सा.का.नि. 226.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, भारत के महारजिस्ट्रार के कार्यालय में सहायक महारजिस्ट्रार ;मानचित्राद्ध समूह 'क' पद के भर्ती नियम, 2005 का अध्क्रिमण करते हुए, अधिक्रमण से पहले इस संबंध् में की गई या लोप की जाने वाली कार्यवाही को छोड़कर भारत के महारजिस्ट्रार के कार्यालय में सहायक महारजिस्ट्रार ;मानचित्राद्ध के पद पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का नाम भारत के महारजिस्ट्रार के कार्यालय में सहायक महारजिस्ट्रार ;मानचित्राद्ध समूह 'क' पद भर्ती नियम, 2011 होगा ।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पदों की संख्या, वर्गीकरण और पे बैण्ड तथा ग्रेड पे या वेतनमान.—उक्त पद की संख्या, उसका वर्गीकरण और उसका पे बैण्ड तथा ग्रेड पे या वेतनमान वह होगा जो कि इन नियमों से उपाब( अनुसूची के कालम 2 से कालम 4 में विनिदष्ट हैं । 3. भर्ती की प(ति, आयु-सीमा, शैक्षिक अर्हताएं आदि.—उक्त पद पर भर्ती की प(ति, आयु-सीमा, अर्हताएं और उक्त पद से संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के कालम 5 से कालम 13 में विनिदष्ट हैं ।

;कद्ध जिसने ऐसे व्यक्ति से, जिसका पति या पत्नी जीवित है, विवाह किया है, या

;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित होते हुए किसी अन्य व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्रा नहीं होगा ।

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुमेय है और ऐसा करने के लिए अन्य आधर हैं तो यह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखब( करके और संघ लोक सेवा आयोग के परामर्श से इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों के बारे में, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति.—इन नियमों की कोई भी बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों, और अन्य विशेष प्रवर्गों के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

II. पे बैण्ड-3, 15600-39100 रफ. 6600/- रफपए ग्रेड पे में पांच वर्षों की नियमित सेवा वाले विभागीय मानचित्रा अध्किारी, पर बाहर से आए उम्मीदवारों के साथ विचार किया जाएगा और यदि उक्त पद के लिए उसका चयन हो जाता है, तो उसे पदोन्नति द्वारा भरा गया माना जाएगा ।

टिप्पण 1 : पफीडर वर्ग के वे विभागीय कर्मचारी जो पदोन्नति की ;अप्लकालिक संविदा सहितद्ध सीध्ी लाइन में है प्रतिनियुक्ति के लिए विचार के पात्रा नहीं होंगे। इसी प्रकार प्रतिनियुक्ति पर नियुक्त कर्मचारी पदोन्नति पर नियुक्ति के लिए विचार के पात्रा नहीं होंगे ।

टिप्पण 2 : केन्द्रीय सरकार के उसी अथवा अन्य संगठन या विभाग में इस नियुक्ति से तुरंत पहले धरित किसी अन्य संवर्ग बाह्‌य पद पर [प्रतिनियुक्ति ;संविदा की अवध् िसहितद्ध प्रतिनियुक्ति ;अल्पकालिक संविदा सहितद्ध की अवध् िसामान्यतः तीन वर्ष से अध्कि नहीं होगी । प्रतिनियुक्ति ;अल्पकालिक संविदा सहितद्ध द्वारा नियुक्ति के लिए अध्कितम आयु सीमा आवेदन प्राप्त होने की अंतिम तारीख को 56 वर्ष से अध्कि नहीं होगी] ।

G.S.R. 226.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Office of the Registrar General, India, Assistant Registrar General (Map) Group 'A' Post Recruitment Rules, 2005, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant Registrar General (Map), in the Office of the Registrar General, India, namely:—

1. Short title and commencement.—(1) These rules may be called the Office of the Registrar General, India, Assistant Registrar General (Map) Group 'A' post Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and pay band and grade pay or pay scale.—The number of the said post, its classification and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, educational qualifications, etc.—The method of recruitment, age limit, educational qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person, having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

II. The departmental Map Officer in Pay Band -3 Rs. 15600– 39100 plus Grade Pay of Rs. 6600 with five years' regular service shall also be considered alongwith outsiders and in case he is selected for appointment to the post, the same shall be deemed to have been filled by promotion.

Note 1: The Departmental officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation (including short term contract). Similarly, deputationists shall not be eligible for consideration for appointment by promotion.

Note 2: Period of deputation (including short term contract) including period of deputation (including short term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other Organization or Department of the Central Government shall ordinarily not to exceed three years. The maximum age limit for appointment by deputation (including short term contract) shall not be exceeding 56 years as on the closing date of receipt of applications).

Note 3: For the purpose of appointment on deputation basis, the service rendered on a regular basis by an officer prior to 1st January, 2006 or the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations has been extended shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the pay Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay or pay scale, and where this benefit will extend only for the post(s) for which that grade pay or pay scale is the normal replacement grade without any upgradation.

G.S.R. 227.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Research Assistant in the Bureau of Police Research and Development, Ministry of Home Affairs, namely:—

1. Short title and commencement.—(1) These rules may be called the Bureau of Police Research and Development Research Assistant Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and pay band and grade pay or pay scale.—The number of post, its classification and pay band and grade pay or pay scale shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc.—The method of recruitment to the said posts, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (14) of the aforesaid Schedule.

4. Disqualifications.—No person,

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

टिप्पण :— यदि मद ;iiद्ध के अध्ीन उपलब्ध् रिक्तियों की संख्या से अध्कि कर्मचारी परीक्षा में अर्हता प्राप्त कर लेते हैं तो ऐसी अध्कि संख्या वाले कर्मचारियों पर पश्चात्‌वर्ती वर्षों में होने वाली रिक्तियों को भरने के लिए विचार किया जाएगा जिसमें कि पूर्ववर्ती परीक्षा में अर्हता प्राप्त करने वाले कर्मचारियों पर पश्चात्‌वर्ती परीक्षा में अर्हता प्राप्त करने वाले कर्मचारियों से पूर्व विचार किया जा सके ।

1. Short title and commencement:—(1) These rules may be called the Ministry of Earth Sciences (India Meteorological Department) Group 'C' posts, Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, Classification and Pay Band and Grade pay Scale of Pay:—The number of said post, its classification and the (Pay Band and Grade Pay/Scale of Pay) attached thereto shall be as specified in Columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc. :—The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in Columns (5) to (14) of the aforesaid Schedule.

Note : If more of such employees than the number of vacancies available under item (ii) qualified at the examination, such excess number of employees shall be considered for filling the vacancies arising in the subsequent years so that the employees qualifying at considered before those who qualify at a later examination; (iii) 5% of the vacancies shall be filled on seniority-cum-fitness basis from Group 'C' employee who have rendered three years regular service in the posts with the Grade Pay of Rs. 1800.

टिप्पण : वेतन बैंड-3, 15600-39100 ग्रेड वेतन 5400 रफ. में ऐसे विभागीय सहायक निदेशक ;जलीय करंतीनद्ध जिन्होंने उस श्रेणी में पांच वर्ष नियमित सेवा की है पर भी बाह्‌य व्यक्तियों के साथ विचार किया जाएगा और यदि उस पद पर नियुक्ति के लिए उसका चयन हो जाता है तो वह पद प्रोन्नति द्वारा भरा गया समझा जाएगा ।

पोषक प्रवर्ग के ऐसे विभागीय अध्किारी जो प्रोन्नति की सीध्ी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे । इसी प्रकार, प्रतिनियुक्त व्यक्ति, प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे ।

G.S.R. 229.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the posts of Deputy Director (Aquatic Quarantine), Assistant Director (Aquatic Quarantine) and Fisheries Research Investigator (Quarantine) in the Ministry of Agriculture, Department of Animal Husbandry, Dairying and Fisheries, namely:—

1. Short title and commencement.—(1) These rules may be called the Ministry of Agriculture, Department of Animal Husbandry, Dairying and Fisheries, Aquatic Quarantine (Group 'A' and Group 'B' Posts) Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and pay band, grade pay or pay scale.—The number of posts, their classification and the pay band, grade pay or pay scale attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc. .—The method of recruitment to the said posts, age limit, qualifications and other matters relating thereto shall be as specified in columns 5 to 13 of the aforesaid Schedule.

4. Disqualification.—No person,

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(ii) Five years' experience in the field of fisheries research and development such as monitoring, surveillance, reporting of aquatic animal diseases in any government department or in a recognized research and development organization dealing with aquatic animal health issues.

Note : Departmental Assistant Director (Aquatic Quarantine) in Pay Band-3, Rs.15600-39100 with grade pay of Rs.5400 with five years' regular service in the grade would also be considered alongwith outsiders and in case, he/she is selected for appointment to the post, the same shall be deemed to have been filled by promotion.

The departmental officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.

(i) Master's degree in Zoology or Fisheries Science from a recognized University or Post Graduate Diploma in Fisheries Science from Central Institute of Fisheries Education, Mumbai.

(ii) Three years' experience in the field of fisheries research and development such as monitoring, surveillance, reporting of aquatic animal diseases in any government department or in a recognized research and development organization dealing with aquatic animal health issues.

Note : Departmental Fishery Research Investigator (Quarantine) in the Pay Band-2, ` 9300-34800 with grade pay of ` 4200 with eight years' regular service in the grade shall also be considered alongwith outsiders and in case, he/she is selected for appointment to the post, the same shall deemed to have been filled by promotion.

The departmental officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation or absorption. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.

[Period of deputation (including short-term contract) including period of deputation (including short-term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not to exceed three years. The maximum age limit for appointment by deputation (including short-term contract) shall not be exceeding 56 years as on the closing date of receipt of applications].

Note : For the purpose of appointment on deputation basis, the service rendered on a regular basis by an officer prior to 1st January, 2006 or the date from which the revised pay structure based on the 6th Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the Pay Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay or scale and where this benefit will extend only for the post(s) for which that grade pay or pay scale is the normal replacement grade without any upgradation.
