का.नि.आ. 51.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और ;iद्ध रक्षा सेवा कर्मचारिवृन्द महाविद्यालय ;मुख्य साईसद्ध भर्ती नियम, 1980ऋ ;iiद्ध रक्षा सेवा स्टापफ महाविद्यालय ;क्लीनरद्ध भर्ती नियम, 1980 को अध्क्रिान्त करते हुए और रक्षा सेवा स्टापफ कालेज ग्रुप 'सी' और गु्रप 'डी' पद भर्ती नियम, 1990 को जहां तक उनका संबंध् गिलोटिन आपरेटर, मशीन अटेन्डेंट ;परिचरद्ध, प्रधन माली, जमादार, लस्कर और मजदूर के पदों से संबंध् हैऋ और सेना समूह 'घ' ;अनौद्योगिकद्ध भर्ती नियम, 2001 को जहां तक उनका संबंध् दफ्रतरी, चौकीदार, धेबी, पफटीगमैन, ग्राउंड मैन, ग्रूम, परिचर ;सभी प्रकार केद्ध, प्रधन संदेशवाहक, प्रधन चौकीदार, प्रधन पफटीगमैन, कनिष्ठ गेस्टेटनर प्रचालक, मसालची, माली/गार्डनर, संदेशवाहक, मैस वेटर, चपरासी, सपफाईवाला, साइस, हज्जाम, बूट मरम्मतकर्ता, उपस्कर मरम्मतकर्ता, जिल्दसाज, साइकिल मिस्त्राी से हैऋ और रक्षा मंत्राालय सैन्य प्रशिक्षण स्थापन, ;समूह 'घ' पदद्ध भर्ती नियम, 2007 को जहां तक उनका संबंध् कैडेट अर्दली, मुख्य सपफाईवाला, मुख्य स्थल व्यक्ति, मुख्य मैस वेटर, मुख्य कैडेट अर्दली, पुस्तकालय परिचालक के पदों से है, उन बातों के सिवाय आंशिक रूप से अध्क्रिान्त करते हुए जिन्हें ऐसे अध्क्रिमण से पूर्व किया गया है या करने का लोप किया गया है, बहु कार्य कर्मचारी ;कार्यालय और प्रशिक्षणद्ध और रक्षा मंत्राालय एकीकृत रक्षा कर्मचारिवृन्द मुख्यालय के अध्ीन स्थापनों में तकनीकी परिचरों की भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारम्भ.—;1द्ध इन नियमों का संक्षिप्त नाम रक्षा मंत्राालय, मुख्यालय एकीकृत रक्षा स्टापफ के अध्ीन स्थापनों में समूह 'ग' पद बहु कार्य कर्मचारी ;कार्यालय और प्रशिक्षणद्ध तथा तकनीकी परिचारक भर्ती ;संशोध्नद्ध नियम, 2011 है । ;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. लागू होना.—ये नियम इससे उपाब( अनुसूची के स्तम्भ ;1द्ध में विनिदष्ट पदों को लागू होंगे ।

(381)382 THE GAZETTE OF INDIA : JULY 23, 2011/SRAVANA 1, 1933 [PART II—SEC. 4] 3. पद-संख्या, वर्गीकरण और वेतन बैंड और ग्रेड वेतन या वेतनमान.—उक्त पद की संख्या, उसका वर्गीकरण और उसका वेतन बैंड और ग्रेड वेतन या वेतनमान वह होगा जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट है ।

4. भर्ती की प(ति, आयु-सीमा और अन्य अर्हताएं आदि.—उक्त पद पर भर्ती की प(ति, आयु-सीमा और उससे संबंध्ति अन्य बातें वे होगी जो अनुसूची के स्तंभ ;5द्ध से स्तंभ ;13द्ध में विनिदष्ट हैं ।

5. निरर्हता.—वह व्यक्ति,—

;कद्ध जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या

;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 6. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखब( करके इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी । 7. व्यावृति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिसका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

S.R.O. 51.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of (i) The Defence Services Staff College (Head Syce) Recruitment Rules, 1980; (ii) The Defence Services Staff College (Cleaner) Recruitment Rules, 1980 and in partial supersession of The Defence Services Staff College Group 'C' and Group 'D' Posts Recruitment Rules, 1990 so far as they relate to posts of Guillotine Operator, Machine Attendant, Head Mali, Jamadar Lascar and Mazdoor; and in partial supersession of The Army Group 'D' (Non-Industrial) Recruitment Rules, 2001 so far as they relate to the posts of Daftry, Chowkidar, Dhobi, Fatigueman, Groundsman, Groom, Attendant (All types), Head Messenger, Head Chowkidar, Head Fatigueman, Junior Gestetner Operator, Masalchi, Mali/Gardner, Messenger, Mess Waiter, Peon, Safaiwala, Syce, Barber, Boot Repairer, Equipment Repairer, Book Binder, Cycle Repairer; and Ministery of Defence, Military Training Establishments Group 'D' posts, Recruitment Rules, 2007. So far as they relate to posts of Cadet Orderly, Head Safaiwala, Head Groundsman, Head Mess Waiter, Head Cadet Orderly, Library Attendant except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the Group 'C' posts of Multi Tasking Staff (Office and Training) and Technical Attendants in the Establishments under Headquarters Integrated Defence Staff, Ministry of Defence, Namely :—

1. Short title and commencement.—(1) These rules may be called the Ministry of Defence, Establishments under headquarters Integrated Defence Staff, Group 'C' Posts of Multi Tasking Staff (Office and Training) and Technical Attendants, Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.—These rules shall apply to the posts specified in Column (1) of the Schedule Annexed to these rules.

3. Number of posts, classification and Pay Band and Grade Pay/Pay Scale.—The number of posts, its classification and the Pay Band and Grade Pay/Pay Scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

4. Method of Recruitment, Age Limit and Qualification, etc..—The method of recruitment to the said posts, age limit and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualification.—No person,

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex-servicemen, and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

का.नि.आ. 52.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और तटरक्षक संगठन ;सिविलियन मोटर परिवहन चालकद्ध भर्ती नियम, 2007 को उन बातों के सिवाए अध्क्रिांत करते हुए जिन्हें ऐसे अध्क्रिमण से पहले किया गया है या करने का लोप किया गया है, तटरक्षक संगठन, रक्षा मंत्राालय में सिविलियन मोटर परिवहन चालक श्रेणी-I, सिविलियन मोटर परिवहन चालक श्रेणी-II और सिविलियन मोटर परिवहन चालक फ्साधरण श्रेणीय् के पदों पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारम्भ.—;1द्ध इन नियमों का संक्षिप्त नाम तटरक्षक संगठन ;सिविलियन मोटर परिवहन चालकद्ध समूह 'ग' पद भर्ती नियम, 2011 है ।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या, वर्गीकरण और वेतनमान.—उक्त पदों की संख्या, उनका वर्गीकरण और उनके वेतनमान वे होंगे जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

3. भर्ती की प(ति, आयु-सीमा और अन्य अर्हताएं आदि.—उक्त पदों पर भर्ती की प(ति, आयु-सीमा और अन्य अर्हताएं और उनसे संबंध्ति अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ;5द्ध से स्तंभ ;14द्ध में विनिदष्ट हैं ।

4. निरर्हता : वह व्यक्ति,—

उक्त पदों में से किसी भी पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखब( करके इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी । 6. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों, अन्य पिछड़े वर्गों, और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

टिप्पण : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध् में, जिन्होंने अपनी अर्हक या

पात्राता सेवा पूरी कर ली है, की प्रोन्नति के लिए विचार किया जा रहा हो, वहां

उनसे ज्येष्ठ व्यक्तियों के संबंध् में भी विचार किया जाएगा परन्तु यह तब जब कि

उनके द्वारा की गई ऐसी अर्हक/पात्राता सेवा, अपेक्षित अर्हक/पात्राता सेवा के

आध्े से अध्कि से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने

अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक/पात्राता सेवा पहले ही

पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की

टिप्पण : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध् में, जिन्होंने अपनी अर्हक/पात्राता

सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनसे ज्येष्ठ

व्यक्तियों के संबंध् में भी विचार किया जाएगा परन्तु यह तब जब कि उनके द्वारा[भाग II—खण्ड 4] भारत का राजपत्रा : जुलाई 23, 2011/श्रावण 1, 1933 407 ;12द्ध

R.O. 52.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Coast Guard Organisation (Civilian Motor Transport Drivers) Recruitment Rules, 2007, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Civilian Motor Transport Driver Grade-I, Civilian Motor Transport Driver Grade-II and Civilian Motor Transport Driver 'Ordinary Grade' in Coast Guard Organisation, Ministry of Defence, namely :—

1. Short title and commencement.—(1) These rules may be called the Coast Guard Organisation (Civilian Motor Transport Drivers) Group 'C' Posts Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and scale of pay.—The number of the said posts, their classification and the pay band and grade pay attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit and qualifications, etc.—The method of recruitment, age limit, qualifications and other matters relating to the said posts shall be specified in columns (5) to (14) of the said Schedule.

4. Disqualification. —No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to any of the said posts :

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen, and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

S. R.O. 54.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Defence, Department of Defence Production and Supplies, Directorate of Quality Assurance (Naval) Group 'B' Non-Gazetted (Office Superintendent) Recruitment Rules, 2002 and Ministry of Defence, Department of Defence Production and Supplies, Directorate of Quality Assurance (Naval) Group 'C', Non-Gazetted, Ministerial (Assistant, Upper Division Clerk and Lower Division Clerk) Recruitment Rules, 2002 in so far as they relate to the post of Assistant, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Office Superintendent, in the Department of Defence Production, Directorate of Quality Assurance (Naval), namely :—

1. Short title and commencement.—(1) These rules may be called the Ministry of Defence, Department of Defence Production, Directorate of Quality Assurance (Naval), Group 'B', Non Gazetted (Office Suprintendent) Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and pay band and grade pay or pay scale.—The number of the said post, its classification and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, other qualifications, etc.—The method of recruitment, age limit, qualifications and other matters relating to the said posts shall be specified in columns (5) to (14) of the said Schedule.

4. Disqualification. —No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts :

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex-servicemen, the other Backward Classes, and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

टिप्पण 1 : पोषक वर्ग में विभागीय अध्किारी जो प्रोति की सीध्ी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति पर विचार के लिए पात्रा नहीं होंगे । इसी प्रकार, प्रतिनियुक्ति व्यक्ति प्रोति द्वारा नियुक्ति के विचार के लिए पात्रा नहीं होंगे ।

टिप्पण 2 : प्रतिनियुक्ति की अवध्,ि जिसके अंतर्गत केंद्रीय सरकार के उसी या किसी अन्य काडर बाह्‌य पद पर नियुक्ति की अवध् ि है । साधरणतया तीन वर्ष से अध्कि नहीं होगी । प्रति नियक्ति द्वारा नियुक्ति के लिए अध्कितम आयु-सीमा आवेदनों की प्राप्ति की अंतिम तारीख को 56 वर्ष से अध्कि नहीं होनी चाहिए ।

(B) Possessing one of the following educational qualifications and experience :—

(ii) Successfully completed training in cash and Accounts work by the Institute of Secretariat training and Management or Equivalent and two years experience in Cash Accounts and Budget work.

Note 1:—Departmental officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly, the Deputationist shall not be eligible for consideration for

appointment on promotion.

Note 2:—Period of deputation including period of deputation in another Ex-cadre post held immediately preceding this appointment in the same or some other organisation/Department

of the Central Government shall ordinarily not to exceed three years. The maximum age limit for appointment by deputation shall be, not exceeding 56 years as on the closing date of receipt of application.

Note 3:—For the purpose of appointment on deputation basis, the service rendered on a regular basis by an officer prior to 1st January, 2006 the date from which the revised Pay structure based on the 6th Central Pay Commission recommendation has been extended, shall be deemed to be service rendered in the corresponding grade pay/pay scale extended based on the

recommendation of the Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay/pay scale, and where this benefit will extend only for the post(s) for which that grade pay/pay scale is the normal replacement grade without any upgradation.
