(ii ) क्र. सं. 17 और इससे संबंधित प्रविष्टियों के स्थान पर निम्नलिखित रखा जाएगा, अर्थात्:-

" 17. राष्ट्रीय तकनीकी अनुसंधान संगठन । " ;

(iii) क्र. सं. 18 और इससे संबंधित प्रविष्टियों के स्थान पर निम्नलिखित रखा आएगा , अर्थात्:-

G.S.R. 55. In exercise of the powers conferredby sub -section (2) ofSection 24 of the Right to Information Act, 2005 (22 of2005), the Central Government hereby makes the following further amendments in the Second Schedule to the saidAct, namely:

In the Second Schedule to the Right to Information Act, 2005,

(1) for serial number 16 and the entries relating thereto , the following shall be substituted, namely: "16. Directorate General of Income -tax (Investigation) . ";

(6) for serial number 17 and the entries relating thereto, the following shall be substituted, namely:- "17. National Technical Research Organisation ." ;

(iii) for serial number 18 and the entries relating thereto , the following shall be substituted, namely:-- " 18. Financial Intelligence Unit , India." ; and

(iv) Serial number 22 and the entry relating thereto shall be omitted.

सा.का.नि. 56.- संविधान के अनुच्छेद 309 के प्रावधान द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए एवं पूर्वोत्तर परिषद्, सचिवालय, शिलांग , समूह " क " तथा " ख" पदों की मर्ती नियम, 2005 में आशिक संशोधन करते हुए , सलाहकार ( परिवहन एवं संचार ) पद के संबंध में किए गए संशोधन हेतु रखी गई या हटाई गई बातों को छोड़कर , पूर्वोत्तर क्षेत्र विकास मंत्रालय , पूर्वोत्तर परिषद् सचिवालय , शिलांग में सलाहकार (परिवहन एवं संचार ) पद की भर्ती के नियंत्रण हेतु राष्ट्रपति द्वारा निम्नलिखित नियम बनाए गए हैं , जो इस प्रकार हैं : --

1. संक्षिप्त शीर्षक एवं प्रारंभ.-( 1 ) ये नियम पूर्वोत्तर परिषद् सचिवालय , शिलांग , सलाहकार ( परिवहन एवं संचार ) ( समूह " क" ) पर्ती नियम, 2008 कहे जायें ।

(2) ये सरकारी राजपत्र में प्रकाशन की तिथि से प्रभावी होंगे ।

2. प्रयोग. ये नियम संलग्न अनुसूची के स्तंभ ( 1 ) में विनिर्दिष्ट पदों के लिए लागू होंगे ।

3. पदों की संख्या , वर्गीकरण एवं वेतनमान -पदों की संख्या , वर्गीकरण एवं वेतनमान संलग्न अनुसूची के स्तम्भ (2 ) से स्तम्भ (4) में विनिर्दिष्ट होंगे ।

4. मर्ती विधि, आयु सीमा, योग्यताएं आदि, उक्त पद की भर्ती विधि, आयु सीमा , योग्यताएं तथा संबंधित अन्य बातें उक्त अनुसूची के स्तम्भ (5 ) से स्तम्भ ( 14 ) में विनिर्दिष्ट होंगे ।

5. अयोग्यताएं-कोई भी व्यक्ति,-

(क) जो किसी विवाहित /विवाहिता से शादी करने का अनुबंध किया है या करने जा रहा रही है अथवा

(ख) जो जीवित पत्नी या पति के रहते हुए किसी अन्य से शादी के लिए अनुबंध किया है या करने जा रहा रही है, पद पर भर्ती के अयोग्य होगाहोगी :

बशर्ते कि केन्द्र सरकार यदि संतुष्ट हो कि यह शादी उस व्यक्ति तथा दूसरे पक्ष के लिए इस संबंध में लागू व्यक्तिगत कानून के तहत अनुमेय है तथा यह कि इसके लिए दूसरे आधार हैं , इस नियम के प्रचालन से छूट दे सकती है ।

6. नियमों में बील. यदि केन्द्र सरकार ऐसा आवश्यक या कालोचित समझती है तो उन कारणों को आदेश द्वारा लिखित रूप में रखकर तथा संघ लोक सेवा आयोग से परामर्श करके किसी वर्ग या व्यक्ति की श्रेणी के संबंध में इन नियमों के किन्हीं प्रावधानों में ढील दे सकती है । 267 [भाग II-खण्ड 3 (1) ]

7. बचाव--केन्द्र सरकार द्वारा इस संबंध में समय - समय पर जारी आदेशों के तहत अनुसूचित जाति, अनुसूचित जनजाति , अन्य पिछड़ा वर्ग तथा भूतपूर्व सैनिक को आरक्षण के तहत आयु सीमा में ढील तथा अन्य रियायतें इन नियमों से प्रभावित नहीं होंगी ।

8. इस अधिसूचना का प्रभाव नियम 2005 , पूर्वोत्तर परिषद् सचिवालय , शिलांग के अंतर्गत अधीक्षण अभियंता ( सिक्लि ) , कार्यपालक अभियंता (सिविल ) , सहायक अभियंता ( सिविल ) पदों की भर्ती पर नहीं पड़ेगा तथा इन पदों की भर्ती विधि वही रहेगी । समूह " क " तथा समूह " ख " पदों की भर्ती नियम 2005 में सलाहकार ( परिवहन एवं संचार ) पद को अब शामिल नहीं किया जायेगा ।

(2) मूल संवर्ग/विभाग में रु. 16400-20000 या समकक्ष वेतनमान पर नियुक्ति के पश्चात् 2 वर्षों की नियमित रूप से लगातार सेवा; या

(3 ) मूल संवर्ग/विभाग में रु. 14300-18300/ -या समकक्ष वेतनमान के पद पर नियुक्ति के पश्चात् ३ वर्षों की नियमित रूप से सेवा; तथा

( ख) शैक्षिक योग्यताएँ एवं अनुभव :

( 1 ) मान्यताप्राप्त विश्वविद्यालय से अभियांत्रिकी में स्नातक या समकक्ष उपाधि;

(2 ) सिविल कार्य के संरूपण, कार्यपालन एवं निर्माण तथा पहाड़ी सड़क निर्माण की 15 ( पंद्रह ) वर्षों का अनुभव । 268

2. रु. 14300-18300/- के वेतनमान पर 3 वर्षों का अनुभव प्राप्त विभागीय या बाहरी अधीक्षण अभियंता (सिविल ) पर भी विचार किया जायेगा । यदि इस तरह के उम्मीदवार का चयन होता है , तो उनकी नुियक्तिको पदोन्नति द्वारा भरा माना जायेगा ।

सशस्त्र बल कार्मिक

प्रतिनियुक्ति या पुनर्नियुक्ति :-

सशस्त्र बल कार्मिक के ब्रिगेडियर या समकक्ष जो एक वर्ष की अवधि के भीतर सेवानिवृत्त या सुरक्षित हेतु स्थानांतरित होते हैं तथा प्रतिनियुक्त हेतु स्तंभ ( 8 ) में विनिर्दिष्ट योग्यताएं एवं अनुभव रखते हैं , पर भी विचार किया जायेगा । चयन, होने पर ऐसे अधिकारी को सशस्त्र बल से निर्मुक्त होने की तिथि तक प्रतिनियुक्द्रि मानी जायेगी तथा तत्पश्चात् पुनर्नियुक्ति मानी जायेगी ।

यदि कोई योग्य अधिकारी, पद पर वास्तविक चयन से पहले सेवानिवृत्त या सुरक्षित हेतु स्थानांतरित हो चुका है , उसकी नियुक्ति को पुनर्नियुक्ति मानी जायेगी । ( सिबिल पदों के संदर्भ में सेवानिवृत्ति की तिथि तक प्रतिनियुक्ति ) ( फीडर श्रेणी या संवर्ग के विभागीय अधिकारी , जिनके लिए पदोन्नति की सीधी सुविधा उपलब्ध है , भर्ती या प्रतिनियुक्ति के योग्य नहीं होंगे ) ।

इसी तरह प्रतिनियुक्ति को पदोन्नति द्वारा नियुक्ति हेतु विचार नहीं किया जायेगा । प्रतिनियुक्ति की अवधि ( अल्पकालिक संविदा सहित ) केंद्र सरकार के उसी विभाग या दूसरे संगठन या विभाग में बाह्य संवर्ग पद सहित सामान्यतया पांच वर्षों से अधिक नहीं होगी । प्रतिनियुक्ति (अल्प कालिक संविदा सहित ) द्वारा नियुक्ति की अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तिथि को 56 वर्ष से अधिक नहीं होगी ।

परिस्थितियां जिनमें भर्ती के लिए संघ लोक सेवा आयोग से परामर्श लिया जायेगा यदि विभागीय पदोन्नति समिति है , तो इसकी रचना कैसी है

पदोन्नति, प्रतिनियुक्ति या आमेलन के मामले में संघ लोक सेवा आयोग से परामर्श लेना आवश्यक होगा, जैसी स्थिति हो ।

In exercise of the powers conferred by the proviso to article 309 of the Constitution and in partial supersession ofthe North Eastern Council Secretariat, Shillong, Group 'A' and Group ' B ' Posts Recruitment Rules, 2005, exceptas respects things done or omitted to be done before such supersession in so far as it relates to the Post ofAdviser (Transport and Communication) , the President hereby makes the following rules regulating the method ofrecruitment tothe post ofAdviser (Transport and Communication ) , in the Ministry of Development ofNorth Eastern Region, North Eastern Council Secretariat, Shillong , namely:-

1. Short title and commencement. ( 1 ) These rules may be called the North Eastem Council Secretariat, Shillong, Adviser (Transport and Communication) (Group ' A' ) Recruitment Rules,2008.

(2) They shall come into force on the date of their publication in the Official Gazette .

rules. 2.Application .-These rules shall apply to the posts specified in column ( 1 ) of the Schedule annexed to these 3. Number of post, classification and scale of pay. The number of posts , classification and the scales ofpay attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

4. Method ofrecruitment, age limit, qualifications, etc. The method of recruitment to the said post, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (14) ofthe Schedule.

5.Disqualification.-No person,

(a) who has entered into or contracted a marriage with a person having a spouse living ; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the post:

Provided that Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such persons and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation ofthis rule.

6. Powerto relax. Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service Commission , relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving. Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required tobe provided for Scheduled Castes , the Scheduled Tribes, Other Backward Classes and Ex-servicemen in accordancewith the orders issued by the Central Government from time to time in this regard.

8. However, the method of recruitment to the Posts of Superintending Engineer (Civil), Executive Engineer (Civil) , AssistantEngineer (Civil ) Recruitment Rules, 2005, North Eastem Council Secretariat, Shillong as mentioned in Notifica- tion, will remain the same and would not be affected in any way by the amendment as mentioned herein. The scope ofthe Group 'A' andGroup 'B ' Posts Recruitment Rules, 2005 will not, henceforth , include the post ofAdviser (T&C) .

(i) Bachelor'sDegree in Civil Engineering from a recognized University or equivalent .

(ii ) 15 (fifteen) years ' experience in formulation , execution and construction of civil works including construction of hill roads.

2. The Departmental Superintending Engineer (Civil ) in the scale ofRs . 14300-18300 with three years ' regular service in the grade shall also be considered along with outsiders . In case he or she is selected for appointment to the post the same shall be deemed to have been filled by promotion.

Anned ForcesPersonnel Deputation or Re-employment:-

TheArmed Forces personnel of the Rank ofBrigadier or equivalent who is due to retire or to be transferred to Reserve within a period of one year and possessing the qualifications and experience specified in Coloumn (8) for deputationists shall also be considered. If selected, such officer shall be given deputation terms upto the date on whichhe is due for release from the Armed Forces; thereafter he maybe continued on Re-employment terms. In case such eligible officer has retired or has been transferredto Reserve before the actual selection to the post is made his appointment will be on Re -employment basis. (Re-employment upto the date of superannuation with reference to civil posts .) (The Departmental officer in the feeder grade or cadre who is in the direct line of promotion shall not be eligible for consideration for appointment on deputation) .

सा. का. नि. 57.- राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और आर्थिक कार्य विभाग , पुस्तकालय लिपिक भर्ती नियम, 1989 को अधिक्रांत करते हुए, सिवाय उन बातों के, जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है या केन्द्रीय सरकार द्वारा की गई कार्रवाई के, वित्त मंत्रालय , आर्थिक कार्य विभाग में पुस्तकालय लिपिक के पद पर भर्ती की पद्धति का विनियमन करने के लिए एतद्‌द्वारा निम्नलिखित नियम बनाते हैं, अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ ( 1 ) इन नियमों को वित्त मंत्रालय, आर्थिक कार्य विभाग ( पुस्तकालय लिपिक ) ( वर्ग ' ग ' भद) मर्ती नियम, 2008 कहा जाएगा ।

(2) ये सरकारी राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद- संख्या , षर्गीकरण और वेतनमानः उक्त पद की संख्या , उप्तका वर्गीकरण और उसका वेतनमान वह होगा जो इन नियमों से उपाचद्ध अनुसूची के स्तम्भ 2 से स्तम्भ 4 में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति , आयु- सीषा, अर्हताएं आदिः- भर्ती की पद्धति, आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें घे होंगी जो उक्तअनुसूची के स्तम्भ 5 से स्तम्भ 14 में विनिर्दिष्ट हैं ।

पदोन्नति/ प्रतिनियुक्ति जिसके न होने पर सीधी भर्ती । प्रतिनियुक्ति/आमेलन

केन्द्र सरकार के वे कर्मचारी :

(क) (i) नियमित आधार पर सदृश प‌धारी हों; अथवा

(ii) जिन्होंने 2750-4400/ रु. के वेतनमान के पद में 3 वर्ष की नियमित्त सेवा कीहो अथवा समकक्ष; अथषा

(iii) जिन्होंने 2550-3200/- रु. के वेतनमान में 8 वर्ष की नियमित सेवा की हो; और जो सीधी भर्ती के लिए कॉलम ( 8 ) में विनिर्दिष्ट शैक्षणिक अर्हता और अनुभव रखते हों ।

टिप्पणी: वे कनिष्ठ कार्मिक जिन्होंने अर्हता/पात्रता सेवा पूरी कर ली है , उन पर प्रोन्नति के लिए विचार किया जाएगा , उनके वरिष्ठ साथियों पर भी विचार किया जाएगा बशर्ते उनकी अपेक्षित अर्हता अथवा पात्रता सेवा ऐसी अर्हता अथवा पात्रता सेवा ऐसी अर्हता अथवा पात्रता सेवा की अवधि से आधी से अधिक अथवा दो वर्ष , जो भी कम हो , से अधिक नहीं होनी चाहिए और उन्होंने , अपने कनिष्ठ साथियों जिन्होंने ऐसी अर्हता या पात्रता सेवा पहले ही पूरी कर ली है , के साथ अगले उच्च ग्रेड में प्रोन्नति के लिए, अपनी परिवीक्षा अवधि सफलतापूर्वक पूरी कर ली है ।

शैक्षिक अर्हता और अनुभव सीधी भर्ती के लिए कॉलम ( 8 ) में विहित अनुसार धारित होनी चाहिए । 2550-3200/- रु. के वेतनमान में ग्रेड में 8 वर्ष की नियमित सेवा और सीधी मर्ती के लिए निर्धारित शैक्षिक अर्हताएं प्राप्त विभागीय पुस्तकालय परिचर पर प्रतिनियुक्ति पर तैनात कार्मिकों के साथ विचार किया जाएगा और यदि वह चयनित हो जाता है तो पद को प्रोन्नति के आधार पर भरा हुआ माना जाएगा ।

(फीडर श्रेणी में विभागीय अधिकारी प्रतिनियुक्ति आधार पर नियुक्ति के लिए विचार करने हेतु पात्र नहीं होगा । इसी प्रकार , प्रतिनियुक्ति पर नियुक्त कार्मिक प्रोन्नति द्वारा नियुक्ति हेतु विचार करने के लिए पात्र नहीं होगा । प्रतिनियुधित की अवधि उसी संगठन/विभाग में इस नियुक्ति से तुरन्त पहले धारित किसी संवर्ग बाह्य पद में प्रतिनियुक्ति की अवधि सहित 3 वर्ष से अधिक नहीं होगी । ) यदि विभागीय प्रोन्नति समिति है तो उसकी संरचना

In exercise of the powers conferred by the proviso to article 309 of the Constitution and in superses- sion ofthe Department ofEconomic Affairs, Library Clerk Recruitment Rules, 1989, except as respects things done, action taken or omitted to be done or any action taken by the Central Government before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Library Clerk in the Department ofEconomic Affairs, namely:-

[PART I SEC. 3 ( 1 ) ) 1. Short title and commencement. ( 1 ) These rules maybe called the Department ofEconomic Affairs, (Library Clerk) (Group 'C ' Post) Recruitment Rules,2008.

(2) They shall come into force on the date of their publication in the Official Gazette ,

2. Number of posts, classification and scale of pay. The number of the said posts , its classification and the scale ofpay attached thereto, shallbe as specified in columns 2 to 4 of the said Schedule annexed to these rules.

3.Method of recruitment, age limit and other qualifications, etc.-The method of recruitment age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to ( 14) of the said Schedule.

4. Disqualifications . No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b)who, having a spouse living, has entered into or contracted a marriage with any other person , shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation ofthis rule .

5. Power to relax-Where the Central Government is ofthe opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category ofpersons .

6. Saving. Nothing in these rules shall affect reservations , relaxation of age limits and other concessions required tobe provided for Scheduled Castes, the Scheduled Tribes , Ex- servicemen, other Backward Classes and other special categories ofpersons in accordance with the orders issued by the Central Government from time to time in this regard .

1. संक्षिप्त नाम और प्रारंभ ( 1 ) इन नियमों का संक्षिप्त नाम वित्त मंत्रालय , आर्थिक कार्य विभाग , कनिष्ठ तकनीकी सहायक भर्ती नियम , 2008 कहा जाएगा ।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद- संख्या , वगर्गीकरण और वेतनमानः उक्त पदों की संख्या, उनका वर्गीकरण और उनके वेत्तनमान वे होगें , जो इन नियमों से उपाबद्ध अनुसूची के स्तम्म 2 से स्तम्भ 4 में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति, आयु- सीमा , अर्हताएं आदिः- उक्त पदों पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ 5 से स्तम्भ 14 में विनिर्दिष्ट हैं ।

4. निरर्हता: -वह व्यक्ति -

(क ) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है; या

(ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,

उक्त पदों में से किसी पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 5. शिथिल करने की शक्तिः जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा सिथिल कर सकेगी । 6. व्यावृतिः- इन नियमों की कोई बात , ऐसे आरक्षणों , आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूखपूर्व सैनिक अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है । 277

G.S.R. 59. In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Directorate ofAdult Education (Hindi Officer) Recruitment Rules, 2004, namely:-

1. (1) These rules may be called the Directorate of Adult Education ( Hindi Officer ) Recruitment (Amendement) Rules, 2008.

(2) They shall come into force on the date of their publication in the Official Gazette .

2. In the Directorate ofAdult Education ( Hindi Officer) Recruitment Rules , 2004 ( hereinafter referred as the said rules), for the words "Department of Elementary Education and Literacy " wherever they occur, the words " Department of School Education and Literacy" shall be substituted.

3. In the said rules , in the Schedule, under column 14, for the entry, the following entry shall be substituted , namely:-

"Consultation with Union Public Service Commission is necessary while making direct recruitment, selecting an officer on absorption basis and while amending or relaxing any provision of these rules."

1. ( 1 ) इन नियमों का संक्षिप्त नाम महिला एवं बाल विकास मंत्रालय ( स्टाफ कार चालक ) भर्ती ( संशोधन ) नियम, 2008 है । (2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. मानव संसाधन विकास मंत्रालय , महिला एवं बाल विकास विभाग ( स्टाफ कार चालक ) मर्ती नियम , 1995 (जिसे इसमें इसके पश्चात्मूल नियम कहा गया है ) के नियम 1 में , उप - नियम ( 1 ) के स्थान पर निम्नलिखित उप - नियम रखा जाएगा, अर्थात् "( 1 ) इन नियमों का संक्षिप्त नाम महिला एवं बाल विकास मंत्रालय ( स्टाफ कार चालक ) भर्ती (संशोधन ) नियम , 1995 है। " 3. मूल नियमों की अनुसूची में

(अ ) स्टाफ कार चालक श्रेणी के पद से संबंधित क्रम संख्या । के सामने :-

(i ) स्तंभ 4 के अधीन प्रविष्टि के स्थान पर, " 4500-125-7000/- रुपये " प्रविष्टि रखी जाएगी;

(ii ) स्तंभ 11 में

(क ) शीर्षक के स्थान पर निम्नलिखित शीर्षक रखा जाएगा अर्थात्: -

" भर्ती का तरीका: सीधी भर्ती द्वारा अथवा पदोन्नति द्वारा अथवा प्रतिनियुक्ति/आमेलन द्वारा तथा विभिन्न पद्धतियों से भरी जाने वाली रिक्तियों का प्रतिशत;" 281 [ भाग II-खण्ड 3 (1) ]

विभिन्न मंत्रालयों या विभागों और उनके सहबद्ध कार्यालयों अधवा महिला एवं बाल विकास मंत्रालय के अधीनस्थ कार्यालयों एवं स्वायत्तशासी निकायों में कार्यरत नियमित स्टाफ कार चालक श्रेणी-1 अथवा 6 वर्ष की नियमित सेवा वाले स्टाफ कार चालक श्रेणी- II जो प्रोन्नति पाने वाले अभ्यर्थियों हेतु निर्धारित पात्रताएँ पूरी करते हों ।

(प्रतिनियुक्ति की अवधि जिसमें इसी अथवा अन्य किसी संगठन/विभाग में इस नियुक्ति से तुरंत पहले धारित संवर्ग बाह्य की प्रतिनियुक्ति की अवधि भी शामिल है , सामान्य रूप से 3 वर्ष से अधिक नहीं होनी चाहिए । प्रप्तिनियुक्ति हेतु अधिकतम आयु सौमा आवेदन प्राप्ति कीअंतिम तारीख को 56 वर्ष से अधिक नहीं होनी चाहिए । )

स्तंभ 13 में प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि रखी आएगी , अर्थात्:-

1. (1 ) These rules may be called the Ministry of Women and Child Development (Staff Car Driver ) Recruitment (Amendment) Rules,2007.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Human Resource Development , Department of Women and Child Development ( Staff Cat Driver) Recruitment Rules, 1995 (hereinafter referred to as the principal rules ) , in rule 1 , for sub -rule (1), the following sub- rule shall be substituted , namely :

"(1) These rules may be called the Ministry of Women and Child Development (Staff Car Driver) Recruitment Rules, 1995."

3. In the Schedule to the principal rules,-

(A) against serial no . 1 relating to the post of Staff Car Driver Grade- 1 ,-

(1) for the entry under column 4, the entry "Rs . 4500-125-7000 " shall be substituted;

(u) in column 11 ,

(a) for the heading, the following heading shall be substituted, namely :--

"Methods of recruitment whether by direct recruitment or by promotion or by deputation/absorption and percentage of the vacancies to be filled by various methods";

(b) for the entry under the above column, the following entry shall be substituted , namely :

"By promotion failing which by deputation";

(i) in column 12 ,-

(a) for the heading , the following heading shall be substituted, namely:

"In case of recruitment by promotion/deputatiowabsorption , grades from which promotion/deputation/ absorption to be made" ;

(b) after the existing entries under the above column, the following entries shall be inserted, namely:- "Deputation :

Regular Staff Car Driver Grade- I or Staff Car Driver Grade II with six years regular service in the grade working in the various Ministries or Departments and their attached or subordinate offices and autonomous bodies of Ministry ofWomen and Child Development and fulfilling the requirements as prescribed for promotees .

(Period of deputation including the period of deputation in another excadre post held immediately preceding thisappointment in the same or some other organisations or departments shall ordinarily not exceed three years. The maximtun age limit for deputation is 56 years as on the closing date of receipt of application.) " ;

1. संक्षिप्त नाम और प्रारंभ ( 1 ) इन नियमों का संक्षिप्त नाम वाणिजय और उद्योग मंत्रालय , औद्योगिक नीति और संवर्धन विभाग तकनीकी सलाहकार ( बॉयलर ) समूह ' क ' पद भर्ती नियम , 2008 है ।

(2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पदों की संख्या , वर्गीकरण और बेतनमान, पदों की संख्या , उनका वर्गीकरण और उनसे संबद्ध वेतनमान , इन नियमों के अनुबंध के कालम 2 से स्तम्भ 4 में विनिर्दिष्ट किए गए अनुसार होंगे ।

3. भर्ती की पद्धति , आयु-सीमा और अन्य अर्हताएं आदि भर्ती की पद्धति , आयु- सीमा अर्हताएं और उससे जुड़े अन्य मामले उक्त अनुसूची के स्तम्भ 5 से स्तम्भ 14 में विनिर्दिष्ट हैं । 4. निरईताएं . कोई ऐसा व्यक्ति इस पद पर नियुक्ति हेतु पात्र नहीं होगा जिसने-

(क) किसी ऐसे व्यक्ति से विवाह किया हो या विवाह का करार किया हो जिसका पति या पत्नी जीवित हो; अथवा (ख ) जिसने अपनी पत्नी या अपने पति के जीवित रहते हुए किसी अन्य से विवाह किया हो या विवाह का करार किया हो , बशर्ते केन्द्रसरकार किसी भी व्यक्ति को इस नियम से छूट दे सकती है , यदि वह संतुष्ट हो जाए कि ऐसे व्यक्ति या विवाह के दूसरे पक्ष पर लागू निजी कानून के अनुसार ऐसा विवाह अनुमेय है और ऐसा करने के आधार मौजूद हैं ।

5. शिथिल करने की शक्ति जहां केन्द्रीय सरकार का विचार हो कि ऐसा करना आवश्यक एवं कालोचित है , वह आदेश जारी कर , जिसके कारण लिखित रूप में दर्ज करने होंगे और संघ लोक सेवा आयोग के परामर्श से ऐसा करना होगा , किसी भी वर्ग या श्रेणी के लोगों के संबंध में किसी भी उपबंध से छूट दे सकती है । 6. व्यावृक्तिकेन्द्रीय सरकार द्वारा इस संबंध में समय- समय पर अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्ण सैनिकों और अन्य विशेष श्रेणी के व्यक्तियों के लिए प्रदान किए जाने वाले आरक्षण, आयु सीमा में छूट और दूसरी रियायतें इन नियमों से किसी भी प्रकार प्रभावित नहीं होंगे ।

आवश्यक :

( i ) किसी मान्यताप्राप्त विश्वविद्यालय से यांत्रिकी इंजीनियरिंग में डिग्री या समकक्ष;

(ⅱ ) भारतीय बॉयलर अधिनियम और उसके अधीन बनाये गए नियमों व विनियमों के परिचालन में या बॉयलरों के विनिर्माण/परिचालन/रख- रखाव/निरीक्षण में प्रबंधकीय हैसियत से पंद्रह वर्षों का अनुभव । टिप्पण 1 , अन्यथा सुयोग्य उम्मीदवारों के मामले में, योग्यता में संघ लोक सेवा आयोग द्वारा विवेकानुसार छूट दी जा सकती है , जिसके कारण लिखित रूप में दर्ज किए जाएंगे ।

टिप्पण 2. यदि चयन के किसी चरण में संघ लोक सेवा आयोग का यह मत हो कि इन समुदायों के लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव वाले उम्मीदवार पर्याप्त संख्या में उपलब्ध होने की संभावना नहीं है , तो अनुसूचित जाति और अनुसूचित जनजातियों के उम्मीदवारों के मामले में, संघ लोक सेवा आयोग द्वारा अनुभव की योग्यता(ओं ) में विवेकानुसार छूट दी जा सकती है , जिसके कारण लिखित रूप में दर्ज किए जाएंगे ।

G.S.R. 61.-In exercise of the powers conferred by the proviso to article 309 ofthe Constitution and in superses- sion ofthe Ministry of Industry, Department of Industrial Development, Technical Adviser ( Boiler) Group 'A' post Recruit- ment Rules, 1995, except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the post ofTechnical Adviser (Boiler ) in the Ministry of Commerce and Industry, Department of Industrial Policy and Promotion, namely:-

1. Short title and commencement.-( 1 ) These rules may be called the Ministry of Commerce and Industry, Department of Industrial Development, Technical Adviser (Boiler) Group ' A' post Recruitment Rules ,2008.

(2)They shall come into force on the date of publication in the Official Gazette.

2.Number of post, classification and scale of pay. The number ofposts , its classification and the scales ofpay attached thereto, shall be as specified in columns 2 to 4 of the Schedules annexed to these rules.

3.Method of recruitment, age limit and other qualifications, etc. The method of recruitment, age limit, qualifi- cations and other matters relating thereto shall be as specified in columas (5) to ( 14) of the said Schedule.

4.Disqualifications . No person ,

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having spouse living, has entered into or contracted a marriage with any other person, shall be eligible for appointment to the posts:

Provided that the Central Government may , if satisfied that such marriage is permissible underthe personal law applicable to such persons and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax Where the Central Government is ofthe opinion that it is necessary or expedient so to do , ít may, by order, for reasons to be recorded in writing, and in consultation with Union Public Service Commission, relax any ofthe provisions of these rules with respect to any class of category, or persons .

6. Saving. Nothing in these rules shall affect reservations, relaxation of age limits and other concessions required to be provided for Scheduled Castes, the Scheduled Tribes, Ex -serviceman and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

The following draft of certain regulations further to amend the Indian Boiler Regulations, 1950 which the Central Boilers Board proposes to make in exercise of the powers conferred by Section 28 of the Indian Boilers Act, 1923 (5 of 1923), is hereby published, as required by sub-section ( 1 ) of Section 31 of the said Act , for the information of all persons likely to be affected thereby and notice is hereby given that the said draft will be taken into consideration after the expiry ofa period offorty-five days from the date the Gazette containing the publication ofthis notification is made available to the public;

2.Any objections or suggestions which may be received from any person with respect to the said draft within the period so specified will be considered by the Central Boilers Board;

3. Objections or suggestions , if any , may be forwarded to the Secretary , Central Boilers Board, Ministry of Commerceand Industry , Department of Industrial Policy and Promotion, Room No. 463 , Udyog Bhavan, New Delhi -110011..

1. संक्षिप्त नाम और प्रारंभ ( 1 ) इन नियमों का संक्षिप्त नाम भारतीय मात्स्यिकी सर्वेक्षण [ज्येष्ठ नाविक ( डाकलैंड ) -सह- रसोइया] भर्ती नियम, 2008 है ।

(2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. के उपाबद्ध अनुसूची के स्तंभ (2 ) से स्तम्भ ( 4 ) में विनिर्दिष्ट हैं । पद संख्या, वर्गीकरण और वेतनमान, उक्त पद की संख्या , उसका वर्गीकरण और उसका वेतनमान वह होगा , जो इन नियमों 3. भर्ती की पद्धति, आयु सीमा, अहंताएं आदि- उक्त पद पर भर्ती की पद्धति , आयु- सीमा अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ (5 ) से स्तम्भ ( 14 ) में विनिर्दिष्ट हैं ।

4. निरर्हताएं- वह व्यक्ति-

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है; या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,

उक्त पदों में से किसी पर नियुक्ति का पात्र नहीं होगा:

5. शिथिल करने की शक्तिः- जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों के बाबत , आदेश द्वारा शिथिल कर सकेगी । 6. व्यावृत्तिः- इन नियमों की कोई बात , ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय- समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिक अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

परिवीक्षा की अवधि , यदिकोई हो सोधे भर्ती किए जाने वाले व्यक्तियों के लिए अपेक्षित शैक्षिक और अन्य अर्हताएं

सीधे भर्ती किए जाने वाले व्यक्तियों के लिए विहित आयु और शैक्षिक अहर्ताएं प्रोन्नत व्यक्तियों की दशा में लागू होंगी या नहीं

G.S.R. 63.In exercise ofthe powers conferred by the proviso to article 309 of the Constitution and in superses- sion ofthe Exploratory Fisheries Project, Bombay and its Bases (Class III posts ) Recruitment Rules, 1976, in so far as they relate to the post of Senior Deckhand - cum-Cook, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Senior Deckhand -cum -Cook in the Ministry of Agriculture , Department of Animal Husbandry , Dairying and Fisheries, in Fishery Survey of India, Murubai, namely:-

1. Short title and commencement. ( 1 ) These rules may be called the Fishery Survey of India, (Senior Deck hand- cum-Cook) Recruitment Rules, 2008.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number ofpost, classification and scale of pay. The number ofposts , its classification and the scales ofpay attached thereto shall be as specified in columns (2 ) to (4) of the Schedules annexed to these rules .

3.Method of recruitment, age limit, qualifications , etc.-The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5 ) to ( 14) of the aforesaid Schedules.

4.Disqualification- No person,-

(a) whohas entered into or contracted a marriage with a person having a spouse living; or

(b) who, having spouse living, has entered into or contracted a marriage with any other person , shall be eligible for appointment to the said post :

5. Power to relax. Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category, ofpersons.

6. Savings-Nothing in these rules shall affect reservations , relaxation of age limits and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
