(ख) उप- विनियम ( 2 ) में, स्पष्टीकरण के खंड ( घ ) में , टिप्पणी (ii ) के पश्चात्, निम्नलिखित टिप्पणी जोड़ी जाएगी, अर्थात्:
" ( iii ) जो अधिकारी पदोन्नति का प्रस्ताव मिलने पर उसे अस्वीकार कर देता है , वह व्यावसायिक अर्हता भुगतान उपर्युक्त केअनुसार, का पात्र नहीं होगा । "
सं. काविकाप्र/ 10475/078/वीआरआर बैंककारी कंपनी ( उपक्रमों का अर्जन और अंतरण ) अधिनियम, 1970 ( 1970 का 5 ) की धारा 12 की उप- धारा ( 2 ) के साथ पठित, धारा 19 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए केनरा बैंक का निदेशक मंडल, भारतीय रिज़र्व बैंक से परामर्श करके तथा केन्द्र सरकार की पूर्व मंजूरी से केनरा बैंक ( अधिकारी ) सेवा विनियम, 1979 में एतद्वारा निम्नलिखित संशोधन करता है, अर्थात्:--

नोट: प्रमुख विनियमावली के आशोधनों को भारत के राजपत्र में निम्नांकित ब्यौरे के अनुसार प्रकाशित किए गए थे :

संख्या ए-28/11/6/96- स्था . 6 (दक्षिणी जोन): क.रा.बी. अधिनियम, 1948 (1948 का 34) की धारा 97 की उप धारा (2) के खंड (21 ) तथा उप धारा ( 2 क) और धारा 17 की उप धारा (2) के साथ पठित धारा 97 की उप धारा ( 1 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए क.रा.बी.नि. एतदद्वारा निम्नलिखित विनियम बनाता है: -
क.रा.बी.नि. यात्रा भत्ता, दैनिक भत्ता तथा परिवहन भत्ता विनियम 2006
1. संक्षिप्त नाम तथा प्रारम्भ (1 ) ये विनियम " क.रा.बी.नि. यात्रा भत्ता, दैनिक भत्ता तथा परिवहन भत्ता विनियम 2006 " कहे जायेंगे ।
ये विनियम 01.10.2007 से प्रवृत्त होंगे ।
2. परिभाषाएँ - इन विनियमों में जब तक कि संदर्भ से अन्यथा अपेक्षित न हो -
(क) "अधिनियम " से कर्मचारी राज्य बीमा अधिनियम, 1948 ( 1948 का 34) ; अभिप्रेत है । (ख) "आयोग" से संघ लोक सेवा आयोग अभिप्रेत है;
(ग) " निगम " से इस अधिनियम के अधीन स्थापित कर्मचारी राज्य बीमा निगम अभिप्रेत है;
(घ) " महानिदेशक" से निगम के महानिदेशक अभिप्रेत है ;
(ङ) " कर्मचारी " से ऐसा व्यक्ति अभिप्रेत है जो नियुक्त किया गया है या वह निगम की नफरी में कर्मचारी कर्मचारीवृन्द संवर्ग में है;
(च) "माह" से कैलेन्डर माह अभिप्रेत है ;
(छ) " सेवा" से निगम के अधीन सेवा अभिप्रेत है;
(ज) "स्थायी समिति" से स्थायी समिति अभिप्रेत है;
(झ) इसके बाद प्रयुक्त किए गये किन्तु अपरिभाषित अन्य सभी के वही अर्थ होंगे जो तत्संबंधी केन्द्र सरकार के सेवकों के लिए लागू नियमों में दिए गए हैं ।
3. दैनिक भत्ते के प्रयोजन के लिए दौरे , स्थानान्तरण तथा दौरे पर यात्रा की पात्रता के लिए वर्गीकरण संबंधित कार्मिक द्वारा वास्तव में धारित पद के वेतनमान से निश्चित किया जा सकेगा । अधिकारियों तथा कर्मचारियों के वेतनमान स्थायी समिति/क.रा.बी.नि. द्वारा समय- समय पर किए गए निर्णय के अनुसार होंगे । 11767 भाग III-खण्ड 4]

क. आवासीय व्यय की प्रतिपूर्ति : -
दौरे पर , होटल के कमरों - आवास भाड़े की प्रतिपूर्ति निम्नलिखित प्रकार से होगी : -

2) आवास भाड़े के दावे वाऊचर द्वारा समर्थित हों । वाऊचर के बिना कोई दावा स्वीकार नहीं किया जाएगा । दौरे पर , उपरिलिखित अनुसार परिशोधित कमरे किराये के अलावा यदि अधिकारियों द्वारा राज्य/केन्द्रीय/व्यय/विलासिता कर आदि का भुगतान किया गया है तो उसकी पूर्ण प्रतिपूर्ति की जाएगी ।
3) व्यय को न्यूनतम रखने के लिए निगम देश भर में अनेक स्तरों पर अधिकारियों के लिए होटल आवास आरक्षित करने हेतु प्रतियोगी दरों पर एक या अधिक उपयुक्त एजेन्सी(यों) से केन्द्रीकृत टाई -अप व्यवस्था करेगा । [भाग III-खण्ड 4 11768

4) यदि किसी स्थान पर तत्पश्चात दरों होटल दरों में वृद्धि हो जाती है तो महानिदेशक किसी वैयक्तिक मामले में निर्धारित आर्थिक सीमा से अधिक व्यय की अनुमति दे सकेंगे ।

ङ. तैनाती स्थान से दौरे के लिए अपनी कार/टैक्सी का प्रयोग
मार्ग भत्ते की दरें किसी राज्य विशेष के महानगरों में लागू दरों के आधार पर निर्धारित की जाएँ और यदि दरें निर्धारित नहीं की गई हैं तब पड़ोसी राज्य की दरों को अंगीकार किया जाए किन्तु जहाँ ऐसी दरें निर्धारित नहीं की गई हैं वहाँ निम्नलिखित मार्ग भत्ता दर इस शर्त के अधीन निर्धारित की जाए जो कि समय - समय पर पूरक नियम 46 के उपबंधों के अधीन पात्रता की शर्त के अधीन यात्रा भत्ता दावों को विनियमित करने हेतु जारी आदेशों के अनुसार शासित होती हैं । अपनी कार से की गई यात्रा सक्षम प्राधिकारी के पूर्व अनुमोदन से ही की जा सकेगी अर्थात् वित्त आयुक्त/बीमा आयुक्त/चिकित्सा आयुक्त
1. अपनी कार/टैक्सी से यात्रा करने पर 10/- रुपये प्रति कि.मी.
2. ऑटो रिक्शा/स्कूटर से यात्रा करने पर 5/ - रुपये प्रति कि.मी.
च. स्थानांतरण पर निजी सामान का परिवहन
अन्तरक्षेत्रीय स्थानांतरण के मामलों में कर्मचारी को देय वास्तविक परिवहन व्यय में लागत के साथ निजी सामान तथा सवारी भाड़ा शामिल होंगे तथा उसमें पैकिंग खर्च , बीमा, लदाई (लोडिंग) -उतराई (अनलोडिंग) तथा आने- जाने के दौरान ऐसे सामान तथा सवारी पर ली जाने वाली सांविधिक उगाही सम्मिलित होगी । अन्तरक्षेत्रीय स्थानांतरण जनहित में होने की स्थिति में अधिकारी अपनी स्वेच्छा से अपने सामान/सवारी को अधिकृत संचलकों/पैकरों द्वारा या रेल से ले जा सकता है ।

स्थानांतरित कार्मिक के निजी सामान को ले जाने वाले संचलक तथा पैकर सामान्य वित्त नियमों के अधीन सामान्य क्रय -प्रक्रिया का पालन करते हुए कार्यालय द्वारा नियुक्त किया जाएगा। अधिकृत संचलक तथा पैकर क्षेत्रीय आधार पर नियुक्त किए जाएंगे तथा गंतव्य स्थान पर पैकिंग , लदाई , संचलन , उतराई तथा सामान की सुपुर्दगी के लिए जिम्मेदार होंगे । वे प्रदान की गई सेवाओं के लिए बिल निगम के संबंधित कार्यालय में प्रस्तुत करेंगे ।
पूरक नियम के उपबंधों के अनुसार शासित समय - समय पर यथा संशोधित वजन आदि का प्रतिबंध जारी रहेगा ।
5 यात्रा भत्ता/दैनिक भत्ते से संबंधित अन्य सभी मामले जिनका ऊपर विशेष रूप से उल्लेख नहीं किया गया है , वे भारत सरकार के नियमों तथा आदेशों द्वारा तब तक शासित होते रहेंगे जब तक कि निगम द्वारा इस बारे में अलग से विनियम नहीं बनाए जाते हैं ।
6. यदि इन विनियमों के निर्वचन में कोई संदेह हो तो मामला महानिदेशक को भेजा जाए या महानिदेशक द्वारा सामान्य या विशेष आदेश द्वारा निर्दिष्ट अन्य प्राधिकारी को भेजा जाए और महानिदेशक का आदेश अन्तिम होगा ।

संख्या: ए-12( 11 ) 1 /2005-स्था । कर्मचारी राज्य बीमा अधिनियम, 1948 (1948 का 34 ) की धारा 97 की उप धारा (2 ) के खण्ड ( xxi ) और उप धारा (2 क) के साथ पविंत धारा 97 की उप धारा ( 1 ) और धारा 17 की उप धारा (2 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए तथा कर्मचारी राज्य बीगा निगम (भर्ती) विनियम , 1995 , जहां तक वे कनिष्ठ हिन्दी अनुवादक के पद से संबंधित हैं का अधिक्रमण करते हुए , ऐसे अधिक्रमण से पूर्व किए गए अथवा करने से रह गये कार्यों के अलावा, कर्मचारी राज्य बीमा निगम एतद्वारा केन्द्रीय सरकार के अनुमोदन से कर्मचारी राज्य बीमा निगम में कनिष्ठ हिन्दी अनुवादक के पद पर भर्ती को विनियमित करने हेतु निम्नलिखित विनियम बनाता है , अर्थात्ः-
1. संक्षिप्त नाम और प्रारम्भः-
(1) ये विनियम कर्मचारी राज्य बीमा निगम ( कनिष्ठ हिन्दी अनुवादक) भर्ती विनियम , 2007 कहे जायेंगे ।
(4) ये शासकीय राजपत्र में इनके प्रकाशन की तारीख से लागू होंगे ।
2. पदों की संख्या , वर्गीकरण एवं वेतनमानः-
पदों की संख्या , उनका वर्गीकरणं और उनसे सम्बद्ध वेतनमान इन विनियमों के साथ संलग्न अनुसूची के कॉलम 2 से 4 में उल्लिखित अनुसार होंगे ।
3. भर्ती की पद्धति , आयु सीमा , अर्हताएं , आदिः-
भर्ती की पद्धति, आयु सीमा , अर्हताएं आर उनसे संबंधित अन्य मामले इन विनियमों के साथ संलग्न अनुसूची के कॉलम 5 से 14 में उल्लिखित अनुसार होंगे । 11771 भाग III-खण्ड 4]

4. निरर्हताः-
ऐसा कोई व्यक्ति,
(क)
जिसने ऐसे व्यक्ति से विवाह किया है या विवाह करने का करार किया है जिसका विवाहिती जीवित है; अथवा
(ख) जिसने अपने विवाहिती के जीवित रहते हुए किसी व्यक्ति से विवाह किया है अथवा विवाह करने का करार किया है ।
उक्त पद पर नियुक्ति का पात्र नहीं होगा ।
परन्तु यदि कर्मचारी राज्य बीमा निगम के महानिदेशक इस बात से संतुष्ट हैं कि ऐसा विवाह ऐसे व्यक्ति अथवा विवाह की दूसरी पार्टी पर लागू वैयक्तिक कानून के अन्तर्गत अनुमेय है अथवा ऐसा करने के अन्य आधार भी हैं तो वे किसी व्यक्ति को इस विनियमों से छूट दे सकते हैं ।
5. ढील देने की शक्तिः-
जहाँ क.रा.बी. निगम के महानिदेशक की राय में ऐसा करना आवश्यक अथवा कालोचित है तो वे आदेश द्वारा केन्द्रीय सरकार से पूर्व अनुमोदन लेने के पश्चात् तत्संबंधी कारणों को लेखबद्ध करके किसी श्रेणी अथवा व्यक्तियों के वर्ग के संबंध में इन विनियमों के किसी भी उपबंध में आदेश द्वारा ढील दे सकते हैं ।
6. अवशिष्ट मामलेः-
इन विनियमों के उपबंधों के अध्यधीन , निगम में पदों की तदनुरूपी श्रेणी पर लागू कर्मचारी राज्य बीमा निगम ( भर्ती) विनियम , 1965 में उल्लिखित सभी अन्य विनियम और शर्तें इन विनियमों के साथ संलग्न अनुसूची में उल्लिखित पद पर लागू होंगी ।
7. अपवादः-
इन विनियमों की कोई बात ऐसे आरक्षणों और अन्य रियायतों पर प्रभाव नहीं डालेगी जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय- समय पर जारी किए गए अनुदेशों के अनुरूप अनुसूचित जाति, अनुसूचित जनजाति , अन्य पिछड़ा वर्ग तथा व्यक्तियों के अन्य वर्गों के लिए उपबंध करना अपेक्षित है । 11772

पत्र संख्या एफ 27-12 / 2000 डेस्क ( यू) तिथि 3 अगस्त 2007 द्वारा निम्नलिखित अध्यादेशों के ढाँचों का अनुमोदन सूचित किया गया है । 1. हैदराबाद एवं दरभंगा में मॉडल स्कूलों की स्थापना
2. हैदराबाद, दरभंगा तथा बैंगलोर में व्यावसायिक प्रशिक्षण केन्द्रों/औद्योगिक प्रशिक्षण केन्द्रों की स्थापना । मौलाना आज़ाद नेशनल उर्दू यूनिवर्सिटी के निबन्धन अधिनियम 1996 ( 1997 की संख्या -2 ) की धारा 43 के अनुसार ये अध्यादेश कार्यालयी राजपत्र में प्रकाशित होंगे तथा संसद के दोनों सदनों के सामने रखे जाएँगे ।

मॉडल स्कूलों की स्थापना
[अधिनियम, (xxviii ) , 5 एस .27 (के) ] विश्वविद्यालय अधिनियम, 1996 ( 1997 के संख्या-2) , में निहित अधिकारों के प्रयोग के अधीन धारा 5 (xxviii ) तथा एस 27 (के) के तहत मॉडल स्कूलों की स्थापना के लिए यह अध्यादेश जारी किया गया है ।

विश्वविद्यालय की अधिसूचना की तिथि से
अध्यादेश का उद्देश्य
इस अध्यादेश का उद्देश्य विश्वविद्यालय के मॉडल स्कूलों की स्थापना करना, इस विश्वविद्यालय के शिक्षार्थियों के मूल आधार का विकास करना है । वे उर्दू की तरक्की और विस्तार के लिए तथा शिक्षा आवश्यक निरंतरता लाने के लिए आधार का कार्य करेंगे । ये मॉडल स्कूल उर्दू माध्यम द्वारा प्राथमिक स्तर से जूरियर कॉलेज तक शिक्षा प्रदान करेंगे । पहले चरण में विश्वविद्यालय हैदराबाद तथा दरभंगा में विश्वविद्यालय अनुदान आयोग द्वारा संस्तुति लेकर मॉडल स्कूलों की स्थापना करेगा संस्तुति द्वारा देश के अन्य स्थान पर भी खो खोलेगा ।
संस्थान का उद्देश्य
नवोदय / केन्द्रीय विद्यालय तथा केन्द्रीय माध्यमिक शिक्षा बोर्ड के नमूने पर गुणवत्ता शिक्षा प्रदान करना । ये स्कूल विश्वविद्यालय के लिए फीडर चानल के रूप में कार्य करेंगे । शुल्क

केन्द्रीय माध्यमिक शिक्षा बोर्ड, भारत सरकार के अनुसार

व्यावसायिक प्रशिक्षण केन्द्रों की स्थापना औद्योगिक प्रशिक्षण संस्थान अधिनियम , एस 27 (के)
विश्वविद्यालय अधिनियम 1996 ( 1997 के संख्या -2) में अधिकारों के प्रयोग के अधीन धारा 27 (के) के तहत व्यावसासियक प्रशिक्षण केन्द्र, औद्योगिक प्रशिक्षण संस्थानों की स्थापना के लिए यह अध्यादेश जारी किया गया है ।

अध्यादेश का उद्देश्य
इस अध्यादेश का उद्देश्य उर्दू माध्यम से व्यावसायिक प्रशिक्षण कार्यक्रामें की व्यवस्था करने के लिए व्यावसायिक पाठ्यक्रम प्रदान करने के लिए व्यावसायिक प्रशिक्षण केन्द्रों/ औद्योगिक प्रशिक्षण संस्थान की स्थापना करना है । ऐसे व्यवसाय जिनमें नौकरी की संभावना तथा / या स्वरोज़गार प्रदान किया जायेगा । संस्थान को पूर्ण रूप से विश्वविद्यालय अनुदान आयोग/ भारत सरकार पोषित करेगा । प्रारंभ में ये संस्थान हैदराबाद, दरभंगा तथा बैंगलोर एवं अन्य स्थानों पर विश्वविद्यालय अनुदान आयोग अनुमोदन अनुसार स्थापित होंगे ।
संस्थान का उद्देश्य ऐसे व्यवसायों में प्रशिक्षण देना जिनमें नौकरी की संभावना हो । प्रशिक्षण के पश्चात् नौकरी पाने के लिए उनका मार्ग दर्शन तथा उनकी सहायता करना।

प्रशिक्षण की अवधि
प्रशिक्षण कार्यक्रम की अवधि भारत सरकार के प्रतिमानक, व्यवसाय प्रशिक्षण की राष्ट्रीय परिषद् ( NCVT) के अनुसार होगी ।
शुल्क
शिक्षा तथा प्रवेश शुल्क देय नहीं है । प्रवेश के समय प्रत्येक विद्यार्थी को जमानत राशि रु .60 देय होगी ।

योग्यता तथा प्रवेश
शैक्षिक योग्यता व्यवसाय प्रशिक्षण की राष्ट्रीय परिषद् के अनुसार 8 वीं कक्षा उत्तीर्ण से 12 वीं कक्षा उत्तीर्ण तक विभिन्न व्यवसायों के अनुसार होगी ।

इन संस्थानों के प्रवेश सत्र में 14 से 40 वर्ष तक की आयु वाले योग्य हैं ।

[भाग III-खण्ड 4 आयु में छूट
1. भूतपूर्व सैनिकों के लिए 45 वर्ष तक आयु सीमा में छूट अनुमेय है ।
2. युद्ध के कारण हुई विधवाओं के लिए 45 वर्ष तक आयु सीमा में छूट अनुमेय है ।
3. विधवाओं /परित्यक्ता महिलाओं के लिए सी. टी. एस . के अंतर्गत विभिन्न प्रशिक्षण कार्यक्रमों में प्रवेश लेने हेतु 45 वर्ष तकः आयु सीमा में छूट है ।
4. शारीरिक अक्षम उम्मीदवारों के लिए आयु सीमा में 10 वर्ष की छूट है तथा प्रवेश सत्र के आरम्भ होने तक 45 वर्ष रखी गई है ।
स्थान आरक्षण
व्यवसाय प्रशिक्षण की राष्ट्रीय परिषद् ( NCVT ) के प्रतिमानकों के अनुसार होगा ।
प्रवेश प्रक्रिया
औद्योगिक प्रशिक्षण संस्थान में प्रवेश व्यवसाय की राष्ट्रीय परिषद् ( NCVT ) के प्रतिमानकों के अनुसार केवल उम्मीदवार के द्वारा उनके भिन्न पाठ्यक्रमों के लिए निर्धारित किए गए न्यूनतम शैक्षिक योग्यता सार्वजनिक परीक्षाओं में प्राप्त अंकों के आधार पर मिलेगा । जहाँ कहीं भी न्यूनतम योग्यता का आधार सार्वजनिक परीक्षा में हो, वहाँ विश्वविद्यालय द्वारा आयोजित लिखित परीक्षा में प्राप्त अंकों के आधार पर होगा ।
औद्योगिक प्रशिक्षण केन्द्रों में प्रवेश के लिए उम्मीदवारों का चयन प्रत्येक सत्र के आरम्भ से बहुत पहले ही हो जाएगा, जहाँ तक हो सके, सत्र के आरम्भ तक प्रवेश संपन्न करेंगे । अगर आवश्यक हुआ तो सत्रारंभ के पश्चात् भी प्रवेश चलता रहेगा । लेकिन यह ज़रूरी है कि 2 वर्षों के पाठ्यक्रम की प्रवेश प्रक्रिया सत्रारंभ के पश्चात् एक माह से अधिक न हो तथा 1 वर्ष के पाठ्यक्रम प्रवेश की प्रक्रिया सत्रारंभ के पश्चात् 15 दिन से अधिक न हो ।
सत्र का आरम्भ
: औद्योगिक प्रशिक्षण संस्थान ITIS/ VTCs व्यवसाय प्रशिक्षण के केन्द्रों में सत्र का आरम्भ प्रत्येक वर्ष एक अगस्त से होगा ।

1 ( 1 ) These Regulations may be called Canara Bank ( Officers ' ) Service (Amendment) Regulations , 2007 ,
(2) These Regulations shall come into force on the date of its publication in the Official Gazette .
2 In the Canara Bank ( Officers' ) Service Regulations , 1979 , in Regulation 5, -
(a) in sub regulation ( 1) , under clause (c) , after the proviso and before the Note the following proviso shall be inserted , namely:
"Provided further that such increment/ s in the next higher scale / stagnation increment/ s shall not be allowed to an Officer who refuses promotion when offered "
(b) in sub regulation (2) , in clause (d) of the Explanation after Note (ii ) , the following Note shall be inserted, namely:
" (iii) An Officer shall not be eligible for Professional Qualification Pay , as above , if he refuses to accept promotion when offered "

No.A - 28 /11 / 6/ 96-E.VI ( SZ ) : In exercise of the powers conferred by sub- section ( 1 ) of Section 97 read with clause (xxi ) of sub - section (2) and sub- section ( 2 - A) of the section and sub - section ( 2) of section 17 of the Employees ' State Insurance Act , 1948 ( 34 of 1948 ) , the Employees ' State Insurance Corporation hereby makes , the following regulations , namely: - T.A. , D.A. AND TRANSPORT ALLOWANCE REGULATIONS - 2006 of ESIC.
1. Short Title and Commencement ( 1 ) these regulations may be called " T.A. , D.A. and Transport Allowance Regulations - 2006 of the Employees ' State Insurance Corporation . "
These regulations shall come into force w.e.f. 01.10.2007.
2. DEFINITIONS In the regulations , unless the context otherwise requires-
(a ) " Act " means the Employees ' State Insurance Act , 1948 (34 of 1948 );
(b) " Commission " means the Union Public Service Commission ;
(c) " Corporation " means the Employees ' State Insurance Corporation established under the Act ;
(d) " Director General " means the Director General of the Corporation;
(e) "Employee " means a person appointed to or borne on the cadre of the staff of the Corporation ;
(
f) "Month " means a calendar month ;
(g) "Service " means a service under the Corporation ;
(h) "Standing Committee " means the Standing Committee of the Corporation ;

the relevant rules applicable to the corresponding classes of Central Government Servants .

For the purposes of daily allowance while on tour , transfer and eligibility of conveyance for journey while on tour, the classification will be decided by the scale of pay of the post actually being held by the official concerned . The scales of pay ofofficers and staff shall be as may be decided by the S.C./ ESIC from time to time .

ii) . Claims for lodging charges shall be supported by vouchers . No claim will beentertained without supporting vouchers .
State/Central /Expenditure/Luxury Taxes etc., if paid , by the officers shall be reimbursed in full , in addition to revised room rent on tour , as mentioned above .
iii ) . The Corporation shall endeavour to have a centralized tie up arrangement with one or more suitable agency( ies) for reservation of hotel accommodation for officers at various levels across the country on competitive rates to keep the expenditure barest minimum .
iv) If there were any increase in the hotel tariff at any station subsequently, Director General , ESIC may , in individual cases , permit expenditure more than the prescribed monetary limits .

However, where no such rate has been prescribed , the following rate of road allowance may be fixed subject to the other conditions governing the grant of road mileage allowance and regulation of TA claims as per the orders issued on the subject from time to time subject to entitlement under the provisions of SR- 46 . Performance of journey by own car shall be only with the prior approval of the Competent Authority i.e. F.C./ I.С. / М.С.
1. For journeys performed by own car/Taxi : @ Rs . 10/ - per Κ.Μ.
2. For journeys performed by Auto rickshaw /scooter : @ Rs . 5/ - per K.M.

Transportation of personal effects on transfer
The transportation expenses in inter regional transfer cases shall include actual cost of transporting the employees with personal luggage and.. conveyance and shall also include charges for packing, insurance , loading and unloading as well as statutory levies imposed on such luggage and conveyance during transit . In case of inter regional transfer ordered in public interest ; the officers may at their discretion transport their personal goods/ vehicle by the movers/ packers authorized by the Corporation or by: Rail Transport .
The Movers and Packers for transporting personal effects , of the official transferred , shall be appointed by the office after following the normal purchase procedure under GFR . The authorized Movers and Packers shall be appointed on Regional basis and shall be responsible for packing , loading ..moving.. unloading and delivering the goods at the destination . They shall raise the bill for the service rendered to the respective office of the Corporation .
The restrictions of weights etc. will continue to be governed as perprovision of SR, as amended from time to time .
5. All other matters relating to the TA/ DA , not specifically mentioned here in above ; shall continue to be governed by the Govt. of India Rules and Orders till such time as separate regulations are brought into effect by the Corporation .
6. If any doubt arises as to the interpretation of any of the provision of these Regulations , the matter shall be referred to the Director General or such other authority as may be specified by the Director General by a general or special order , and the orders of the Director General shall be final .

1. Short title and commencement:
(1) These regulations may be called the Employees' State Insurance Corporation ( Junior Hindi Translator ) Recruitment Regulations , 2007 .
(2) They shall come into force on the date of their publication in the Official Gazette .
2 Number of post , classification and scale of pay: The number of posts , their classification and the scale of pay attached thereto , shall be as specified in columns 2 to 4 of the Schedule annexed to these Regulations .
3: The method of recruitment , age limit , qualification , etc .: The method of recruitment , age limit, Qualifications and other matters relating thereto shall be as specified in columns 5 to 14 of the said Schedule .
1. Disqualification- No person,
who has entered into or contracted a marriage with a person having spouse living ; or (b) who , having a spouse living , has entered into or contracted a marriage with any person , shall be eligible for appointment to the said post;
provided that the Director General of the Employees' State Insurance Corporation may, if satisfied that such marriage is permissible under the personal law applicable to such person and to the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of these Regulations .
Foyer to relax . Where the Director General of the Employees ' State Insurance Corporation is the opinion that it is necessary or expedient to do so , he may , after taking prior approval of the Central Government , by order , for reasons to be recorded in writing , relay any of the provisions of these Regulations , with respect to any class or category of persons.
6 . Residuary matters Subject to the provisions of these regulations , all other regulations and nstructions laid down in the Employees ' State Insurance Corporation ( Recruitment ) Неquiations, 1965 , applicable to the corresponding category of posts ir the Corporation , shall apply to the post specified in the Schedule annexed to these Regulations ..
Savings : Nothing in these regulations shall affect reservations and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , the Other Backward Classes and other categories of persons in accordance with the orders issued by the Central Government from time to time , in this regard.

ORDINANCE
ESTABLISHMENT OF MODEL SCHOOLS
[Act, 5(xxviii), S. 27(k) ]
In exercise of the powers vested under the section 5 (xxviii) & $ . 27(k) of the University Act, 1996 (No.2 of 1997), this Ordinance is issued for the establishment of Model Schools.
Commencement: From date of notification by the University
Purpose of Ordinance :
The purpose of the Ordinance is to establish Model Schools of the University aimed at developing learner base for this University. They will serve as a base for promotion and dissemination of Urdu and to bring about the essential continuity in education. The Model Schools shall offer education from primary level to the junior college in Urdu medium. The University shall establish Model Schools in Hyderabad and Dharbhanga in first phase and in any other place in the country with the approval of the University Grants Commission.
The objectives of the Institute:
* Shall offer quality education in Urdu medium on the pattern ofNovadaya / Kendriya Vidhayala and Central Board of Secondary Education Schools.
* The Schools shall serve as feeder channel for the University.
Fee: Fee structure shall be as per Kendriya Vidhalaya pattern with the approval of the Academic Council.
Reservation of seats: As per Government of India rules.
Admission procedure: As per Kendriya Vidhayala pattern with the approval of Academic council.
Start of the Session: Session starts from 12th June every year.
Syllabi: As per Central Board of Secondary Education Govt. of India.
Examination: Seventh class onwards Central Board of Secondary Education Govt. of Indiashall conduct the examination annually..

ORDINANCE
ESTABLISHMENT OF VOCATIONAL TRAINING CENTRES
(INDUSTRIAL TRAINING INSTITUTES)
[Act, S. 27(k)]
In exercise of the powers vested under the Section 27(k) of the University Act, 1996 (No:2 of 1997) this ordinance is issued for the establishment of Vocational Training Centers/ Industrial Training Institutes .
Commencement: From date of notification by the University
Purpose of Ordinance:
The purpose of the Ordinance is to establish Vocational Training Centers / Industrial Training Institute to offer vocational courses aimed at providing training programmes inprofessional trades in Urdu medium. The trades with job potential and / or self-employability shall be offered. The institute shall be fully funded by the UGC /Govt. of India. Initially these institutes shall be establishing at Hyderabad, Dharbhanga and Bangalore; and in and other places, with the approval of the University Grants Commission.
The objectives of the Institute:
*To provide training in trades which have job potential .
* To help and guide the students in providing employment after completion of the training.
Duration of the Training Programme: The duration of the Training progrmmes, shall be as per National Council for Vocational Training (NCVT) , Government ofIndianorms.
Fee: No admission and tuition fee shall be charged. Caution money of Rs . 60/- per student shall be charged at the time of admissions.
Qualifications and admissions: The academic qualification prescribed for the trade varies from class VIII pass to Class XII pass depending upon the trades as per National Council for Vocational Training (NCVT) norms .
Age: The candidates of 14 - 40 years of age as on date of start of admission session are eligible for admission in these Institutes / Centers.

i. Relaxation of upper age limit upto 45 years in case of ex - servicemen is permissible. :
ii . Relaxation of upper age limit upto 45 years permissible in case of war widows .
iii . Widows / separated women would be allowed to join various training programmes under C.T.S up to the age of45 years .
iv. The upper age limit of physically handicapped candidates has been relaxed by 10 years and kept as 45 years on the date of start of admission session.
Reservation of seats : As per the National Council of Vocational Training (NCVT) norms .
Admission procedure: As per the norms of National Council of Vocational Training admission in ITI are to be made purely on merit based on the marks secured by the candidate in the public examination of the minimum qualification prescribed for the individual trade. Where ever there is no public examination at the minimum qualification level the merit may be made on the marks obtained by the candidate in the written examination conducted by the University..
Selection of candidates for admission in Industrial Training / Centers start well in advance of the commencement of each session. Admissions should be as far as possible, be completed by the date of starting of the session. Where it may be necessary to continue admission beyond the date of commencement of the session for filling vacant seats, it should not in any case go beyond one month of the date in the case of two-year trades and 15 days in case of one-year trades.
Start of Session: Training sessions in ITIs /VTCs may start from 1ª August every year.
Syllabi : As per National Council for Vocational Training norms .
Examination: National Council for Vocational Training shall conduct exams annually or at the end of the session in one year courses. Mark sheet and certificates shall be issued by National Council for Vocational Training.
