का.नि.आ. 80.- राष्ट्रपति , संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, रक्षा मंत्रालय , सिगनल्स आसूचना निदेशालय , साधारण कर्मचारिवृंद शाखा , सेना मुख्यालय ( विदेशी भाषा उप सलाहकार , विदेशी भाषा परीक्षक और अनुवादक ) भर्ती नियम, 2001 का और संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. संक्षिप्त नाम और प्रारम्भ ( 1 ) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय , सिगनल्स आसूचना निदेशालय , साधारण कर्मचारिवृंद शाखा , सेना मुख्यालय ( विदेशी भाषा उप सलाहकार , विदेशी भाषा परीक्षक और अनुवादक ) भर्ती संशोधन नियम, 2007 है। (2 ) ये 19 जनवरी , 2007 से प्रवृत्त हुए समझे जाएंगे ।
2. रक्षा मंत्रालय , सिगनल्स आसूचना निदेशालय , साधारण कर्मचारिवृंद शाखा , सेना मुख्यालय ( विदेशी भाषा उप सलाहकार , विदेशी भाषा परीक्षक और अनुवादक ) भर्ती नियम , 2001 की अनुसूची में, क्रम सं. 1 , 2 और 3 के पदों से संबंधित स्तंभ ( 11 ) में आने वाले शीर्ष के स्थान पर , निम्नलिखित शीर्ष क्रमशः रखा जाएगा , अर्थात्:-
" भती की पद्धति : भर्ती सीधे होगी या प्रोन्नति द्वारा या प्रतिनियुक्ति द्वारा या आमेलन द्वारा तथा विभिन्न पद्धतियों द्वारा भरे जाने वाले रिक्तियों की प्रतिशतता"

स्पष्टीकारक ज्ञापन
विभिन्न पदों के लिए भर्ती नियमों की अनुसूची के स्तंभ ( 11 ) का शीर्ष , कार्मिक और प्रशिक्षण विभाग , भारत सरकार, के कार्यालय ज्ञापन सं. ए.बी. 14017/2/1997-स्था. ( आर.आर. ) /पार्ट , तारीख 19 जनवरी , 2007 द्वारा संशोधित किया गया । तदनुसार, रक्षा मंत्रालय , सिगनल्स आसूचना निदेशालय , साधारण कर्मचारिवृंद शाखा , सेना मुख्यालय ( विदेशी भाषा उप सलाहकार, विदेशी भाषा परीक्षक और अनुवादक) भर्ती नियम, 2001 के स्तंभ ( 11 ) का शीर्ष इन नियमों द्वारा संशोधित किया गया है । इन नियमों को भूतलक्षी प्रभाव दिया गया है क्योंकि स्तंभ ( 11 ) का संशोधित शीर्ष सरकार द्वारा 19 जनवरी , 2007 से लागू किया गया है । तथापि , कार्मिक और प्रशिक्षण विभाग के उपरोक्त का. ज्ञा. के पैरा 9 के अनुसार पुराने मामले दुबारा नहीं खोले जाएंगे ।
यह प्रमाणित किया जाता है कि इन नियमों को भूतलक्षी प्रभाव देने से किसी के हितों पर हानिकर प्रभाव नहीं पड़ेगा ।

S.R.O. 80. In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules further to amend the Ministry of Defence Signals Intelligence Directorate , General Staff Branch , Army Headquarters, (Deputy Foreign Language Advisor, Foreign Language Examiner and Translator ) Recruitment Rules , 2001 namely :-
1. Short title and commencement . ( 1 ) These rules may be called the Ministry of Defence, Signals Intelligence Directorate, General Staff Branch , Army Headquarters (Deputy Foreign Language Advisor, Foreign Language Examiner and Translator) Recruitment Amendment Rules , 2007 .
(2) They shall be deemed to have come into force on the 19th day of January , 2007
2. In the Ministry of Defence , Signals Intelligence Directorate , General Staff Branch, Army Headquarters, (Deputy Foreign Language Advisor, Foreign Language Examiner and Translator ) Recruitment Rules , 2001 , in the Schedule , for the heading occurring in column (11 ) relating to the posts at serial 1 , 2 and 3 , the following heading shall respectively be substituted, namely :-
"Method of recruitment whether by direct recruitment or by promotion or by deputation or absorption and percentage of the vacancies to be filled by various methods "

EXPLANATORY MEMORANDUM
The heading of column ( 11 ) of the Schedule to the recruitment rules for various posts have been amended vide Government of India , Department of Personnel and Training OM No. AB 14017/2/ 1997-Estt . (FR)/Pt . dated the 19th January, 2007.Accordingly, the heading of column ( 11 ) of Ministry of Defence, Signals Intelligence Directorate , General Staff Branch, ArmyHeadquarters , (Deputy Foreign Language Advisor , Foreign Language Examiner and Translator) Recruitment Rules , 2001 is amended under these rules . These rules are being given retrospective effect since the amended heading of column (11) has been introduced by the Government from the 19th day of January, 2007. However , the past cases would not be reopened vide Para 9 of DOPT & T's ibid OM.
It is certified that interest of no one would be prejudicially affected by giving retrospective effect to these rules .

का.नि.आ. 81.- राष्ट्रपति , संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और रक्षा उत्पादन तथा आपूर्ति विभाग , क्वालिटी आश्वासन महानिदेशालय , समूह ' ग ' [ ( सिविलियन मोटर चालक श्रेणी-1 , सिविलियनं मोटर चालक श्रेणी -2 , सिविलियन मोटर चालक ( साधारण श्रेणी -2 ) ] भर्ती नियम 2000 को, उन बातों के सिवाय अधिक्रांत करते हुए जिन्हें अधिक्रमण से पूर्व किया गया 403 [भाग II-खण्ड 4 ]

है या करने से लोप किया गया है , रक्षा उत्पादन विभाग , क्वालिटी आश्वासन महानिदेशालय , समूह ' ग ' [ ( सिविलियन मोटर चालक ( विशेष श्रेणी ) /सिविलियन मोटर चालक ( परीक्षण और प्रमाण ) ( विशेष श्रेणी ) , सिविलियन मोटर चालक श्रेणी -1/सिविलियन मोटर चालक श्रेणी -1 , (परीक्षण और प्रमाण ) , सिविलियन मोटर चालक श्रेणी -2/ सिविलियन मोटर चालक श्रेणी-2 ( परीक्षण और प्रमाण ) और सिविलियन मोटर चालक ( साधारण श्रेणी ) ] के पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. संक्षिप्त नाम और प्रारम्भ ( 1 ) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय रक्षा उत्पादन विभाग , क्वालिटी आश्वासन महानिदेशालय , [ सिविलियन मोटर चालक ( विशेष श्रेणी ) सिविलियन मोटर चालक ( परीक्षण और प्रमाण ) ( विशेष श्रेणी ) , ( सिविलियन मोटर चालक श्रेणी ) , सिविलियन मोटर चालक श्रेणी-1 ( परीक्षण और प्रमाण ) सिविलियन मोटर चालक श्रेणी -2 , ( परीक्षण और प्रमाण ) और सिविलियन मोटर चालक ( साधारण श्रेणी ) समूह ' ग ' पद भर्ती नियम , 2007 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद-संख्या, वर्गीकरण और वेतनमानः-उक्त पदों की संख्या , उनका वर्गीकरण और उनके वेतनमान वे होंगे जो इन नियमों से उपाबद्ध अनुसूची के स्तम्भ ( 2 ) से स्तम्भ ( 4 ) में विनिर्दिष्ट हैं ।
3. भर्ती की पद्धति , आयु- सीमा, अर्हताएं आदि. -उक्त पदों पर भर्ती की पद्धति, आयु - सीमा , अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ ( 5 ) से स्तम्भ ( 14 ) में विनिर्दिष्ट हैं ।
4. निरर्हता. वह व्यक्ति,-
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है , या
(ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,
उक्त पदों में से किसी पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।
5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी । 6. व्यावृत्ति: - इन नियमों की कोई बात ऐसे आरक्षण, आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों, और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

टिप्पण: जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में जिन्होंने अपनी अर्हक/ पात्रता सेवा पूरी कर वहां उनसे ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जब कि उसके द्वारा ली है , प्रोन्नति के लिए विचार किया जा रहा हो ( की गई ऐसी अर्हक पात्रता सेवा , अपेक्षित अर्हक ( 4 पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित जिन्होंने ऐसी अर्हक/पात्रता सेवा पहले ही पूरी कर ली है अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो ।

टिप्पण : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में जिन्होंने अपनी अर्हक/पात्रता सेवा पूरी कर ली है , प्रोन्नति के लिए विचार किया जा रहा हो जहां उनसे ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जब कि उसके द्वारा पात्रता सेवा के आधे से अधिक से या दो वर्ष से , इनमें से जो भी कम हो , कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित जिन्होंने ऐसी अर्हक/पात्रता सेवा पहले ही पूरी कर ली है अगली की गई ऐसी अर्हक/पात्रता सेवा, अपेक्षितअर्हक उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो ।

टिप्पणी:
आयु-सीमा अवधारित करने के लिए निर्णायक तारीख भारत में अभ्यर्थियों ( अंदमान और निकोबार द्वीप या लक्षद्वीप के अभ्यर्थियों कोछोड़कर ): से आवेदन प्राप्त करने के लिए नियत की गई अंतिम तारीख होगी । रोजगार कार्यालयों के माध्यम से की जाने वाली भर्ती की दशा में , आयु- सीमा अवधारित करने के लिए निर्णायक तारीखा वह अंतिम तारीख होगी जिस पर रोजगार कार्यालयों से नाम भेजने के लिए कहा गया है ।

( ii ) आठवीं कक्षा उत्तीर्ण और अंग्रेजी या हिंदी पढ़ने और लिखने की योग्यता रखता हो ।
टिप्पण:- अनुभव संबंधी अर्हता ( अर्हताएं ) सक्षम प्राधिकारी के विवेकानुसार अनुसूचित जातियों और अनुसूचित जनजातियों के अभ्यर्थियों की दशा में तब शिथिल की जा सकती हैं जब चयन के किसी प्रक्रम पर सक्षम प्राधिकारी की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यर्थियों के पर्याप्त संख्या में उपलब्ध होने की सम्भावना नहीं है ।

In exercise of powers conferred by the proviso to article 309 of the Constitution and in supersession ofthe Department of Defence Production and Supplies , Director General Quality Assurance , Group ' C' [ Civilian Motor Driver Grade - I , Civilian Motor Driver Grade - II, Civilian Motor Driver (Ordinary Grade ) ] Recruitment Rules, 2000 except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment of Group ' C ' [ Civilian Motor Driver (Special Grade )/Civilian Motor Driver (Test and Proof) (Special Grade) , Civilian Motor Driver Grade- I/Civilian Motor Driver Grade-I (Test and Proof) , CivilianMotor Driver Grade- II/Civilian Motor Driver Grade- II (Test and Proof) and Civilian Motor Driver (Ordinary Grade ) ] posts in the Depart- ment of Defence Production , Directorate General of Quality Assurance namely :---
1.Short title and commencement --( 1 ) These rules may be called the Ministry ofDefence , Department ofDefence Production , Directorate General of Quality Assurance , [ Civilian Motor Driver (Special Grade )/Civilian Motor Driver (Test and Proof) (Special Grade) , Civilian Motor Driver Grade - I/Civilian Motor Driver Grade- I (Test and Proof), Civilian Motor DriverGrade- II/Civilian Motor Driver Grade- II (Test and Proof) and Civilian Motor Driver (Ordinary Grade ) ] Group ' C ' Posts Recruitment Rules , 2007.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number ofposts , classification and scales of pay. The number of the said posts , their classification and the scales of pay attached thereto , shall be as specified in columns (2) to (4 ) of the said Schedule annexured to these rules . 3.Method of recruitment, age- limit, qualifications, etc. The method ofrecruitment age- limit, qualifications and other matters relating to the said posts , shall be as specified in columns (5) to (14) of the said Schedule.
4. Disqualification . No person,
(a) who has entered into or contracted a marriage with a person having a spouse living ; or
(b) who , having a spouse living, has entered into or contracted a marriage with any person ,
shall be eligible for appointment to any of the said posts :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds so doing , exempt any person from the operation ofthis rule.
5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient to do so , it may , be order for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons .

का. नि.आ. 82. - राष्ट्रपति , संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए रक्षा अनुसंधान तथा विकास संगठन , रक्षा मंत्रालय , ( सिविल निर्माण अधिकारी संवर्ग ) भर्ती नियम, 2000 में संशोधन करने के लिए निम्नलिखित नियम बनाते हैं :-
1. -(1 ) इन नियमों का संक्षिप्त नाम रक्षा अनुसंधान एवं विकास संगठन , रक्षा मंत्रालय , ( सिविल निर्माण अधिकारी काडर ) संशोधन भर्ती नियम , 2007 होगा ।
(2) ये राजपत्र में प्रकाशन की तारीख से प्रवृत्त होंगे ।
2. रक्षा अनुसंधान तथा विकास संगठन , रक्षा मंत्रालय , ( सिविल निर्माण अधिकारी काडर ) भर्ती नियम , 2000 की अनुसूची में:-
( 1 ) मुख्य कार्यकारी ( सिविल निर्माण और संपदा ) पद के सामने:
(क) स्तम्भ 11 में विद्यमान प्रविष्टि के स्थान पर निम्नलिखित रखी जाएगी , अर्थात्:+
" प्रोन्नति द्वारा जिसके न हो सकने पर प्रतिनियुक्ति द्वारा या आमेलन द्वारा या भूतपूर्व सेना अधिकारियों के पुनः निंयोजन द्वारा । "
(ख) स्तम्भ 12 में, -
( 1 ) प्रोन्नति प्रविष्टि के अधीन " मुख्य संनिर्माण इंजिनियर जिन्होंने उस श्रेणी में पाँच वर्ष नियमित सेवा की है " शब्दों के स्थान पर " मुख्य संनिर्माण इंजिनियर जिन्होंने उस श्रेणी में दो वर्ष नियमित सेवा की है" शब्द रखे जाएंगे;
(2 ) " प्रतिनियुक्ति " प्रविष्टि के अधीन " केन्द्रीय सरकार की संगठित इंजीनियरी सेवाओं के सिविलियन अधिकारियों " शब्दों के स्थान पर " केन्द्रीय सरकार या अन्य विभाग या राज्य सरकारों या सार्वजनिक क्षेत्र के उपक्रमों की संगठित्त इंजीनियरी सेवा के सिविलियन अधिकारी " शब्द रखे जाएगें;
(2) मुख्य संनिर्माण इंजीनियर के पद के सामने: -
(क) स्तम्भ 11 में विद्यमान प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी, अर्थात्:-
" प्रोन्नति द्वारा जिसके न हो सकने पर प्रतिनियुक्ति या आमेलन या भूतपूर्व सेना अधिकारियों के पुनः नियोजन से, दोनों के न हो सकने पर सीधे भर्ती द्वारा । "

" 75% प्रोन्नति द्वारा जिसके न हो सकने पर प्रतिनियुक्ति या आमेलन द्वारा और दोनों के न हो सकने पर सीधी भर्ती द्वारा । "
"25% प्रतिनियुक्ति या आमेलन या भूतपूर्व सैनिक अधिकारियों के पुनर्नियोजन द्वारा और दोनों के न होने पर सीधे सीधी भर्ती द्वारा । "
(ख ) स्तम्भ 12 में,-

(ख) स्तम्भ 12 में,-
" प्रतिनियुक्ति" प्रविष्टि के अधीन " केन्द्रीय सरकार की संगठित इंजीनियरी सेवा के सिविलियन अधिकारी " , शब्दोंके स्थान पर " केन्द्रीय सरकार या अन्य विभागों या राज्य सरकारों सार्वजनिक क्षेत्र के उपक्रमों की संगठित इंजीनियरी सेवाओं के सिविलियन अधिकारी " शब्द रखे जाएंगें;
(5) संनिर्माण इंजीनियर के पद के सामने:-
(क) स्तम्भ 11 में विद्यमान प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी , अर्थात्:-
" 50% प्रोन्नति द्वारा जिसके न हो सकने पर प्रतिनियुक्ति या आमेलन द्वारा और दोनों के न होने पर सीधी भर्ती द्वारा । 50 % प्रतिनियुक्ति या आमेलन या भूतपूर्व सैनिक अधिकारियों के पुनर्नियोजन द्वारा और दोनों के न होने पर सीधी भर्ती द्वारा । "
(ख) स्तम्भ 12 में, -
" प्रतिनियुक्ति" प्रविष्टि के अधीन " केन्द्र सरकार की संगठित इंजीनियरी सेवा के सिविलियन अधिकारी " , शब्दों के स्थान पर " केन्द्रीय सरकार या अन्य विभागों या राज्य सरकारों या सार्वजनिक क्षेत्र के उपक्रमों की संगठित इंजीनियरी सेवाओं के सिविलियन अधिकारी " शब्द रखे जाएंगे;
(6) उप संनिर्माण इंजीनियर पद के सामने: -
(क) स्तम्भ 8 में : -
आवश्यक प्रविष्टि के अधीन विद्यमान प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी , अर्थात्:-
" सिविल/विद्युत/यांत्रिक इंजीनियरी या आर्किटेक्चर इंजीनियरिंग में डिग्री या समतुल्य
या इंजीनियरी में कम से कम 3 वर्ष का डिप्लोमा या समुल्य के साथ केन्द्रीय सरकार या राज्य सरकार या अन्य विभाग या सार्वजनिक क्षेत्र के उपक्रमों में सिविल निर्माण की योजना और निष्पादन तथा सम्पदा प्रबन्धक का कम से कम 10 वर्ष काअनुभव । "
(ख ) स्तम्भ 11 में विद्यमान प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी , अर्थात्: -
" 50% सीधी भर्ती द्वारा ।
25% पदोन्नति द्वारा जिसके न होने पर सीधी भर्ती द्वारा ।
25 % प्रतिनियुक्ति या आमेलन या भूतपूर्व सैनिक अधिकारियों के पुनर्नियोजन द्वारा और दोनों के न होने पर सीधी भर्ती द्वारा । "
(ग) स्तम्भ 12 में :-
प्रोन्नति से संबंधित प्रविष्टिी के पश्चात् निम्नलिखित प्रविष्टि को अन्तः स्थापित किया जाएगा :-
प्रतिनियुक्ति ( सिविलियन अधिकारी )
केन्द्र सरकार या अन्य विभागों या राज्य सरकारों या सार्वजनिक क्षेत्र के उपक्रमों को केन्द्रीय इंजीनियरिंग सेवाओं के संगठित इंजीनियरिंग सेवा से सिविलियन अधिकारी ।
(क) (i ) नियमित आधार पर सहर्ष पद धारित किया है; या
(ii ) रु. 6500-10500 के वेतनमान पर पाँच वर्ष की नियमित सेवा की हो और
( ख ) सीधी भर्ती के लिए विहित किए गए अनुभव और शैक्षिक अर्हता रखता हो ।
टिप्पण : फीडर श्रेणी के विभागीय अधिकारी प्रतिनियुक्ति पर नियुक्ति के पात्र नहीं समझे जाएंगे जो सीधे इसी प्रकार , प्रतिनियुक्ति पर नियुक्ति अधिकारी पदोन्नति द्वारा नियुक्ति के पात्र नहीं समझे जाएंगे ।

प्रतिनिवृक्ति या पुनर्नियोजन ( सैन्य अधिकारी )
सेना के इंजीनियर अधिकारी जिन्होंने:-
(क) कैप्टन या समतुल्य लेफ्टिनेंट या समतुल्य के रैंक में पाँच वर्षों की नियमित सेषः की हो और
(ख ) जो सीधी भर्ती के लिए विहित किए गए अनुभव और शैक्षिक अर्हता रखते हों ।
वे अधिकारी जो सेवानिवृत्त होने वाले हैं या जिन्हें एक वर्ष के भीतर आरक्षित श्रेणी में स्थानांतरित किया जाना हो और अपेक्षित अनुभव प्राप्त हो उन्हें भी सशस्त्र सेनाओं से सेवानिवृत्ति की तारीख तक प्रतिनियुक्ति की अवधि दी जाएगी । उसके बाद वे सिविल पदों की तरह अधिवर्षिता की तारीख तक पुनर्नियोजित किए जाएंगे ।
टिप्पण: - इस पदोन्नति की अवधि तीन वर्ष से अधिक नहीं होगी , जिससे इस नियुक्ति से ठीक पहले केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में किसी संवर्ग - बाह्य पद पर प्रतिनियुक्ति की अवधि भी शामिल है ।
प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त होने की अंतिम तिथि पर 56 ( छप्पन ) वर्ष से अधिक नहीं होगी।

New Delhi , the 28th December, 2007
S.R.O. 82.-In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Defence Research and Development Organisation, Ministry of Defence, (Civil Works Officers Cadre ) Recruitment Rulcs , 2000 , namely:-
1. ( 1) These rules may be called the Defence Research and Development Organisation , Ministry of Defence, (Civil WorksOfficers Cadre) Recruitment Amendment Rules , 2007.
(2) They shall come into force on the date of their publication in the Official Gazette .
2. In the Defence Research and Development Organisation, Ministry of Defence (Civil Works Officers Cadre) Recruitment Rules, 2000 , in the Schedule ,-
(1 ) against the post of Chief Executive (Civil Works and Estates ),
(a) in column 11 , for the existing entry, the following entry shall be substituted, namely :-
"By promotion, failing which by deputation or absorption or re- employment of ex - service officers ." (b) in column 12 ,
(i) under the entry "promotion " for the words , "Chief Construction Engineer with five years ' regular service in the grade " , the words " Chief Construction Engineer with two years ' regular service in the grade" shall be substituted;
(ii) under the entry " Deputation " for the words , "Civilian Officers of the Organised Engineering Services of the Central Government " the words " Civilian Officers of the Organised Engineering Services of the Central Government or other Departments or State Governments or Public Sector Undertakings" shall be substituted;
(2) against the post of Chief Construction Engineer,-
(a) in column 11 , for the existing entry, the following entry shall be substituted, namely:-
"Bypromotion, failing which by deputation or absorption or re - employment of ex - service officers , failing bothby direct recruitment" ;
(b) in column 12, -
(i) under the entry "promotion " for the words , " Additional Chief Construction Engineer with five years ' regular service " , the words " Additional Chief Construction Engineer with two years ' regular service in the grade " shall be substituted;

(ii) under entry " deputation " for the words "Civilian Officers of the Organised Engineering Services of the Central Government" the words "Civilian Officers of the Organised Engineering Services ofthe CentralGovernment or other Departments or State Government or Public Sector Undertakings " shall be substituted,
(3) against the post of Additional Chief Construction Engineer,-
(a) in column 11 , for the existing entry , the following entry shall be substituted, namely :--
"75% by promotion, failing which by deputation or absorption failing both by direct recruitment. 25% by deputation or absorption failing which by re -employment of ex - service officers failing both by direct recruitment . "
(b) in column 12,-
under the entry "deputation " for the words "Civilian Officers of the Organised Engineering Services ofthe Central Government " the words " Civilian Officers of the Organised Engineering Services of the Central Government or other Departments or State Government or Public Sector Undertakings " shall be substituted;
(4) against the post of Deputy Chief Construction Engineer,
(a) in column 11 , for the existing entry , the following entry shall be substituted, namely
"75% by promotion failing which by deputation or absorption failing both by direct recruitment .
25% by deputation or absorption failing which by re- employment of ex- service officers failing both by direct recruitment" ;
(b) in column 12 , -
under the entry " deputation " for the words " Civilian Officers of the Organised Engineering Services of the Central Government " the words " Civilian Officers of the Organised Engineering Services of the Central Government or other Departments or State Government or Public Sector Undertakings " shall be substituted;
(5) against the post of Construction Engineer ,
(a) in column 11 , for the existing entry, the following entry shall be substituted, namely:-
"50% by promotion failing which by deputation or absorption failing both by direct recruitment .
50% by deputation or absorption , failing which by re - employment of ex -service officers failing both by direct recruitment . "
(b) in column 12,-
under the entry " deputation", for the words " Civilian Officers of the Organsied Engineering Services of the Central Government " the words "Civilian Officers of the Organised Engineering Services of the Central Government or other Departments or State Government or Public Sector Undertakings " shall be substituted;
(6) against the post of Deputy Construction Engineer ,
(a) in column 8 , -
under the entry "Essential " for the existing entry , the following entry shall be substituted, namely :-
"Degree in Civil or Electrical or Mechanical Engineering or in Architecture Engineering or equivalent .
Or
Aminimum ofthree years Diploma or equivalent in Engineering with minimum ten years relevant experience in planning and execution of civil works and Estate Management in a Central Government or State Government or other Department or Public Sector Undertakings ."
(b) in column 11 , for the existing entry , the following entry shall be substituted , namely :-
"50% by direct recruitment .
25% by promotion failing which by direct recruitment .
25% by deputation or absorption failing which by re -employment of ex- service officers, failing both by direct recruitment" ;

(c) in column 12 ,-
after the entry relating to promotion , the following entry shall be inserted, namely:-
Deputation (Civilian Officers);
CivilianOfficers ofthe Organised Engineering Services ofthe Central Engineering Services ofthe Central Government or other Departments or State Governments or Public Sector undertakings .
(a) (i) holding analogous posts on regular basis ; or
(ii) with five year regular service in pay scale of Rs . 6500-10500 and
(b) possessing the experience and educational qualification prescribed for direct recruitment .
Note: The Departmental Officers in the feeder category who are in the direct line ofpromotion shall not be eligible for consideration for appointment on deputation.
Similarly, deputationists shall not be eligible for consideration for appointment by promotion. Deputa- tion or re-employment ( Service Officers)
Engineer Officers from the Services of the rank of
(i) Capt or equivalent, or Lt. or equivalent with five years ' regular service in the rank, and (ii) possessing the prescribed experience and educational qualification for direct recruitment .
The officers due to retire or those who are to be transferred to reserve category within a period of one year and havingthe requisite experience shall also be given deputation terms upto the date on which they are due for release from the Armed Forces; thereafter they may be continued on re -employment terms upto the date of superannuation with reference to the civil posts .
Note: Period ofdeputation including period of deputation in another ex - cadre post held immediately preceding this appointment in the same or some other organization or department of the Central Government shall ordinarily not exceed three years. The maximum age limit for appointment by deputation shall not be exceeding fifty six years as on theclosing date of receipt of applications .
