का.नि.आ. 61.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और रक्षा मंत्राालय, रक्षा उत्पादन विभाग, गुणता आश्वासन निदेशालय ;नौसेनाद्ध, प्रशासनिक अध्किारी समूह 'क' पद भर्ती नियम, 2007 को, जहाँ तक उसका संबंध् प्रशासनिक अध्किारी के पद से है, उन बातों के सिवाय अध्क्रिांत करते हुए, जिन्हें ऐसे अध्क्रिमण से पहले किया गया है या करने का लोप किया गया है, रक्षा उत्पादन विभाग, क्वालिटी आश्वासन निदेशालय ;नौसेनाद्ध में प्रशासनिक अध्किारी के पद पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारम्भ.—;1द्ध इन नियमों का संक्षिप्त नाम रक्षा मंत्राालय, रक्षा उत्पादन विभाग, क्वालिटी आश्वासन निदेशालय ;नौसेनाद्ध, ;प्रशासनिक अध्किारीद्ध भर्ती नियम, 2011 है ।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या, वर्गीकरण या वेतनमान.—उक्त पद की संख्या, उसका वर्गीकरण और उसका वेतनमान वह होगा जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट है ।

3. भर्ती की प(ति, आयु-सीमा, अन्य अर्हताएं आदि.—उक्त पद पर भर्ती की प(ति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो अनुसूची के स्तंभ ;5द्ध से ;14द्ध में विनिदष्ट हैं ।

4. निरर्हता.—वह व्यक्ति,—

;कद्ध जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया हैऋ या

;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखब( करके तथा संघ लोक सेवा आयोग से परामर्श करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

टिप्पण 1 : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध् में, जिन्होंने अपनी अर्हक या

पात्राता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनसे

ज्येष्ठ व्यक्तियों के संबंध् में भी विचार किया जाएगा परन्तु यह तब जबकि उसके

द्वारा की गई ऐसी अर्हक या पात्राता सेवा, अपेक्षित अर्हक या पात्राता सेवा के आधे447 [भाग II—खण्ड 4] भारत का राजपत्रा : अगस्त 27, 2011/भाद्र 5, 1933 ;12द्ध

से अध्कि से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने

अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्राता सेवा पहले ही

पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की

अवध् िसपफलतापूर्वक पूरी कर ली है ।

टिप्पण 2 : प्रोन्नति के लिए न्यूनतम अर्हक सेवा की संगणना करने के प्रयोजन के लिए किसी अध्किारी द्वारा 1 जनवरी, 2006 से पहले उस

तारीख से जिससे छठे केंद्रीय वेतन आयोग की सिपफारिशों पर आधरित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधर पर की गई सेवा को, वेतन आयोग की सिपफारिशों पर आधरित विस्तारित तत्स्थानी वेतन/वेतनमान में की गई सेवा समझी जाएगी ।

प्रतिनियुक्ति : केंद्रीय सरकार के ऐसे अध्किारी :—

;कद्ध ;iद्ध जो नियमित आधर पर सदृश पद धरण किए हुए हैं या समतुल्य, या

;iiद्ध जिन्होंने वेतन बैंड-2, 9300—34800 रफ. + ग्रेड वेतन 4200 रफ. में नियमित आधर पर नियुक्ति के पश्चात्‌ उस श्रेणी में पाँच वर्ष नियमित सेवा की है या समतुल्य, और

;खद्ध जिनके पास निम्नलिखित शैक्षिक अर्हता और अुनभव हैः—

;iद्ध किसी मान्यताप्राप्त विश्वविद्यालय से बैचलर डिग्री या समतुल्य ।

;iiद्ध प्रशासन, स्थापन और लेखा कार्यों में दो वर्ष का अनुभव ।

टिप्पण 1ः पोषक प्रवर्ग के ऐसे विभागीय अध्किारी जो प्रोति की सीध्ी पंक्ति में हैं प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोति पर नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे ।

टिप्पण 2ः प्रतिनियुक्ति की अवध् िजिसके अंतर्गत केंद्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धरित किसी अन्य काडर बाह्‌य पद पर प्रतिनियुक्ति की अवध् िहै, साधरणतः तीन वर्ष से अध्कि नहीं होगी । प्रतिनियुक्ति द्वारा नियुक्ति के लिए अध्कितम आयु- सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अध्कि नहीं होगी ।

टिप्पण 3ः प्रतिनियुक्ति पर नियुक्ति के प्रयोजनों के लिए किसी अध्किारी द्वारा 1-1-2006 से पहले/उस तारीख से जिसको छठे केंद्रीय वेतन आयोग की सिपफारिशों पर आधरित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधर पर की गई सेवा को, सिवाय उस दशा के, जहाँ एक से अध्कि पूर्व पुनरीक्षित वेतनमान का साधरण ग्रेड वेतन/वेतनमान सहित एक श्रेणी में विलय हो गया है और वहाँ यह लाभ केवल उस पद ;उन पदाेंद्ध पर लागू होगा जिसके लिए ग्रेड वेतन/वेतनमान बिना किसी उन्नयन का साधरण प्रतिस्थापन ग्रेड है, आयोग की सिपफारिशों पर आधरित विस्तारित तत्स्थानी ग्रेड वेतन/वेतनमान पर की गई सेवा समझी जाएगी ।448 THE GAZETTE OF INDIA : AUGUST 27, 2011/BHADRA 5, 1933 [PART II—SEC. 4] यदि विभागीय प्रोन्नति समिति है तो उसकी संरचना

S.R.O. 61.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Defence, Department of Defence Production, Directorate of Quality Assurance (Naval), Administrative Officer, Group 'B' post Recruitment Rules, 2007 in so far as they relate to the post of Administrative Officer, except as respected things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Administrative Officer, in the Department of Defence Production, Directorate of Quality Assurance (Naval), namely :—

1. Short title and commencement.—(1) These rules may be called the Ministry of Defence, Department of Defence Production, Directorate of Quality Assurance (Naval), (Administrative Officer), Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and scale of pay.—The number of said post, its classification and the scale of pay attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, other qualifications, etc.—The method of recruitment, age limit, qualifications and other matters relating to the said post shall be specified in columns (5) to (14) of the said Schedule.

4. Disqualification. —No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order, and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen, and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 1: Where juniors who have completed their qualifying/ eligibility service are being considered for promotion, their seniors would also be considered provided they are not short

of the requisite qualifying/eligibility service, by more than half of such qualifying/eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade alongwith their juniors who have already completed such qualifying/eligibility service.

Note 2: For the purpose of computing minimum qualifying

Deputation : Officers of the Central Government :—

(a) (i) holding analogous posts on regular basis or equivalent, or

(ii) with five years regular service in the grade rendered after appointment there to on a regular basis in Pay Band-2 of Rs. 9300-34800 with Grade Pay of Rs. 4200 or equivalent, and

(b) possessing the following educational qualification and experience :—

(i) bachelors degree from a recognised university or equivalent.

(ii) two years experience in administration, establishment and accounts work.

Note 1: Departmental officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly a deputationist shall not be eligible for consideration for appointment on promotion.

Note 2: Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation/department of the Central Government shall ordinarily not to exceed three years. The maximum age limit for appointment by deputation shall be not exceeding fifty six years as on the closing date of

receipt of application.

Note 3: For purposes of appointment on deputation basis, the service rendered on a regular basis by an officer prior to 1-1-2006/the date from which the revised pay structure based on the 6th CPC recommendation has been extended, shall be deemed to be service rendered in the corresponding grade pay/

pay scale extended based on the recommendation of the Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay/pay scale, and where this benefit will extend only for the post(s) for which that grade pay/pay scale is the normal replacement grade without any upgradation.

S. R.O. 62.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the General Staff Systems Branch, Headquarters Eastern Command and Southern Command Group 'C' posts of Data Entry Operator Grade 'C' and Data Entry Operator Grade 'B' Recruitment Rules, 2003, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the Group 'C' posts of Data Entry Operator in the General Staff Systems Branch, Headquarters Eastern Command, Kolkata and Headquarters Southern Command, Pune namely :—

1. Short title and commencement.—(1) These rules may be called the General Staff Systems Branch, Headquarters Eastern Command and Southern Command Group 'C' posts of Data Entry Operator Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and pay band and grade pay/scale of pay.—The number of the said posts, their classification and the scale of pay attached thereto shall be as specified in column (2) to (4) of the said Schedule.

3. Method of recruitment, age limit and other qualifications, etc..—The method of recruitment to the said posts, age limit, qualifications and other matters connected therewith shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for the appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Schedule Castes, the Scheduled Tribes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

5. निरर्हता.— वह व्यक्ति,—

टिप्पण 2 : प्रतिनियुक्ति की अवध्,ि जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धरित किसी अन्य काडर बाह्‌य पद पर प्रतिनियुक्ति की अवध् िहै, साधारणतया तीन वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति द्वारा नियुक्ति के लिए अध्कितम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अध्कि नहीं होगी ।

टिप्पण 3 : प्रतिनियुक्ति के आधर पर नियुक्ति के प्रयोजन के लिए किसी अध्किारी द्वारा 1 जनवरी, 2006 से पहले या उस तारीख से जिससेे छठे केन्द्रीय वेतन आयोग की सिपफारिशों पर आधरित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधर पर की गई सेवा को, सिवाय उस दशा के जहां एक से अध्कि पूर्व पुनरीक्षित वेतन का साधरण ग्रेड या वेतनमान सहित एक श्रेणी में विलय हो गया है और वहां यह केवल उस पद ;उन पदोंद्ध पर विस्तारित होगा जिसके लिए ग्रेड वेतन/वेतनमान बिना किसी उन्नयन का साधारण प्रतिस्थापन ग्रेड है, वेतन आयोग की सिपफारिशों के आधर पर विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी । ;12द्ध

S.R.O. 63.—In exercise of the powers conferred by the proviso to article 309 of the constitution and in super- session of the Ministry of Defence, Department of Defence Production and Supplies, Directorate of Quality Assurance (Naval) Group 'B' Gazetted posts of Chief Draughtsman and Group 'B', Non Gazetted Chief Draughtsman-II and Draughtsman-I Recruitment Rules, 2003, in so far as they relate to the post of Chief Draughtsman, Chief Draughtsman-Grade II and Draughtsman Grade I and the Ministry of Defence, Department of Defence Production and Supplies, Directorate of Quality Assurance (Naval), Draughtsman Grade-II and Draughtsman Grade-III (Group 'C' posts) Recruitment Rules, 2002, in so far as they relate to the post of Draughtsman-Gde II except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Junior Technical Officer (Drawing) and Senior Draughtsman, in the Department of Defence Production, Directorate of Quality Assurance (Naval) namely:—

1. Short Title and Commencement.—(1) These rules may be called the Ministry of Defence, Department of Defence Production, Directorate of Quality Assurance (Naval), Group 'B' (Drawing) posts Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.—These rules shall apply to the posts mentioned in column (1) of the schedule annexed to these rules.

3. Number of posts, classification and scale of pay.—The number of the said posts, their classification and the scale of pay attached thereto shall be as specified in columns (2) to (4) of the said schedule.

4. Method of recruitment, age limit, other qualifications etc.—The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said schedule.

5. Disqualification.—No person,—

(a) who, has entered into or contracted a marriage with a person having spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to any of the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

7. Savings.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

grade and having successfully completed "two weeks capsule course*" conducted at Defence Institute of Quality Assurance (DIQA), Bangalore.

*Those officers who are due to retire on superannuation within three years, will be exempted from undergoing the course.

Note 1 : Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying/eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade alongwith their juniors who have already completed such qualifying or eligibility service.

Note 2 : For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to 1-1-2006/ the date from which the revised pay structure based on the 6th CPC recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay/pay scale extended based on the recommendations of the Commission.

(A)(i) holding analogous posts on regular basis in the parent cadre/department; or

(ii) with five years service rendered in the grade after appointment thereto on regular basis in the PB-2 of Rs. 9300-34800 and Grade Pay of Rs. 4200 or equivalent in the parent cadre/department; and

(B) possessing the following Educational Qualification and experience :

(i) Two years Diploma in Draughtsman (Mechanical) from an Industrial Training Institute;

(ii) Two years experience in Mechanical Drawing of Machinery and Spares.

Note 1 : Posts of Senior Draughtsman to be filled up by deputation in case necessity felt by the Cadre Controlling Authority.

Note 2 : Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation Deptt. of the Central Government shall ordinarily not to exceed three years the maximum age limit for appointment by deputation shall not be exceeding 56 years as on the closing date of receipt of applications.

Note 3 : For the purpose of appointment on deputation basis the service rendered on regular basis by an officer prior to 1-1-2006/ the date from which the revised pay structure based on the 6th CPC recommendation has been extended based on the recommendations of the pay commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay/Pay scale and where the benefit will extended only for the post(s) for which that Grade pay/Pay Scale is the normal replacement grade without any upgradation.
