सा.का.नि. 265.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, भारत के महारजिस्ट्रार के कार्यालय में वरिष्ठ अनुसंधन अध्किारी ;सामाजिक अध्ययनद्ध समूह 'क' पद के भर्ती नियम, 2005 का अधिक्रमण करते हुए, अध्क्रिमण से पहले इस संबंध् में की गई या लोप की जाने वाली कार्यवाही को छोड़कर भारत के महारजिस्ट्रार के कार्यालय में वरिष्ठ अनुसंधन अध्किारी ;सामाजिक अध्ययनद्ध के पद पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का नाम भारत के महारजिस्ट्रार का कार्यालय वरिष्ठ अनुसंधन अध्किारी ;सामाजिक अध्ययनद्ध समूह 'क' पद, भर्ती नियम, 2011 होगा । ;2द्ध ये राजपत्रा में प्रकाशन की तारीख से प्रवृत्त होंगे । 2. पदों की संख्या, वर्गीकरण और पे-बैण्ड तथा ग्रेड-पे या वेतनमान.—उक्त पद की संख्या, उसका वर्गीकरण और उसका पे-बैंड तथा ग्रेड-पे या वेतनमान वह होगा, जो इन नियमों से उपाब( अनुसूची के कॉलम ;2द्ध से ;4द्ध में विनिदष्ट है ।

3. भर्ती की प(ति, आयु-सीमा, शैक्षिक अर्हताएं आदि.—उक्त पद पर भर्ती की प(ति, आयु-सीमा, अर्हताएं और उक्त पद से संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के कॉलम ;5द्ध से ;13द्ध में विनिदष्ट हैं ।

4. निरर्हताएं.—वह व्यक्ति,—

6. व्यावृत्ति.—इन नियमों की कोई भी बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्गों के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

टिप्पणी 2 : पदोन्नति के लिए न्यूनतम अर्हक सेवा की गणना के उद्देश्य से किसी अध्किारी द्वारा 1 जनवरी, 2006 अथवा वह तारीख जिससे छठे वेतन आयोग की अनुशंसाओं के आधर पर संशोध्ति वेतन ढांचे का विस्तार किया गया है, को वेतन आयोग की अनुशंसा के आधर पर विस्तारित तदनुरूपी ग्रेड पे अथवा वेतनमान में की गई सेवा माना जाएगा ।

प्रतिनियुक्ति ;अल्पकालिक संविदा सहितद्ध :

केन्द्रीय सरकार अथवा राज्य सरकार अथवा संघ राज्यक्षेत्रा अथवा विश्वविद्यालयों अथवा मान्यताप्राप्त अनुसंधन संस्थाओं अथवा सार्वजनिक क्षेत्राों के उपक्रमों अथवा अर्ध् सरकारी या सांविध्कि या स्वायत्त निकाय संगठनों के अन्तर्गत ऐसे अध्किारी :

;कद्ध;iद्ध जो अपने मूल संवर्ग अथवा विभाग में नियमित आधर पर सदृश पद धरण किए होंऋ अथवा

;iiद्ध जिन्होंने मूल संवर्ग अथवा विभाग में पे बैण्ड-3 ;रफ. 15600–39100द्ध और 5400 रु. ग्रेड पे अथवा समकक्ष वेतनमान वाले पद पर नियमित आधर पर नियुक्ति के पश्चात्‌ ग्रेड में पांच वर्ष की सेवा पूर्ण कर चुके होंऋ और

;खद्ध सीध्ी भर्ती के लिए निम्नलिखित शैक्षिक अर्हताएं और अनुभव रखते हों :

अनिवार्य :

;iद्ध किसी मान्यताप्राप्त विश्वविद्यालय से नृविज्ञान ;सांस्कृतिक अथवा सामाजिक नृविज्ञान की विशेषज्ञता सहितद्ध में स्नातकोत्तर डिग्रीऋ और

;iiद्ध गांव और सामुदायिक अध्ययन पर सामाजिक अनुसंधन में पांच वर्ष का अनुभव ।

वांछनीय :

किसी मान्यताप्राप्त विश्वविद्यालय से नृविज्ञान ;सांस्कृतिक अथवा सामाजिक नृविज्ञान की विशेषज्ञता सहितद्ध डाक्ट्रेट डिग्री अथवा समाज विज्ञान में डाक्ट्रेट डिग्री ।

टिप्पणी 1 : पफीडर वर्ग के वे विभागीय कर्मचारी जो पदोन्नति की ;अल्पकालिक संविदा सहितद्ध सीध्ी लाइन में हैं प्रतिनियुक्ति के लिए विचार के पात्रा नहीं होंगे । इसी प्रकार प्रतिनियुक्ति पर नियुक्त कर्मचारी पदोन्नति पर नियुक्ति के लिए विचार के पात्रा नहीं होंगे ।

टिप्पणी 2 : केन्द्रीय सरकार के उसी अथवा अन्य संगठन अथवा विभाग में इस नियुक्ति से तुरंत पहले धरित किसी अन्य संवर्ग बाह्‌य पद पर प्रतिनियुक्ति ;संविदा की अवध् िसहितद्ध प्रतिनियुक्त ;अल्पकालिक संविदा सहितद्ध की अवध् िसामान्यतः तीन वर्ष से अध्कि नहीं होगी ।

टिप्पणी 3 : प्रतिनियुक्ति ;अल्पकालिक संविदा सहितद्ध द्वारा नियुक्ति के लिए अध्कितम आयु-सीमा आवेदन प्राप्त होने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी ।

G.S.R. 265.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Office of the Registrar General, India, Senior Research Officer (Social Studies) Group 'A' Post Recruitment Rules, 2005, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Senior Research Officer (Social Studies) in the Office of the Registrar General, India, namely:—

1. Short title and commencement.—(1) These rules may be called the Office of the Registrar General, India, Senior Research Officer (Social Studies) Group 'A' Post Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of Post, Classification and Pay Band and Grade Pay or Pay Scale.—The number of the said post, its classification and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, educational qualifications, etc.—The method of recruitment, age limit, educational qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.—No person,

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

service or two years whichever is less and have successfully completed their probation period for promotion to the next higher grade alongwith their juniors who have already completed such qualifying or eligibility service.

Note 2 : For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to 1st January, 2006 or the date from which the revised pay structure

Deputation (including short term contract) :

Officers of the Central Government or the State Governments or Union Territories or Universities or Recognized Research Institutions or Public Sector Undertakings or Semi-Government or Statutory or Autonomous Organisations:

(a) (i) holding analogous post on regular basis in the parent cadre or department; or

(ii) with five years' service in the grade rendered after appointment

thereto on regular basis in posts in the Pay Band -3; ( Rs. 15600— 39100) and Grade Pay of Rs. 5400 or equivalent in the parent cadre or department; and

(b) possessing the following educational qualifications and experience:

Essential :

(i) Master's Degree in Anthropology (with specialization in Cultural or Social Anthropology) or Sociology from a recognised University; and

(ii) five years' experience in Social Research on Village and Community Studies.

Desirable :

Doctorate degree in Anthropology (with specialization in Cultural or Sociology Anthropology) or Sociology from a recognised University.

Note 1 : The departmental officers in the feeder category who are in

the direct line of promotion will not be eligible for consideration for appointment on deputation (including short term contract). Similarly, deputationists shall not be eligible for consideration for appointment by promotion.

Note 2 : Period of deputation (including short term contract) including period of deputation (including short term contract) in another ex- cadre post held immediately preceding this appointment in the same or

some other Organisation or Department of the Central Government shall ordinarily not to exceed three years.

Note 3 : The maximum age limit for appointment by deputation (including short term contract) shall not be exceeding fifty six years as on the closing date of receipt of applications.

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का नाम भारत के महारजिस्ट्रार का कार्यालय ;भाषा प्रभागद्ध और राज्यों और संघ राज्यक्षेत्राों में स्थित जनगणना कार्य के कार्यालय, कनिष्ठ अनुवादक भर्ती नियम, 2011 होगा ।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख से प्रवृत्त होंगे ।

2. पदों की संख्या, वर्गीकरण और पे बैण्ड तथा ग्रेड पे या वेतनमान.—उक्त पद की संख्या, उसका वर्गीकरण और उसका पे बैंड तथा ग्रेड पे या वेतनमान वह होगा, जो इन नियमों से उपाब( अनुसूची के कॉलम ;2द्ध से ;4द्ध में विनिदष्ट हैं ।

4. निरर्हताएं.—वह व्यक्ति,—

;कद्ध जिसने ऐसे व्यक्ति से, जिसका पति या पत्नी जीवित है, विवाह किया है, या

;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी अन्य व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब( करके और संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों के बारे में, आदेश द्वारा शिथिल कर सकेगी ।

R. 266.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the office of the Registrar General, India and the offices of the Directors of Census Operations in States and Union Territories (Hindi Translator Grade-II) Recruitment Rules, 2001, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Hindi Translator Grade-II re designated as Junior Translator in the Office of the Registrar General, India (Language Division) and the Offices of the Directors of Census Operations in the States and the Union territories, namely:—

1. Short title and commencement.—(1) These rules may be called the Office of the Registrar General, India (Language Division) and the Offices of the Directors of Census Operations in the States and the Union territories, Junior Translator Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of Post, Classification Pay Band and Grade Payor Pay Scale.—The number of the post, its, classification and the pay band and grade pay or pay scale attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules.

3. Method of recruitment, age limit, educational qualifications, etc..—The method of recruitment, age limit, educational qualifications and other matters relating to the said post shall be as specified in columns 5 to 13 of the said Schedule.

4. Disqualification.—No person,

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 269.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और पर्यटन मंत्राालय, उप-महानिदेशक या क्षेत्राीय निदेशक ;समूह क राजपत्रिात कर्मचारी वृन्दद्ध भर्ती नियम, 2007, पर्यटन संगठन ;राजपत्रिात कर्मचारी वृन्दद्ध भर्ती नियम, 1967 और पर्यटन संगठन ;राजपत्रिात कर्मचारी वृन्दद्ध भर्ती नियम, 1959 को, जहां तक उसका संबंध् निदेशक के पद से है, उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अध्क्रिमण से पहले किया गया है या करने का लोप किया गया है, पर्यटन मंत्राालय में उप महानिदेशक/क्षेत्राीय निदेशक और सहायक महानिदेशक/निदेशक के पदों पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम पर्यटन मंत्राालय, उप महानिदेशक/क्षेत्राीय निदेशक और सहायक महानिदेशक/निदेशक, समूह 'क' पद भर्ती नियम, 2011 है ।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख से प्रवृत्त होंगे ।

2. लागू होना.—ये नियम इससे उपाब( अनुसूची के स्तम्भ 1 में विनिदष्ट पदों को लागू होंगे ।

3. पद संख्या, वर्गीकरण, वेतन बैंड और ग्रेड वेतन या वेतनमान.—उक्त पदों की संख्या, उनका वर्गीकरण, वेतन बैंड और ग्रेड वेतन या वेतनमान वे होंगे, जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।[भाग IIखण्ड 3(i)] भारत का राजपत्रा : सितम्बर 24, 2011/आश्विन 2, 1933 1219 4. भर्ती की प(ति, आयु-सीमा, अर्हताएं, आदि.—भर्ती की प(ति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तंभ ;5द्ध से स्तंभ ;13द्ध में विनिदष्ट हैं ।

5. निरर्हता.—वह व्यक्ति,—

;कद्ध जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या ;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

7. व्यावृति.—इन नियमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

G.S.R. 269.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Tourism (Gazetted Staff Group 'A') Recruitment Rules, 2007, and the Tourist Organisation (Gazetted Staff) Recruitment Rules, 1967, and the Tourist Organisation (Gazetted Staff) Recruitment Rules, 1959, in so far as they relate to the post of Director, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Deputy Director General/ Regional Director and Assistant Director General/Director in the Ministry of Tourism, namely :—

1. Short title and commencement.—(1) These rules may be called the Ministry of Tourism, Deputy Director General/Regional Director and Assistant Director General/Director, Group 'A' Posts, Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.—These rules shall apply to the posts specified in Column (1) of the Schedule annexed to these rules.

3. Number of posts, classification, pay band and grade pay or pay scale.—The number of said posts, their classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

4. Method of recruitment, age limit, qualifications, etc.—The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

5. Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spuse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 270.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और समन्वेषी मात्स्यिकी परियोजना और उसके आस्थान वर्ग-3 पद भर्ती नियम, 1977 को, जहां तक उसका संबंध् कनिष्ठ नाविक/कनिष्ठ नाविक-सह-ग्रीजर के पदों से है, गहरे समुद्र और तटीय मत्स्य केन्द्र ;वर्ग 3 और वर्ग 4 पदों में भर्तीद्ध नियम, 1988 को, जहां तक उसका संबंध् ज्येष्ठ नाविक/ज्येष्ठ नाविक-सह-ग्रीजर के पदों से है और भारतीय मात्स्यिकी सर्वेक्षण [ज्येष्ठ नाविक ;डाक हैंडद्ध-सह-रसोइया] भर्ती नियम, 2008 को, उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अध्क्रिमण से पहले किया गया है या करने का लोप किया गया है, कृषि मंत्राालय, पशुपालन, डेयरी और मत्स्यपालन विभाग के अध्ीन भारतीय मात्स्यिकी सर्वेक्षण, मुम्बई में ग्रीजर श्रेणी II, कनिष्ठ नाविक, ग्रीजर श्रेणी I, ज्येष्ठ नाविक और ज्येष्ठ नाविक-सह-रसोइया के पदों पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम भारतीय मात्स्यिकी सर्वेक्षण ;समूह फ्गय् प्लवमान कर्मचारिवृं(द्ध भर्ती नियम, 2011 है ।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या, वर्गीकरण तथा वेतन बैंड और ग्रेड वेतन या वेतनमान.—उक्त पदों की संख्या, उनका वर्गीकरण तथा वेतन बैंड और ग्रेड वेतन या वेतनमान वे होंगे, जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

3. भर्ती की प(ति, आयु-सीमा और अन्य अर्हताएं आदि.—भर्ती की प(ति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ;5द्ध से स्तंभ ;14द्ध में विनिदष्ट हैं ।

4. निरर्हता.—वह व्यक्ति,—

;कद्ध जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या

;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखब( करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।[भाग IIखण्ड 3(i)] भारत का राजपत्रा : सितम्बर 24, 2011/आश्विन 2, 1933 1229 6. व्यावृति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

G.S.R. 270.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Exploratory Fisheries Projects and its base Class III posts Recruitment Rules, 1977, in so far as they relate to the posts of Junior Deckhand/Junior Deckhand-cum-Greaser, Deep Sea and Offshore Fishing Stations (Recruitment to Class III and Class IV posts) Rules, 1988, in so far as they relate to the posts of Senior Deckhand/Senior Deckhand-cum- Greaser and Fishery Survey of India, (Senior Deckhand-cum-Cook) Recruitment Rules, 2008, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Greaser Grade II, Junior Deckhand, Greaser Grade I, Senior Deckhand and Senior Deckhand-cum- Cook in the Fishery Survey of India, Mumbai under the Ministry of Agriculture, Department of Animal Husbandry, Dairying and Fisheries, namely :—

1. Short title and commencement.—(1) These rules may be called the Fishery Survey of India (Group 'C' Floating Staff), Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and pay band and grade pay or pay scale.—The number of posts, their classification and the pay band and grade pay or pay scale attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit and other qualifications, etc.— The method of recruitment, age limit, qualification and other matters relating thereto shall be as specified in columns (5) to (14) of the said Schedule.

4. Disqualification. —No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living, has entered into or contracted a marriage with any person,1236 THE GAZETTE OF INDIA : SEPTEMBER 24, 2011/ASVINA 2, 1933 [PART II—SEC. 3(i)] shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

2. पद संख्या, वर्गीकरण तथा वेतन बैंड और ग्रेड वेतन या वेतनमान.—उक्त पदों की संख्या, उनका वर्गीकरण तथा वेतन बैंड और ग्रेड वेतन या वेतनमान वे होंगे जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

3. भर्ती की प(ति, आयु-सीमा और अन्य अर्हताएं, आदि.— भर्ती की प(ति, आयु-सीमा, अर्हताएं और उससे संबंध्ति अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ;5द्ध से स्तंभ ;14द्ध में विनिदष्ट हैं ।

4. निरर्हता.—वह व्यक्ति,—

;कद्ध जिसने ऐसे व्यक्ति से, जिसका पति या पत्नी जीवित है, विवाह किया है, या ;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी अन्य व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखब( करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बावत, आदेश द्वारा शिथिल कर सकेगी । 6. व्यावृति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्गों के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

G.S.R. 271.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Fishery Survey of India, Project Operator, Artist and Operator (Copier, Gestetner and the like) Recruitment Rules, 2004, in so far as they relate to the posts of Project Operator and Operator (Copier, Gestetner Operator and the like), Fishery Survey of India, (Telex/Telephone Operator) Recruitment Rules, 2005 and Fishery Survey of India, Staff Car Driver (Grade I), Staff Car Driver (Grade II) and Staff Car Driver (Ordinary) Recruitment Rules, 2006, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Projector Operator, Operator (Copier, Gestetner Operator and the like), Telex/Telephone Operator, Staff Car Driver (Grade I), Staff Car Driver (Grade II) and Staff Car Driver (Ordinary Grade) in Fishery Survey of India, Mumbai under the Ministry of Agriculture, Department of Animal Husbandry, Dairying and Fisheries, namely :—

1. Short title and commencement.—(1) These rules may be called the Fishery Survey of India (Group 'C' posts) Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and pay band and grade pay or pay scale.—The number of posts, their classification and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit and other qualifications, etc.—The method of recruitment, age limit, qualification and other matters relating thereto shall be as specified in columns (5) to (14) of the said schedule.

4. Disqualification — No person,—

(i) who has entered into or contracted a marriage with a person having a spouse living; or

(ii) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, Schedules Tribes, Ex servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
