सा. का. नि. 105. राष्ट्रपति संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और जहां तक एकीकृत मातित्यकी परियोजना ( श्रेणी III ) भर्ती नियम, 1973 जहां तक उनका संबंध अवर श्रेणी लिपिक/हिन्दी टंकक के पद से है , उन बातों के सिवाय अधिक्रान्त करते हुए, जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है , कृषि मंत्रालय, ( पशुपालन , डेयरी और भत्स्यपालन विभाग ) के अधीन , एकीकृत मात्स्यिकी परियोजना, कोचीन में अवर श्रेणी लिपिक/हिन्दी टंकक के पद पर भर्ती की पद्धति को विनियमन करते हुए निम्नलिखित नियम बनाती हैं , अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम एकीकृत मात्स्यिकी परियोजना , ( अवार श्रेणी लिपिक/हिन्दी टंकक) भर्ती नियम , 2008 है ।

(2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. लागू होना, इन नियम के साथ उपाबद्ध अनुसूची में विनिर्दिष्ट स्तंभ ( 1 ) के पद के लिए ये नियम लागू होंगे । 3. पद संख्या , वर्गीकरण और वेतनषाम. उक्त पद की संख्या, उसका वर्गीकरण और उसका वेतनमान वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट हैं ।

[PART I-SEC. 3 ( 1) ] 4. भर्ती की पद्धति , आयु सीमा , आईताएं आदि. उक्त पद पर भर्ती की पद्धति, आयु सीमा , अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ (5 ) से स्तम्भ ( 14 ) में विनिर्दिष्ट हैं ।

5. निरर्हता. वह व्यक्ति,-

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है ; या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ;

उक्त पद पर नियुक्ति का पात्र नहीं होगाः

6. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह 'उसके लिए जो कारण हैं उन्हें लेखबद्ध करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी । 7. व्यावृत्ति. इन नियमों की कोई बात , ऐसे आरक्षण , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित आतियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

मती की पद्धति: मर्ती सीधे होगी या प्रोन्नति द्वारा या प्रप्तिनियुक्ति या आमेलन द्वारा और विभिन्न पद्धतियों द्वारा भरे जाने वाले पदों की प्रतिशतता सीधे भर्ती किए जाने वाले व्यक्तियों के लिए विहित आयु और शैक्षिक अर्हताएं प्रोन्नत व्यक्तियों की दशा मेंलागूहोंगी या नहीं

(1) उम्र-नहीं

दोवर्ष

100 प्रतिशत सीधी भर्ती द्वारा । 1. मैट्रिकुलेशन या सभवुलय अर्हताएं ।

(2 ) शैक्षिक अर्हताएं- हां

2. अंग्रेजी टंकण में 30 शब्द प्रति मिनट और हिन्दी में 25 शब्द प्रति मिनट की गति-यदि टंकण में उक्त योग्यता न रखने वाले व्यक्ति को इस शर्त पर नियुक्त किया आ सकता कि जब तक यह अंग्रेजी टंकण में 30 शब्द प्रति मिनट और हिन्दी में 25 शब्द प्रति मिनट की गति हासिल नहीं कर लेता तब तक ग्रेड में पुष्टि के लिए वेतन- मान में वृद्धि पाने का पात्र नहीं होगा तथा यदि लिपिकीय पद पर नियुक्ति के लिए कोई विकलांग व्यक्ति अन्यथा योग्य है किन्तु टंकण में उक्त पात्रता नहीं रखता तो उसे इस शर्त पर नियुक्त किया जा सकता है कि सामाजिक रोजगार कार्यालय से सम्बद्ध मेडिकल बोर्ड तथा जहां मेडिकल बोर्ड नहीं है वहां सिविल सर्जन यह प्रमाणित करे कि उक्त व्यक्ति टंकण हेतु योग्य नहीं है ।

( *90 प्रतिशत सीधी भर्ती द्वारा और 10 प्रतिशत रिक्तियों को उसी कार्यालय में कार्य कर रहे श्रेणी घ कर्मचारियों से भरा आए, जो मैट्रिक या समतुल्य हो , और प्रतियोगिता परीक्षा के आधार पर श्रेणी घ में पांच वर्षों की नियमित सेवा की है । परीक्षा के लिए अधिकतम आयु-सीमा 45 वर्ष है ( अनुसूचित जाति/अनुसूचित जनजाति कर्मचारियों के लिए 50 वर्ष ) यदि इस पद्धति द्वारा भर्ती किए जाने वाले व्यक्तियों की अधिकतम संख्या प्रतिवर्ष निकलने वाले खाली पदों के 10 प्रतिशत तक सीमित हैं , न भरे गए खाली पद आगे नहीं बढ़ाए जाएंगे । यदि उपलब्ध पदों की संख्या से अधिक कर्मचारी परीक्षा में उत्तीर्ण होते हैं , तो अतिरिक्त संख्या में कर्मचारियों पर आगामी वर्ष रिक्त पदों के लिए विचार किया जाएगा जिससे पहले उत्तीर्ण हुए कर्मचारियों पर बाद में उत्तीर्ण होने वाले कर्मचारियों से पहले विचार किया जाए । टिप्पण: 1 अर्हताएं अन्यथा सुअर्हित अभ्यर्थियों की दशा में कर्मचारी चयन आयोग के विवेकानुसार शिथिल की जा सकती है ।

टिप्पण : 2 अनुभव संबंधी अर्हता (आईताएं) कर्मचारी चयन आयोग के विषेकानुसार अनुसूचित जातियों और अनुसूचित जनजातियों के अभ्यर्थियों की दशा में तब शिथिल की जा सकती है ( हैं) जब चयन के किसी प्रक्रम पर कर्मचारी चयन आयोग की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यर्थियों के पर्याप्त संख्या में उपलब्ध होने की संभावना नहीं है । 486

G.S.R. 105. In exercise of the powers conferred by the proviso to article 309 of the Constitution , and in supersession of the Integrated Fisheries Project ( Class - III ) Recruitment Rules , 1973 , in so far as they relate to the past of Lower Division Clerk/ Hindi Typist , except as respects things done or omitted to be done before such supersession the President hereby makes the following rules regulating the method ofrecruitment to the post ofLower Division Clerk/ lindi Typist in the Integrated Fisheries Project , Cochin under the Ministry of Agriculture (Department of Animal Husbandry , Dairying and Fisheries ) , namely :-

1. Short title and commencement. ( 1 ) These rules may be called the Integrated Fisheries Project (Lower Division Clerk/ Hindi Typist) Recruitment Rules , 2008.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application-These rules shall apply to the post specified in column ( 1 ) of the Schedule annexed to these rules.

3. Number of posts, its classification , and the scales of pay. The number of the said pusts , their classification and the scales ofpay attached thereto , shall be as specified in Columns (2 ) to (4 ) of the Schedule annexed to these rules .

4. Method of recruitment , age limit qualifications. The method of recruitment to the said post, age limit. qualifications and other matters relating to the said post shall be as specified in columns (5) to ( 14) ofthe said Schedule.

5. Disqualification . No person ,-

(i) who has entered into or contracted a marriage with a person having a spouse living , or

(ii) who, having a spouse living, has entered into or contracted a marriage with any person , shallbe eligible for appointment to the said posts :

6. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order, for reasons to be recorded in writing, relax any of the provisions ofthese rules with respect to any class or category of persons .

7. Saving. Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required tobe provided for the Scheduled Castes , the Scheduled Tribes , the Ex-servicemen and other special categories ofpersons in accordance with the orders issued by the Central Government from time to time in this regard.

be able to type. Note 1: Qualifications are relaxable at the discretion of the Staff Selection Comini- ssion in the case of candidates othrewise wellqualified.

Note2 : The qualification ( s) regarding experience is/are relaxable at the discretion ofthe Staff Selection Commission in the case of candidates belonging to Scheduled Caste/Scheduled Tribe if at any stage of selection the competent authority is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancy reserved for them.

[*90% vacancies shall be filled by direct recruitment and 10 % vucancies shall be filled from amongst group D employees , working in the same office, who are matriculates , or possess equivalent qualification and have rendered 5 years regular service in group D, on the basis of com- petitive examination. The maximum age limit for eligibility for the exaа- mination being 45 years ( 50 years for the Scheduled Caste /Scheduled Tribe employees) . Provided that the maximum number of persons to be recruited by this method shall be limited to 10% of the vacancies in a year , and unfilled vacancies shall not be carried over . If more of such employees than number of post available qualify at the exa- mination, such excess number of employees shall be considered for filling the post arising in the subsequent years so that the employees qualifying at the earlier examination are considered before those who qualify at latter examination .]

सा. का. नि. 106.- राष्ट्रपति सविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और जहां तक एकीकृत मात्स्यिकी परियोजना ( उच्च श्रेणी लिपिक ) भर्ती नियम , 1984 जहां तक उनका संबंध उच्छ श्रेणी लिपिक से है, उन बातों के सिवाय अधिक्रान्त करते हए , जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है , कृषि मंत्रालय (पशुपालन , डेयरी और मत्स्यपालन विभाग ) के अधीन , एकीकृत मात्स्यिकी परियोजना, कोचीन में उच्च श्रेणी लिपिक के पद पर भर्ती की पद्धति को विनियमित करने के लिए निम्नलिखित नियम बनाती हैं , अर्थात्:-

G.S.R. 106. In exercise of the powers conferred by the proviso to article 309 of the Constitution , and in supersession of the Integrated Fisheries Project (Upper Division Clerk ) Recruitment Rules, 1984, insofar as they relate to the post ofUpper Division Clerk, except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method ofrecruitment to the post of Upper Division Clerk in the Integrated Fisheries Project, Cochin under the Ministry of Agriculture (Department of Animal Husbandry, Dairying and Fisheries ), namely:-

1. Short title and commencement.( 1 ) These rules may be called the Intergrated Fisheries Project (Upper Division Clerk) Recruitment Rules , 2008.

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Application . These rules shall apply to the post specified in column ( 1 ) of the Schedule annexed to these rules.

3. Number of the posts, its classification , and the scales ofpay. The number of the said post, their classification and the scales of pay attached thereto, shall be as specified in Columns (2) to (4) of the Schedule annexed to these rules .

4. Method of recruitment, age limit , and other qualifications , etc. The method ofrecruitment to the said post, age limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to ( 14 ) ofthe said Schedule .

5. Disqualification. No person,-

(i) who, has entered into or contracted a marriage with a person having a spouse living ; or

(ii) who, having a spouse living, has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said posts :

6. Power to relax,-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing , relax any of the provisions ofthese rutes with respect to any class or category of persons .

7. Saving-Nothing in these rules shall affect reservations , relaxation of age limit and other concessions requiredtobe provided for the Scheduled Castes , the Scheduled Tribes , the Ex- servicemen and other special categories ofpersons in accordance with the orders issued by the Central Government from time to time in this regard. 1938G1/ 08-3

सा. का. नि. 107.-राष्ट्रपति संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और एकीकृत मात्स्यिकी परियोजना ( वर्ग III ) भर्ती नियम 1973 जहां तक उनका संबंध हेड क्लर्क के पद से हैं , उन बातों के सिवाय अधिक्रान्त करते हुए, जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है , कृषि मंत्रालय, ( पशुपालन , डेयरी और मत्स्यपालन विभाग ) के अधीन एकीकृत मास्स्यिकी परियोजना, कोचीन में सहायक के पद पर भर्ती की पद्धत्ति को विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्

1. संक्षिप्त नाम और प्रारंभ ( 1 ) इन नियमों का संक्षिप्त नाम एकीकृत मात्स्यिकी परियोजना , ( सहायक ) भर्ती नियम , 2008 है । (2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. लागू होना. इन नियमों के साथ उपाबद्ध अनुसूची में निनिर्दिष्ट स्तंभ ( 1 ) के पद के लिए ये नियम लागू होंगे । 3. पद- संख्या , वर्गीकरण और वेतनमान, उक्त पद की संख्या , उसका वर्गीकरण और उसका वेतनमान वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट हैं ।

4. भर्ती की पद्धति , आयु-सीमा , अर्हताएं आदि. उक्त पद पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ ( 5 ) से स्तम्भ ( 14 ) में विनिर्दिष्ट हैं ।

5, मिरर्हता, वह व्यक्ति-

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है; या

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह , ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेंगी । 6. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां यह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।

7. व्यावृत्ति. - इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय- समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

In exercise of the powers conferred by the proviso to Article 309 of the Constitution and in supersession of the Integrated Fisheries Project ( Class III ) Recruitment Rules , 1973 , in so far as they relate to the post of Stenographer II , except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Stenographer II in the Integrated Fisheries Project, Cochin under the Ministry ofAgriculture (Department of Animal Husbandry , Dairying and Fisheries ) , namely 1. Short title and commencement.-(1 ) These rules may be called the Integrated Fisheries Project (Stenographer II) Recruitment Rules, 2008.

(2) They shall come into force on the date of their publication in the Official Gazette .

Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes , Ex- servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सा. का. नि. 109.- राष्ट्रपति संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और जहां तक एकीकृत मात्स्यिकी परियोजना ( वर्ग III ) भर्ती नियम, 1973 जहां तक उनका संबंध कनिष्ठ आशुलिपिक के पद से है , उन बातों के सिवाय अधिक्रान्त करते हुए , जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है , कृषि मंत्रालय ( पशुपालन , डेयरी और मत्स्यपालन विभाग ) के अधीन , एकीकृत मात्स्यिकी परियोजना , कोचीन में आशुलिपिक- III के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ (1 ) इन नियमों का संक्षिप्त नाम एकीकृत मात्स्यिकी परियाजना ( आशुलिपिक- III ) , भर्ती नियम.

(2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. लागूहोना.-इन नियमों के साथ उपाबद्ध अनुसूची में विनिर्दिष्ट स्तंभ ( 1 ) के पद के लिए ये नियम लागू होंगे ।

३. पद-संख्या, वर्गीकरण और वेतनमान-उक्त पद की संख्या, उनका वर्गीकरण और उनका वेतनमान वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट हैं ।

4. भर्ती की पद्धत्ति, आयु-सीमा , अर्हताएं आदि उक्त पदों पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उनसे संबंधित अन्य बातें ये होगी जो उक्त अनुसूची के स्तम्भ ( 5 ) से स्तम्भ ( 14 ) में विनिर्दिष्ट हैं ।

5. निरर्हता. वह व्यक्ति-

( क ) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है ; या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहत्ते हुए किसी व्यक्ति से विवाह किया है ;

उक्त पद में से किसी पर नियुक्ति का पात्र नहीं होगा:

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह , ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 6. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।

7. व्यावृत्ति. इन नियमों की कोई बात , ऐसे आरक्षण , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीव सरकार द्वारा इस संबंध में समय -समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है । [ भाग [ ] - खण्ड 3 (1) ]
