S.R. 137—In exercise of the powers conferred by rule 1 of Order XXVII of the First Schedule to the Code of Civil Procedure, 1908 (5 of 1908), the Central Government hereby makes the following further amendments in the notification of the Government of India in the Ministry of Law and Justice, Department of Legal Affairs number G.S.R. 167 dated the 14th February, 1990 published in the Gazette of India, Part II, Section 3, Sub-section(i) dated the 24th March, 1990 relating to the signing and verification of plaints and written statements in suits in any court of civil jurisdiction by or against the Central Government, namely :—

सा.का.नि. 138.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और भारत सरकार लेखन सामग्री कार्यालय, प्रादेशिक लेखन सामग्री डिपो और लेखन सामग्री मुख्यालय कार्यालय ;वर्ग 4 पदद्ध भर्ती नियम, 1974 को अध्क्रिांत करते हुए, शहरी विकास मंत्राालय के अध्ीन, भारत सरकार लेखन सामग्री कार्यालय, प्रादेशिक लेखन सामग्री डिपो में, बहु-कार्य कर्मचारिवृन्द के पद पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम भारत सरकार लेखन सामग्री कार्यालय, प्रादेशिक लेखन सामग्री डिपो में, बहु-कार्य कर्मचारिवृन्द भर्ती नियम, 2011 है ।

;2द्ध ये राजपत्रा में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या, वर्गीकरण और वेतनमान.—उक्त पदों की संख्या, उनका वर्गीकरण और उनके वेतनमान वे हाेंगे, जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

3. भर्ती की प(ति, आयु-सीमा और अन्य अर्हताएं आदि.—उक्त पदों पर भर्ती की प(ति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ;5द्ध से स्तंभ ;14द्ध में विनिदष्ट हैं ।

4. निरर्हता.—वह व्यक्ति,—

;कद्ध जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या

;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखब( करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी । 6. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

G.S.R. 138.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Government of India Stationery Office, Regional Stationery Depots and Head Quarters Office of the Controller of Stationery (Class-IV Posts), Recruitment Rules, 1974, the President hereby makes the following rules regulating the method of recruitment to the post of Multi-Tasking Staff in the Government of India Stationery Office and Regional Stationery Depots, Ministry of Urban Development, namely:—

1. Short title and commencement.—(1) These rules may be called the Government of India Stationery Office and Regional Stationery Depots, Multi-Tasking Staff Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and scale of pay.—The number of posts, its classification and the scale of pay attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit and other qualifications, etc.—The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (14) of the above said Schedule.

4. Disqualification. —No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax in consultation with the UPSC any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 139.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और भारतीय पुरातत्व सर्वेक्षण ;वर्ग 3 अराजपत्रिात पदद्ध भर्ती नियम, 1968 को, जहां तक उनका संबंध् परिरक्षण सहायक, प्रयोगशाला सहायक के पदों से है, उन बातों के सिवाय अध्क्रिांत करते हुए, जिन्हें ऐसे अध्क्रिमण से पहले किया गया है, या करने का लोप किया गया है, संस्कृति मंत्राालय के अध्ीन भारतीय पुरातत्व सर्वेक्षण में परिरक्षण सहायक श्रेणी-I, परिरक्षण सहायक श्रेणी-II, और प्रयोगशाला सहायक के पदों पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम संस्कृति मंत्राालय, भारतीय पुरातत्व सर्वेक्षण ;परिरक्षण सहायक श्रेणी-I, परिरक्षण सहायक श्रेणी-II, और प्रयोगशाला सहायकद्ध ;साधरण केंद्रीय सेवा समूह 'ग' अराजपत्रिातद्ध पद, भर्ती नियम, 2011 है । ;2द्ध ये राजपत्रा में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. लागू होना.—ये नियम, इन नियमों से उपाब( अनुसूची के स्तंभ ;1द्ध में विनिदष्ट पदों को लागू होंगे ।

3. पद संख्या, वर्गीकरण और वेतनमान.—उक्त पदों की संख्या, उनका वर्गीकरण और उनके वेतन बैंड और ग्रेड वेतन/वेतनमान वे हाेंगे, जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

4. भर्ती की प(ति, आयु-सीमा, अर्हताएं आदि.—उक्त पदों की भर्ती की प(ति, आयु-सीमा, अर्हता और उनसे संबंधित अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तंभ ;5द्ध से स्तंभ ;14द्ध में विनिदष्ट हैं ।

5. निरर्हता.—वह व्यक्ति,—

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 6. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखब( करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी । 7. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष संवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

G. S. R. 139.—In exercise of the power conferred by the proviso to article 309 of the Constitution, and in the supersession of the Archaeological Survey of India (Class III- Non-Gazetted posts) Recruitment Rules, 1968 in so far as the relate to the posts of Preservation Assistant, Laboratory Assistant except as respect things done or omitted to be done before such supersession, the President hereby makes the following rules to regulate the method of recruitment to the posts of Preservation Assistant Grade I, Preservation Assistant Grade II, and Laboratory Assistant in the Archaeological Survey of India, Ministry of Culture, namely :—

1. Short title and commencement.—(1) These rules may be called the Ministry of Culture, Archaeological Survey of India (Preservation Assistant Grade I, Preservation Assistant Grade II and Laboratory Assistant) (General Central Service Group 'C' Non-Gazetted) Posts, Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.—These rules shall apply to posts specified in column (1) of the schedule annexed to these rules.

3. Number of posts, classification and scale of pay.—The number of the said posts, its classification and the Pay Band and Grade Pay/scale of pay attached thereto be as specified in columns (2) to (4) of the said Schedule annexed to these rules.

4. Method of recruitment, age limit, qualifications etc.—The method of recruitment to the said posts, age limit, qualification and other matters relating thereto shall be as specified in columns (5) to (14) of the aforesaid Schedule.

5. Disqualification.—No person

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who having a spouse living, has entered into or contracted a marriage with any person

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for doing so, exempt any person from the operation to this rule.

6. Power to relax.—Where the Central Government may is of the opinion that it is necessary or expedient to do so, it may, by order, for reasons to be recorded in writing, relax any of the provision of these rules with respect to any class or category of persons.

7. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

टिप्पण 1 : आयु-सीमा अवधरित करने के लिए निर्णायक तारीख भारत में अभ्यथयों से आवेदन प्राप्त करने के लिए नियत की गई अंतिम तारीख होगी । ;न कि वह अंतिम तारीख जो असम, मेघालय, अरफणाचल प्रदेश, मिजोरम, मणिपुर, नागालैंड, त्रिापुरा, सिक्किम, जम्मू और कश्मीर राज्य के लद्‌दाख खंड, हिमाचल प्रदेश के लाहौल एवं स्पीति जिले तथा चम्बा जिले का पांगी उप-खंड, अंदमान एवं निकोबार द्वीप समूह अथवा लक्षद्वीप के अभ्यथयों के लिए विहित की गई हैद्ध । टिप्पण 2 : रोजगार कार्यालयों के माध्यम से की जाने वाली भर्ती की दशा में आयु सीमा अवधरित करने के लिए निर्णायक तारीख वह अंतिम तारीख होगी जिस तक रोजगार कार्यालयों से नाम भेजने के लिए कहा गया है ।

सा.का.नि. 141.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, सागर संपदा सेल कोचीन ;संदेशवाहकद्ध भर्ती नियम, 1991 और विज्ञान और प्रौद्योगिकी मंत्राालय, भारत मौसम-विज्ञान विभाग ;समूह 'घ' पदद्ध भर्ती नियम, 2004 को उन बातों के सिवाय अध्क्रिांत करते हुए जिन्हें ऐसे अध्क्रिमण से पूर्व किया गया है या करने का लोप किया गया है, पृथ्वी विज्ञान मंत्राालय, इससे संलग्न कार्यालयों और भारत मौसम विज्ञान विभाग में बहु कार्य कर्मचारिवृन्द के पद पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्‌ :—

G. S. R. 141.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Sagar Sampada Cell, Cochin (Messenger) Recruitment Rules, 1991 and Ministry of Science and Technology, India Meteorological Department (Group 'D' posts) Recruitment Rules, 2004 except as respect things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Multi Tasking Staff in the Ministry of Earth Sciences, its attached offices and India Meteorological Department, namely :—

1. Short title and commencement.— (1) These rules may be called the Ministry of Earth Sciences Multi Tasking Staff Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of Posts, Classification and Scales of Pay (Pay Band and Grade Pay).—The number of posts, its classification and the scales of pay (Pay Band and Grade Pay) attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc.—The method of recruitment, age limit, qualifications and other matters related to the said post shall be as specified in columns 5 to 14 of the said Schedule.

4. Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied, that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order for reasons to be recorded in writing, relax any of the provisions of these rules with respect of any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 142.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Frozen Semen Production and Training Institute, Hessarghatta (Assistant Research Officer) Recruitment Rules, 1991, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant Research Officer, Group 'A' Gazetted post in the Central Frozen Semen Production and Training Institute, under Department of Animal Husbandry, Dairying and Fisheries, namely.—

1. Short title and commencement.—(1) These rules may be called the Central Frozen Semen Production and Training Institute, Assistant Research Officer (Group A post) Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and pay band and grade pay or pay scale.—The number of the said post, their classification and pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications.—The method of recruitment to the said post, age limit, qualifications and other matter relating thereto shall be as specified in columns (5) to (14) of the aforesaid Schedule.

4. Disqualification.—No person,

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spuse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any classes or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex-Servicemen the Other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 143.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of Department of Agriculture and Co-operation, Assistant Commissioner (Dairy Development) Recruitment Rules, 2007, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant Commissioner (Dairy Development) in the Ministry of Agriculture, Department of Animal Husbandry, Dairying and Fisheries, namely :—

1. Short-title and commencement.—These rules may be called the Ministry of Agriculture, Department of Animal Husbandry, Dairying and Fisheries, Assistant Commissioner (Dairy Development) Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, its classification and scale of pay.—The number of post, its classification and the scale of pay attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc.—The method of recruitment to the said post, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (14) of the said Schedule.

4. Disqualification.—No person,

(a) who has entered into or contracted a marriage with a person having a spouseliving, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Savings.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Desirable :

Master's Degree in Dairy Science or Dairy Microbiology from a recognised University or Insitute.

Note 1: Qualifications are relaxable at the discretion of the Union Public Service Commission for reasons to be recorded in writing, in case of candidates otherwise well qualified.

Note 2 : The qualification(s) regarding experience is (are) relaxable at the discretion of the Union Public Service Commission, for reasons to be recorded in writing, in case of candidates belonging to the Scheduled Castes or the Scheduled Tribes, if at any stage of selection, the Union Public Service Commission is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the posts reserved for them.

Note 1 : Where Juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service, or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.

Note 2 : For the purpose of computing minimum qualifying service for the promotion the service rendered on the regular basis by an officer prior to 1-1-2006 that is the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations has been extended shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the said Pay Commission.

Deputation (including short term contract) :—

Officers under the Central Government or State Governments or Union Territories:

(a) (i) holding analogous post on regular basis in the parent cadre or department; or

(b) possessing the educational qualifications and experience as prescribed for direct recruits under column . (8)

Note 1. : The Departmental officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation or absorption. Similarly deputationtist shall not be eligible for consideration for appointment by promotion.

Note 2 : Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily be not exceeding three years.

Note 3 : The maximum age limit for appointment by deputation (including short term contract) shall not be exceeding 56 years as on the closing date of receipt of application.

Note 4 : For the purpose of appointment on deputation basis the service rendered on a regular basis by an officer prior to 1-1-2006 that is the date from which the revised Pay structure based on the 6th Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding Grade Pay or Pay Scale extended based on the recommendations of the Pay Commission expect where there has been merger of more than one pre- revised scales of Pay into one Grade with a common Grade Pay or Pay Scale and where this benefit will extend only for the post (s) for which that Grade Pay or Pay Scale is the normal replacement Grade without any upgradation.
