सा.का.नि. 86.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और पुलिस अनुसंधन और विकास ब्यूरो ;निदेशकद्ध भर्ती नियम, 1994 को अधिक्रान्त करते हुए, गृह मंत्राालय के अध्ीन पुलिस अनुसंधन और विकास ब्यूरो में निदेशक के पद पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात् :—
1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम पुलिस अनुसंधन और विकास ब्यूरो ;निदेशकद्ध भर्ती नियम, 2011 है । ;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद संख्या, वर्गीकरण और वेतन बैंड और ग्रेड वेतन या वेतनमान.—उक्त पदों की संख्या, उनका वर्गीकरण और उनके वेतन बैंड और ग्रेड वेतन या वेतनमान वे होंगे, जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।
3. भर्ती की प(ति, आयु-सीमा और अन्य अर्हताएं.—उक्त पदों पर भर्ती की प(ति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ;5द्ध से स्तंभ ;14द्ध में विनिदष्ट हैं ।
4. निरर्हता.—वह व्यक्ति,—
;कद्ध जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या
;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखब( करके तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत आदेश द्वारा शिथिल कर सकेगी ।
6. व्यावृति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

वांछनीय :
;iद्ध प्रशिक्षण या अनुसंधन या विकास कार्य में तीन वर्ष का अनुभव ।
;iiद्ध वेतन बैंड-4, 37,400—67,000 रु. और ग्रेड वेतन 8900 रु. में, ऐसे उप-निदेशक, जिसने उस श्रेणी में दो वर्ष नियमित सेवा की है, के संबंध् में भी बाह्य व्यक्तियों के साथ विचार किया जाएगा और यदि उस पद पर नियुक्ति के लिए उसका चयन हो जाता है तो उस पद को प्रोन्नति द्वारा भरा गया समझा जाएगा ।
पोषक प्रवर्ग के ऐसे विभागीय अध्किारी, जो प्रोन्नति की सीध्ी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे । इसी प्रकार, प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे ।
टिप्पण 1 : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध् में, जिन्होंने अपनी अर्हक या पात्राता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनसे ज्येष्ठ व्यक्तियों के संबंध् में भी विचार किया जाएगा परन्तु यह तब जब कि उनके द्वारा की गई ऐसी अर्हक या पात्राता सेवा, अपेक्षित अर्हक या पात्राता सेवा के आधे से अध्कि या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्राता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवध् िसपफलतापूर्वक पूरी कर ली हो ।
टिप्पण 2 : प्रोन्नति के लिए न्यूनतम अर्हक सेवा की संगणना करने के प्रयोजन के लिए किसी अध्किारी द्वारा 1 जनवरी, 2006 से पहले, उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिपफारिश पर आधारित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधर पर की गई सेवा को, वेतन आयोग की सिपफारिशों के आधर पर विस्तारित तत्स्थानी
ग्रेड वेतन/वेतनमान पर की गई सेवा समझी जाएगी ।
पोषक प्रवर्ग के ऐसे विभागीय अध्किारी, जो प्रोन्नति की सीध्ी पंक्ति में हैं, प्रतिनियुक्ति/आमेलन पर नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे ।
टिप्पण 3 ः भारतीय पुलिस सेवा के अध्किारी, भारतीय पुलिस सेवा
;वेतनद्ध नियम, 2007 के अनुसार वेतन और भत्ते ले सकेंगे ।
टिप्पण 4 : भारतीय पुलिस सेवा के अध्किारियों की प्रतिनियुक्ति, भारतीय
पुलिस सेवा ;अवध्द्धि नियम, 2000 के निबंध्नों के अनुसार विनियमित की
जाएगी ।

G.S.R. 86.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Office of the Bureau of Police Research and Development (Director) Recruitment Rules, 1994, the President hereby makes the following rules regulating the method of recruitment to the post of Director in the Bureau of Police Research and Development under the Ministry of Home Affairs, namely :—
1. Short title and commencement.—(1) These rules may be called the Bureau of Police Research and Development (Director) Recruitment Rules, 2011.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and pay band and grade pay or pay scale.—The number of the said posts, their classification and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit and other qualifications.—The method of recruitment, age limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (14) of the said Schedule.
4. Disqualifications.—No person, —
(a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

The departmental officers in the feeder category, who are in the direct line of promotion, will not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.
Note 1 : Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying/eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying/eligibility service.
Note 2 : For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to 1st January, 2006, the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay/pay scale extended based on the recommendations of the Pay Commission.
The departmental officers in the feeder category, who are in the direct line of promotion will not be eligible for consideration for appointment on deputation/absorption. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.
Note 3 : Indian Police Service officers shall draw pay and allowances as per the Indian Police Service (Pay) Rules, 2007.
Note 4: Deputation of Indian Police Service officers shall be regulated in terms of Indian Police Service (Tenure) Rules, 2000.

G.S.R. 88.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Directorate of Estates, Assistant Director of Estates (Enquiries) Recruitment Rules, 1966, namely :—
1. (a) These rules may be called the Directorate of Estates, Assistant Director of Estates (Enquiries) (Recruitment) (Amendment) Rules, 2011.
(b) They shall come into force on the date of their publication in the Official Gazette.

सा.का.नि. 90.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और ;iद्ध रसायन और उर्वरक मंत्राालय, रसायन और पेट्रो रसायन विभाग ;दफ्रतरी, ज्येष्ठ चपरासी और रिकार्ड सोर्टरद्ध भर्ती नियम, 2002 ;iiद्ध रसायन और उर्वरक मंत्राालय, रसायन और पेट्रो रसायन विभाग, समूह फ्घय् पद भर्ती नियम, 1998 को, उन बातों के सिवाय अध्क्रिान्त करते हुए जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, रसायन और उर्वरक मंत्राालय ;रसायन और पेट्रो रसायन विभागद्ध में मल्टी टास्कग स्टापफ के पद पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात् :—
1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम रसायन और उर्वरक मंत्राालय, रसायन और पेट्रो रसायन विभाग ;समूह फ्गय् पदद्ध भर्ती नियम, 2011 है ।
;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद संख्या, वर्गीकरण, वेतन बैंड और ग्रेड वेतन.—उक्त पदों की संख्या, उनका वर्गीकरण, वेतन बैंड और ग्रेड वेेतन वे होंगे जो इन नियमों से उपाब( अनुसूची केे स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।
3. भर्ती की प(ति, आयु-सीमा, अर्हताएं आदि .—उक्त पदों पर भर्ती की प(ति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ;5द्ध से स्तंभ ;14द्ध में विनिदष्ट हैं ।
4. निरर्हता.—वह व्यक्ति,—
;कद्ध जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया हैऋ या
;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,
उक्त किसी भी पद पर नियुक्ति का पात्रा नहीं होगा :
परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब( करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी । 6. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों और अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

G.S.R. 90.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of (i) Ministry of Chemicals and Fertilizers, Department of Chemicals and Petrochemicals (Daftry, Senior Peon and Record Sorter) Recruitment Rules, 2002, (ii) Ministry of Chemicals and Fertilizers, Department of Chemicals and Petrochemicals (Group 'D' posts), Recruitment Rules, 1998, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment for the post of Multi-tasking Staff in the Ministry of Chemicals and Fertilizers (Department of Chemicals and Petrochemicals), namely :—
1. Short title and commencement.—(1) These rules may be called the Ministry of Chemicals and Fertilizers, Department of Chemicals and Petrochemicals (Group 'C' Posts) Recruitment Rules, 2011.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification, pay band and grade pay.—The number of the said posts, their classification, pay band and grade pay attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, qualifications, etc.—The method of recruitment, age limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (14) of the said Schedule.
4. Disqualification. —No person,—
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to any of the said posts :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided to the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
