सा.का.नि. 50.-राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और भारत के महारजिस्ट्रार एवं पदेन जनगणना आयुक्त का कार्यालय ( संयुक्त निदेशक, जनगणना कार्य ) भर्ती नियम, 1985 का अधिक्रमण करते हुए , ऐसे अधिक्रमण से पहले की गई अथवा लोप की जाने वाली कार्यवाही को छोड़कर, भारत के महारजिस्ट्रार का कार्यालय और राज्यों एवं संघ राज्य क्षेत्रों में स्थित निदेशक, जनगणना कार्य के कार्यालयों में संयुक्त निदेशक, जनगणना कार्य के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-
1. संक्षिप्त नाम और प्रारम्भ ( 1 ) इन नियमों का नाम भारत के महारजिस्ट्रार का कार्यालय और राज्यों एवं संघ राज्य क्षेत्रों में स्थित निदेशक , जनगणना कार्य के कार्यालयों में संयुक्त निदेशक , जनगणना कार्य समूह ' क ' पद भर्ती नियम , 2009 होगा ।
(2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पदों की संख्या, वर्गीकरण और वेतनमान -उक्त पदों की संख्या , उनका वर्गीकरण और उनका वेतनमान वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तम्भ ( 2 ) से ( 4 ) में विनिर्दिष्ट है ।
3. भर्ती की पद्धति, आयु- सीमा , शैक्षिक अर्हताएं आदि. उक्त पद पर भर्ती की पद्धति, आयु सीमा , शैक्षिक अर्हताएं और उक्त पद से सम्बन्धित अन्य बातें वे होंगी जो उक्त अनुसूची के कॉलम (5 ) से ( 14 ) में विनिर्दिष्ट हैं ।
4. निरर्हता. वह व्यक्ति :
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है ; या
(ख ) जिसने अपने पति या अपनी पत्नी के जीवित होते हुए किसी अन्य व्यक्ति से विवाह किया है ,
उक्त पर्द पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।
5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों के बारे में , आदेश द्वारा शिथिल कर सकेगी।
6. व्यावृत्ति. इन नियमों की कोई भी बात , ऐसे आरक्षणों, आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस सम्बन्ध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों , अनुसूचित जनजातियों , भूतपूर्व सैनिक और अन्य विशेष प्रवर्गों , के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

प्रोन्नति या प्रतिनियुक्ति या आमेलन द्वारा भर्ती की दशा में वे ग्रेड जिनसे प्रोन्नति या प्रतिनियुक्ति या आमेलन किया जाएगा रिक्तियों की प्रतिशतता

प्रोन्नति
प्रोन्नति द्वारा , जिसके न होने पर, प्रतिनियुक्ति द्वारा
ग्रेड में पांच वर्ष की नियमित सेवा सहित 10000-15200 रुपए के वेतनमान में उप- निदेशक , जनगणना कार्य।
ऐसे मामले में जहां ऐसे कनिष्ठ व्यक्तियों की प्रोन्नति पर विचार किया जाता है जिन्होंने अर्हक या पात्रता सेवा को पूरा कर लिया है , तो उनसे वरिष्ठ व्यक्तियों पर भी विचार किया जाएगा बशर्तें उनकी सेवा अपेक्षित अर्हक या पात्रता सेवा से आधे से ज्यादा या दो वर्ष, जो भी कम हो , से कम न हो और अगले उच्चतर ग्रेड में प्रोन्नति के लिए उन्होंने अपने कनिष्ठों जो ऐसी अर्हक या पात्रता सेवा पहले ही पूर्ण कर चुके हों सहित अपनी परिवीक्षा की अवधि सफलतापूर्वक पूर्ण करली हो ।
प्रतिनियुक्ति:
केन्द्रीय सरकार या राज्य सरकार या संघ राज्यक्षेत्र के अंतर्गत ऐसे अधिकारी:-
(क) ( i ) जो मूल संवर्ग या विभाग में, नियमित आधार पर सदृश पद धारण किए हों, अथवा
( ii ) जिन्होंने मूल संवर्ग या विभाग में, 10000-15200 रु. या समकक्ष वेतनमान में पद पर नियमित आधार पर नियुक्ति के बाद ग्रेड में पांच वर्ष की सेवा की हो; या
(ख ) जो निम्नलिखित शैक्षिक अर्हताएं और अनुभव रखते हों: -
अनिवार्य:
( i) किसी मान्यताप्राप्त विश्वविद्यालय से सांख्यिकी या आपरेशन रिसर्च या गणित ( सांख्यिकी सहित ) या अर्थशास्त्र ( सांख्यिकी सहित ) या वाणिज्य ( सांख्यिकी सहित ) या नृविज्ञान या समाजशास्त्र में स्नातकोत्तर डिग्रीअथवा समकक्ष;
( ii ) सांख्यिकीय आंकड़े संग्रहण में दस वर्ष का अनुभव जिसमें से तीन वर्ष का अनुभव योजना , संगठन और जनगणना अथवा सर्वेक्षण करने , सांख्यिकीय आंकड़ों का सारणीकरण और प्रसार में होना चाहिए।
वांछनीय:
( i ) किसी मान्यताप्राप्त विश्वविद्यालय से सांख्यिकी या आपरेशन रिसर्च या गणित ( सांख्यिकी सहित ) या अर्थशास्त्र ( सांख्यिकी सहित ) या वाणिज्य ( सांख्यिकी सहित ) या नृविज्ञान या समाजशास्त्र में द्वितीय श्रेणी स्नातकोत्तर डिग्री अथवा समकक्ष;
( ii ) प्रशासन, स्थापना और लेखा मामलों में तीन वर्ष का अनुभव ।
फीडर वर्ग में विभागीय अधिकारी , जो प्रोन्नति की सीधी लाइन में हैं , वे प्रतिनियुक्ति पर नियुक्ति के पात्र नहीं होंगे । इसी प्रकार प्रतिनियुक्ति पर नियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के पात्र नहीं होंगे । केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से तुरन्त पहले धारित किसी अन्य संवर्ग बाह्य पद पर प्रतिनियुक्ति की अवधि सहित प्रतिनियुक्ति की अवधि सामान्यतः तीन वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन पत्र प्राप्त होने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होनी चाहिए । 163

G.S.R. 50. In exercise of the powers conferred by the proviso to article 309 of the Constitution , and in supersession ofthe Office of the Registrar General , India and Ex- Officio Census Commissioner for India (Joint Director of Census Operations) Recruitment, Rules , 1985 , except as respect things done or omitted to be done before such supersession , the President hereby makes the following rules regulating tthe method of recruitment to the post of Joint Director of Census Operations , in the Office of the Registrar General , India, and in the Offices of the Director of Census Operations in the States and the Union Territories , namely:-
1. Short title and commencement. ( 1 ) These rules may be called the Office of the Registrar General, India, and the offices ofthe Director of Census Operations in the States and the Union Territories , Joint Director of Census Operations Group ' A' Post Recruitment Rules ,2009.
(2) They shall come into force on the date of their publication in the Official Gazette .
2. Number of post, classification and scale of pay. The number of post, its classification and the scale ofpay attached thereto shall be as specified in columns (2) to (4 ) of the Schedule annexed to these rules .
3. Method of recruitment , age limit, educational qualifications , etc. The method of recruitment age limit , educational qualifications and other matters relating to the said post shall be as specified in columns (5) to ( 14) ofthe said Schedule.
4. Disqualification . No person, --
(a) who has entered into or contracted a marriage with a person , having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post :
Provided that the Central Government may , if satisfied that such marriage is permissible under the personal ław applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation ofthis rule.
5. Power to relax .-Where the Central Government is of opinion that it is necessary or expedient so to do , it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission , relax any of the provisions of these rules with respect to any class or category of persons .
6. Saving. Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , ex- servicemen and other special categories of persons in accordance with the orders issued byby the Central Government from time in this regard.

(i ) Second Class Master's Degree in Statistics or Operation Research or Mathe- matics (with Statistics) or Economics (with Statistics) or Commerce (with Statistics) or Anthropology or Sociology of a recog- nized Univeristy or Equivalent .
(ii) Three years' experience in Administra- tion, Establishment and Accounts matters . The Departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation Similarly , deputationists shall not be eligible for consideration for appointment by promotion . Period of deputation including the period of deputation in another ex- cadre post held immediately preceeding the appointment in the same or some other Organisation or Department ofthe Central Government shall ordinarily not exceed three years . सा.का.नि. 51. राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और अधिसूचना संख्या सा. का.नि. 844 तारीख 26 जून , 1975 , सा.का.नि. 801 तारीख तारीख 21 जून , 1984 तथा सा.का. नि. 415 तारीख 4 मई , 1987 को उन बातों के सिवाय अधिक्रान्त करते हुए , जिन्हें ऐसे अधिक्रमण करते हुए , जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने से लोप किया गया है, पर्यावरण और वन मंत्रालय के अधीन वन्यजीव अपराध नियंत्रण ब्यूरो में समूह ' ग ' पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं , अर्थात्:-
1. संक्षिप्त नाम और प्रारम्भ.( 1 ) इन नियमों का संक्षिप्त नाम वन्यजीव अपराध नियंत्रण ब्यूरो ( समूह ' ग ' पद ) भर्ती नियम , 2009 है ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद संख्या , वर्गीकरण और वेतनमान, उक्त पदों की संख्या, उनका वर्गीकरण और उनके वेतनमान वे होंगे जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ (4 ) में विनिर्दिष्ट हैं ।
3. भर्ती की पद्धति , आयु सीमा , अन्य अर्हताएं आदि. उक्त पदों पर भर्ती की पद्धति, आयु- सीमा , अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ( 5 ) से स्तंभ ( 14 ) में विनिर्दिष्ट हैं ।
4. निरर्हता. वह व्यक्ति ,-
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है; या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ;
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परंतु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी । 6. व्यावृत्ति. इन नियमों की कोई बात , ऐसे आरक्षण , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों , अनुसूचित जनजातियों, और अन्य पिछड़े वर्गों , भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

( पोषक प्रवर्ग के ऐसे विभागीय अधिकारी , जो प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति के लिए विचार किए जाने के पात्र नहीं होंगे ।

2. टंकण में 30 शब्द प्रति मिनट की न्यूनतम गति परन्तु:
(क ) टंकण में उक्त अर्हता न रखने वाला व्यक्ति इस शर्त के अधीन रहते हुए नियुक्त किया जा सकेगा कि उस श्रेणी में अर्द्ध- स्थायी के वेतनमान में वेतनवृद्धि प्राप्त करने के लिए या पुष्टिके लिए तब तक पात्र नहीं होगा जब तक वह टंकण में 30 शब्द प्रति मिनट की गति प्राप्त नहीं कर लेता है ।
(ख) शारीरिक रूप से असुविधाग्रस्त व्यक्ति जो लिपिकीय पद धारण करने के लिए अन्यथा अर्हित है परन्तु टंकण में उक्त अर्हता नहीं रखता है इस शर्त के अधीन नियुक्त किया जा सकेगा कि असुविधाग्रस्त व्यक्तियों के लिए विशेष रोजगार कार्यालय से संबद्ध चिकित्सा बोर्ड या जहां ऐसा बोर्ड नहीं है , वहां सिविल सर्जन यह प्रमाणित कर देता है कि उक्त असुविधाग्रस्त व्यक्ति टाइप करने में समर्थ होने के लिए उपयुक्त अवस्था में नहीं है ।

सीधी भर्ती : 90 प्रतिशत रिक्तयां सीधी भर्ती द्वारा भरी जाएंगी और 10 प्रतिशत रिक्तियां उक्त कार्यालय में कार्यरत उन चतुर्थ श्रेणी कर्मचारियों में से, जो मैट्रिकुलेशन हैं या जिनके पास समतुल्य अर्हता है और चतुर्थ श्रेणी में 5 वर्ष सेवा की है, विभागीय परीक्षा के माध्यम से चयन द्वारा भरी जाएगी , परीक्षा के लिए पात्रता की अधिकतम आयु सीमा 45 वर्ष ( अनुसूचित जातियों और अनुसूचित जनजातियों के कर्मचारियों के लिए 50 वर्ष) यदि इस पद्धति द्वारा भर्ती किए जाने वाले व्यक्तियों की अधिकतम संख्या किसी वर्ष में उद्भूत होने वाली रिक्तियों के 10 प्रतिशत तक सीमित होगी और न भरी गई रिक्तियां अगले वर्ष के लिए अग्रनीत नहीं की जाएंगी ।

In exercise of the powers conferred by the proviso to article 309 of the Constitution , and in supersession of the notification Numbers GSR 844, dated the 26th June , 1975 , GSR 801 , dated the 21st June, 1984, and GSR 415 , dated the 4th May, 1987, except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the Group . ' C ' posts in the Wildlife Crime Control Bureau , under the Ministry of Environment & Forests , namely :-
1. Short title and commencement. ( 1 ) These rules may be called the Wildlife Crime Control Bureau, (Group 'C' Posts) Recruitment Rules , 2009.
(2) They shall come into force on the date of their publication in the Official Gazette .
2. Number ofposts , classification and scale of pay. The number of said post , their classification and the scale ofpay attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules .
3.Method ofrecruitment, age limit, and other qualifications . The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to ( 14 ) of the said Schedule .
4. Disqualification . No person,-
(a) who has entered into or contracted a marriage with a person, having a spouse living; or
(b) who having a spouse living , has entered into or contracted a marriage with any person ,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule.

5. Power to relax.--Where the Central Government is of the opinion that it is necessary or expedient so to do, itmay, by order and for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or category of persons .
6. Saving. Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , Other Backward Classes , Ex servicemen and other special categories of persons , in accordance with the orders issued by the Central Government from time in this regard.

1. (1 ) These rules may be called the Apprenticeship (Amendment) Rules , 2009 .
(2) They shall come into force on the date of their publication in the Official Gazette .
2.IntheApprenticeship Rules 1992, in Schedule 1, in Group No. 35 relating to Centre ofExcellence Trades Group, against serial number 18 , for the entries in column 6 , the following entries shall be substituted, namely:----
"Broad Based Basic Training in Electrical Sector under Centre of Excellence Scheme and Advanced module of Centre ofExcellence in Repair and Maintenance of Electrical Machines and Power Supply. "

(iii ) क्रम संख्यांक 5 के सामने,-
(क) स्तंभ 6 में विद्यमान प्रविष्टियों के पश्चात् निम्नलिखित प्रविष्टि अंतःस्थापित की जाएगी , अर्थात्:-
