1 क उपलब्दियाँ प्रदान करने हेतु साधारणतः प्रत्येक वार्षिकी में दीक्षांत समारोह आयोजित किया जाता है । दीक्षांत समारोह की तिथि तथा स्थान मूलतः कुलपति द्वारा कुलाधिपति से पूर्व अनुमोदन के पश्चात् ही निर्धारित किया जाता है । 6254

ख प्रत्येक अकादमिक वर्ष के आरंभ में विश्वविद्यालय अपने अकादमिक कैलेन्डर की उ‌द्घोषणा करता है, जिसमें वह उस वर्ष हुए सभी गतिविधियों/ कार्यकलापों की अनुसूची तैयार करताहै ।

ग विश्वविद्यालयी अकादमिक कैलेन्डर में अकादमिक गतिविधियाँ जैसे पाठ्यक्रम तथा परीक्षाओं की अनुसूची के अतिरिक्त उसमें दीक्षांत उपाधियों के दिनांकों का विवरण भी सम्मिलित है ।

घ विश्वविद्यालय में होने वाले दीक्षांत समारोह को साल में एक बार सकता आयाजित किया जाता है और उसको अकादमिक कैलेंडर में सम्मिलित किया जा सकता है ।

ङ दीक्षांत उपाधि समारोह को 180 दिनों के अन्तर्गत ही आयोजित किया जाए जिसके बीच विद्यार्थी आर्हता /योग्यता प्राप्त कर ले तथा उपाधि प्राप्त करने हेतु पात्रता सिद्ध करे । 8 क प्रत्येक उम्मीदवार को अपनी उपाधि प्राप्त करने हेतु रजिस्ट्रार को निर्धारित समय पर शुल्क सहित दीक्षांत समारोह में प्रवेश कर सकेगी ।

ख विश्वविद्यालय दीक्षांत समारोह के संदर्भ में निर्धारित तिथि के 30 दिन पहले ही इस कार्यक्रम के सन्दर्भ में सूचित करेगे , ताकि उम्मीदवार उसके लिए अर्जी दे सके । 6255 भारत का राजपत्र , अक्तूबर 10, 2009 ( आश्विन 18 , 1931 )

अध्याय XX, संलग्नक II नोट 1.4.1 और नोट 3.3.0 को भी प्रतिस्थापित किया जाए जो इस प्रकार है:

विश्वविद्यालय/ महाविद्यालय/ संस्थानों में प्रवक्ता पद में भर्ती हेतु नेट/स्लेट ही पात्रता की न्युनतम् शर्तें होगी ।

सम्भवतः, उन उम्मीदवारों को, जिन्हे विनियम 2008 के तहत वास्तव में " विश्वविद्यालय अनुदान आयोग ( UGC) " के मानकों के अनुसार ( न्यूनतम मानकों तथा पी.एच.डी की उपाधि प्राप्ति हेतु कार्यावधि ) पी.एच.डी की उपाधि प्राप्त हो , उन्हे विश्वविद्यालयों/ महाविद्यालयों/ संस्थानों में प्रवक्ता पद में भर्ती हेतु नेट/स्लेट की न्यूनतम् पात्रता के प्रतिबंधों से छूट दी जाती है ।

स्थायी संबंधन अनुदान के प्रतिमानक

i ) उन्ही को स्थायी संबंधन दिया जाएगा जिस विषय में विद्यार्थीयों का तीन बैच उत्तीर्ण हुआ हो।

ii ) अनुदान के संबंधन के समय संस्थान को निर्धारित संबंधन प्रतिमानों के अनुसार अपने अविलंग्गम जमीन तथा इमारतों के संबंध में प्रमाण प्रस्तुत करने होंगे ।

iii ) वह संस्थान संबंधित विषय में अध्यापकों की नियुक्ति करेगा ( कम से कम 80 % ) और सरकार संविधिक संगठन द्वारा निर्धारित किया गया वेतनमान ही देगा । उन अध्यापकों की शैक्षणिक योग्यता विश्वविद्यालय अनुदान आयोग तथा क्रमशः संविधिक संगठन द्वारा निर्धारित किया गया हो ।

iv ) संबंधन अनुदान के लिए इस संस्थान को विश्वविद्यालय द्वारा निर्धारित शर्तों की पूर्ति तथा समस्तनियमों तथा विनियमों का पालन करना होगा ।

v) यदि अनुदान संबंधन हेतु निर्धारित शर्तों के अतिक्रमण के प्रसंग विश्वविद्यालय द्वारा नोटिस किया गया , तब विश्वविद्यालय का यह अधिकार बनता है कि वह निर्धारित कालावधि के लिए उस संस्थान के संबंधन को निलम्बित कर सकती है जिसका निर्णय अतिक्रमण की प्रकृति के आधार पर बाद में समिति द्वारा निर्धारित की जाएगी ।

vi ) संस्थान किसी भी विद्यार्थी या कर्मचारी से विश्वविद्यालय /सरकार द्वारा निर्धारित शुल्क या अन्य प्रभार के अतिरिक्त प्रत्यक्ष या किसी सहन्यास आदि के माध्यम से किसी भी प्रकार का कैपिटेशन शुल्क या चंदा नहीं लेगा ।

viii) विश्वविद्यालय/ सरकार द्वारा जारी किए गए मार्गदर्शन के तदानुसार ही दाखिला होगा । ix ) विश्वविद्यालय का यह अधिकार होगा कि वह किसी भी समय संस्थान का निरीक्षण कर सकते है ताकि संबंधन जारी रहे ।

x) प्रत्येक संस्थान को अपने रजिस्टर तथा रिकार्ड बनाए रखने होंगे तथा विश्वविद्यालयी विनियम तथा नियमों के आधार पर सांख्यिकीय आँकडे भी बनाए रखना होगा और जब कभी आवश्यकता हो तब विश्वविद्यलय के समक्ष प्रस्तुत करना होगा ।

xi) प्रत्येक संस्थान को स्थायी संबंधन के अनुदान हेतु www.pondiuni.edu.in वेबसइट में उपलब्ध निर्धारित प्ररूप में आवेदन पत्र पूर्ववर्ती शैक्षणिक वर्ष अर्थात 1 अक्तूबर को या उससे पहले जमा कर दे ।

xii ) महाविद्यालयों कि स्थायी संबंधन स्थिति में चाहे वह संकाय की स्थिति में हो या फिर अवसंरचना सुविधाओं में हो यदि किसी प्रकार का परिवर्तन विश्वविद्यालय द्वारा देखा गया हो तो उसकी अयोग्यता या अनर्हता स्वतः सिद्ध हो जाएगी ।

xiii ) स्थायी संबंधन प्राप्त महाविद्यालयों को विश्वविद्यालय को सभी देय राशी का नियतावधि पर भुगतान करना होगा ।

xiv ) स्थायी संबंधन हेतु निवेदन के तीन वर्ष पूर्व महाविद्यालय को किसी प्रकार की चिर क्षति न पहुचे । 6269 भाग III-खण्ड 4]

नोटः i ) स्थायी संबंधन के अनुदान के अधीन प्रत्येक पाँच वर्ष में पुनः अवलोकन होगा और तदनुसार पाँच वर्षों में एक बार निधि का भुगतान होगा ।

धर्मस्व : नया महाविद्यालय आरंभ करने या वे महाविद्यालय जो नया पाठ्यक्रम आरंभ करना चाहते है उन्हे विन्यासों का निर्माण करना होगा जिसका विवरण नीचे दिया गया है :

धर्मस्व: विन्यास का पचास प्रतिशत , आवधिक जमा के रूप में दिखाया जाए जिसका निवेष राष्ट्रीकृत बैंक या अनुसूचित बैंको में हो जो पाण्डिच्चेरी विश्वविद्यालय के रजिस्ट्रार तथा महाविद्यालय प्रबंधन के नाम पर संयुक्त रूप में हो । शेष पचास प्रतिशत महाविद्यालय प्रबंधन अपनी संपत्ति के रूप में दिखा सकता है । यह भारमुक्त सम्पत्ति के रूप में हो जो वार्षिक आय में अपना योगदान देती है । दोनों आय अर्थात आवधिक जमा का वार्षिक ब्याज और

[भाग III-खण्ड 4 नया अध्याय (अध्याय XXII) सम्मिलित किया जाए जो इस प्रकार है :

अन्तर विश्वविद्यालयी सहयोग की स्थापना तथा अनुसंधान अनुभाग और विश्वविद्यालय तथा अन्य ख्याति प्राप्त संस्थान के मध्य समझौता ज्ञापन कीस्थापना (धारा 27(1))

उद्देश्य:

संविधान के अधिनियम 1985 के आधार पर स्थापित केन्द्रीय विश्वविद्यालयों में पाण्डिच्चेरी विश्वविद्यालय भी एक है । वर्तमान में यह विश्वविद्यालय अनेक पाठ्यक्रम जैसे स्नातक उपाधि, पाँच वर्षीय एकीकृत स्नातकोत्तर, दो वर्षीय स्नातकोत्तर उपाधि, तथा अनुसंधान उपाधि प्रदान करता है । विश्वविद्यालय में मानव संसाधनों , बौद्धिक संकाय सदस्यों तथा अनुसंधान टीम की संख्या निरंतर बढती जा रही है और भारत तथा विदेशों में स्थित अन्य संबंधित संस्थानों के मध्य समझौता ज्ञापन की स्थापना हो तथा अनुबंधन को अग्रेषित किया जाए । विश्वविद्यालय तथा अन्य संबंधित साझेदार संस्थानों की संयोगिक गतिविधियों को और सशक्त करने के लिए पाण्डिच्चेरी विश्वविद्यालय ने पृथक अनुभाग की स्थापना के बारे में विचार किया है जिसे " अंतर विश्वविद्यालयी सहयोग तथा अनुसंधान अनुभाग (IUCRC) " कहा जाएगा जो दावेदारों द्वारा प्रस्तावित योजनाओं के प्रभावी कार्यान्वयन हेतु मार्गदर्शन तथा दिशा निर्देश प्रदान करेगा । यह अनुभाग विश्वविद्यालय के सभी विभागों तथा भागीदार संस्थानों का 6277 भारत का राजपत्र, अक्तूबर 10 , 2009 ( आश्विन 18, 1931)

शीर्ष निकाय है जो अध्ययन कार्यक्रम, शोध अनुबंधन तथा सभी प्रकार के सांस्कृतिक विनियम आदि योजनाओं को प्रस्तावित करेगा ।

शीर्षक : इस अनुभाग को " अंतर विश्वविद्यालयी सहयोग तथा अनुसंधान अनुभाग" के नाम से जाना जाएगा तथा वह पाण्डिच्चेरी विश्वविद्यालय का संघटक निकाय है।

अनुभाग के उद्देश्य :

इस अनुभाग के मुख्य उद्देश्य निम्नलिखित होंगे :

1) प्रतिवर्ष समाचार पत्रों, विवरणिका , प्रदर्शनी तथा कार्यालयी निरूपण द्वारा पाण्डिच्चेरी विश्वविद्यालय के अकादमिक तथा शोध संबंधि गतिविधियों को अन्य ख्याति प्राप्त संस्थानों के समक्ष विख्यात किया जाए ।

2 ) सहयोगिक संस्थानों की खोज करना तथा उन्हे विश्वविद्यालय के विभिन्न विभागों से विशिष्ट प्रयोजन हेतु अनुबंधन के लिए निमंत्रित किया जाए ।

3 ) समझौता ज्ञापन और नियम तथा विनियमों के मध्य पारस्परिक निर्धारित शर्तों पर हस्ताक्षर का आयोजन किया जाए ।

4) प्रत्येक सहयोगिक गतिविधि हेतु कार्यकारी संकाय सदस्य को नामांकित कर उसकी व्यवस्था करे ताकि प्रगति का अनुवीक्षण किया जा सके । 6278

6) औद्योगिक निकायों से तथा अन्य मानव संसाधन विकास ऐजंसियों, सरकारी विभागों तथा विदेशी ऐजंसियों के साथ नयी योजनाओं के कार्यान्वयन तथा प्रयोजनन, छात्रावृत्ति, अनुसंधान अध्यतावृत्ति तथा सांस्कृतिक विनिमय सुविधाओं हेतु अनुबंधन बनाएँ रखना ।

यह समिति सलाहकार निकाय है जो कार्य योजना, एम ओ यू ( MoU ) आधारित गतिविधियों के कार्यान्वयन तथा सहयोग के नवीन आयामों का पता लगाना ।

शैक्षणिक विनिमय सलाहकार समिति (ए ई एसी) को यह प्रधिकार है कि वह विख्यात संस्थानों के प्रस्ताव का मूल्यांकान, संवीक्षा तथा सिफारिश करे ताकि वे सहयोगिक कार्यक्रम आयोजित करे और सहलग्नता स्थापित कर सके ।

विश्वविद्यालय के विधि अधिकारी के सहचार्य में उपसमिति वर्तमान (एम ओ यू) की प्रगति का पुनर्विलोकन करेगा तथा एम ओ यू की समाप्ति पर नवीकरण के सन्दर्भ में भी जानकारी देगा ।

समन्वयक:

विश्वविद्यालय में आई यू सी आर सी के समन्वयक मूलतः की तैनाती पूर्णकालिक आधार पर ही होगी । वे उस विश्वविद्यालय के वर्तमान संकाय सदस्य में ही एक आचार्य भी हो सकते है या फिर किसी ऐसे उ‌द्योग से हो जिसको राष्ट्रीय तथा अंतरराष्ट्रीय स्तर पर 6281 भाग III-खण्ड 4]

गतिविधियों की सुचारू व्यवस्था करने में प्रचूर अनुभव है । योग्य उम्मीदवार की अनुपब्धता की स्थिति में विश्वविद्यालय दो वर्ष की अवधि के लिए समन्वयक को संविदा के तहत चुनाव कर सकती है तथा जिसकी अवधि को दो वर्ष तक और बढाया जा सकता है ।

प्रशासनिक स्टाफ :

उपर्युक्त अनुभाग में प्रशासनिक स्टाफ की न्यूनतम् संख्या होगी । विश्वविद्यालय प्रशासन की उपलब्धता के अनुरूप ही स्टाफ की नियुक्ति होगी तथा भर्ती विश्वविद्यालय के प्रतिमानकों के आधार पर ही चुनाव होगा ।

प्रकार्य तथा उत्तरदायित्व:

एईएसी की सिफारिशों के आधार पर, सहयोगिक कार्यक्रमों का निर्विघ्न रूप से संचालन किया जाए न सिर्फ विश्वविद्यालय में बल्कि भागीदार संस्थानों में भी । यह अनुभाग दांवेदारों, विशेषज्ञों, विद्यार्थियों, स्कोलर तथा भागीदार संस्थानों तथा योजनाओं की प्रगति आदि का अनुरक्षण करेगा । यह अनुभाग संस्थानों के मध्य आपसी समन्वय स्थापित करने तथा (MoU ) एम ओ यू संबंधित गतिविधियों का समय पर पूर्णता का भी अनुवीक्षण करेगा । समीक्षा के आधार पर यह अनुभाग एम ओ यू के नवीकरण का भी प्रबंध करेगा । एम ओ यू के प्रभावी कार्यान्वयन हेतु यह अनुभाग निम्नलिखित कार्य करेगा । भारत का राजपत्र, अक्तूबर10, 2009 ( आश्विन 18 , 1931 )

1) प्रशासनिक प्रबंधन:

यह केन्द्र विश्वविद्यालय प्रधिकरण से उचित्ता तथा संस्वीकृति प्राप्त कर के प्रशासनिक कार्यविधियों से संबंधित प्रकार्यों का उचित पालन करेगा ।

2) सांस्कृतिक विनिमय:

केन्द्र भागीदार संस्थानों से संबंधित कार्यक्रमों का आयोजन करेगा तथा बैठके भी आयोजित करेगा, सहयोगिकता और अनुबंधन हेतु भारत तथा विदेशों में भी प्रदर्शनियों में भी भाग लेगा । 3) वित्तीय समझौते :

केन्द्र के पास एक बजट होगा जिसमें विश्वविद्यालय द्वारा प्रदान किया गया प्रचालन व्यय होगा ।

4) अई पी आर संबंधित मामले:

केन्द्र बौद्धिक संपत्ति अधिकार, एकस्व अधिकार, कापीराइट तथा अन्य एम ओ यू के मानव पूँजीगत मामलों के प्रबंधन के लिए आवश्यक कदम उठाएगा ।

5) अनुवर्ती या समाप्ति हेतु विधिक मामले :

यह केन्द्र दावेदारों के मध्य कानूनी जटिलता का परिहार करने के लिए तथा समन्वयन स्थापित करने जैसे मामलों को भी एम ओ यू में सम्मिलित करेगा । 6283 भाग III-खण्ड 4]

अन्य विश्वविद्यालय तथा संस्थानों से समझौता ज्ञापन की तैयारी हेतु आवश्यक दिशा निर्देश अनुच्छेद 1

पाण्डिच्चेरी विश्वविद्यालय और भारत तथा विदेशों में उच्च शिक्षा शैक्षणिक संस्थान आपसी सहयोग तथा संबंधों को विस्तृत तथा सुदृढ बनाने की पहल में अनुसंधान/उच्च शिक्षा के क्षेत्रों जिनमें की मानविकी, भाषाएँ , सामाजिक विज्ञान , प्रबंधन या अन्य विषयों के आपसी हित तथा विकास में अपना योगदान देंगे । दोनो संस्थानों ने बौद्धिक गतिविधियों के माध्यम से आपसी संबंध स्थापित करने हेतु संकाय सदस्यों/अनुसंधान स्कोलर/विद्यार्थी या अन्य कर्मिकों के विनिमय के माध्यम आदि का विनिमय किया है ।

सहयोगिक क्रियाकलापों का मूल उद्देश्य अनुसंधान तथा प्रशिक्षण कार्यक्रमों का विकास करना है जो दोनो संस्थानों के उपयोगी है । अन्य लोगों के मध्य आपसी सहयोग का मूल प्रयोजन है : i ) आत्मविकास ii ) संगोष्ठी iii ) कार्यशाला iv ) प्रशिक्षण कार्यक्रम v) शिक्षण कार्यक्रम vi ) परियोजनाएँ vii ) ग्रीष्म विद्यालय तथा viii) अनुसंधान सहयोग, ताकि स्नातकोत्तर शिक्षा कार्यक्रमों, वाचस्पति तथा अग्रिम अनुसंधान कार्यक्रमों का प्रभावी कार्यन्वयन किया जा सके ।

निम्नलिखित माध्यम से इस लक्ष्य को प्राप्त किया जा सकता है :

क) पारस्परिक तथा अन्योन्य आधार पर संयुक्त अनुसंधान क्रियाकलाप ।

ख) शिक्षकों का विनिमय ।

ग) एम फिल तथा पीएच डी अनुसंधान छात्रों, स्नातकोत्तर छात्रों आदि का विनिमय । घ) अनुसंधान परियोजनाओं के सफलतापूर्ण समाप्ति पर सूचना तथा प्रकाशनों का विनिमय । अनुच्छेद 2

उपर्युक्त कार्यक्रमों के प्रभावी कार्यान्वयन हेतु, प्रत्येक संस्थान में एक सलाहकार समिति के साथ समन्वय भी होगा , जो समझौता ज्ञापन के प्रभावी कार्यान्वयन हेतु जिम्मेदार होगा । अनुच्छेद 3

पाण्डिच्चेरी विश्वविद्यालय एक वरिष्ठ संकाय सदस्य को संयोजक के रूप में नियुक्त करेगा जो कोई अन्य पदभार न सम्भाले हो । इस व्यक्ति को चक्रानुक्रमानुसार तीन वर्ष की अवधि के लिए नियुक्त करेगा ।

अनुच्छेद 4

प्रत्येक एम ओ यू कार्यक्रम के संयोजक को सहयोगिक अनुभाग के निकटतम् समन्वयन में कार्य करना होगा ( रजिस्ट्रार सचिवालय का पी सी आर अनुभाग) । एम ओ यू संयोजन समिति के अध्यक्ष कुलपति होंगे ।

अनुच्छेद 5

अनुच्छेद 6

एम ओ यू के उपक्रम को अकादमिक तथा कार्यकारी समिति के समक्ष अनुमोदनार्थ प्रस्तुत किया जाएगा । अनुच्छेद 7

एम ओ यू की अवधि ज्ञापन में हस्ताक्षर के तीन वर्ष तक होगी । तीन वर्ष की अवधि के समाप्ति के पश्चात् , ज्ञापन को आपसी सहमति हेतु नवीकृत किया जाएगा । संस्थान को यह अधिकार है कि वह इस अवस्था में अनुबंधन को समात कर सकता है ।

अनुच्छेद 8

एम ओ यू के अधीन विनिमय कार्यक्रम में संकाय सदस्य, स्कोलर, विद्यार्थी तथा अनुसंधानक तथा अन्य कार्मिक भी भाग लेने के लिए पात्रता प्राप्त है ।

अनुच्छेद 9

बहुविद्ध निमंत्रण यदि किसी विभाग में उपलब्ध हो तो उसे संकाय सदस्यों की बैठक के आधार पर विभाग अध्यक्ष द्वारा अग्रेषित किया जाए, वह भी उचित माध्यम से, एक प्राथमिकता सूची संयोजक द्वारा कुलपति के समक्ष प्रस्तुत कि जाएगी , तथा वे ही उसकी नियुक्ति करेंगे ।

अनुच्छेद 10

समझौता ज्ञापन के पश्चात्, पाण्डिच्चेरी विश्वविद्यालय समय समय पर विश्वविद्यालय अनुदान आयोग/मानव संसाधन विकास मंत्रालय , भारत सरकार द्वारा जारी किए गए दिशा निर्देशो का अनुसरण करेगा । 6286

अनुच्छेद 11

वे जिनका आगमन विदेशों से पाण्डिच्चेरी विश्वविद्यालय में बतौर संकाय सदस्य हुआ हो उनको समझौता ज्ञापन के तहत प्रति सत्र 750/ - रू दिए जाएँगे, भारतीय संकाय सदस्य को 250/ - रू तथा विदेशों से आये हुए विद्यार्थियों तथा अनुसंधान स्कोलर को 500/- रू दिया जाएगा तथा विश्वविद्यालय गेस्ट हाउस/ छात्रावास/ विदेशी छात्र छात्रावास आदि में निशुल्क आवास प्रदान किया जाएगा । समय समय पर तथा यथावश्यक इस राशि का पुनर्विलोकन होगा ।

अनुच्छेद 12

यात्रा भत्ता के अतितिक्त समझौता ज्ञापन के अधीन जो दौरे पर जाता है उन्हे पाण्डिच्चेरी विश्वविद्यालय शिक्षकों तथा अन्य कर्मिकों का पूरा वेतन देगी ।

अनुच्छेद 13

पाण्डिच्चेरी विश्वविद्यालय के आगंतुकों का आतिथ्य सत्कार मेजबान विश्वविद्यालय द्वारा उठाया जाएगा जो मुफ्त आवास तथा उचित अनुरक्षण भत्तों के रूप में होगा ।

अनुच्छेद 14

पाण्डिच्चेरी विश्वविद्यालय के शिक्षकों तथा अन्य कार्मिकों को समझौता ज्ञापन के तहत अन्य संस्थानों में दौरे पर जाने के लिए तीस दिन की अवधि तक का समय बतौर कार्यार्थ छूट्टी दी जाएगी । यदि यह दौरा ग्रीष्म अवकाश में हो तो कार्यार्थ छु‌ट्टी को सम्मिलित कर कुल 60 भाग III-खण्ड 4]

दिनों की अवधि स्वीकृत की जाए । ग्रीष्म अवकाश में अधिकतम् तीस दिनों की छूट्टी को कार्यार्थ छूट्टी के रूप में ही लिया जाएगा ।

अनुच्छेद 15

दोहरी वाचस्पति उपाधि और संयुक्त पर्यवेक्षण की अनुमति दी जा सकती है । जिन कार्यक्रमों का उल्लेख समझौता ज्ञापन में हो सकता है ।

अनुच्छेद 16

दौरे के पश्चात् परिणामों के प्रकाशन को प्रेषित किया जाए ।

अनुच्छेद 17

विनिमय विद्यार्थियों का पाठ्यक्रम तथा उनकी सलग्नता /प्रविष्ठता आदि के बारे में विभाग द्वारा ही निर्धारित किया जाएगा । विद्यार्थी द्वारा प्राप्त किए गए क्रेडिट्स को दौरे की समाप्ति पर संबंधित मूल विश्वविद्यालय में स्थानांतरित कर दिया जाएगा ।

अनुच्छेद 18

मेजबान विश्वविद्यालय द्वारा अन्य विश्वविद्यालय के विद्यार्थियो को नियमित/ विदेशी छात्रावास में ठहरने की अनुमति दी जाए और इसका कार्यभार उससे न लिया जाए तथा उन्हे विनिमय विद्यार्थी के प्रबंधन की पूर्ति हेतु छात्रवृत्ति दी जाए ।

अनुच्छेद 19

वे विद्यार्थी जो विनिमय कार्यक्रम के अन्तर्गत है वे मेजबान विश्वविद्यालय को किसी भी तरह का शुल्क न दे उनकों पहचान पत्र दिया जाए तथा विश्वविद्यालय के अन्य विद्यार्थियों की भान्ति वे भी पुस्तकालय , मनोविनोद क्लब , फिल्म क्लब तथा अन्य सुविधाओं का प्रयोग कर सकते है । अनुच्छेद 20

मेजबान विश्वविद्यालय में आगमन के पहले विनिमय विद्यार्थी को अपना बीमा प्रीमियम कराना होगा तथा उस प्रीमियम का धारक स्वयं वह विद्यार्थी होगा ।

अनुच्छेद 21

विद्यार्थियों के अतंरराष्ट्रीय यात्रा की जिम्मेदारी संबंधित विश्वविद्यालय की होगी । मेजबान विश्वविद्यालय इनके विश्वविद्यालय परिसर तक के आने तथा जाने का प्रबंध करेगा । वापसी के लिए भी इसी प्रकार होगा ।

अनुच्छेद 22

विनिमय की अवधि तक विद्यार्थी साधारण शुल्क तथा अन्य कार्यभार अपने विश्वविद्यालय को देगा न कि मेजबान विश्वविद्यालय को ।

अनुच्छेद 23

संयुक्त अनुसंधान कार्यक्रम पाठ्यक्रम में एकस्व तथा वाणिज्यिक प्रयोजन हेतु संयुक्त रूप से रजिस्टर किया जाए । यदि एक पार्टी किसी भी प्रकार के दावे का परित्याग करती है या 90 दिनों की अवधि तक कोई उत्तर नहीं देती , तो दूसरी पार्टी का यह हक बनता है कि वह अपने नाम पर रजिस्टर कर ले ।

In Chapter XIX 1a, b, c, d, e and 8a, b shall be inserted as follows:

1. a. A Convocation for the purpose of conferring degrees shall ordinarily Annual be held once in a year on such date and place as may be fixed by the Convocation Vice- Chancellor with prior approval of the Chancellor .

b. At the beginning of each academic year , the University shall announce its academic calendar, giving the schedules for all its activities during the year ;

с. The academic calendar of the University shall in addition to the schedules for academic activities like courses and Examinations , the calendar shall also include the date /s for degree awards ;

d. If necessary , the University may schedule Degree awards more often than once in a year and the same shall be included in its academic calendar;

e. The Degree award date/s shall be within 180 days of the date/s by which the students are expected to qualify and become eligible for them ;

8. a. A candidate for the degree must submit to the Registrar his /her Application application on or before the date prescribed for the purpose , for admission to the degree at the Convocation in person , along with the prescribed fees .

b. The University shall notify a programme for Degree awards at least 30 days before the date / s so fixed , so that the candidate can apply for the same ;

In Chapter XX Annexure II 1.4.1 Note and 3.3.0 Note (4) shall be substituted as follows:

"NET / SLET shall remain the minimum eligibility condition for recruitment of lecturers in Universities/ Colleges / Institutions .

Provided, however that the candidates , who have been awarded Ph.D. degree strictly in accordance with " University Grants Commission ( minimum standards and procedure for award of Ph.D. Degree ) , Regulation 2008 , shall be exempted from the requirement of the minimum eligibility condition of Universities / NET/SLET recruitmentfor Colleges /Institutions" . of lecturers in 6294

NORMS FOR GRANT OF PERMANENT AFFILIATION

i. Three consecutive batches of students should have passed out in the concerned discipline for which permanent affiliation is sought .

ii. The institution should show evidence for unencumbered own land and building as per the prescribed affiliation norms at the time of grant of affiliation . The legal opinion from the Government pleader for the ownership of the land should also be produced.

The institution should have appointed (at least 80 %) teachers on a regular basis in the concerned discipline and paid as per the pay scales prescribed by the Government/ statutory organizations . Such teachers should possess the qualification prescribed by the UGC/ respective statutory organization . The records of the same should be maintained .

iv. The institution should have fulfilled all the conditions and followed all the rules and regulations prescribed by the University for the grant of affiliation .

V. If there are any incidents of violations of conditions prescribed for the grant of affiliation noticed by the University, then, the University reserves the right to suspend the affiliation of the Institution for a prescribed period which would be decided by the committee, based on the nature of violation.

vi . The Institution should not collect either directly or through any of its associated trust etc. , any capitation fee or donation from any of its students or employees except the fee and other charges prescribed by the University/ Government .

vii . The Management of an unaided college shall have its accounts audited at the end of each financial year by a registered chartered accountant . A copy of the annual accounts shall be made available alongwith the audit report to the University for inspection within six months from the closure of the financial year .

viii . Admission should be made in accordance with the guidelines issued by the University/ Government from time to time .

ix. The University reserves the right to inspect the Institution at any time for continuance of affiliation .

[PART III- SHC. 4 Χ. The Institution should maintain all the registers and records and statistical data required to be maintained under University regulations / rules and should be made available as and when required by the University .

xi . The institution should submit its application for grant of permanent affiliation in the prescribed format available in the website www.pondiuni.edu.in on or before 1st October of the preceding academic year .

xii . Any change affecting the college's permanent affiliation status either in terms of faculty position or infrastructure facilities brought to the notice of the University would automatically lead to disqualification.

xiii . All dues to the University should have been promptly paid by the college seeking permanent affiliation.

xiv . There should not be any persistent defects in the college for three years prior to the request for permanent affiliation.

Note: ( i) The grant of permanent affiliation will be subject to review once in five years and the fund may be paid accordingly once in five years ( ii) The minimum requirement of availability of regular teachers may be decided by the inspection committee , taking into account long term contract / adhoc appointments , particularly in the Government colleges .

Existing provision for endowment and land for new colleges / courses

Endowment: The details of Endowments to be created to open new College or by Colleges seeking to start new course shall be as given below:

Endowment: Fifty percent of the endowment should be shown in the form of fixed deposit invested in nationalized bank or scheduled bank in the joint names of the Registrar , Pondicherry University and the Management of College and the balance Fifty percent may be shown by the Management of the College in the form of property . This should be in the form of unencumbered assets fetching annual income . Both the income , i.e. , annual interest from the fixed deposit and the annual income from the unencumbered assets should be spent only for the maintenance of the College.

Establishment of Inter University Collaboration and Research Cell and Guidelines for Establishing Memorandum of Understanding between the University and other Institution of Repute. [Section 27(1 )]

Purpose:

Pondicherry University is one of the Central Universities established during 1985 by an Act of Parliament. The University presently offers a large number of courses leading to award of Under Graduate Degrees , Five year Integrated Masters , Two year Master Degrees and Research Degrees . The growing number of human resource , intellectual faculties and research teams of the University and other respected Institutions in India and Abroad frequently lead into the establishment of MoUs , and linkages . In order to strengthen the collaborative activities of the University and the respective partner Institutions , Pondicherry University intends to establish a separate Cell named as " Inter - University Collaboration and Research Cell" ( IUCRC ) to provide guidelines and avenues to the stakeholders for an effective implementation of the proposed schemes . This Cell is a nodal body for all departments of the University and partner Institutions to propose schemes of study programmes , research linkage and all of types of Cultural exchanges .

Title : This Cell is named as " Inter- University Collaboration and Research Cell " and is one of the constituent bodies of Pondicherry University .

Objectives of the Cell:

The Cell shall have the following major objectives :

1. To popularize the academic and research activities of Pondicherry University to other Institutions of repute , every year , through its Newsletter , Brochures , exhibitions and official demos .

2. To identify the collaborating Institutions and invite them for arranging Linkages with the departments of the University , for specified purposes .

3. To organize signing of MoUs with mutually agreeable terms and conditions .

4. To arrange to nominate the respective faculty- in - charge of each collaborative activity and monitor the progress .

5. To organize Joint Programmes on Campus and other Institutions on selected Academic areas and conduct frontier lectures , dual degree programmes and twinning programmes as per regulations and to offer Study India programmes .

This Committee shall meet at least twice in an year to hold ordinary meetings and extraordinary meetings to consider special cases of MoUs .

The Academic Exchange Advisory Committee (AEAC ) shall have the authority to evaluate , scrutinize and recommend the proposals of institutions of repute for conducting collaborative programmes and for establishing linkages . It shall constitute sub committees to look into the progress , review of existing MoUs and renewal of expiring MoUs , in association with the Law Officer of the University.

Organization:

The IUCRC shall have the following organizational set up:

Co - ordinator:

There shall be a Co - ordinator of IUCRC on fulltime basis of the University at Professor cadre redeployed from the existing faculty of the University or an industry with enough experience in arranging collaborative activities at National / International level . In case of non availability of suitable candidates , the University may select the co - ordinator on contract basis for a period of 2 years extendable upto one more year .

3 Administrative Staff:

The cell shall have the minimum number of administrative staff as presented above . These staff shall be deputed from the University administration as per availability and shall be recruited on contract basis through a selection committee constituted as per University's norms .

Functions and Responsibilities:

The cell as per the recommendations of the AEAC , shall carry out all the necessary functions required to smoothly conduct the collaborative programmes not only in the University but also in the partner Institutions . The Cell shall maintain all records of the stakeholders , resource persons , students , scholars and partner Institutions and the reports of the schemes in progress. The Cell shall maintain proper co - ordination among the Institutions and ensure timely completion of the MoU related activities . The cell shall , based on the review, make arrangements to renew the MoUs . The cell shall carry out the following for effective implementation of the MoUs .

1. Administrative Arrangements:

The centre shall follow the administrative procedures of the University in relation to all its functions by obtaining proper appropriates and sanction from the authorities .

2. Cultural Exchange:

The centre shall conduct programmes of relevance to the participating institutions and conduct meetings , participate in exhibitions in India and abroad for obtaining new collaborations and linkages .

3. Financial Arrangements :

The centre shall have a budget for its operational expenses provided from the University .

4. IPR Related Issues :

The centre shall take all necessary steps to maintain Intellectual Property Rights , Patent Rights , Copyrights and other human capital related issues in the MOUs .

5. Legal Issues for Continuative or Termination:

The centre shall take all steps to maintain the co - ordination among the stakeholders for avoiding legal complications and include such items in the MOU .

GUIDELINES FOR THE PREPARATION OF MEMORANDUM OF UNDERSTANDING WITH OTHER UNIVERSITIES AND INSTITUTIONS Article 1

Pondicherry University and academic institution of higher learning in India or abroad agree to broaden and deepen their mutual co - operation and pedagogical relations in the interest of contributing to the development of research/higher education in the fields of humanities , languages , science , social sciences , management or any other discipline as of mutual interest . The two institutions will endeavour to establish relationships within the areas of scholarly activities through exchanges of faculty/research scholars / students or any other personnel that both institutions deem fit .

The specific objective of the collaborative endeavour is to develop research and training programmes beneficial to both the institutions . Co - operation among others shall be for the purposes of (i) curriculum development ( ii ) seminars ( iii ) workshops ( iv) training programmes (v ) teaching programmes (vi) projects (vii ) summer schools , and (viii) research collaboration , to effectively implement the post - graduate study programmes , doctoral and advanced research programmes .

These are to be achieved by way of:

(a) joint research activities on a mutual and reciprocal basis ,

(b) exchange of teachers ,

(d) exchange of information and publication on the successful completion of the research project (s) .

Article 2

To implement the programmes mentioned above , each institution shall form an advisory committee with a co - ordinator , who shall be responsible for effective implementation of the MOU .

Article 3

Pondicherry University shall appoint a senior faculty member as the Co crdinator not holding any other position. This person shall be appointed for a period of three years by way of rotation.

Article 4

Co- ordinators of the Programme for each MOU shall work in close co- ordination with the Collaboration Cell ( PCR Cell in the Registrar's Secretariat ) . The Vice - Chancellor shall be the Chairman for all Co - ordination Committee of MOUs .

Article 5

The concerned Co- ordinator of every MOU should submit a periodical progress report , at least once in a year

Article 6

The undertaking of each MOU is subject to the approval by the Academic Council and the Executive Council.

Article 7

The period of the MOU shall be for three years from the date of signing of the memorandum . On completion of the three year period, the memorandum may be renewed by mutual consent . Either institution reserves the right to terminate the agreement at that stage .

Article 8

The faculty/scholars / students /researchers and any other personnel are eligible to participate in the exchange programme under MOU.

Article 9

In case of multiple invitations available to any department , based on the decisions made in the faculty meeting, HOD shall forward , through proper channel , a priority list to the coordinator who shall , in turn, place it before the V.C. for decision as to who should be deputed.

Article 10

While entering into MOU , Pondicherry University shall follow guidelines issued by UGC/ MHRD , Govt . of India from time to time.

Article 11

Those , from abroad , who visit Pondicherry University under the MOU will be paid per diem of Rs.750/- for faculty from abroad, Rs.250/- for Indian faculty and Rs.500/ - for students and research scholars from abroad by Pondicherry University and free accommodation in the University guest house / transit PART III--SEC. 4 ]

hostel /foreign student hostel, etc. This amount shall be reviewed from time to time as and when required .

Article 12 In addition to meeting travel expense of those going to other Universities under the MOU , Pondicherry University shall also pay the salary of the teachers (s) and other personnel in full for the duration of the visit .

Article 13 The local hospitality of the visitors from Pondicherry University shall be borne by the host University in the form of free accommodation and reasonable maintenance allowance .

Article 14 The teachers and other personnel from Pondicherry University , proposing to visit the institution mentioned in the MOU , may be given duty leave for a period up to 30 days for the visit . If the visit is made during the summer vacation of Pondicherry University, duty leave including the period spent on summer vacation may be granted for a period up to 60 days . Leave taken in excess of the summer vacation, not exceeding 30 days , shall be treated as duty leave .

Article 15 Dual doctoral degree programmes and joint supervisorship may be permitted . Such programmes shall be mentioned in the MOU .

Article 16 Any publication resulting from the visit should duly be acknowledged .

Article 17 The course of study which the exchange students have to undergo will be determined by the department to which the students will be attached/ admitted . The credits obtained by the students can be transferred to their parent University at the end of their visit .

Article 18 The host University will accommodate the students of the other university in their regular / foreign student's hostel free of charge and pay a scholarship to the exchange students to meet their maintenance and living expenditure .

Article 19 The students under exchange programme shall not pay any fees to the host University. However, they shall be given an identity card, and they will have access to all student facilities like library , recreation clubs , film clubs , and such other facilities enjoyed by regular students of the host University .

Article 20

The exchange students must be covered by an adequate insurance premium before their arrival in the host University and the premium shall be borne by the students .

Article 21

The cost of international travel of the student will be the concern of the parent University . However , the host University will make arrangements for to and fro travel from the nearest airport to the University campus . The same shall be repeated on their return home .

Article 22

For the duration of exchange , the students shall pay their normal fees and other charges to their parent University and not to the host institutions .

Article 23

The results obtained in the course of joint research programme shall be jointly registered for patent or for commercial purposes . If one party abandons any claim or fails to give a reply within a period of 90 ( ninety) days , the other party will be entitled to register under its own name .
