G.S.R. 273. In exercise of the powers conferred by the proviso to article 309 of the Constitution , the President hereby makes the following rules to amend the Office of the Registrar General, India and the Offices of the Directors of Census Operations in States and the Union Territories (Compiler) Recruitment Rules , 2006, namely:-
1. (1 ) These rules may be called the Office ofthe Registrar General , India and the Offices of the Directors of the Census Operations in States and the Union Territories, ( Compiler) Recruitment (Amendment) Rules, 2007. (2) They shall come into force on the date of their publication in the Official Gazette .
2. In the Schedule to the Office of the Registrar General , India and the Offices of the Directors of Census Operations in States and the Union Territories (Compiler) Recruitment Rules , 2006 , under column 7, for the words and numbers " Between 18 and 20 years " , the words and numbers " Between 18 and 27 years " shall be substituted.

साका.नि. 274.- राष्ट्रपति , संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रवृत्त शक्तियों का प्रयोग करते हुए , और भारत के महारजिस्ट्रार का कार्यालय उप - महारजिस्ट्रार ( मानचित्र ) समूह ' क' पद भर्ती नियम , 2006, का अधिक्रमण करते हुए , ऐसे अधिक्रमण से पहले इस सम्बन्ध में की गई या लोप की जाने वाली कार्यवाही को छोड़कर , भारत के महारजिस्ट्रार का कायर्यालय में उप- महारजिस्ट्रार ( मानचित्र ) के उक्त पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्
1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का नाम भारत के महारजिस्ट्रार का कार्यालय , उप- महारजिस्ट्रार ( मानचित्र ) समूह ' क' पद भर्ती नियम , 2007 होगा।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।
2. पद की संख्या, वर्गीकरण और वेतनमान. इस पद की संख्या , उसका वर्गीकरण और उसका वेतनमान वह होगा , जो इन नियमों से उपाबद्ध अनुसूची के स्तम्भ ( 2 ) से ( 4 ) में विनिर्दिष्ट है।
3. भर्ती की पद्धति , आयु सीमा , शैक्षिक अर्हताएं आदि. उक्त पद पर भर्ती की पद्धति , आयु सीमा , शैक्षिक अर्हताएं और उक्त पद से संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ ( 5 ) से ( 14 ) में विनिर्दिष्ट हैं।
4. निरर्हताएं, वह व्यक्ति,-
( क ) जिसने ऐसे व्यक्ति से जिसका पति या पत्नी जीवित है, विवाह किया है ; या
( ख ) जिसने , अपने पति या अपनी पत्नी के जीवित होते हुए किसी अन्य व्यक्ति से विवाह किया है ,
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परस्तु यदि केन्द्रीय सरकार का यह समाधान हो जादा है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधिके अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी।
5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके और संघ लोक सेवा आयोग से परामर्श करके, इन नियमों के किसीं उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की के बारे में आदेश द्वारा शिथिल कर सकेगी ।
6. व्यावृत्ति. -इन नियमों की कोई भी बात , ऐसे आरक्षणों , आयु सीमा में छूट और अन्य रियायतों पर प्रभाव नही डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जादियों , अनुसूचित जनजातियों , भूतपूर्व सैनिकों, अन्य पिछड़े वर्गों , और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

टिप्पणी: आयु-सीमा प्रशारित करने के
लिए निर्णायक तारीख भारल में रहने वाले अभ्यर्थियों से आप करने की अंतिम तारीख होगी और सम, मेघालय , अरुणाचल प्रदेश , मिजोरम, मानपुर, नागालैण्ड, त्रिपुरा , सिक्किम , जग्मू और काश्मीर राज्य का लद्दाख डिवीजन , हिमाचल प्रदेश का लाहौल और स्पीति जिला और चम्बा जिले का पंगी सब- डिवीजन , अण्डमान और निकोबार द्वीपसमूह या लक्षद्वीप में रहने वाले अभ्यर्थियों के लिए नियत की गई अन्तिम तारीख नहीं)।

मिश्रित पद्धति [प्रतिनियुक्ति ( अल्प कालिक संविदा सहित ) जमा प्रोन्नित] जिसके न होने पर सीधी भर्ती द्वारा
( ii ) अनुप्रयुक्त मानचित्रकारी में पाचं वर्ष के अनुभव सहित ड्राइंग , कम्प्यूटर मुद्रण और मानचित्र तैयार करने में बारह वर्ष का अनुभव ।
वांछनीय:
( i ) किसी मान्यताप्राप्त विश्वविद्यालय से भूगोल में डाक्टरेट की डिग्री अथवा समकक्ष;
( ii ) मानचित्रकारी में दो वर्ष के अनुसंधान का अनुभव ।
टिप्पण 1 : अन्यथा सुअर्हक अभ्यर्थियों के मामले में अर्हताएं संघ लोक सेवा आयोग के विवेकानुसार कारणों को लेखबद्ध करके, शिथिल की जा सकती । टिप्पणी 2 : अनुभव संबंधी अर्हता ( अर्हताएं) संघ लोक सेवा आयोग के विवेकानुसार कारणों कोलेखबद्ध करके , अनुसूचित जातियों या अनुसूचित जनजातियों के अभ्यर्थियों के मामले में उस दशा में शिथिल की जा सकती है ( हैं ) यदि चयन के किसी प्रक्रम पर संघ लोक सेवा आयोग की यह राय है कि इनके लिए आरक्षित पदों को भरने के लिए अपेक्षित अनुभव रखने वाले इन समुदायों के अभ्यर्थी पर्याप्त संख्या में उपलब्ध नहीं हो सकेंगे । प्रोन्नति या प्रतिनियुक्ति या आमेलन द्वारा भर्ती की दशा में वे ग्रेड जिनसे प्रोन्नति या प्रतिनियुक्ति या आमेलन किया जाएगा

मिश्रित पद्धति [प्रतिनियुक्ति ( अल्पकालिक संविदा ) सहित ) जमा प्रोन्नति) :
1. केन्द्रीय सरकार या राज्य सरकार या संघ राज्य- क्षेत्र या सार्वजनिक क्षेत्र उपक्रम या मान्यताप्राप्त अनुसंधान संस्थान या विश्वविद्यालय या अर्ध सरकारी, सांविधिक या स्वायत संगठन के अन्तर्गत ऐसे अधिकारी:
(क) ( i ) जो अपने मूल संवर्ग या विभाग में नियमित आधार पर सदृश पद धारण किए हों;

अथवा
( ii ) जिन्होंने अपने मूल संवर्ग या विभाग में 12000-16500 रुपये या समकक्ष वेतनमान में पद पर नियमित आधार पर नियुक्ति के बाद ग्रेड में पांच वर्ष की सेवा की हो; और
(ख) कॉलम 8 में सीधी भर्ती के लिए विहित शैक्षिक अर्हताएं और अनुभव रखते हों ।
II . बाह्य आवेदकों के साथ - साथ 12000-16500 रुपए के वेतनमान में ग्रेड में पांच वर्ष की नियमित सेवा वाले सहायक महारजिस्ट्रार ( मानचित्र ) भी नियुक्तिके लिए विचार किए जाने के पात्र होंगे । यदि ऐसे व्यक्ति का पद पर नियुक्ति के लिए चयन हो जाता है तो इसे प्रोन्नति द्वारा भरा हुआ माना जाएगा ।
(फीडर वर्ग में विभागीय अधिकारी जो प्रोन्नति के.
सीधे क्रम में हैं वे प्रतिनियुक्ति पर नियुक्ति के लिए
विचार किए जाने के पात्र नहीं होंगे । इसी प्रकार प्रतिनियुक्ति पर नियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति
के लिए विचार किए जाने के पात्र नहीं होंगे । केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से तुरंत पहले धारित किसी अन्यसंवर्ग- बाह्य पद पर प्रतिनियुक्ति ( अल्पकालिक संविदा सहित) की अवधि सहित प्रतिनियुक्ति (अल्पकालिक संविदा सहित ) की अवधि सामान्यतः तीन बर्ष से अधिक नहीं होगी। प्रतिनियुक्ति (अल्पकालिक संविदा सहित ) द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन पत्र प्राप्त होने कीअन्तिम तारीख 56 वर्ष से अधिक नहीं होनी चाहिए।)
यदि विभागीय प्रोन्नति समिति है , तो उसकी संरचना
भर्ती करने में किन परिस्थितियों में संघ लोक सेवा आयोग से परामार्श किया जाएगा ।

G.S.R. 274. In exercise of the powers conferred by the proviso to article 309 of the Constitution , and in supersession of the Office of the Registrar General, India, Deputy Registrar General (Map ) Group ' A' Posts Recruitment Rules, 2006, except as respect things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Deputy Registrar General (Map ) in the office of the Registrar General , India, namely :-
1. Short title and commencement.-( 1 ) These rules maybe called the Office of the Registrar General , India, Deputy Registrar General (Map) Group 'A' Post Recruitment Rules, 2007.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and scale ofpay. The number of the said post, its classification and the scale ofpay attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, educational qualifications , etc. The method of recruitment, age limit, educational qualifications and other matters relating to the said post shall be as specified in columns (5) to (14 ) of the aforesaid Schedule .
4. Disqualification.--No person, --
(a) who has entered into or contracted a marriage with a person having a spouse living ; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.-Where the Central Government is of opinion that it is necessary or expedient so to do , it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribès , Ex- serviceme , the Other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

II . The departmental Assistant Registrar General (Map) in the pay scale of Rs. 12000- 16500 having five years' regular services in the grade shall also be considered alongwith outsiders. In case he is selected for appoint- ment to the post, the same shall be deemedto have been filledby promotion.
(The departmental officers in the feeder categorywhoare in the direct line of promotion will not be eligible for consideration for appointment on deputation . Similarly deputationist shall not be eligible for consideration for appointment by promotion. Period of deputation ( including short- term contract) including period of deputation (including short - term contract) in anotherex- cadre post held immediately preceding this appointment in the same or some other Organisation or Department of the Central Government shall ordinarily not exceed three years. The maximum age limit for appointment by deputation (including short - term contract) shall be not exceeding 56 years as on the closing date of the receipt of applications .) साह.का.नि. 275.-संविधान के अनुच्छेद 309 के उपबंध द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए तथा नागर विमानन सुरक्षा संगठन (समूह ' ग ' पद ) भर्ती नियम, 1984 , तथा नागर विमानन सुरक्षा ( हैड कांस्टेबल ) भर्ती नियम , 1988 के प्रतिस्थापन में, सिवाय उन कार्यों के जो ऐसे प्रतिस्थापन से पूर्व किए गए अथवा छोड़े गए/किए जाने हैं, राष्ट्रपति नागर विमानन मंत्रालय के सागर विमानन सुरक्षा ब्यूरों में हैडकांस्टेबल के पद की भर्ती की प्रणाली को विनियमित करने हेतु निम्नलिखित नियमों को इसके द्वारा बनाते हैं :-
1. शीर्षक और शुरूआत ( 1 ) इन नियमों को ( समूह ' ग' पद ) नागर विमानन सुरक्षा ब्यूरों ( नागर विमानन मंत्रालय ) भर्ती नियम, 2007 कहा जाए ।
(2) ये नियम सरकारी राजपत्र में उनके प्रकाशित होने की तारीख से प्रभावी होंगे ।
2. पदों की संख्या, वर्गीकरण तथा वेतनमान-उक्त पदों की संख्या , इनका वर्गीकरण तथा सम्बद्ध वेतनमान इन नियमों की परिशिष्ट अनुसूची के कॉलम 2 से 4 में उल्लिखित अनुसार होगी ।
3. भर्ती की प्रणाली , आयु-सीमा , अन्य योग्यताएं आदि. उक्त पद की भर्ती की प्रणाली , आयु सीमा , योग्यताएं तथा इससे संबंधित अन्यविषय उक्त अनुसूची के कॉलम ( 5 ) से ( 14 ) में किए गए उल्लेख के अनुसार होंगें ।
4. अयोग्यताएं.-ऐसा कोई व्यक्ति,-
(क ) जिसने ऐसे व्यक्ति, जिसका पति या जिसकी पत्नी जीवित हो , के साथ विवाह्न या विवाह का करार किया हो । ( ख ) जो जीवित पति/पत्नी के होते हुए विवाह किया हो या विवाह का करार किया हो ।
उक्त पद के लिए नियुक्ति का पात्र नहीं होगा बशर्ते कि केन्द्र सरकार यदि ऐसे विवाह को उक्त व्यक्ति तथा विबाह के दूसरे पक्ष पर लागू पर्सनल लॉ के अंतर्गत अनुमति योग्य मानती हो तथा यह कि ऐसा करने के लिए वहां अन्य आधार हों, जिनसे किसी व्यक्ति को इस नियम के प्रभाव से मुक्त रखा जा सके ।
5. छूट की शक्ति. जहां केन्द्रीय सरकार की राय यह हो कि ऐसा करना आवश्यक अथवा व्यावहारिक है , इन नियमों के किसी श्रेणी या व्यक्तियों के वर्ग से संबंधित प्रावधानों में कोई छूट किन्हीं लिखित कारणों के लिए, आदेश द्वारा दी जा सकती है ।

THE GAZETTE OF INDIA : DECEMBER 15 , 2007/AGRAHAYANA 24, 1929 [PART II--SEC. 3 ( i) ] Rules, 1984 and Bureau of Civil Aviation Security ( Head Constable) Recruitment Rules , 1988, except in respect of things done or omittedto be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Head Constable in the Bureau ofCivil Aviation Security ( Ministry of Civil Aviation), namely:-
1. Short title and commencement.-( 1) These rules may be called the Bureau of Civil Aviation Security (Ministry ofCivil Aviation) Head Constable , Group ' C ' Posts Recruitment Rules ,2007.
(2) They shall come into force on the date of their publication in the Official Gazette .
2. Number of post, classification and scale of pay. The number of the said post, its classification and the scale ofpay attachedthereto shall be as specified in columns 2 to 4 of the Schedule anneked hereto .
3.Method of recruitment, age limit and other qualifications, etc. The method of recruitment to the said post , age limit , qualifications and other matters connected therewith , shall be as specified in columns 5 to 14 of the said Schedule .
4. Disqualification . No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living ; or
(b) who , having a spouse living , has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may , if satisfied that such marriage is, permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any personfrom the operation of this rule.
5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, itmay, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class orcategory of persons.
6. Saving. Nothing in these rules shall affect reservation , relaxation of age limit and other concessions required to be provided for persons belongingto the Scheduled Castes , the Scheduled Tribes, Ex - servicemen and other special categories of persons in accordance with the orders , issued by the Central Government from time to time in this regard.

1. ( 1 ) इन नियमों का संक्षिप्त नाम दंत स्वास्थ्य विज्ञानी डा. राम मनोहर लोहिया अस्पताल , नई दिल्ली भर्ती ( संशोधन ) नियम , 2007 है ।

(2 ) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. दंता स्वास्थ्यविज्ञानी डा. राम मनोहर लाहिया अस्पताल , नई दिल्ली भर्ती नियम, 1990 की अनुसूची में,-
(i) स्तंभ 4 के अधीन प्रविष्टि के स्थान पर, निम्नलिखित प्रविष्टि रखी जाएगी , अर्थात्:-
"5000-150-8000 रुपए" ;
( ii ) स्तंभ 6 के अधीन प्रविष्टियों में, " 18 से 25 वर्ष" अंकों और शब्दों के स्थान पर, " 30 वर्ष " अंक और शब्द रखे जाएंगे ;
(iii) स्तंभ 8 के अधीन प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि रखी जायेगी , अर्थात्: -

(क) किसी मान्यताप्राप्त विश्वविद्यालय से विज्ञान (जीव विज्ञान ) में उपाधि या समतुल्य ,

( ग ) दंत चिकित्सा परिषद् में दंत स्वास्थ्य चिकित्सा विशेषज्ञ के रूप में पंजीकृत , और
( घ ) दंत स्वास्थ्य चिकित्सा विशेषज्ञ के रूप में दो वर्ष का अनुभव ।
टिप्पण,-अनुभव संबंधी अर्हता सक्षम प्राधिकारी के विवेकानुसार अनुसूचित जातियों और अनुसूचित जनजातियों के अभ्यर्थियों की दशा में तब शिथिल की जा सकती है जब चयन के किसी प्रक्रम पर सक्षम प्राधिकारी की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यर्थियों के पर्याप्त संख्या में उपलब्ध होने की सम्भावना नहींहै । ";

G.S.R. 277. In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Dental Hygienist, Dr. Ram Manohar Lohia Hospital , New Delhi Recruitment Rules, 1990, hamely:---
1. (1) These rules may be called the Dental Hygienist, Dr. Ram Manohar Lohia Hospital , New Delhi Recruitment (Amendment) Rules , 2007,-
(2) They shall come into force on the date of their publication in the Official Gazette
2. In the Schedule to the Dental Hygienist , Dr. Ram Manohar Lohia Hospital , New Delhi Recruitment Rules , 1990-
(i) for the entries under column 4, the following entries shall be substituted , namely "Rs. 5000-150-8000." ;
(ii) in the entries under column 6 , for the figures and words " 18 to 25 years ", the figures and words " 30 years " shall be substituted;
iii) for the entries under column 8, the following entries shall be substituted, namely

"Essential :
(a) Degree in Science (Biology) from a recognised University or equivalent,
(b) Diploma in Dental Hygienist from a recognised institute or equivalent,
(c) Registered with Dental Council as Dental Hygienist, and
\ (d) Two years experience as Dental Hygienist .
Note:-Qualifications regarding experience is relaxable at the discretion of the competent authority in case of candidates belonging to the Scheduled Castes or the Scheduled Tribes, if, at any stage of selection competent authority is of the opinion that sufficient number of candidates belonging to these communities possessing the requisite experience are not likely to be available to fill up the posts reserved for them."' ;
(iv) for the entries under column 13 , the following entries shall be substituted, namely

शिक्षा केन्द्र) , दिल्ली भर्ती नियम , 1977 को , उन बातों के सिवाय अधिक्रांत करते हुए , जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है , या करने का लोप किया गया है , जन शिक्षण संस्थान, दिल्ली में निदेशक के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं , अर्थात्: -
1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम जन शिक्षण संस्थान ( निदेशक ) , पद भर्ती नियम , 2007 है। (2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।
2. पद-संख्या , वर्गीकरण और वेतनमान उक्त पद की संख्या , उसका वर्गीकरण और उसका वेतनमान वह होगा , जो इन नियमों से उपाबद्ध अनुसूची के स्तम्भ 2 से स्तम्भ 4 में विनिर्दिष्ट हैं ।
3. भर्ती की पद्धति , आयु सीमा , अर्हताएं आदि. उक्त पद पर भर्ती की पद्धति, आयु- सीमा , अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ 5 से स्तम्भ 14 में विनिर्दिष्ट हैं।
4. निरर्हता.-वह व्यक्ति,-
(क ) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है;
या
(ख) जिसने , अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,
उक्त पदों में से किसी पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी।
5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जोकारण हैं उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।
6. व्यावृत्ति: - इन नियमों की कोई बात , ऐसे आरक्षण , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों , अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित हैं।

टिप्पण: आयु-सीमा अवधारित करने के
शैक्षणिक कार्यक्रमों के नियोजन , प्रशासन और पर्य- वेक्षण का पांच वर्ष का अनुभव ।
टिप्पण 1 : अर्हताएं, अन्यथा सुअर्हित अभ्यर्थियों की दशा में संघ लोक सेवा आयोग के विवेकानुसार , लेखबद्ध किए जाने वाले कारणों से शिथिल की जा सकती है ।
लिए निर्णायक तारीख भारत में रहने वाले अभ्यर्थियों से आवेदन प्राप्त करने के लिए नियमित की गई अंतिम तारीख होगी । ( न कि वह अंतिम तारीख जो असम, मेघालय , अरुणाचल प्रदेश , मिजोरम , मणिपुर , नागालैण्ड , त्रिपुरा , सिक्किम, जम्मूऔर कश्मीर राज्य के लद्दाख खण्ड हिमाचल प्रदेश के लाहौल और स्पिीति जिला तथा चम्बा जिले के पांगी उप- खण्ड, अण्डमान और निकोबार द्वीप या लक्षद्वीप के अभ्यर्थियों के लिए विदित की गई है । )
टिप्पण 2 : अनुभव संबंधी अर्हता ( अर्हताएं) , संघ लोक सेवा आयोग के विवेकानुसार अनुसूचित जातियों और अनुसूचित जनजातियों के अभ्यर्थियों की दशा में तब शिथिल की जा सकती हैं जब चयन के किसी प्रक्रम पर संघ लोक सेवा आयोग की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यर्थियों के पर्याप्त संख्या में उपलब्ध होने की सम्भावना नहीं है

प्रोन्नतिः ऐसे कार्यक्रम अधिकारी ' क ' और कार्य- क्रम अधिकारी ' ख' , जिन्होंने 8000-13500 रुपए के वेतनमान में, नियमित आधार पर उनकी नियुक्ति के पश्चात् संबंधित श्रेणी में पांच वर्ष सेवा की है ।
टिप्पण 1 : प्रोन्नति के लिए पात्रता सूची, अधिकारियों के संबंधित श्रेणी/पद पर विहित अर्हक सेवा पूरी करने की तिथि के संदर्भ में तैयार की जाएगी ।
टिप्पण 2 : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हक/पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो जहां उनके ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक/ पात्रता सेवा , अपेक्षित अर्हक/ पात्रता सेवा के आधे से अधिक से या दो वर्ष से , इनमें से जो भी कम हो , कम न हो और उन्होंने अपने ऐसे 1341 [ भाग II-खण्ड 3 (i) ]

कनिष्ठव्यक्तियों सहित , जिन्होंने ऐसी अर्हक/प्रात्रता सेवा पहले ही पूरी कर ली है , अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो ।
प्रतिनियुक्ति:-केंद्रीय सरकार/ राज्य सरकारों/संघ राज्य क्षेत्रों के अधीन ऐसे अधिकारी-
(क) ( i ) जिन्होंने मूल काडर/ विभाग में नियमित आधार पर सदृश पद धारण किया हुआ है ; या (ii ) जिन्होंने मूल काडर/विभाग में 8000-13500/- रुपए या समतुल्य के वेतनमान में नियमित आधार पर नियुक्तिके पश्चात् उस श्रेणी में पांच वर्ष सेवा कीहै; और
(ख) स्तंभ 8 के अधीन सीधी भर्ती के लिए विहित किए गए अनुभव और शौक्षिक अर्हताऐं रखता हो।
पोषक प्रवर्ग के ऐसे विभागीय अधिकारी , जो प्रोन्नति की सीधी पंक्ति में हैं , प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे । इसी प्रकार, प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे ।
(प्रतिनियुक्ति की अवधि, जिसके अन्तर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है , साधारणतया चार वर्ष से अधिक नहीं होगी । प्रतिनियुक्तिपरः नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी । )
यदि विभागीय प्रोन्नति समिति है तो उसकी संरचना
भर्ती करने में किन परिस्थितियों में संघ लोक सेवा आयोग से परामर्श किया जाएगा ।

In exercise of the powers conferred by the provisoto article 309 of the Constitution , and in supersession of the Shramik Vidyapeeth (Polyvalent Adult Education Centre) , Delhi Recruitment Rules , 1977, Published in the Gazette of India , Part - II section 3 (i) dated the 4th June , 1977 vide number, GSR 698 , dated the 18th May, 1977, except asrespects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the post of Director in the Jan Shikshan Sansthan , Delhi , namely
1. Short title and commencement . ( 1 ) These rules may be called the Jan Shikshan Sansthan (Director), Recruitment Rules , 2007 .
(2) They shall come into force on the date of their publication in the OfficialGazette.
2. Number of posts, classification and scale of pay . The number of the post, classification and the scales of pay attachedthereto shall be as specified in column No. 2 to 4, to the Schedule annexed to these rules.
3. Method of recruitment, age limit and qualification , etc. The method of recruitment to the said post, age limit , qualifications and other matters relating thereto shall be as specified in columns 5 to 14 of the said Schedule.
4. Disqualification .-No person,
(a) who has entered into or contracted a marriage with a person having a spouse living; or ,
(b) who, having a spouse living , has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post :
Provided that the Central Government may , if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule .
5. Power to relax. -Where the Central Government is of the opinion that it is necessary or expedient so to do, itmay, by order, for reasons to be recorded in writing , and in consultation with the Union Public Service Commission , relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , Other Backward Classes, Ex -servicemen and other special categories of persons in accordance with the orders , issued by the Central Government from time to time in this regard

The Departmental Officers in the feeder categorywho are in the direct line ofpromotion will not be eligible for consideration for appointment on deputation . Similarly the deputationist shall not be eligible for consideration for appointment by promotion.
(Period of deputation including period of deputation in another ex - cadre post held immediately preceeding this appointment in the sameor some other organisation/Department ofthe Central Govt. shall ordinarily not exceed 4years .
