सा.का.नि. 4.-- राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और आर्थिक और सांख्यिकी निदेशालय , ( वर्ग 3 और वर्ग 4 पद ) भर्ती नियम , 1969 को, जहां तक उनका संबंध उप सम्पादक ( हिंदी ) के पद से है , उन बातों के सिवाय अधिक्रांत करते हुए , जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है , या करने का लोप किया गया है , कृषि मंत्रालय , कृषि और सहकारिता विभाग में आर्थिक और सांख्यिकी निदेशालय में उप सम्पदाक ( हिंदी ) के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम आर्थिक और सांख्यिकी निदेशालय [ उप सम्पादक ( हिंदी ) ] भर्ती नियम, 2007 है ।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद-संख्या, वर्गीकरण और वेतनमान, उक्त पद की संख्या , उसका वर्गीकरण और उसका वेतनमान वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तम्भ 2 से स्तम्भ 4 में विनिर्दिष्ट है ।

[PART II -SEC. 3 ( i) ] 3. भर्ती की पद्धति, आयु- सीमा , अर्हताएं आदि. उक्त पद पर भर्ती की पद्धति, आयु सीमा , अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ 5 से स्तम्भ 14 में विनिर्दिष्ट हैं ।

4. निरर्हता. वह व्यक्ति,-

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है ; या

( ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,

उक्त पदों में से किसी पर नियुक्ति का पात्र नहीं होगा :

5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति.- इन नियमों की कोई बात , ऐसे आरक्षण , आयु सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों , अनुसूचित जनजातियों , भूतपूर्व सैनिकों और अन्य 'विशेष प्रवर्ग के व्यक्तियों के लिए उपबन्ध करना अपेक्षित है ।

प्रोन्नति/प्रतिनियुक्ति/आमेलन द्वारा भर्ती की दशा में वे श्रेणियां जिनसे प्रोन्नति/प्रतिनियुक्ति या आमेलन किया जाएगा

भर्ती की पद्धतिः भर्ती सीधे होगी या प्रोन्नति द्वारा या प्रतिनियुक्ति/ आमेलन द्वारा तथा विभिन्न पद्धतियों द्वारा भरे जाने वाले पदों की प्रतिशतता

सम्मिलित पद्धति ( प्रतिनियुक्ति धन प्रोनति)

प्रतिनियुक्ति धन प्रोन्नति केन्द्रीय सरकार के अधीन ऐसे अधिकारी-

(क) ( i ) जिन्होंने मूल काडर/विभाग में नियमित आधार पर सदृश पद धारण किया हुआ है ; या

( ii ) जिन्होंने मूल काडर/ विभाग में 5000-8000 रुपए या समतुल्य के वेतनमान में नियमित आधार पर उनकी नियुक्ति के पश्चात् उस श्रेणी में तीन वर्ष सेवा की हो; या

( iii ) जिन्होंने मूल काडर/ विभाग में 4500-7000 रुपए या समतुल्य के वेतनमान में नियमित आधार पर नियुक्ति के पश्चात् उस श्रेणी में छह वर्ष सेवा की हो; और

(ख ) ( i ) किसी मान्यताप्राप्त विश्वविद्यालय से अर्थशास्त्र/कृषि अर्थशास्त्र विषय के साथ हिंदी में स्नातक डिग्री या समतुल्य रखता हो; और

( ii ) अंग्रेजी से हिंदी और हिंदी से अंग्रेजी में अनुवाद का दो वर्ष का अनुभव , जिसके अंतर्गत चित्रण टाइपोग्राफी की जानकारी के साथ पत्रिकाओं, पुस्तकों और रिपोटों का संपादन , मुद्रण और प्रस्तुति का अनुभव भी है ।

वांछनीय : किसी मान्यताप्राप्त संस्थान से पत्रकारिता या मुद्रण में डिप्लोमा या समतुल्य ।

टिप्पण: ऐसे विभागीय तकनीकी सहायक ( हिंदी ) पर , जिन्होंनें 4500-7000 रुपए के वेतनमान की उस श्रेणी में छह वर्ष नियमित सेवा की है , बाहर वालों के साथ विचार किया जाएगा और उसके पद पर नियुक्ति के लिए चयन किए जाने की दशा में वह पद प्रोन्नति द्वारा भरा गया समझा जाएगा ।

(प्रतिनियुक्तिकी अवधि जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है, साधारणतया तीन वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति पर नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी ।

यदि विभागीय प्रोन्नति समिति है , तो उसकी संरचना

भर्ती करने में किन परिस्थितियों में संघ लोक सेवा आयोग से परामर्श किया जाएगा

G.S.R. 4. In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Directorate of Economics and Statistics (Class III and Class IV posts ) Recruitment Rules , 1969, in so far as they relate to the post of Sub- Editor (Hindi ) except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the post of Sub- Editor (Hindi ) , in the Directorate of Economics and Statistics in the Department of Agriculture and Cooperation of the Ministry ofAgriculture , namely :---

1. Short title and commencement. ( 1 ) These rules may be called the Directorate of Economics and Statistics [Sub-Editor (Hindi ) ] Recruitment Rules, 2007.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification , Scale of pay. The number of the said post, its classification and the scale ofpay attached thereto shall be as specified in columns (2 ) to (4) of the Schedule annexed to these rules .

3. Method of recruitment , age limit, and other qualifications ,etc.--The method of recruitment, age limit, qualifications and other matters relating to the said post , shall be as specified in columns (5) to ( 14 ) of the Schedule .

4. Disqualification.-No person, - (a) who has entered into or contracted a marriage with a person having a spouse living ; or

(b) who, having a spouse living , has entered into or contracted a marriage with any person , shall be eligible for appointment to the said post :

Provided that the Central Government, may , if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule .

5. Power to relax .-Where the Central Government is of opinion that it is necessary or expedient so to do , it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons .

6. Saving. Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , Ex - Servicemen , and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard .

(b) (i) possessing Bachelors Degree in Hindi with Economics/ Agricultural Economics as recognized University or equivalent; and

(ii) two years experience of translation from English to Hindi and vice-versa inculding experience in editing, printing and production of magazines , books and reports with knowledge of layout typography.

Desirable: Diploma in journalism or printing from a recognized Institute or equivalent .

Note : The Departmental Technical Assistant (Hindi ) in the pay scale ofRs . 4,500-7000 with six years regular service in the grade will also be considered along withoutsiders and in case he/she is selected for appointment to the post the same shall be deemed to have been filled bypromotion.

(Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation/Department of the Central Govt. shall ordinarily not exceed three years . The maximum age limit for appointment by deputation shall be not exceeding 56 years as on the closing date of receipt of the applications) .

सा. का. नि. 5.- राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए तथा एकीकृत मात्स्यिकी परियोजना ( वर्ग III ) भर्ती नियम , 1973 , का जहां तक उनका संबंध प्रयोगशाला सहायक तथा प्रसंस्करण सहायक के पद से है , उन बातों के सिवाय अंधिक्रांत करते हुए , जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है कृषि मंत्रालय पशुपालन, डेयरी और मत्स्यपालन विभाग के अधीन एकीकृत मात्स्यिकी परियोजना, कोचीन के प्रसंस्करण सह - गुणवत्ता आश्वासन पर्यवेक्षक के पद पर भर्ती की पद्धति का विनिनमन करने के लिए निम्नलिखित नियम बनाते हैं , अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम एकीकृत मात्स्यिकी परियोजना, प्रसंस्करण सह- गुणवत्ता आश्वासन पर्यवेक्षक भर्ती नियम, 2008 है ।

( 2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद- संख्या , वर्गीकरण और वेतनमान, उक्त पदों की संख्या , उसका वर्गीकरण और उनका वेतनमान वह होंगा जो इन नियमों से उपाबद्ध अनुसूची के स्तम्भ ( 2 ) से स्तम्भ ( 4 ) में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति, आयु-सीमा , अन्य अर्हताएं आदि. उक्त पदों पर भर्ती की पद्धति , आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ ( 5 ) से स्तम्भ ( 14 ) में विनिर्दिष्ट हैं ।

4. निरर्हता. वह व्यक्ति,-

( क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है ; या

(ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी । 6. व्यावृति. इन नियमों की कोई भी बात , ऐसे आरक्षणों , आयु सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय- समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों अन्य पिछड़े वर्गों , भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबन्ध करना अपेक्षित है ।

( i ) किसी मान्यताप्राप्त विश्वविद्यालय में मात्स्यिकी विज्ञान या बायोकेमिस्ट्री या माइक्रोबायलाजी या खाद्य प्रौद्योगिकी में बेचलर डिग्री । 2. मत्स्य प्रसंस्करण संयंत्रों या किसी विख्यात विश्लेषण प्रयोगशाला में दो वर्ष का अनुभव ।

(केन्द्रीय सरकार द्वारा समय -समय पर जारी किए गए आदेशों या अनुदेशों के अनुसार सरकारी सेवकों के लिए सामान्य अभ्यर्थियों के मामले में 40 वर्षों तथा अनसूचित जाति/ अनुसूचित जनजातियों से संबंधित अभ्यर्थियों के मामले में 45 वर्षों तक शिथिलनीय

वांछनीय :

किसी मान्यताप्राप्त विश्वविद्यालय से मात्स्यिकी विज्ञान या बायोकेमिस्ट्री या माइक्रोबायलाजी में मास्टर डिग्री । टिप्पण 1 : ऐसे अभ्यर्थी जो सुयोग्य नहीं हैं, के मामले में कर्मचारी चयन आयोग के विवेकाधीन अर्हताएं

शिथिलनीय होगी ।

टिप्पण: आयु-सीमा अवधारित करने के लिए निर्णायक तारीख भारत में स्थित अभ्यर्थियों से आवेदन प्राप्त करने के लिए नियत की गई अंतिम तारीख होगी । ( न कि वह तारीख जो असम , मेघालय , अरुणाचल प्रदेश , मिजोरम , मणिपुर, नागालैण्ड, त्रिपुरा , सिक्किम, जम्म एवं कश्मीर राज्य का लद्दाख खण्ड, हिमाचल प्रदेश के लाहौल तथा स्पीती जिले और चम्बा-जिले के पांगी उपखंड, अंडमान और निकोबार द्वीप के अभ्यर्थियों के लिए विहित की गई है ) ।

टिप्पण 2 : अनुसूचित जाति/अनुसूचित जनजाति से संबंधित अभ्यर्थियों के मामले में अनुभव से संबंधित अर्हता शिथिलनीय होगी जब चयन के किसी भी स्तर पर सक्षम प्राधिकारी का यह विचार है कि इन समुदायों से अपेक्षित अनुभव रखने वाले पर्याप्त संख्या में अभ्यर्थियों की उनके लिए आरक्षित रिक्त पदों को भरने की उपलब्धता की संख्या नहीं है ।

भर्ती की पद्धति- भर्ती सीधी होगी या प्रोन्नति द्वारा या प्रतिनियुक्ति/आमेलन द्वारा और विभिन्न पद्धतियों द्वारा भरे जाने वाले पदों की प्रतिशतता

G.S.R. 5.-In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession ofthe Integrated Fisheries Project ( Class III) Recruitment Rules , 1973 , in so far as they relate to the posts of Laboratory Assistant and Processing Assistant except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Processing-cum-Quality Assurance Supervisor in the Integrated Fisheries Project, Cochin under the Ministry of Agriculture , Department of Assistant Husbandry, Dairying and Fisheries , namely :-

1. Short Title and commencement.( 1 ) These rules may be called the Integrated Fisheries Project , Processing- cum-Quality Assurance Supervisor, Recruitment Rules , 2008 .

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of the posts , its classification and scale of pay. The number of the posts , its classification and the scale of pay attached thereto shall he as specified in columns (2) to (4 ) of the Schedule annexed to these rules .

3. Method of recruitment, age limit , and other qualificationsetc. The method of recruitment to the said post limit, age qualifications and other matters relating to the said post shall be as specified in the columns (5 ) to ( 14) of the said Schedule .

4. Disqualification .-No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living ; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said post :

Provided that the Central Government may , if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing so , exempt any person from the operation of these rule.

5. Power to relax .-Where the Central Government is of the opinion that it is necessary or expedient so to do , itmay , by order, for reasons to be recorded in writing, relax any of the provisions ofthese rules with respect to any class or category of persons .

6. Saving. Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , Ex -servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard .

Age limit for direct recruits

Educational and other qualifications required for direct recruits 7

Essential :

(1) Bachelor's degree in Fishery Science or Biochemistry or Microbiology or Food Technology of a recognized University.

(2) Two years experience in fish processing plants or analytical laboratory of repute.

Desirable :

Between 18 and 27 years (Relaxable for Central Government servants upto 40 years in the case of General Candidates and upto 45 years in the case of candidates belonging to the Scheduled Castes and Scheduled Tribes in accordance with the instructions or orders issued by the Central Government from time to time).

Master's degree in Fishery Science or Biochemistry or Microbiology or Food Technology of a recognized University.

Note 1: Qualifications are relaxable at the discretion of the Staff Selection Commission in the case of candidates otherwise well qualified.

Note: The crucial date for determining the age limit shall be the closing date for receipt of applications from candidates in India. (and not the closingdate prescribed for those in Assam, Meghalaya, Arunachal Pradesh,Mizoram, Manipur, Nagaland, Tripura, Sikkim , Ladakh Division ofJammu and Kashmir State , Lahaul and Spiti District and Pangi Sub Division ofChamba District ofHimachal Pradesh , Andaman and Nicobar Islands and Lakshadweep).

Note 2: The qualification ( s) regarding experience is / are relaxable at the discretion of the Staff Selection Commission in the case of candidates belonging to Scheduled Caste/ Scheduled Tribe if at any stage of selection the competent authority is of the opinion that sufficient number ofcandidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancy reserved for them .
