निर्देश सं. एनएचबी. एचएफसी. निर्देश.26/सीएमडी/2008.- राष्ट्रीय आवास बैंक सार्वजनिक हित में आवश्यक समझते हुए राष्ट्रीय आवास बैंक अधिनियम, 1987 ( 53/1987 ) की धाराओं 30ए और 31 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और इस बारे में कार्रवाई करने के लिए समर्थ करने वाली सभी शक्तियों के अन्तर्गत एतद्वारा निर्देश देता है कि आवास वित्त 1--429 G1/2008

राज्य में निम्नलिखित क्षेत्रों में चंमांकित व्यक्तियों के परिवारों पर लागू किए जाएंगे , अथर्थातः

कम्पनी । रा. आ.चैत्र। निर्देश 2001 प्रभावसेधित किये जाते हैं . यथा

अधिनियम के उक्त प्रावधान जिन क्षेत्रों में पहले ही लागू किए जा चुके हैं उनको छोड़कर गंजाम जिले में बहरमपुर की म्यूनिसिपल सीमाओं के क्षेत्र इसमें शामिल है तथा

1. आवास विक्त कंपनी बैंक निर्देश हर्षक विवरणी) में विवरणी प्रस्तुत करने के लिए " पनिहत. अनुच्छेद । के स्थान पर निम्नलिखित प्रस्थापित किया जाना

सं. एन -15/13/14/ 12. 2005- यो एवं वि ( 2 ) कर्मचारी राज्य बीमा सामान्य विनियम-1950 के विनियम 95-क के साथ पठित कर्मचारी राज्य बीमा अधिनियम 1948 1948 का 34 ) की धारा -46 ( 2 ) द्वारा प्रदत्त शक्तियों के अनुसरण में महानिदेशक ने 1.12. 2008 ऐसी तारीख के रूप में निश्चित की है जिसने उक्त विनियम- 95- क तथा तमिलनाडु राज्य बीमा नियम -1954 में निर्दिष्ट चिकित्सा हितलाभ तमिलनाडु राज्य में निम्नलिखित क्षेत्रों में चीमांकित व्यक्तियों के परिवारों पर लागू किए जाएंगे, अर्थात्:---

प्रदेश कर्मचारी राज्य बीमा नियम 1977 में निर्दिष्ट चिकित्सा हितलाभ हिमाचल प्रदेश राज्य में निम्नलिखित क्षेत्रों में बीमांकित व्यक्तियों के परिवारों पर लागू किए जाएंगे, अर्थात्:--

1 . जिला मंडी के अन्तर्गत आने वाले औद्योगिक क्षेत्र मंडी ( हदबस्त सं. - 366 ) तथा समीपवर्ती क्षेत्र रत्ती ( हदबस्त सं. - 193 ) , नेर चौक ( हबदस्त सं. - 222 ) भंगरोटू ( हदबस्त सं. - 221 ) चक्कर एवं गुटकर ( हदबस्त सं.- 208 )

2. जिला उना के अन्तर्गत आने वाले औद्योगिक क्षेत्र गगरेट ( हदबस्त सं.- 140) एंव वाथरी ( हदबस्त सं. - 476)

सं. यू-16/53/99 चि. - 2( गुजरात ) कर्मचारी राज्य बीमा ( साधारण ) विनियम 1950 के विनियम 105 के अधीन निगम की शक्तियां महानिदेशक को प्रदान करने के संबंध में कर्मचारी राज्य बीमा निगम की दिनांक 25 अप्रैल , 1951 को हुई बैठक में पारित किए गए संकल्प के अनुसरण में तथा महानिदेशक के आदेश संख्या 1024 ( जी ) दिनांक 23.5.1983 द्वारा ये शक्तियां आगे मुझे सौंपी जाने पर मैं इसके द्वारा निम्नलिखित डॉक्टर को मानकों के अनुसार देय पारिश्रमिक पर कार्यग्रहण की तिथि से एक वर्ष के लिए पूर्णकालिक चिकित्सा निर्देशी के कार्यग्रहण करने तक, जो भी पूर्व हो , को वरिष्ठ राज्य चिकित्सा आयुक्त, गुजरात द्वारा निर्धारित क्षेत्र के लिए बीमाकृत व्यक्तियों की स्वास्थ्य परीक्षा करने तथा मूल प्रमाण पत्र की सत्यता संदिग्ध होने पर उन्हें आगे प्रमाण पत्र जारी करने के प्रयोजन के लिए चिकित्सा अधिकारी के रूप में कार्य करने के प्राधिकृत करता हूं: --

संख्या: ए-12(11 ) 8/2000- स्था. 1 : कर्मचारी राज्य बीमा अधिनियम , 1948 (1948 का 34) की धारा 97 की उप धारा (1 ) और उप धारा (2) के खण्ड (xxi ) और उप धारा (2क) और धारा 17 की उप धारा (2 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए तथा कर्मचारी राज्य बीमा निगम ( भर्ती)विनियम, 1965 एवम् कर्मचारी राज्य बीमा निगम ( भर्ती) संशोधन विनियम , 1970 का अधिक्रमण करते हुए , ऐसे अधिक्रमण से पूर्व किए गए अथवा करने से रह गये कार्यों के अलावा कर्मचारी राज्य बीमा निगम एतद्वारा कर्मचारी राज्य बीमा निगम में सहायक बीमांकक के पद पर भर्ती प्रक्रिया को विनियमित करने हेतु निम्नलिखित विनियम बनाता है, अर्थात्: -

1. संक्षिप्त नाम और प्रारम्भ :-

(1) ये विनियम कर्मचारी राज्य बीमा निगम ( सहायक बीमांकक) भर्ती विनियम , 2008 कहे जायेंगे ।

(2) ये शासकीय राजपत्र में इनके प्रकाशन की तारीख से लागू होंगे ।

2. पदों की संख्या , वर्गीकरण एवं वेतनमान:-

पदों की संख्या , उनका वर्गीकरण और उनसे सम्बद्ध वेतनमान इन विनियमों के साथ संलग्न अनुसूची के कॉलम 2 से 4 में उल्लिखित अनुसार होंगे ।

3. भर्ती की पद्धति, आयु सीमा , अर्हताएं, आदि:-

भर्ती की पद्धति, आयु सीमा, अर्हताएं और उनसे संबंधित अन्य मामले उक्त अनुसूची के कॉलम 5 से 14 में उल्लिखित अनुसार होंगे । 270

4. निरर्हता: -

ऐसा कोई व्यक्ति,

(क) जिसने ऐसे व्यक्ति से विवाह किया है या विवाह करने का करार किया है जिसका विवाहिती जीवित है: अथवा

(ख) जिसने अपने विवाहिती के जीवित रहते हुए किसी व्यक्ति से विवाह किया है अथवा विवाह करने का करार किया है ,

उक्त पद पर नियुक्ति का पात्र नहीं होगा ।

परन्तु यदि कर्मचारी राज्य बीमा निगम के महानिदेशक इस बात से संतुष्ट हैं कि ऐसा विवाह ऐसे व्यक्ति अथवा विवाह की दूसरी पार्टी पर लागू वैयक्तिक कानून के अन्तर्गत अनुमेय है अथवा ऐसा करने के अन्य आधार भी हैं तो टे किसी व्यक्ति को इन विनियमों से छूट दे सकते हैं ।

5. ढील देने की शक्ति:-

जहाँ क.रा.बी. निगम के महानिदेशक की राय में ऐसा करना आवश्यक अथवा कालोचित है तो वे केन्द्रीय सरकार से पूर्व अनुमोदन लेने के पश्चात तत्संबंधी कारणों को लेखबद्ध करके किसी श्रेणी अथवा व्यक्तियो के वर्ग के संबंध में इन विनियमों के किसी भी उपबंध में आदेश द्वारा ढील दे सकते हैं ।

6. अवशिष्टमामले:-

इन विनियमों के उपबंधों के अधीन निगम में पदों की तदनुरूपी श्रेणी पर लागू कर्मचारी राज्य बीमा निगम ( भर्ती) विनियम , 1965 में उल्लिखित अन्य सभी विनियम और अनुदेश इन विनियमों के साथ संलग्न अनुसूची में उल्लिखित पद पर लागू होंगे ।

7 . अपवाद:-

इन विनियमों की कोई बात ऐसे आरक्षणों और अन्य रियायतों पर प्रभाव नहीं डालेगी जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर जारी किए गए आदेशों के अनुरूप अनुसूचित जाति, अनुसूचित जनजाति, पूर्व सैनिक, अन्य पिछड़ा वर्ग तथा व्यक्तियों के अन्य वर्गों के लिए उपबंध करना अपेक्षित है । भाग III--खण्ड 4 ]

संघ लोक सेवा आयोग से परामर्श आवश्यक है । केन्द्रीय सरकार/राज्य सरकार/ संघ शासित क्षेत्र/विश्वविद्यालयों/मान्यता प्राप्त अनुसंधान संस्थानों/सार्वजनिक क्षेत्र के उपक्रमों/अर्ध सरकारी /सांविधिक या स्वायत संगठन के अंतर्गत वे अधिकारी या अन्य बीमा निगम के कर्मचारी जो/जिसने: -

(क) (i ) मूल संवर्ग/विभाग में नियमित आधार पर सदृश पदधारी हो; या

(ii) मूल संवर्ग/विभाग में 8,000-13,500/- रुपये अधवा समकक्ष वेतनमान में नियमित आधार पर नियुक्ति के पश्चात उस ग्रेड में 5 वर्ष की सेवा की हो; और

(ख) निम्नलिखित शैक्षिक अर्हता तथा अनुभव रखते हों: -

अनिवार्य:-

(i ) मान्यता प्राप्त विश्वविद्यालय से डिग्री प्राप्त या समकक्ष ।

(ii ) भारतीय बीमांकन सोसायटी से सम्बद्धता

(iii ) सरकारी अथवा अर्थ सरकारी या वीमा संगठन में बीमांकन कार्य का 5 वर्ष का अनुभव ।

टिप्पणी:- 8000-13500/- रुपये के वेतनमान में 5 वर्ष की नियमित सेवा वाले विभागीय उप निदेशक(बीमांकन) पर भी प्रतिनियुक्तों के साथ विचार किया जाएगा तथा पद पर नियुक्ति के लिए उनका चयन हो जाने की स्थिति में इस पद को पदोजति द्वारा भरा माना जाएगा ।

फीडर वर्ग के विभागीय अधिकारी जो पदोचति की सीधी पंक्ति में हैं , प्रतिनियुक्ति पर नियुक्ति के

विचारार्थ पात्र नहीं होंगे । इसी प्रकार प्रतिनियुक्त पदोन्नति द्वारा नियुक्ति के विचारार्थ पात्र नहीं होंगे ।

(इस नियुक्त्ति से तत्काल पूर्व इसी या केन्द्र सरकार के अन्य किसी संगठन/विभाग में अन्य बाह्य - संवर्ग पद पर प्रतिनियुक्ति की अवधि (आई.एस.टी.सी.) सहित प्रतिनियुक्ति की अवधि (आई.एस.टी.सी.) सामान्यतः चार वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति (आई.एस.टी.सी. ) पर नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्ति की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी ।

परन्तु यदि कर्मचारी राज्य बीमा निगम के महानिदेशक इस वात से संतुष्ट हैं कि ऐसा विवाह ऐसे व्यक्ति अथवा विवाह की दूसरी पार्टी पर लागू वैयक्तिक कानून के अन्तर्गत अनुमेय है अथवा ऐस करने के अन्य आधार भी हैं तो वे किसी व्यक्ति को इन विनियमों से छूट दे सकते हैं । भाग III-खण्ड 4]

273 5. ढील देने की शक्ति:-

जहाँ क.रा.बी. निगम के महानिदेशक की राय में ऐसा करना आवश्यक अथवा कालोचित है तो वे केन्द्रीय सरकार से पूर्व अनुमोदन लेने के पश्चात तत्संबंधी कारणों को लेखबद्ध करके किसी श्रेणी अथवा व्यक्तियों के वर्ग के संबंध में इन विनियमों के किसी भी उपबंध में आदेश द्वारा ढील दे सकते हैं ।

6. अवशिष्टमामले:-

इन विनियमों के उपबंधों के अधीन निगम में पदों की तदनुरूपी श्रेणी पर लागू कर्मचारी राज्य बीमा निगम (भर्ती) विनियम, 1965 में उल्लिखित अन्य सभी विनियम और अनुदेश इन विनियमों के साथ संलग्न अनुसूची में उल्लिखित पद पर लागू होंगे ।

7. अपवाद:-

संख्या: ए-12 ( 11 ) 7/2000- स्था. 1 : कर्मचारी राज्य बीमा अधिनियम , 1948 (1948 का 34) की धारा 97 की उप धारा (1 ) और उप धारा (2) के खण्ड (xxi ) और उप धारा (2क) और धारा 17 की उप धारा ( 2) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए कर्मचारी राज्य बीमा निगम एतद्वारा कर्मचारी राज्य बीमा निगम में बीमांकक के पद पर भर्ती प्रक्रिया को विनियमित करने हेतु निम्नलिखित विनियम बनाता है, अर्थात्: -

1. संक्षिप्त नाम और प्रारम्भ: -

(1) ये विनियम कर्मचारी राज्य बीमा निगम (बीमांकक) भर्ती विनियम , 2008 कहे जायेंगे । (2) ये शासकीय राजपत्र में इनके प्रकाशन की तारीख से लागू होंगे ।

2. पदों की संख्या , वर्गीकरण एवं वेतनमान: -

भर्ती की पद्धति, आयु सीमा, अर्हताएं और उनसे संबंधित अन्य मामले उक्त अनुसूची के कॉलम 5 से 14में उल्लिखित अनुसार होंगे ।

4. निरर्हता:-

ऐसाकोई व्यक्ति,

(क) जिसने ऐसे व्यक्ति से विवाह किया है या विवाह करने का करार किया है जिसका विवाहिती जीवित है; अथवा

(ख ) जिसने अपने विवाहिती के जीवित रहते हुए किसी व्यक्ति से विवाह किया है अथवा विवाह करने का करार किया है ,

उक्त पद पर नियुक्ति का पात्र नहीं होगा ।

परन्तु यदि कर्मचारी राज्य बीमा निगम के महानिदेशक इस बात से संतुष्ट हैं कि ऐसा विवाह ऐसे व्यक्ति अथवा विवाह की दूसरी पार्टी पर लागू वैयक्तिक कानून के अन्तर्गत अनुमेय है अथवा ऐसा करने के अन्य आधार भी हैं तो वे किसी व्यक्ति को इन विनियमों से छूट दे सकते हैं ।

(क) (१ ) मूल संवर्ग/विभाग में नियमित आधार पर सदृश पदधारी हो; या

( i ) मूल संवर्ग/विभाग में 12,000-16,500/- रुपये अथवा समकक्ष वेतनमान में नियमित आधार पर

नियुक्तिके पश्चात उस ग्रेड में 5 वर्ष की सेवा की हो; अथवा

(iii) मूल संवर्ग/विभाग में 10,000-15,200/- रुपये के अथवा समकक्ष वेतनमान में नियमित आधार पर

नियुक्ति के पश्चात् उस ग्रेड में 10 वर्ष की सेवा की हो , और

(ख) निम्नलिखित शैक्षिक अर्हता तथा अनुभव रखते हों: -

अनिवार्य:-

(i ) मान्यता प्राप्तविश्वविद्यालय से डिग्री प्राप्त अथवा समकक्ष ।

( ii) भारतीय बीमांकन सोसायटी का सदस्य (फेलो) ।

( iii) सरकारी अथवा अर्ध सरकारी या बीमा संगठन में बीमा/बीमांकन कार्य का 12 वर्ष का अनुभव, जिसमें सरकार या बीमा संगठन के अंतर्गत प्रशासन में तीन वर्ष का अनुभव हो ।

ऐच्छिक: -

(i ) श्रम कानून तथा सामाजिकः बीमा में एक वर्ष का अनुभव।

टिप्पणी:- 10000-15,200/- रुपये के वेतनमान में दस वर्ष की नियमित सेवा वाले विभागीय सहायक बीमांकक पर भी प्रतिनियुक्तों के साथ विचार किया जाएगा तथा पद पर नियुक्ति के लिए उनका चयन हो जाने की स्थिति में इस पद को पदोन्नति द्वारा भरा माना जाएगा।

फीडर वर्ग के विभागीय अधिकारी जो पदोत्रति की सीधी पंक्ति में हैं , प्रतिनियुक्ति पर नियुक्ति के विचारार्थ पातः नहीं होंगे । इसी प्रकार, प्रतिनियुक्त , पदोन्नति द्वारा नियुक्ति के विचारार्थ पांत्र नहीं होगे । (इस नियुकिा से तत्काल पूर्व इसी या केन्द्र सरकार के अन्य किसी संगरून/विभाग में अन्य बाह्य- संवर्ग पद पर प्रतिनियुक्ति (आई.एस.टी.सी. ) की अवधि सहित प्रतिनियुक्ति (आई.एस.टी.सी. ) की अवधि सामान्यतः पाँच वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति ( आई.एस.टी.सी. ) पर नियुक्ति के लिए अधिकतम अन्यु सीमा आवेदन प्राप्ति की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी)

वार्षिक रिपोर्ट 2007-2008

वास्तुकला परिषद् वास्तुविद् अधिनियम अभ्धान गठित किया गया एक स्ॉविधिक निकाय है । परिषद् 31.03.2008 को मम्ाप्त वर्ष के लिए परीक्षित लेखा गणामां अपनी वार्षिक रिपोर्ट प्रस्तुत करती है ।

संगठनात्मक संरचनाः

वास्तुकला परिषद् का प्रेसीडेंट संगठन का प्रमुख हाय है जिसके पूर्ण कार्यभार के अधीन परिषद् काम करती है । सम्प्रति , प्रोफेसर विजय श्रीकृष्ण मांहांनी , परिषद के प्रसांडर ,

परिषद् में सदस्यों के रूप में निर्वाचित एवं नामित प्रतिनिधि शामिल होते हैं यथा केंद्रीय भरंकार का एक नामिर्ती , प्रत्येक राज्य सरकार तथा संघ राज्य क्षेत्र दवारा भमित एक वास्तुविद्, भारतीय वास्तुविद् संस्थान को मदस्यों में से निर्वाचित पाँच प्रतिनिधि , वास्तुविद संस्थाओं के प्रमुखों में से निर्वाचित पाँच व्यक्ति , केंद्रीय लोक निर्माण विभाग तथा सैन्य इंजीनियरिंग मेवा, रक्षा मंत्रालय तथा ग्ल मंत्रालय का गुख्य वास्तुविद् पदेन इन्स्टीट्‌यूशन ऑफ इंजीनियर्स ( इंडिया ) द्वारा अपने सदस्यों में में नामित किए गए दो व्यन्ति और भारतीय सर्वेक्षक संस्था दाग गर्न मदस्यों में से नामित किया गया एक व्यक्ति ।

परिषद् का र्गजस्ट्रार परिषद् के प्रेसीटें और नदस्यों के सामान्य पर्यवेक्षण के अधीन अन्य अधिकारियों तथा कर्मचारियों की सहायता से सभी सांविधिक कार्य करता है

परिषद् ने वास्तुकला शिक्षा और वास्तुकला व्यवसाय को विनियमित करने के प्रयोजन से वास्तुविद् अधिनयम , 1972 के उपबंधों क अधान अन्य के अलावा निम्नलिखित विनियम व्यावसायिक प्रलेख /दिशा- निर्देश विहित किए है:-

1. वाग्तुकला परिषद् विनियमावली, 19 .

2006 में संशोधित वास्तुकला परिषद वास्तुकला शिक्षा के न्यूनतम मानक ) विनियमावली , 19831

3. वास्तुकला के पूर्णकालिक 5 वींय डिग्री पाठ्यक्रम के प्रथम वर्ष में प्रवेश से संबंधित संशोधित दिशा- निर्देश । 4. डिग्री स्तर की वास्तुकला संस्थाओं में शिक्षण पदों के लिए संशोधित न्यूनतम अहंता और अनुभव ।

2003 में संशोधित वास्तुविद वांत्तक आवरण विनियमावली , 1989 ।

6. वास्तुकलात्मक व्यवहाः नबंधको गर्ने और चार्ज स्केल।

7. वास्तुकला प्रतियोगिताओं के लिए दिशा निर्देश ।

.א वास्तुकलात्मक व्यवहार वाविद् का व्यावसायिक दायित्व ।

9. वास्तुकला विद्यालयों के संकाय सदस्यों के लिए परामर्श प्रैक्टिस ।

10. स्नातकोत्तर कार्यक्रम 2006 के लिए वास्तुकलात्मक शिक्षा दिशा- निर्देशों के न्यूनतम मानक ।

11 . वास्तुकला में डाक्टर ऑफ फिलासफी ( पीएच डी ) के डिग्री के लिए दिशा-निर्देश ।

12. लोक सेवाओं में वास्तुविदों की भूमिका से संबंधित दिशा- निर्देश ।

साविधिक तथा अन्य समितियाँ:

वास्तुविद् अधिनियम और उसकं अधीन बनाए गए विनियमों के उद्देश्यों को पूरा करने के लिए, परिषद् ने सांविधिक समितियाँ गठित की है यथा कार्यकारिणी सर्भाित जी परिषद के कार्यकारी प्राधिकारी के रूप में काम करती है, अनुशासन समिति जो शिकायतों की जाँच- पड़ताल करती है और त्रास्‌त्वदों के व्यावसायिक कदाचार के संबंध में जाँच करती है; सलाहकार समिति 279 भारत का राजपत्र , जनवरी 24 , 2009 ( माघ 4, 1930)

(अपील ) जो उन आवेदकों की अपीलों की सुनवाई करती है जिनके पंजीकरण के मामले परिषद् के रजिस्ट्रार द्वारा अस्वीकार कर दिए जाते हैं ।

परिषद् और उसकी समितियों की बैठकें :

रिपोर्टाधीन वर्ष के दौरान परिषद् की दो बैठकें हुई 29 जून , 2007 को 49वीं बैठक मसूरी में और 21 दिसम्बर, 2007 को 50 वीं बैठक पोर्टब्लेयर में ।

कार्यकारिणी समिति की चार बैठकें हुई अर्थात् नई दिल्ली में 6 जून , 2007 को 90वीं, मसूरी में 28 जून , 2007 को 91 वीं, कटक में 10 सितम्बर , 2007 को 92वीं और पंचकुला में 24 अक्तूबर , 2007 को 93 वीं बैठक ।

रिपोर्टाधीन वर्ष के दौरान परिषद् द्वारा लिए गए विभिन्न निर्णयों और कार्रवाइयों का सारांश नीचे दिया जा रहा है: -

1.0 वर्ष 2006-2007 के लिए वास्तुकला परिषद् की लेखा- बहियों की परीक्षा करने हेतु लेखापरीक्षकों की नियुक्तिः परिषद् ने 29.06.2007 को हुई अपनी 49 वीं बैठक में वित्तीय वर्ष 2006-2007 के लिए परिषद् की लेखाबहियों की परीक्षा करने हेतु लेखापरीक्षक के रूप में मै. शैलेश अग्रवाल एंड एसोशिएट्स , सनदी लेखाकार , बी -91 द्वितीय तल , पंचशील विहार , शेख सराय , फेज । , नई दिल्ली 110017 की नियुक्ति की ।

इसके अतिरिक्त , परिषद् ने 21.12.2007 को हुई अपनी 50वीं बैठक में वित्तीय वर्ष 2007-2008 के लिए परिषद् की लेखाबहियों की परीक्षा करने हेतु लेखापरीक्षक के रूप में मै. शैलेश अग्रवाल एंड एसोशिएट्स , सनदी लेखाकार, बी-91 , द्वितीय तल , पंचशील विहार, शेख सराय , फेज -1, नई दिल्ली -110017 की नियुक्ति का अनुमोदन किया ।

2.0 वास्तुविद् अधिनियम , 1972 के अधीन परिषद् द्वारा रखे गए वास्तुविद् रजिस्टर में नामों को फिर से दर्ज कराना : परिषद् ने अपनी 49 वीं बैठक में 457 चूककर्ता वास्तुविदों के नामों को वास्तुविद् रजिस्टर में फिर से रखने के लिए अनुमोदन प्रदान किया । 15.11.2006 से 31.05.2007 के दौरान अपेक्षित फीस प्राप्त हो जाने के बाद इन वास्तुविदों के नाम वास्तुविद् रजिस्टर में पुनः दर्ज किए गए थे ।

परिषद् ने अपनी 50 वीं बैठक में 802 चूककर्ता वास्तुविदों के नामों को वास्तुविद् रजिस्टर में फिर से दर्ज करने का अनुमोदन प्रदान किया । 01.06.2007 से 15.11.2007 तक की अवधि के दौरान अपेक्षित फीस प्राप्त हो जाने के बाद इन वास्तुविदों के नाम वास्तुविद् रजिस्टर में पुनः दर्ज किए गए थे ।

3.0 निवेदन करने पर तथा निधन होने पर वास्तुविद् रजिस्टर से नामों को हटाया जानाः परिषद् ने अपनी 49 वीं बैठक में वास्तुविद् श्री बी. जयहरी का नाम उनकी मृत्यु होने पर वास्तुविद् रजिस्टर से हटा दिया। निम्नलिखित वास्तुविदों के नाम भी उनके द्वारा निवेदन करने पर वास्तुविद् रजिस्टर से हटा दिये गए :

परिवन्द कस्तूविद् अधिनियम की धारा के तहत वास्तुविद् के रूप में ऐसे व्यक्ति के नाम पंजीकृत करती है जो भारत में रही हो या वास्तु कला आवरता हो और जो मान्यताप्राप्त वास्तुकलानम् अर्हतः रखता हो । বর্য । अप्रैल ५०० में ।। मार्च 2008 के दौरान परिषद् ने वास्तुविदों क्रियः । इस प्रकार : १० किया गया है व्यक्तियों का पंजीकरण कक वारतुकला परिषद् में वास्तुविदों के २५ में कुल 42205 व्यक्तियों को पंजीकृत 5.0 वास्तुविद् अधिनियम , 1972 की धारा 20 का अवलंब लेनाः

परिषद् न अपनी 10वीं बैठक धाविद् अधिनियम , 1972 की धारा 20 का ग्वांच लिया और निम्मलिखित उन मस्थाओं में सरकार की मान्यता वापस लेने की सिफारिश की जिनके पास परिषद वारा विहित न्युनतम मानक नहीं थेः गवर्नमेंट कॉलेज उगमन्चर लखनऊः और

नेशनल इन्स्टीट्यूट ऑफ टेक्नोलॉजी ( गानित विश्वविद्यालय ) , पटना

इसके अतिरिक्त, पांग्षद् न अपनी 50वां बैठक में निम्नलिखित संस्थाओं वः संबंध में ध्ग वाविद् अधिनियम, 1972 की धारा 20 का अवला :

अथनागवण व्याम्म विश्वन्द्रियानपुर द्वारा प्रदत्त बी. आर्की, की डिग्री तथा भारतीय वास्तुविद् संस्थान की एसोशिएट सदस्यतः ( परोक्ष द्वाग का मान्यता सभाप्त करने के लिए परिषद् दयारा की गई सिफारिशें संबंधित राज्य सरकार और केंद्रीय सरकार के पास लॉचत हैं ।

6.0 वास्तुकला परिषद् के वाइस प्रेसीडेंट का त्यागपत्रः

परिषद् ने 29.06.2007 को हुई अपना 19 वीं बैठक में श्री विजय उप्पल दुद्वारा दिए गए वास्तुकला परिषद् के वाइस प्रमोदंत के पद से त्यागपत्र का प्रयांकार किया । श्री विजय उप्पल ने यह त्यागपत्र हिमाचल प्रदेश सरकार के मुख्य वास्तुविः के पद पर काय वः श्रधिक वाव के कारण दिया था ।

7.0 परिषद् की सदस्यता से मानित परित्यागः

नःविद अधिनियम् १७ में यह उपबंध दिया गया है कि कोई सदस्य परिषद् की राय में भवाप्न कारण के बिना परिक्रमिया साधारण बैठकों से अनुपस्थित रहता है तो यह मान लिया जाएगा कि भाग III--खण्ड 4 ]

281 उसने अपनी सीट छोड़ दी है । परिषद् ने 21.12.2007 को हुई अपनी 50 वीं बैठक में यह नोट किया चूंकि उत्तर प्रदेश सरकार के नामिती श्री जगवीर सिंह रावत और अरुणाचल प्रदेश सरकार के नामिती डावा त्सेरिंग परिषद् की गत तीन बैठकों अर्थात् 47वीं बैठक, 48वीं बैठक और 49वीं बैठक में अनुपस्थित रहे थे और उनसे अनुपस्थित की छुट्टी के लिए कोई सूचना प्राप्त नहीं हुई थी अतः यह मान लिया गया है कि श्री जगवीर सिंह और डावा त्सेरिंग ने परिषद् के सदस्य के रूप में अपनी सीटें छोड़ दी हैं ।

8.0 परिषद् के सदस्य श्री आई जे एस बक्शी और प्रकाश देशमुख को परिषद् की कार्यकारिणी समिति के सदस्य के रूप में सहयोजित करनाः

परिषद् की कार्यकारिणी समिति ने 24.10.2007 को हुई अपनी 93वीं बैठक में यह नोट किया कि श्रीमती के. राजलक्ष्मी तथा श्री आर. एल. गोयल जिन्हें कार्यकारिणी समिति के लिए चुना गया था वे अब परिषद् के सदस्य नहीं हैं और इसलिए वे अब कार्यकारिणी समिति के सदस्य भी नहीं हैं । अतः यह परम आवश्यक है कि कार्यकारिणी समिति के लिए परिषद् के दो सदस्यों को सहयोजित कर इन रिक्तियों को भरा जाए ताकि कार्यकारिणी समिति निर्बाध रूप से कार्य कर सके और उसके काम में कोई रुकावट न आए । परिणामस्वरूप परिषद् के सदस्य सर्वश्री आई जे एस बक्शी, चंडीगढ़ और प्रकाश देशमुख , पुणे को कार्यकारिणी समिति के सदस्य के रूप में सहयोजित किया गया ।

9.0 वास्तुविदों के विरुद्ध अनुशासनिक कार्रवाई:

प्रत्येक वास्तुविद् से यह अपेक्षा की जाती है कि वह 2003 में संशोधित वास्तुविद् ( वृत्तिक आचरण ) विनियमावली, 1989 के उपबंधों का पूर्णतः पालन करेगा । वास्तुविद् अधिनियम में यह व्यवस्था की गई है कि यदि किसी वास्तुविद् को जांच- पड़ताल और सुनवाई का अवसर प्रदान किए जाने के बाद वृत्तिक कदाचार का दोषी पाया जाता है तो उसके विरुद्ध कार्रवाई की जाएगी ।

रिपोर्टाधीन वर्ष के दौरान परिषद् ने 29 जून, 2007 को हुई अपनी 49 वीं बैठक में वास्तुविदों के विरुद्ध वृत्तिक कदाचार के 10 मामलों पर विचार किया । परिषद् ने 8 नई शिकायतों पर भी विचार किया और विस्तृत जांच - पड़ताल और रिपोर्ट प्रस्तुत करने के लिए 5 मामलों को अनुशासन समिति के पास भेजा ।

परिषद् ने 21.12.2007 को हुई अपनी 50वीं बैठक में वास्तुविदों के विरुद्ध वृत्तिक कदाचार के लिए 13 नई शिकायतों पर विचार किया और 5 मामलों को विस्तृत जांच- पड़ताल और रिपोर्ट प्रस्तुत करने के लिए अनुशासन समिति के पास भेजा ।

इसी बैठक में परिषद् ने अनुशासन समिति का पुनर्गठन भी किया और श्री पी. आर. दास जो कि परिषद् के सदस्य नहीं रहे हैं के स्थान पर श्री आई जे एस बक्शी को शामिल किया । अनुशासन समिति में अब श्री एन. बी. शेलर और श्री आई जे एस बक्शी शामिल हैं ।

10.0 शैक्षिक सत्र 2007-2008 में नई संस्थाओं का अनुमोदनः

रिपोर्टाधीन वर्ष के दौरान बैचलर ऑफ आर्कीटेक्चर पाठ्यक्रम प्रदान करने के लिए 4 नई संस्थाओं और एम आर्की. तथा पीएच -डी पाठ्यकम प्रदान करने हेतु एक - एक संस्था को अनुमोदन प्रदान किया गया । पहले से विद्यमान संस्थाओं में 3 नए बी. आर्की. पाठ्यक्रमों तथा 9 नए एम. आर्की. पाठ्यक्रमों को अनुमोदन प्रदान किया गया । इस प्रकार, वास्तुकला में मान्यताप्राप्त पाठ्यक्रम प्रदान करने वाली संस्थाओं की कुल संख्या 2006-2007 में 137 से बढ़कर 2007-2008 में 139 हो गई । छात्रों की वार्षिक प्रवेश संख्या पूर्वस्नातक स्तर पर 6627, स्नातकोत्तर स्तर पर 1140 और पीएच- डी स्तर पर 10 है । ;

वास्तुकला परिषद् और राष्ट्रीय वास्तुकला छात्र एसोशिएशन ( नासा ) के बीच हुए समझौते के अनुसार ' निआसा ' ने 2006 में नासा द्वारा आयोजित की गई हुडको ट्राफी प्रतियोगिता के प्रलेखन का मुद्रण एवं प्रकाशन किया ।

तीन और पुस्तकों का मुद्रण किया जा रहा है । इन पुस्तकों के डिजाइन को अंतिम रूप दे दिया गया है और पुस्तकें मुद्रण के लिए तैयार हैं ।

ट्रेडीशनल आर्कीटेक्चर - हाउस फार्म ऑफ इस्लामिक कम्युनिटी ऑफ बोहराज इन गुजरात वा. माधवी देसाई ' निआसा' उन पुस्तकों का डिजाइन भी तैयार कर रहा है जिनकी संक्षिप्त सूची राष्ट्रीय शोध- प्रबंध अवार्ड्स कार्यक्रम (फाइनल ) 2006 और 2007 के लिए तैयार की गई थी ।

ग. राष्ट्रीय वास्तुकला अभिक्षमता परीक्षा ( नाटय):

उन प्रत्याशित उम्मीदवारों के लिए जो वास्तुकला को कैरियर के रूप में अपनाने की आशा कर रहे थे , वास्तुकला में राष्ट्रीय अभिक्षमता परीक्षा ( 1 मार्च 2007 से 31.10.2007 तक ) आयोजित करने का प्रस्ताव किया गया । ' नाटा ' पूरे भारत में फैले 94 केंद्रों पर दी जा सकती थी । नाटा की 8758 परीक्षाएं आयोजित की गईं ।

' नाटा ' का संचालन करने के लिए एक सलाहकार समिति का गठन किया गया और फरवरी , 2007 में ' निआसा' पर उसकी बैठक हुई । बैठक में समिति के सदस्यों द्वारा व्यक्त किए गए विकल्पों पर विचार किया गया और उन्हें शामिल किया गया ।

घ. राष्ट्रीय शोध- प्रबंध अवार्ड्स कार्यक्रमः

वास्तुकला परिषद् ने युवा प्रतिभाशाली उम्मीदवारों को प्रोत्साहित करने के लिए पूर्व- स्नातक थीसिस परियोजनाओं हेतु एक राष्ट्रीय शोध- प्रबंध अवार्ड्स कार्यक्रम शुरू किया । वर्ष 2007 के अवार्ड कार्यकम 15 अगस्त 2007 से 2 अक्तूबर 2007 तक दो चरणों में आयोजित किए गए । आंचलिक कार्यक्रम निम्नलिखित स्थानों पर आयोजित किए गए :

1. सूरत इसका समन्वय वास्तुकला विभाग , सार्वजनिक इंजीनियरिंग तथा प्रौ‌द्योगिकी कॉलेज , सूरत ने किया । 2. कोल्हापुर इसका समन्वय एस पी एस एम बी एच वास्तुकला कॉलेज , कोल्हापुर ने किया ।

13.0 भारत सरकार द्वारा गठित किए गए छठे केंद्रीय वेतन आयोग के समक्ष प्रस्तुति के लिए केंद्रीय सरकार , राज्य सरकारों तथा सार्वजनिक क्षेत्रक वी उपक्रमों में नियोजित वास्तुविदों के लिए वास्तुकलात्मक काडर हेतु पदों एवं वेतन मानों का सुझाव देने के वास्ते उप-समितिः

वन्दना परिषद के प्रसीद ममिति का गठन किया जिसमें मिल थे. श्री आर. एल. गोयल, मुख्य वास्तुविद सेवानिवृत्त हरयाणा सरकार संयोजक के रूप में त्थ श्री डी. डी. बाकड़े , मुख्य वास्तुविद् ( एन डी भार. कां. लो. नि. वि. गधाकृष्णन . सहायक वास्तुविद्, पांडिचेरी मरकार और श्री रमेश कुमार, वरिष्ठ वास्तुविद् (प्रभारी) , भंदगान और निबार प्रशासन सदस्य के रूप में। इस उप समिति का उद्देश्य भारत सरकार दवारा गठित किए गए कर्म कसनुचित विचारार्थ एक ज्ञापन प्रन्दतन हतु केंद्रीय सरकार, राज्य सरकारों और सार्वनिक क्षेत्रक उपक्रमों में आवरत वास्तुविदों के लिए पदों और वेतनमान का मुझाव देना था । उप समिति को बैटक । जुन 200 की दिनानि परिषद् के कार्यालय में हुई और उसने रिपार्ट प्रस्तुत की । कार्यकारिणी समिति न जून 200 का दुई बैठक में रिपोर्ट पर विचार करने के बाद निर्णय लिया कि उसे छठे केंद्रीय वेतन आयोग के सचिव विना प्रेषित किया जाए । इस रिपोर्ट को सार्वजनिक मवाओं में वास्तुविदों की भूमिका के लिए दिशा निर्देश केकया गया है और उसे कार्यान्वयन अंगीकरण के लिए मर्थी संबंधित संगठनों को भेज दिया गया है ।

14.0 वास्तुकलात्मक प्रतियोगिताएं:

परिषद् ने वास्तुकलात्मक प्रतियोनिदान के लिए अपने द्वारा निर्धारित किए गए दिशा-निर्देशों का अनुपालन करते हुए अनेक प्रवर्तकों यथा भारतीय विमानपत्तन प्राधिकरण , स्वास्थ्य मंत्रालय , नवोदय वि‌द्यालय समिति तथा अन्य अनेक संगठनों का उनका परिजन सहायता की है । प्रवर्तकों और प्रतियोगियों ने प्रतियोगिताओं का संचालन करने निविष्टियों की मांग की उन्हें परिषद् उपलब्ध कराया गया । जब भी परिषद् न

15.0 वास्तुविद् की पदवी और शैली का दुरुपयोग करने से संबंधित शिकायतेंः

परिषद ने 21.12.2008. बैठक में वास्तुकला परिषद के रजिस्ट्रया को इस प्रयोजन के लिए प्राधिकृत किया कि वह निस्संनियों के विरुद्ध आपराधिक शिकायतें बजेगा जिन्होंने वास्तुविद् अधिनियम.

वास्तुकला परिषद् द्वारा प्रत्येक महीने " आर्कीटेक्वर टाइम स्पेस एंड पीपल " नामक पत्रिका निकाली जा रही है । यह पत्रिका पंजीकृत वास्तुविदों को निःशुल्क भेजी जाती रही है । इस पत्रिका में परिषद् की गतिविधियाँ, वास्तुकला व्यवसाय से संबंधित मुद्दों तथा प्रौ‌द्योगिकी की अद्यतन प्रगतियों एवं अनुप्रयुक्त नवाचारों की उपयोगी सूचना दी जाती है । सम्प्रति , इस पत्रिका का मुद्रण एवं प्रकाशन मै. लाइफ स्टाइल मीडिया , नई दिल्ली की सहायता से किया जा रहा है । परिषद् ने " डाइरेक्टरी आफ आर्कीटेक्ट्स " और " हैंडबुक ऑफ प्रोफेशनल डाकुमेंट्स 2007 " का भी प्रकाशन किया है। 17.0 राष्ट्रीय भवन ( निर्माण ) संहिताः

राष्ट्रीय भवन ( निर्माण ) संहिता में विहित की गई डिजाइन संबंधी अर्हता वास्तुविदों के लिए भेदमूलक है और इससे वास्तुकला के व्यवसाय तथा आम जनता पर प्रतिकूल प्रभाव पड़ रहा है जिन्हें अर्हताप्राप्त व्यवसायियों की सेवायें मिलनी चाहिए। परिषद् ने इसको दिल्ली उच्च न्यायालय में चुनौती दी है और अब यह मामला भारत के माननीय उच्चतम न्यायालय के विचाराधीन है ।

18.0 विश्व व्यापार संगठन में सेवाओं में व्यापार पर सामान्य करारः

वास्तुकला परिषद् अपने नोडल मानव संसाधन विकास मंत्रालय , भारत सरकार और संबंधित वाणिज्य तथा उद्योग मंत्रालय , भारत सरकार के साथ अन्योन्यक्रिया करती रही है । इसका उद्देश्य सिंगापुर तथा अन्य देशों के साथ वि. व्या. सं. और सी ई सी ए में गेट्स से संबंधित सभी मुद्दों का समन्वय करना है ताकि एक दूसरे के देशों की अर्हताओं को मान्यना देने के लिए एम आर ए किये जा सकें । वास्तुकला परिषद् के प्रेसीडेंट ने एक समिति गठित की है जिसमें संयोजक के रूप में श्री भरत सेठ और सदस्य के रूप में श्री विजय एम. पारेलकर और श्री अम्बरीश के. गुप्ता शामिल हैं । इस समिति का उद्देश्य वास्तुकला परिषद् तथा वास्तुविद् बोर्ड, सिंगापुर के प्रस्तावित प्रस्ताव- प्रारूपों को अंतिम रूप देना है ।

19.0 भानव संसाधन विकास मंत्रालय , भारत सरकार में लंबित प्रस्तावः

वास्तुविद् अधिनियम , 1972 के उपबंधों के अधीन परिषद् से यह अपेक्षा की जाती है कि वह कुछ मामले केंद्रीय सरकार के अनुमोदनार्थ भेजे । तदनुसार, मानव संसाधन विकास मंत्रालय , भारत सरकार को वास्तुविदों के पंजीकरण और पंजीकरण के नवीयन के लिए फीस संरचना के परिशोधन , वास्तुकला परिषद् ( वास्तुकला शिक्षा के न्यूनतम मानक ) नियमावली , 1983 में संशोधन और उन विभिन्न वास्तुकला विद्यालयों की अर्हताओं की मान्यता रद्द करने से संबंधित प्रस्ताव जो परिषद् के न्यूनतम मानकों के अनुसार शिक्षा प्रदान नहीं कर रहे थे , को भेजे गये । ये प्रस्ताव लंबे समय से 2800

They shall come into force on the date of their publication in the Official Gazette .

2. Number of post , classification and scale of pay The number of posts , their classification and the scale of pay attached thereto , shall be as specified in columns 2 to 4 of the Schedule annexed to these regulations .

3. The method of recruitment , age limit , qualification , etc. The method of recruitment , age limit, qualifications and other matters relating thereto shall be as specified in columns 5 to 14 of the said Schedule .

Power to relax - Where the Director General of the Employees' State Insurance Corporation is of the opinion that it is necessary or expedient to do so , he may, after taking prior approval of the Central Government , by order , for reasons to be recorded in writing , relax any of the provisions ofthese regulations , with respect to any class or category of persons.

6. Residuary matters - Subject to the provisions of these regulations , all other regulations and instructions , laid down in the Employees' State Insurance Corporation ( Recruitment ) Regulations , 1965, applicable to the corresponding category of posts in the Corporation , shall apply to the post specified in the Schedule annexed to these Regulations .

7 . Savings Nothing in these regulations shall affect reservations and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , ex - serviceman , the Other Backward Classes and other categories of persons in accordance with the orders issued by the Central Government from time to time in this regard .

The Council of Architecture , a statutory as constituted under the Architects Aet . 1972 , deems it a pleasure to presem the Annual Report and Audited statement of Accounts for the financial year ended on 31.03.2008.

Organisational Structure:

President . Council of Architechte is head of the organization under whose overall charge the Council functions . Presently Prot. Vijay Shrikristna Sohoni is the President of the Council of Architecture .

The Council consists of elected and nominated representatives as members , namely, a nominee of the Central Government , an architect nominated by cach State Government and Union Territory, five representatives elected from amongst members of the Indian Institute of Architects. five persons elected from amongst heads of architectural institutions , the Chief Architect ( ex - officio ) of Central Public Works Department and Military Engineering Services . Ministry of Defence & Ministry of Railways , two persons nominated by Institution of Engineers (India ) from among its members and one person nominated by the Institution of Surveyors of India from among its members .

The Registrar carries out all the statutory functions with the assistance of other officers and employees under the general supervision of the President and Committees of the Council .

The Council has prescribed following. Regulations , Professional Documents Guidelines under the provisions of the Architects Act , 1972 , among others . for the purpose of the regulating the Architectural Education and Architectural Profession:

1. Council of Architecture Regulations . 1982 .

2. Council of Architecture ( Minimum Standards of Architectural Education) Regulations . 1983. as amended in 2006 .

3. Revised Guidelines on Admission to the 1 year of full- time 5 year degree course in Architecture .

4. Revised Minimum Qualification and Experience for Teaching Posts in Degree Level Architectural Institutions

5. Architects Protessional Conduct. Regulations . 1989. as amended in 2003 .

6. Architectural Practice Conditions of Engagement and Scale of Charges .

7. Architectural Competitions Guidelines .

8. Architectural Practice Architeet's Professional Liability.

9. Guidelines of Consultancy Practice for the Faculty Members of the Schools of Architecture .

10. Minimum Standards of Architectural Education Guidelines for Post- iraduate Programme -2006.

11. Guidelines for Degree of Doctor of Philosophy ( Ph.D. ) in Architecture .

12. Guidelines on Role of Architects in Public Services

Statutory and Other Committees:

In order to carry out the objectiveset the Act and Regulations framed thereunder, the Council constituted the statutory committees , namely, the sectwise Committee , which functions as an Executive Authority of the Council . Disciplinary Committee which investigates the complaints and holds enquiries relating to professional misconduct of architects , Advisory Committee ( Appealsi , which hears the appeals of the applicants whose applications for registration are rejected.

Meetings of the Council and its Committees :

During the year under report , the Council met twice i.e. 49th Meeting was held on 29th June , 2007 at Mussoorie and 50th Meeting was held on 21 " December , 2007 at Portblair .

The Executive Committee met four times i.e. 90th Meeting on 6th June , 2007 at New Delhi , 91 " Meeting on 28th June , 2007 at Mussoorie , 92nd Meeting on 10th September, 2007 at Cuttack , and 93rd Meeting on 24th October, 2007 at Panchkula.

The various decisions and actions taken by the Council during the year under report are summarized as under:

1.0 APPOINTMENT OF AUDITORS FOR AUDITING BOOKS OF ACCOUNTS OF THE COUNCIL OF ARCHITECTURE FOR THE YEAR 2006-2007 AND TO FIX THE AUDIT FEE:

The Council at its 49th Meeting held on 29.06.2007 , approved the appointment M/s . Shailesh Aggarwal & Associates , Chartered Accountants , B - 91 , IInd Floor , Panchsheel Vihar , Sheikh Sarai Phase- I , New Delhi - 110017 , as an auditor for auditing books of accounts of the Council for the financial year 2006-2007.

Further , the Council at its 50th Meeting held on 21.12.2007, approved the appointment of M/s. Shailesh Aggarwal & Associates , Chartered Accountants , B - 91 , IInd Floor, Panchsheel Vihar , Sheikh Sarai Phase- 1 , New Delhi - 110017 , as an auditor for auditing books of accounts of the Council for the financial year 2007-2008 .

2.0 RESTORATION OF NAMES TO THE REGISTER OF ARCHITECTS MAINTAINED BY THE COUNCIL UNDER THE ARCHITECTS ACT , 1972 :

The Council at its 49th meeting approved the restoration of names of 457 defaulting architects , whose name were restored to the Register of Architects on receipt of requisite fee , during the period from 15.11.2006 to 31.05.2007 .

The Council at its 50th Meeting approved the restoration of names of 802 defaulting architects , whose name were restored to the Register of Architects on receipt of requisite fee , during the period from 01.06.2007 to 15.11.2007.

4.0 REGISTRATION OF ARCHITECTS :

The Council registers a person as an architect under Section 25 of the Act , who resides or carries on the profession of architecture in India and holds a recognized architectural qualification .

During the year ( 1) April. 2007 to 31 March , 2008 ) . the Council has registered 2299 persons as architects and with this as on 31 March , 2008 , a total of 42205 persons have been registered as architects with Council of Architecture.

5.0 INVOKING OF SECTION 20 OF THE ARCHITECTS ACT , 1972 :

The Council at its 49 " Meeting invoked Section 20 of the Architects Act , 1972 , and submitted its recommendations for withdrawal of recognition by Central Government in respect of the following institutions who failed to maintain the minimum standards as prescribed by the Council:

i) Government College of Architecture , Lucknow ; and

iⅱ) National Institute of Technology ( Decmed tobe University ) . Patna .

Further , the Council at its 50 " meeting invoked Section 20 of the Architects Act , 1972 in respect of following institutions :

i) Marathwada Mitra Mandal's College of Architecture . Pune : and

ii ) School of Planning & Architecture . New Delhi .

The recommendations of the Council for de - recognition of Associate Membership of Indian Institute of Architeets (By Examination ) and B.Arch . awarded by Jai Narain Vyas University . Jodhpur, are already pending with the respective State Government and Central (Government .

6.0 RESIGNATION OF VICE - PRESIDENT , COUNCIL OF ARCHITECTURE :

The Council at its 49th Meeting held on 29.06.2007 , accepted the resignation tendered by Shri Vijay Uppal from the Office of the Vice - President . Council of Architecture owingto work pressure in his office as Chief Architect , Government of Himachal Pradesh .

7.0 DEEMED VACATION OF MEMBERSHIP OF THE COUNCIL :

Section 6 ( 3 ) ( i ) of the Architects Act . 1972, provides that a member shall be deemed to have vacated his seat if he is absent without excuse, sufficient in the opinion of the Council . from three consecutive ordinary meetings of the Council . The Council at its 50 meeting held on 21.12.2007, noted that since Shri Jagvir Singh Rawat , nominee Government of Uttar Pradesh and Shri Dawa Tsering , nominee Govt of Arunachal Pradesh , were absent during the last three meetings of the Council i.e. 47th Mecting . 48 meeting and 49th Meeting and no intimation was received from them seeking leave of absence. Therefore , both Shri Jagvir Singh Rawat and Shri Dawa Tsering deemed to have vacated their seats as members of the Council .

8.0 CO- OPTING S / SHRI I.J.S. BAKSHI AND PRAKASH DESHMUKH , MEMBERS OF THE COUNCIL , AS MEMBERS OF THE EXECUTIVE COMMITTEE OF THE COUNCIL :

The Executive Committee of the Council at its 93rd Meeting held on 24.10.2007 , noted that Mrs. K. Rajalakshmi & Shri R. L. Goyal who were elected to the Executive Committee have ceased to be members of the Council and therefore also ceased to be members of the Executive Committee . It is . therefore , absolutely necessary that in order to fill these vacancies to co-op two members of the Council on the Executive Committee so that the Executive Committee could function smoothly and its work is not hampered . Therefore , S/Shri L.J.S. Bakshi , Chandigarh and Prakash Deshmukh , Pune, members of the Council , were co - opted as members of the Executive Committee .

9.0 DISCIPLINARY ACTION ON ARCHITECTS :

Each and every architect is required to observe and abide by the provisions of the Architects (Professional Conduct ) Regulations , 1989, as amended in 2003. The Act provides for taking action against an architect who is found guilty of professional misconduct upon investigation and after providing opportunity of being heard to the architect .

During the year under report , the Council at its 49th meeting held on 29th June , 2007 , considered 10 cases of professional misconduct against architects . Council also considered 8 fru a complaints and referred 5 cases to the Disciplinary Committee for detailed investigation and submitting its report .

The Council at its 50th Meeting held on 21.12.2007 considered 13 fresh complaints for professional misconduct against architects and referred 5 cases to Disciplinary Committee for detailed investigation and submitting its report .

At this meeting, the Council also re - constituted the Disciplinary Committee by including Shri L.J.S. Bakshi in place of Shri P. R. Das , who ceasedto be a member of the Council . The Disciplinary Committee is now comprised of Shri N. B. Shelar and Shri I.J.S. Bakshi .

10.0 APPROVAL OF NEW INSTITUTIONS IN THE ACADEMIC SESSION 2007-2008:

During the year under report 4 New institutions were granted approval to impart Bachelor of Architecture Courses and 1 institution each for M.Arch . & Ph.D in Architecture degree course . In the already existing institutions , 3 new B.Arch . courses & 9 new M.Arch . courses, were granted approval . With this , the total number of institutions imparting recognized courses in architecture has risen to 139 in 2007-2008 from 137 in 2006-2007 . The annual intake of students at Undergraduate (UG) levei is 6627 , Postgraduate (PG) level is 1140 and at Ph.D is 10.

11.0 EXTENSION OF APPROVAL FOR THE ACADEMIC SESSION 2007-2008 ONWARDS :

Council ofArchitecture granted extension of approval or otherwise to 122 institutions for the academic session 2007-2008 as under:

i) Institutions granted extension of approval for B.Arch . Course for 2007-2008 onwards with existing or higher intake:96.

ii) Institutions granted extension of approval for M.Arch . Course for 2007-2008 onwards with existing or higher intake: 26.

iii ) Institutions put on ' No Admission ' for 2006-2007: 5

iv) Institutions put on ' Withdrawal of recognition ' in 2007-2008: 2

The Council has also initiated the process of inspection for the academic session 2008-2009 of institutions, which are due for inspections .

C. National Aptitude Test in Architecture

National Aptitude Test in Architecture was offered to prospective candidates looking forward to take up Architecture as career from 1st March 2007 till 31st October 2007. NATA was available at 94 centers spread across India and 8758 tests were conducted for NATA.

An advisory committee for conduct of NATA was formulated and had its meeting at NIASA in February 2007. The opinions expressed by the members of committee were considered and incorporated.

D. National Thesis Awards Program .

Council of Architecture has through NIASA initiated a National Thesis Awards Program for Undergraduate thesis projects to encourage the young talent . Awards program for 2007 was conducted in two phases from 15th August 2007 to 2nd October 2007. The zonals were held at the following places .

Council of Aremtectare . constituted a Sub- Committee comprising of Shri R. 1.. Goyal , Chiet Architect (Red Gins of Haryana , as Convenor and Shri D.D. Bakde. Chief Architect (NDR ) . CP.W.D .. Shri R. Radhakrishnan . Assistant Architect . Govt. of Pondicherry and Shri R. Ramesh Kumar. Senior Architect (Incharge ) Andaman & Nicobar Administration . as Members . to suggest posts and pay - scales for Architectural Cadre for Architects employed in Central Govt. , State Governments and Public Sectors Undertakings for submitting a memorandum to the 6 " Central Pay Commission constitated by the Government of India for appropriate consideration. Sub - Committee met on 1 June , 2007, at the office of the Council at New Delhi and submitted its report . The Executive Committee at its 90 % Meeting held on 6th June , 2007 , after considering the report decided that the same be forwarded to the 6 " Central Pay Commission for appropriate consideration . This report is framed as Guidelines on Role of Architects in Public Services and has been sent to all concerned organisations for implementation adoption.

14.0 ARCHITECTURAL.COMPETITIONS :

The Council has assisted a number of promoters in the conduct of the architectural design competitions , namely , Virporis Authority of India , Ministry of Health . Navodaya Vidyalaya Samiti , and various other organizations for their projects in compliance with the architectural competitions guidelines prescribed by it . Fire guidelines and inputs required by the promoters and competitors from the Council in the conduct of the competitions were made available as and when request were received.

15.0 COMPLAINTS FOR MISUSE OF TITLE AND STYLE OF ARCHITECT :

The Council at us 50 meeting held on 21.12.2008 authorised the Registrar . Council of Architecture to file criminal complaints against following persons who have misrepresented themselves as architects or misused the title and style of architects in violation of the provisions of the Architects Act . 1972

17.0 NATIONAL BUILDING CODE :

The design competence prescribed for in National Building Code is discriminatory for architects and thus affecting the profession and general public which ought to be served by qualified professionals. The Council has challenged the same before the High Court of Delhi and the matter is now pending before Hon'ble Supreme Court of India .

18.0 GENERAL AGREEMENT ON TRADE IN SERVİCES IN WTO :

The Council of Architecture is continuously interacting with its nodal Ministry of Human Resource Development, Government of India and the Ministry of Commerce and Industry , Govt . of India, which is the concerned Ministry to coordinate all the issues related with the GATS in WTO and CECA with Singapore and other countries for forging MRAs for recognition of qualification in each others country. President, Council of Architecture constituted a Committee comprising of Shri Bharat Sheth , as Covenor, and Shri Vinay M. Parelkar and Shri Ambrish K. Gupta as members to finalise the proposed drafts proposals of the Council of Architecture and Boards of Architects Singapore .

19.0 PROPOSALS PENDING WITH MINISTRY OF HUMAN RESOURCE DEVELOPMENT , GOVERNMENT OF INDIA :

The Council is required under the provisions of the Architects Act, 1972, to refer certain matters for approval of the Central Government . Accordingly, the proposals for Revision in Fees Structure for Registration & Renewal of Registration of Architects , Amendments to Council of Architecture (Minimum Standards of Architectural Education) Regulations , 1983 , De- recognition of qualifications of various schools of architecture who are not imparting education as per the minimum standards of the Council were sent to the Ministry of Human Resource Development , Govt . of India . These have been pending for approval of the Central Government for a considerable time . The Council as per the decision taken in its 50th Meeting held on 21.12.2007 , also brought the matter to the notice of the Hon'ble Minister for Ministry of Human Resource Development , however , suitable action on the same are still awaited .

In exercise of the power conferred by provision of clause ( 1 ) of Section 27 of the Indian Medicine Central Council Act , 1970 , the Registrar of the Central Council of Indian Medicine on the basis of information supplied by Orissa State Council of Ayurvedic Medicine, Bhuvaneshwar vide letter No.421 OSCAM dated 17.08.2006 and letter No.304/ OSCAM dated 22 03 2007 hereby delete the Central Register No. 80112, 80145, 80352. 80415 and 93089 and entries related thereto from the Central Register of Indian Medicine pertaining to Orissa State notified in the Gazette of India Notification No.19 dated May 08, May 14 , 2003 and Notification No.47 dated 9th December 15 , 2006

सं . 20-19 / 2008 -के.पं. ( तमिलनाडु ) जैसा कि भारतीय चिकित्सा केन्द्रीय परिषद अधिनयम, 1970 ( 1970 का 48 ) की धारा 23 की उप- धारा ( 1 ) के परिपालन में भारतीय चिकित्सा केन्द्रीय परिषद एक रजिस्टर वधा भारतीय चिकित्सा के केन्द्रीय रजिस्टर का रख - रखाव कर रही है जिसमें उन व्यक्तियों का नाम सम्मिलित हैं जो तमिलनाडु राज्य रजिस्टर में नामावलिगत हैं और अधिनियम , 1970 के अधीन मान्यता प्राप्त चिकित्सीय अर्हताओं में से कोई अर्हता रखते हैं ।

अतः अब भारतीय चिकित्सा केन्द्रीय परिषद अधिनियम, 1970 की धारा 23 की उप -धारा ( 2 ) के परिपालन में रजिस्ट्रार, भारतीय चिकित्सा केन्द्रीय परिषद, नई दिल्ली भारतीय चिकित्सा की केन्द्रीय पंजिका में तमिलनाडु राज्य रजिस्टर में 01 04.2003 से 31.12.2006 तक क्रम संख्या 108555 आयुर्वेद एवं 126-41 यूनानी से आगे शामिल करते हुए एवं अन्तिम विद्यमान क्रम संख्या 108938 आयुर्वेद एवं 12715 यूनानी सामान्य सूचना हेतु भारत के राजपत्र में प्रकाशनार्थ संशोधन करता है ।

टिप्पणीः- भारतीय चिकित्सा केन्द्रीय परिषद अधिनियम , 1970 की धारा 23 के अधान 01.04.2003 से 31.12.2006 तक शोधित भारतीय चिकित्सा के केन्द्रीय राजस्टर ( तमिलनाडु) का संकलन करने में जबकि प्रत्येक सावधानी बरती गई है और उसमें यदि कोई छूट / सुधार, अपेक्षित हो, तो वह रजिस्टर के अगले प्रकाशन में उसके संशोधन हेतु रजिस्ट्रार, भारतीय चिकित्सा केन्द्रीय परिषद, 61-65, संग्थानिक क्षेत्र, जनकपुरी , नई दिल्ली-1100.58 को सूचित किया जाए ।
