सा.का.नि. 246. राष्ट्रपति , संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, केन्द्रीय भेड़ प्रजनन फार्म, हिसार प्रशासनिक अधिकारी ( समूह " क " पद ) भर्ती नियम, 2008 का और संशोधन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात् 1. ( 1 ) इन नियमों का संक्षिप्त नाम केन्द्रीय भेड़ प्रजनन फार्म , हिसार प्रशासनिक अधिकारी ( समूह " क " पद ) भर्ती नियम , 2008 है । (2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. केन्द्रीय भेड़ प्रजनन फार्म , हिसार प्रशासनिक अधिकारी ( समूह " क " पद ) भर्ती नियम, 2008 की अनुसूची के स्तंभ 12 में ( i ) मद ( ii ) में, " 6500-10500 रु. या समतुल्य के वेतनमान में " शब्द, अंक और अक्षर के स्थान पर " 9300-34800+ ग्रेड वेतन 4600 रु. या समतुल्य " शब्द, अंक और अक्षर रखे जाएंगे ।
इस प्रकार रखी गई विद्यमान प्रविष्टि के पश्चात्, निम्नलिखित टिप्पण अंतः स्थापित किया जाएगा , अर्थात्: -

विस्तारित की गई है , से पूर्व किसी अधिकारी द्वारा नियमित आधार पर की गई सेवा आयोग की सिफारिशों पर आधारित विस्तारित ग्रेड वेतन या वेतनमान में की गई संवा समझी जाएगी सिवाय इसके जहां सामान्य ग्रेड वेतन या वेतनमान को साथ एक या उससे अधिक पूर्व पुनरीक्षित वेतनमान का एक श्रेणी में विलय किया गया है और जहां यह फायदा केवल उन पदों को विस्तारित किया जाएगा जिसके लिए वह ग्रेड वेतन या वेननमान बिना किसी उन्नयन के सामान्य प्रतिस्थापन ग्रेड है " ।

GS.R. 246. In exercise of the powers conferred by the proviso to article 309 of the Constitution , the President hereby makes the following rules further to amend the Central Sheep Breeding Farm . Hissar Administrative Officer ( Group 'A' post ) Recruitment Rules , 2008 , namely : ----
1. (1) These rules may be called the Central Sheep Breeding Farm , Hissar Administrative Officer ( Group A posth . Recruitment Amendment Rules , 2010 .
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Central Sheep Breeding Farm , Hissar Administrative Officer ( Group A post ) Recruitment Rules , 2008 , in the Schedule , in column 12 、
(i) în item ( ii) for the words , letters and figures , " in the pay scale of Rs . 6500-10500 " the words , letters and figures " in the pay band of Rs . 9300-34800 + Grade Pay of Rs . 4600 " shall be substituted:
after the existing entry , as so substituted the following note shall be inserted , namely Note. For the purposepose of computing minimum qualifying service for promotion , the service rendered on a regular basis by an officer prior to 1st January, 2006 or the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations has been extended , shall be deemed to be service rendered in the corresponding grade the pay or pay scale extended based on the recommendations of the Commission . For purposes of appointment on deputation or absorption basis , the service rendered on a regular basis by an officer prior to 1st January , 2006 or the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the Commission except where there has been merger of more than one pre - revised scale of pay into one grade with a common grade pay or pay scale , and where this benefit will extend only for the post for which that grade pay or pay scale is the normal replacement grade without any up - gradation " .

सा.का.नि. 248. राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और ग्रामीण विकास मंत्रालय, उप निदेशक ( मीडिया ) भर्ती नियम, 1983 को उन बातों के सिवाए अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, ग्रामीण विकास मंत्रालय में उप निदेशक ( मीडिया ) के पद पर की भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्: -
है । 1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम ग्रामीण विकास मंत्रालय , उप निदेशक ( मीडिया ) भर्ती नियम, 2010 ( 2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद की संख्या , वर्गीकरण और वेतनमान. उक्त पद की संख्या , उसका वर्गीकरण और उसका वेतनमान वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से ( 4 ) में विनिर्दिष्ट है ।
3. भर्ती की पद्धति , आयु- सीमा और अन्य अर्हताएं आदि. उक्त पद की भर्ती की पद्धति , आयु सीमा , अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ( 5 ) से ( 14 ) में विनिर्दिष्ट हैं ।
4. निरर्हता.... वह व्यक्ति, ...
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है , या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,
उक्त पद पर नियुक्ति का पात्र नहीं होगा-
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 1222

PARE II SS 5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके संघ लोक सेवा आयोग से परामर्श करके और इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।
6. व्यावृत्ति.-- इन नियमों की कोई बात , ऐसे आरक्षण , आयु सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों , अनुसूचित जनजातियों, अन्य पिछड़े वगों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

( i ) किसी मान्यताप्राप्त विश्वविद्यालय से पत्रकारिता या जन संचार में मास्टरडिग्री;
( ii ) प्रसारण संगठन या समाचार पत्र या समाचार अभिकरण या जन संचार से संबंधित संगठन में न्यूनतम पांच वर्ष अनुभव ।
टिप्पण 1 : प्रतिनियुक्ति ( अल्पकालिक संविदा सहित ) की अवधि जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति के ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है साधारणतया तीन वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी ।
टिप्पण 2 : प्रतिनियुक्ति या आमेलन के आधार पर नियुक्ति के प्रयोजन के लिए 1 जनवरी , 2006 ( वह तारीख जिसको छठे केन्द्रीय वेतन आयोग की सिफारिशों पर आधारित पुनरीक्षित वेतन संरचना विस्तारित की गई है) से पूर्व किसी अधिकारी द्वारा नियमित आधार पर की गई छठे वेतन आयोग की सिफारिशों पर आधारित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान में की गई सेवा समझी जाएगी , सिवाए इसमें जहां एक से एवं अधिक पूर्व पुनरीक्षित वेतनमान का सामान्य ग्रेड वेतन या वेतनमान सहित एक ग्रेड में विलय किया गया है और जहां यह फायदा केवल उस पद ( पदों ) पर विस्तारित होगा जिसके लिए वह ग्रेड वेतन या वेतनमान बिना किसी उन्नयन के सामान्य प्रतिस्थापन ग्रेड है । यदि विभागीय प्रोन्नति समिति है , तो उसकी संरचना
भर्ती करने में किन परिस्थितियों में संघ लोक सेवा आयोग से परामर्श किया जाएगा

In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of Ministry of Rural Development, Deputy Director ( Media ) Recruitment Rules , 1983 , except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Deputy Director ( Media ) in the Ministry of Rural Development , namely :
1. Short title and commencement. ( 1 ) These rules may be called the Ministry of Rural Development Deputy Director (Media) Recruitment Rules , 2010 .
(2) They shall come into force on the date of their publication in the Official Gazette .

2. Number of post , classification , and scale of pay . The number of the said post , its classification and the scale of pay attached thereto shall be as specified in columns ( 2 ) to ( 4 ) of the Schedule annexed to these rules .
3. Method of recruitment , age limit and other qualifications . The method of recruitment to the said post , age limit , qualifications and other matters relating thereto shall be as specified in columns ( 5 ) to ( 1-1 ) of the said Schedule 4. Disqualification . No person ,
(a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who having a spouse living , has entered into or contracted a marriage with any person .
shall be eligible for appointment to the said post :
Provided that the Central Government may , if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule .
5. Power to relax . Where the Central Government is of the opinion that it is necessary or expedient so to do it may , by order , for reasons to be recorded in writing and in consultation with the Union Public Service Commsston , relax any of the provisions of these rules with respect to any class or category of persons .
6. Saving . Nothing in these rules shall affect reservation , relaxation of age - limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , Other Backward Classes , the Ex - servicemen and other special categories of persons , in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 249. राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए प्राचार्य राजकीय गृह विज्ञान महाविद्यालय , चंडीगढ़ के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं , अर्थात्:
1. संक्षिप्त नाम और प्रारंभ ( 1 ) इन नियमों का संक्षिप्त नाम चंडीगढ़ प्रशासन, राजकीय गृह विज्ञान महाविद्यालय, चंडीगढ़ समूह ' क' पद भर्ती नियम , 2010 है ।
( 2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे । 2. पद संख्या , वर्गीकरण और वेतनमान, उक्त पद , उसका वर्गीकरण और उसका वेतनमान वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट हैं ।
3. भर्ती की पद्धति, आयु- सीमा , अर्हताएं आदि. उक्त पद पर भर्ती की पद्धति , आयु सीमा और अन्य अर्हताएं और उसमे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ( 5 ) से स्तंभ ( 14 ) में विनिर्दिष्ट हैं ।
4. निरर्हता. वह व्यक्ति ..
( क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है. या
( ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेंगी ।
5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसक लिए जां कारण हैं उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेंगी ।
6. व्यावृत्ति. इन नियमों की कोई बात ऐसे आरक्षण , आयु सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय समय पर निकाले गए आदेशों के अनसार अनुसूचित जातियों , अनुसूचित जनजातियों और भूतपूर्व सैनिकों, अध्य पिछड़े वर्गों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

टिप्पण 1 : अर्हताएं अन्यथा सुअर्हित अभ्यर्थियों की दशा में संघ लोक सेवा आयोग के विवेकानुसार शिथिल की जा सकती है ।
टिप्पण 2 : अनुभव संबंधी अर्हता ( अर्हताएं ) संघ लोक सेवा आयोग के विवेकानुसार अनुसूचित जातियों या अनुसूचित जनजातियों के अभ्यर्थियों की दशा में तब शिथिल की जा सकती है जब चयन के किसी प्रक्रम पर संघ लोक सेवा आयोग की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यर्थियों के पर्याप्त संख्या में उपलब्ध होने की संभावना नहीं है ।

( iii ) छात्रवृत्ति और अनुसंधान के क्षेत्र में कुछ पहचान चना चुका हो अर्थात् पुनःनिर्धारण रेफरी रिपोर्ट , प्रकाशनों की क्वालिटी, शैक्षिक, नवाचार नए पाठ्यक्रम और पाठ्यचर्या के डिजाइन और विस्तारित क्रियाकलाप में योगदान द्वारा साक्षयित हो ।
( iv) ज्येष्ठ वेतनमान में प्रतिस्थापन के पश्चात् दो पुनश्चर्या पष्ठ्यक्रम या ग्रीष्म संस्थाओं में भाग लिया हो या अन्य तुलनात्मक क्वालिटी के किसी अन्य शिक्षा कार्यक्रम में समुचित रूप में लगा हो जिये विश्वविद्यालय अनुदान आयोग द्वारा विनिर्दिष्ट या अनुमोदित किया जा सके
(v) लगातार अच्छी कार्य मूल्यांकन रिपोर्ट रखता हो ।
टिप्पण : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में , जिन्होंने अपनी अर्थका पात्रना सेवा पूरी कर ली है , प्रोन्नति के लिए विचार किया जा रथा थी वहीं उन ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा पर यह नत्रजन कि उनके द्वारा की गई ऐसी अहंक/ पात्रता सेवा , अपेक्षिन अहंक पावण मना के आधे से अधिक या दो वर्ष से , इनमें से जो भी कम हो कमन और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित जिन्होंने ऐसी अहक पात्रता मेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोनि के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो ।
प्रतिनियुक्ति ( अल्पकालिक संविदा महित )
केन्द्रीय सरकार या राज्य सरकारों या संघ राज्य क्षेत्रों या विश्वविद्यालयों या अनुसंधान संस्थाओं या कानूनी निकायों या स्वायत्त निकायों के एस अधिकारी :
(क) ( i ) जो मूल काडर या विभाग में निर्यामन आभार दूशन धारण कर रहा है . या
(ii ) जो मूल काडर या विभाग वेतनमान 10000 15200 या समतुल्य में उसकी नियुक्ति के पश्चात् श्रेणी में पांच वर्ष नियमन मेवा कर चुका हो, या
(iii ) जो मूल काडर या विभाग में 8000 1,3500 र. पूर्व युनक्षित । या समतुल्य के वेतनमान में नियमित आधार पर अपनी निक्ति के पश्चात् श्रेणी में दस वर्ष संत्रा कर चुका हो . या
(ख) जो स्तंभ ४ के अधीन सीधी भर्ती के लिए निहित शैक्षिक अर्हताएं और अनुभव रखता हो ।
टिप्पण 1 : पोषक प्रवर्ग के विभागीय अधिकारी जो प्रोन्नति को सीधी पाँवत में हैं प्रतिनियुक्ति पर नियुक्ति के पात्र नहीं होंगे इसी प्रकार प्रतिनियुक्त व्यक्तिप्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे ।
टिप्पण 2 : प्रतिनिष्त्रित जिसके अंतर्गत अल्पकालिक संविदा भी है, जिसक अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य कादर बाहय पद पर प्रतिनियुक्ति अथवा संविदा की अवधि है , साधारणतया तीन वर्ष में अधिक नहीं होगी ।
टिप्पण 3 : प्रतिनियुक्ति ( अल्पकालिक साँवदा सहितः द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की ऑनम तारीख को 20 वर्ष से अधिक नहीं होगी । [ भाग II- खण्ड 3 ( i) ]

G.S.R. 249 .--In exercise of the powers conferred by the proviso to article 309 of the Constitution , the President hereby makes the following rules regulating the method of recruitment to the post of Principal , Government Home Science College, Chandigarh . namely :
1. Short title and commencement .-( 1 ) These rules may be called the Chandigarh Administration , Government Home Science College , Chandigarh , Group ' A' post Recruitment Rules , 2010.
(2) They shall come into force on the date of their publication in the Official Gazette .
2. Number of post , classification and scale of pay. The number of post , its classification and the scale of pay attached thereto shall be as specified in columns (2 ) to (4 ) of the Schedule annexed to these rules .
3. Method of recruitment , age limit , qualifications , etc. The method of recruitment , age - limit , qualification and other matters relating thereto shall be as specified in columns ( 5 ) to ( 14 ) of the said Schedule .
4. Disqualification .---No person ,
(a) who has entered into or contracted a marriage with a person having a spouse living ; or (b ) who having a spouse living , has entered into or contracted a marriage with any person , shall be eligible for appointment to the said post :
Provided that the Central Government may , if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule.
5. Power to relax . Where the Central Government is of the opinion that it is necessary or expedient so to do. itmay, by order , for reasons to be recorded in writing and in consultation with Union Public Service Commission relax any of the provisions of these rules in respect to any class or category of persons.
6. Saving . Nothing in these rules shall affect reservations , relaxation of age - limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , Ex - servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard .

Promotion : Lecturers in Government Home Science College willbe eligible for promotion to the post of Principal (Readers Grade ) with the following qualifications and experience : -

( ii ) possessing a Ph.D. Degree from a recognised University or equivalent or has equivalent published work .
(iii) Made some mark in the areas of scholarship and Research as evidenced e.g. by self assessment , reports of referees , quality of publications , contribution to educational , innovation , design of new courses and curricula and extension activities .
(iv) After placement in the senior scale participated in two refresher courses or summer institutes of approved duration , or engaged in other appropriate continuing education programmes of comparable quality as may be specified or approved by the University Grants Commission , and
(v) Possesses consistently good performance appraisal reports .
Note : Where juniors who have completed their qualifying or eligibility service are being considered for promotion , their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than halfof such qualifying or eligibility service or two years , whichever is less , and have successfully completed their probation period for promotion to the next higher grade alongwith their juniors , who have already completed such qualifying or eligibility service .
