का.नि.आ. 84.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और भारतीय वायु सेना ;सिविलियन शिक्षा अनुदेशकद्ध भर्ती नियम, 1987 को, उन बातों के सिवाय अध्क्रिांत करते हुए, जिन्हें ऐसे अध्क्रिमण से पहले किया गया है या करने का लोप किया गया है, रक्षा मंत्राालय के भारतीय वायु सेना में शिक्षा अनुदेशक के पदों पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारम्भ.—;कद्ध इन नियमों का संक्षिप्त नाम भारतीय वायु सेना ;सिविलियन शिक्षा अनुदेशकद्ध भर्ती नियम, 2011 है ।

;खद्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या, वर्गीकरण, वेतन बैंड और ग्रेड वेतन या वेतनमान.—उक्त पदों की संख्या, उनका वर्गीकरण, वेतन बैंड और ग्रेड वेतन या वेतनमान वे होंगे, जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

3. भर्ती की प(ति, आयु-सीमा और अन्य अर्हताएं.—उक्त पदों पर भर्ती की प(ति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ;5द्ध से स्तंभ ;13द्ध में विनिदष्ट हैं ।

4. निरर्हता.—वह व्यक्ति,—

;कद्ध जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या

;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए, किसी व्यक्ति से विवाह किया है,

उक्त पदों पर नियुक्ति का पात्रा नहीं होगा :

(627)628 THE GAZETTE OF INDIA : DECEMBER. 31, 2011/PAUSA 10, 1933 [PART II—SEC. 4] 5. शिथिल करने की शक्ति.—जहाँ केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहाँ वह उसके लिए जो कारण हैं उन्हें लेखब( करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी । 6. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

व्यक्तियों के लिए विहित यदि कोई हो आयु और शैक्षिक अर्हताएं प्रोन्नत व्यक्तियों की दशा में लागू होंगी या नहीं

भूतपूर्व सैनिकों के लिए - प्रतिनियुक्ति या पुननयोजन : सशस्त्रा बल के ऐसे कामकों के संबंध् में भी विचार किया जाएगा जो एक वर्ष की अवध् ि के भीतर सेवानिवृत्त होने वाले हैं या रिजर्व में स्थानांतरित किए जाने वाले हैं और जिनके पास स्तंभ 7 के अध्ीन सीध्े भर्ती किए जाने वाले व्यक्तियों के लिए अपेक्षित अर्हताएं और विहित अनुभव है । ऐसे व्यक्तियों को उस तारीख तक प्रतिनियुक्ति के निर्बंध्नों पर रखा जाएगा जिस तारीख से उन्हें सशस्त्रा बल से निर्मुक्त किया जाना है, तत्पश्चात्‌ उन्हें पुननयोजन पर बने रहने दिया जा सकेगा ।

यदि विभागीय प्रोन्नति समिति है तो उसकी संरचना

MINISTRY OF DEFENCE

New Delhi, the 19th December, 2011

S.R.O. 84.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Indian Air Force (Civilian Education Instructor) Recruitment Rules, 1987 except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Civilian Education Instructor in the Indian Air Force, in the Ministry of Defence, namely :—

1. Short title and commencement.— (1) These rules may be called the Indian Air Force (Civilian Education Instructor) Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification, pay band and grade pay or the pay scale .— The number of the said posts, their classification and the Pay Band and Grade Pay or Pay Scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit and other qualifications.— The method of recruitment to the said post, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.— Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

through Employment Exchange, the crucial date for determining the age limit shall be the last date

upto which the Employment Exchange is asked to submit the names.

उक्त पदों पर नियुक्ति का पात्रा नहीं होगा :

1. डेवलपर 02ऽ साधरण केन्द्रीय वेतन बैंड-1, अचयन लागू नहीं 27 वर्ष से अध्कि नहीं प्रिन्टर ;2011द्ध सेवा, समूह 'ग' 5200-20200 होता ;केन्द्रीय सरकार द्वारा समय- ऽकार्यभार अराजपत्रिात, रुपये + ग्रेड समय पर जारी किए गए के आधर अननुसचिवीय वेतन, 2400 अनुदेशा/आदेशों के अनुसार पर परिवर्तन रुपए अनुसूचित जाति/अनुसूचित किया जा सकता है ।

1. किसी मान्यताप्राप्त बोर्ड से मैट्रिकुलेशन या लागू नहीं होता सीध्े भर्ती किए जाने वाले व्यक्तियों समतुल्य ।

2. पफोटोग्रापफी का ज्ञान और मुद्रण का विकास और परिवर्ध्न करने की विभिन्न प्रक्रियाओं का कार्यसाध्क ज्ञान हो । किसी पफोटो स्टूडियों में कम से कम तीन वर्ष का अनुभव होना चाहिए ।

3. मुद्रण का विकास और परिवर्ध्न करने के लिए प्रयुक्त विभिन्न प्रकार के पफोटोग्रापिफक उपस्कर से कार्य करने का अनुभव होना चाहिए । नेगेटिव की रिटचग और पफोटो तैयार करने का ज्ञान अतिरिक्त अर्हता माना जाएगा ।

3. मुद्रण का विकास और परिवर्ध्न करने के लिए प्रयुक्त विभिन्न प्रकार के पफोटोग्रापिफक उपस्कर से कार्य करने का अनुभव होना चाहिए। नेगेटिव की रिटचग और पफोटो तैयार करने का ज्ञान अतिरिक्त अर्हता माना जाएगा।

S.R.O. 85.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Defence, Department of Defence Production and Supplies, Directorate of Quality Assurance (Naval), Group 'C' Non Gazetted, Non Ministerial (Developer, Printer, Photographer Grade-I and II, Ferro Printer and Copy Cat Operator) Recruitment Rules, 2001, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Developer, Printer, Photographer Grade-I and II, Ferro Printer and Copy Cat Operator, in the Department of Defence Production, Directorate General of Quality Assurance, Directorate of Quality Assurance (Naval) namely :—

1. Short title and Commencement.— (1) These rules may be called the Ministry of Defence, Department of Defence Production, Directorate General of Quality Assurance, Directorate of Quality Assurance (Naval), Group 'C' Posts (Developer, Printer, Photographer Grade-I and II, Ferro Printer and Copy Cat Operator), Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, Pay Band and Grade Pay/Pay Scale.— The number of the said posts, their classification and the scale of pay attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, other qualifications, etc.— The method of recruitment, age limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (14) of the said Schedule.

4. Disqualification.— No person,—

(a) who has entered into or contracted a marriage with a person having spouse living, or

(b) who, having a spouse living, has entered into or contracted marriage with any person, shall be eligible for appointment to any of the said posts :

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.— Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

का.नि.आ. 86.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और सेना समूह 'ग' ;आशुलिपिक श्रेणी II और आशुलिपिक श्रेणी IIIद्ध भर्ती नियम, 2004 को, जहां तक उसका संबंध् आशुलिपिक श्रेणी II के पदों से है, उन बातों के सिवाय अध्क्रिांत करते हुए, जिन्हें ऐसे अध्क्रिमण से पहले किया गया है या करने का लोप किया गया है, सेना के निम्नतर विरचनाओं ;मुख्य इंजीनियर शाखा को छोड़करद्ध में आशुलिपिक श्रेणी II के पद पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारम्भ.—;1द्ध इन नियमों का संक्षिप्त नाम सेना समूह 'ग' ;आशुलिपिक श्रेणी IIद्ध भर्ती नियम, 2011 है । ;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे । 2. लागू होना.— ये नियम इससे उपाब( अनुसूची के स्तम्भ ;1द्ध में विनिदष्ट पदों को लागू होंगे । 3. पद संख्या, वर्गीकरण और वेतनमान .— पदोें की संख्या, उनका वर्गीकरण, वेतन बैंड और ग्रेड वेतन/वेतनमान वे होंगे जो उक्त अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

4. भर्ती की प(ति, आयु सीमा, अर्हताएं, आदि.—उक्त पदों पर भर्ती की प(ति, आयु-सीमा, अर्हताएं और उनसे संबंध्ति अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तम्भ ;5द्ध से स्तम्भ ;13द्ध में विनिदष्ट हैं ।

5. निरर्हता.—वह व्यक्ति,—

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

प्रोन्नति द्वारा, जिसके न हो सकने पर स्थानांतरण द्वारा प्रोन्नति : ऐसे अवर श्रेणी लिपिक जिन्होने नियमित आधर पर नियुक्ति के पश्चात्‌ उस और दोनों के न हो सकने पर सीध्ी भर्ती द्वारा । श्रेणी में आठ वर्ष निरंतर सेवा की है। सेवा की यह अवध् िउस अभ्यर्थी की दशा में भी लागू होगी जिसने भागतः अवर श्रेणी लिपिक या उच्च श्रेणी लिपिक के रूप में और भागतः किसी समतुल्य श्रेणी में सेवा की है । टिप्पण : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध् में, जिन्होंने अपनी अर्हक/पात्राता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो वहां उनसे ज्येष्ठ व्यक्तियों के संबंध् में भी विचार किया जाएगा परन्तु यह तब जबकि उनके द्वारा की गई ऐसी अर्हक/पात्राता सेवा अपेक्षित अर्हक/पात्राता सेवा के आध्े से अध्कि से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपनी परिवीक्षा की अवध् िसपफलतापूर्वक पूरी कर ली हो । स्थानांतरण : किसी अन्य केन्द्रीय सरकार के कार्यालयों/विभागों में सदृश श्रेणियों में कार्यरत ऐसे उच्च श्रेणी लिपिक या व्यक्ति जिनके पास स्तंभ ;7द्ध में विहित अर्हताएं हैं । टिप्पण : प्रोन्नति के लिए न्यूनतम अर्हक सेवा की संगणना करने के प्रयोजन के लिए किसी अध्किारी द्वारा 1-1-2006 से पहले/उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिपफारिशों पर आधरित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधर पर की गई सेवा को, आयोग की सिपफारिशों पर आधरित तत्स्थानी ग्रेड वेतन/वेतनमान पर की गई सेवा समझी जाएगी । प्रतिनियुक्ति/आमेलन के आधर पर नियुक्ति के प्रयोजन के लिए किसी अध्किारी द्वारा 1-1-2006 से पहले/उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिपफारिशों पर आधरित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधर पर की गई सेवा को, सिवाय उस दशा के, जहां एक से अध्कि पूर्व पनुरीक्षित वेतनमान का साधरण ग्रेड वेतन/वेतनमान सहित एक श्रेणी में विलय हो गया है और वहां यह लाभ केवल उस पद ;उन पदोंद्ध पर विस्तारित होगा जिसके लिए ग्रेड वेतन/वेतनमान बिना किसी उन्नयन का साधरण प्रतिस्थापन ग्रेड है, आयोग की सिपफारिशों पर आधरित विस्तारित तत्स्थानी ग्रेड वेतन/वेतनमान में की गई सेवा समझी जाएगी ।

S.R.O. 86.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Army Group 'C' (Stenographer Grade II and Stenographer Grade III) Recruitment Rules, 2004, insofar as they relate to the posts of Stenographer Grade II, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Stenographer Grade II in the lower formations of the Army (excluding Engineer-in-Chief's Branch), namely :—

1. Short title and Commencement.— (1) These rules may be called the Army Group 'C' (Stenographer Grade II) Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application .—These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.

3. Number of post, classification and scale of pay.— The number of posts, their classification, the Pay Band and Grade Pay/Pay Scale attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

4. Method of recruitment, age limit, qualifications, etc.— The method of recruitment, age limit, qualification and other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid Schedule.

5. Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts :

6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving.— Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Castes, the Ex-servicemen and other special categories of persons in accordance with orders issued by the Central Government from time to time in this regard.

Transfer : Upper Division clerks or persons working in analogous grades in other Central Government Offices and Departments who possess the qualifications prescribed in Column 7.

Note : For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by and officer prior to 1-1-2006 the date from which the revised pay structure based on the 6th CPC recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay/pay scale extended based on the recmmendations of the Commission. For the purposes of appointement on deputation/absorption basis, the service rendered on a regular basis by an officer prior to 1-1-2006/ the date from which the revised pay structure based on the 6th CPC recommendations has been extended, shall be deemed to be in service rendered in the corresponding grade pay/pay scale extended based on the recommendations of the Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay/pay scale, and where this benefit will extend only for the post (s) for which that grade pay/pay scale is the normal replacement grade without any upgradation.
