमा विभागीय अभ्यर्थियों की दशा में लागू नहीं होगी ।

माध्यम से की जाने वाली नियुक्ति की दशा में , आयु सीमा अवधारित करने के लिए निर्णायक तारीख वह अंतिम तारीख होगी जिस पर रोजगार कार्यालयों से नाम भेजने के लिए कहा गया है ।

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Number of posts , classification and scale of pay. The number of the post, its classification and the scale of pay attached thereto shall be as specified in Columns 2 to 4 of the Schedule annexed to these rules .

3. Method of recruitment , age limit and other qualifications , etc. The method of recruitment , age limit, qualification and orher matters relating thereto shall be as specified in columns 5 to 14 of the said schedule .

4. Disqualification . No person ,-

(a) who has entered into or contracted a marriage with a person having a spouse living ; or .

(b) who, having a spouse living , has entered into or contracted a marriage with any person .

shall be eligible for appointment to the said post:

Provided that the Central Government may , if satisfied that such marriage is permsissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule .

5. Power to relax .--Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order for reasons to be recorded in writing relax any of these provisions of these rules with respect to any class or cartegory of persons or posts .

6. Saving. Nothing in these rules shall affect reservation , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , Schedules Tribes , Ex - servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम डाक विभाग निदेशक ( कर्मचारीवृन्द संबंध और विधि सेल ) और निदेशक ( सर्तकता याचिका ) भर्ती नियम, 2007 है।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद-संख्या , वर्गीकरण और वेतनमान, उक्त पदों की संख्या , उसका वर्गीकरण और उनका वेतनमान वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तम्भ ( 2 ) से स्तम्भ ( 4 ) में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति , आयु सीमा अहंताएं आदि. उक्त पदों पर भर्ती की पद्धति , आयु सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तंभ 5 से स्तंभ 14 में विनिर्दिष्ट हैं ।

4. निरर्हता. वह व्यक्ति,-

(क) जिसने ऐसे व्यक्ति से जिसका पतिः या जिसकी पत्नी जीवित है , विवाह किया है ; या (ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वोय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति- इन नियमों की कोई बात, ऐसे आरक्षण, आयु सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों अन्य पिछड़े वर्गों , और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबन्ध करना अपेक्षित हैं ।

सां. का. नि. 202. केन्द्र सरकार, वायुयान अधिनियम , 1934 ( 1934 का 22 ) की धारा 11 ख की उपधारा ( 2 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए एतद्वारा वायुयान ( निर्माणों और वृक्षों आदि द्वारा कारित बाधाओं का उन्मूलन ) नियम , 1994 , में और आगे संशोधन करने के लिए निम्मलिखित नियम बनाती है , नामशः

1. ( 1 ) इन नियमों को वायुयान ( निर्माणों और वृक्षों आदि द्वारा कारित बाधाओं का उन्मूलन ) संशोधन नियम , 2007 कहा जाएगा । (2) ये राजपत्र में प्रकाशन की तारीख से प्रवृत्त होंगे ।

2. वायुबान ( निर्माणों और वृक्षों आदि द्वारा कारित बाधाओं का उन्मूलन ) नियम , 1994 , के नियम 7 और 8 के उपनियम ( 1 ) " उसमें विनिर्दिष्ट समय सीमा के भीतर , " शब्दों के स्थान पर निम्नलिखित शब्द प्रतिस्थापित किए जाएंगें , नामश: -

" ऐसे आदेश की तारीख से 60 दिन की अवधि के भीतर " ।

(2 ) केन्द्र सरकार ने वायुयान अधिनियम , 1934 ( 1934 का 22 ) के खंड 14 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , नागर विमानन मंत्रालय द्वारा जारी तारीख 19 सितम्बर , 2007 के अपने आदेश सं.ए.वी. 11012/5/2001-ए द्वारा इस अधिसूचना के मामले में पूर्व प्रकाशन की शर्तों से जनहित में छूट दी है । 1025 भारत का राजपत्र : सितम्बर 29, 2007/आश्विन 7 , 1929

G.S.R. 202. - In exercise of the powers conferred by sub- section (2) of Section 11B ofthe Aircraft Act , 1934 (22 of 1934) , the Central Government hereby makes the following rules further to amend the Aircraft (Demolition of Obstructions causedbyBuildings and Trees etc. ) Rules , 1994, namely :-

1. ( 1) These rules may be called the Aircraft (Demolition ofObstructions caused by Buildings and Trees etc. ) Amendment Rules, 2007 .

(2) They shall come into force on the date of their publication in the Offical Gazette.

2. Inthe Aircraft (Demolition of Obstructions caused by Buildings and Trees etc.) Rules , 1994, in sub-rule ( 1 ) of rules 7 and 8 , for the words " within the time limit specified therein " the following words shall be substituted, namely:-

"within a period of 60 days from the date of the such order. "

: ( 1 ) The Principal rules were published vide notification No. G.S.R. 227 dated the 28th April , 1994 and subsequently amended vide notification number G.S.R. 302 dated 20th August, 1999 ,G.S.R. 267(E) dated 9th April , 2002 and G.S.R. 314(E) dated 25th May, 2006.

(2) The Central Government in exercise of the powers conferred by proviso to Section 14 of the Aircraft Act, 1934 (22 of 1934) has in the public interest dispensed with the condition of previous publication in case of this notification vide its order No. AV. 11012/5/2001 - A dated 19th September , 2007 issued by the Ministry ofCivil Aviation.
