सा.का.नि. 215.- राष्ट्रपति , संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और लोकनायक जयप्रकाश नारायण राष्ट्रीय अपराधशास्त्र एवं विधि विज्ञान संस्थान में लेखाकार ( समूह ' ख ' ) भर्ती नियम, 1992 को उन बातों के सिवाय अधिक्रान्त करते हुए, जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने से लोप किया गया है, गृह मंत्रालय के अधीन लोकनायक जयप्रकाश नारायण राष्ट्रीय अपराधशास्त्र एवं विधि विज्ञान संस्थान में लेखाकार के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:--

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम लोकनायक जयप्रकाश नारायण राष्ट्रीय अपराधशास्त्र एवं विधि विज्ञान संस्थान लेखाकार ( समूह ' ख ' पद ) भर्ती नियम, 2007 है।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।

2. पद- संख्या, वर्गीकरण और वेतनमान, उक्त पद की संख्या , उसका वर्गीकरण और उसका वेतनमान वह होगा , जो इन नियमों. से उपाबद्ध अनुसूची के स्तम्भ ( 2 ) से स्तम्भ (4 ) में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति , आयु सीमा, अर्हताएं आदि उक्त पदों पर भर्ती की पद्धति, आयु सीमा , अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ ( 5 ) से स्तम्भ ( 14 ) में विनिर्दिष्ट हैं।

[PART II-SEC. 3(1) ] निरर्हता. वह व्यक्ति,-

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है ;

या

(ख) जिसने , अपने पति या अपनी पत्नी के जीवित रहते हुए. किसी व्यक्ति से विवाह किया है,

उक्त पदों पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी। 5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जोकारण हैं उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी।

6. व्यावृत्ति: -इन नियमों की कोई बात , ऐसे आरक्षणों , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़ा वर्ग , भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित हैं।

(क) ( i ) जिन्होंने मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किए हुए हैं; या

(ii ) जिन्होंने मूल काडर या विभाग में 5000-8000 रुपए के या समतुल्य वेतनमान में नियमित आधार पर उस पद पर नियुक्ति के पश्चात् उस श्रेणी में तीन वर्ष सेवा की है; या

(iii) जिन्होंने मूल काडर या विभाग में 4500-7000 रुपए के या समतुल्य वेतनमान में नियमित आधार पर उस पद पर नियुक्ति के पश्चात् उस श्रेणी में छह वर्ष सेवा की है; या

(iv) जिन्होंने मूल काडर या विभाग में 4000-6000 रुपए के या समतुल्य वेतनमान में नियमित आधार पर उस पद पर नियुक्ति के पश्चात् उस श्रेणी में आठ वर्ष सेवा की है; और

(ख) जिन्होंने सचिवालय प्रशिक्षण और प्रबंधन संस्थान से रोकड़ और लेखा कार्य में प्रशिक्षण प्राप्त किया है और जिनके पास रोकड़, लेखा तथा बजट कार्य का तीन वर्ष का अनुभव है।

या

जिन्होंने केन्द्रीय सरकार के किसी संगठित लेखा विभाग द्वारा संचालित अधीनस्थलेखा सेवा या उसके संमतुल्य परीक्षा उत्तीर्ण की हो।

[प्रतिनियुक्ति ( जिसके अंतर्गत अल्पकालिक संविदा भी है ) की अवधि, जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग से इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है, साधारणतया 3 वर्ष से अधिक नहीं होगी। प्रतिनियुक्ति (जिसके अन्तर्गत अल्पकालिक संविदा भी है ) या आमेलन पर नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी । ]

टिप्पण: केवल केन्द्रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र के अधिकारी आमेलन के आधार पर नियुक्ति के लिए विचार किए जाने के लिए पात्र होंगे। यदि विभागीय प्रोन्नति समिति है तो उसकी संरचना

New Delhi , the 23rd October , 2007

GS.R. 215. In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the National Institute of Criminology and Forensic Science Accountant (Group ' B ' ) Recruitment Rules , 1992, except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules to regulate the method of recruitment to the post of Accountant , in the Lok Nayak Jayaprakash Narayan National Institute of Criminology and Forensic Science under the Ministry of Home Affairs , namely :--

1. Short title and commencement.--( 1 ) These rules may be called the Lok Nayak Jayaprakash Narayan National Institute of Criminology and Forensic Science , Accountant (Group ' B ' post) Recruitment Rules , 2007.

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Number of post, classification and scale of pay.The number of the said posts , their classification and the scaleof pay attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules .

3. Method of recruitment, age limit and qualifications , etc. The method of recruitment to the said posts , age limit, qualifications and other matters connected therewith , shall be as specified in columns (5) to ( 14 ) of the said Schedule .

4. Disqualification.-No person ,- (a) who has entered into or contracted a marriage with a person having a spouse living ; or

(b) who , having a spouse living , has entered into or contracted a marriage with any person ,

shallbe eligible for appointment to the said post:

Provided that the Central Government may , if satisfied that such marriage is permissible under the personal law applicableto such person and other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule.

5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do , itmay, by order , for reasons to be recorded in writing, and in consultation with the Union Public Service Commission , relax anyof the provisions of these rules with respect to any class or category of persons .

6. Saving. Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , the other backward classes , Ex - servicemen and otherspecial categories of persons in accordance with the orders , issued by the Central Government from time to time in this regard.

सा.का.नि. 216.- राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और सूचना प्रौद्योगिकी मंत्रालय समूह ' घ ' पद भर्ती नियम , 2000 को, उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है, या करने का लोप किया गया है , सूचना प्रौद्योगिकी विभाग में समूह ' घ ' पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम संचार और सूचना प्रौद्योगिकी मंत्रालय , सूचना प्रौद्योगिकी विभाग (समूह ' घ ' पद) भर्ती नियम , 2007 है।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।

2. लागू होना.-ये नियम, इन नियमों से उपाबद्ध अनुसूची के स्तम्भ ( 1 ) में विनिर्दिष्ट पदों को लागू होंगे।

3. पद संख्या , वर्गीकरण और वेतनमान, उक्त पदों की संख्या , उनका वर्गीकरण और उनके वेतनमान वे होंगे , जो इन नियमों से उपाबद्ध अनुसूची के स्तम्भ 2 से स्तम्भ 4 में विनिर्दिष्ट है।

4. भर्ती की पद्धति, आयु-सीमा और अन्य अर्हताएं आदि. उक्त पदों पर भर्ती की पद्धति , आयु- सीमा , अर्हताएं और उनसे संबंधित अन्य व बातें होंगी जो उक्त अनुसूची के स्तम्भ 5 से स्तम्भ 14 में विनिर्दिष्ट हैं।

5. आंरभिक गठन.- अनुसूची में दर्शित पदों के ऐसे पदधारी जिन्हें इन नियमों के प्रारंभ की तारीख से पहले पदों पर नियुक्त किया गया है , नियमित आधार पर इन नियमों के अधीन नियुक्त किए हुए समझे जाएंगे और इन नियमों के प्रकाशन से पूर्व इन पदों पर उनके द्वारा की गई सेवा अगली उच्चतर श्रेणी में प्रोन्नति के लिए उनकी पात्रता का विनिश्चय करने के लिए हिसाब में ली जाएगी। [ भाग II- खण्ड 3 (i ) ]

(ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है , उक्त पद पर नियुक्ति का पात्र नहीं होगा :

In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of Ministry of Information Technology Group ' D' posts Recruitment Rules, 2000 , except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to Group ' D' posts in the department of Information Technology , namely:-

1. Short title and commencement.---( 1 ) These rules may be called the Ministry of Communications and Information Technology , Department of Information Technology (Group ' D ' posts ) Recruitment Rules , 2007.

(2) They shall come into force on the date of their publication in the Official Gazette .

2.Application. These rules shall apply to the posts specified in Column 1 of the Schedule annexed to these rules.

3. Number of posts, classification and scale of pay. The number of posts , their classification and the scale of pay attached thereto shall be as specified in columns 2 to 4 of the said Schedule .

[PART II -SEC. 3 (i ) ) 4. Method of recruitment, age limit and other qualifications , etc. The method of recruitment to the said post , age limit , qualifications and other matters connected therewith shall be as specified in columns 5 to 1.4 of the aforesaid Schedule.

5. Liability of persons appointed as peon to undergo training as home guards . Notwithstanding anything contained in these rules, every person appointed as a peon under these rules shall undergo training as a home guard for aperiod of three years , save those who are physically handicapped to undergo such training :

Provided that the Commandant General , Home Guards , may having regard to the performance of and stand of training achieved by any person during the period of training , reduce such period to two years for reasons to be recorded inwriting.

6. Disqualifications. No person,

(a) who has entered into or contracted a marriage with a person having a spouse living ; or

(b) who , having a spouse living , has entered into or contracted a marriage with any person ,

shall be eligible for appointment to any of the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person front the operation of this rule .

7. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, itmay, by order and for reasons to be recorded in writing , relax any of the provisions of these rules with respect of any class or category or persons .

8. Saving. Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for persons belonging to the Scheduled Castes , Scheduled Tribes , Other Backward Classes , Ex- servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time inthis regard.

सा.का.नि. 218. भरतीय बायलर विनियम, 1950 का और संशोधन करने के लिए कवि विनियमों का निम्नलिखित प्रारूप केन्द्रीय बायलर बोर्ड , भारतीय बायलर अधिनियम , 1923 ( 1923 का 5 ) की धारा 28 द्वारा प्रदत्त शथितयों का प्रयोग करते हुए बनाना चाहता है उक्त अधिनियम की धारा 31 की उप- धारा ( 1 ) की अपेक्षानुसार उन सभी व्यक्तियों की जानकारी के लिए जिनके उनसे प्रभावित होने की संभावना है, प्रकाशित किया जाता है, और यह सूचना दी जाती है कि उक्त प्रारूप पर उस तारीख से जिसको उस राजपत्र की प्रतियां जिगने अधिसूचना प्रकाशित की जाती है, जनता को उपलब्ध करा दी जाती हैं , पैंतालिस दिन की अवधि के अमाप्ति के पश्चात् विचार किया जाएगा । 2. ऐसे किन्हीं आक्षेपों या सुझावों पर जो उक्त प्रारूप की बाबत 'इस प्रकार विनिर्दिष्ट आपसि के भीतर किसी व्यक्ति से प्राप्त ह केन्द्रीय बायलर बोर्ड द्वारा विचार किया जाएगा।

3. आक्षेप या सुझाव , यदि कोई हो , सचिव , केन्द्रीय बायलर बोर्ड , वाणिज्य और उद्योग मंत्र ( औद्योगिक नीति और संवर्धन विभा ) कमरा नं. 463 उद्योग भवन , नई दिल्ली-110011 को भेजे जा सकेंगे ।

प्रारूप विनियम

1. ( 1 ) इन विनियमों का संक्षिप्त नाम भारतीय बायलर ( संशोधन ) विनियम, 2007 है।

(2 ) ये राजपत्र में उनके अंतिम प्रकाशन के पश्चात् प्रवृत होंगे ।

2. भारतीय बायलर अधिनियम , 1950 ( जिसे इसमें इसके पश्चात् उक्त विनियम कहा है ) , के विनियम 46 के खण्ड ( " परीक्षण प्रमाण पत्र में यदि कार्यशील दबाव नहीं दिया गया हो , तो परीक्षण प्रमाण पत्र में दिए गए पर दबाव को 1.5 से भाग देकर प्राप्त । वाला दबाव ही अधिकतम कार्यशील दबाव माना जाएगा " शब्दों और अंकों का लोप किया जाएगा

3. उक्तविनियमों के विनियम 56 के खण्ड ( i ) में " परीक्षण प्रमाण पत्र में यदि कार्यशील दभाव नहीं दिया गया हो , परीक्षण प्रमाण में दिए गए परीक्षण दबाव को 1.5 से भाग देकर प्राप्त होने वाला दबाव ही अधिकतम कार्यशील दलाय भाना जाएगा " शब्दों और अंकों का स किया जाएगा

4. उक्त विनियमों के विनियम 98 क में खण्ड ( iv ) के स्थान पर निम्नलिखित खण्ड सम्रा जाएगा , अर्थात्:-

" ( iv ) परीक्षण- यह सुनिश्चित करने के लिए कि इन विनियमों का अनुपालन किया गया है , शलाकाओं पर प्रत्येक एक व पश्चात् प्रारंभिक तथा आवधिक परीक्षण किए जाएंगे । "

5. उक्त विनियमों के विनियम 125 के खण्ड (क ) में " 5/8 इंच " शब्दों और अंकों के स पर " 20 मिमी " शब्द और अंक जाएंगे ;

(ii ) उप- खंड ( iii ) के पश्चात् निम्नलिखित उप- खण्ड अंतःस्थापित किया जाएगा, अर्थात्:-

" ( iiiक ) विशेष वर्ग बायलर मरम्मतकर्ता- फर्म के स्वामी के पास ही यांत्रिकी या बेल्डिग इंजीनियरी में डिग्री होगी साथ ही उसके पास बेल्डिग प्रौद्योगिकी में न्यूनतम तीन वर्ष की अवधि के लिए विशेषित अनुभव होगा या फर्म के रोल पर स्थायी रूप से यांत्रिकी या बेल्डिग प्रौद्योगिकी मेंन्यूनतम तीन वर्ष की अवधि के लिए विशेषित अनुभव के साथ एक इंजीनियर नियोजित होगा जिसके पास यांत्रिक या बेल्डिग इंजीनियरी में डिग्री हो और इन विनियमों के उपबंधों के अनुसार स्थायी रूप से बेल्डरों को नियोजित किया गया हो । बेल्डरों के पास टंग्सटन इनर्ट गैस ( टीआईजी ) बेल्डिगकरने के लिए विधिमान्य प्रमाण पत्र भी होगा । " ;

G.S.R. 128. The following draft of certain regulations further to amend the Indian Boiler Regulations , 1950 , which the Central Boilers Board proposes to make in exercise of the powers conferred by section 28 of the Indian Boilers Act , 1923 (5 of 1923), is hereby published , as required by Sub- section ( 1) of Section 31 of the said Act for the information ofall persons likely to be affected thereby and notice is hereby given that the said draft will be taken into consideration after the expiry of a period of forty- five days from the date the Gazette , containing the publication of this notification , is made available to the public;

2.Any objections or suggestions which may be received from any person with respect to the said draft within the period so specified will be considered by the Central Boilers Board;

3. Objections or suggestions, if any, may be forwarded to the Secretary, Central Boilers Board, Ministry of Commerce and Industry (Department of Industrial Policy and Promotion , Room No. 463 , Udyog Bhavan , New Delhi - 110011.

DRAFT REGULATIONS

1. (1) These regulations may be called the Indian Boiler (Amendment ) Regulations , 2007.

(2)They shall come into force after final publication in the Official Gazette .

2 Inthe IndianBoiler Regulations, 1950 (hereinafter referred to as the said regulations), in regulation 46, in clause (i), the words and figures " In the absence ofworking pressüre indicated in the Test Certificate that the test pressure indicated in the Test Certificate divided by 1.5 shall be the maximum working pressure" shall be omitted;

3. In the said regulations, in regulation 56, in clause (i ) , the words and figures " In the absence ofworking pressure indicated in the Test Certificate that the test pressure indicated in the Test Certificate divided by 1.5 shall be the maximum working pressure " shall be omitted;

4. In the said regulations , in regulation 98A, for clause ( iv) , the following clause shall be substituted, namely :-

"(iv) Test - The rods shall be subjected to initial tests and periodic tests after every one year to ensure that the requirement of these regulations are fulfilled. ";

5. In the said regulations , in regulation 125 , in clause (a) , for the word and figures " 5/8 inch " , the word and figures " 20 mm" shall be substituted;

"608.Age and experience - A candidate who wishes to qualify for a certificate under these regulations shall notbe less than 18 years of age and shall have undergone a regular apprenticeship from a recognized industrial training institute or one year regular apprenticeship from an industrial organization followed by at least one year regular on job experience as a welder in a workshop of industry." ;

सा.का.नि. 223.- राष्ट्रपति संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और गहरे समुद्र तथा अपतर मत्स्य केन्द्र वर्ग 3 और 4 पदों पर भर्ती ) नियम , 1959 को, जहां तक उनका संबंध बोसुन ( अप्रमाणित ) के पद से है, उन बातों के सिवाय अधिक्रान्त करते हुए जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने से लोप किया गया है , कृषि मंत्रालय पशुपालन , डेयरी और मात्स्यिकी विभाग के अधीन भारतीय मात्स्यिकी सर्वेक्षण में बोसुन ( अप्रमाणित ) के पद पर भर्ती का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-

1. संक्षिप्त नाम एवं प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम भारतीय मात्स्यिकी सर्वेक्षण में बोसुन ( अप्रमाणित ) भर्ती नियम , 2007है।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद-संख्या , वर्गीकरण तथा वेतनमान - उक्त पदों की संख्या, उनका वर्गीकरण और उनके वेतनमान वे होंगे , जो नियमों से उपाबा अनुसूची के स्तम्भ 2 से स्तम्भ 4 में विनिर्दिष्ट हैं।

3. भर्ती की पद्धति, आयु सीमा , अर्हताएं आदि.- उक्त पदों पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तम्भ ( 5 ) से ( 14 ) में विनिर्दिष्ट हैं।

4. निरर्हता. वह व्यक्ति :-

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है , या

(ख ) जिसने , अपने पति अथवा अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है, उक्त पद पर नियुक्ति का पात्र नहींहोगा :

5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जोकारण है उन्हें लेखबद्ध करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी । 6. व्यावृत्ति: -इन नियमों की कोई बात , ऐसे आरक्षणों , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों , अनुसूचित जनजातियों, अन्य वर्ग , भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है । 1099 भारत का राजपत्र : अक्तूबर 27 , 2007/कार्तिक 5 , 1929

G.S.R. 223-In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession oftheDeep Sea & Offshore Fishing Stations (Recruitment to Class III and Class IV posts ) Rules, 1959, in so far as they relate tothe post of Bosun (Uncertified) , except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the post of Bosun ( Uncertified ) in Fishery Survey of India , Mumbai under the Ministry of Agriculture, Department of Animal Husbandry, Dairying and Fisheries, namely : --

1. Short title and commencement.( 1 ) These rules maybe called the Fishery Survey of India Bosun (Uncertified) Recruitment Rules, 2007.

(2)They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts , classification and scale of pay.--The number of the posts , their classification and the scale of pay attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3.Method of recruitment, age limit and other qualification , etc. The method of recruitment , age limit , qualifications and other matters relating thereto shall be as specified in columns (5) to (14) of the said Schedule .

4.Disqualification.-No person,

(a) who has entered into or contracted a marriage with a person having a spouse living ; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shallbe eligible for appointment to the said posts:

Providedthat the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule .

5. Power to relax. -- Where the Central Government is of the opinion that it is necessary or expedient so to do, 11 may, by order , for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or category of persons .

6. $ aving. Nothing in these rules shall affect reservation , relaxation of age limit and other concessions required tobe provided for the Scheduled Castes , the Scheduled Tribes , Ex -servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard .

1. (1) These rules may be called the Fishery Survey of India Bosun (Certified ) Recruitment (Amendment ) Rules , 2007 (2) They shall come into force on the date of their publication in the Official Gazette .

2. In the Schedule to the Fishery Survey of India Bosun ( Certified) Recruitment Rules , 2006 , in column 2 relating to number of posts for the existing entry, the following shall be substituted, namely:--

"26 (Twenty six) * 2007

*Subject to variation dependent on workload" .

3. In the Schedule to the Fishery Survey of India Bosun (Certified) Recruitment Rules , 2006 in column 12 relating, to" Incase of recruitment by promotion/deputation/absorption, grades from which promotion /deputation/ absorption to be made" , for the existing entry , the following shall be substituted, namely :-

"Promotion:

(1) Bosun (Uncertified ) in the pay scale ofRs . 4500-7000 with three (3 ) years service in the grade rendered after appointment thereto on a regular basis;

(i) Senior Deck Hands in the pay scale of Rs . 3200--4900 with ten years regular service in the grade , and;

(iii) Junior Deck Hand in the pay scale of Rs . 2750-4400 with thirteen years regular service in the grade , all being considered together . "

सा.का.नि. 226.- राष्ट्रपति , संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और राष्ट्रीय परीक्षण शा आशुलिपिक ( ग्रेड- II ) भर्ती नियम , 1984 और सरकारी परीक्षण शाला , कोलकाता ( अननुसचिवीय और अनुसचिवीय ) पद भर्ती नियम, को, जहां तक उनका संबंध आशुलिपिक के पदों से है , उन बातों के सिवाय अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है करने का लोप किया गया है, राष्ट्रीय परीक्षण शाला , उपभोक्ता मामले विभाग में आशुलिपिक ग्रेड-11 और आशुलिपिक ग्रेड- III के पदों पर ई की पद्धति का विनियमन करने के लिए निमनलिखित नियम बनाते हैं, अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम राष्ट्रीय परीक्षण शाला आशुलिपिक ग्रेड-11 और आशुलि ग्रेड-3 ( समूह ' ग ' ) भर्ती नियम , 2007 है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

पद संख्या , वर्गीकरण और वेतनमान, उक्त पद की संख्या , उनका वर्गीकरण और उनका वेतनमान वह होगा , जो इन निय 2. से उपाबद्ध अनुसूची के स्तम्भ 2 से स्तम्भ 4 में विनिर्दिष्ट हैं।

3. भर्ती की पद्धति , आयु-सीमा और अन्य अर्हताएं आदि. उक्त पदों पर भर्ती की पद्धति, आयु-सीना, अर्हताएं और लभा संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ 5 से 14 में विनिर्दिष्ट हैं।

4. निर्हताएं. वह व्यक्ति:-

( क ) जिसने ऐसे व्यक्ति से , जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है. रा

( ख ) जिसने, अपने पति अथवा अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी।

5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लि जोकारण है उन्हें लेखाबद्ध करके तथा कर्मचारी चयन आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्ति की बाबत , आदेश द्वारा शिथिल कर सकेगी।

6. व्यावृत्ति: -इन नियमों की कोई बात , ऐसे आरक्षणों, आयु सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिन्का केन्द्रीय सरकार द्वारा इस संबंध में समय- समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

(i ) जिसने नियमित आधार पर सदृश पद धारण किया हुआ है; या ( ii ) जिसने 4000-6000 रुपए के वेतनमान में आठ वर्ष की सेवा की हो; या समतुल्य [प्रतिनियुक्तिकी अवधि जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य संवर्ग बाह्य पद पर प्रतिनियुक्ति की अवधि है, साधारणतया तीन वर्ष है, अधिक नहीं होगी। (प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने कीअंतिम तारीख को 56 वर्ष से अधिक नहीं होगी । ) ]

In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of National Test House , Stenographer (Grade - II) Recruitment Rules, 1984 and Government Test House , Calcutta, Class - III ( Non - Ministerial and Ministerial ) Posts Recruitment Rules , 1964, in so far as they relate to the posts of Stenographers , except as respects things done or omitted to have been done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the posts of Stenographer Grade -II and Stenotgrapher Grade III in the National Test House , Department of Consumer Affairs , namely :-

1. Short title and commencement.-( 1 ) These rules may be called National Test House Stenographer Grade II and Stenographer Grade - III ( Group C) Recruitment Rules, 2007.

(2) They shall come into force on the date of their publication in the Official Gazette .

2.Number of posts, classification and scale of pay . The number of the said posts, its classification and the scale ofpay attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules .

3.Method of recruitment , age limit and other qualifications , etc. The method of recruitment , age limit , qualifications and other matters relating thereto shall be as specified in columns 5 to 14 of the said Schedule .

4. Disqualifications.- No person ,

(a) who has entered into or contracted a marriage with a person having a spouse living ; or

(b) who , having a spouse living , has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said posts :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule .

5. Power to relax . Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by orders and for reasons to be recorded in writing and in consultation with the Staff Selection Commission relax any ofthe provisions of these rules with respect to any class or category of persons .

6 Saving. Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required tobe provided for the Scheduled Castes , the Scheduled Tribes , Ex- servicemern and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
