सा. का. नि. 191,-राष्ट्रपति संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और भारत के महारजिस्ट्रार का कायलिय के उप महारजिस्ट्रार ( सामाजिक अध्ययन ) समूह ' क' पद भर्ती नियम, 2005 का अधिक्रमण करते हुए , अधिक्रमण से पहले इस सम्बन्ध में की गई या लोप की जाने वाली कार्यवाही को छोड़कर , भारत के महारजिस्ट्रार का कार्यालय के उप महारजिस्ट्रार (सामाजिक अध्ययन ) के उक्त पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. संक्षिप्त नाम और प्रारंभ्र ( 1 ) इन नियमों का नाम भारत के महारजिस्ट्रार का कार्यालय, उप महारजिस्ट्रार ( सामाजिक अध्ययन) समूह ' क ' पद भर्ती नियम, 2008 होगा।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद संख्या, वर्गीकरण और वेतनमान-इस पद की संख्या, उसका वर्गीकरण और उसका वेतनमान वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से ( 4 ) में विनिर्दिष्ट हैं ।
; 3. भर्ती की पद्धति , आयु सीमा , शैक्षिक अहंताएं आदि-उक्त पद पर भर्ती की पद्धति, आयु सीमा, शैक्षिक अर्हताएं और उक्त पद से संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ ( 5 ) से ( 14 ) में विनिर्दिष्ट हैं ।

(क) जिसने ऐसे व्यक्ति से , जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है; या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ;
उक्त पद पर नियुक्ति का पात्र नहीं होगाः
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह , ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।
5. शिथिल करने की शक्ति-जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह संघ लोक सेवा आयोग से परामर्श करके उसके लिए जो कारण हैं उन्हें लेखबद्ध करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।
6. व्यावृत्ति. - इन नियमों की कोई बात , ऐसे आरक्षणों, आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका कंन्द्रीय सरकार द्वारा इस संबंध में समय- समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

शैशिक अर्हताएं : हां ( i ) किसी मान्यताप्राप्त विश्वविद्यालय से समाजशास्त्र अथवा सामाजिक वृविज्ञान में स्नातकोत्तर डिग्री अथवा समकक्ष;
( ii ) केन्द्र सरकार या राज्य सरकार या संघ राज्य क्षेत्र या विश्वविद्यालय या लोक उपक्रम या मान्यताप्राप्त अनुसंधान संस्थान या अर्थ सरकारी या साविधिक या स्वायत संगठनों में सामुदायिक अध्ययन में विशिष्ट संदर्भ सहित समावशास्त्र अथवा सामाजिक भूविज्ञान के क्षेत्र में अन्वेषण और अनुसंधान में भागीदारी और मार्गदर्शन का बारह वर्ष काअनुभव ।
टिप्पणी 1 : अन्यथा सुअर्हक अभ्यर्थियों के मामले में अहंताएं संघ लोक सेवा आयोग के विवेकानुसार शिथिल की जा सकती है ।
दिामणी 2 अनुभव संबंधी अहंता (अहंताएं ) संघ लोक सेवा आयोग के विवेकानुसार कारणों को लेखबद्ध करके अनुसूचित जातियों और अनुसूचित जनजातियों के अभ्यर्थियों के मामले में उस दशा में शिथिल की जा सकती है (हैं ) यदि चयत्र के किसी प्रक्रम पर संघ लोक सेवा आयोग की यह राय है कि इनके लिए आरक्षित पदों को भरने के लिए अपेक्षित अनुभव रखने वाले इन समुदायों के अभ्यर्थी पर्याप्त संख्या में उपलब्ध नहीं हो सकेंगे ।

(14) मान्यताप्राप्त अनुसंधान संस्थानों या लोक उपक्रम या अर्ध- सरकारी या सांविधिक या स्वायत संगठन के अन्तर्गत ऐसे अधिकारी :
(क) ( i ) जो अपने मूल संवर्ग या विभाग में नियमित आधार पर सदृश पद धारण किए हों, अथवा
(ii ) जिन्होंने अपने मूल संवर्ग या विभाग में 12000-16500 रुपए या समकक्ष वेतनमान में पद पर नियमित आधार पर नियुक्ति के बाद पांच वर्ष की सेवा की हो; और
( ख) जो कॉलम 8 में सीधी भर्ती के लिए विहित शैक्षिक अर्हताएं और अनुभव रखते हों।
2. बाह्य आवेदकों के साथ - साथ 12000-16500 रुपए के वेतनमान में ग्रेड में पांच वर्ष की नियमित सेवा वाले और किसी मान्यताप्राप्त विश्वविद्यालय से समाजशास्त्र अथवा सामाजिक नृविज्ञान में स्नातकोत्तर डिग्री धारक अथवा समकक्ष विभागीय सहायक महारजिस्ट्रार ( सामाजिक अध्ययन ) भी नियुक्ति के लिए विचार किए जाने के पात्र होंगे। यदि उनका पद पर नियुक्ति के लिए चयन हो जाता है तो इसे प्रोन्नति द्वारा भरा हुआ माना जाएगा ।
टिप्पणी 1 केन्द्रीय सरकार के उसी या किसी अन्य संगठन /विभाग में इस नियुक्ति से तुरंत पहले धारित किसी अन्य संवर्ग- बाह्य पद पर प्रतिनियुक्ति की अवधि ( अल्पकालिक संविदा सहित ) की अवधि सामान्यतः तीन वर्ष से अधिक नहीं होगी ।
टिप्पणी 2 : प्रतिनियुक्ति ( अल्पकालिक संविदा सहित ) द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन पत्र प्राप्त होने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होनी चाहिए ।

675 hereby makes the following rules régulating the method of recruitment to the post of Deputy Registrar General (Social Studies) in theOffice of the Registrar General , India, namely:-
1. Short title and commencement ( 1 ) These rules may be called the Office ofthe Registrar General,. India, DeputyRegistrarGeneral (Social Studies ) Group 'A' Post Recruitment Rules , 2008.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number ofpost, classification and scale of pay The number of the said post, its classification and the scale ofpay attachedthereto shall be as specified in Columns (2) to (4) of the Schedule armexed to these rules.
3. Method of recruitment , age limit , educational qualifications , etc. The method of recruitment to the said post, age limit , educational qualifications and other matters relating to the said post shall be as specified in columns (5) to (14) ofthe said Schedule.
4. Disqualification . No person ,-
(i) who has entered into or contracted a marriage with a person , having a spouse living, or
(i) who, having a spouse living, has entered into or contracted a marriage with any person ,
shallbe eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of these rules.
5. Power to relax. Where the Central Government is of the opinion that it is necessary or expedient so to do , it may,by order and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons .
6. Saving. Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes, the Other Backward Classes, the Ex- servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time inthis regard.

उक्त पद पर नियुक्ति का पात्र नहीं होगा:

(ii ) जनगणना जन्म - मृत्यु सांख्यिकी और जनसांख्यिकीय आंकड़ों के विश्लेषण के क्षेत्रों में आयोजना और सैम्पल सर्वेक्षण कराने में दस वर्ष का अनुभव ।

In exercise of the powers conferred by the proviso to article 309 of the Constitution , and in supersession of the office of the Registrar General , India, and ex -officio Census Commissioner for India (Assistant Registrar General , India) Recruitment Rules, 1983 , except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post ofAssistant Registrar General (Demography) in the office ofthe Registrar General , India, namely:-
1. Short title and commencement.( 1) These rules may be called the Office ofthe Registrar General ,. India, Assistant Registrar General (Demography) Group ' A' Post Recruitment Rules, 2008.
(2) They shall come into force on the date of their publication in the OfficialGazette.
2. Numberofport , its classification, and the scale of pay.-The number of post, its classification and the scale of pay attached thereto, shall be as specified in Columns (2) to (4) of the Schedule annexed to these rules .
3. Method of recruitment, age limit , educational qualifications etc. The method of recruitment age limit, educational qualifications and other matters relating to the said post shall be as specified in columns (5) to ( 14) ofthe said Schedule.
4. Disqualification. No person,
(a) who has entered into or contracted a marriage with a person, having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shallbe eligible for appointment to the said post:
Provided that the Central Government may , if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule.
5. Power to relax-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service Commission; relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required tobe provided for the Scheduled Castes, the Scheduled Tribes , Backward Classes, the Ex- servicemen and Other special categories ofpersons in accordance with the orders issued by the Central Government from time to time in this regard.

सा. का. नि. 143.- राष्ट्रपति संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, भू-विज्ञान मंत्रालय के अधीन भारत मौसम विज्ञान विभाग में ज्येष्ठ निजी सचिव के पद पर भर्ती की पद्धत्ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-
है । 1. संक्षिपत नाम और प्रारंभ ( 1 ) इन नियमों का संक्षिप्त नाम भारत मौसम विज्ञान विभाग , ज्येष्ठ निजी सचिव भर्ती नियम , 2008 (2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद संख्या , वर्गीकरण और वेतनमान, उक्त पद की संख्या , उसका वर्गीकरण और उसका वेतनमान वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट है । 3. भर्ती की पद्धति , आयु- सीमा अर्हताएं आदि-उक्त पद पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें ये होंगी जो उक्त अनुसूची के स्तम्भ ( 5 ) से स्तंभ ( 14 ) में विनिर्दिष्ट हैं ।
4. आरंभिक गठन खण्ड आदेश सं. 32013 ( एस.पी.ए. )/ 2/2004 - ई । तारीख 17-8-2005 के द्वारा ज्येष्ठ निजी सचिव ( 7500-12000 ) के पद पर नियुक्त पदधारी इन भर्ती नियमों के अधीन उक्त पद पर नियुक्त किए गए समझे जाएंगे ।
5. निरर्हता. वह व्यक्ति,-
( क ) जिसने ऐसे व्यक्ति से, जिसका पत्ति या जिसकी पत्नी जीवित है , विवाह किया है ; या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है;
उक्त पद पर नियुक्ति का पात्र नहीं होगाः
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह , ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेंगी ।
6. शिथिल करने की शक्ति जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके तथा वह संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी । 7. व्यावृत्तिः- इन नियमों की कोई बात , ऐसे आरक्षण , आयु- सीमा में छूट और अन्य रियायती पर प्रभाव नहीं डालेंगी , जिनका कंन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

सा. का. नि. 145.-राष्ट्रपति संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और केन्द्रीय मात्स्यिकी नाविक और इंजीनियरी प्रशिक्षण संस्थान , कोचीन ( वरिष्ठ प्रशासनिक अधिकारी ) भर्ती नियम , 1985 , केन्द्रीय मात्स्यिकी माविक और इंजीनियरी संस्थान ( प्रशासनिक अधिकारी ) भर्ती नियम , 1990 , केंद्रीय मात्स्यिकी नाविक और इंजीनियरी प्रशिक्षण संस्थान , कोचीन ( वरिष्ठ अधीक्षक ) भर्ती नियम, 1990 और केन्द्रीय मौन उद्योग परिपालन संस्थान ( वर्ग 3 और वर्ग 4 पद ) भर्ती नियम , 1968 को, जहां तक उनका संबंध अधीक्षक और अधीक्षक ( भंडार ) के पद से है , उन बातों के सिवाय अधिक्रांत करते हुए , जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, कृषि मंत्रालय , पशु पालन, डेयरी और मत्स्यपालन विभाग के अधीन केन्द्रीय मात्स्यिकी नाविक और इंजीनियरी प्रशिक्षण संस्थान , कोचीन में ज्येष्ठ प्रशासनिक अधिकारी , प्रशासनिक अधिकारी और कार्यालय अधीक्षक के पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं , अर्थात्
1. संक्षिप्त नाम और प्रारंभ ( 1 ) इन नियमों का संक्षिप्त नाम केन्द्रीय मात्स्यिकी नाविक और इंजीनियरी प्रशिक्षण संस्थान , कोचीन , ज्येष्ठ प्रशासनिक अधिकारी , प्रशासनिक अधिकारी और कार्यालय अधीक्षक भर्ती नियम , 2008 है ।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद संख्या , वर्गीकरण और वेतनमान उक्त पदों की संख्या , उनका वर्गीकरण और उनका वेतनमान वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ (4 ) में विनिर्दिष्ट हैं ।
3. धर्ती की पद्धति, आयु सीमा , अर्हताएं आदि. -उक्त पदों पर भर्ती की पद्धति, आयु सीमा , अर्हताएं और उनसे संबंधित अन्य बातें थे होंगी जो उक्त अनुसूची के स्तम्भ ( 5 ) से ( 14 ) में विनिर्दिष्ट हैं ।
4. निरर्हता.- वह व्यक्ति,-
(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है; या
(ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है;
उक्त पदों में से किसी पर नियुक्ति का पात्र नहीं होगाः
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह , ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 5. शिथिल करने की शक्ति- जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेंगी ।
6. व्यावृत्ति.-इन नियमों की कोई बात , ऐसे आरक्षणों, आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

Recruitment Rules, 1990. Central Institute of Fisheries, Nautical and Engineering Training (Sonder Süperteneri Teorient Rules, 1990 andCentral Institute ofFisheries Operatives (Class III and Cihet IV posts ) Recruitment Rulia, 1966, insofar as they relate to the posts of Superintendent and Superintendent (Stores ), except as respects things done or omitted to be donebefore such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Senior Administrative Officer , Administrative Offloor and Office Superintendent in the Central Institute of Fisheries, Nautical and Engineering Training, Cochin under the Ministry of Agriculture, Department ofAnimal Husbandry, Dairying and Fisheries, namely :
1. Short title and commencement (1 ) These rules may be called theCaninal Institute of Fisheries, Nautical and Engineering Training, Cochin, Senior Administrative Officer , Administrative Officer and Office Superintendent Recruitment Rules,2008.
(2) They stutt come into force on the date of their publication in the Official Gazette. f
2. Number ofposts, clasification and scale of pay. The number of the posts , their classification and the stale ofpay attached thereto, shall be as specified in Columns (2 ) to (4) ofthe Schedule annexed to these rules.
3.Method ofrecruitment, age limit and other qualifications, etc. The method oftecruftment, ige linh, qualification and other matters relating thereto shall be specified in columns (5) to ( 14) ofthe said Schodule.
4. Diequalification -No person,-
.. (1) who has entered into or contracted a marriage with a person having a spouse living or
(ii) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds för 90 doing, exempt any person from the operation of these rule.
5. Powerto relax.---Where the Central Government is ofthe opinion that it is necessary or expedient so to do , it may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service Coismitalon relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. Nothing in these rules shall affect reservation , relmation ofage limitand other concessions required tobe provided for the Scheduled Castes , the Scheduled Tribes, the Other Backward Classes, the Exusarvioson and other special categories ofpersons in accordance with the orders issued by the Central Government from time to time in this regard

Note:The Departmental Officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appoint- ment on deputation . Similarly, deputationist shall not be eligible for consideration for appoint- ment by promo-tion.
(Period of deputation. including period of deputation in another ex- cadre post beld immediatelyproceding this appointment in the same or some other Organi- zation or Department of the Central Government shall ordinarily not exceed three years .The maximum age limit for appointment on deputation shall be not excoeding 56 years as on the closing date of the receipt ofapplications).
