सा.का. नि. 126. केंद्रीय सरकार, सीमा सुरक्षा बल अधिनियम , 1968 ( 1968 का 47 ) की धारा 141 की उपधारा ( 2 ) के खंड ( ख ) और खंड ( ग ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , सीमा सुरक्षा बल ( समूह " ग " वर्दीधारी , पैरा मेडिकल स्टाफ ) भर्ती नियम , 2002 का संशोधन करने के लिए निम्नलिखित नियम बनाती हैं , अर्थात्:-

1. ( 1 ) इन नियमों का संक्षिप्त नाम सीमा सुरक्षा बल ( समूह " ग " वर्दीधारी , पैरा मेडिकल स्टाफ ) भर्ती ( संशोधन ) नियम , 2008 है । . ( 2 ) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. सीमा सुरक्षा बल ( समूह " ग " वर्दीधारी , पैरा मेडिकल स्टाफ ) भर्ती नियम , 2002 की अनुसूची में ,-

क) स्तंभ 5 में , शीर्ष के स्थान पर , निम्नलिखित शीर्ष रखा जाएगा , अर्थात्:-

" चयन पद अथवा अचयन पद" ;

ख ) स्तंभ 11 के शीर्ष में , " पदों की प्रतिशतता " शब्दों के स्थान पर , " रिक्तियों की प्रतिशतता " शब्द रखे जाएंगे । (

G.S.R. 126. In exercise of the powers conferred by clauses (b ) and ( c) of sub - rule (2 ) of Section 141 of the Border Security Force Act , 1968 (47 of 1968 ) , the Central Government hereby makes the following rules to amend the Border Security Force (Group C ' Combatised, Para- Medical Staff) Recruitment Rules, 2002 , namely :-

1. ( 1) These rules may be called the Border Security Force (Group ' C' Combatised , Para - Medical Staff) Recruitment (Amendment) Rules , 2008 .

(2) They shall come into force on the date of their publication in the Official Gazette .

2. In the Border Security Force ( Group ' C ' Combatised , Para - Medical Staff) Recruitment Rules , 2002, in the Schedule,-- *

(a) in column 5 , for the heading , the following heading shall be substituted , namely :-

"Whether Selection Post or Non - Selection Post . "

(b) in column 11 , in the heading, for the words " percentage of posts " , the words " percentage of vacancies " shall be substituted .

(c) against serial number 5 relating to the post of Pharmacist ( Qualified) (Assistant Sub- Inspector) , under column 8, for item ( ii ), the following item shall be substituted , namely :-

"( ii) Diploma in Pharmacy from any recognized Institution of the Central or a State Government for which the period of Training in two years followed by an internship of which the practical training shall be not less than five hundred hours spread over a period of not less than three months : Provided that not less than two hundred and fifty hours are devoted to actual dispensing of prescriptions . "

स्रा.का.नि. 127.-राष्ट्रपति संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और कर्मचारी चयन आयोग ( अध्यक्ष , सदस्य तथा सचिव- सह- परीक्षा नियंत्रक ) भर्ती नियम , 1977 को उन बातों के सिवाय अधिक्रान्त करते हुए , जिन्हें ऐसे अधि क्रमण से पूर्व किए गए या करने का लोप किया गया है , कर्मचारी चयन आयोग में सचिव- सह- परीक्षा नियंत्रक के पद पर भर्ती की पद्धति को विनियमन करते हुए निम्नलिखित नियम बनाती हैं , अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ ( 1 ) इन नियमों का संक्षिप्त नाम कर्मचारी चयन आयोग ( सचिव- सह - परीक्षा नियंत्रक ) भर्ती नियम, 2008 है ।

(2) ये राजपत्र में , उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या , वर्गीकरण और वेतनमान उक्त पद की संख्या , उसका वर्गीकरण और उसका वेतनमान वह होगा जो नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से. स्तंभ ( 4 ) में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति , आयु-सीमा , अर्हताएं आदि. भर्ती की पद्धति, आयु-सीमा , अर्हताएं और इससे संबंधित अन्य बातें वे होंगी , जो अनुसूची के स्तम्भ ( 5 ) से स्तम्भ ( 14 ) में विनिर्दिष्ट हैं ।

4. निरर्हता.- वह व्यक्ति,-

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है ; या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ;

उक्त पद पर नियुक्ति का पात्र नहीं होगाः

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो आता है कि ऐसा विवाह , ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है .और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति. इन नियमों की कोई बात, ऐसे आरक्षण , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

प्रोन्नति/प्रतिनियुक्ति/आमेलन द्वारा भर्ती की दशा में, वे श्रेणियाँ , जिनसे प्रोन्नति/प्रति- नियुक्ति/ आमेलन किया जाएगा

भर्ती की पद्धति : भर्ती सीधे होगी या प्रोन्नति द्वारा या प्रतिनियुक्ति/आमेलन द्वारा तथा विभिन्न पद्धतियों द्वारा भरे जाने वाली रिक्तियों की प्रतिशतता

प्रतिनियुक्तिद्वारा

प्रतिनियुक्ति: केन्द्रीय सरकार के ऐसे अधिकारी ( जिनके अंतर्गत अखिल भारतीय सेवा और केन्द्रीय समूह ' क' सेवाओं के अधिकारी भी हैं )

( क) ( i ) जिन्होंने मूल काडर/विभागों में नियमित आधार पर सदृश पद धारण किए हुए हैं; या

(ii ) जिन्होंने मूल काडर/ विभाग में नियमित आधार पर 12000-16500/- रुपए या इसके समतुल्य वेतनमान में पद हैं , नियुक्ति के पश्चात् उस श्रेणी में पांच वर्ष की सेवा की है ; और

( ख ) जिनके पास निम्नलिखित शैक्षिक अर्हताएं और अनुभव हैं :

( i ) किसी मान्यताप्राप्त विश्वविद्यालय से स्नातकोत्तर डिग्री या समतुल्य

( ii ) प्रशासन , सतर्कता और वित्त मामलों में सात वर्ष का अनुभव

( प्रतिनियुक्ति की अवधि , केन्द्र सरकार के उसी अथवा कुछ अन्य संगठन/विभाग में इस नियुक्ति से पूर्व तत्काल रूप में धारण किए हुए किसी अन्य संवर्ग बाह्य पद में प्रतिनियुक्ति की अवधि को मिलाकर , सामान्य रूप में तीन वर्ष से अधिक नहींहोगी ।

प्रतिनियुक्ति द्वारा नियुक्ति की अधिकतम आयु सीमा आवेदन- पत्रों की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी ) ।

यदिविभागीय प्रोन्नति समिति है , तो उसकी संरचना

In exercise of the powers conferred by the proviso to article 309 of the Constitution , and in supersession of the Staff Selection Commission ( Chairman , Member and Secretary - cum- Controller of Examinations ) Recruitment Rules , 1977 , except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the post of Secretary- cum- Controller of Examinations in the Staff Selection Commission , namely :-

1. Short title and commencement . ( 1 ) These rules may be called the Staff Selection Commission ( Secretary- cum-Controller ofExaminations ) Recruitment Rules , 2008 .

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Number of posts , classification and the scale of pay . The number of the said posts , its classification and scale of pay attached thereto , shall be as specified in Columns 2 to 4 of the Schedule annexed to these rules .

3. Method of recruitment , age limit, qualifications etc. The method of recruitment , age limit , qualifications and other matters relating thereto , shall be as specified in columns 5 to 14 of the said Schedule .

4. Disqualification . No person ,-

(a) who has entered into or contracted a marriage with a person having a spouse living ; or

(b) who , having a spouse living , has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said posts :

Provided that the Central Government may , if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of these rules .

5. Power to relax. Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded and in consultation with the Union Public Service Commission , relax any of the provisions of these rules with respect to any class or category of persons .

6. Saving. Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , ex - servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. ग्रामीण स्वास्थ्य प्रशिक्षण केन्द्र , नजफगढ़ , नई दिल्ली ( समूह ग समूह घ पद ) भर्ती नियम, 1989 की अनुसूची में क्रम सं. 16 के सामने स्तम्भ 11 में सहायक नर्स धात्री स्वास्थ्य कार्यकर्ता ( महिला ) के पद के संबंध में और विद्यमान प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी अर्थात्

(क) " ( i ) सीधी भर्ती द्वारा 70% ;

( ii ) प्रोन्नति द्वारा 20% जिसके ने होने पर सीधी भर्ती द्वारा;

(iii ) 'प्रतिनियुक्ति/समामेलन द्वारा 10 % , जिसके न होने पर सीधी भर्ती द्वारा । "

(ख ) स्तंभ 12 में प्रोन्नति से संबंधित विद्यमान प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां अन्तः स्थापित की जाएंगी , अर्थात्:- "प्रतिनियुक्ति/समामेलन

केन्द्र अथवा राज्य सरकार के अधिकारी :

( i ) जो मूल काडर या विभाग मे नियमित आधार पर सदृशं पद धारण किया हुआ है ।

1. ( 1 ) These rules may be called the Rural Health Training Centre, Najafgarh , New Delhi (Group ' C ' and ' D ' Posts ) , Recruitment (Amendment) Rules , 2008

(2) They shall come into force on the date of their publication in the Official Gazette .

2. In the Schedule to the Rural Health Training Centre, Najafgarh , New Delhi ( Group ' C ' and ' D' posts ) Recruitment Rules , 1989 against serial number 16, relatingto the post of Auxiliary Nurse Midwife/ Health Worker ( Female) in column 11 and for the existing following entries shall be substituted , namely:-

सा.का.नि. 130.-राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और इंदिरा गांधी राष्ट्रीय वन अकादमी, देहरादून ( कार्यालय अधीक्षक समूह ' ख ' पद ) भर्ती नियम , 1996 को उन बातों के सिवाय अधिक्रान्त करते हुए जिन्हें ऐसे अधि क्रमण से पूर्व किया गया है या करने का लोप किया गया है पर्यावरण और वन मंत्रालय के अधीन इंदिरा गांधी राष्ट्रीय अकादमी , देहरादून में कार्यालय अधीक्षक के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती है। , अर्थात्ः-

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इंन नियमों का संक्षिप्त नाम , इंदिरा गांधी राष्ट्रीय वन अकादमी , ( कार्यालय अधीक्षक समूह ' ख ' पद ) भर्ती नियम, 2008 है ।

(2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद -संख्या , वर्गीकरण और वेतनमान. उक्त पद की संख्या , उसका वर्गीकरण और उसका वेतनमान वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति , आयु- सीमा , अर्हताएं आदि.-उक्त पद पर भर्ती की पद्धति, आयु सीमा , अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ ( 5 ) से स्तम्भ ( 14 ) में विनिर्दिष्ट हैं ।

4. निरईता. वह व्यक्ति-

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है; या

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह , ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।

7. व्यावृत्ति.- इन नियमों की कोई बात , ऐसे आरक्षण , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों , अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग में व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

पद पर नियुक्ति करते समय संघ लोक सेवा आयोग से परामर्श करना आवश्यक है । (क) ( i ) जो मूल काडर/विभाग में नियमित आधार पर सदृश पद धारण किए हुए हैं;

टिप्पण: इन्दिरा गांधी राष्ट्रीय वन अकादमी के ऐसे विभागीय सहायक जिन्होंने 5000- 8000 रु. के वेतनमान की उस श्रेणी में तीन वर्ष नियमित सेवा की है , बाहरी व्यक्तियों के साथ विचार किया जाएगा और उनके चयन के मामले में , वह पद प्रोन्नति द्वारा भरा गया समझा जाएगा ।

पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की सीधी पंक्तिमें है , प्रतिनियुक्ति पर नियुक्तिके लिए विचार किए जाने के पात्र नहीं होंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्तिके लिए विचार किए जाने के पात्र नहीं होंगे ।

G.S.R. 130. In exercise of the powers conferred by the proviso to article 309 of the Constitution , and in supersession of the Indira Gandhi National Forest Academy, Dehradun (Office Superintendent Group ' B ' posts ) Recruitment Rules, 1996 , except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the post of Office Superintendent in the Indira Gandhi National Forest Academy, Dehradun under the Ministry of Environment and Forests , namely:-

1. Short title and commencement . ( 1 ) These rules may be called the Indira Gandhi National Forest Academy (Office Superintendent , Group ' B ' posts ) Recrutiment Rules , 2006.

(2) They shall come into force on the date of their publication in the Official Gazette .

! 2. Number of post , classification , and scale of pay. The number ofthe post , its classification and the scale of pay attached thereto , shall be as specified in Columns (2 ) to (4 ) of the Schedule annexed to these rules .

3. Method of recruitment , age limit , and qualifications etc. The method of recruitment, age limit , qualifications and other matters relating thereto shall be as specified in columns (5 ) to ( 14) of the said Schedule .

4. Disqualification .-No person ,-

(a) who, has entered into or contracted a marriage with a person having a spouse living; or

(b) who , having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of these rules .

5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order , for reasons to be recorded in writing and in consultation with the Union Public Service Commission , relax any of the provisions of these rules with respect to any class or category of persons .

6. Saving. Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , the Backward Classes , Ex - servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Similarly deputationist shall not be eligible for consideration for appointment by promotion . Period of deputation inculding period of deputation in another Ex - cadre post held immediately preceding this appointment in the same or same other organisation /Department of the Central Government shall ordinarily not to exceed three Years . The maximum age limit for appointment by deputation shall not be exceeding fifty six years as on the closing date of the receipt of application .

आ. केंद्रीय सरकार के अधीन ऐसे अधिकारी-

( i ) जिन्होंने मूल काडर/विभाग में नियमित आधार पर सदृश पद धारण किया हुआ है ; या

( ii ) जिन्होंने मूल काडर/ विभाग में 5000-8000 रुपए या समतुल्य के वेतनमान में नियमित आधार पर नियुक्ति के पश्चात् उस श्रेणी में तीन वर्ष सेवा की है ; या

(iii ) जिन्होंने मूल'काडर/ विभाग में 4500-7000 रुपए या समतुल्य के वेतनमान में नियमित आधार पर नियुक्ति के पश्चात् उस श्रेणी में छह वर्ष सेवा की है ; या ( iv ) जिन्होंने मूल काडर/ विभाग में 4000-6000 रुपए या समतुल्य के वेतनमान में नियमित आधार पर नियुक्ति के पश्चात् उस श्रेणी में आठ वर्ष सेवा की है; और

जिन्होंने सचिवालय प्रशिक्षण और प्रबंध संस्थान या समतुल्य से रोकड़ और लेखा कार्य में प्रशिक्षण प्राप्त किया है और जिनके पास रोकड़ , लेखा और बजट कार्य में तीन वर्ष का अनुभव है ; या

जिन्होंने केंद्रीय सरकार के किसी संगठित लेखा विभाग द्वारा संचालित अधीनस्थ

लेखा सेवा या समतुल्य परीक्षा पास की है । टिप्पण 1 - प्रतिनियुक्ति की अवधि, जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है , साधारणतया 3 वर्ष से अधिक नहीं होगी ।

टिप्पण 2 - प्रतिनियुक्ति पर नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी ।

पुनःनियोजन ( भूतपूर्व सैनिकों के लिए )

सशस्त्र बल के कनिष्ठ कमीशन प्राप्त अधिकारी या समतुल्य पद के ऐसे कार्मिकों के संबंध में भी विचार किया जाएगा जो एक वर्ष की अवधि के भीतर सेवानिवृत होने वाले हैं या रिजर्व में स्थानांतरित किए जाने वाले हैं और जिनके पास ऊपर विनिर्दिष्ट अपेक्षित अनुभव/ प्रशिक्षण हैं । यदि चयन हो जाता है , तो ऐसे व्यक्तियों को उस तारीख तक प्रतिनियुक्ति के निर्बंधनों पर रखा जाएगा जिस तारीख से उन्हें सशस्त्र बल से निर्मुक्त किया जाना है ; तत्पश्चात उन्हें पुनः नियोजन पर बने रहने दिया जा सकता है । यदि ऐसे अर्हक अधिकारी , पद पर वास्तविक चयन से पहले सेवानिवृत हो जाते हैं या रिजर्व में स्थानांतरित कर दिए जाते हैं, तो उनकी नियुक्ति पुनः नियोजन आधार पर होगी ।

In exercise of the powers conferred by the proviso to article 309 of the Constitution , and in supersession of the Ministry of Water Resources , Accountant (Budget and Technical ) Recruitment Rules , 1996 , as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the post of Accountant (Budget and Technical) in the Ministry of Water Resources , namely: -- 1. Short title and commencement.( 1 ) These rules may be called the Ministry of Water Resources , Accountant (Budget and Technical) Group ' B ' Post Recrutiment Rules , 2008.

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Number of post , classification , and scale of pay. The number of post , its classification and scale of pay attached thereto , shall be as specified in columns ( 2) to (4) of the Schedule annexed to these rules .

3. Method of recruitment, age limit, qualifications , etc. The method of recruitment , age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to ( 14) of the said Schedule.

4. Disqualifications . No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living , has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said post:

Provided that the Central Government may , if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule .

5. Power to relax .-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission , relax any of the provisions of these rules with respect to any class or category of persons .

6. Saving. Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , Ex - servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard .

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम संस्कृति मंत्रालय , राष्ट्रीय संग्रहालय , नई दिल्ली , सहायक संग्रहाध्यक्ष (डिजाइन ) भर्ती नियम, 2008 है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. लागू होना.-ये नियम इससे उपाबद्ध अनुसूची के स्तंभ 1 में विनिर्दिष्ट पदों को लागू होंगे ।

3. पदों की संख्या , वर्गीकरण और वेतनमान - उक्त पदों की संख्या, उनका वर्गीकरण और उनके वेतनमान वे होंगे जो इन नियमों से उपाबद्ध अनुसूची के स्तभ 2 से स्तंभ 4 में विनिर्दिष्ट हैं ।

4. भर्ती की पद्धति , आयु- सीमा , अर्हताएं , आदि. उक्त पदों पर भर्ती की पद्धति, आयु- सीमा , अर्हताएं तथा उनसे सम्बन्धित अन्य बातें वे होंगी , जो पूर्वोक्त अनुसूची के स्तम्भ 5 से स्तम्भ 14 में विनिर्दिष्ट हैं ।

5. निरर्हता.-वह व्यक्ति,-

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है ; या

(ख) जिसने अपने पति या पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,

उक्त पद पर नियुक्ति का पात्र नहीं होगाः

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अध ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

6. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।

7. व्यावृत्ति. - इन नियमों की कोई बात , ऐसे आरक्षण , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों , भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

टिप्पण 1 : प्रोन्नति के लिए पात्रता सूची , संबधित श्रेणी/पद में अधिकारियों के विहित अर्हक सेवा पूर्ण करने की तारीख के संदर्भ में तैयार की जाएगी ।

टिप्पण 2 : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में , जिन्होने अपनी/पात्रता सेवा

(क) ( i ) जिन्होंने मूल काडर अथवा विभाग में नियमित आधार पर सदृश पद धारण किए हुए हैं;

या

( ii ) जिन्होंने मूल काडर/ विभाग में 5000-8000/- रु. के या समतुल्य वेतनमान में नियमित आधार पर नियुक्ति के पश्चात् उस श्रेणी में तीन वर्ष की सेवा हो ;

( iii ) जिन्होनें मूल काडर/ विभाग में 4500-7000/- रु. के या समतुल्य वेतनमान में नियमित आधार पर नियुक्ति के पश्चात् उस श्रेणी में छह वर्ष की सेवा हो ; और

(ख) जिनके पास निम्नलिखित शैक्षिक अर्हताएं और अनुभव हैं :

(i ) किसी मान्यताप्राप्त विश्वविद्यालय या संस्था से ललित कला या वाणिज्य कला या स्थापत्य कला या डिजाइन में स्नातक डिग्री या समतुल्य डिप्लोमा या समतुल्य ; और

( ii ) केन्द्र सरकार या राज्य सरकार या संघराज्य क्षेत्रों के नियंत्रणाधीन किसी राष्ट्रीय या क्षेत्रीय महत्व के किसी संग्रहालय में प्रदर्शनी लगाने और दिर्घाओं के डिजाइन बनाने और स्थापना करने का तीन वर्ष का अनुभव ।

टिप्पण 1 : पोषक प्रवर्ग के ऐसे विभागीय अधिकारी , जो प्रोन्नति की सीधी पंक्तिमें हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे । इसी प्रकार, प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे ।

टिप्पण 2: प्रतिनियुक्ति ( जिसके अंतर्गत अल्पकालिक संविदा भी है ) की अवधि, जिसके अन्तर्गत केन्द्र सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति ( जिसके अंतर्गत अल्पकालिक संविदा भी है ) की अवधि है , साधारणतया तीन वर्ष से अधिक नहीं होगी ।

2. लागू होना : ये नियम इससे उपाबद्ध अनुसूची के स्तंभ । में विनिर्दिष्ट पदों को लागू होंगे ।

3. पदों की संख्या , वर्गीकरण और वेतनमान : उक्त पदों की संख्या , उनका वर्गीकरण और उनके वेतनमान वे होंगे जो इन नियमों से : उपाबाद्ध अनुसूची के स्तभ 2 से स्तंभ 4 में विनिर्दिष्ट है ।

4. भर्ती की पद्धति , आयु- सीमा , अर्हताएं आदि उक्त पदों पर भर्ती की पद्धति, आयु सीमा, अर्हताएँ और उनसे संम्बन्धित अन्य बातें वे होंगी , जो पूर्वोक्त अनुसूची के स्तम्भ 5 से स्तम्भ 14 में विनिर्दिष्ट हैं ।

5. निरहींता : वह व्यक्ति,-

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है; या

( ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ;

उक्त पद पर नियुक्ति को पात्र नहीं होगाः

6. शिथिल करने की शक्ति जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी । [ भाग 11- खण्ड 3 ( i ) ]

7. व्यावृत्ति.- इन नियमों की कोई बात , ऐसे आरक्षण , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

(2) They shall come into force on the date of their publication in the Official Gazette .

Application . These rules shall apply to posts specified in column 1 of the Schedule annexed to these rules .

2. 3. Number of posts , classification and scale of pay. The number of said posts , their classification and scale of pay attached there to shall be as specified in columns 2 to 4 of the said Schedule.

4. Method of recruitment, age limit, qualifications etc. The method ofrecruitment , age limit, qualifications and other matters relating thereto , shall be as specified in columns 5 to 14 of the aforesaid Schedule .

5. Disqualification.-No person ,

(a) who has entered into or contracted a marriage with a person having a spouse living ; or

(b) who , having a spouse living, has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of these rules .

6. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order , for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons .

7. Saving. Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the candidates belonging to Scheduled Castes , the Scheduled Tribes , ex - servicemen and other special categories of persons in accordance with the orders issued by the Central Government from tiine to time in this regard.

सा. का. नि. 134.--राष्ट्रपति संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और राष्ट्रीय संग्रहालय , नई दिल्ली समूह ' क ' और समूह ' ख ' भर्ती नियम, 1963 को जहाँ तक उनका सम्बन्ध संग्रहपाल ( व्याख्यान एवं शिक्षा ) , उपसंग्रहपाल ( पूर्व कोलंबियाई और पश्चिमी कला ) , उपसंग्रहपाल ( शस्त्र ) , उपसंग्रहपाल ( प्रागैतिहासिक पुरातत्व ) , ज्येष्ठ संग्रहालय व्याख्याता , प्रदर्शन अधिकारी , अनुसंधान अधिकारी और राष्ट्रीय संग्रहालय , नई दिल्ली ( सहायक निदेशक, उपसंग्रहपाल और अनुसंधान सहयोगी ) भर्ती नियम , 1983 को. जहां तकं उनका सम्बन्ध उपसंग्रहपाल ( प्रदर्शनी कक्ष ) के पद से है और राष्ट्रीय संग्रहालय , नई दिल्ली ( उपसंग्रहपाल ( आभूषण ) भर्ती नियम 1992 से भी है, उन बातों के सिवाय अधिक्रांत करते हुए , जिन्हें ऐसे अधिक्रमण से पहले किया गया हो या करने का लोप किया गया है , संस्कृति मंत्रालय में समूह ' क ' और समूह ' ख ' पदों पर भर्ती की पद्धति का विनियमन करते हुए निम्नलिखित नियम बनाते हैं, अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम संस्कृति मंत्रालय, राष्ट्रीय संग्रहालय , नई दिल्ली, समूह ' क' और समूह ख' पद भर्ती नियम , 2008 है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. लागू होना.- ये नियम इससे उपाबद्ध अनुसूची के स्तंभ । में विनिर्दिष्ट पदों को लागू होंगे ।

3. पदों की संख्या , वर्गीकरण और वेत्तममान. उक्त पदों की संख्या , उनका वर्गीकरण और उनके वेतनमान वे होंगे जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट हैं ।

4. भर्ती की पद्धति, आयु- सीमा , अर्हताएं आदि. उक्त पदों पर भर्ती की पाद्धप्ति, आयु - सीम्मा , अर्हताएं तथा उनसे संबंधित अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तम्भ ( 5 ) से स्तम्भ ( 14 ) में विनिर्दिष्ट हैं ।

5. निरर्हता.- वह व्यक्ति-

( क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है ; या

( ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ;

उक्त पद पर नियुक्ति का पात्र नहीं होगा ।

6. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए ज़ो कारण हैं उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों के बाबत , आदेश द्वास शिथिल कर सकेंगी ।

7. व्यावृत्ति.- इन नियमों की कोई बात , ऐसे आरक्षण , आयु सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय- समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग को व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

टिप्पण 1 : पोषक प्रवर्ग के ऐसे विभागीय अधिकारी , जो प्रोन्नति की सीधी पंक्ति में हैं , प्रतिनियुक्तिपर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे । इसी प्रकार , प्रति- नियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे ।

2. 5500-9000 रु. के वेतमम्माम में ऐसा विभागीय सहायक संग्रहाध्यक्ष ( प्रदर्शनी ) जिसने उस श्रेणी में आठ वर्ष की नियमित सेवा की है, पर भी बाहरी व्यक्तियों के साथ विचार किया जाएगा और यदि उसका पद पर नियुक्ति के लिए चयन हो जाता है तो इस पद को पदोन्नति द्वारा भरा गया समझा जाएगा ।

टिप्पण 1 : अर्हताएं अन्यथा सुअर्हित अभ्यक्षियों की दशा में संघ लोक सेवा आयोग के विवेकानुसार शिथिल की जा सकती है ।

वांछनीय:

( i ) किसी मान्यताप्राप्त विश्वविद्यालय/संस्था से सम्बन्धित क्षेत्र में एम. फिल डिग्री अथवा समतुल्य

(ii) 5500-9000 रु. के वेतनमान में विभागीय सहायक संग्रहाध्यक्ष जिसने उस श्रेणी में आठ वर्ष की नियमित सेवा की हो , पर भी बाहरी व्यक्तियों के साथ विचार किया जाएगा और यदि उसका पद पर नियुक्ति के लिए चयन हो जाता है तो वह पद प्रोन्नति द्वारा भरा गया समझा जाएगा ।

टिप्पपा 1: पोषक प्रवर्ग के ऐसे विभागीय अधिकारी , जो प्रोन्नति की सीधी पंक्ति में हैं , प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे । इसी प्रकार , प्रतिनियुक्ति व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे ।

In exercise of the powers conferred by the proviso to article 309 of the Constitution and in sunersession of the National Museum, New Delhi Group ' A' and Group ' B ' Recruitment Rules , 1963 in so far as they relate to the posts of Keeper ( Lecturing and Education) , Deputy Keeper (Pre - Columbian and Western Art ) , Deputy Keeper ( Arms ) , Deputy Keeper ( Prehistoric Archaeology ) , Senior Museum Lecturer , Production Officer , Research Officer and the National Museum, New Delhi (Assistant Director , Deputy Keeper and Research Associate ) Recruitinent Rules , 1983 in so far as they relate to the post of Deputy Keeper (Exhibition Cell ) and also the National Museum, New Delhi (Deputy Keeper ( Jewellery) Recruitngent Rules , 1992 , except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the Group' A ' and Group ' B ' posts in the Ministry ofCulture , namely :-

1. Short title and commencement . ( 1 ) These rules may be called the Ministry of Culture , National Museum , New Delhi , Group ' A' and Group ' B ' Posts Recruitinent Rules , 2008.

(2) They shall come into force on the date of their publication in the Official Gazette .

rules. 2. Application . These rules shall apply to the posts specified in column 1 of the Schedule annexed to these 3. Number of posts , classification and scale of pay . The number of said posts , their classification and scale of pay attached thereto shall be as specified in columns 2 to 4 of the said Schedule .

4. Method of recruitment , age limit , qualifications , etc. The method of recruitment , age limit , qualifications and other matters relating thereto shall be as specified in columns 5 to 14 of the aforesaid Schedule .

5. Disqualification .--No person ,--

(a) who has entered into or contracted a marriage with a person having a spouse living , or

(b ) who, having a spouse living, has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said post :

Provided that the Centrai Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule .

6. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Comınission, relax any of the provisions of these rules with respect to any class or category of persons .

7. Saving . Nothing in these rules shalt affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , ex - servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सा. का. नि. 135. राष्ट्रपति संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और समेकित मात्स्यिकी परियोजना (समूह ख पद ) भर्ती नियम , 1976 को , जहां तक उनका संबंध विपणन अधिकारी के पद से है , उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है , या करने का लोप किया गया है , कृषि मंत्रालय , पशु पालन, डेयरी और मात्स्यिकी विभाग के अधीन समेकित मात्स्यिकी परियोजना , कोचीन में विपणन अधिकारी के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती है. अर्थात्: -

1. संक्षिप्त नाम और प्रारंभ ( 1 ) इन नियमों का संक्षिप्त नाम समेकित मात्स्यिको परियोजना , विपणन अधिकारी , भर्ती नियम, 2008 है ।

(2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद-संख्या , वर्गीकरण और वेतनमान. उक्त पद की संख्या , उसका वर्गीकरण और उसका वेतनमान वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ (4 ) में विनिर्दिष्ट है ।

3. भर्ती की पद्धति , आयु सीमा, अर्हताएं आदि उक्त पद पर भर्ती की पद्धति , आयु सीमा , अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ ( 5 ) से स्तम्भ ( 14 ) में विनिर्दिष्ट हैं ।

G.S.R. 135. In exercise ofthe powers conferred by the proviso to article 309 of the Constitution and in supersession of the Integrated Fisheries Project (Group B posts) Recruitment Rules , 1976 in so far as they relate to the post of Marketing Officer , except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the post of Marketing Officer , in the Integrated Fisheries Project, Cochin under the Ministry of Agriculture , Department of Animal Husbandry, Dairying and Fisheries , namely :-- 1. Short title and commencement .( 1 ) These rules may be called the Integrated Fisheries Project , Marketing Officer, Recruitment Rules, 2008 .

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Number of the posts , its classification and the scale of pay. The number of post, its classification and the scale of pay attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules .

3. Method of recruitment , age limit, and other qualifications , etc. The method of recruitment to the said post , age limit , qualifications and other matters relating thereto shall be as specified in columns 5 to 14 of the said Schedule .

4. Disqualification . No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living , or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for doing so , exempt any person from the operation of these rule .

5. Power to relax .- Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons .

6. Saving . Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , ex - servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(iii) with six years ' regular service in the grade rendered after appointment thereto on a regular basis in the scale of pay Rs . 5000-150-8000 or equivalent in the parent cadre or Department; and

(b) Possessing the educational qualifications and experience as under :- Essential.-

( i ) Bachelor's degree in Zoology or Fishery Science or Industrial Fisheries or Home Science of a recognized University or equivalent ; and

( ii) Two years ' practical experience in fishery develop- ment or food products including fishing and market- ing of fish.

Desirable. Diploma in Marketing or Business Management .

(The Departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation . Similarly , deputationists shall not be eligible for consideration for appointment by promotion.

The period ofdeputation including the period of depu- tation in another ex - cadre post held immediately pre- ceeding this appointment in the same or some other organizations or department of the Central Government shall not exceed three years . The maximum age limit for appointment by deputation shall be not exceeding 56 years as on the closing date of receipt of applications) .
