सा.का.नि. 177.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और चंडीगढ़ शैक्षणिक सेवा ;समूह 'ख' राजपत्रिातद्ध राजकीय गृह विज्ञान महाविद्यालय नियम, 1990 को उन बातों के सिवाए अध्क्रिांत करते हुए जिन्हें ऐसे अध्क्रिमण से पूर्व किया गया है या करने का लोप किया गया है, शासकीय गृह विज्ञान महाविद्यालय, चंडीगढ़ में सहायक आचार्य ;समूह 'क'द्ध पद पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम शासकीय गृह विज्ञान महाविद्यालय ;सहायक आचार्य समूह 'क'द्ध भर्ती नियम, 2011 है ।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद-संख्या, वर्गीकरण और वेतनमान.—उक्त पद, उसका वर्गीकरण और उसका वेतनमान वह होगा जो इन नियमों से उपाब( अनुसूची के स्तंभ 2 से स्तंभ 4 में विनिदष्ट हैं ।

6. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, और अन्य पिछड़े वर्गों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

टिप्पण 1 ः सहायक आचार्यों की नियुक्ति के लिए राष्ट्रीय पात्राता परीक्षण/राज्य स्तर पात्राता परीक्षण की अनिवार्य अपेक्षा बनी रहेगी । परंतु तथापि वे अभ्यर्थी जिनको ''विश्वविद्यालय अनुदान आयोग ;पीएच.डी. डिग्री प्रदान करने के लिए न्यूनतम मानक और प्रक्रियाद्ध विनियम, 2009 के अनुपालन में पीएच.डी. डिग्री दी गई है को सहायक आचार्यों या विश्वविद्यालयों/महाविद्यालयों/संस्थाओं में समतुल्य प्रास्थिति के व्यक्तियों की भर्ती और नियुक्ति के लिए एनईटी/एसएलईटी की न्यूनतम पात्राता शर्त से छूट प्राप्त होगी ।

टिप्पण 2 : अनुसूचित जाति/अनुसूचित जनजाति प्रवर्ग के व्यक्तियों के लिए मास्टर स्तर पर 55 अंक से 50 अंक तक 5 छूट प्रदान की जा सकेगी ।

टिप्पण 3 ः शारीरिक और दृष्टि से निःशक्तताग्रस्त अनुसूचित जातियों/अनुसूचित जनजातियों के अभ्यथयों के लिए मास्टर स्तर पर 55 अंक से 50 अंक के लिए 5 और स्नातक स्तर पर 5 छूट दी जा सकेगी ।708 THE GAZETTE OF INDIA : JUNE 18, 2011/JYAISTHA 28, 1933 [PART II—SEC. 3(i)] 8 टिप्पण 4 : ऐसे पीएच.डी. डिग्री धरक जिन्होंने 19 सितम्बर, 1991 से पूर्व मास्टर डिग्री उत्तीर्ण की है, को 55 अंक से 50 अंक के लिए 5 छूट दी जा सकेगी ।

टिप्पण 5 : ओ, ए, बी, सी, डी, ई और एपफ अक्षर श्रेणियों सहित 7 बदुमान में बी को 55 अंक के समतुल्य मान्यता दी जाएगी, जब कभी भी ग्रेडग प्रणाली का अनुसरण किया जाता है ।

टिप्पण 6 : जब जे. आर. एपफ. परीक्षा में सम्मिलित होने के लिए 50 अंक आवश्यक थे, उन अभ्यथयों को जिन्होंने 1989 से पूर्व विश्वविद्यालय अनुदान आयोग/वैज्ञानिक और औद्योगिक अनुसंधन परिषद द्वारा संचालित कनिष्ठ अनुसंधन अध्येता परीक्षा उत्तीर्ण की है, उन्हें 55 से 50 तक पीजी स्तर पर न्यूनतम अंकों की छूट है ।

टिप्पण 7 : प्रत्येक भर्ती के समय विषय/विध की ठीक अपेक्षा उपदशत की जाएगी ।

टिप्पण 8 : अर्हताएं अन्यथा सुअहत अभ्यर्थीं के दशा में आयु संघ लोक सेवा आयोग के विवेकानुसार शिथिल की जा सकेगी ।

भर्ती की प(ति : भर्ती सीध्ी होगी या प्रोन्नति द्वारा या प्रतिनियुक्ति/ प्रोन्नति/प्रतिनियुक्ति/आमेलन द्वारा भर्ती की दशा में वे आमेलन द्वारा तथा विभिन्न प(तियों द्वारा भरी जाने वाली रिक्तियों की प्रतिशतता श्रेणियां जिनसे प्रोन्नति/प्रतिनियुक्ति/आमेलन किया

प्रतिनियुक्ति जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धरित किसी अन्य काडर बाह्‌य पद पर प्रतिनियुक्ति साधारणतया तीन वर्ष से अध्कि नहीं होगी ।

प्रतिनियुक्ति द्वारा नियुक्ति के लिए अध्कितम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख सेे 56 वर्ष से अध्कि नहीं होगी ।

यदि विभागीय प्रोन्नति समिति है तो उसकी संरचना

G.S.R. 177.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Chandigarh Educational Service (Group 'B' gazetted) Government Home Science College, Rules, 1990, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant Professor (Group 'A') in the Government Home Science College, Chandigarh namely :—

1. Short title and commencement.—(1) These rules may be called the Government Home Science College, Chandigarh (Assistant Professor Group 'A' post) Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and scale of pay.—The number of the said posts, their classification and the pay scale of pay attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc.—The method of recruitment to the said post, age limit, qualifications and other matters relating thereto shall be as specified in columns 5 to 14 of the said Schedule.

4. Disqualification. —No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government, is of the opinion that it is necessary or expedient so to do, it may, order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules in respect to any class or category of persons.

6. Savings.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 1: National Eligibility Test/State Level Eligibility Test shall remain the compulsory requirement for appointment as Assistant Professors. Provided, however, that candidates, who are or have been awarded Ph. D. Degree in compliance of the University Grants Commission (minimum standards and procedure for award of Ph. D. Degree), Regulation, 2009, shall be exempted from the requirement of the minimum eligibility condition of NET/ SLET for recruitment and appointment of Assistant Professor or equivalent positions in universities/colleges/ institutions.

Note 2 : Relaxation of 5% may be provided from 55 to 50% of the marks at the Master's level for the SC/ST category.

Note 3 : Relaxation of 5% may be provided from 55 to 50% of the marks at the Master's level and 5% relaxation at graduate level at par with SC/ST candidates to the physically and visually handicapped.

Note 4 : Relaxation of 5% may be provided from 55 to 50% of the marks to the Ph. D Degree holder who have passed Master's Degree prior to 19th September 1991.

Note 5 : B in the 7 point scale with letter grades O, A, B, C, D, E and F shall be regarded as equivalent of 55% wherever the grading system is followed.

Note 6 : Relaxation of minimum marks at the PG level from 55% to 50% may be provided to candidates who have cleared the Junior Research Fellowship Examination conducted by University Grants Commission/Council of Scientific and Industrial Research only prior to 1989 when the minimum marks required to appear for J. R. F. examination was 50%.

Note 7 : The exact requirement of the subject/discipline will be indicated at the time of each recruitment.

Note 8 : Qualifications are relaxable at the discretion of the Union Public Service Commission in case of candidates otherwise well qualified

1. Short title and commencement.—(1) These rules may be called the Regional Institute of English, Chandigarh (Assistant Professor Group 'A' post) Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and scale of pay.—The number of the said posts, their classification and the scale of pay attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

4. Disqualification. —No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living, or

G.S.R. 179.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Chandigarh Educational Service (Group 'B' gazetted) State Institute of Education and Government College of Education, Rules, 1990, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant Professor (Group 'A') in State Institute (Education and Government of Education), Chandigarh, namely :—

1. Short title and commencement.—(1) These rules may be called the State Institute of Education and Government College of Education, Chandigarh (Assistant Professor Group 'A' post) Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and scale of pay.—The number of the said posts, their classification and the scale of pay attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

4. Disqualification. —No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, order, for reasons to be recorded in writing and in consultation with Union public Service Commission, relax any of the provisions of these rules in respect of any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 180.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Chandigarh Educational Service (Group 'B' gazetted) Government Arts and Science College, Rules, 1990, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant Professor (Group 'A') in the Government Arts and Science College, Chandigarh namely :—

1. Short title and commencement.—(1) These rules may be called the Government Arts and Science Colleges, Chandigarh (Assistant Professor Group 'A' post) Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and scale of pay.—The number of the said posts, their classification and the scale of pay attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules.

4. Disqualification. —No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules in respect to any class or category of persons.

1. Short title and commencement.—(1) These rules may be called theMinistry of Water Resources, the Central Water and Power Research Station, Pune, Administrative Officer, Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

G.S.R. 182.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Water Resources, Senior Gestetner Operator Recruitment Rules, 1985, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Senior Gestetner Operator in the Ministry of Water Resources, namely :—

1. Short title and commencement.—(1) These rules may be called the Ministry of Water Resources, Senior Gestetner Operator, Group 'C' Post, Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, its classification, pay band and grade pay or pay scale.—The number of post, its classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules.

4. Disqualifications.—No person, —

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rules.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules, with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for Scheduled Castes, Scheduled Tribes, the Ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 183.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और जल संसाध्न मंत्राालय, गंगा बाढ़ नियंत्राण आयोग ;प्रशासनिक अध्किारीद्ध भर्ती नियम, 1992 को, उन बातों के सिवाय अधिक्रान्त करते हुए, जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, जल संसाध्न मंत्राालय के गंगा बाढ़ नियंत्राण आयोग में प्रशासनिक अध्किारी के पद पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाती है, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम जल संसाध्न मंत्राालय, गंगा बाढ़ नियंत्राण आयोग, प्रशासनिक अधिकारी, समूह-'ख' भर्ती नियम, 2011 है ।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या, वर्गीकरण, वेतन बैंड और ग्रेड वेतन या वेतनमान.—उक्त पद की संख्या, उसका वर्गीकरण वेतन बैंड और ग्रेड वेतन या वेतनमान वह होगा, जो इन नियमों से उपाब( अनुसूची केे स्तंभ 2 से स्तंभ 4 में विनिदष्ट हैं ।

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो यह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब( करके तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

टिप्पण 2 : प्रोन्नति के लिए न्यूनतम अर्हक सेवा की संगणना करने के प्रयोजन के लिए किसी अध्किारी द्वारा 1 जनवरी, 2006 से पहले या उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिपफारिशों पर आधरित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधर पर की गई सेवा को, सिवाय उस दशा के जहां एक से अध्कि पूर्व पुनरीक्षित वेतन का साधरण ग्रेड वेतन या वेतनमान सहित एक श्रेणी में विलय हो गया है और वहां यह लाभ केवल उस पद ;उन पदोंद्ध पर विस्तारित होगा जिसके लिए ग्रेड वेतन या वेतनमान बिना किसी उन्नयन का साधरण प्रतिस्थापन ग्रेड है, उक्त वेतन आयोग की सिपफारिशों पर आधारित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी ।

;कद्ध;iद्ध जो नियमित आधर पर सदृश पद धरण किए हुए हैंऋ या

;iiद्ध जिन्होंने मूल काडर या विभाग में वेतन बैंड-2, 9300—34,800ग्रेड वेतन 4200 रफ. या समतुल्य पद में पांच वर्ष नियमित सेवा की हैऋ और

;खद्ध जिनके पास प्रशासन, स्थापन और लेखा मामलों का पांच वर्ष का अनुभव है ।

टिप्पण 1 : पोषक प्रवर्ग के ऐसे विभागीय अध्किारी जो प्रोन्नति की सीधी पंक्ति में हैं प्रतिनियुक्ति द्वारा नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे, इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे ।

टिप्पण 2 : प्रतिनियुक्ति की अवध् ि;जिसके अंतर्गत अल्पकालिक संविदा भी हैद्ध जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धरित किसी अन्य काडर बाह्‌य पद पर प्रतिनियुक्ति की अवध् िहै, ;जिसके अन्तर्गत अल्पकालिक संविदा भी हैद्ध साधरणतया तीन वर्ष से अध्कि नहीं होगी ।

सा.का.नि. 184—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और मुख्य श्रम आयुक्त संगठन के प्रादेशिक कार्यालय, ;उच्च श्रेणी लिपिकद्ध भर्ती नियम, 2007 को, जहां तक उसका संबंध् उच्च श्रेणी लिपिक के पद से है, उन बातों के सिवाय अध्क्रिांत करते हुए, जिन्हें ऐसे अध्क्रिमण से पहले किया गया है या करने का लोप किया गया है, श्रम और रोजगार मंत्राालय के अधीन मुख्य श्रम आयुक्त ;केंद्रीयद्ध, संगठन के प्रादेशिक कार्यालयों में उच्च श्रेणी लिपिक के पद पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम मुख्य श्रम आयुक्त ;केंद्रीयद्ध, के प्रादेशिक कार्यालय, उच्च श्रेणी लिपिक, भर्ती नियम, 2011 है ।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. लागू होना.—ये नियम, इन नियमों से उपाब( अनुसूची के स्तम्भ ;1द्ध में विनिदष्ट पद को लागू होंगे ।

3. पद संख्या, वर्गीकरण और वेतन बैंड तथा ग्रेड वेतन या वेतनमान.—उक्त पद की संख्या, उसका वर्गीकरण और उसका वेतनमान वह होगा, जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

4. भर्ती की प(ति, आयु-सीमा और अन्य अर्हताएं आदि.—उक्त पद पर भर्ती की प(ति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तंभ ;5द्ध से स्तंभ ;13द्ध में विनिदष्ट हैं ।

5. निरर्हता.—वह व्यक्ति,—

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 6. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखब( करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी । 7. व्यावृति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों, और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

G.S.R. 184.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Regional Offices of the Chief Labour Commissioner (Central) Organisation (Upper Division Clerks) Recruitment Rules, 2007, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Upper Division Clerks in the Regional Offices of the Chief Labour Commissioner (Central) under the Ministry of Labour and Employment, namely :—

1. Short title and commencement.—(1) These rules may be called the Regional Offices of the Chief Labour Commissioner (Central) Organisation Upper Division Clerks, Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.—These rules shall apply to the post specified in column (1) of the Schedule annexed to these rules.

3. Number of posts, classification and pay band or scale of pay.—The number of the said post, its classification and the scale of pay attached thereto, shall be as specified in columns (2) to (4) of the said Schedule.

4. Method of recruitment, age limit and other qualifications, etc.— The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.

5. Disqualification. —No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving.—Nothing in these rules shall affect reservations and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 186.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Integrated Fisheries Project (Class III) Recruitment Rules, 1973, in so far as they relate to the post of Overseer Grade 1, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Overseer Grade 1, in the National Institute of Fisheries Post Harvest Technology and Training, Cochin under the Ministry of Agriculture (Department of Animal Husbandry, Dairying and Fisheries), namely.—

1. Short title and commencement.—(1) These rules may be called the National Institute of Fisheries Post Harvest Technology and Training, Kochi (Overseer Grade 1) Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, its classification, pay band and grade pay/pay scale.—The number of the said post, their classification and pay band and grade pay/pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit and other qualifications.—The method of recruitment to the said post, age limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (14) of the said Schedule.

4. Disqualification.—No person,—

(i) who has entered into or contracted a marriage with a person having a spouse living; or

(ii) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of these rule.

Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex-Servicemen the Other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

टिप्पण : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध् में जिन्होंने अपनी अर्हक या पात्राता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो वहां उनसे ज्येष्ठ व्यक्तियों के संबंध् में भी विचार किया जाएगा परंतु यह तब जबकि उनके द्वारा की गई ऐसी अर्हक या पात्राता सेवा, अपेक्षित अर्हक या पात्राता सेवा के आध्े से अध्कि या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित जिन्होंने ऐसी अर्हक या पात्राता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवध् िसपफलतापूर्वक पूरी कर ली हो ।

G.S.R.188.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Farm Superintendent, Jersey Cattle Breeding Farm, Hessarghatta (Gazetted - Class I post) Recruitment Rules, 1973, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Farm Superintendent in Central Cattle Breeding Farm, Hessarghatta, Bangalore in the Department of Animal Husbandry, Dairying and Fisheries, namely :—

1. Short title and commencement.—(1) These rules may be called the Farm Superintendent (Group' A' post), Central Cattle Breeding Farm, Hessarghatta, Recruitment Rules, 2011.

(2) They shall come into force from the date of their publication in the Official Gazette.

2. Number of posts, classification and pay band and grade pay or pay scale.—The number of posts, their classification and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualification, etc.—The method of recruitment to the posts, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex- servicemen, and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(ii) Post-Graduate Degree in Animal Breeding and Genetics or Veterinary Medicine or Veterinary Gynaecology or Animal Reproduction from a recognized University or Institute.

(iii) Three years experience in Dairy Herd Management.

(ii) Three years experience of establishing new farms preferably with mechanized agricultural operations.

Note l : Qualifications are relaxable at the discretion of the Union Public Service Commission, for reasons to be recorded in writing, in case of candidates otherwise well qualified.

Note 2 : The qualification regarding experience is relaxable at the discretion of the Union Public Service Commission in the case of candidates belonging to the Scheduled Castes and the Scheduled Tribes, if at any stage of selection, the Union Public Service Commission is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancies reserved for them.

(b) Possessing the educational qualifications and experience prescribed for direct recruits as under:
