सा.का.नि. 308.—केन्द्रीय सरकार, केन्द्रीय रिजर्व पुलिस बल अध्निियम, 1949 ;1949 का 66द्ध की धरा 18 की उप-धरा ;1द्ध और उप-धारा ;2द्ध के ख्ांड ;कद्ध द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और केन्द्रीय रिजर्व पुलिस बल ;योध्क परा चिकित्सीय पदद्ध भर्ती नियम, 1995 को भागतः अध्क्रिांत करते हुए जहां तक इनका संबंध् सूबेदार मेजर ;सिस्टर भार साध्कद्ध, निरीक्षक ;सिस्टर भार साध्कद्ध, उप निरीक्षक ;स्टापफ नर्सद्ध, निरीक्षक ;आहार विद्‌द्ध, निरीक्षक ;भेषजज्ञद्ध, उप निरीक्षक ;भेषजज्ञद्ध, उप निरीक्षक ;रेडियोग्रापफरद्ध, उप निरीक्षक ;भौतिक चिकित्साविद्‌द्ध, उप निरीक्षक ;रक्त बैंक तकनीशियनद्ध से है, उन बातों के सिवाय अध्क्रिांत करते हुए, जिन्हें ऐसे अध्क्रिमण से पहले किया गया है या करने का लोप किया गया है, केन्द्रीय रिजर्व पुलिस बल योध्क परा चिकित्सीय पदों पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का नाम केन्द्रीय रिजर्व पुलिस बल समूह 'ख' ;योध्क परा चिकित्सीय पदद्ध भर्ती नियम, 2011 है ।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या, वर्गीकरण, वेतन बैंड और ग्रेड वेतन या वेतनमान.—उक्त पदों की संख्या, उनका वर्गीकरण और उनके वेतनमान वे हाेंगे जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

(1445)1446 THE GAZETTE OF INDIA : NOVEMBER 12, 2011/KARTIKA 21, 1933 [PART II—SEC. 3(i)] 3. भर्ती की प(ति, आयु-सीमा और अर्हताएं आदि.—उक्त पदों पर भर्ती की प(ति, आयु-सीमा और अन्य अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ;5द्ध से स्तंभ ;13द्ध में विनिदष्ट हैं ।

4. निरर्हता.—वह व्यक्ति,—

;कद्ध जिसने ऐसे व्यक्ति से जिसका पति या पत्नी जीवित है, विवाह किया है, या ;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखब( करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी । 6. व्यावृत्ति.—इन नियमों की कोई भी बात ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

7. सीध्े भर्ती के लिए शारीरिक मानदंड.—19-4-2006 तक यथारूप से शु( किए गए भर्ती मैनुअल, केन्द्रीय रिजर्व पुलिस बल भर्ती मैनुअल, 1975 के भाग 4 के अनुसार

;कद्ध ऊँचाई ः पुरुषों के लिए — 170 सेमी.

स्त्रिायों के लिए — 157 सेमी.

;खद्ध सीना ः पुरुषों के लिए — बिना पुफलाए-80 सेमी. और पुफलाने पर-न्यूनतम पुफलाव 5 सेमी.

स्त्रिायों के लिए — लागू नहीं

;गद्ध भार ः पुरुष और महिलाओं के लिए — चिकित्सीय मानक के अनुसार ऊँचाई और आयु के अनुपात में ;घद्ध दृष्टि ः न्यूनतम दूरी दृष्टि बिना शु(ि के अर्थात्‌ बिना चश्मा पहने दोनों आंखों की 6/6 और 6/9 होनी चाहिए । ;घद्ध अभ्यथयों को अंतर्जान, सपाट पैर, स्कीत थिरा या तिर्यक आंखों वाला नहीं होना चाहिए और उनकी उच्च रंग दृष्टि होनी चाहिए, उन्हें मानसिक और शारीरिक रूप से अच्छे स्वास्थ्य का होना चाहिए और उनमें कोई ऐसी शारीरिक विकृति नहीं होनी चाहिए जिसमें कर्त्तव्यों के पालन में व्यवधन हो ।

;चद्ध छूट ः अनुसूचित जन जातियों और पहाड़ी व्यक्तियों की ऊँचाई और सीना में छूट अनुज्ञेय है ।

;1द्ध ऊँचाई ः गढ़वाली, कुमाउंनी, गोरखा, डोगरा, मराठा के प्रवर्गों में आने वाले व्यक्तियों और सिक्किम, नागालैंड, अरूणाचल प्रदेश, मणिपुर, त्रिापुरा, मिजोरम, मेघालय, आसाम, हिमाचल प्रदेश, जम्मू कश्मीर राज्य के कश्मीर व लेह-लद्‌दाख से संबंध्ति पुरुष अभ्यथयों के लिए न्यूनतम ऊँचाई 165 सेमी. होगी । स्त्रिायों के लिए न्यूनतम ऊँचाई 155 सेमी. होगी । अनुसूचित जनजातियों की न्यूनतम ऊँचाई पुरुषों के लिए 162.5 सेमी. और स्त्रिायों के लिए 150 सेमी. होगी । ;2द्ध सीना ः सीना में छूट अनुसूचित जनजातियों और पहाड़ी लोगों के लिए लागू होगी । इस प्रवर्ग के कामकों के लिए न्यूनतम सीना निम्नानुसार है :

;कद्ध ऊपर पैरा में विनिदष्ट पहाड़ी क्षेत्राों से संबंध्ति पुरुष ः 78—83 सेमी.

;खद्ध सभी राज्यों/संघ राज्य के अनुसूचित जन जातियां ः 76—81 सेमी.

8. शारीरिक दक्षता परीक्षण :

;कद्ध दौड़ :

1. पुरुषों के लिए ः 7.5 मिनट में 1 मील

2. स्त्रिायों के लिए ः 6 मिनट में 800 मीटर

;खद्ध लम्बी कूद :

1. पुरुषों के लिए ः 10 पफीट

2. स्त्रिायों के लिए ः 6 पफीट

;गद्ध ऊँची कूद :

1. पुरुषों के लिए ः 3 पफीट

2. स्त्रिायों के लिए ः 2.5 पफीट[भाग IIखण्ड 3(i)] भारत का राजपत्रा : नवम्बर 12, 2011/कातक 21, 1933 1447 9. प्रोन्नति के लिए चिकित्सक दृष्टयां योग्यता.—अनुसूची में सम्मिलित योध्क स्टापफ की एक पद से किसी दूसरे ग्रेड या रैंक में प्रोन्नति के लिए व्यष्टि को सरकार द्वारा विहित शेप-1 चिकित्सा प्रवर्ग के अनुरूप होना होगा ।

सीध्े भर्ती किए जाने वाले व्यक्तियों के लिए अपेक्षित शैक्षिक सीध्े भर्ती किए जाने वाले परिवीक्षा की अवध्,ि यदि कोई हो और अन्य अर्हताएं

प्रोन्नति जिसके न हो सकने पर प्रतिनियुक्तिऋ प्रोन्नति : अल्पकालिक संविदा सहित

ऐसे निरीक्षक ;सिस्टर इन चार्जद्ध या गैर योध्क सिस्टर इन चार्ज, जिन्होंने केन्द्रीय रिजर्व पुलिस बल में अपनी-अपनी श्रेणियों में से दो वर्ष से कम की सेवा न की हो । टिप्पण 1 : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध् में, जिन्होंने अपनी अर्हक/ पात्राता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनसे ज्येष्ठ व्यक्तियों के संबंध् में भी विचार किया जाएगा परन्तु यह तब जब कि उनके द्वारा की गई ऐसी अर्हक/पात्राता सेवा, अपेक्षित अर्हक/पात्राता सेवा के आधे से अध्कि से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक/पात्राता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवध् िसपफलतापूर्वक पूरी कर ली हो ।1448 THE GAZETTE OF INDIA : NOVEMBER 12, 2011/KARTIKA 21, 1933 [PART II—SEC. 3(i)] ;11द्ध

टिप्पण 2 : प्रोन्नति के लिए न्यूनतम अर्हक सेवा की गणना के प्रयोजन के लिए, 1-1-2006 या वह तारीख से जिसको छठे केन्द्रीय वेतन आयोग की सिपफारिशों पर आधरित पुनरीक्षित वेतन संरचना विस्तारित की गई है, से पूर्व किसी अध्किारी द्वारा नियमित आधर पर की गई सेवा आयोग की सिपफारिशों पर आधरित तत्स्थानी ग्रेड वेतन या वेतनमान में की गई सेवा समझी जाएगी ।

प्रतिनियुक्ति पर ;अल्पकालिक संविदा सहितद्ध ऐसे व्यक्ति जो केन्द्रीय सरकार या राज्य सरकार या स्वायत्त निकायों में समतुल्य या सदृश पद धरण कर रहें हैं और इन अर्हताओं को रखते हों ;1द्ध इंटरमीडिएट या 10+2 या समतुल्य और उन्हें राज्य परिचर्या परिषद्‌ की परीक्षा, साधरण परिचर्या तथा संविदा कार्य में 3½ वर्ष के अनुभव सहित अवश्य उत्तीर्ण करनी चाहिए । ;2द्ध केन्द्रीय व राज्य परिचर्या परिषद्‌ में साधरण नर्स और सेविका के रूप में रजिस्ट्रीकृत ।

;प्रतिनियुक्ति की अवध्,ि जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धरित किसी अन्य काडर बाह्‌य पद पर प्रतिनियुक्ति की अवध् िहै, साधरणतया तीन वर्ष से अध्कि नहीं होगीद्ध ।

टिप्पण : प्रतिनियुक्ति या आमेलन के आधर पर नियुक्ति के प्रयोजनों के लिए 1-1-2006 या वह तारीख से जिसको छठे केन्द्रीय वेतन आयोग की सिपफारिशों पर आधरित पुनरीक्षित वेतन संरचना विस्तारित की गई थी, से पूर्व किसी अध्किारी द्वारा नियमित आधर पर की गई सेवा आयोग की सिपफारिशों पर आधारित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान में की गई सेवा समझी जाएगी सिवाए इसके जहां सामान्य ग्रेड वेतन या वेतनमान सहित पूर्व पुनरीक्षित वेतनमान का एक ग्रेड में विलय किया गया है और जहां यह पफायदा केवल उन पदों को विस्तारित होगा जिसके लिए वह ग्रेड वेतन या वेतनमान बिना किसी उन्नयन के सामान्य प्रतिस्थापन ग्रेड है । यदि विभागीय प्रोन्नति समिति है तो उसकी संरचना

बाह्‌य पद पर प्रतिनियुक्ति की अवध् िहै, साधरणतया तीन वर्ष से अध्कि नहीं होगीद्ध । टिप्पण : प्रतिनियुक्ति या आमेलन के आधर पर नियुक्ति के प्रयोजनों के लिए 1-1-2006 या वह तारीख जिसको छठे केन्द्रीय वेतन आयोग की सिपफारिशों पर आधरित पुनरीक्षित वेतन संरचना विस्तारित की गई है, से पूर्व किसी अध्किारी द्वारा नियमित आधर पर की गई सेवा आयोग की सिपफारिशों पर आधारित तत्स्थानी ग्रेड वेतन या वेतनमान में की गई सेवा समझी जाएगी, सिवाए इसके जहां सामान्य ग्रेड वेतन या वेतनमान सहित पूर्व पुनरीक्षित वेतनमान का एक ग्रेड में विलय किया गया है और जहां यह पफायदा केवल उन पदों को विस्तारित होगा जिसके लिए वह ग्रेड वेतन या वेतनमान बिना किसी उन्नयन के सामान्य प्रतिस्थापन ग्रेड है ।

3. उप निरीक्षक ;स्टापफ नर्सद्ध 345ऽ ;2011द्ध साधरण केन्द्रीय 9300— चयन 30 वर्ष से नीचे । ऽगैर योध्क कामक जो पहले ही *कार्यभार के सेवा, समूह 'ख', 34800 रु. ;केन्द्रीय सरकार द्वारा समय-समय पद में सहायक मैट्रन/सिस्टर के आधर पर अराजपत्रिात, + ग्रेड वेतन पर जारी किए गए अनुदेशों या रूप में कार्य कर रहे हैं, उन्हें परिवर्तन किया अननुसचिवीय 4200 रफ. आदेशों के अनुसार सरकारी सेवकोंं सिस्टर इन चार्ज के रूप में जा सकता है । ;योध्कद्ध के लिए 45 वर्ष तक शिथिल की जा अभिहित किया जाएगा और वे 9300—34800 रु. + ग्रेड वेतन 4600 रु. के वेतनमान में अपना वेतन प्राप्त करेेंगे ।

G.S.R. 308.—In exercise of the powers conferred by sub-section (1) and clause (a) of sub-section (2) of Section 18 of the Central Rserve Police Force Act, 1949 (66 of 1949) and in partial supersession of the Central Reserve Police Force (Combatised Para-Medical posts) Recruitment Rules, 1995, in so far as they relate to the post of the Subedar Major (Sister In Charge), Inspector (Sister In Charge), Sub Inspector (Staff Nurse), Inspector (Dietician), Inspector (Pharmacist), Sub- Inspector (Pharmacist), Sub-Inspector (Radiographer), Sub-Inspector (Physiotherapist), Sub-Inspector (Blood Bank Technician), except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to the Combatised Para-Medical posts in the Central Reserve Police Force, namely :—

1. Short title and commencement.—(1) These rules may be called the Central Reserve Police Force, Group 'B' (Combatised Para-Medical Posts), Recruitment Rules, 2010.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification, pay band and grade pay or pay scale.—The number of the said posts, their classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc.— The method of recruitment, age limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. —No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect of any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

7. Physical standard for direct recruitment.—As per Part IV of Recruitment Manual, Central Reserve Police Force, 1975 as corrected upto 19-4-2006

(a) Height : For male - 170 Cms.

For Female - 157 Cms.

(b) Chest : For male : Unexpanded - 80 Cms. Expanded - Minimum expansion 5 Cms.

For Female : Not applicable

(d) Eye sight : The minimum distance vision should be 6/6 and 6/9 of 2 eyes without correction i.e. without wearing of glasses.

(e) The candidates shall not have knock knee, flat foot, varicose vein or squint in eyes and they shall possess high colour vision. They shall be in good mental and bodily health and free from any physical defect likely to interfere with the efficient performance of the duties.

(f) Relaxation : Relaxation shall be permissible in height and chest to the Scheduled Tribes and hill peoples as follows :

(i) Height : Minimum height of candidates falling the categories of Garhwalis, Kumaonis, Gorkhas, Dogras, Marathas and candidates belonging to the states of Sikkim, Nagaland, Arunachal Pradesh, Manipur, Tripura, Mizoram, Meghalaya, Assam, Himachal Pradesh, Kashmir and Leh and Laddakh, regions of J & K shall be 165 Cms. for Men. For Females the minimum height shall be 155 Cms. The minimum height for Scheduled Tribes shall be 162.5 Cms. for male and 150 Cms. for female.

(ii) Chest : Relaxation in chest is applicable to Scheduled Tribes and hill people. The minimum chest for this category of personnel is as under :

(a) Men belonging to hill areas specified in above para : 78-83 Cms.

(b) Scheduled Tribes of all States/Union Territories : 76-81 Cms.

8. Physical Efficiency Test :

(a) Race

(i) For Male : 1 mile in 7.5 minutes. (ii) For Female : 800 Mtr. in 6 minutes.

(i) For Male : 10 feet. (ii) For Female : 6 feet.

(c) High Jump

(i) For Male : 3 feet. (ii) For Female : 2.5 feet.

9. Medical fitness for promotion.—For combatised staff promotion from one post to another in any grade or rank or post included in the Schedule, individual shall be required to confirm to medical category shape-I as prescribed by the Government.

Note 1 : Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than one year and have successfully completed their probation period, if prescribed.

On Deputation (including short-term contract) :—

Persons holding equivalent or analogous posts in Central Government or State Government or Autonomous bodies and possessing the qualifications—(i) Intermediate or 10 + 2 or equivalent and must have passed the examination held by the Nursing Council with 3½ years course in General Nursing and Mid-wifery; and

(ii) Must be registered with Central or State Nursing Council as a General Nurse and Mid-wife.

The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation.

Similarly, deputationists shall not be eligible for consideration for appointment by promotion. II. सशस्त्रा बलों के कामकों के लिए—पुननयोजन/प्रतिनियुक्ति : सशस्त्रा बल के ऐसे कनिष्ठ कमीशन प्राप्त ऑपिफसर या समतुल्य पंक्ति के कामकों के संबंध् में भी विचार किया जाएगा जो एक वर्ष की अवध् िके भीतर सेवा निवृत्त होने वाले हैं या रिजर्व में स्थानांतरित किए जाने वाले हैं और जिनके पास प्रतिनियुक्त किए जाने वाले व्यक्तियों के लिए अपेक्षित शैक्षिक अर्हताएं और अनुभव हैं । यदि चयन कर लिया जाता है तो ऐसे अध्किारियों को उस तारीख तक प्रतिनियुक्ति के निबंध्नों पर रखा जाएगा जिस तारीख से उन्हें सशस्त्रा बल से निर्मुक्त किया जाना है, तत्पश्चात्‌ उन्हें पुननयोजन पर बने रहने दिया जा सकता है यदि ऐसे उपयुक्त ऑपिफसर पद पर वास्तविक चयन किए जाने से पूर्व सेवानिवृत्त हो गए हैं या उन्हें रिजर्व पर स्थानांतरित कर दिया गया है उसकी नियुक्ति पुननयोजन के आधर पर होगी । ;सिविल पदों के प्रतिनिर्देश से अधिवषता की आयु तक पुननयोजनद्ध[भाग IIखण्ड 3(i)] भारत का राजपत्रा : नवम्बर 12, 2011/कातक 21, 1933 1479 ;11द्ध

टिप्पण 1 : ऐसे विभागीय अध्किारी जो श्रेणी में पांच वर्ष की नियमित सेवा के साथ वेतन बैंड-2, 9300—34800 और ग्रेड वेतन 4200 रु. में स्वागत अध्किारी का पद धरण कर रहे हैं, उन पर बाह्‌य व्यक्तियों के साथ विचार किया जाएगा और यदि पद पर नियुक्ति के लिए उनका चयन हो जाता है तो पद प्रोन्नति द्वारा भरा समझा जाएगा ।

टिप्पण 2 : पोषक प्रवर्ग के ऐसे विभागीय अध्किारी, जो प्रोन्नति की सीध्ी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे ।

टिप्पण 3 : प्रतिनियुक्ति की अवध्,ि जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्‌य पद पर प्रतिनियुक्ति की अवध् िहै, साधरणतया तीन वर्ष से अध्कि नहीं होगी । टिप्पण 4 : प्रतिनियुक्ति पर नियुक्ति के लिए अध्कितम आयु-सीमा आवेदन प्राप्त करने की तारीख को छप्पन वर्ष से अध्कि नहीं होगी । टिप्पण 5 : प्रोन्नति के लिए, न्यूनतम अर्हक सेवा की गणना के प्रयोजन के लिए, 1 जनवरी, 2006 या वह तारीख जिसको छठे केन्द्रीय वेतन आयोग की सिपफारिशों पर आधारित पुनरीक्षित वेतन संरचना विस्तारित की गई है, से पूर्व किसी अध्किारी द्वारा नियमित आधर पर की गई सेवा आयोग की सिपफारिशों पर आधारित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान में की गई सेवा समझी जाएगी । टिप्पण 6 : प्रतिनियुक्ति पर नियुक्ति के प्रयोजन के लिए, 1 जनवरी, 2006 या वह तारीख जिसको छठे केन्द्रीय वेतन आयोग की सिपफारिशों पर आधारित पुनरीक्षित वेतन संरचना विस्तारित की गई है, से पूर्व किसी अधिकारी द्वारा नियमित आधर पर की गई सेवा आयोग की सिपफारिशों पर आधरित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान में की गई सेवा समझी जाएगी । सिवाय इसके जहां एक सामान्य ग्रेड वेतन या वेतनमान सहित एक या एक से अध्कि पूर्व पुनरीक्षित वेतनमान का एक ग्रेड में विलय किया गया है और जहां यह पफायदा केवल उस पद या उन पदों को विस्तारित होगा जिसके लिए वह ग्रेड वेतन या वेतनमान बिना किसी उन्नयन के सामान्य प्रतिस्थापन ग्रेड है ।

II. For Armed Forces Personnel : Deputation/Re-employment : The Armed Forces Personnel of the rank of Junior Commissioned Officer or equivalent who are due to retire or to be transferred to reserve within a period of one year and possessing qualifications and experience prescribed for deputationists shall also be considered and if selected, such officers shall be given deputation terms upto the date on which they are due for release from the Armed Forces and thereafter, they may be continued on re-employment terms. In case such eligible officers have retired or have been transferred to reserve before the actual selection to the post is made, their appointment shall be on re-employment basis (re-employment upto the age of superannuation with reference to civil posts). Note 1 : The Departmental Officer holding the post of Receptionist in the Pay Band-2 Rs. 9300—34800 and Grade Pay of Rs. 4200 with five years' regualr service in the grade shall also be considered along with outsiders and in case he is selected for appointment to the post, the same shall be deemed to have been filled by promotion. Note 2 : Departmental Officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion.

Note 3 : Period of deputation including period of deputation to another ex-cadre post held immediately preceding this appointment in the same or some other organization or department of the Central Government shall ordinarily not exceed three years.

Note 4 : The maximum age limit for appointment by deputation shall be not exceeding fifty-six years as on the closing date of the receipt of applications. Note 5 : For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to 1st January, 2006 or the date from which the revised pay structure based on the Sixth Central Pay Commission recommendation has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the Commission. G.S.R. 311.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Commission of Railway Safety, Personal Assistant (Stenographers) Recruitment Rules, 2001, except as respect of things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Senior Private Secretary, in the Ministry of Civil Aviation, in the Circle Offices of the Commission of Railway Safety, namely :—

1. Short title and commencement.—(1) These rules may be called the Ministry of Civil Aviation, Commission of Railway Safety (Senior Private Secretary) Group 'B' post, Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and pay band and grade pay/pay scale.—The number of the said post, its classification and the pay band and grade pay/pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit and qualifications, etc.—The method of recruitment to the said post, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.—No person, —

(a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do it may, by order, for reasons to be recorded in writing, and in consultation with Union Public Service Commission, relax any of the provisions of these rules in respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limits and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 312.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules further to amend the Central Water Engineering Group 'B' Service Rules, 2009, namely :—

1. Short title and commencement.— (1) These rules may be called the Central Water Engineering Group 'B' Service (Amendment) Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Central Water Engineering Group 'B' Service Rules, 2009, (hereinafter referred to as the said rules), in rule 4, in sub-rule (1), for the words 'scale of pay', the words 'pay band and grade pay or pay scale' shall be substituted.

3. In the said rules, in SCHEDULE-I,—

(a) in the heading for the words "scale of pay", the words "pay band and grade pay or pay scale" shall be substituted; and

(b) in column (4), for the heading and entries therewith the following shall be substituted, namely :—

"pay band and grade pay or pay scale"

"PB-2 Rs. 9300—34800 plus grade pay Rs. 4600".

4. In the said rules, in SCHEDULE-II in column (4), for the entries, the following entries shall be substituted, namely :—

"(1) Forty per cent of the vacancies to be filled from amongst Junior Engineers (Civil) and Junior Engineers (Mechanical) in the pay band PB-2 of Rs. 9300—34800 along with grade pay of Rs. 4200 with five years regular service in the grade and possessing Bachelor's Degree in Civil or Mechanical Engineering from a recognised University; and

(2) Sixty per cent of the vacancies to be filled from amongst Junior Engineers (Civil) and Junior Engineers (Mechanical) in the pay band PB-2 of Rs. 9300—34800 along with grade pay of Rs. 4200 with seven years regular service in the grade and possessing Diploma in Civil or Mechanical Engineering from a recognised University or Institution.

Note : If the required number of suitable eligible officers is not available from a particular category, i.e. Degree holders or Diploma holders for filling the vacancies allocated to be filled by promotion from the category, the controlling authority may fill all or any of the vacancies by promotion of suitable eligible officers from the other category subject to the condition that the overall proportion of posts to be filled from amongst the officers of either category shall be, as soon as could be, maintained in acordance with the percentage prescribed above".

5. In column (4) of the SCHEDULE-IV of the said rules, for the entries, the following entries shall be substituted, namely :—

"Officers of the Central Government or the State Governments or the Union Territories or Public Sector Undertakings or semi-Government or Autonomous Bodies or Statutory Organisations—

G.S.R. 315.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Directorate of Plant Protection, Quarantine and Storage, (Accountant) Recruitment Rules, 1985, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Accountant in the Directorate of Plant Protection, Quarantine and Storage, Faridabad under the Department of Agriculture and Co-operation in the Ministry of Agriculture, namely :—

1. Short title and commencement.—(1) These rules may be called the Directorate of Plant Protection, Quarantine and Storage, Faridabad Accountant Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and pay band and grade pay or pay scale.—The number of the said post, its classification or pay band and grade pay or the pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

(ii) with six years service in the grade rendered after appointment thereto on a regular basis in post in Pay Band-1 of Rs. 5200—20200 with grade pay of Rs. 2800 or equivalent in the parent cadre or Department; or (iii) with ten years service in the grade rendered after appointment thereto on a regular basis in post in Pay Band-1 of Rs. 5200—20200 with grade pay of Rs. 2400 or equivalent in the parent cadre or Department; and

(b) who have successfully undergone training in Cash and Accounts work in the Institute of Sceretariat Training and Management and possessing three years experience in Cash, Accounts and Budget work. (Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other Organisation or Department of the Central Government shall ordinarily not to exceed three years. The maximum age limit for appointment by deputation shall be not exceeding 56 years as on the closing date of receipt of applications.) Note : For the purpose of appointment on deputation basis, the service rendered on a regular basis by an officer prior to 1st January, 2006, the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the said Pay Commission except where there has been merger of more than one pre-revised scale or pay into one grade with a common grade pay or pay scale. And where this benefit will extend only for the post for which that grade pay or pay scale is the normal replacement grade without any upgradation.
