सा.का.नि. 115.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए गृह मंत्राालय, अन्वेषक ;साम्प्रदायिक सद्‌भाव सेलद्ध भर्ती नियम, 1993 में और संशोध्न करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्‌ :– ;1द्ध इन नियमों का नाम गृह मंत्राालय, अन्वेषक ;साम्प्रदायिक सद्‌भाव सेलद्ध भर्ती ;संशोध्नद्ध नियम, 2010 है । ;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. गृह मंत्राालय, अन्वेषक ;साम्प्रदायिक सद्‌भाव सेलद्ध भर्ती नियम, 1993 की अनुसूची के स्थान पर निम्नलिखित अनुसूची प्रतिस्थापित की जाएगी अर्थात्‌ :–

अन्वेषक 02* ;2010द्ध साधरण केन्द्रीय पी बी-2, लागू नहीं नहीं 18 से 25 वर्ष के बीच । ;साम्प्रदायिक *कार्यभार के सेवा, समूह 'ग' 9300— होता ;केन्द्रीय सरकार द्वारा जारी किए गए सद्‌भाव सेलद्ध आधर पर अराजपत्रिात, 34800 रु. अनुदेशों या आदेशों के अनुसार परिवर्तन किया अननुसचिवीय तथा ग्रेड पे सरकारी सेवकों के लिए शिथिल जा सकता है । 4200 रफ. करके 40 वर्ष तक की जा सकती

है ।द्ध टिप्पण : आयु-सीमा अवधरित करने के लिए निर्णायक तारीख भारत में अभ्यथयों से आवेदन प्राप्त करने के लिए नियत की गई अंतिम तारीख होगी । ;अंडमान और निकोबार द्वीप और लक्षद्वीप के अभ्यथयों को छोड़करद्ध । रोजगार कार्यालयों के माध्यम से की जाने वाली नियुक्ति की दशा में निर्णायक तारीख वह अंतिम तारीख होगी जिस तक रोजगार कार्यालयों से नाम भेजने के लिए कहा गया है ।

सीध्े भर्ती किए जाने वाले व्यक्तियों के लिए अपेक्षित शैक्षिक सीध्े भर्ती किए जाने वाले परिवीक्षा की अवध्,ि और अन्य अर्हताएं

व्यक्तियों के लिए विहित आयु यदि कोई हो और शैक्षिक अर्हताएं प्रोन्नत व्यक्तियों की दशा में लागू होंगी या नहीं

व्यक्तियों के लिए 2 वर्ष आवश्यक : समाज विज्ञान विषयों में से एक विषय के रूप लागू नहीं होता केवल सीध्े भर्ती किए गए में अर्थात्‌ समाज शास्त्रा/समाज कार्य/मानव विज्ञान/अर्थशास्त्रा/ भूगोल/सांख्यिकी सहित गणित विषय के साथ डिग्री ।

वांछनीय : 1. ;कद्ध फ्आवश्यकय् अर्हताओं में उल्लिखित किसी विषय में स्नातकोत्तर डिग्री, या ;खद्ध किसी मान्यताप्राप्त विश्वविद्यालय या टाटा समाज विज्ञान संस्थान जैसे किसी अन्य संस्थान से समाज सेवा या विज्ञान में स्नातकोत्तर डिप्लोमा ।411 [भाग IIखण्ड 3(i)] भारत का राजपत्रा : अप्रैल 9, 2011/चैत्रा 19, 1933 ;8द्ध

2. सरकारी विभागों में सांख्यिकी आंकड़ों का प्रसंस्करण और विश्लेषण करने में दो वर्ष का अनुभव या सामाजिक आथक सर्वेक्षण करने/अध्ययन में दो वर्ष का अनुभव ।

3. देश में साम्प्रदायिक सद्‌भावना से संबंध्ति समस्याओं की सामान्य जानकारी ।

भर्ती की प(ति : भर्ती सीध्े होगी या प्रोन्नति प्रोन्नति/प्रतिनियुक्ति/आमेलन द्वारा भर्ती की दशा में वे श्रेणियां जिनसे प्रोन्नति/प्रतिनियुक्ति/ द्वारा या प्रतिनियुक्ति/आमेलन द्वारा तथा विभिन्न आमेलन किया जाएगा प(तियों द्वारा भरे जाने वाले पदोंं की प्रतिशतता

बैंड और ग्रेड पे वाले पदों पर छः वर्ष की नियमित सेवा की होऋ या

;iiiद्ध जिन्होंने पे बैंड 1, 5200-20200 रफ. तथा 2400 रफ. के ग्रेड पे वाले अथवा समतुल्य

G.S.R. 115.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules further to amend the Ministry of Home Affairs, Investigator (Communal Harmony Cell) Recruitment Rules, 1993, namely :—

(1) These rules may be called the Investigator (Communal Harmony Cell), Ministry of Home Affairs Recruitment (Amendments) Rules, 2010.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Home Affairs, Investigator (Communal Harmony Cell) Recruitment Rules, 1993, for the Schedule, the following Schedule shall be substituted, namely :—

2. ऐसे विभागीय तकनीकी सहायक के संबंध् में भी विचार किया जाएगा जिन्होंने ग्रेड में 8 वर्ष नियमित सेवा की है और यदि पद पर नियुक्ति के लिए उनका चयन कर लिया है तो वह पद प्रोन्नति द्वारा भरा गया समझा जाएगा ।

;पोषक प्रवर्ग के ऐसे विभागीय अध्किारी, जो प्रोन्नति की सीध्ी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे । इसी प्रकार प्रतिनियुक्ति पर नियुक्त व्यक्ति, प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे। प्रतिनियुक्ति की अवध्,ि इस नियुक्ति से ठीक पहले उसी या किसी अन्य विभाग/संगठन में किसी अन्य काडर-बाह्‌य पद पर प्रतिनियुक्ति की अवध्ि सहित 3 वर्ष से अध्कि नहीं होगी । प्रतिनियुक्ति ;अल्पकालिक संविदा सहितद्ध पर नियुक्ति के लिए अध्कितम आयु-सीमा आवेदन प्राप्त होने की अंतिम तारीख को 56 वर्ष से अध्कि नहीं होगीद्ध ।

(1) These rules may be called the Deputy Director (Implementation) and Research Officer (Implementation), Department of Official Language, Ministry of Home Affairs, Recruitment (Amendments) Rules, 2010.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Deputy Director (Implementation) and Research Officer (Implementation), Department of Official Language, Ministry of Home Affairs, Recruitment Rules, 1986, for the Schedule, the following Schedule shall be substituted, namely :—

;iiद्ध प्रत्येक कारक के अध्ीन, किसी अध्किारी की गिनती कार्यात्मक क्षमता प्रत्येक कोड अक्षर के सामने अंक 1 से 5 की कार्यक्षमता उपदशत करते हुए दर्शायी जाएंगी और कोड अक्षर के पश्चात्‌ अंक लिखे जाएंगे सिवाय उसके जहां कोई अधिकारी सभी कारकों में श्रेणी-I में है वहां उसका प्रवर्ग एस1 एच1 ए1 पी1 ई1 लिखने के बजाय शेप-I, लिखकर दर्शाया जा सकेगा । इन अंकों का साधरण मूल्यांकन निम्नानुसार है :—

;1द्ध कहीं भी सभी कर्त्तव्यों के लिए योग्य ।

G. S. R. 120.—In exercise of the powers conferred by clauses (b) and (c) of sub-section (2) of Section 141 of the Border Security Force Act, 1968 (47 of 1968) and in supersession of the Border Security Force, Combatised Head Constable (Ministerial) and Assistant Sub-Inspector (Steno) Recruitment Rules, 2004, except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to the post of Assistant Sub-Inspector and Head Constable (Ministerial) in the Border Security Force, namely :—

1. Short title and commencement.—(1) These rules may be called the Border Security Force, Combatised Assistant Sub-Inspector (Steno) and Head Constable (Ministerial), Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and pay band and grade pay or pay scale.—The number of the said posts, their classification and pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc.—The method of recruitment to the said posts, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (14) of the aforesaid Schedule.

4. Medical Fitness.—(1) Only those persons who are in medical category SHAPE-I, shall be eligible for appointment under the provisions of these rules.

(2) SHAPE-I, means Medical Category defined as under :—

(i) Medical classification done by Medical Officer after assessing fitness of the officer under given factors indicated by the code letters SHAPE, which represent the following function :—

S - Psychological

H - Hearing

A - Appendages

P - Physical Capacity

E - Eye-Sight

(ii) Functional capacity of an officer under each factor will be denoted by numeral 1 to 5 against each code letter, indicating declining functional efficiency. The numerals will be written next to the code letter, except that where an officer is in Grade-I in all factors, his category may be denoted by writing SHAPE-I instead of writing S1H1A1P1E1. General evaluation of these numerals is as under :— 1. Fit for all duties anywhere.

2. Fit for all duties but may have limitations as to type of duties and areas of employability depending on whether the duties invlove severe stress or demand acuity of hearing/vision of both ears/eyes.

3. Excepting "S" factor, fit for routine or sedentary duties but may have limitations of employability at high altitude (above 2,700 meters) extreme cold areas or hilly terrain and for long assignments.

4. Temporarily unfit for duties on account of hospitalisation or sick leave.

5. Permanent unfit for duties.

5. Disqualification.—No person,—

shall be eligible for appointment to the said posts:

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other grounds for so doing, exempt any person from the operation of this rule. 6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
