सा.का.नि. 272.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और भारत के महारजिस्ट्रार का कार्यालय, अनुसंधन अध्किारी ;भाषाद्ध/भाषाविद के भर्ती नियम, 2009 का अध्क्रिमण करते हुए, ऐसे अधिक्रमण से पहले की गई अथवा लोप की जाने वाली कार्यवाही को छोड़कर, भारत के महारजिस्ट्रार का कार्यालय में अनुसंधन अध्किारी ;भाषाद्ध/भाषाविद के पद पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :—
1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का नाम भारत के महारजिस्ट्रार का कार्यालय, अनुसंधन अध्किारी ;भाषाद्ध/भाषाविद भर्ती नियम, 2011 होगा ।
;2द्ध ये राजपत्रा में प्रकाशन की तारीख से प्रवृत्त होंगे ।
2. पदों की संख्या, वर्गीकरण और पे बैण्ड व ग्रेड पे या वेतनमान.—उक्त पदों की संख्या, उनका वर्गीकरण और उनके पे बैण्ड तथा ग्रेड पे या वेतनमान वह होगा जो इन नियमों से उपाब( अनुसूची के कालम 2 से 4 में विनिदष्ट हैं ।
3. भर्ती की प(ति, आयु-सीमा, शैक्षिक अर्हताएं आदि.—उक्त पद पर भर्ती की प(ति, आयु-सीमा, शैक्षिक अर्हताएं और उक्त पद से संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के कालम 5 से 13 में विनिदष्ट हैं ।

;कद्ध जिसने ऐसे व्यक्ति से, जिसका पति या पत्नी जीवित है, विवाह किया है, या
;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित होते हुए किसी अन्य व्यक्ति से विवाह किया है,
उक्त पद पर नियुक्ति का पात्रा नहीं होगा ।
परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखब( करके और संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों के बारे में, आदेश द्वारा शिथिल कर सकेगी ।
6. व्यावृत्ति.—इन नियमों की कोई भी बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों, और अन्य विशेष प्रवर्गों के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

शिथिलनीयद्ध टिप्पणी ः आयु के निर्धरण के के लिए निर्णायक तारीख भारत में आवेदकों से आवेदन प्राप्त करने की अंतिम तारीख होगी । ;न कि असम, मिजोरम, मणिपुर, नागालैंड, मेघालय, अरफणाचल प्रदेश, त्रिापुरा, सिक्किम, जम्मू व कश्मीर राज्य का लद्दाख डिविजन, हिमाचल प्रदेश का लाहौल और स्पीति जिला तथा चम्बा जिले का पांगी सब-डिविजन, अंडमान और निकोबार द्वीपसमूह अथवा लक्षद्वीप के आवेदकों के लिए निर्धरित अंतिम तारीखद्ध ।
सीध्े भर्ती किए जाने वाले व्यक्तियों के लिए अपेक्षित शैक्षिक क्या सीध्े भर्ती किए जाने वाले परिवीक्षा की अवध्,ि यदि कोई हो और अन्य अर्हताएं

;iiiद्ध जिन्होंने अपने मूल संवर्ग या विभाग में पे बैण्ड-2 ;9300-34800 रु.द्ध और ग्रेड पे 4600 रु. में पद पर नियमित आधर पर नियुक्ति के पश्चात् ग्रेड में तीन वर्ष की सेवा की होऋ और ;खद्ध कालम ;7द्ध में सीध्ी भर्ती के लिए विहित शैक्षिक अर्हताएं और अनुभव रखते हों : टिप्पणी 1 : पफीडर वर्ग में विभागीय अध्किारी जो पदोन्नति की सीध्ी लाइन में हैं, वे प्रतिनियुक्ति ;अल्पकालिक संविदा सहितद्ध पर नियुक्ति किए जाने के लिए विचार किए जाने के पात्रा नहीं होंगे । इसी प्रकार प्रतिनियुक्ति पर नियुक्त व्यक्ति पदोन्नति पर नियुक्ति किए जाने के लिए विचार किए जाने के पात्रा नहीं होंगे । टिप्पणी 2 : केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से तुरंत पहले धरित किसी अन्य संवर्ग बाह्य पद पर प्रतिनियुक्ति की अवध् ि;अल्पकालिक संविदा सहितद्ध सहित प्रतिनियुक्ति की अवध्ि ;अल्पकालिक संविदा सहितद्ध सामान्यतः तीन वर्ष से अध्कि नहीं होगी । टिप्पणी 3 : प्रतिनियुक्ति ;अल्पकालिक संविदा सहितद्ध द्वारा नियुक्ति के लिए अध्कितम आयु-सीमा आवेदन प्राप्त होने की अंतिम तारीख को 56 वर्ष से अध्कि नहीं होनी चाहिए । टिप्पणी 4 : प्रतिनियुक्ति ;अल्पकालिक संविदा सहितद्ध आधर पर नियुक्ति के लिए 1 जनवरी, 2006 से पूर्व अध्किारी द्वारा नियमित आधर पर की गई सेवा अथवा वह तारीख जिससे छठे वेतन आयोग की अनुशंसाओं के आधर पर संशोध्ति वेतन ढांचे का विस्तार किया गया है, को वेतन आयोग की अनुशंसा के आधर पर विस्तारित तदनुरूपी ग्रेड पे या वेतनमान में की गई सेवा माना जाएगा, इसमें एक समान ग्रेड पे या वेतनमान में एक से अधिक संशोध्न से पूर्व के वेतनमान का विलय शामिल नहीं है और यह लाभ केवल उन्हीं पदों पर मिलेगा जहां किसी उन्नयन के बगैर ग्रेड पे या वेतनमान को सामान्यतः प्रतिस्थापित किया गया है ।

G.S.R. 272.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Office of the Registrar General, India, Research Officer (Language)/Linguist, Recruitment Rules, 2009, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Research Officer (Language)/Linguist in the Office of the Registrar General, India, namely:—
1. Short title and commencement.—(1) These rules may be called the Office of the Registrar General, India, Research Officer (Language)/Linguist Recruitment Rules, 2011.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and Pay Band and Grade Pay or Pay Scale.—The number of the said post, its classification and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, educational qualifications, etc.—The method of recruitment, age limit, educational qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person,—
(a) who has entered into or contracted a marriage with a person, having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Essential : (i) Master's Degree in Linguistics from a recognised University; (ii) three years' experience in research or teaching in the field of Linguistics from any Central Government or State Governments or Union Territories or Universities or Recognized Research Institutions or Public Sector Undertakings or Semi Government or Statutory or Autonomous Organisations. Note 1 : Qualification are relaxable at the discretion of the Union Public Service Commission for reasons to be recoreded in writing, in the case of candidates otherwise well qualified. Note 2 : The qualifications regarding experience is relaxable at the discretion of the Union Public Service Commission, for reasons to be recorded in writing, in case of candidates belonging to the Scheduled Castes or the Scheduled Tribes, if at any stage of selection the Union Public Service Commission is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be avaiable to fill up the vacancy reserved for them.

Note 1 : Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite
qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade alongwith their juniors who have already completed such qualifying or eligibility service.
Note 2 : For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to 1st January, 2006 or the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the Pay Commission.
Deputation (including short term contract) :
Officers under the Central Government or State Governments or Union Territories or Public Sector Undertakings or Recognized Research Institutions or Universities or Semi Government or Autonomous or Statutory Organisations :
(a) (i) holding analogous posts on regular basis in the parent cadre or department; or
(ii) with two years' service in the grade rendered after appointment thereto on a regular basis in posts in Pay Band-2 (Rs. 9300—34800) and Grade Pay of Rs. 4800 or equivalent in the parent cadre or department; or
(iii) with three years' service in the grade rendered after appointment thereto on a regular basis in posts in the Pay Band-2 (Rs. 9300— 34800) and Grade Pay of Rs. 4600 or equivalent in the parent cadre/ department; and
(b) possessing the educational qualifications and experience prescribed for direct recruits under column (7).
Note 1 : The departmental officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation (including short-term contract). Similarly, deputationists shall not be eligible for consideration for appointment by promotion.
Note 2 : Period of deputation (including short-term contract) including period of deputation (including short-term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not to exceed three years.
Note 3 : The maximum age limit for appointment by deputation (including short-term contract) shall not be exceeding fifty six years as on the closing date of receipt of applications.

सा.का.नि. 273.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, सपफदरजंग अस्पताल, नई दिल्ली ;प्रतिरूपकारद्ध समूह 'ग' पद भर्ती नियम, 2006 को अध्क्रिांत करते हुए स्वास्थ्य और परिवार कल्याण मंत्राालय के सपफदरजंग अस्पताल, नई दिल्ली में प्रतिरूपकार के पद पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात् :—
1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम सपफदरजंग अस्पताल, नई दिल्ली ;प्रतिरूपकारद्ध समूह 'ग' पद भर्ती नियम, 2011 है ।
;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पदों की संख्या, वर्गीकरण और वेतनमान.—उक्त पद की संख्या, उसका वर्गीकरण और उसका वेतन वह होगा जो इन नियमों से उपाब( अनुसूची केे स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।
3. भर्ती की प(ति, आयु-सीमा और अन्य अर्हताएं.—उक्त पद पर भर्ती की प(ति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ;5द्ध से स्तंभ ;14द्ध में विनिदष्ट हैं ।
4. निरर्हता.—वह व्यक्ति,—
;कद्ध जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या ;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,
उक्त पद पर नियुक्ति का पात्रा नहीं होगा :
परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।[भाग IIखण्ड 3(i)] भारत का राजपत्रा : अक्तूबर 1, 2011/आश्विन 9, 1933 1265 5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब( करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी । 6. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

सकती है ।द्ध टिप्पण 1 : आयु-सीमा अवधरित करने के लिए निर्णायक तारीख भारत में अभ्यथयों से आवेदन प्राप्त करने के लिए नियत की गई अंतिम तारीख होगी ;न कि वह अंतिम तारीख जो असम, मेघालय, अरफणाचल प्रदेश, मिजोरम, मणिपुर, नागालैंड, त्रिापुरा, सिक्किम, जम्मू-कश्मीर राज्य के लद्दाख खंड, हिमाचल प्रदेश के लाहौल और स्पीति जिले तथा चम्बा जिले के पांगी उप-खंड, अंदमान और निकोबार द्वीप या लक्षद्वीप के अभ्यथयों के लिए विहित की गई है ।
टिप्पण 2 : रोजगार कार्यालयों के माध्यम से अभ्यथयों की आयु सीमा अवधरित करने के लिए निर्णायक तारीख वह अंतिम तारीख होगी जिस तक रोजगार कार्यालयों से नाम भेजने के लिए कहा गया है ।द्ध सीध्े भर्ती किए जाने वाले व्यक्तियों के लिए अपेक्षित शैक्षिक सीध्े भर्ती किए जाने वाले परिवीक्षा की अवध्,ि यदि कोई हो और अन्य अर्हताएं

टिप्पण 1 : अनुभव संबंध्ी अर्हता ;अहर््रताएंद्ध सक्षम प्राधिकारी के विवेकानुसार अनुसूचित जातियों और अनुसूचित जनजातियों के अभ्यथयों की दशा में तब शिथिल की जा सकती हैं जब चयन के किसी प्रक्रम पर सक्षम प्राधिकारी की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यथयों के पर्याप्त संख्या में उपलब्ध् होने की संभावना नहीं है । टिप्पण 2 : राजभाषा अध्निियम, 1963, के अध्ीन, विरचित राजभाषा नियम, 1976 के नियम 10 के अनुसार अभ्यर्थी को हदी का कार्यसाध्क ज्ञान होना चाहिए । यदि उसके पास हदी का ज्ञान नहीं है, तो अपनी परिवीक्षा अवध् िके दौरान उसे अजत किया जाना होगा ।

G.S.R. 273.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Safdarjung Hospital, New Delhi (Modeller) Group 'C' Post, Recruitment Rules, 2006, the President hereby makes the following rules regulating the method of recruitment to the post of Modeller in the Safdarjung Hospital, New Delhi, in the Ministry of Health and Family Welfare, namely :—
1. Short title and commencement.—(1) These rules may be called the Safdarjung Hospital, New Delhi (Modeller) Group 'C' Post Recruitment Rules, 2011.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and scale of pay.—The number of post, its classification and the scale of pay attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, qualifications, etc.— The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (14) of the said Schedule.
4. Disqualification. —No person,—
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 1 : Qualification regarding experience is relaxable at the discretion of the Competent Authority in case of candidates belonging to the Scheduled Castes or the Scheduled Tribes, if at any stage of selection, the Competent Authority is of the opinion that sufficient number of candidates belonging to these communities possessing the requisite experience are not likely to be available to fill up the posts reserved for them.
Note 2 : According to Rule-10 of the Official Language Rules, 1976, framed under the Official Language Act, 1963, the candidate(s) should have the working knowledge of Hindi. If, he does not have the knowledge of Hindi, he must have to acquire the same during his probation period.
