सा.का.नि. 6.-राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और योजना आयोग , (ज्योट लेखापाल , असचिवालीय पद ) भर्ती नियम , 2000 को, उन बातों के सिवाय अधिक्रान्त करते हुए , जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने से लोप किया गया है , योजना आयोग में ज्येष्ठ लेखापाल के असचिवालीय पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्: -
2010 है । 1. संक्षिप्त नाम और प्रारंभ (1 ) इन नियमों का संक्षिप्त नाम योजना आयोग (ज्येष्ठ लेखापाल, असचिवालीय पर भर्ती नियम, (2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद संख्या , वर्गीकरण और वेतनमान, उक्त पद की संख्या , उसका वर्गीकरण और उसका वेतनमान वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तम्भ ( 2 ) से स्तंभ (4) में विनिर्दिष्ट हैं ।
3. भर्ती की पद्धति , आयु सीमा , अर्हताएं, उक्त पदों पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तंभ ( 5 ) से स्तंभ ( 14 ) में विनिर्दिष्ट हैं ।

( क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है; या
(ख ) जिसने अपने पति या पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह , ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।
6. व्यावृत्ति.-इन नियमों की कोई बात , ऐसे आरक्षण , आयु - सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों , अन्य पिछड़े वर्गों , भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

(ii) जिन्होंने 2800 रु. के ग्रेड वेतन के या समतुल्य वेतनमान वाले पदों पर छह वर्ष नियमित सेवा की हो ; या
(iii) जिन्होंने 2400 रु. के ग्रेड वेतन के या समतुल्य वेतनमान वाले पदों पर दस वर्ष नियमित सेवा की हो ; और
(ख) जिन्होंने सचिवालय प्रशिक्षण और प्रबंध या समतुल्य संस्था से गोकाड़ और लेखा कार्य में प्रशिक्षण प्राप्त किया है और जिन्हें रोकड लेखा और बजट कार्य का तीन वर्ष का अनुभव है ; या
जिन्होंने केन्द्रीय सरकार के किसी संगठित लेखा विभाग द्वारा संचालित अधीनस्थ लेखा सेवा या समतुल्य परीक्षा उत्तीर्ण की है ।
टिप्पण 1 : प्रतिनियुक्ति की अवधि, जिसके अन्तर्गत कंन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है . साधारणतया तीन वर्ष से अधिक नहीं होगी ।
टिप्पण 2 : प्रतिनियुक्ति पर नियुक्ति ( जिसके अंतर्गत अल्पकालिक साँवदा भी है) के लिए अधिकतम आयु सीमा आवेदन प्राप्ट करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी ।
टिप्पण 3 : प्रतिनियुक्तिः आमलत के आधार पर नियुक्ति के प्रयोजन के लिए. नियमित आधार पर की गई वह संत्रा जो अधिकारी द्वारा. । । 2006 वह तारीख जिससे छठे केन्द्रीय वेतन आयोग की सिफारिशों पर आधारित वेतन संरचन विस्तारित की गई है, से पहले की गई है , आयोग की सिफारिशों के आधार पर विस्तारित तत्समान ग्रेड वेतन/वेतनमान में की गई मंत्रा समझी जाएगी सिवाय इसके कि जहां एक से अधिकार पुनरीक्षित वेतनमान को एक समान ग्रेड वेतन वेतनमान के साथ एक ग्रेड में समामेलित किया गया है और जहां यह फायदा केवल उन पद ( पदों) के लिए विस्तारित किया जाएगा जिसके लिए वह ग्रेड वेतन वेतनमान बिना किसी उन्नयन के सामान्य प्रतिस्थापित ग्रेड है । यदि विभागीय प्रोन्नति समिति है , तो उनकी संरचना
भर्ती करने में किन परिस्थितियों में संघ लोक सेवा आयोग से परामर्श किया जाएगा

G.S.R. 6.--In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Planning Commission, ( Non - Secretariat post of Senior Accountant ) Recruitment Rules , 2000 , except as respect things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the post of Non - Secretariat post of Senior Accountant in the Planning, Commission, namely 1. Short title and commencement . ( 1 ) These rules may be called the Planning Commission , Non - Secretariat post of Senior Accountant ) Recruitment Rules , 2010 .
(2) They shall come into force on the date of their publication in the Official Gazette .

[PART II- SEC. 3 (i) ] 2. Number of post, classification, pay band and Grade Pay . The number of the post, its classification , pay band and the grade pay applicable thereto shall be as specified in columns (2 ) to (4) of the Schedule annexed to these rules.
3.Methodof recruitment , age limit , qualifications , etc. The method of recruitment , age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to ( 14) of the said Schedule .
4. Disqualification. No person,-- (a) Who has entered into or contracted a marriage with a person having a spouse living; or
(b) Who , having a spouse living , has entered into or contracted a marriage with any other person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing , exempt any person from the operation of this rule .
5. Power to relax . Where the Central Government is of the opinion that it is necessary or expedient so to do, it may by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons .
6. Saving . Nothing in these rules shall affect reservations , relaxations of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , Other Backward Classes , Ex - servicemen and other Special Categories of persons in accordance with the orders issued by the Central Government from time to time in this regard .

Note 1: Period of deputation including period of deputation in another ex- cadre post held immediately preceding this appointment in the same or some other Organisation/department of the Central Government shall ordinarily not exceed three years.
Note 2: The maximum age limit for appointment by deputation tincluding Short Term Contract) shall be not exceeding 56 years as on the closing date of the receipt of applications .
Note 3 : For the purpose of appointment on deputation absorption basis , the service rendered on regular basis by an officer prior to 1-1-2006 the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations has been extended , shall be deemed to be service rendered in the corresponding grade pay- pay seale extended based on the recommendations of the commission except where there has been merger of more than one pre- revised scale of pay into one grade with a common grade pay pay scale, and where this benefit will extend only for the post ( 5 ) for which that grade pay pay seale is the normal replacement grade without any upgradation .

कार्यालय में फोटोग्राफर के रूप में तीन वर्ष तक कार्य करने का अनुभव होना चाहिए और ग्रामीण विकास वाली वस्तुओं की तस्वीरें या फोटोग्राफ लेने के कार्य क्षेत्र में लगा हुआ होना चाहिए तथा लीफलैट्स, चाटों, प्रदर्शनी और दूरदर्शन कार्यक्रमों के लिए विनिर्दिष्ट विषयों पर फोटो लेने के लिए प्रबंध करने का अनुभव होना चाहिए । ग्रामीण विषयों पर स्लाइड तैयार करने का भी पर्याप्त अनुभव होना चाहिए । अति आधुनिक कैमरे स्थिर और चल दोनों पर जिसमें डार्क रूम में प्रयोग की जाने वाली मशीन भी है कार्य करने का अनुभव होना चाहिए । 8 मि.मि. और 16 मि.मि. और 35 मि.नि. की वृत्त चित्र तैयार करने में लगा हुआ होना चाहिए कंप्यूटर पर कार्य करने में योग्य होना चाहिए। वांछनीय किसी मान्यताप्राप्त संस्था से फोटोग्राफी में डिप्लोमा ।
प्रोन्नति प्रतिनियुक्ति/ आमेलन द्वारा भर्ती के मामलों में जिस बैंड से प्रोन्नतिः प्रतिनियुक्तिः आमेलन किया जाता है

हुए हैं और जिन्होंने उस श्रेणी में पांच वर्ष नियमित सेवा की है और जिनके पास सीधे भर्ती किए जाने वाले व्यक्तियों के लिए स्तंभ 8 में विहित अर्हताएं हैं। ( प्रतिनियुक्ति की अवधि , साधारणतया तीन वर्ष से अधिक नहीं होगी। )

टिप्पण 2: - प्रतिनियुक्ति आधार पर, नियुक्ति के प्रयोजन के लिए, इसके सिवाय जहां एक से अधिक पुनरीक्षित वेतनमानों को मिलाकर एक साधारण श्रेणी वेतन या वेतनमान के साथ एक श्रेणी में कर दिया गया है और जहां यह फायदा पद ( पदों ) के लिए उस सीमा तक बढ़ाया गया है, जिसके लिए यह श्रेणी वेतन या वेतनमान किसी उन्नयन के बिना , सामान्य प्रतिस्थापन श्रेणी तक किया जा सकता है , 1-1-2006 से पूर्व किसी अधिकारी द्वारा नियमित आधार पर की गई सेवा, जिस तारीख से छठे वेतन आयोग की सिफारिशों पर पूर्व पुनरीक्षित वेतन की संरचना सीमा अवधारित है, उक्त वेतन आयोग की सिफारिशों पर आधारित सीमा तक तत्संबंधी श्रेणी वेतन या वेतनमान में की गई सेवा समझी जाएगी ।

G.S.R. 7. In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Rural Development ( Photographer ) Recruitment Rules , 1982 , except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the post of Photographer in the Ministry of Rural Development , namely:-
1. Short title and commencement.( 1 ) These rules may be called the Ministry of Rural Development ( Photographer) Recruitment Rules , 2009 .
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post , classification and scale of pay. The number of the said post , its classification, and the scale of pay attached thereto shall be as specified in columns (2) to ( 4) of the Schedule annexed to these rules .

Method of recruitment , age limit and other qualification ete.-- The method of recruitment to the said post , age limit , qualifications and other matters relating thereto shall be as specified in columns ( 5 ) to ( 14 ) of the said Schedule.
4. Disqualification . No person ,
(a) who has entered into or contracted a marriage with a person having a spouse living : or
(b) who , having a spouse living , has entered into or contracted a marriage with any person , shall be eligible for appointment to the said post :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for se doing , exempt any person from the operation of this rule .
5. Power to relax . Where the Central Government is of the Opinion that it is necessary or expedient so to do, it may , by order , for reasons to be recorded in writing , relax any of the provisionssions of these rules with respect to any class or category of persons .
6. Saving. Nothing in these rules shall affect reservations , relaxation of age hmit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes . Other Backward Classes , the Ex - Serviceman and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Experience : Three years working experience in Government or semi - Government offices as a photographer and should have been engaged in the field work to take pictures or photographs of objects having rural development bearing and should have the experience of arranging the photos on specific topics for leaflets charts exhibition and T.V. Programmes . Should also have adequate experience of producing slides on rural topics . Must have experience in handling advanced modern cameras , both still and movie including the machinery used in the dark room . Must also have been engaged in producing 8m.m. , 16m.m. and 35m.m. documentary films. Must also be able to work on computers .
Desirable Diploma in Photography from any recognised institution .

basis by an officer prior to 1-1-2006, the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations has been extended , shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the said Pay Commission except where there has been merger of more than one pre - revised scale of pay into one grade with a common grade pay or pay scale, and where this benefit will extend only for the postis ) for which that grade pay or pay scale is the normal replacement grade without any upgradation .

3. भारतीय मृदा एवं भू उपयोग सर्वेक्षण संगठन, आशुलिपिक (ग्रेड 1.2 तथा 3 ) , भर्ती नियमावली 2007 की अनुसूची में आशुलिपिक ग्रेड । के पद से संबंधित क्रम सं.। के तहत
(क) स्तम्भ 13 में शब्दों तथा कोष्ठकों" ( पुष्टीकरण के लिये ) के स्थान पर शब्द तथा कोष्ठक " पदोन्नति के लिये प्रतिस्थापित किये जायेंगे।

2. In the Schedule to the Soil and Land Use Survey of India Stenographer ( Grade I , II and III ) , Recruitment Rules , 2007, against serial number 1 , relating to the post of Stenographer Grade - I.-
(i) in column 13 , for the words and brackets (for confirmation ) ' the words and brackets ( for promotion) ' shall be substituted;
(ii) in column 14, for the entry ' Not applicable ' the words ' Consultation with Union Public Service Commission, not necessary' shall be substituted;
