सा.का.नि. 280.- राष्ट्रपति , संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , केन्द्रीय सचिवालय आशुलिपिक सेवा (निजी सचिव श्रेणी ) नियम , 1989 का और संशोधन करने के लिए निम्नलिखित नियम बताते हैं , अर्थात्:-
1. ( 1 ) इन नियमों का संक्षिप्त नाम केन्द्रीय सचिवालय आशुलिपिक सेवा ( निजी सचिव श्रेणी ) संशोधन नियम , 2007 हैं । (2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. केन्द्रीय सचिवालय आशुलिपिक सेवा ( निजी सचिव श्रेणी ) नियम , 1989 ( जिसें इसमें इसके पश्चात् उक्त नियम कहा गया है ) : के नियम 2 में , खंड (ञ ) के स्थान पर निम्नलिखित रखा जाएगा , अर्थात्:-
'(ञ) " चयन क्षेत्र " केन्द्रीय सरकार द्वारा समय - समय पर यथा अधिकथित चयन समिति द्वारा अनुसरित किए जाने वाले अनुदेशों और प्रक्रिया के अनुसार अवधारित किया जाएगा ' । 3. उक्त नियमों के नियम 7 में , उपनियम ( 4 ) के स्थान पर निम्नलिखित रखा जाएगा , अर्थात्
" (4) चयन समिति ऐसे अधिकारियों को वर्गीकृत करेगी , जिन्हें केवल अच्छा बेंचमार्क के संदर्भ में उपयुक्त या अनुपयुक्त रूप में निजी सचिव श्रेणी में नियुक्ति के लिए चयन सूची के क्षेत्र में सम्मिलित किया गया है । चयन समिति द्वारा , केवल उन्हीं व्यक्तियों को, जिन्हें उपयुक्त रूप में श्रेणीकृत किया गया है , आशुलिपिक श्रेणी ' क' और ' ख ' ( आमेलित ) की फीडर श्रेणी में उनकी पारस्परिक ज्येष्ठता के क्रम में चयन सूची में सम्मिलित किया जाएगा । "
4. उक्त नियमों के नियम 13 के स्थान पर निम्नलिखित रखा जाएगा , अर्थात्:-
" 13. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय हो कि ऐसा करना आवश्यक या समीचीन है तो वह , आदेश द्वारा, लेखबद्ध किए जाने वाले कारणों से और संघ लोक सेवा आयोग से परामर्श करके व्यक्तियों के किसी वर्ग या प्रवर्ग की बाबत इन नियमों के किसी भी उपबंध को शिथिल कर सकेगी । "
5. उक्त नियमों की अनुसूची 1 में शीर्ष ' ख ' के अधीन क्रम संख्यांक 33 के पश्चात् निम्नलिखित प्रविष्टियां जोड़ी जाएंगी : - " 34. कार्मिक , लोक शिकायत और पेंशन मंत्रालय 35. सूक्ष्म, लघु और मध्यम उद्यम मंत्रालय 36. महिला और बाल विकास मंत्रालय "

G.S.R. 280. In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules further to amend the Central Secretariat Stenographers ' Service (Private Secretary Grade) Rules , 1989, namely :-
1. ( 1 ) These rules may be called the Central Secretariat Stenographers ' Service (Private Secretary Grade) Amendment Rules , 2007.
(2) They shall come into force on the date of their publication in the Official Gazette .
2. In the Central Secretariat Stenographers ' Service (Private Secretary Grade ) Rules , 1989 (hereinafter referred to as the said Rules) , in rule 2, for clause (j ) , the following clause shall be substituted, namely :-
'(j ) " The field of selection " shall be determined in accordance with the instructions and procedure to be followed by the Selection Committee as laid down by the Central Government from time to time . ' 3. In the said Rules , in rule 7 , for sub- rule (4 ) , the following shall be substituted , namely :--
"(4) The Selection Committee shall classify such of the officers included in the field of selection list for appointment to the Private Secretary Grade as Fit or Unfit only with reference to the bench-mark ofGood . Only those who are graded as Fit shall be included in the select list by the Selection Committee in the order oftheir inter se- seniority in the feeder grade of Stenographer Grade ' A ' and 'B ' (merged)" .
4. In the said Rules , for rule 13 , the following shall be substituted , namely:---
" 13. Power to Relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do , it may , by order , for reasons to be recorded in writing and in consultation with the Union Public Service Commission , relax any of the provisions of these rules in respect of any class or category of persons".

सा.का.नि. 281.--राष्ट्रपति , संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और राष्ट्रीय सुरक्षा परिषद् सचिवालय ( समूह ' क' ) भर्ती नियम, 2001 को , उन बातों के सिवाय अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, राष्ट्रीय सुरक्षा परिषद् सचिवालय में समूह ' क ' पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं , अर्थात्:-
2007है। 1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम राष्ट्रीय सुरक्षा परिषद् सचिवालय ( समूह ' क ' सेवा ) भर्ती नियम , 1348!

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।
[PART II- SEC . 3 ( i) ] 2. पदनाम , पद संख्या , वर्गीकरण और वेतनमान, उक्त पदों का नाम और संख्या , उनका वर्गीकरण और उनका वेतनमान वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तम्भ ( 1 ) से स्तम्भ ( 4 ) में विनिर्दिष्ट हैं।
3. भर्ती की पद्धति , आयु-सीमा , अर्हताएं आदि. उक्त पदों पर भर्ती की पद्धति, आयु सीमा , शैक्षिक अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ ( 5 ) से स्तम्भ ( 14 ) में विनिर्दिष्ट हैं।
4. निर्हता.-वह व्यक्ति, -
(क) जिसने ऐसे व्यक्ति से , जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है , या
(ख ) जिसने, अपने पति अथवा अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,
उक्त पदों पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी।
5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण है उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी। 6. व्यावृत्ति.- इन नियमों की कोई बात, ऐसे आरक्षण, आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों , अन्य पिछड़े वर्गों के व्यक्तियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवगों के लिए उपबंध करना अपेक्षित है।

done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the Group ' A' posts in the National Security Council Secretariat , namely :-
1. Short title and commencement.-( 1 ) These rules may be called the National Security Council Secretariat (Group ' A' Services ) Recruitment Rules , 2007.
(2) They shall come into force on the date of their publication in the Official Gazette .
2. Name of posts , number of posts , classification and scale of pay. The name and number of said posts , their classification and the scale of pay attached thereto shall be as specified in column ( 1 ) to (4) of the Schedule annexed to these rules .
3. Method of recruitment, age limit and qualifications , etc. The method of recruitment to the said posts , age limit, educational qualifications and other matters relating thereto , shall be as specified in columns (5) to ( 14) of the said Schedule .
4. Disqualification. No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living ; or
(b) who, having a spouse living , has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post :
Provided that the Central Governrnent may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule .
5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, itmay , by orders , for reasons to be recorded in writing , relax any of the provisions of these rules with respect to any class or category of persons .
6. Saving . Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , the other backward classes , Ex - servicemen and other special categories of persons in accordance with the orders , issued by the Central Government from time to time in this regard.

सा.का.नि. 284. केन्द्रीय सरकार, प्रसार भारती ( भारत का प्रसारण निगम ) अधिनियम , 1990 ( 1990 का 25) की धारा 32 की उप- धारा ( 2 ) के खंड ( i ) के साथ पठित धारा 19 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, निगम द्वारा धन के विनिवेश . के लिए निम्नलिखित नियम बनाती है , अर्थात्: -
1. संक्षिप्त नाम और प्रारंभ ( 1 ) इन नियमों का संक्षिप्त नाम प्रसार भारती ( भारत प्रसारण निगम ) धन का विनिधान नियम , 2007 है ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे । 2. परिभाषाएं- ( 1 ) इन नियमों में, जब तक कि संदर्भ से अन्यथा अपेक्षित न हो,-
(क) " अधिनियम " से प्रसार भारती ( भारत प्रसारण निगम ) अधिनियम , 1990 अभिप्रेत है;
(ख) " समिति " से नियम 5 में निर्दिष्ट विनिवेश समिति अभिप्रेत है;
(ग) " प्रत्यय रेटिंग अभिकरण " से उनके उधार सेवा धारिता पर आधारित कंपनियों के रेटिंग के प्रयोजन के लिए भारतीय प्रतिभूति और विनिमय बोर्ड और भारतीय रिजर्व बैंक द्वारा मान्यताप्राप्त कोई अभिकरण अभिप्रेत है;
(घ) " ऋण विनिधान " से ऐसा लिखित अभिप्रेत है जिससे किसी तीसरे पक्षकार को कोई अग्रिम उधार जैसे ऋण या डिबेंचर आदि दिए जाते हैं ।
(ङ) " लघु अवधि" से ऐसी अवधि अभिप्रेत है जो एक वर्ष से अधिक न हो;
( 2) उन शब्दों और पदों के, जो इन नियमों में प्रयुक्त हैं किंतु परिभाषित नहीं हैं किंतु अधिनियम में परिभाषित हैं वही अर्थ होंगे जो उनके अधिनियम में हैं ।
3. प्रतिभूतियों आदि में धन का विनिधान-निगम निम्नलिखित के अधीन एक या एक से अधिक लिखतों में अपने धन का विनिधान कर सकेगा तथापि सिद्धांत नियम 4 में अभिकथित किए गए हैं , अर्थात्:-
( i ) सावधि जमा किसी राष्ट्रीयकृत बैंक में , जिसका कुल धन कम से कम सौ करोड़ रुपए हो और भारतीय रिजर्व बैंक द्वारा यथाविनिर्दिष्ट पूंजी पर्याप्तता मानदंडों को पूरी करता हो और जो उसके अंतिम प्रकाशित तुलनपत्र से प्रतिबिंबित हो;
(ii ) विनिधान स्थापित प्रत्यय रेटिंग अभिकरणों द्वारा और ऐसी उच्चतम सुरक्षा प्राप्त राष्ट्रीयकृत बैंकों द्वारा जारी जमा प्रमाणपत्रों में होगी;
(iii ) कोई उधार लिखत जिसे स्थापित प्रत्यय रेटिंग अभिकरण द्वारा उच्चतम प्रत्यय रेटिंग प्राप्त हो , 1364

5. विनिधान समिति ( 1 ) अधिशेष निधि के विनिधान ( v ) केन्द्रीय सरकार या किसी राज्य सरकार की प्रतिभूति में होगा ।
का विनिश्चय विनिधान समिति द्वारा किया जाएगा जो कार्यपालक सदस्य, सदस्य वित्त और सदस्य कार्मिक से मिलकर बनेगी । 4. विनिधान शासी सिद्धांत ( 1 ) विनिधान शासी सिद्धांत सुरक्षा , प्रत्यागत , पारदर्शी और उत्तरदायित्वपूर्ण होंगे ।
(2) विनिधान का विनिश्वय समिति द्वारा लिए जाएंगे जिसमें न्यूनतम दो सदस्य होंगे ।
(2) चुनी गई अवधि के लिए सावधि जमा उच्चतम ब्याज दर और प्रत्यागम के लिए राष्ट्रीकृत बैंकों में से किसी में किए जाएंगे
(3) उप- नियम ( 1 ) के अधीन किए गए विनिश्चय प्रसार भारती बोर्ड के समक्ष उसकी अगली बैठक में अनुमोदन के लिए रखे जाएंगे ।
6. आंतरिक लेखा परीक्षा ( 1 ) निधियों और विनिधानों ( 3 ) अधिकतम प्रत्यागत लेने के लिए ऋण लिखित स्थापित प्रत्यय रेटिंग अधिकरणों द्वारा उच्चतम सुरक्षा रेटिंग के लिए पात्र लिखतों में से चुना जाएगा ।
(4) सरकारी प्रतिभूतियों में विनिधान करने में न्यूनतम कमीशन लेने वाले प्राथमिक व्यवहारियों को अधिमान्यता दी जाएगी ।
की उचित आंतरिक लेखा परीक्षाकी जाएगी और आंतरिक लेखा परीक्षा की रिपोर्ट निगम के कार्यपालक सदस्य द्वारा समय - समय पर पुनर्विलोकित होगी ।
(2) महत्वपूर्ण संप्रेक्षण प्रसार भारती बोर्ड के समक्ष अनुमोदन के लिए रखी जाएगी ।
(5 ) अधिकतम प्रत्यागम और पारदर्शिता और उत्तरदायित्व प्राप्त करने के लिए पात्र राष्ट्रीयकृत बैंक तीन प्रतियोगी कोटेशन से चुने जाएंगे ।

In exercise of the powers conferred by Section 19 read with clause ( i) of sub - section ( ii ) of Section 32 of the Prasar Bharati ( Broadcasting Corporation of India) Act, 1990 (25 of 1990) , the Central Government hereby makes the following rules for investment of moneys by the Corporation, namely : - (iii) किसी समय पर न्यूनतम एक वर्ष के लिए अधिशेष की उपलब्धता सूचना और प्रसारण मंत्रालय के परामर्श से की जा सकेगी;
1. Short title and commencement-( 1 ) These rules may be called the Prasar Bharti (Broadcasting Corporation of India) Investment of Moneys Rules , 2007.
(iv ) अधिशेष निधि के किसी विनिधान का विनिश्चय लेने से पहले कोई उचित वाणिज्यिक मूल्य वृद्धि होगी;
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Definitions-( 1 ) In these rules , unless the context otherwise requires ,
( ५) निधियों का विनिधान किसी विशिष्ट समय- अवधि के लिए ब्याज की विशिष्ट दर पर नहीं होगा यदि निगम उसी समय अवधि के लिए अपनी अपेक्षा के लिए समान या उच्चतर ब्याज दर पर उधार ले सकता है ;
(a) "Act" means the Prasar Bharati (Broadcasting Corporation of India) Act , 1990;
(vi ) विनिधान विनिश्चय वाणिज्यिक निर्णयों पर आधारित होंगे;
(b) " committee" means the Investment Committee , referred to in rule 5 ;
(vii) उपलब्धता गणना कार्यशील पूंजी , अपेक्षाओं आस्तियों के प्रतिस्थापन और अन्य मांग के लेखे का प्राक्कलन करते समय नकदी प्रवाह के आधार पर की जाएगी;
(c) " credit rating agency " means an agency recognised by Securities and Exchange Board of India and Reserve Bank of India for the purpose of rating companies based on their debt servicing capacity;
(d) "debt investment " means any instrument through which loan is advanced to third party like loan, debentures , etc.;
(viii) अस्थायी निष्क्रय नकद का उपयोग जिसके अंतर्गत प्रतिदेय जमा भी है , का विनिधान केवल अस्थायी प्रकृति का होगा और निधियों से विनिधान के लिए उपयोग नहीं होगा उन्हें आंतरिक बाह्य बजटीय संसाधनों की गणना के बाहर रखा जाएगा;

consultation with the Ministry of Information and Broadcasting;
(e) " short - term " means a period not exceeding one year;
(iv) there shall be a proper commercial appreciation before any investment decision on surplus funds is taken;
(2) Words and expression used in these rules and not defined but defined in the Act shall have the meanings assigned to them in the Act .
3. Investment of moneys in securities , etc. The Corporation may invest its moneys in one or more of the following instruments subject , however , to the principles laid down in rule 4, namely :-
(v) funds shall not be invested at a particular rate of interest for a particular period of time, if the Corporation is resorting to borrowing at an equal or higher rate of interest for its requirements for the same period of time ;
(vi) investment decisions shall be based on commercial judgement;
(1) term deposits with any nationalised banks , having a net-worth of at least rupees 100 crores, fulfilling the capital adequacy norms , as specified by the Reserve Bank of India, and as reflected in the last published balance sheet;
(vii ) the availability should be worked out based on cash- flow estimates taking into account working capital requirements , replacement of assets and other demands;
(ii) investments which have been rated by an established credit rating agency and have been accorded the highest safety such as , certificate of deposits issued by nationalised banks ;
(iii) any debt instrument which has obtained highest rating from an established credit rating agency ;
(viii) the investment shall be only of temporary nature using temporary idle cash including refundable deposits and it shall not be used for investing from the funds kept outside the internal extra budgetary resources calculation;
( iv) public accounts with the Government of India with the facility for withdrawal at any time;
(ix) the final maturity of investment shall not exceed one year from the date of investment .
(v) securities of the Central Government or any State Government.
5. Investment Committee-( 1 ) Decisions on investment of surplus funds shall be taken by an Investment Committee , consisting of the Executive Member, Member ( Finance ) and Member (Personnel ) .
4. Principles Governing Investment-( 1 ) The principles governing the investment shall be safety , returns , transparency and accountability .
(2) The decision on investments shall be taken by the committee comprising a minimum of two Members . (3) Decision made under sub - rule ( 1 ) shall be placed
before the Prasar Bharati Board for approval , in its next (2) Term deposits for the chosen period shall be made from amongst the nationalised banks for the highest rate of interest and return .

(4) Investments in Government securities through primary dealers charging the lowest commission shall be preferred.
(2) Important observations shall be placed before the Prasar Bharati Board for approval .

प्रारूप नियम
(2 ) आधान किसी कीटग्रस्तता या फफूंद संदूषण से मुक्त होगा और किसी अवांछनीय या घृणाजनक गंध से भी मुक्त होगा । 1. संक्षिप्त नाम , लागू होना और प्रारंभ ( 1 ) इन नियमों का संक्षिप्त महुआ फूल श्रेणीकरण और चिह्नांकन नियम , 2007 है ।
( 3 ) महुआ फूलों को किसी ऐसी रीति से पैक किया जाएगा जिससे कि उपज को समुचित रूप से संरक्षित किया जा सके और आधानों को, कृषि विपणन सलाहकार या इस निमित्त उसके द्वारा प्राधिकृत अधिकारी द्वारा अनुमोदित रीति में सुरक्षित रूप से बंद और सीलबंद किया जाएगा ।
(2) ये मधुका लेटिफोलिया और मधुका लोंगीफोलिया किस्मों से प्राप्त महुआ फूलों को लागू होंगे ।
3. ये उनके राजपत्र में अंतिम प्रकाशन की तारीख को लागू
होंगे ।।
(4) सामग्रियों का उपयोग , विशिष्ट रूप से कागज या स्टांप वाले व्यापार विनिर्देशों का , अनुज्ञात किया जाएगा , परंतु यह तब जब कि मुद्रण या लेबल किसी गैर विषैली स्याही या सरेस से लगाया जाता हो;
2. परिभाषाएं- इन नियमों में , जब तक कि संदर्भ से अन्यथा अपेक्षित न हो--
( 5 ) प्रत्येक पैकेज में केवल एक श्रेणी अभिधान के महुआ फूल होंगे ।
(क) " कृषि विपणन सलाहकार " से भारत सरकार का कृषि विपणन सलाहकार अभिप्रेत है;
(6 ) उसी लॉट या बैच की श्रेणीकृत सामग्री वाले महुआ फूलों के छोटे पैकेटों की समुचित संख्या होगी और श्रेणी अभिधान को, किसी प्रमुख आधान में जैसे जूट के थैलों , लकड़ी के केसों, गत्ते के डिब्बों आदि में प्रमुख आधानों पर ब्यौरों सहित पैक किया जा सकेगा;
(ख ) " प्राधिकृत पैकर " से ऐसा व्यक्ति या व्यक्ति- निकाय अभिप्रेत है जिसे इन नियमों के अधीन विहित श्रेणी मानक और प्रक्रिया के अनुसार महुआ फूलों का श्रेणीकरण और चिह्नांकन करने के लिए प्राधिकार का प्रमाणपत्र अनुदत्त किया गया है;
(7 ) महुआ फूलों को कृषि विपणन सलाहकार द्वारा समय- समय पर जारी किए गए अनुदेशों के अनुसार पैक साइजों में पैक किया जाएगा ।
7. चिह्नांकन और लेबल लगाने की पद्धति :-
(ग) " प्राधिकार का प्रमाणपत्र " से श्रेणी अभिधान , चिन्हांकन के साथ महुआ फूलों का श्रेणीकरण और चिन्हांकन करने के लिए किसी व्यक्ति या व्यक्ति-निकाय को प्राधिकृत करते हुए, साधारण श्रेणीकरण और चिह्नांकन नियम , 1988 के उपबंधों के अधीन जारी किया गया कोई प्रमाणपत्र अभिप्रेत है;
( 1 ) श्रेणी अभिधान चिन्ह , प्रत्येक आधान पर भारत सरकार के कृषि विपणन सलाहकार द्वारा अनुमोदित रीति में सुरक्षित रूप से लगाया आएगा या स्पष्ट रूप से और अमिट रूप से मुद्रित किया जाएगा;
(घ) " साधारण श्रेणीकरण और चिह्नांकन नियम " से कृषि उपज ( श्रेणीकरण और चिन्हांकन ) अधिनियम , 1937 (1937 का 1 ) की धारा 3 के अधीन बनाए गए साधारण श्रेणी और चिह्नांकन नियम , 1988 अभिप्रेत हैं;
(2) श्रेणी अभिधान चिन्ह के अतिरिक्त प्रत्येक पैकेज पर निम्नलिखित विशिष्टियां स्पष्ट रूप से और अमिट रूप से चिह्नांकित की जाएंगी , अर्थात्:-
(ङ) " अनुसूची " से इन नियमों से संलग्न अनुसूची अभिप्रेत है ।
(क) वस्तु का नाम
(ख) किस्म;
(ग) श्रेणी अभिधान;
3. श्रेणी अभिधान चिह्न. श्रेणी अभिधान चिह्न में प्राधिकार प्रमाणपत्र संख्यांक , " एगमार्क " शब्द, वस्तु का नाम और अनुसूची 1 में यथा उपवर्णित के सदृश श्रेणी अभिधान को सम्मिलित करने वाले डिजाइन से मिलकर बना एगमार्क प्रतीक होगा ।
(घ) आकार कोड ( यदि विहित हो) ;
(ङ) पैकर का नाम और पता;
(च) शुद्ध भार/यूनिट की संख्या;
(छ) भंडारण स्थिति, यदि कोई हो;
4. श्रेणी अभिधान. महुआ फूल की क्वालिटी को उपदर्शित करने के लिए श्रेणी अभिधान वह होगा जो अनुसूची 2 के पैरा 3 , में सारणी के स्तंभ 1 में उपवर्णित है ।
(ज) उद्गम का देश ( राज्य/संघ राज्यक्षेत्र ) ;
(झ ) पैकिंग की तारीख

5. क्वालिटी.-महुआ फूलों की क्वालिटी वह होगी , जो अनुसूची 2. के पैरा 3 में , सारणी के स्तंभ 2 से 8 में प्रत्येक श्रेणी अभिधान के सामने उपवर्णित है ।
(ञ) के पूर्व सर्वोत्तम ( जहां भी लागू हो ) ;

महुआ फूलों का श्रेणी अभिधान और क्वालिटी (ड) कोई अन्य विशिष्टियां , जो कृषि विपणन सलाहकार द्वारा विनिर्दिष्ट की जाएं ।
(3 ) उपनियम (2 ) के खंड ( झ ) में निर्दिष्ट पैक करने की तारीख , नमूने के विश्लेषण को पूरा करने की तारीख होगी ।
1. महुआ फूलों से, मधुका लेटिफोलिया और मधुका लोंगीफोलिया की किस्मों से प्राप्त महुआ फूलों की शुष्क कलियां अभिप्रेत हैं ।
2. न्यूनतम अपेक्षाएं,-

8. महुआ फूलों को निर्यात के लिए क्रेता की अपेक्षाओं के अनुसार श्रेणीकृत और चिह्नांकित किया जा सकेगा परंतु यह तब जबकि सुसंगत अनुसूची में विनिर्दिष्ट न्यूनतम अपेक्षाएं पूरी की जाती हैं ।
( i ) महुआ फूलों की वस्तु का आकार , आकृति और रंग लक्षण होंगे;
( ii) ये,
( क ) शुष्क , ठोस और स्वच्छ होंगी;
(ख ) किसी दृश्यमान बाह्य पदार्थ से मुक्त होंगी;
9. प्राधिकार के प्रमाणपत्र को अनुदत्त करने के लिए विशेष शर्तें. ( 1 ) साधारण श्रेणीकरण और चिह्नांकन नियमों के नियम 3 के उपनियम ( 8 ) में विनिर्दिष्ट शर्तों के अधीन प्रत्येक प्राधिकृत पैकर, समय समय पर कृषि विपणन सलाहकार द्वारा विहित सभी अनुदेशों का पालन करेगा;
(ग ) कीट आकीर्णन , जीवित कीट , मृत कीट, फफूंदी वृद्धि, लार्वे और मिलाए गए रंजक पदार्थ , कृतक बाल और मल , आदि से मुक्त होंगे ;
(घ) किर्णीत , दुर्गंधयुक्त स्वाद और मिट्टी की गंध से मुक्त होंगी;
(2) प्राधिकृत पैकर , महुआ फूल की क्वालिटी का परीक्षण करने के लिए साधारण श्रेणीकरण और चिह्नांकन नियमों के नियम 9 के अनुसार कृषि विपणन सलाहकार या इस निमित्त उसके द्वारा प्राधिकृत किसी अधिकारी द्वारा अनुमोदित अर्हताप्राप्त रसायनज्ञ द्वारा चलाई जा रही अपनी स्वयं की प्रयोगशाला स्थापित करेगा या उस प्रयोजन के लिए अनुमोदित राज्य श्रेणीकरण प्रयोगशाला या निजी वाणिज्यिक प्रयोगशाला में पहुंच रखेगा;
(ङ ) गंदगी , विजातीय पदार्थ और अन्य संदूषकों से मुक्त होंगी;
(च ) किसी फफूंदी या जीवाणु संदूषक से मुक्त होंगी;
(छ ) किसी बाह्य नमी से मुक्त होंगी;
( 3) परिसरों को प्रसंस्करण , श्रेणीकरण और पैक करने के लिए स्वास्थ्यप्रद और स्वच्छ हालत में रखा जाएगा । इन संक्रियाओं में लगे हुए कार्मिकों का स्वास्थ्य अच्छा होगा और वे किसी संसर्गन, संक्रामक या संचारी रोग से मुक्त होंगे;
(iii ) महुआ फूलों का स्वाद और गंध उसकी उपज से जुड़ी होगी;
(4) परिसर में, पक्के फर्श सहित पर्याप्त भंडारण सुविधाएं होंगी और कृतक और कीटों के आकीर्णन से मुक्त होंगे ।
अनुसूची-1 (नियम 3 देखिए) एगमार्क प्रतीक का डिजाइन
(iv ) महुआ फूल , कोडेक्स एलिमेंटेरियस निर्यात आयोग द्वारा ( निर्यात के लिए लागू) यथाअधिकथित भारी धातु के अवशिष्ट स्तरों , कीटनाशकों और अन्य खाद्य सुरक्षा मानदंडों का अनुपालन करेंगे;
(v ) महुआ फूलों में, यूरिक एसिड और एफ्लेटोक्सिन क्रमशः 100 मिली ग्राम और 30 माइक्रोग्राम प्रति किलोग्राम से अधिक नहीं होंगे;

(vi ) यह विषैले धातुओं (नियम 57 ) , प्राकृतिक रूप से पैदा होने वाले विषैले पदार्थों ( नियम 57ख ) , कीटनाशकों और नाशकजीवमार अवशिष्टों ( नियम 65 ) की बाबत निबंधनों और समय-समय पर यथासंशोधित खाद्य अपमिश्रण निवारण नियम , 1955 के अधीन विहित अन्य उपबंधों का ( घरेलू व्यापार को लागू) अनुपालन करेंगे ।

DRAFT RULES
( 2 ) अकार्बनिक बाह्य पदार्थों में बालू, पत्थर , कंकर, मिट्टी के ढेले , चीनी मिट्टी , मिट्टी आदि होंगे ।
1. Short title , application and commencement.- [फा. सं. 18011/21/2007 -एम. 3 ]
(1) These rules may be called Mahua Flower Grading and Marking Rules , 2007.

2. Definitions . In these rules , unless the context G.S.R. 285. The following draft of the Mahua
otherwise requires-
Flower Grading and Marking Rules, 2007 which the Central
Government proposes to make in exercise of the powers
conferred by section 3 of the Agricultural Produce
(a) "Agricultural Marketing Adviser " means the Agricultural Marketing Adviser to the Government of India;
(Grading and Marking) Act , 1937 ( 1 of 1937) , are hereby
published as required by the said section, for information
of all persons likely to be affected thereby and notice
is hereby given that the said draft rules shall be taken
into consideration after the expiry of a period of forty-
five days from the date on which copies of the Gazette
(b) " authorized packer " means a person or body ofpersons who has been granted the certificate of authorization to grade and mark Mahua flower in accordance with the grade standards and procedure prescribed under these rules ;

container such as jute bags , wooden cases , cardboard cartons, etc. , with details on master containers ;
(7) Mahua flower shall be packed in the pack sizes as per instructions of Agricultural Marketing Adviser issued from time to time .
(c) "Certificate of Authorisation " means a certificate issued under the provisions of General Grading and Marking Rules , 1988 authorizing a person or a body of persons to grade and mark Mahua flower with the grade designation mark;
7. Method of Marking and Loading.-
(1 ) The grade designation mark shall be securely affixed to or clearly and indelibly printed on each container in a manner approved by the Agricultural Marketing Adviser to the Government of India;
(d) "General Grading and Marking Rules " means the General Grading and Marking Rules , 1988 made under section 3 of the Agricultural Produce (Grading and Marking) Act, 1937 ( 1 of 1937);
(e) " Schedule" means a Schedule appended to these rules .
(2) In addition to the grade designation mark , the following particulars shall be clearly and indelibly marked on each package, namely :-
(a) name of the commodity;
(b) variety;
(c) grade designation;
(d) size code ( if prescribed) ;
(e) name and address of the packer;
3. Grade designation mark .- The grade designation mark shall consist of " AGMARK INSIGNIA " consisting of a design incorporating the certificate of authorization number , the word " AGMARK" , name of commodity and grade designation resembling the one as set out in Schedule I.
(f) net Weight/No. of unit;
(g) storage condition, if any;
(h) country (State/Union Territory) of origin;
4. Grade designation. The grade designation to indicate the quality of the Mahua flower shall be as set out in column I of the table , in paragraph 3 of the Schedule II.
(i) date of packing ;
(j ) best before... ( wherever applicable) ;
(k) lot/batch number ;
5. Quality. The quality of Mahua flower shall be as set out against each grade designation in columns 2 to 8 of the table , in paragraph 3 of the Schedule II .
(1) maximum retail price;
(m) any other particulars as may be specified by the Agricultural Marketing Adviser .
(3) The date of packing referred to in clause ( i ) of sub - rule (2 ) shall be the date of completion of the analysis of the sample .
6. Method of packing .( 1 ) Mahua flower shall be packed only in sound , clean and dry containers made of jute, cloth bags , laminated polyethylene or poly propylene or high density polyethylene bags , pouches , cartons or any other packaging material duly approved by the Agricultural Marketing Adviser or any officer authorized by him in this behalf;
8. Mahua flower may be graded and marked as perbuyer's requirements for export provided minimum requirements specified in the relevant schedule are met .
(2) The container shall be free from any insect infestation or fungus contamination and also free from any undesirable or obnoxious smell ;
9. Special conditions for grant of certificate of authorization .-( 1 ) In addition to the conditions specified in sub -rule (8 ) of rule 3 of the General Grading and Marking Rules every authorized packer shall follow all instructions prescribed by Agricultural marketing Adviser from time to time ;
(3) Mahua flower shall be packed in such a way as to protect the produce properly and the container shall be securely closed and sealed in a manner approved by theAgicultural Marketing Adviser or an officer authorized by him in this behalf;
(4) The use of materials particularly of paper or stamps bearing trade specifications is permitted provided the printing or labeling has been done with non- toxic ink or glue;
(5) Each package shall contain Mahua flower of one grade designation only;
(2) The authorized packer shall either set up his own laboratory manned by a qualified chemist approved by the Agricultural marketing Adviser or an officer authorized by him in this behalf in accordance with rule 9 of the General Grading and Marking Rules for testing the quality of Mahua flower or has access to the State Grading Laboratory or Private Commercial Laboratory approved for the purpose;
(6) Suitable number of small packets of Mahua flower containing graded material of the same lot or batch and grade designation may be packed in a master
(3) The premises for processing, grading and packing shall be maintained in perfect hygienic and sanitary conditions . The personnel engaged in these 49344507-3 1370

(ii) It shall be,-

(4) The premises shall have adequate storage facilities with pucca floor and free from rodent and insect infestation .

( iv) Mahua flower shall comply with the residue levels ofheavy metals , pesticides and other food safety parameters as laid down by the Codex Alimentarius Commission for exports (Applicable for export);

(see rules 4 and 5 )
(v) Mahua flower shall not contain uric acid and aflatoxin more than 100 milligrams and 30 micrograms per kilograms respectively;
1. Grade designation and quality of Mahua flower
Mahua flower means dried corolla of Mahua flower obtained from varieties of Madhuca latifolia and Madhuca longifolia;
2. Minimum Requirements.-
(i) Mahua flower shall have the size , shape and color characteristics of the commodity.
(vi) It shall comply with the restrictions in regard to poisonous metals (rule 57) , naturally occurring toxic substances (rule 57B) , insecticides and pesticide residues (rule 65) and other provisions prescribed under the Prevention of Food Adulteration Rules , 1955 , as amended from time to time (Applicable for domestic trade) .

4. Other Requirements.-
The condition of the Mahua flower shall be such as to enable them :
(a) to withstand transport and handling ; and
(b) to arrive in satisfactory condition at the place of destination..
Explanation : ( i ) Organic extraneous matter consists of vegetable matter of plant other than the Mahua flower. (ii ) Inorganic extraneous matter consists of sand , stones , pebbles , lumps of earth, clay , mud etc.
