( परीक्षा ) /सी.पी.टी./दिसम्बर/ 2008--चार्टर्ड एकाउन्टैन्ट्स रेगूलेशन 1988 के रेगूलेशन 22 के अनुसार, दि कांसिल ऑफ दि इंस्टीट्यूट ऑफ चार्टर्ड एकाउन्टैच्ट्स ऑफ इण्डिया को अधिसूचना जारी करने में प्रसन्नता है कि सामान्य प्रवीणता परीक्षा की परीक्षा रविवार, 14 दिसम्बर, 2008 को दो सत्रों में निम्नलिखित केन्द्रों पर होगी , बशर्ते कि प्रत्येक केन्द्र में परीक्षा के लिये पर्याप्त संख्या में परीक्षार्थी निवेदन करते हैं:--

विदेशों में स्थित परीक्षा केन्द:-

परिषद अपने विशेषाधिकार के अन्तर्गत किसी भी परीक्षाकेन्द्र को किसी भी समय बिना कोई कारण दिये रद्द कर सकती है ।
सामान्य प्रवीणता परीक्षा की परीक्षा के लिये आवेदन पत्र, जो कि सूचना विवरणिका में संलग्न है 6 अक्टूबर, 2008 से उपलब्ध होंगे , जो कि दि इंस्टीट्यूट ऑफ चार्टर्ड एकाउन्टेन्टस ऑफ इण्डिया के वरिष्ठ संयुक्त सचिव ( परीक्षा) के इन्द्रप्रस्थ मार्ग, आईसीएआई भवन, नई दिल्ली-110002 स्थित कार्यालय से 400/- रूपये (रू ० 300/- परीक्षा शुल्क व रू0 100 /- आवेदन पत्र व सूचना विवरणिका हेतु) प्रति आवेदन पत्र भुगतान करने पर मिल सकता है । सूचना विवरणिका जिसमें सामान्य प्रवीणता परीक्षा (सी.पी.टी. ) का आवेदन पत्र भी है में परीक्षा शुल्क भी सम्मिलित है, अतः आवेदन पत्र जमा करने के समय कोई अन्य शुल्क की आवश्यकता नहीं हैं । सूचना विवरणिका जिसमें आवेदन पत्र भी संलग्न है इंस्टीट्यूट के रीजनल और ब्रांचो के कार्यालयों में भी उपलब्ध हैं और नगद भुगतान करने पर 6 अक्टूबर, 2008 से प्राप्त किये जा सकते हैं । पूर्ण रूप से भरे हुये आवेदन पत्र 27 अक्टूबर, 2008 तक स्वीकार किये जायेगें व 27 अक्टूबर, 2008 के बाद आवेदन पत्र किसी भाः परिस्थिति में स्वीकार नहीं किये जायेगें ।
सामान्य प्रवीणता परीक्षा का पूर्ण रूप से भरा हुआ आवेदन पत्र स्वयं आकर भी इंन्स्टीट्यूट के नई दिल्ली कार्यालय व विकेन्द्रित कार्यालयों मुम्बई, कोलकाता , चैन्नई, कानपुर, अहमदाबाद, बंगलौर, हैदराबाद, जयपुर एवं पूना में 27 अक्टूबर, 2008 तक जमा कराया जा सकता है । इन नगरों में रहने बाले परीक्षार्थियों को इस सुविधा का फायदा उठाने की सलाह दी जाती है । यह भी सूचित किया जाता है कि आवेदन पत्र 27 अक्टूबर, 2008 के बाद विलम्ब शुल्क के साथ स्वीकार करने की कोई सुविधा उपलब्ध नहीं है ।
प्रश्नपत्र पत्रिका की भाषा:-
सामान्य प्रवीणता परीक्षा वस्तुनिष्ठ परीक्षा होगी । उम्मीदवारों को उत्तर हिन्दी माध्यम की प्रश्न पत्र पत्रिका द्वारा भी देने की सुविधा दी जाती है । विस्तृत जानकारी विवरणिका में उपलब्ध है । सामान्य प्रवीणता परीक्षा (सी.पी.टी. ) केवलं उन्हीं परीक्षार्थियों के लिए जो पहले से इस परीक्षा के लिये दि इंस्टीट्यूट आफ चार्टड एकाउन्टेन्टस ऑफ इण्डिया में 1 अक्टूबर, 2008 या इससे पहले रजिस्टर्ड हैं व योग्यता सम्बंधी आवश्यकताओं को पूर्ण करते हैं । 8988

ऑनलाइन सी.पी.टी. :-
उपरोक्त परीक्षा के अलावा यह भी सूचित किया जाता है कि इंस्टीट्यूट की काउंसिल ने तय किया है कि सामान्य प्रवीणतः परीक्षा (सी.पी.टी.) दिसम्बर, 2008 ऑनलाइन परीक्षा देने के इच्छुक परीक्षार्थियों के लिए, ऑनलाइन नी परीक्षण रूप में उपलब्ध होगी ऑनलाइन सी.पी.टी. परीक्षा 7 दिसम्बर, 2008 को अष्ठमदाबाद , नई दिल्ली / नई दिल्ली, कानपुर, कोलकाता, मुम्बई, जयपुर, हैदराबाद और पूना केन्द्रों में ही केवल उपलब्ध होगी इन शहरों से ऑनलाईन परीक्षा देने के इच्छुक परिक्षार्थियों को आवेदन पत्र अनलाइन http://icaiexam.icai.org पर भरना होगा । एक बार चुना गया विकल्प ही आखिर नानी जन्एग एवं किसी भी परिस्थिति में परीक्षा के माध्यम (ऑनलाईन / पेपर, ऐसिल माध्यम ) में बदलाव नहीं किया जाएगा ।
सी. पोटी परीक्षा अॅलाइ देने के इच्छुक परीक्षार्थी ऑनलाइन आवेदन पत्र फार्म आवश्यक शुल्क के साथ भरें एच ऑनलाइन परीक्षा फार्म भरने की सुविधा प्रातः १० बजे, 6 अक्टूबर, 2008 से सांय 5.30 बजे, 27 अक्टूबर, 2008 तक उपलब्ध रहेगी । ऑनलाईन परीक्षा प्रवेश के लिए कोई भी आवेदन 27 अक्टूबर, 2008 के बाद केली भी परिस्थिति में स्वीकार नही किया जाएग्न ।
यह भी सूचित किया जाता है किसी भी छात्र को जिराने की ऑनलाईन परीक्षा माध्यग चुना है , उसे दिनांक 14 दिसम्बर , 2008 को होने वाली पेगर/ पेसिल माध्यन की परीक्षा से भी परीक्षा देने का अधिकार इंस्टीयूट के पास सुरक्षित होना जो कि किसी भी शहर में हुई ऑनलाईन परीक्षा की परिस्थिति व उस केन्द्र पर सीटो की उपलब्ध र निर्भर करेगा । सी.पी.टी. ऑनलाईन दिनांक 7 दिसम्बर, 2008 की परीक्षा देने का माध्यम केवल नेज होगा ।
यदि किसी विशेष शहर में ऑनलाईन सी.पी.टी. परीक्षा में बैठने वाले परीक्षार्थियों की संख्या , उस शहर में उपलब्ध ऑनलाईन परीक्षा के लिए आरक्षित सीटों से अधिक होगी तो अतिरिक्त परीक्षार्थियों को उनके द्वारा धुने गये शहर के किसी को परोक्षा केन्द्र से 14 दिसम्बर, 2008 को केवल पेपर/ पेंसिल माध्यम रो परीक्षा में बैठने दिया जाएगा ! 7 दिसम्बर, 2008 को होने वाली ऑनलाइन सी.पी.टी. परीक्षा के लिए आवश्यक योग्यतः 14 दिसम्बर, 2008 के पेपर / पेंसिल माध्यः। परीक्षा में बैठ रहे परीक्षार्थियों के समान ही होगी ।

हैक कप से पूरी करन के लिए निर्धारित गरीक्षा तथा रेस्ट पास करेगा :
8. परिवीक्षाधीन कर्मचारियों के वेतन को विनियमित करनाः संगठन में परियोजावीन सबंधित प्रावधानों के अनुरूप उसी प्रकार लानु संगे जैस प्रकार अनुसूची में विनिर्दिष्ट केन्द्र सरकार के अधीन पदो के सदनरूय यजर निगुनत कर्मचारिसी के मामले में होते है । 9. सेवा का प्रारम्भः- इन नियमो उसी दिन से शुरू हो * जिस दिन से यह नियुक्ति जिरी द्वारा बनाए गए स्थान तथा समय पर पहुंचकर कहेतु अपने को प्रस्तुत करता है बशर्त कि यह पुवोह्न का कायभार ग्रहण करता है अन्यथः उसकी सेवा दुसरे दिन रो आरम्भ होगी ।
10. त्याग पत्र एवं सेवा की समाप्तिः इन विनियम में शामिल सभी निथनो द्वारा कोई नी कर्मचारी शादे स्थायी है तो तीन नात आलिखि नांडिस तथा अन्य मामलों ने एक माह का लिखित नोटिस अपने कार्यालय के प्रभारी अधिकारी या कार्यालय प्रमुख के मामले में अपने से बड़े अधिकारी को देगा तथा नियमित अधिकारी द्वारा नोटिरा स्वीकृत होने तक न तो सेवा छोड़ सकता है न ही कार्य करना बन्द कर सकता है ।
(2) शादी कर्मचारी सेवाएं किसी वर्ग संदर्भ में उसके कुरा धारित स्थायी एम समाप्त किए जाने पर अथवा किसी वर्ग या सवर्ग में पड़ो की संख्या कम किए जाने पर कर्मचारी द्वारा धारित यद व नियुक्ति करने वाले सक्षम प्राधिकारी द्वारा तीन महीने का नोटिस अथवा उसके बदले में वेतन देकर समाप्त की जा सकती है परन्तु इस शक्ति का प्रयोग केन्द्रीय बोर्ड अथा आयुक्त के अनुमोदन से किया जाएगा जहां नियुक्ति प्रशिकारी केन्द्रीय बोर्ड अथवा अत्युक्त, जैसी भी मामला हो, नहीं है :
(3): उप-तिनियमों के उपबन्धों (1 ) स्वं 12 में किसी बात के होते हुए भी किसी कर्मचारी को चिकित्सा बोर्ड द्वारा उसे संगम में संक जारी रखने के लिए स्थायी तौर पर अक्षम होने का प्रमाणपत्र दिए जाने पर नियुक्ति प्राधिकारी कर्मचारी को एक माह का नोटिस देकर अथवा उराके बदले में एक माह का वेतन एवं भत्ते देकर उसकी सेवाएं समाप्त कर राकता है ।
11. स्थानान्तरण का दायित्व संगठनका कोई भी कर्मचारी जिसका वेतनमान केन्द्र रारकार के अंतर्गत समूह 'क' अथवा समुह 'ख' वाजपत्रित) के वेतन के समकक्ष हो, भारत मे संगतन के किसी भी कार्यालय में स्थानान्तरित किया जा सकता है ।
(2) समधन के किसी भी कर्मचारी की जो कन्द्र सरकार के अंतर्गत समूह 'अ' गराजाणंत्रता के उतनमान में है तथा समूह 'न' एवं रामूह 'घ' के कर्मचारी को जनक संबंदित शेत्रों में, जहां रो निद्ववत हों, कहीं भी नियुक्त किया जा सकता है । 8992

18 संगठन के कर्मचारियों पर नियुक्तियां, वेतन, छुट्टी, पेंशन ग्रेच्यूटी, सामान्य मविष्य निधि इत्यादि से संबंधित नियमों को लागू करना: नियुक्तियां वेतन छुट्टी पेशन ग्रेच्यूटी, सामान्य भविष्य निधि तथा सेया की अन्य शतों के नामले में, जिनके लिए कोई प्रावधान नही है या इन विनियमों में अपयांप्त प्रावधान किया गया है तो अनुसूची में सल्लिखित केन्दीय सिविल सेना के नियम आवश्यक परिवर्तन सहित संगठन के कर्मचारियों पर उसी प्रकार लागू होने जैसे कि अनुसूची में विनिर्दिष्ट केन्द्र सरकार के कर्मचारियों की समान श्रेणियों पर लागू होते हैं परन्तु केन्द्रीय बोर्ड केन्द्र सरकार के अनुमोदन से अपवाद या संशोधन, यदि कोई हो तो. कर सकता है ।
19 (क) वरिष्ठता.-
संगठन के कर्मचारियों को चरिष्ठद निधारण से संबंधित भामलों में कर्मचारी भविष्य निधि रखाफ (वारेष्ठता निर्धारण विनियम, 1989 से आधशासित होगें ।

PART III-- SEC , 4 Applications for admission to Cummon Proficiency Test is required to be made on the relevant prescribed form as contained in the Information Brochure , which maybe obtained from the Sr. Joint Secretary ( Examinations ) , The Institute of Chartered Accountants of india , ICAJ Bhawan , Indraprastha Marg, New Delhi 110 002 on payment of Rs . 400/-( Rs.300/- towards examination fees and Rs . 100/- towards cost of application form and information brochure) per application form . Since the cost of Information brochure containing Common Proficiency Test application form includes the examination fee no separate fee is required to be remitted at the time of submitting the filled in application form. The Information brochure containing Common Proficiency Test application form will also be available in the Regional and Branch Offices of the Institute and can be obtained there from on cash payment on or from 6thOctober , 2008 .
Common Proficiency Test application forms duly filled in may be sent so as to reach the Sr. Joint Secretary ( Examinations ) at New Delhi not later than 27th October , 2008. Applications received after 27th October, 2008 shall not be entertained under any circumstances . Applications duly filled in will be received by hand delivery at the offices of Institute at New Delhi and at the Decentralised Offices of the Institute at Mumbai , Chennai , Kolkata , Kanpur Ahmedabad , Bangalore , Hyderabad . Jaipur and Pune upto 27th October , 2008 Candidates residing in these cities are advised to take advantage of this facility . It may be noted that there is no provision for acceptance of application forms after 27th October , 2008 with late fee .
QUESTION PAPER BOOKLET LANGUAGE:
Common Proficiency Test will be an objective type multiple choice questions based examination . Candidates will be allowed to opt for Hindi medium Question Paper Booklet for answering the questions. Detailed information will be found given in the Information brochure.
Common Proficiency Test ( CPT ) is open only to those students who are already registered with the Institute of Chartered Accountants of India for the said course on or before 1st October, 2008 and fulfill the requisite eligibility conditions .
ONLINE CPT:
Apartfrom the above , it is also hereby notified that the Council of the Institute has decided to hold the Common Proficiency Test ( CPT ) December , 2008 Online on an experimental basis for the candidates who would be willing to take the Test Online The Online CPT will be conducted on 7th December , 2008 at Ahmedabad , Bangalore . Chennai , Delhi New Delhi , Kanpur, Kolkata , Mumbai , Jaipur , Hyderabad . Nagpur and Pune ONLY Candidates intending to appear in Online CPT from the above cilies will be required to fill up examination form Online at http://icaiexam.icai.org and option once exercised shall be treated as final and no changeto Paper - Pencil mode Test wili be allowed at a later stage under any circumstances.
The candidates intending to take the CPT Online Test shall be required to fill in the Online examination application form with requisite fees and the facility for Online filling up of examination form would be made available between 10.00 hours on 6th October, 2008 and 17.30 hours on 27th October, 2008. No application for admission to Online Test shall be accepted after 27th October , 2008 under any circumstances.
In case the number of candidates opting for taking CPT Online in a particular city is more than the availability of seats for Online Test in that particular city , such excess candidates shall be allowed to appear ONLY in the Paper-Pencil mode Test to be held on 14th December , 2008 from one of the centres in the respective city apted for by such candidates The eligibility requirement for appearing in the Online CPTto be held on 7th December , 2008 shall be the same as applicable to candidates taking the Paper- Pencil mode Test on 14th December, 2008 .
It is also nolified that the Institute deserves the right to permit a candidate who has opted for Online Test to appear in the Paper- Pencil mode Test on 14th December 2008 depending on the conduct of Online CPT in the said city opted and/ or availability of seats in the centre etc. The medium of Test for Online CPT to be held on 7th December , 2008 would be ENGLISH only

EPF/TILI In exercise of the powers contened by Sub- sechon ( 7 ) of Section SD of the Employees Provident Fund & liscellaneous Provisions Act . 2952119 of 1952 ) and in supersession of the Employees Provident Fund ( Staff and Conditions of Service ) Regulations . 1962, except as respects things done or omitted to be done before such supersession. the Central Board hereby makes the following regulations for the conditions of service of the officers and employees of the Board . namely - -
1. Short title and commencement . ( 1 ) These regulations may be called the Employees ' Providem Fund ( Officers and Employees Conditions of Services , Regulations . 2008 .
( 2 ) They shall come into force on the date of their publication in the Official Gazette 2. Definitions . In these regulations , unless the context otherwise requires,
( a ) "Act " means the Employees' Provident Funds and Miscellaneous Provisions Act . 1952 ( 19 of 1952) .
( b ) "Board" means the Central Board of Trustees constituted under section 5A of the Act. ( c ) " Commissioner " means the Central Provident Fund Commissioner , an Additional Central Provident Fund Commissioner or a Regional provident Fund Commissioner appointed under sub - section ( 1 ) and ( 3 ) of Section 5D of the Act:
( d ) "Committee means the Executive Committee constituted under section 544 of the Act:
( e ) " employee" means a person appointed against a sanctioned post in the Organization and includes officers appointed under sub - sections ( 1 ) and (3 ) of section SD of the ACL
( f) "Organisation " means the Employees' Provident Fund Organisation :
(g ) "Post" means a post under the Organization :

7. Probation ; - th Every emplace appomed to a post either by direct recruitmem or by promotion shall be on probation on such period as may be provided in the relevan recruitment rules prescribed for various posts .
Provided that the appointing authority may , if considered necessary so to do extend the period of probation of an employee ordinarily for not more than one year and for special reasons, for more than one year Ful te employee shall , in any case , be kept on probation for a total period exceeding four years any post .
Provided further that any deciston for extension ot probation shall be taken ordinaries within eight weeks aiter expiny the previous probation period and such decision shall he communicated in writing to the concerned employee together with reasons for so long within the said period :

(3 ) During the period of probation or any extension thereof, every employee who is direct recruit shall be required to pass such examination and tests as may be prescribed for Naisiacions compiccione p انالأن
8. Regulation of Pay of Probationers . - Drawal of pay and increments by persons appointed on probation to the posts in the Organisation shall be regulated by the relevant provisions contained in the Fundamental Rules and Supplementary Rules as are applicable to persons similarly appointed to corresponding categories of posts under the Central Government specified in Schedule [ []
9. Commencement of Service , The Service of an employee shall commence from the working day on which an employee reports for duty on being appointed to a post in the Organisation, at the place and time intimated to him by the appointing authority, provided that he reports for duty in the forenoon , otherwise his service shall commence trom the next working day.
( 1 ) An employee shall not leave or 10. Resignation and termination of Service .
discontinue his service without giving, where he is a permanem employee, three montir's notice , and in any other case, one month's notice in writing or his intention to do so . to the officer - in - charge of his office or in the case of the Head of an office, to the next superior officer . and until the notice so given is accepted by the appointing authority .
(2) The services of a permanent employee may be terminated on the abolition of the permanent post held by him in a class or cadre , or reduction in the number of posts in a class or cadre, by the authority competent to make appoimmem to the post which the employee holds on giving three month's notice or pay in lieu thereof, provided that this power shall be exercised , where the appointing authority is not the Central Board or the Commissioner as the case may be, with the approval of the Central Board or the Commissioner.
(3 ) Notwithstanding anything contained in sub - regulations ( 1 ) and ( 2 ), the services of an employce may be terminated by the appointing authority after giving the employee one month's notice or pay plus allowances in lieu thereof, on his being certified by Medical Board to be permanently incapacitated for further service in the organisation
11. Liability for Transfer : - ( 1 ) Every employee of the Organisarion carrying a scale of pay equivalent to the scale of pay of any group A or group B ( Gazetted ) post under the Central Government shall be liable to serve anywhere in India in any office of the Organisation .
( 2) Every employee of the Organisation carrying a scale of pay of a group B ( Non- Gazetted) post under the Central Government and group C and D employees shall be liable to serve anywhere in the respective regions in which they are appointed:

14. Protection of rights and privileges conferred by and law or agreement: Nothing these regulation shall operate to deprive any employee of any right or privilege to which he i entitled
a ) by or under any law for the time being in force. or
(b ) by the terms of any agreement subsisting between such person and the Fomployees' Provident Fund Organisation
15. Provident Fund . The provident fund admissible to the employees of the Organisation shall be governed by the Employees' Provident Fund Organisation (Statf Contributory Prunidem Fund : Regulations . 1960 .
16. Classification , control and appeal . The employees of the Organization shall be governed by the Employees' Provident Fund ( Classification , Control and Appeal) Rules . 1971
17. Disqualification . - No person ---
(a ) who has entered into or contracted a marriage with a person having spouse living . Di ( b ) who , having a spouse living, has entered into or comracted a marriage with any person,
shalt be eligible for appointment in the Organization:
Provided that the Central Board may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage or that there are other grounds for so doing . exempt any person from the operation of these regulations .
18. Applicability of rules relating to appointments , pay, leave , pension, gratuity . General Provident Funds , etc. , to employees of the Organisation. In respect of the matters relating to appointments . pay, leave , pension , gratuity. General Provident Fund and other conditions of service for which no provision or insufficient provision has been made in these regulations , the Central Civil Services rules as set out in Schedule I , shall apply mutatis mutandis , to the employees of the Organisation , as applicable to the corresponding categories of Central Government employees specified in Schedule III , subject to such modifications or exceptions if any , as the Central Board may, with the approval of the Central Government. specify.
19. Seniority. - In the matter of fixation of seniority , the employees of the Organization shall be governed by the Employees ' Provident Fund Staff (Fixarion of Seniority ) Regulations , 1989
20. Medical facilities . The employees of the Organisation shall be entitled to such medicał facilities as may be laid down in the guidelines by the Central Board from time to time.

26. Declaration to be made by an employee . Every employee to whom these regulations apply shall make the following detlaration
