सा.का.नि. 135.- राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए पुलिस अनुसंधान और विकास ब्यूरो ( सहायक निदेशक ) भर्ती नियम , 1976 का और संशोधन करने के लिए निम्नलिखित नियम बनाती है, अर्थात्:-
1. (1 ) इन नियमों का संक्षिप्त नाम पुलिस अनुसंधान और विकास ब्यूरो ( सहायक निदेशक ) भर्ती ( संशोधन ) नियम , 2010 है । (2) ये उनके राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पुलिस अनुसंधान और विकास ब्यूरो ( सहायक निदेशक ) भर्ती नियम , 1976 में-
(i) नियम 2 में -
(क ) पार्श्व शीर्षक में " वेतनमान " शब्द के स्थान पर " वेतन बैंड और ग्रेड वेतन/वेतनमान " शब्द रखे जाएंगे ।
(ख) " वेतनमान " शब्द के स्थान पर " वेतन बैंड और ग्रेड वेतन/वेतनमान " शब्द रखे जाएंगे ।
(i ) विद्यमान अनुसूची के स्थान पर निम्नलिखित अनुसूची रखी जाएगी अर्थात्:-

20% प्रोन्नति जिसके न हो सकने पर प्रतिनियुक्ति द्वारा 80% प्रतिनियुक्ति द्वारा
वेतन बैंड -2 9300-34800 रु. + ग्रेड वेतन 4600 रु. में ऐसे पुलिस उपाधीक्षक/कनिष्ठ विश्लेषक/अनुसंधान अधिकारी जिन्होंने श्रेणी में सात वर्ष नियमित सेवा की हो ।
टिप्पण ( 1 ) जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में , जिन्होंने अपनी अर्हक/पात्रता सेवा पूरी कर ली है , प्रोन्नति के लिए विचार किया जा रहा हो वहां उनसे ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जब कि उनके द्वारा की गई ऐसी अर्हक/पात्रता सेवा, अपेक्षित अर्हक/पात्रता सेवा के आधे से अधिक से या दो वर्ष से , इनमें से जो भी कम हो , कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित , जिन्होंने ऐसी अर्हक/पात्रता सेवा पहले ही पूरी कर ली है , अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो । 689 भारत का राजपत्र अगस्त 21 , 2010/ श्रावण 30 , 1932

टिप्पण-( 2 ) प्रोन्नति के लिए न्यूनतम अर्हक सेवा की गणना के प्रयोजन के लिए नियमित आधार पर दी गई वह सेवा जो अधिकारी द्वारा 01 जनवरी , 2006 या वह तारीख जिसमें छठे केन्द्रीय वेतन आयोग की सिफारिशों पर आधारित वेतन संरचना विस्तारित की गई है , से पहले की गई है , आयोग की सिफारिशों के आधार पर तत्समान ग्रेड वेतन/वेतनमान में की गई समझी जाएगी ।
प्रतिनियुक्ति:-भारतीय पुलिस सेवा या राज्य पुलिस सेवाओं या केंद्रीय पुलिस संगठनों या राज्य पुलिस संगठनों के ऐसे अधिकारी जो मूल काडर या विभाग में सदृश पद धारण किए हों और ऐसे अधिकारी मान्यताप्राप्त विश्वविद्यालय से बैचलर डिग्री धारण करते हों ।
टिप्पण( 1 ) प्रतिनियुक्ति के आधार पर नियुक्ति के प्रयोजन के लिए
नियमित आधार पर की गई वह सेवा जो अधिकारी द्वारा 01 जनवरी , 2006 या वह तारीख जिसमें छठे केंद्रीय वेतन आयोग की सिफारिशों पर आधारित वेतन संरचना विस्तारित की गई है , से पहले की गई है आयोग की सिफारिशों के आधार पर तत्समान ग्रेड वेतन/वेतनमान में की गई समझी जाएगी सिवाय इसके कि जहां एक से अधिक पूर्व संशोधित वेतनमान को एकसमान ग्रेड वेतन/वेतनमान में एक साथ समायोजित किया गया है और जहां फायदा केवल उन पदों के लिए विस्तारित किया जाएगा जिसके लिए वह ग्रेड , वेतन/वेतनमान बिना किसी उन्नयन के सामान्य प्रतिस्थापित ग्रेड है ।
टिप्पण ( 2 ) भारतीय पुलिस सेवा के अधिकारियों की प्रतिनियुक्ति को भारतीय मुलिस सेवा अवधि नियमों के निबंधनानुसार विनियमित किया जाएगा ।
टिप्पण ( 3 ) भारतीय पुलिस सेवा के अधिकारी , भारतीय पुलिस सेवा (वेतन) नियम , 2007 के अनुसार वेतन और भत्ते लेंगे ।
टिप्पण( 4 ) प्रतिनियुक्ति की अवधि जिसके अंतर्गत गैर भारतीय पुलिस
सेवा अधिकारी अन्य अधिकारियों के संबंध में केंद्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धारित अन्य बाह्य काडर पद में प्रतिनियुक्ति की अवधि सम्मिलित है , सामान्यतः चार वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति ( जिसमें अल्पकालिक अवधि भी है ) स्थानांतरण द्वारा नियुक्तिके लिए अधिकतम आयु सीमा आवेदन प्राप्त करने को अंतिम तारीख की 56 वर्ष से अधिक नहीं होगी ।
टिप्पण ( 5 ) पोषक वर्ग के ऐसे विभागीय अधिकारी जो प्रोन्नति की सीधी पंक्तिमें हैं, प्रतिनियुक्ति पर नियुक्ति किए जाने के पात्र नहीं होंगे इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे ।

G.S.R. 135. In exercise of the powers conferred by proviso to article 309 of the Constitution , the President hereby makes the following rules further to amend the Bureau of Police Research and Development (Assistant Director) Recruitment Rules , 1976 , namely:----
1. (1) These rules may be called the Bureau of Police Research and Development ( Assistant Director ) Recruitment (Amendment) Rules , 2010 .
(2) They shall come into force from the date of their publication in the Official Gazette .
2. In the Bureau of Police Research & Development (Assistant Director ) Recruitment Rules , 1976 , (i) In rule 2,-
(a) in the marginal heading , for the words " scale of pay" , the words " Pay Band and Grade Pay/ Scale of Pay " shall be substituted ;
(b) for the words " scale of pay " , the words " Pay Band and Grade Pay/ Scale of Pay" shall be substituted;
(ii) for the existing Schedule , the following Schedule shall be substituted, namely:--

Note 1 : Wherejuniors who have completed their qualifying or eligibility service are being considered for promotion , their seniors would also be considered provided they are not short ofthe requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years , whichever is less , and have successfully completed their probation period for promotion to the next higher grade alongwith their juniors who have already completed such qualifying or eligibility service .
Note 2: For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officerprior to 1st January, 2006 or the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the Commission .
Deputation : Officers under the Indian Police Service or State Police Services or Central Police Organisations or State Police Organisations holding analogous posts on a regular basis in the parent cadre or department and possessing a Bachelor's Degree from a recognised university.
Note ( 1) : For the purpose of appointment on deputation basis, the service rendered on a regular basis by an officer prior to 1st January , 2006 or the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations has been extended , shall be deemed to be service rendered in the corresponding Grade Pay or Pay Scale extended based on the recommendations of the Commission except where there has been merger of more than one pre- revised scale of pay into one grade with a common grade pay or pay scale and where this benefits will extend only for the posts for which that grade pay or pay scale is the normal replacement grade without any upgradation .

Note (2) : Deputation of Indian Police Service officers shall be regulated in terms of Indian Police Servic Tenure Rules .
Note (3) : Indian Police Service officers shall draw pay and allowances as per Indian Police Service (Pay ) Rules , 2007.
Note (4) : The period of deputation including the period of deputation in another ex - cadre post in respect of non - IPS officers , other officers , held immediately preceding this appointment in the same or some other Organisation/ Department of the Central Government shall ordinarily not exceed four year . The maximum age limit for appoinmtent by transfer on deputation ( including short term contract) or transfer , shall be not exceeding 56 years as on the closing date of receipt of applications .
Note(5) : The departmental officers in the feeder grade who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation . Similarly , deputations shall not be eligible for consideration for appointment by promotion.

सा.का.नि. 136. केन्द्रीय सरकार, सीमा सुरक्षा बल अधिनियम , 1968 ( 1968 का 47 ) की धारा 141 की उप - धारा ( 2 ) के खंड (ख) और खंड ( ग ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए सीमा सुरक्षा बल के मोटर यातायात कर्मशाला में निरीक्षक ( तकनीकी ) के पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती है, अर्थात्:-
1. संक्षिप्त नाम और प्रारंभ ( 1 ) इन नियमों का संक्षिप्त नाम सीमा सुरक्षा बल मोटर यातायात कर्मशाला निरीक्षक ( तकनीकी ) भर्ती नियम , 2010 है ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे । 693 भारत का राजपत्र अगस्त 21 , 2010/ श्रावण 30 , 1932

2. पद- संख्या , वर्गीकरण और ग्रेड वेतन/वेतनमान. उक्त पद की संख्या , उसका वर्गीकरण और उसका वेतन बैंड और ग्रेड वेतन/वेतनमान वह होगा , जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ (4 ) में विनिर्दिष्ट हैं ।
3. भर्ती की पद्धति , आयु सीमा , अन्य अर्हताएं आदि. उक्त पद पर भर्ती की पद्धति , आयु- सीमा , अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ( 5 ) से स्तंभ ( 14 ) में विनिर्दिष्ट हैं ।
4. आरंभिक गठन. ( 1 ) वे कार्मिक जो इन नियमों के प्रारंभ होने के ठीक पूर्व , मोटर यातायात कर्मशाला काडर में नियमित आधार पर स्तंभ 1 में विनिर्दिष्ट पद धारण कर रहे हैं उन्हें मोटर यातायात कर्मशाला काडर में आमेलन के लिए उनकी अप्रतिसंहार्य विकल्प के प्रयोग के पश्चात् इन नियमों के उपबंधों के अनुसार नियुक्त हुआ समझा जाएगा और इन नियमों के प्रारंभ के ठीक पूर्व अपनी- अपनी श्रेणियों में उनकी नियमति निरंतर सेवा को परिवीक्षा अवधि , प्रोन्नति के लिए अर्हक सेवा , सेवा में पुष्टि और पेंशन के प्रयोजन के लिए गणना की जाएगी । 5. निर्हता. वह व्यक्ति,-
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित हैं, विवाह किया है; या
(ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहतें हुए किसी व्यक्ति से विवाह किया है ,
उक्त पदों पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।
6. चिकित्सक दृष्टया योग्यता ( 1) इन नियमों अंतर्विष्ट में किसी बात के होते हुए भी, केवल वे व्यक्ति , जो चिकित्सा प्रवर्ग शेप/ 1 में है, इन नियमों के उपबंधों के अधीन नियुक्ति के लिए पात्र होंगे ।
(2) शेप-1 से निम्नानुसार परिभाषित चिकित्सा प्रवर्ग अभिप्रेत हैः-
(i) कोड अक्षर शेप ( एस.एच.ए.पी.ई ) जो निम्नलिखित कृत्य का प्रतिनिधित्व करते हैं, द्वारा उपदर्शित दिए गए घटकों के अधीन अधिकारी की योग्यता निर्धारित करने के पश्चात्, चिकित्सा अधिकारी द्वारा किया गया चिकित्सा वर्गीकरण: - मनोवैज्ञानिक

(ii) प्रत्येक घटक के अधीन किसी अधिकारी की कार्यक्षमता प्रत्येक कोड अक्षर के सामने अंक 1 से 5 तक गिरती कार्यक्षमता उपदर्शित करते हुए दर्शायी जाएगी और कोड अक्षर के पश्चात् अंक लिखे जाएंगे सिवाय उसके जहां कोई अधिकारी सभी घटकों मे श्रेणी/ 1 में है , वहां उसका प्रवर्ग एस एच ए पी ई लिखने की बजाए शेप 1 लिखकर दर्शाया जा सकेगा , इन अंको का साधारण मूल्यांकन निम्नानुसार है:-
1. कहीं भी सभी कर्त्तव्यों के लिए योग्य ।
2. सभी कर्त्तव्यों के लिए योग्य किन्तु क्या कर्त्तव्यों में तीव्र कठिनाई या दोनों कानों या आंखो की श्रवण शक्ति/ दृष्टि की तीक्षणता की मांग से अंतग्रस्त है या नहीं, पर निर्भर करते हुए और नियोजन योग्यता क्षेत्रों के अनुसार परिसीमाएं हो सकती है । 3. ' एस' घटक को छोड़कर नेमी या निष्क्रिय कर्त्तव्यों के लिए योग्य किन्तु, उच्च स्थान (2700 मीटर से अधिक) अत्यधिक ठंडे क्षेत्रों या पहाड़ी भूखंडो पर और लम्बे कर्त्तव्य भार के लिए नियोजन योग्यता की परिसीमाएं हो सकती हैं । 4. अस्पताल में भर्ती या बीमारी की छुट्टी के कारण कर्त्तव्यों के लिए अस्थायी रूप से अयोग्य ।
5. कर्त्तव्यों के लिए स्थायी रूप से अयोग्य ।
7. प्रोन्नति पूर्व पाठ्यक्रम.-अगली उच्चतर श्रेणी में प्रोन्नति के लिए पात्र व्यक्ति किन्तु पद के लिए विहित पाठ्यक्रम में उसने अर्हता प्राप्त न की हो उसे अगली उच्चतर श्रेणी में प्रोन्नति पर नियुक्त किया जाएगा किन्तु पद पर उसका निरन्तर धारण, इन नियमों की अधिसूचना की तारीख से दो वर्ष की अवधि के भीतर पाठ्यक्रमों के अर्हक होने के अधीन होगा और इस शिथिलीकरण को दो वर्ष की उक्त अवधि के पूरा होने पर समाप्त हुआ समझा जाएगा ।
8. अधिवर्षिता.-( 1 ) इन नियमों के उपबंधों के अधीन नियुक्त किया गया कोई व्यक्ति उस मास के , जिसमें वह सत्तावन वर्ष की आयु प्राप्त करता है , अंतिम दिन के अपराह्न में सेवानिवृत्त होगा :
परन्तु यह कि वह व्यक्ति, जिसके जन्म की तारीख किसी मास की पहली तारीख होगी , सत्तावन वर्ष की आयु प्राप्त करने के पूर्ववर्ती मास के अंतिम दिन के अपराह्न में सेवानिवृत्त होगा ।
(2 ) किसी भी व्यक्ति को सत्तावन वर्ष की सेवानिवृत्ति की आयु के पश्चात् सेवा में विस्तार मंजूर नहीं किया जाएगा । [PART II -SEC . 3 (i)] 694

9. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी । 10. व्यावृत्ति. इन नियमों की कोई बात , ऐसे आरक्षण , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों , भूतपूर्व सैनिकों, अन्य पिछड़े वर्गों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

प्रोन्नति द्वारा , जिनके न हो सकने पर प्रतिनियुक्ति द्वारा । सशस्त्र बलों के कार्मिकों के लिए प्रतिनियुक्ति के पश्चात्, पुनर्नियोजन द्वारा ।
(1 ) बुनियादी प्रशिक्षण जिसमें मैप रीडिंग मानक -1 और समय - समय पर महानिदेशक, सीमा सुरक्षा बल द्वारा यथा विहित पाठ्यक्रम सम्मिलित है । ( II ) चिकित्सा प्रवर्ग शेप -1
टिप्पण: जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हक/पात्रता सेवा पूरी कर ली है , प्रोन्नति के लिए विचार किया जा रहा हो वहां उनके ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जब कि उनके द्वारा की गई ऐसी अर्हक/पात्रता सेवा , अपेक्षित अहंक/पात्रता सेवा के आधे से अधिक से या दो वर्ष से , इनमें से जो भी कम हो , कम न हो और 695 भारत का राजपत्र अगस्त 21 , 2010/ श्रावण 30 , 1932

उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित , जिन्होंने ऐसी अर्हक/पात्रता सेवा पहले ही पूरी कर ली है , अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो ।
II प्रतिनियुक्ति:-
केन्द्रीय पैरा मिलिट्री फोर्स के ऐसे आफिसर -
(क) ( i ) जिसने मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किया हुआ है ; या
( ii ) जो मूल काडर या विभाग में वेतन बैंड -2/9300-34800/- रु. + ग्रेड वेतन 4200/- रु. के वेतनमान में उप निरीक्षक की श्रेणी में पांच वर्ष की नियमित सेवा कर चुके हों ; और.
(iii ) निम्नलिखित वृत्तिक और तकनीकी अर्हताएं रखते हों-
(क) मैप रीडिंग मानक -1 सहित बुनियादी प्रशिक्षण ।
(ख ) चिकित्सा प्रवर्ग शेप- I
टिप्पण 1 -ऐसे विभागीय अधिकारी , जो प्रोन्नति की सीधी पंक्ति में हैं , प्रतिनियुक्तिपर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे । इसी प्रकार, प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे ।
टिप्पण 2- प्रतिनियुक्ति की अवधि, जिसके अन्तर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाहय पद पर प्रतिनियुक्ति की अवधि है, साधारणतया तीन वर्ष से अधिक नहीं होगी ।
टिप्पण 3 - प्रतिनियुक्ति पर नियुक्ति के लिए अधिकतम आयु सीमा आवदेन प्राप्त करने की अन्तिम तारीख को 52 वर्ष से अधिक नहीं होगी ।
भूतपूर्व सैनिकों के लिए: प्रतिनियुक्ति/पुनर्नियोजन
सशस्त्र बल के ऐसे कार्मिकों के संबंध में भी विचार किया जाएगा जो एक वर्ष की अवधि के भीतर सेवानिवृत्त होने वाले हैं या रिजर्व में स्थानान्तरित किए जाने वाले हैं और जिनके पास अपेक्षित अनुभव और विहित अर्हताएं हैं । ऐसे व्यक्तियों को उस तारीख तक प्रतिनियुक्ति के निर्बंधनों पर रखा जाएगा जिस तारीख से उन्हें सशस्त्र बल से निर्मुक्त किया जाना है; तत्पश्चात् उन्हें पुनर्नियोजन पर बने रहने दिया जा सकता है ।

G.S.R. 136. In exercise of the powers conferred by clauses (b) and (c) of sub- section (2) of Section 141 ofthe Border Security Force Act, 1968 (47 of 1968) , the Central Government hereby makes the following rules , regulating the method of recruitment to the posts of Inspector (Technical ) in Motor Transport Workshop in the Border Security Force , namely:-
1. Short title and commencement . ( 1 ) These rules may be called the Border Security Force , Motor Transport Workshops , Inspector ( Technical) Recruitment Rules , 2010 .
(2) They shall come into force on the date of their publication in the Official Gazette .
2. Number of post , classification and Pay Band and Grade Pay/Pay Scale. The number of the said post , its classification and the Pay Band and Grade Pay /Pay Scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules .
3. Method of recruitment , age limit and qualifications , etc.-The Method of recruitment to the said post, age limit, qualifications and other matters relating thereto shall be as specified in columns ( 5) to ( 14) of the aforesaid Schedule .
4. Initial Constitution.- ( 1) Personnel holding the posts specified in column 1 on regular basis in Motor Transport Workshops cadre immediately before the commencement of these rules shall be deemed to have been appointed in accordance with the provisions of these rules after exercising their irrevocable option for absorption in Motor Transport Workshops cadre and their regular continuous service in the respective grades immediately before the commencement of these rules shall be counted for the purpose of probation period, qualifying service for promotion , confirmation and pension in the service .
5. Disqualification . No person ,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who , having a spouse living , has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts:
Provided that the Central Government may , if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule . 6. Medical Fitness.-( 1 ) Notwithstanding anything contained in these rules, only those persons who are in medical category SHAPE - I , shall be eligible for appointment under the provisions of these rules .
(2) SHAPE - I means Medical Category defined as under :
(i) Medical classification done by Medical Officer after assessing fitness of the officer under given factors indicated by the code letters SHAPE , which represent the following functions:
S- Psychological
H- Hearing
A Appendages
P- Physical Capacity
E- Eye- Sight
(ii) Functional capacity of an officer under each factor will be denoted by numerals 1 to 5 against each code letter, indicating the declining functional efficiency. The numerals will be written next to the code letter , except that where an officer is in Grade - l in all factors , his category may be denoted by writing SHAPE - I instead of writing SH, A, P , E. General evaluation of these numerals are as under:
1. Fit for all duties anywhere .
2. Fitfor all duties but may have limitations as to the type of duties and areas of employability depending on whether the duties involve severe stress or demand acuity of hearing or vision of both ears and eyes.

3. Excepting " S " factor , fit for routine or sedentary duties but may have limitations of employability at high altitude (above 2,700 meters ) extreme cold areas or hilly terrain and for long assignments .
4. Temporarily unfit for duties on account of hospitalization or sick leave .
5. Permanent unfit for duties .
7. Pre- Promotion Courses . A person eligible for promotion to next higher grade but has not qualified the courses prescribed for the post shall be appointed on promotion in the next higher grade but his continued retention in the post shall be subject to qualifying the courses within a period of two years from the date of notification of these rules and this relaxation shall be deemed as ceased after completion of the said period of two years .
8. Superannuation .( 1 ) A person appointed under the provisions of these rules shall retire from service on the afternoon of the last day of the month in which he attains the age of fifty seven years :
Provided that the person whose date of birth is the first day of a month shall retire on the afternoon of the last day ofthe preceding month of attaining the age of fifty - seven years .
(2) No person shall be granted extension in service beyond the age of retirement of fifty seven years.
9. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so todo , it may, by order , for reasons to be recorded in writing , relax any of the provisions of these rules in respect of any class or category of persons .
10. Saving.--Nothing in these rules shall affect reservations , relaxation of age limit and other concessions re- quired to be provided for the Scheduled Castes , the Scheduled Tribes , Other Backward Classes , Ex - Servicemen and other special categories of persons in accordance with , the orders , issued by the Central Government from time to time in this regard .

(ii) with five " ears regular service in the grade of Sub Inspector in the scale of PB - 2/ Rs . 9,300-34,800 plus Grade Pay Rs . 4,200/-or equivalent in the parent cadre or department ; and
(b) possessing the following professional and technical qualifications : --

Note 1.- The Departmental Officers who are in the direct line of promotion will not be eligible for consideration for appointment on deputation . Similarly, deputationists shall not be eligible for consideration for appointment by promotion .
Note 2. The period of deputation including the period of deputation in another ex - cadre post held immediately preceding this appointment , in the same or other organization or Department of the Central Government shall ordinarily not exceed three years .
Note3. The maximum age limit for appointmentby deputation (including short term contract) shall not be exceeding fifty two years , as on the closing date of receipt of applications .
Re-employment ( for ex - servicemen ):
