General Statutory Rules (Including Orders , Bye- laws etc. ofa general character) issued by the Ministries of the -Government of India ( other than the Ministry of Defence) and by the Central Authorities (other than the Administrations of Union Territories)

सा.का.नि. 131. केन्द्रीय सरकार , केन्द्रीय रिजर्व पुलिस बल अधिनियम , 1949 ( 1949 का 66 ) की धारा 18 की उप- धारा ( 1 ) और उप- धारा ( 2 ) के खंड ( क ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, केन्द्रीय रिजर्व पुलिस बल ( योधक परा चिकित्सा पद ) भर्ती नियम , 1995 का और संशोधन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्:-

1. ( 1) इन नियमों का संक्षिप्त नाम केन्द्रीय रिजर्व पुलिस बल ( योधक परा चिकित्सा पद ) भर्ती ( संशोधन ) नियम , 2009 है । (2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. केन्द्रीय रिजर्व पुलिस बल (योधक परा चिकित्सा पद ) भर्ती नियम , 1995 की अनुसूची में , क्रमांक संख्या 36 और उससे संबंधित प्रविष्टियों के पश्चात् निम्नलिखित क्रम संख्यांक और प्रविष्टियां अन्तःस्थापित की जाएंगी , अर्थात्:-

टिप्पण: आयु सीमा अवधारित करने के लिए निर्णायक तारीख भारत में अभ्यर्थियों से आवेदन प्राप्त करने के लिए नियत की गई अंतिम तारीख होगी ( न कि वह अंतिम तारीख जो असम , मेघालय , अरूणाचल प्रदेश , मिजोरम, मणिपुर, नागालैंड, त्रिपुरा , सिक्क्रिम, जम्मू- कश्मीर राज्य के लद्दाख खंड, हिमाचल प्रदेश के लाहौल और स्पीति जिले तथा चम्बा जिले के पांगी उपखंड , अंदमान और निकोबार द्वीप या लक्षद्वीप के अभ्यर्थियों के लिए विहित की गई है । )

सीधे भर्ती किए जाने वाले व्यक्तियों के लिए अपेक्षित शैक्षिक और अन्य अर्हताएं

सेवा में जोड़े गए वर्षों का फायदा केन्द्रीय सिविल सेवा ( पेंशन) नियम , 1972 के नियम 30 के अधीन अनुज्ञेय है या नहीं (7)

1. किसी मान्यताप्राप्त बोर्ड या संस्था से 10 + 2 या समतुल्य

लागू नहींहोता

2. किसी सरकारी मान्यताप्राप्त संस्थान से साधारण नर्सिंग कार्यक्रम या साधारण नर्सिंग और प्रसूति विघा में डिप्लोमा और केन्द्रीय या राज्य नर्सिंग परिषद् के पास नर्स या सेविका (मिडवाइफ) के रूप में रजिस्ट्रीकृत हो ।

3. शारीरिक मानदण्ड : 19-4-06 तक यथा संशोधित भर्ती मैनुअल , केन्द्रीय रिजर्व पुलिस बल 1975 के भाग 4 के अनुसार :

(क) ऊंचाई: पुरुष के लिए 170 से. मी. महिला के लिए 157 से. मी.

(ख) सीना: पुरुष के लिए बिना फुलाए 80 से. मी. फुलाकर-न्यूनतम फुलाकर 5 से. मी. महिलाओं के लिए लागू नहीं होप्ता ।

(ग) भार- पुरुष और महिला के लिए चिकित्सा मानकों के अनुसार ऊंचाई और आयु के समानुपात ।

4. ( क) दृष्टि: आंखों की बिना सुधार किए हुए अर्थात् चश्मा लगाए बिना दोनों आखों की न्यूनतम दूर दृष्टि-6/6 और 6/9 होनी चाहिए । 519 [ भाग II- खण्ड 3 (i) ]

(ख) अभ्यर्थियों को अंतर्वक्र जानु. सपाट पांव, बढ़ी हुई पसली या वक्र दृष्टि का नहीं होना चाहिए और उनकी उच्च रंग दृष्टि होनी चाहिए । उन्हें अच्छे मानसिक और शारीरिक रूप से स्वस्थ होना चाहिए और ऐसे शारीरिक दोषों से मुक्त होना चाहिए जिनसे उनके कर्तव्यों के दक्ष निष्पादन में व्यवधान की संभावना हो ।

5. छूट : अनुसूचित जन जातियों और पहाड़ी क्षेत्रों के लोगों के लिए ऊंचाई और सीना में छूट अनुज्ञेय होगी ।

ऊंचाई : गढ़वाल , कुमाऊ , गोरखा , डोगरा , मराठा , के प्रवर्गों के अंतर्गत आने वाले अभ्यर्थियों तथा सिक्किम, नागालैंड , अरूणाचल प्रदेश , मणिपुर, त्रिपुरा , मिजोरम , मेघालय , असम , हिमाचल प्रदेश , जम्मू- कश्मीर राज्यों तथा जम्मू- कश्मीर के लेह और लद्दाख क्षेत्रों के अभ्यर्थियों की न्यूनतम उंचाई पुरूषों के संबंध में 165 से.मी. होगी । महिलाओं के लिए न्यूनतम उंचाई 155 से.मी. होगी । अनुसूचित जन जातियों के लिए पुरूषों के संबंध में

न्यूनतम उंचाई 162.5 से.मी. होगी और महिलाओं के लिए 150 से.मी. होगी ।

सीना : अनुसूचित जनजातियों और पहाड़ी क्षेत्र के लोगों के लिए सीने में छूट लागू है ।

कार्मिकों के इस प्रवर्ग के लिए न्यूनतम सीना निम्नतम है :-

(i ) ऊपर पैरा में विनिर्दिष्ट पहाड़ी क्षेत्रों के पुरूषों के लिए : 78-83 से.मी.

( ii ) सभी राज्यों/ संघ राज्य क्षेत्रों की अनुसूचित जन जातियों के लिए 76-81 से.मी. ।

परिवीक्षा की अवधि , यदि कोई हो

सीधे भर्ती किए जाने वाले व्यक्तियों के लिए विहित आयु और शैक्षिक अर्हताएं प्रोन्नत व्यक्तियों की दशा में लागू होंगी या नहीं

सीधे भर्ती किए जाने वाले व्यक्तियों के लिए दो वर्ष । लागूनहीं होता

भर्ती की पद्धति : भर्ती सीधे होगी या प्रोन्नति द्वारा या प्रतिनियुक्ति या स्थानांनतरण द्वारा तथा विभिन्न पद्धतियों द्वारा भरी जाने वाली रिक्तियों की प्रतिशतता

प्रोन्नत्ति या प्रतिनियुक्ति या आमेलन द्वारा भर्ती की दशा में वे श्रेणियां जिनसे प्रोन्नति या प्रतिनियुक्ति या आमेलन किया जाएगा ।

स्तंभ 11 के अधीन यथा विहित ।

1. सीधी भर्ती और 50 % सेना , अन्य केन्द्रीय अर्द्धसैनिक बलों या केन्द्रीय या राज्य पुलिस संगठनों, राज्य या केन्द्रीय सरकार के अस्पतालों से प्रतिनियुक्ति या संविदात्मक आधार पर ।

टिप्पण: प्रतिनियुक्ति की अवधि, जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है , साधारणतया 3 वर्ष से अधिक नहीं होगी ।

2. सीधी भर्ती के माध्यम से या प्रतिनियुक्ति द्वारा विभाग द्वारा हैड कांस्टेबल (नर्स या सहायक नर्स प्रसूति विघा ) के पदों को भरने में आने वाली समस्या की दशा में आपदा की अवधि के दौरान या तो पूर्णकालिक या अंश कालिक आवश्यकता के लिए संविदात्मक आधार पर कुछ नर्सों को सेवा में नियोजित करने के लिए प्रयास किए जाएंगे ।

3. किसी भी स्त्रोत से प्रतिनियुक्ति के माध्यम से या संविदात्मक या पुनर्नियोजन आधार पर भर्ती किए गए कार्मिकों की दशा में राष्ट्रीय आपदा अनुक्रिया बल बटालियन में प्रवेश की आयु 5 वर्ष तक बढ़ाई जाएगी ।

4. प्रतिनियुक्त व्यक्तियों ने 2 वर्ष की न्यूनतम सेवा तथा आधारित प्रशिक्षण पूरा कर लिया हो । 520

स्तंभ 11 के अधीन यथा विहित ।

1. सीधी भर्ती और सेना , अन्य केन्द्रीय परा चिकित्सा बल या केन्द्रीय या राज्य पुलिस संगठनों , राज्य या केन्द्रीय सरकार के अस्पतालों से 50 % प्रति- नियुक्ति से या संविदात्मक आधार पर ।

टिप्पण: प्रतिनियुक्ति की अवधि , जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्तिसे ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है , साधारणतया 3 वर्ष से अधिक नहीं होगी ।

2. ऐसे हैड कांस्टेबलों पर जिन्होंने सेवा या केन्द्रीय परा चिकित्सा बल मान्यता- प्राप्त अस्पताल या संस्थाओं से नर्सिंग सहायक या उच्च चिकित्सा पाठ्यक्रम अर्हता प्राप्त की हो और गत पांच वर्षों से किसी केन्द्रीय परा चिकित्सा बलों में नर्सिंग सहायक के रूप में अनुभव भी रखते हों , यदि अपेक्षित हो , रिक्तियोंको भरने के लिए विचार किया जाएगा । तथापित ऐसे हैड कांस्टेबल (नर्सिंग सहायक या परा चिकित्सा ) से रिक्ति ( रक्तियां ) केवल उन्हीं परिस्थितियों में भरी जाएं जब भेषजी में डिप्लोमा रखने वाले हैड कांस्टेबल ( परा चिकित्सा) तुरंत उपलब्ध न हो , जो अस्थायी प्रकृति के होंगे और राष्ट्रीय आपदा अनुक्रिया बल से प्रत्यावर्तित किए जाने पर उन्हें मूल काडर या ट्रैड में प्रतिवर्तित किया जाएगा ।

3. ऐसा सेवां कार्मिक जो अर्हताएं रखता है या जिसने सेना द्वारा मान्यताप्राप्त ऐसा पाठ्यक्रम सफलतापूर्वक पूरा किया है , परा चिकित्सकों के इन पदों के लिए विहित शैक्षिक अर्हताएं के समतुल्य है , ऐसे पदों के लिए पात्र होंगे परन्तु यह

तब जब कि ऐसे पाठ्यक्रम या अर्हताएं अखिल भारतीय तकनीकी शिक्षा परिषद् जैसे किसी केन्द्रीय या राज्य प्राधिकरण द्वारा यथा समतुल्य सम्यकतः अनुमोदित और मान्यताप्राप्त हों ।

4. सीधी भर्ती के माध्यम से या प्रतिनियुक्ति द्वारा विभाग द्वारा हैड कांस्टेबल ( परा चिकित्सा) के पदों को भरने में आने वाली समस्या की दशा में, आपदा की अवधि के दौरान या तो पूर्णकालिक या अंश कालिक आवश्यकता के लिए संविदात्मक आधार पर कुछ नसों को सेवा में नियोजित करने के लिए प्रयास किए जाएंगे ।

5. किसी भी स्त्रोत से प्रतिनियुक्ति के माध्यम से, या संविदात्मक या पुनर्नियोजन आधार पर भर्ती किए गए कार्मिकों की दशा में राष्ट्रीय आपदा अनुक्रिया बल बटालियन में प्रवेश की आयु 5 वर्ष तक बढ़ाई जाएगी ।

6. एकल पद केन्द्रीय सरकार ( गृह मंत्रालय ) द्वारा समय पर जारी किए गए अनुदेशों के अनुसार विनियमित किया जाएगा ।

G.S.R. 131. In exercise of the powers conferred by sub- section ( 1 ) and clause (a) of sub- section (2 ) of Section 18 of Central Reserve Police Force Act, 1949 (66 of 1949) , the Central Government hereby makes the following rules further to amend the Central Reserve Police Force ( Combatised Para -Medical Posts ) Recruitment Rules, 1995, namely :

1. (1 ) These rules may be called the Central Reserve Police Force ( Combatised Para-Medical Posts ) Recruitment (Amendment) Rules ,2009.

(2) They shall come into Force on the date of their publication in the Official Gazette .

2. In the Central Reserve Police force ( Combatised Para- Medical Posts) Recruitment Rules , 1995, in the schedule after serial number 36 and entries related thereto , the following serial numbers and entries shall be inserted, namely :---

सा.का.नि. 132.-राष्ट्रपति , संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , और केन्द्रीय मात्स्यिकी क्रियात्मक संस्थान ( वर्ग 3 और वर्ग 4 पद ) भर्ती नियम 1968 और केन्द्रीय मात्स्यिकी, समुद्री और इंजीनियरी प्रशिक्षण संस्थान ( समूह ' ग ' और समूह ' घ ' पद ) भर्ती नियम, 1977 को , जहां तक उनका संबंध फिटर , बैल्डर , खरादी , लुहार और औजार कक्ष सहायक के पद से है , उन बातों के सिवाय अधिक्रान्त करते हुए , जिन्हें ऐसे अधिक्रमण से पहले, किया गया है या करने का लोप किया गया है , कृषि मंत्रालय , पशुपालन , डेयरी और मत्स्यपालन विभाग में केन्द्रीय मत्स्य, नौचालन और इंजीनियरी प्रशिक्षण संस्थान , कोचीन के अधीन फिटर , वैल्डर , खरादी, लुहार और औजार कक्ष सहायक के पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती है , अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ ( 1 ) इन नियमों का संक्षिप्त नाम केन्द्रीय मत्स्य, नौचालन और इंजीनियरी प्रशिक्षण संस्थान , कोचीन ( फिटर , वैल्डर, खरादी , लुहार और औजार कक्ष सहायक ) समूह ' ग ' और समूह ' घ ' पद भर्ती नियम, 2009 है ।

(2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

[PART II-SEC. 3( 1) ] 3. पद-संख्या , वर्गीकरण और वेतनमान उक्त पदों की संख्या, उनका वर्गीकरण और उनके वेतनमान वे होंगे , जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट हैं । उक्त पदों पर भर्ती की पद्धति, आयु- सीमा , अर्हताएं और उनसे 4. भर्ती की पद्धति , आयु-सीमा और अन्य अर्हताएं आदि संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ( 5 ) से स्तंभ ( 14 ) में विनिर्दिष्ट हैं ।

5. निरर्हता.-वह व्यक्ति ,-

( क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित हैं , विवाह किया है ; या

(ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,

उक्त पदों पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं , तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

6. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी । 7. व्यावृत्ति. इन नियमों की कोई बात , ऐसे आरक्षण , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय- समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों , अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

G.S.R. 132. In exercise ofthe powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Institute of Fisheries Operatives ( Class III and Class IV posts) Recruitment Rules , 1968 and the Central Institute of Fisheries Nautical and Engineering Training (Group C and Group D Posts) Recruitment Rules, 1977 in so far as they relate to the posts of Fitter , Welder , Turner, Blacksmith and Tool Room Assistant , except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Fitter , Welder , Turner , Blacksmith and Tool Room Assistant in the Ministry of Agriculture, Department ofAnimal Husbandry, Dairying and Fisheries under the Central Institute of Fisheries, Nautical and Engineering Training, Cochin, namely :-

1. Short title and commencement. ( 1 ) These rules may be called the Central Institute ofFisheries , Nautical and Engineering Training, Cochin (Fitter , Welder, Turner , Blacksmith and Tool Room Assistant ) Group ' C' and Group ' D ' Posts Recruitment Rules , 2009 .

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Application . These rules shall apply to the posts specified in column 1 of the Schedule annexed hereto.

3. Number of posts , classification and scale of pay. The number of the said posts , their classification and the scale of pay attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

4. Method of recruitment, age limit and other qualifications , etc .--The method ofrecruitment to the said posts, age limit , qualification and other matters relating thereto shall be specified in columns (5) to ( 14) of the said Schedule .

5. Disqualification . No person ,

(a) who has entered into or contracted a marriage with a person having a spouse living ; or

(b) who , having a spouse living, has entered into or contracted a marriage with any person ,

shall be eligible for appointment to any of the said posts :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing , exempt any person from the operation of this rule .

6. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons .

7. Saving. Nothing in these rules shall effect reservation , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Schedules Tribes , ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 133.- राष्ट्रपति , संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और राष्ट्रीय पशु स्वास्थ्य संस्थान , बागपत , निदेशक ( समूह ' क' पद ) भर्ती नियम , 2007 का और संशोधन करने के लिए निम्नलिखित नियम बनाती हैं:

1. ( 1 ) इन नियमों का संक्षिप्त नाम राष्ट्रीय पशु स्वास्थ्य संस्थान , बागपत , निदेशक ( समूह ' क' पद ) भर्ती ( संशोधन ) नियम , 2009 है । (2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।

2. राष्ट्रीय पशु स्वास्थ्य संस्थान, बागपत , निदेशक ( समूह ' क ' पद ) भर्ती नियम , 2007 में-

(i) स्तंभ 4 के " वेतनमान " शीर्षक के स्थान पर " वेतन बैंड और ग्रेड वेतन/वेतनमान " रखा जाएगा ।

(ii ) स्तंभ 4 में , विद्यमान प्रविष्टियों के स्थान पर , निम्नलिखित प्रविष्टियां रखी जाएंगी , अर्थात्:-

' वेतन बैंड-4 , 37400-67000 ग्रेड वेतन 10000 रु.' ।

3. स्तंभ 12 में, ' प्रतिनियुक्ति ( जिसके अंतर्गत अल्पकालिक संविदा भी सम्मिलित है ) ' के संबंध में विद्यमान प्रविष्टि के स्थान पर, बिंदु संख्या I ( ii ) ' वेतनमान 16,400-20,000 रु.' शब्दोंअक्षरों और अंकों के स्थान पर निम्नलिखित शब्द, अंक और अक्षर रखे जाएंगे , अर्थात्:-

' वेतन बैंड-4 , 37400-67000 ग्रेड वेतन 8900 रु. ' ।

4. स्तंभ 12 में, ' प्रतिनियुक्ति ( जिसके अंतर्गत अल्पकालिक संविदा भी सम्मिलित है) ' के संबंध में विद्यमान प्रविष्टि के स्थान पर, बिंदु संख्या 1 ( iii ) ' वेतनमान 14,300-18,300 रु.' शब्दों, अक्षरों और अंकों के स्थान पर निम्नलिखित रखे जाएंगे , अर्थात्:- ' वेतन बैंड-4 , 37400-67000 रु. ग्रेड वेतन 8700 रु.' ।

G.S.R. 133. -In exercise of the powers conferred by the proviso to Article 309 ofthe Constitution, the President hereby makes the following rules to further amend the National Institute of Animal Health , Bagpat, Director (Group 'A' post) , Recruitment Rules , 2007 , namely :---

1. These rules may be called the National Institute of Animal Health, Baghpat, Director (Group ' A ' Post) Recruitment (Amendment) Rules, 2009.

2. They shall come into force on the date of their publication in the Official Gazette .

2. In the National Institute of Animal Health, Bagpat, Director (Group ' A' post ) , Recruitment Rules , 2007- (i) in Column 4, the heading ' Scale of Pay' shall be substituted by ' Pay Band and Grade Pay/Pay Scale' .

(ii) in Column 4, for the existing entries, the following entries shall be substituted, namely ' PB-4 Rs . 37400- 67000 with Grade Pay Rs . 10000' .

3. In the Column 12 for the existing entries in respect of ' Deputation ( including short term contract) ' in point no . I (ii ) for the words , letters and figures ' in the scale ofpay ofRs . 16,400-20,000' the following words , figures and letters shall be substituted, namely :

'PB-4 Rs . 37400-67000 with Grade PayRs. 8900'

4. In the Column 12 for the existing entries in respect of ' Deputation ( including short term contract) ' in point no. I(iii) for the words , letters and figures ' ... in the scale of pay of Rs . 14,300-18,300' the following shall be substituted , namely, --

'PB-4 Rs . 37400-67000 with Grade Pay Rs . 8700' .
