सा.का.नि. 274.—संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए एवं पूर्व कार्य, आवास और आपूत मंत्राालय के दिनांक 23-4-1962 के सं. जी.एस.आर. 695 में भारत सरकार की अध्सिूचना का अध्क्रिमण करते हुए, जहां तक इन नियमों के साथ संलग्न अनुसूची में विनिर्धरित पदों का संबंध् है, एतद्‌द्वारा राष्ट्रपति संपदा निदेशालय के नियंत्राणाध्ीन प्रादेशिक कार्यालयों में अवर श्रेणी लिपिकों की भर्ती की विध् िको विनियमित करने वाले निम्नलिखित नियम बनाती हैं, नामतः :—

1. संक्षिप्त नाम और प्रारंभ.—

;1द्ध इन नियमों का संक्षिप्त नाम संपदा निदेशालय, प्रादेशिक कार्यालय में अवर श्रेणी लिपिक समूह 'ग' पद, अराजपत्रिात, अलिपिकवर्गीय, भर्ती नियम, 2011 है ।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख से प्रवृत्त होंगे ।

;3द्ध पदों की संख्या, उनका वर्गीकरण और उनके वेतनमान उक्त अनुसूची के स्तंभ ;2द्ध से ;4द्ध में दिए गए विनिर्देशों के अनुसार होंगे ।

;5द्ध अनर्हताएं.—वह व्यक्ति,—

;कद्ध जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या

;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पद में से किसी पर नियुक्ति का पात्रा नहीं होगा :

बशर्ते कि यदि केन्द्रीय सरकार को इस बात का समाधन हो जाए कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीकार्य विध् िके अध्ीन अनुमत है और ऐसा करने के लिए अन्य आधर मौजूद हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । ;6द्ध नियम शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की राय हो कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखब( करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत आदेश द्वारा शिथिल कर सकेगी ।

;7द्ध व्यावृति.—इन नियमों की कोई भी बात ऐसे आरक्षणों और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों और अन्य विशेष प्रवर्गों के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

G.S.R. 274.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Notification of the Government of India in the late Ministry of Works, Housing and Supply, No. G.S.R. 659 dated the 23rd April, 1962, in so far as it relates to the posts specified in the Schedule annexed to these rules, the President hereby makes the following rules regulating the method of recruitment to Lower Division Clerks in the Regional Offices under the control of the Directorate of Estates, namely :—

1. Short title and commencement.—

(1) These rules may be called the Directorate of Estates, Regional Offices, Lower Division Clerks (Group-C posts, Non-Gazetted, Non-Ministerial) Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

(3) The number of posts, its classification and the scale of pay attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

(4) The method of recruitment, age limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid Schedule.

(5) Disqualification. —No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

(6) Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provision of these rules with respect to any class or category of persons or posts.

(7) Saving.—Nothing in these rules shall affect reservation, and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

the basis of departmental qualifying examination. The maximum age limit for eligibility for examination is 45 years. (50 years of age for the SC/ST).

Note.—If more of such employees than the number of vacancies available under Clause (ii) qualified at the examination, such excess number of employees shall be considered for filling the

vacancies arising in the subsequent years so that the employees qualifying at an earlier examination are considered before those who qualify at a later examination. (iii) 5% of the vacancies shall be filled on seniority-cum- fitness basis from Gruop "C" Staff who have completed 3 years regular service in posts with the Grade Pay of Rs. 1800.

G.S.R. 275.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Human Resource Development, Department of Secondary and Higher Education, Staff Car Drivers Group 'C' Posts Recruitment Rules, 2002, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment for the posts of Staff Car Drivers in the Ministry of Human Resource Development, Department of Higher Education, namely :—

1. Short title and commencement.—(1) These rules may be called Ministry of Human Resource Development, Department of Higher Education, Staff Car Drivers, Group 'C' Posts Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.—These rules shall apply to rules mentioned in column (1) of the Schedule annexed to these rules.

3. Number, classification and scale of pay.—The number of the said post, its classification and the scale of pay attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed hereto.

4. Method of recruitment, age limit and qualifications, etc.—The method of recruitment, age limit, qualifications and other matters connected herewith shall be as specified in columns (5) to (14) of the said Schedule.

5. Disqualification. —No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living,

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government in this regard.

From amongst the regular Despatch Riders and regular Group 'D' employees of the Ministry of Human Resource Development who possess the qualifications as specified in column 8. पोषक प्रवर्ग के ऐसे विभागीय अध्किारी, जो प्रोन्नति की सीध्ी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे ।

G.S.R. 276.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Directorate General of Supplies and Disposals (Regional Offices) Senior Hindi Translator Recruitment Rules, 1984, the President hereby makes the following rules, namely :—

1. Short title and commencement.—(1) These rules may be called the Directorate General of Supplies and Disposals (Regional Offices) Senior Translator Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of Post and Pay Band and Grade Pay/Scale of Pay.—The number of the said post, its classification and the Pay Band and Grade Pay/Scale of Pay attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualification.— The method of recruitment, age limit, qualification and other matters relating to the said post shall be as specified in columns (5) to (14) of the Schedule.

4. Disqualification. —No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may be order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for candidates belonging to the Scheduled Castes, the Scheduled Tribes, and other categories of persons in accordance with the orders issued by the Government from time to time in this regard.

(i) Master's degree of a recognized University in Hindi with English

as a compulsory/elective subject or as the medium of examination at degree level.

The departmental officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.

(Period of deputation including period of deputation in another ex- cadre post held immediately preceding this appointment in the same or some other organisation/department of the Central Government shall ordinarily not exceed three years. The maximum age limit for appointment by deputation shall not be exceeding 56 years as on the closing date of receipt of applications).

Note : For the purpose of appointment on deputation basis, the service rendered on a regular basis by an officer prior to 1-1-2006, the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding Grade Pay/Pay Scale extended based on the recommendations of the Pay Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common Grade Pay/Pay Scale, and where this benefit will extend only for the post(s) for which that Grade Pay/Pay Scale is the normal replacement grade without any upgradation.

सा.का.नि. 279.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और वनस्पति संरक्षण, संगरोध् एवं संग्रह निदेशालय, समूह फ्गय् तकनीकी पद भर्ती नियम, 1991 को, जहां तक उसका संबंध् मैकेनिक और अभिरक्षक और मैकेनिक के पदों से है और वनस्पति संरक्षण, संगरोध् एवं संग्रह निदेशालय ;स्टापफ कार ड्राइवरद्ध भर्ती नियम, 2004 को, उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अध्क्रिमण से पहले किया गया है या करने का लोप किया गया है, कृषि मंत्राालय ;कृषि और सहकारिता विभागद्ध के वनस्पति संरक्षण, संगरोध् एवं संग्रह निदेशालय में ड्राइवर-सह-तकनीकी के पद पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम वनस्पति संरक्षण, संगरोध् एवं संग्रह निदेशालय ;ड्राइवर-सह-तकनीकीद्ध भर्ती नियम, 2011 है ।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या, वर्गीकरण, वेतन बैंड, ग्रेड वेतन या वेतनमान.—उक्त पदों की संख्या, उनका वर्गीकरण और उनके वेतनमान वे होंगे, जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

3. भर्ती की प(ति, आयु-सीमा, अर्हताएं आदि.—उक्त पदों पर भर्ती की प(ति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ;5द्ध से स्तंभ ;13द्ध में विनिदष्ट हैं ।

4. निरर्हता.—वह व्यक्ति,—

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखब( करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी । 6. व्यावृति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

G.S.R. 279.—In exercise of the powers conferred by the provision to article 309 of the Constitution, and in supersession of the Directorate of Plant Protection, Quarantine and Storage (Group 'C' Technical Posts), Recruitment Rules, 1991, in so far as they relate to the post of Mechanic and Caretaker Mechanic are concerned and the Directorate of Plant Protection, Quarantine and Storage (Staff Car Driver) Recruitment Rules, 2004, expect as respect things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Driver-cum-Mechanic in the Directorate of Plant Protection, Quarantine and Storage in the Ministry of Agriculture (Department of Agriculture and Cooperation), namely :—

1. Short title and commencement.—(1) These rules may be called the Directorate of Plant Protection, Quarantine and Storage (Driver-cum-Mechanic) Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and pay band, grade pay or pay scale.—The number of the said post, their classification and the scale of pay attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc.— The method of recruitment to the said posts, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. —No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

5. Power to relax.—Where the Central Government is of opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 2 : For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to 1st January, 2006, the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay/pay scale extended based on the recommendation of the Commission.
