स्त्र.का.नि . 151.- राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, विधि और न्याय मंत्रालय , विधि कार्य विभाग , आय- कर अपील प्राधिकरण में पुस्तकालय अध्यक्ष के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं , अर्थात्
2008है । 1. संक्षिप्त नाम और प्रारंभ (1 ) इस नियमों का संक्षिप्त नाम आय- कर अपील प्राधिकरण ( पुस्तकालय अध्यक्ष ) भर्तीनियम, (2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद- संख्या, वर्गीकरण और वेतनमान - उक्त पद की संख्या , उसका वर्गीकरण और उसका वेतनमान वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तंथ 2 से स्तंभ 4 में विनिर्दिष्ट हैं ।
3. भर्ती की पद्धति , आयु सीमा , अहंताएं आदि. उक्त पद पर भर्ती की पद्धति , आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ 5 से स्तंभ 14 में विनिर्दिष्ट हैं ।
4. निरहंता, यह व्यक्ति,-
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है , या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

[PART II- SEC . 3( 1) ] उक्त पदों में से किसी पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेंगी ।
5. शिथिल करने की शक्ति. जहां कंन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, बहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।
6. व्यावृत्ति. इन नियमों की कोई बात, ऐसे आरक्षण , आयु - सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों , अनुसूचित जनजातियां, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

जनजातियों के अभ्यर्थियों की दशा में तब शिथिल की जा सकती हैं जब चयन के किसी प्रक्रम पर कर्मचारी चयन आयोग की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यर्थियों के पर्याप्त संख्या में उपलब्ध होने की संभावना नहीं है ।
प्रोन्नति/प्रतिनियुक्ति/ आमेलन द्वारा भर्ती की दशा में वे श्रेणियां जिनसे प्रोन्नति/ प्रतिनियुक्ति/आमेलन किया जाएगा
भर्ती की पद्धति : भर्ती सीधे होगी या प्रोन्नति द्वारा या प्रतिनियुक्ति/आमेलन द्वारा तथा विभिन्न पद्धतियों द्वारा भरी जाने वाली रिक्तियों की प्रतिशतता

प्रतिनियुक्ति/आमेलन द्वारा : केंद्रीय सरकार/राज्य सरकारों के अधीन ऐसे अधिकारी- प्रतिनियुक्ति/ आमेलन द्वारा , जिनके न हो सकने पर सीधी भर्ती द्वारा ।
(क) ( i ) जिन्होंने नियमित आधार पर सदृश पद धारण किया हुआ है ; या
( ii ) जिन्होंने 4000-6000 रुपए या समतुल्य के वेतनमान में पांच वर्ष नियमित सेवा
हो;या
( iii ) जिन्होंने 3050-4590 रुपए या समतुल्य के वेतनमान में तेरह वर्ष नियमित सेवा कीहो; और
(ख) जो स्तंभ 8 के अधीन सीधी भर्ती के लिए विहित किए गए अनुभव और शैक्षिक अहंताएं रखते हों ।
( प्रतिनिमुक्ति की अवधि, जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाध्य पद पर प्रतिनियुक्ति की अवधि है , स्मधारणतया तीन वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति पर नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी । )

G. S.R. 151.-- In exercise of the powers conferred by the proviso to article 309 of the Constitution , the President hereby makes the following rules regulating the method of recruitment to the post of Librarian in the Income Tax Appellate Tribunal, Department of Legal Affairs , Ministry of Law and Justice, namely:-
1. Short title and commencement :--- (1 ) These rules may be called the Income Tax Appellate Tribunal (Librarian) Recruitment Rules , 2008.
(2) They shall come into force on the date oftheir publication in the Official Gazette .
2. Number of posts, classification and scale of pay. The number ofthe said post , its classification and the scale ofpay attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules .
3. Method of recruitment, age limit , qualifications , etc.-The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns 5 to 14 of the said Schedule .
4.Disqualifications . No person,
(a) who has entered into or contracted a marriage with a person having a spouse living: or
(b) who having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointinent to any of the said posts:
Provided that the Central Government may , if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule.
5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing , relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. Nothing in these rules shall aflect reservations , relaxation of age limit and other concessions required tobe provided for the Scheduled Castes , the Scheduled Tribes , Ex -servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard .

सा.का.नि. 152. भारत के राजपत्र , असाधारण भाग II , खंड 3 , उपखंड ( 1 ) में 16-7-2007 को प्रकाशित दिनांक 13-4-2007 की अधिसूचना में आंशिक संशोधन करते हुए और रेल मंत्रालय ( रेलवे बोर्ड ) को प्रदत्त शक्तियों का प्रयोग करते हुए रेलवे सूचना प्रणाली केंद्र ( क्रिस ) जो कि 1860 के सोसायटी पंजीकरण अधिनियम , XXI के अंतर्गत पंजीकृत एक स्वायत्त सोसायटी है , में प्रबंध निदेशक के पद के लिए एतद्वारा निम्नलिखित भर्ती नियम बनाए जाते हैं ।
1. संक्षिप्त नाम और प्रारंभ (क) ये नियम " प्रबंध निदेशक , रेलवे सूचना प्रणाली केंद्र ( क्रिस ) के पद के लिए भर्ती नियम 2007 " कहलाएंगे ।
(ख ) ये नियम सरकारी राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद की संख्या.-पद की संख्या एक होगी ।
3. प्रबंध निदेशक/क्रिस का वेतनमान, 24050-650-26000 रु. ( केंद्रीय मंहगाई भत्ता सहित )
4. भर्ती की विधि ( क) प्रबंध निदेशकः क्रिस का पद चयन प्रक्रिया द्वारा भरा जाएगा ।
(ख ) जब भी प्रबंध निदेशक/ क्रिस का पद भरने के लिए चयन प्रक्रिया शुरू की जाएगी , रेल मंत्रालय कार्मिक एवं प्रशिक्षण विभाग की सहमति से एक खोज एवं चयन समिति का गठन करेगा । खोज एवं चयन समिति में रेलवे बोर्ड का एक सदस्य ( जैसे सदस्य यातायात ) , कार्मिक एवं प्रशिक्षण विभाग से उपयुक्त ग्रेड का एक प्रतिनिधि जैसे सचित्र ग्तर और रेलवे से इतर संगत क्षेत्र उदाहरण के लिए सूचना प्रौद्योगिकी का कम से कम एक प्रतिष्ठित विशेषज्ञ भी अनिवार्य रूप से शामिल होगा । समिति प्राथमिकता का क्रम दशत्ति हुए दो व्यक्तियों के नामों की सिफारिश करेगी । रेल मंत्रालय में प्रबंध निदेशक क्रिस के पद पर नियुक्ति किए जाने से पूर्व खोज एवं चयन समिति की सिफारिश को मंत्रिमंडल की नियुक्ति सभित्ति का पूर्व अनुमोदन अपेक्षित होगा ।
( ग) खोज एवं चयन समिति द्वारा संस्तुत पैनल एक वर्ष के लिए वैध होगा । यदि एक वर्ष के भीतर पैनल में से कोई नियुक्ति नहीं की जाती है , तो नया चैनल बनाने के लिए एक नई समिति का गठन किया जाएगा । ऐसी समिति में पहले के पैनल में संस्तुत व्यक्तियों के नाम पर भी विचार किया जा सकता है ।
5. पात्रता.-रेलवे अधिकारियों के लिए प्रबंध निदेशक/क्रिस का पद प्रतिनियुक्ति या आयेलन के आधार पर तथा अन्यों के लिए आमेलन आधार पर भरा जाएगा । भारत सरकार की सेवाओं के वे अधिकारी जो 22400-24500/- रु. के वेतनमान में अपर सचिव के रैंक पर हो तथा संबंधित क्षेत्र में पर्याप्त अनुभव रखते हैं , आवेदन करने के पात्र होंगे ।
हो, होगी । 6. नियुक्ति की अवधि नियुक्ति की अवधि 5 वर्ष या अधिकारी की आयु 60 वर्ष पूरा होने तक या अधिवर्षिता तक, 'जो भी पहले 7) आयु सीमा... (1 ) न्यूनतम 55 वर्ष

४. अर्हता.-अधिकारी 22400-24500 रु. के ग्रेड में होने चाहिए । किसी अधिकारी द्वारा विभिन्न नियुक्तियों विशेषकर चुनौतीपूर्ण पदों पर प्राप्त किए गए अनुभव, सूचना प्रौद्योगिकी प्रणाली का डिजाइन , विकास और कार्यान्वयन सहित उसके तकनीकी और व्यावसायिक प्रदर्शन को चयन प्रक्रिया के दौरान उपयुक्त महत्व प्रदान किया जाएगा ।
9. कार्यावधि का विस्तार-प्रबंध निदेशक/क्रिस की कार्यावधि के विस्तार को अनुमोदन प्रदान करने का प्राधिकार मंत्रिमंडलीय नियुक्ति समिति (ए सी सी ) के पास होगा ।
10, अतिरिक्त कार्यभार सौंपना. प्रबंध निदेशक/क्रिस को अतिरिक्त कार्यभार सौंपने का प्राधिकार मंत्रिमंहीलीय नियुक्ति समिति (एसी सी) के पास होगा ।
11. अनुशासनिक नियम, अतिनियुक्धि शतों पर नियुक्त प्रबंध निदेशक/क्रिस के पद पर पदधारी रेल सेवक (अनुशासन एवं अपील) नियम, 1968 और रेल सेवा ( आचरण ) नियम, 1966 द्वारा शासित होगा । यदि प्रबंध निदेशक क्रिस की नियुक्ति स्थायी आमेलन आधार पर होती है, तो वह सम्मय- समय पर यथा- संशोधित दिनांक 1-7-1986 के संगम-ज्ञापन, नियम तथा विनियम और उप विधि में अंतर्विष्ट क्रिस के संबंद्ध नियमों द्वारा शास्ति होगा ।
12. शिथिल/आशोधन करने की शक्ति-इन नियमों को शिथिल आशोधित करने का प्राधिकार केंद्र सरकार के पास होगा ।

G.S.R. 152. in partial modification ofNotification dated 13-4-2007 published on 16-7-2007 in Gazette of India Extraordinary Part II, Section - 3 , Sub -section (i) and in exercise of the powers conferred on the Ministry of Railways (Railway Board) the following Recruitment Rules are hereby made for the post of Managing Director, Centre for Railway information Systems , an Autonomous Society registered under the Societies Registration Act , XXI of 1860.
1. Short title and commencement:
(a) These rules may be called the "Recruitment Rules for the post ofManaging Director ( MD) , Centre for. Railway Information Systems (CRIS) , 2007, "
b) These rules shall come into force on the date of their publication in the Official Gazette.
2. Number of post-The number ofpost shall be one.
3. PayScale of MD/CRIS-Rs. 24050-650-26000 (with Central DA)
4.Method of recruitment
(a) The post of MD/ CRIS shall be filled by the method of Selection.
(b) The Ministry of Railways shall constitute a Search-cum -Selection Committee with the concurrence of theDepartment of Personnel and Training whenever a selection process is initiated for filling up the post ofMD/CRIS , The Search-cum- Selection Committee shall include one Member of the Railway Board (viz. Member Traffic) , one representative of the Department of Personnel and Training of appropriate grade viz. Secretary level and would also mandatorily include at least one Expert ofeminence from outside Railway from the relevant field e.g. Information Technology.The Committee shall recommend names of two persons in order ofpreference. The recommendation of the Search -cum- selection committee shall require the prior approval of the Appointments Committee of the Cabinet before appointment to the post of MD/CRIS is made by the Ministry of Railways .
(c) The panel recommended by the Search-cum-Selection Committee shall be valid for one year . Ifno selection is made from the panel within a period of one year , then a fresh committee willbe constituted to prepare a fresh panel . Such a committee may also consider the names of persons recommended in the earlierpanel.
5.Eligibility
The post ofMD/CRIS shall be filled up on deputation or on absorption basis for Railway officers and for others willbe on absorption basis. Officers from Government of India Services ofthe rank of Additional Secretary in the pay scale ofRs.22400-24500 with adequate experience in the relevant field would be eligibletoapply.
6. Period ofappointment. The period of appointment shall be 5 years or till the officer attains the age of60 years or superannuation , whichever is earlier.
7.Agelimit ( i) Minimum55 years
(ii) Not more than 57 years as on the date ofoccurrence of the vacancy of MD/CRIS.

iii ) The age of superannuation is 60 years .
8. Qualifications . The officer should be in the grade of Rs.22400-24500. Relevant experience gained by an officer in different assignments particularly in challenging positions, his technical and professional exposure including Design Development , and Implementation of I. I. system would be given due weightage during the selection process .
9. Extension of tenure . The authority for approval of extension of tonure ofMD /CRIS will vest with the ACC.
10) Entrusting additional charge . The authority for entrusting additional charge of MD/ CRIS will vest with theACC.
11. Disciplinary Rutes . The incumbent of the post of MD/ CRIS appointed on deputation terms shall be covered under the Railway Servants ( Discipline and Appeals) Rules 1968 and Railway Services (Conduct ) Rules, 1966, In case ofMD/CRIS appointed on permanent absorption basis , he shall be governed by the relevant rules of CRIS contained in the Memorandum of Association , Rules and Regulations and Bye Laws dated 1-7-1986 as amended from time to time.
12. Powers to relax/ modify. The authority for relaxing/ modifying these Rules shall vest with the Central Government,

1. (i) इस नियमों का संक्षिप्त नाम आर्थिक और सांख्यिकी निदेशालय , आंकड़ा प्रविष्ठि प्रचालक श्रेणी " ड् " भर्ती ( संशोधन ) नियम , 2008 है ।
(i ) ये राजपत्र में प्रकाशन की तारीख से प्रवृत्त होंगे ।
2. आर्थिक और सांख्यिकी निदेशालय , आंकड़ा प्रविष्ठि प्रचालक श्रेणी " ड " भर्ती नियम, 2002 की अनुसूची के स्तम्भ ।। के शीर्षक में " पद " शब्द के स्थान पर " रिक्तियां " शब्द रखे जाएंगे ।

G.S.R. 153. In exercise of the powers conferred by the proviso to article 309 of the Constitution , the President hereby makes the following rules to amend the Directorate of Economics and Statistics, Data Entry Operator Grade "F", Recruitment Rules, 2002 , namely:
1. (1 ) These rules may be called the Directorate of Economics and Statistics Data Entry Operator Grade "E " Recruitment (Amendment ) Rules , 2008.
(2) They shall come into force on the date of their publication in the Official Gazette .
2. In the Scheduleto the Directorate of Economics and Statistics, Data Entry Operator Grade "E ", Recruitment Rules, 2002, in Column 11 , in Column heading , for the words " Posts " , the word, " Vacancies " shall be substituted.
