सा.का.नि. 14.-राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और योजना आयोग ( कम्प्यूटर श्रेणी -1 ) भर्ती नियम, 2008 को , उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है , योजना आयोग में कम्प्यूटर श्रेणी के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं. अर्थात्: -

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम योजना आयोग ( कम्प्यूटर श्रेणी ) भर्ती नियम , 2010 है । (2) ये राजपत्र में, उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद- संख्या, वर्गीकरण और वेतनमान, पद संख्या , उसका वर्गीकरण वेतन बैंड और ग्रेड वेतन वह होगा, जो इससे उपाबद्ध अनुसूची के स्तम्भ ( 2 ) से स्तंभ (4 ) में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति , आयु सीमा , अर्हताएं आदि भर्ती की पद्धति , आयु सीमा, अर्हताएं और इससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ( 5 ) से स्तंभ ( 14 ) में विनिर्दिष्ट हैं ।

4. निरर्हता.-वह व्यक्ति-

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है . या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति में विवाह किया है,

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह , ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्त्रीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को हम नियम के प्रवर्तन से छूट दे सकगी । 5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक्त या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करकं और इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत आदेश द्वारा शिथिल कर सकेंगी । 6. व्यावृत्ति. इन नियमों की कोई बात. ऐसे आरक्षण , आयु सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालंगी, जिनका कन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों , अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

टिप्पण 1 : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हक या पात्रता सेवा पूरी कर ली है , प्रोन्नति के लिए विचार किया जा रहा हो वहां उनसे ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परन्तु यह तब जबकि उनके द्वारा की गई ऐसी अर्हक या पात्रता सेवा , अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक से या दो वर्ष से , इनमें से जो भी कम हो. से कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है , अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो ।

टिप्पणी 2 : प्रोन्नति के लिए न्यूनतम अर्हक सेवा की संगणना करने के प्रयोजन

के लिए 1 जनवरी , 2006 या उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिफारिशों पर आधारित पुनरीक्षित वेतन संरचना विस्तारित की गई है, से पूर्व किसी अधिकारी द्वारा नियमित आधार पर की गई सेवा तत्स्थानी ग्रेड वेतन या आयोग की सिफारिशों पर आधारित विस्तारित वेतनमान में की गई सेवा समझी जाएगी ।

प्रतिनियुक्ति: केन्द्रीय सरकार के अधीन ऐसे अधिकारों

(क) (i ) जो मूल काडर/विभाग में नियमित आधार पर सदृश यद धारण किए हुए है; या

(ii ) जिन्होंने मूल काडर/विभाग में 5200-20,200 रु. के वेतन बैंड -1 के वेतनमान में + 1900 रु. के ग्रेड वेतन या समतुल्य पद पर आठ वर्ष नियमित सेवा की है; और

(ख) जिनके पास निम्नलिखित शैक्षिक अर्हताएं और अनुभव हैं :-

किसी मान्यताप्राप्त बोर्ड से सीनियर सैकेंडरी प्रमाणपत्र या समतुल्य अर्हता और संगणना या आंकडा प्रविष्टि या संकलन कार्य में न्यूनतम तीन वर्ष का अनुभव या स्नातक डिग्री , जिसमें गणितया सांख्यिको या अर्थशास्त्र एक विषय के रूप में रहा हो , और उपरोक्त कार्य का न्यूनतम एक वर्ष का अनुभव ।

टिप्पण 1 : प्रतिनियुक्ति/आमेलन के आधार पर नियुक्ति के प्रयोजन के लिए , किसी अधिकारी द्वारा । जनवरी , 2006 के पहले या उसे तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिफारिशों के आधार पर पुनरीक्षित वेतन संरचना का विस्तार किया गया है नियमित आधार पर की गई सेवा को सिवाय उस दशा के जहां एक से अनधिक पूर्व पुनरीक्षित वेतन का साधारण ग्रेड वेतन या वेतनमान सहित एक श्रेणी में विलय हो गया है और वहां यह लाभ केवल उस पद पर विस्तारित होगा जिसके लिए ग्रेड वेतन या वेतनमान बिना किसी उन्नयन का साधारण प्रतिस्थापन ग्रेड है , आयोग की सिफारिशों के आधार पर विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी ।

टिप्पण 2 : पोषक प्रवर्ग के ऐसे विभागीय अधिकारी , जो प्रोन्नति की सीधी पंक्तिमें हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे ।

टिप्पण ३ : प्रतिनियुक्ति की अवधि, जिसके अन्तर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है , साधारणतया तीन वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति पर नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी । 52

G.S.R. 14. In exercise ofthe powers conferred by the proviso to article 309 of the Constitution and in supersession ofthe Planning Commission (Computer Grade - 1 ) , Recruiunent Rules , 2008 , except as respects things done or omitted to he donebefore such supersession , the President hereby makes the following rules regulating the method of recruitment to the postofComputer Grade I in the Planning Commission, namely:---

1. Short title and commencement. ( 1 ) These rules may be called the Planning Commission ( Computer Grade - 1), Recruitment Rules , 2010.

(2) They shall come into force on the date oftheir publication in the Official Gazette.

2.Number of post , classification and scale of pay. The number of the post, its classification , pay band and grade pay applicable thereto shall be as specified in columns (2) to (4) of the Schedule annexed hereto.

3. Method of recruitment, age limit and other qualifications , etc.--The method of recruitment , age limit , qual fications and other matters relating thereto shall be as specified in columns ( 5 ) to ( 141 of the said Schedule .

4. Disqualification. No person ,-

(a) who has entered into or contracted a marriage with a person having a spouse living: on

(b) who, having a spouse living , has entered into or contracted a marriage with any other person,

shall be eligible for appointment to the said post :

Provided that the Central Government may , if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing , exempt any person fromthe operation of this rule .

5. Power to relax . Where the Central Government is of the Opinion that it is necessary or expedient so to do , it may, by order , for reasons to be recorded in writing , relax any of the provisions of these rules with respect to any class or category of persons .

6. Saving. Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required tobe provided for the Scheduled Castes , the Scheduled Tribes, Other Backward Classes , Ex - Servicemen and other special categories ofpersons in accordance with the orders issued by the Central Government from time to time in this regard .

सा.का.नि. 15. राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, परमाणु ऊर्जा विभाग में सुरक्षा गार्ड के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्

संक्षिप्त नाम और प्रारंभ ( 1 ) इन नियमों का संक्षिप्त नाम परमाणु ऊर्जा ( सुरक्षा गार्ड ) भर्ती नियम, 2009 है । 1.

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पदों की संख्या, वर्गीकरण और वेतनमान -उक्त पद की संख्या , उसका वर्गीकरण और उसका वेतनमान वह होगा , जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट रूप में होंगे ।

3. भर्ती की पद्धति , आयु सीमा , अर्हताएं आदि उक्त अनुसूची के स्तंभ ( 5 ) से स्तंभ ( 14 ) में विनिर्दिष्ट हैं । उक्त पद हेतु भर्ती की पद्धति , आयु सीमा, अर्हताएं तथा संबंधित अन्य विषय 4. निरर्हता. वह व्यक्ति,-

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

बशर्ते कि यदि केन्द्रीय सरकार इस बात से संतुष्ट हो कि ऐसे व्यक्ति तथा विवाह के दूसरे पक्ष हेतु लागू वैयक्तिक कानून के अधीन ऐसा विवाह अनुज्ञेय है तथा ऐसा करने के लिए अन्य आधार भी हैं , जो किसी व्यक्ति को उसके संबंध में इस नियम को लागू करने से छूट प्रदान करते हैं ।

6. व्यावृत्ति. इन नियमों की कोई भी बात केन्द्रीय सरकार की यह राय हो कि ऐसा करना आवश्यक या समीचीन है. तो वह व्यक्तियों कं किसी समूह या कोटि के संबंध में इन नियमों के किसी प्रावधान को इस संबंध में आदेश द्वारा एवं लिखित रूप में कारणों को दर्ज करते हुए , शिथिल कर सकती है ।

6. व्यावृत्ति. इन नियमों की कोई भी बात केन्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों एवं अन्य विशेष कोटियों के व्यक्तियों के लिए उपबंधित आरक्षणों, आयु सीमा कं शिथिलीकरण एवं अन्य रियायतों पर कोई प्रभाव नहीं डालेगी ।

G.S.R. 15. In exercise of the powers conferred by the proviso to article 309 of the tonstuntion , the Presiden hereby makes the following rules regulating the method of recruitsnent to the pest of Security Gaand in the Departinent of Atomic Energy, namely:---

1. Short title and commencement ( 1 ) These rules maybe called the Department ofAltaic energy & Security Guard) Recruitment Rules , 2009 .

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post , classification and scale of pay etc. The number of post, its classification and Scale of pas attached thereto shall be as specified in columns (2) to ( 4) of the Schedule annexedto these rules

3. Method of recruitment, age limit, qualifications etc. The method of recruitment, age linnt , qualifications and other matters relating to the said post, shall be as specified in columns (5) to (14) of the said Schedule .

4.Disqualification . No person,

(a) Who has entered into or contracted a inarriage with a person having a spouse living ; or

(b) Who, having a spouse living, has entered into or contracted a marriage with any other person ,

shall be eligible for appointment to the said post:

Providedthat the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doang, exempt any person from the operation of this rule .

5. Power to relax. Where the Central Government is of the opinion that it is necessary or expedient so to do. 11 may by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons .

6. Saving. Nothing in these rules shall affect reservations, relaxations of age limit and other concessions required tobe provided for the Scheduled Castes , the Scheduled Tribes, and other special categories ofpersons in accordance with the orders issuedby the Central Government frorn time to time in this regard .

सा.का.नि. 17. राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , और केन्द्रीय भूमिगत जल बोर्ड ( संपीड़ित चालक ) भर्ती नियम , 2001 को, उन बातों के सिवाय अधिक्रांत करते हुए , जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है , जल संसाधन मंत्रालय केन्द्रीय भूमिगत जल बोर्ड में संपीड़ित चालक के पदों पर भर्ती की पद्धति का विनियमन करने के लिए में निम्नलिखित नियम बनाती हैं, अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ ( 1 ) इन नियमों का संक्षिप्त नाम जल संसाधन मंत्रालय केन्द्रीय भूमिगत जल बोर्ड संपीड़ित चालक समूह ' ग ' पद भर्ती नियम , 2009 है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पदों की संख्या , बर्गीकरण, वेतन बैंड और ग्रेड वेतन या वेतनमान, उक्त पदों की संख्या, उनका वर्गीकरण और उनके वेतन बैंड और ग्रेड वेतन या वेतनमान वह होंगे , जो इन नियमों से उपाबद्ध अनुसूची के स्तम्भ ( 2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट हैं ।

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है. वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके तथा इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी । 7. व्यावृत्ति. इन नियमों की कोई बात, ऐसे आरक्षण , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों , और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है । 62

टिप्पण 2 : रोजगार कार्यान्नयों के माध्यम से की जाने वाली भतीं की दशा में आयु सीमा अवधारित करने के लिए निर्णायक तारीख वह अंतिम तारीख होगी जिस तक गंजगार कार्यालयों से नाम भेजने के लिए कहा गयाहै ।

सा.का.नि. 18. राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए ( फोटोग्राफर श्रेणी फोटोग्राफर श्रेणी -2) भर्ती नियम , 1974 को, जहां तक उनका संबंध फोटोग्राफर श्रेणी के पदों से है , उन बातों के सिवाय अधिक्रांत करन हुए, जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है , जल संसाधन मंत्रालय , केन्द्रीय भूमि जल बोर्ड में फाटाग्राफर श्रेणी-1 के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम जल संसाधन मंत्रालय , केन्द्रीय भूमि जल बोर्ड, फोटोग्राफर श्रेणी ! समूह ' ग ' पद भर्ती नियम, 2009 है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या , वर्गीकरण और वेतनमान, उक्त पद की संख्या , उसका वर्गीकरण और उसका वेतनमान यह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तम्भ ( 2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति, आयु सीमा , अर्हताएं आदि उक्त पद पर भर्ती की पद्धति आयु सीमा और उससे संबंधित अन्य बातें में होंगी जो उक्त अनुसूची के स्तंभ ( 5 ) से स्तंभ ( 14 ) में विनिर्दिष्ट हैं ।

4. निरर्हता. वह व्यक्ति ,-

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है ; या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है.

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाए कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधिक अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार मोजूद हैं , तो वह किसी व्यक्ति को इस नियम के प्रवर्तन में छूट दे सकेगी । 5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए 'जो कारण हैं उन्हें लेखबद्ध करके तथा इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेंगी । 6. व्यावृत्ति. इन नियमों की कोई भी बात, ऐसे आरक्षण , आयु सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों , अनुसूचित जनजातियों, भूतपूर्व सैनिकों, और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

1. Short title and commencement.-( 1 ) These rules may be called the Ministry of Water Resources , the Central Ground Water Board, Photographer Grade - I Group ' C' post Recruitment Rules , 2009 .

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Number of post , classification and the scale of pay. The number of post , its classification and scale of pay attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules .

( ख ) जिन के पास स्तंभ ( 8 ) के अधीन सीधी भर्ती के लिए विहित अहंताएं हैं । टिप्पण 1 : प्रतिनियुक्ति की अवधि, जिसके अन्तर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है , साधारणतया तीन वर्ष से अधिक नहीं होगी ।

लिए किसी अधिकारी द्वारा । जनवरी , 2006 से पहले उस तारीख से , जिससे छले केन्द्रीय वेतन आयोग की सिफारिशों के आधार पर पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधार पर की गई सेवा को , सिवाय उस दशा के जहां एक से अनधिक पूर्व पुनरीक्षित वेतन का साधारण ग्रेड वेतन वेतनमान सहित एक श्रेणी में विलय हो गया है और वहां यह लाभ केवल उस पद ( उन पदों ) पर विस्तारित होगा जिसके लिए ग्रेड वेतन/वेतनमान बिना किसी उन्नयन का साधारण प्रतिस्थापन ग्रेड है , आयोग की सिफारिशों के आधार पर विस्तारित तत्स्थानी ग्रेड वेतन/वेतनमान पर की गई सेवा समझी जाएगी ।

1. Short title and commencement .-( 1 ) These rules may be called the Ministry of Rural Development . Accounts Clerk Recruitment Rules , 2010 .

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Number of post, classification and scale of pay. The number ofthe said post, its classification and the scale of pay attached there to shall be as specified in columns (2) to (4) of the Schedule annexed to these rules .

3. Method of recruitment, age limit and other qualifications ,etc.-The method of recruitment to the said post, age limit, qualifications and other matters relating thereto shall be as specified in columns (5 ) to ( 14 ) of the said Schedule . 4. Disqualification .---No person ,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living , has entered into or contracted a marriage with any other person.

shall be eligible for appointinent to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule .

5. Power to relax. Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order, for reasons to be recorded in writing , relax any of the provisions of these rules with respect to any class or category of persons .

( 1 ) इन नियमों का संक्षिप्त नाम राष्ट्रीय पशु स्वास्थ्य संस्थान , बागपत ( समूह ' ग ' पद ) भर्ती संशोधन नियम , 2009 है । 1.

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. राष्ट्रीय पशु स्वास्थ्य संस्थान , ( समूह ' ग ' पद ) भर्ती नियम, 2006 में,

(क) नियम । के उपनियम ( 1 ) में, ' 2006 ' अंकों के स्थान पर ' 2007' अंक रखे जाएंगे ;

(ख ) अनुसूची में क्रम संख्यांक 1 , 2 और 3 के सामने भंडारी , आशुलिपिक श्रेणी- III और लिपिक सह टंकक पदों के स्थान पर, अर्थात्:-

सा.का.नि. 22.- राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , और राष्ट्रीय पशु स्वास्थ्य संस्थान, बागपत पशु पालन , डेयरी और मत्स्यपालन विभाग में कनिष्ठ लेखा अधिकारी समूह " ख " अराजपत्रित के पद पर भर्ती का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं , अर्थात्:-

हैं । 1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम राष्ट्रीय पशु स्वास्थ्य संस्थान ( समूह " ख " पद ) भर्ती नियम , 2010 (2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या , वर्गीकरण और वेतनमान, पद संख्या, उसका वर्गीकरण और उसका वेतनमान वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति , आयु सीमा, और अन्य अर्हताएं. उक्त पद पर भर्ती की पद्धति, आयु सीमा , अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ( 5 ) से स्तंभ ( 14 ) में विनिर्दिष्ट हैं ।

4. निरर्हता. वह व्यक्ति,-

( क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है , या

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके , इन नियमों के किन्ही उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति. इन नियमों की कोई बात , ऐसे आरक्षण, आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों, और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है । IPAR 11 S 80

( ख ) सचिवालय प्रशिक्षण और प्रबंध संस्थान या समतुल्य द्वारा संचालित कद और लेखा कार्य के प्रशिक्षण का सफलतापूर्वक पूर्ण किया हो और रियक पास रोकड़ लेखा बौर बजट संबंधी कार्य में तीन वर्ष का अनुभव है ।

G.S.R. 22. In exercise of the powers conferred by the proviso to article 309 of the Constitution , the President hereby makes the following rules regulating the method of recruitment of Gropup ' B ' Non - gazetted post of Junior Accounts Officer in the National Institute of Animal Health , Baghpat , Department of Animal Husbandry, Dairying and Fisheries , namely 1. Short title and commencement. ( i ) These rules may be called the National Institute of Animal Health (Group ' B ' post ) Recruitment Rules , 2010 .

(ii) They shall come into force on the date of their publication in the Official Gazette.

2. Number ofposts , their classification and scale of pay . The number of the said posts , their classification and the scale of payattached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules .

3. Method of recruitment , age limit and other qualifications . The method of recruitment to the said posts , age limit, qualifications and other matters relating thereto shall be as specified in columns ( 5 ) to ( 14 ) the said Schedule .

4. Disqualification.- No person ,- (a) Who has entered into or contracted a marriage with a person having a spouse living ; or

(b) Who , having a spouse living , has entered into or contracted a marriage with any other person .

shall be eligible for appointment to the said posts :

Provided that the Central Government may , if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule .

5. Power to relax . Where the Central Government is of the opinion that it is necessary or expedient so to do. it may by order , for reasons to be recorded in writing , relax any of the provisions of these rules with respect to any class or category of persons .

6. Saving . Nothing in these rules shall affect reservations , relaxations of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes ,, Ex - Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard .
