सा.का. नि. 200.-राष्ट्रपति , संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और जल संसाधन मंत्रालय ज्येष्ठ विश्लेषक ( कार्य अध्ययन ) और कनिष्ठ विश्लेषक ( कार्य अध्ययन ) भर्ती नियम , 1997 को, जहां तक उनका संबंध कनिष्ठ विश्लेषक (कार्य अध्ययन ) के पद से है, उन बातों के सिवाय अधिक्रांत करते हुए , जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है, या करने का लोप किया गया है, जल संसाधन मंत्रालय में कनिष्ठ विश्लेषक ( कार्य अध्ययन ) के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनात्ती हैं, अर्थात्
1. संक्षिप्त नाम और प्रारम्भ ( 1 ) इन नियमों का संक्षिप्त नाम जल संसाधन मंत्रालय , कनिष्ठ विश्लेषक ( कार्य अध्ययन ) (समूह ' ख' ) भर्ती नियम , 2008 है ।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद- संख्या , वर्गीकरण और वेतनमान: उक्त पद की संख्या, उसका वर्गीकरण और उसका वेतनमान वह होगा , जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ 2 से स्तंभ 4 में विनिर्दिष्ट हैं ।
3. भर्ती की पद्धति, आयु सीमा , अहंताएं आदि. उक्त पद पर भर्ती को पद्धति , आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ 5 से स्तंभ 14 में विनिर्दिष्ट हैं ।

4. निरर्हता, वह व्यक्ति-

(PART II- SLC.3 (i ) ] ( क ) जिसने ऐसे व्यक्ति से , जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है : य
( ख) जिसने अपने पति चा अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है.
उक्त पदों में से किसी पर नियुक्ति का पात्र नहीं होगा :
परन्तु र्गाद केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार तो कह किसी व्यक्ति को इस नियम अर्तन में छूट दे सकेंगी । 5. शिथिल करने की शक्ति जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जा कारण हैं उन्हें लेखबद्ध करकं तथा संघ लोक सेवा आयोग में प्रगगर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाचत , आदेश द्वारा शिथिल कर सकेंगी ।
6. व्यावृत्ति : इन नियमों की कोई बात, एम आण, आयु सीमा में छूट और अन्य रिचागना सरकार द्वारा इस संबंध में सम्य सभय पर निकाले गए आदेशां के अनुसार अनुसूचित जातियों, अनुर्मा विशेष प्रन्वर्ग को व्यक्तियों के लिए उपबंध करना अपेक्षित है । पर प्रभात्र नहीं डालेंगी, जिनका कंन्द्रीय जनजतियों, भूतपूर्व सैनिकों और अन्य पत्रां की मंग्या वर्गीकरण

(क) ( i ) जिन्होंने मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किया हुआ है ; या
( ii ) जिन्होंने मूल काडर या विभाग में 5500-9000 रुपए या समतुल्य के वेतनमान में नियमित आधार पर नियुक्ति के पश्चात् उस श्रेणी में तीन वर्ष सेवा की हो; या
( iii ) जिन्होंने मूल काडर या विभाग में 4500-7000/5000-8000 रुपए या समतुल्य के वेतनमान में नियमित आधार पर नियुक्ति के पश्चात् उस श्रेणी में आठ वर्ष सेवा कीहो; और
( ख ) जो निम्नलिखित शैक्षिक अर्हताएं और अनुभव रखते हों :-
( i ) किसी मान्यताप्राप्त विश्वविद्यालय से स्नातक उपाधि या समतुल्य ;
(ii) जिन्होंने सचिवालय प्रशिक्षण और प्रबंध संस्थान या रक्षा कार्य अध्ययन संस्थान का उच्च प्रबन्ध सेवा पाठ्यक्रम या किसी अन्य मान्यताप्राप्त संस्थान से समतुल्य प्रशिक्षण सफलतापूर्वक पूरा कर लिया है, या
जिनके पास कार्य अध्ययन या संगठन और पद्धति या विश्लेषण या सांख्यिकी या संक्रिया अनुसंधान और अन्य प्रबंध अनुसंधान तकनीकी के उपयोजन में दो वर्ष का अनुभव है; या
जिन्होंने सचिवालय प्रशिक्षण और प्रबंध संस्थान का बुनियादी प्रबंध सेवा पाठ्यक्रम या किसी अन्य मान्यताप्राप्त संस्थान से समतुल्य प्रशिक्षण सफलतापूर्वक पूरा कर लिया है और जिनके पास कार्य अध्ययन संगठन और पद्धति या विश्लेषण या सांख्यिकी या संक्रिया अनुसंधान और अन्य प्रबंध अनुसंधान तकनीकी के उपयोजन में एक वर्ष का अनुभव है ।
टिप्पण 1 : 5500-9000 रुपए के वेतनमान में ऐसे विभागीय अनुसंधान सहायक पर, जिन्होंने उस श्रेणी में तीन वर्ष नियमित सेवा की है , भी विचार किया जाएगा और उसके पद पर नियुक्ति के लिए चयन किए जाने की दशा में वह पद प्रोन्नति द्वारा भरा गया समझा जाएगा ।
टिप्पण 2 : पोषक प्रर्वग के ऐसे विभागीय अधिकारी , जो प्रोन्नति की सीधी पंक्तिमें
हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विधार किए जाने के पात्र नहीं होंगे । टिप्पण 3 : प्रतिनियुक्ति ( जिसके अंतर्गत अल्पकालिक संविदा मी है ) की अवधि, जिसके अन्तर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन विभाग में इस नियुक्तिसे ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है , साधारणतया तीन वर्ष से अधिक नहीं होगी ।
टिप्पण 4 : प्रतिनियुक्ति ( जिसके अंतर्गत अल्पकालिक संविदा भी है ) पर नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी ।
यदि विभागीय प्रोन्नति समिति है , तो उसकी संरचना
भर्ती करने में किन परिस्थितियों में संघ लोक सेवा आयोग से परामर्श किया जाएगा

In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of AMinistry of Water Resources Scuver Analyst ( Work Study ) and Junior Analyst (Work Study ) Recruiunem Rules, 1997 , in so for as they relate to the post of Jerior Analyst ( Work Study ) in the Ministry of Water Resources except as respects thugs done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the post of Junior Analyst ( Work Study ) in the Ministry of Water Resources , namely:---
These rules may be called the Ministry of Water Resources Junior 1. Short title and commencement ---
Analyst (Work Study ) 1 Group ' B ' ) Recruinnent Rules. 2008 .
( 2 ) They shall come into force on the das their publication in the Official Gazette.
2. Number of post . classification and scale of pas . The number of the said pust , its classification and scales of pay attached thereto shall be as specified in colunurs 2 to 4 of the Schedule annexedto these rules .
3. Method of recruitment, age-limit , qualifications ete.-The method of recruitment , age- limit , quahtications and other matters relating to the said post shall be asspecified in columns 5 1014 of the id schedule

Note2: Departmental officers in the feeder category who are in direct line ofpromotion will not be eligible for cosideration for appointment on deputation. Similarly, deputationist shall not be eligible for consideration for appointment by promotion.
Note 3: Period ofdeputation ( including short -term contract ) including period ofdeputation in another ex -cadre post held immediately preceding thisappointment in the same or some other organisation or Department ofthe Central Government shall ordinarily not exceed three years .

सा.का.नि. 201,-- राष्ट्रपति, संविधान के अनुन्दर 3019 के परंतुक द्वारा प्रदत्त शक्तियों कः प्रयोग करते हुए और केंद्रीय भूमिगत जल बोर्ड ( समूह ' ग ' और समूह ' घ' पत्र ) भर्ती नियम , 19 :। का . जहां तक उनका संबंध अवर श्रेणी लिपिक के पद से है, उन चातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमाण से पूर्व किया गया है , या करने का लोप किया गया है , जल संसाधन मंत्रालय , केंद्रीय भूमिगत जल बोर्ड मैं अन्वर श्रेणी लिपिक के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनानी है , अर्थात् :-
1. संक्षिप्त नाम और प्रारम्भ ( 1 ) इन नियमं का संक्षिप्त नाम जल संसाधन मंत्रालय केंद्रीय भूमिगत जन्न बोतं, अवर श्रेणी लिपिक भर्ती नियम, 2008 है ।
( 2 ) नं राजपत्र में उनके प्रकाशन कोको प्रवृत होंगे ।
2. पद -संख्या , वर्गीकरण और वेतनमान से उपान्नद्ध अनुसूची के संध ( 2 ) से स्तंभ (4 ) में विनिर्ना पद की संख्या , उसका वर्गीकरण और का चंदनमान वह होगा, जो इन नियमों 3. भर्ती की पद्धति, आयु सीमा , अर्हताएं आदि उक्त पद पर भर्ती की पद्धति. आयू नाम अहंताएं और उस्स्सं संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के म्तंभ ( 5 ) से स्तंभ में विनिर्दिष्ट हैं ।
4. निरहंता वह व्यक्ति.

(ख) जिसने अपने पति या अपनी पत्नी कहते हुए किसी व्यक्ति से विवाहवि
उक्त पदों में में किमी पर नियुक्ति का पत्र नहीं हाग' ;
परंतु चदि कन्द्रीय सरकार का यह समाधान ऐसा विवाह ऐसे व्यक्ति और अन्य पक्षकार को लाग स्वीय विधि के अर्धी अनुजंय है ओ एसा करने के लिए अन्य अभयावह किसी व्यक्ति को इस नियमांन छुट दे सकेंगी । 5. शिथिल करने की शक्ति जहां कन्द्रीय को यह राय है कि ऐसा करना आवश्य कारण है उन्हें लेखवद्ध करकं इन नियमों के किसी उधवसी वर्ग या प्रवर्ग के व्यक्तियों की समाचार है , वहां वह उसके लिए जो दश द्वारा शिथिल कर सकेंगी । 6. व्यावृत्रि: इन नियमों की कोई बात आयु सीमा में छूट और अन्य रियायत नहीं डालेंगी, जिनका कंन्द्रीय सरकार द्वारा इस संबंध में गय- समय पर निकाल के अनुसार अनुसूचित जातियों, अन्यजातियों पूर्व सैनिकों और अन्य विशेष प्रवर्ग के लिए उपबंध करना अप

में अभ्यर्थियों से आवेदन प्राप्त करने के लिए नियत की गई अंतिम तारीख होगी । ( न कि वह अंतिम तारीख जो असम, मेघालय , अरुणाचल 'प्रदेश , मिजोरम , मणिपुर, नागालैण्ड , त्रिपुरा , सिक्किम , जम्मू- कश्मीर राज्य के लद्दाख खंड, हिमाचल प्रदेश के लाहोल और स्पीति जिले तथा चम्बा जिले के पांगी उपखंड , अंदमान और निकोबार द्वीप या लक्षद्वीप के अभ्यर्थियों के लिए विहित की गई है । )
टिप्पण 2 : रोजगार कार्यालयों के
माध्यम से की जाने वाली नियुक्ति की दशा में, आयु- सीमा अवधारित करने के लिए निर्णायक तारीख वह ऑतम तारीख होगी जिस पर रोजगार कार्यालयों से नाम भेजने के लिए कहा गया है ।
परिवीक्षा की अवधि, यदि कोई हो सीधे भर्ती किए जाने वाले व्यक्तियों के लिए अपेक्षित शैक्षिक और अन्य अहर्ताएं
सीधे भर्ती किए जाने वाले व्यक्तियों के लिए विहित आयु और शैक्षिक अर्हताएं प्रोन्नत व्यक्तियों की दशा में लागू होंगी या नहीं

85 प्रतिशत सीधी भर्ती द्वाराः 15 प्रतिशत प्रोन्नति
प्रोन्नति : केंद्रीय भूमिगत बल बोर्ड के ऐसे समूह ' घ' ( अनुसचिवीय ) कर्मचारियों और स्तंभ ( 8 ) के अधीन सीधी भर्ती के लिए निहित की गई शैक्षिक अर्हताएं रखने बालों में से , निम्नलिखित रीति में :-
( i ) पांच प्रतिशत ज्येष्ठता- सह - उपयुक्तता के आधार पर, जिन्होंने उस श्रेणी में आठ वर्ष नियमित सेवा की है; और
(ii ) दस प्रतिशत केंद्रीय भूमिगत जल बोर्ड द्वारा संचालित विभागीय प्रतियोगी परीक्षा के माध्यम से, जिन्होंने उस श्रेणी में पांच वर्ष नियमित्त सेवा की है ।

G.S.R. 201. --In exercise of the powers conferred by the proviso to artig . 3 of the Constitution and in supersession of the Central Ground Water Band ferup C and Group "D" posts ) Retiment Rules , 1971. iuso for as it related to the post of Lower Division Clerk , except asrespects things done or omitted here done before such supersession, thePresident hereby makes the following rules to regulate the method of recruitment to fe post of Lower Division Clerk theMinistry of Water Resources , Cental Ground Was Board, namely:-
1. Short title and commencement - in hese rules may be called the Moon Water Resources , Central Ground Water Board,Lower Division Clerk Recruitment Rules , 2008 .
