प्रतिनियुक्तिद्वारा

(क) ( i ) जो नियमित आधार पर सदृश पद धारण किए हुए हैं : या

( ii ) जिन्होंने वेतन बैंड 2 में , 9300-34,800 रु. तथा ग्रेड पं. 4600 रु. या समतुल्य वेतन बैंड और ग्रेड वेतन वाले पदों पर तीन वर्ष नियमित सेवा की है; और

(ख ) जिनके पास आर्थिक अपराधों कंपनी लेखाओं/ वाणिज्यिक लेखा परीक्षा के अन्वेषण/राज वित्तीय अधिनियमों से संबंधित कार्य का तीन वर्ष का अनुभव है।

( प्रतिनियुक्ति की अवधि, जिसके अंतर्गत उसी या किसी अन्य विभाग/संगठन में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है , साधारणतया तीन वर्ष से अधिक नहीं होगी। प्रतिनियुक्ति/स्थानांतरण द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी। )

1. ( 1 ) These rules may be called the Ministry of Home Affairs ( Assistant Director ) Recruitment ( Amendments ) Rules , 2010.

(2) They shall come into force on the date of their publication in the Official Gazette.

( ख ) जिन्होंने सचिवालय प्रशिक्षण और प्रबंध संस्थान या समतुल्य में रोकड़ और लेखा कार्य में प्रशिक्षण प्राप्त किया है और जिन्हें रोकड़ तथा लेखा कार्य का तीन वर्ष का अनुभव है ,

अथवा

जिन्होंने केन्द्र सरकार के किसी संगठित लेखा विभाग द्वारा संचालित अधीनस्थलेखा सेवा या समतुल्य परीक्षा उत्तीर्ण की हो ।

सा.का.नि. 231.- राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , भारत के महारजिस्ट्रार के कार्यालय में वरिष्ठ अनुसंधान अधिकारी ( भाषा ) समूह ' क ' भर्ती नियम, 2002 का अधिक्रमण करते हुए , अधिक्रमण से पहले इस संबंध में की गई या लोप की जाने वाली कार्यवाही को छोड़कर , भारत के महारजिस्ट्रार के कार्यालय में वरिष्ठ अनुसंधान अधिकारी ( भाषा ) के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं , अर्थात्: -

1. संक्षिप्त नाम और प्रारम्भ ( 1 ) इन नियमों का नाम भारत के महारजिस्ट्रार का कार्यालय वरिष्ठ अनुसंधान अधिकारी ( भाषा ) समूह ' क' भर्ती नियम , 2010 होगा ।

( 2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पदों की संख्या , वर्गीकरण , पे बैण्ड तथा ग्रेड पे या वेतनमान, उक्त पद की संख्या , उसका वर्गीकरण और पे बैंड तथा ग्रंड पे अथवा वेतनमान वह होगा जो इन नियमों से उपाबद्ध अनुसूची के कालम ( 2 ) से ( 4 ) में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति , आयु सीमा , अर्हताएं , आदि. उक्त पद पर भर्ती की पद्धति, आयु सीमा , अर्हताएं और उक्त पद से संबंधि त अन्य बातें वे होंगी जो उक्त अनुसूची के कालम ( 5 ) से ( 14 ) में विनिर्दिष्ट हैं ।

4. निरर्हताएं. वह व्यक्ति,-

( क) जिसने ऐसे व्यक्ति से जिसका पति या पत्नी जीवित है , विवाह किया है , या

(ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी अन्य व्यक्ति से विवाह किया है ,

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

पर यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने क लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेंगी । 5. शिथिल करने की शक्ति, जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके और संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बारे में , आदेश द्वारा शिथिल कर सकेगी । 1154

1. Short title and commencement .--- ( 1 ) These rules may be called the Office of the Registrar General , India , Senior Research Officer ( Language ) Group ' A ' Recruitment Rules , 2010 .

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Number of post , classification pay band and grade pay or pay scale . The number of the post , its classification and the pay band and grade pay or pay scale attached thereto shall be as specified in columns ( 2 ) to ( 4 ) of the Schoalule annexed to these rules .

3. Method of recruitment , age limit , qualifications , etc. The method of recruitment , age limit , qualifications and other matters relating to the said post shall be as specified in columns (5 ) to ( 14 ) of the above said Schedule .

4. Disqualification . No person ,-

( a) who has entered into or contracted a marriage with a person having a spouse living , or (b) who , having a spouse living , has entered into or contracted a marriage with any person , shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule.

5. Power to relax .- Where the Central Government is of the opinion that it is necessary or expedient so to do , it may , by order , and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons .

6. Saving . Nothing in these rules shall affect reservations , relaxation of age - limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , Other Backward Classes , Ex - Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 233.-राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए भारत के राजपत्र भाग- II , खंड 3 , उप - खंड ( i ) तारीख 17 दिसम्बर , 1983 में प्रकाशित सूचना और प्रसारण मंत्रालय , भारत सरकार की अधिसूचना सं. सा.का.नि. 978 को उन बातों के सिवाए जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने से लोप किया गया है अधिक्रांत करते हुए सूचना और प्रसारण मंत्रालय , क्षेत्रीय प्रचार निदेशालय में हिन्दी अधिकारी के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्: - 1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम क्षेत्रीय प्रचार निदेशालय , हिन्दी अधिकारी भर्ती नियम , 2003 है । (2) ये 200 जून , 2003 से लागू होंगे ।

2. पद संख्या , वर्गीकरण और वेतनमान, उक्त पद की संख्या, उसका वर्गीकरण और उसका वेतनमान वह होगा , जां इससे उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति , आयु- सीमा , अन्य अर्हताएं आदि-उक्त पद पर भर्ती की पद्धति , आयु - सीमा , अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ( 5 ) से स्तंभ ( 14 ) में विनिर्दिष्ट हैं ।

4. निरर्हता.-वह व्यक्ति,-

(क) जिसने ऐसे व्यक्ति जिसका पति या जिसकी पत्नी जीवित है , से विवाह किया है ; या

( ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

6. व्यावृत्ति. इन नियमों की कोई बात , ऐसे आरक्षण , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिसका कंन्द्रीय मरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों , अनुसूचित जनजातियों , भूतपूर्व सैनिकों , और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है । 1162

टिप्पण 2 : अनुभव संबंधी अर्हता ( अर्हताएं) संघ लोक सेवा आयोग के विवेकानुसार अनुसूचित जातियों और जनजातियों के अभ्यार्थियों की दशा में तब शिथिल की जा सकती हैं जब चयन के किसी प्रक्रम पर संघ लोक सेवा आयोग की यह राय है उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यर्थियों के पर्याप्त संख्या में उपलब्ध होने की सम्भावना नहीं हैं ।

(ii) जिन्होंने मूल कॉडर/ विभाग में 5500-9000 रु. या ममतुल्य वेतनमान में नियुक्ति के पश्चात् उस श्रेणी में नियमित आधार पर तीन वर्ष सेवा की है

या

(iii) जिन्होंने मूल कॉडर/विभाग में 5000-8000 रु . या समतुल्य वेतनमान में नियुक्ति के पश्चात् उस श्रेणी में नियमित आधार पर छह वर्ष सेवा की है , और

टिप्पणीः- ऐसे विभागीय हिन्दी अनुवादक , जिसने उस श्रेणी में छह वर्ष नियमित सेवा की है पर भी विचार किया जाएगा और यदि उसका उस पद पर चयन कर लिया जाता है तो उक्त पद प्रोन्नति द्वारा भरा गया समझा जाएगा ।

टिप्पणी: - प्रतिनियुक्ति की अवधि, जिसके अन्तर्गत केन्द्रीय सरकार के उमी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि साधारणतया 3 वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी।

G.S.R. 233- In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the notification of the Government of India in the Ministry of Information and Broadcasting No. G.S.R. 978 dated the 17th December, 1983 published in the Gazetted of India , Part II , Section 3 , Sub - section ( i ) except as respect things done or omitted to have done the President hereby makes the following rules regulating the method of recruitment to the posts ofHindi Officer in the Directorate of Field Publicity, Ministry of Information and Broadcasting namely :

1. Short title and commencement.-( 1 ) These rules may be called the Directorate of Field Publicity, Hindi Officer, Recruitment Rules 2003 .

(2) They shall come into force w.e.f. 20th June, 2003 .

2. Number of post , classification and scale of pay.- The number of the said post, its classification , and the scale of pay attached thereto shall be as specified in columns (2 ) to (4 ) of the said Schedule annexed herewith .

3. Method of recruitment , age limit qualifications etc. The method of recruitment , age limit , qualifications and other matters relating therto shall be as specified in columns ( 5 ) to ( 14 ) of the said Schedule.

4. Disqualification . -No person , - (a) who has entered into or contracted a marriage with a person having a spouse living ; or

(b) who , having a spouse living has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said post :

Provided that the Central Government may , if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule.

5. Power to relax .- Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons .

6. Saving . Nothing in these rules shall affect reservation , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , Ex - servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard .

deputation in another ex - cadre post held immediately preceding this appointment in the same or some other organisation /department of the Central Govt . shall ordianarily not to exceed three years . परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्त्रीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेंगी । 5. शिथिल करने की शक्ति जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी !

प्रतिनियुक्ति:

प्रतिनियुक्तिया आमेलन जिसके न हो सकने पर सीधी भर्ती द्वारा ।

केन्द्रीय सरकार के ऐसे अधिकारी:-

(क) ( i ) जो मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किए हुए हैं; या

( ii ) जिन्होंने मूल काडर या विभाग में वेतन बैंड-3 , 15600 39100 रुपए और ग्रेड वेतन 6600 रुपए या समतुल्य वेतनमान में नियमित आधार पर नियुक्ति के पश्चात् उस श्रेणी में पांच वर्ष सेवा की है; और

(ख) जिनके पास स्तंभ 8 के अधीन सीधे भर्ती किए जाने वाले व्यक्तियों के लिए विहित शैक्षिक अर्हता है ।

प्रतिनियुक्ति की अवधि, जिसके अंतर्गत केंद्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाळा पद पर प्रतिनियुक्ति की अवधि भी है , साधारणतया चार वर्ष से अधिक नहीं होगी।

प्रतिनियुक्तिद्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी ।

टिप्पणी: - प्रतिनियुक्ति या आमेलन के आधार पर नियुक्ति के प्रयोजन के लिए, किसी अधिकारी द्वारा । जनवरी , 2006 से पहले ( उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिफारिश पर आधारित पुनरीक्षित वेतन संरचना का विस्तार किया गया है ) नियमित आधार पर की गई सेवा को, सिवाय उसके जहां एक से अधिक पूर्व- पुनरीक्षित वेतनमान का साधारण ग्रेड वेतन या वेतनमान वाले एक ग्रेड में विलय हो गया है और जहां यह लाभ केवल उस पद ( पदों ) पर , जिसके लिए ग्रेड वेतन या वेतनमान किसी उन्नयन के बिना सामान्य प्रतिस्थापन ग्रेड है, विस्तारित होगा , वेतन आयोग की सिफारिशों के आधार पर विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी। यदि विभागीय प्रोन्नति समिति है , तो उसकी संरचना

GS.R. 234.- In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Railway Board ( Editor , ' Bharatiya Rail ' ) Recruitment Rules , 1979 , except as respect things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the post of Editor ( Bharatiya Rail ) in the Ministry of Railways ( Railway Board ) , namely : -

1. Short title and commencement . ( 1 ) These rules may be called the Ministry of Railways ( Railway Board) , Editor ( Bharatiya Rail ) ( Group ' A' post ) Recruitment Rules , 2010 .

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Number of post , classification , pay band and grade pay or pay scale . The number of the said post , their classification , the pay band and grade pay or pay scale attached thereto shall be as specified in columns ( 2 ) to ( 4 ) of the Schedule annexed to these rules .

3. Method of recruitment , age limit , qualifications , etc. The method of recruitment , age - limit , qualifications and other matters relating thereto shall be as specified in columns ( 5) to ( 14 ) of the aforesaid Schedule .

4. Disqualification.- No person ,

( a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who , having a spouse living , has entered into or contracted a marriage with any person .

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for doing so , exempt any person from the operation of this rule.

5. Power to relax. Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order , for reasons to be recorded in writing and in consultation with the Union Public Service Commission , relax any of the provisions of these rules with respect to any class or category of persons .

6. Saving . Nothing in these rules shall affect reservations , relaxatiort of age - limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , Other Backward Classes and Ex - Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Period of deputation including period of deputation in another ex - cadre post held immediately preceding this appointment in the same or some other organisation or department of Central Government shall ordinarily not exceed four years . The maximum age limit for appointment by deputation shall be not exceeding 56 years as on the closing date of the receipt of applications .

Note : For the purpose of appointment on deputation or absorption basis , the service rendered on a regular basis by an officer prior to Ist January , 2006 ( date from which the revised pay structure based on the Sixth Central Pay Commission recommendation has been extended ) shall be deemed to be service rendered in the corresponding grade pay or pay scale extend based on the recommendations of the Pay Commission , except where there has been merger of more than one pre - revised scale of pay into one grade with a common grade pay or pay scale , and where this benefit will extend only for the post ( s ) for which that grade pay of pay scale is the normal replacement grade without any upgradation .

सा.का.नि. 235.- राष्ट्रपति , संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और रेल मंत्रालय ( रेलवे बोर्ड ) , सम्पादक , ( इंडियन रेलवेज ) भर्ती नियम , 1978 को, उन बातों के सिवाय अधिक्रांत करते हुए , जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने से लोप किया गया है, रेल मंत्रालय ( रेलवे बोर्ड ) में सम्पादक ( इंडियन रेलवेज ) के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ ( 1 ) इन नियमों का संक्षिप्त नाम रेल मंत्रालय ( रेलवे बोर्ड ) सम्पादक ( इंडियन रेलवेज ) ( समूह ' क ' पद) भर्ती नियम , 2010 है ।

(2) ये भारत के राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या , वर्गीकरण , वेतन बैंड और ग्रेड वेतन या वेतनमान : उक्त पद की संख्या , उसका वर्गीकरण और उसका वेतन बैंड और ग्रेड वेतन या वेतनमान वह होगा , जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट हैं । 3. भर्ती की पद्धति , आयु- सीमा , अर्हताएं आदि उक्त पद पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो , पूर्वोक्त अनुसूची के स्तम्भ ( 5 ) से स्तंभ ( 14 ) में विनिर्दिष्ट हैं ।

GS.R. 235. In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of theEditor ( Indian Railways ) the Ministry of Railways ( Railway Board ) , Recruitment Rules , 1978 , except as respect things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the post of Editor ( Indian Railways ) in the Ministry of Railways ( Railway Board ) , namely:

1. Short title and commencement . ( 1 ) These rules may be called the Ministry of Railways ( Railway Board ) , Editor ( Indian Railways ) ( Group ' A' post ) Recruitment Rules , 2010 .

( 2) They shall come into force on the date of their publication in the Official Gazette .

2. Number of posts , classification and the pay band and grade pay or pay scale. The number of the said posts , thier classification , the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2 ) to (4 ) of the Schedule annexed to these rules .

3. Method of recruitment , age limit , qualifications etc. The method of recruitment , age - limit , qualifications and other matters relating thereto shall be as specified in columns ( 5 ) to ( 14 ) of the said Schedule .

4. Disqualification . No person ,

( a) who has entered into or contracted a marriage with a person having a spouse living , or ( b) who, having a spouse living , has entered into or contracted a marriage with any person , shall be eligible for appointment to the said post :

Provided that the Central Government may , if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for doing so . exempt any person from the operation of this rule .

5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient to do so , it may, by order , for reasons to be recorded in writing and in consultation with the Union Public Service Commission , relax any of the provisions of these rules with respect to any classes or category of persons .

6. Saving. Nothing in these rules shall affect reservations , relaxation of age - limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , Ex - Servicemen , Other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard .

The maximum age limit for appointment by deputation shall be not exceeding 56 years as on the closing date of the receipt of applications .

Note: For the purpose of appointment on deputation or absorption basis , the service rendred on a regular basis by an officer prior to 1st January, 2006 ( date from which the revised pay structure based on the Sixth Central Pay Comission recommendation has been extended ) shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations ofthe Pay Commission , except where there has been merger of more than one pre - revised scale of pay into one grade with a common grade pay or pay scale , and where this benefit will extended only for the post ( s ) for which that grade pay or pay scale is the normal replacement grade without any upgradation .

सा.का.नि. 236. राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , और जल संसाधन मंत्रालय, केन्द्रीय जल और विद्युत अनुसंधान शाला , पुणे, ( उद्यान उप ओवरसियर ) भर्ती नियम , 1988 को, उन बातों के सिवाय अधिक्रांत करते हुए , जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है , जल संसाधन मंत्रालय , केन्द्रीय जल और विद्युत अनुसंधान शाला , पुणे में उद्यान उप ओवरसियर के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं , अर्थात्:

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम जल संसाधन मंत्रालय , केन्द्रीय जल और विद्युत अनुसंधान शाला, पुणे, उद्यान उप ओवरसियर , ( समूह ' ग ' पद ) भर्ती नियम , 2010 है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या , वर्गीकरण और वेतन बैंड तथा ग्रेड वेतन या वेतनमान-पद संख्या , उसका वर्गीकरण , वेतन बैंड तथा ग्रेड वेतन या वेतनमान वह होगा , जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति , आयु- सीमा , और अन्य अर्हताएं , आदि उक्त पद पर भर्ती की पद्धति, आयु सीमा , अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ( 5 ) से स्तंभ ( 14 ) में विनिर्दिष्ट हैं ।

4. निरर्हता. वह व्यक्ति,-

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है ; या

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेंगी। 6. व्यावृत्ति. इन नियमों की कोई बात , ऐसे आरक्षण , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

परन्तु यदि कंन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति . और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेंगी । 6. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत . आदेश द्वारा शिथिल कर सकेंगी । 7. व्यावृत्ति, इन नियमों की कोई बात , ऐसे आरक्षण , आयु सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों , अनुसूचित जनजातियों, भूतपूर्व सैनिकों, अन्य पिछड़े वर्गों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Ground Water Board Staff Car Driver ( Group ' C ' Posts ) Recruitment Rules , 1995 , except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the posts of Staff Car Drivers in the Ministry of Water Resources . the Central Ground Water Board , namely :-

1. Short title and commencement .( 1 ) These rules may be called the Ministry of Water Resources . the Central Ground Water Board , Staff Car Drivers , Group ' C ' Posts , Recruitment Rules , 2010 .

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Application . These rules shall apply to the posts specified in column ( 1 ) of the Schedule annexed to these rules .

3. Number of post , classification , pay band and grade pay or pay scale . The number of posts , their classification pay band and grade pay or pay scale attached thereto shall be as specified in Columns ( 2 ) to ( 4 ) of the said Schedule .

4. Method of recruitment , age limit , qualifications , etc. The method of recruitment , age limit , qualifications and other matters relating thereto shall be as specified in columns ( 5 ) to ( 14 ) of the said Schedule .

5. Disqualification . No person ,-

(a) who , has entered into or contracted a marriage with a person having a spouse living: or ( b) who , having a spouse living , has entered into or contracted a marriage with any person , shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule .

6. Power to relax .- Where the Central Government is of the opinion that it is necessary or expedient so to do . itmay, by order and for reasons to be recorded in writing , relax any of the provisions of these rules with respect to any class or category of persons .

7. Saving . Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , Ex - servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(2) They shall comes into force on the date of their publication in the Official Gazetted .

2. In the Ministry of Panchayati Raj ( Staff Car Driver ) Group ' C ' Post Recruitment Rules , 2005, in the schedule, -

(i) in column 4 ,--

(a) for the heading, the following heading shall be substituted, namely :

"Pay Band and Grade pay or Pay Scale";

(b) for the entry, the following entry under the said column , shall be substituted , namely "Pay Band I in the pay scale of Rs . 5200-20200 with Grade Pay of Rs . 1900." ;

( ii) in column 12,

for the entries in item No. 12 (ii ) the following entries shall respectively be substituted namely: - ( i )" Despatch Rider or other Group ' C'employees holding the post on regular basis in the pay Band ( PIS - 11 Rs . 5200-20200 and Grade pay Rs . 1800 for a period of three years and posses educational /qualification prescribed for direct recruits under Column 8 " .

सा.का.नि. 239.- राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और केन्द्रीय भेड़ प्रजनन फार्म , हिसार ( समूह ' ग ' और ' घ ' ) पद भर्ती नियम , 2005 को, जहां तक उसका संबंध कर्मशाला परिचर के पद से है, उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है कृषि मंत्रालय ( पशुपालन, डेयरी और मत्स्यपालन विभाग ) के केन्द्रीय भेड़ प्रजनन फार्म , हिसार में कर्मशाला परिचर के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्: - | भाग II- खण्ड 3 ( i ) ]

1195 1. संक्षिप्त नाम और प्रारंभ ( 1 ) इन नियमों का संक्षिप्त नाम कृषि मंत्रालय ( पशुपालन, डेयरी और मत्स्यपालन विभाग ) , केन्द्रीय भेड़ प्रजनन फार्म , हिसार , कर्मशाला परिचर ( समूह ' ग ' पद ) भर्ती नियम , 2010 है ।

(2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या , वर्गीकरण , वेतन बैंड और ग्रेड वेतन या वेतनमान पद संख्या , उसका वर्गीकरण , उसका वेतनमान वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति , आयु सीमा , अर्हताएं आदि उक्त पद पर भर्ती की पद्धति , आयु सीमा , अर्हताएं और उससे संबंधित अन्य विनिर्दिष्ट हैं । बातें वे होंगी जो उक्त अनुसूची के स्तंभ ( 5 ) से स्तंभ ( 14 ) में

4. निरर्हता. वह व्यक्ति-

( क ) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है , या

( ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि कंन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेंगी । 5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जां कारण हैं, उन्हें लेखबद्ध करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेंगी। 6. व्यावृत्ति. इन नियमों की कोई बात , ऐसे आरक्षण , आयु सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों , अनुसूचित जनजातियों, भूतपूर्व सैनिकों, अन्य पिछड़े वर्गों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

टिप्प्ण 2 : रोजगार कार्यालयों के माध्यम से की जाने वाली भर्ती की दशा में, आयुसीमा अवधारित करने के लिए निर्णायक तारीख वह अंतिम तारीख होगी जिस तक रोजगार कार्यालयों से नाम भेजने के लिए कहा गया है ।

G.S.R. 239. In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Sheep Breeding Farm , Hissar ( Group C and D posts ) Recruitment Rules , 2005 , in so far as they relate to the post of Workshop Attendant , except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the post of Workshop Attendant in the Central Sheep Breeding Farm, Hisar in the Ministry of Agriculture ( Department of Animal Husbandry , Dairying and Fisheries ) namely :

1. Short title and commencement .---( 1 ) These rules may be called the Ministry of Agriculture (Department of Animal Husbandry . Dairying and Fisheries ) Central Sheep Breeding Farm . Hissar . Workshop Attendant ( Group C Posts ) Recruitment Rules . 2010 .

( 2 ) They shall come into force on the date of their publication in the Official Gazette .

2. Number of post , classification and pay band and grade pay or pay seale . The number of post , its classification, pay band and grade pay or pay scales attached thereto , shall be as specified in columns ( 2 ) to ( 4 ) of the Schedale annexed to these rules .

3. Method of recruitment , age limit , qualifications etc .---The method of recruitment to the said post . age limit . qualifications and other matters relating there to shall be as specified in columns ( 5 ) to ( 14 ) of the said Schedule .

4. Disqualification . -No person ,

( a) who has entered into or contracted a marriage with a person having a spouse living , or

( b) who , having a spouse living , has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said post:

Provided that the Central Government may , if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing , exempt any person from the operation of this rule.

5. Power to relax .---- Where the Central Government is of the opinion that it is necessary or expedient so to do , it may , by order and for reasons to be recorded in writing , relax any of the provisions of these rules with respect to any class or category of persons .

6. Saving . Nothing in these rules shall affect reservation , relaxation of age limit and other concessions required to be provided for the candidates belonging to the Scheduled Castes , the Scheduled Tribes , The Ex - servicemen , the Other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard .
