सा.का.नि. 1.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, सिवाय उन बातों के जिन्हें ऐसे संशोध्न से पहले किया गया है या करने का लोप किया गया है, आथक कार्य विभाग में समूह 'ग' ;मल्टी-टास्कग स्टापफद्ध के पद पर भर्ती की प(ति का विनियमन करने वाले आथक कार्य विभाग, समूह 'ग' ;मल्टी-टास्कग स्टापफद्ध भर्ती नियम, 2010 में संशोध्न करने हेतु एतद्‌द्वारा निम्नलिखित नियम बनाते हैं, अर्थात्‌ :—

G.S.R. 1.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, except as respects things done or omitted to be done before such amendment, the President hereby makes the following rules to amend the Department of Economic Affairs, Group 'C' (Multi-Tasking Staff) Recruitment Rules, 2010 regulating the method of recruitment relating to the post of Group 'C' (Multi-Tasking Staff) in the Department of Economic Affairs, namely :—

1. (1) These rules may be called the Department of Economic Affairs, Group 'C' (Multi-Tasking Staff) Recruitment (Amendment) Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Department of Economic Affairs, Group 'C' (Multi-Tasking Staff) Recruitment Rules, 2010, for "Saving" the following clause shall be substituted, namely :—

"6. Saving.— Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen, OBC categories and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard."

सा.का.नि. 2.—केंद्रीय सरकार, जीवन बीमा निगम, 1956 ;1956 का 31द्ध की धरा 48 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, जीवन बीमा निगम नियम, 1956 का और संशोध्न करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्‌ :—

G.S.R. 2.—In exercise of the powers conferred by Section 48 of the Life Insurance Corporation Act, 1956 (31 of 1956), the Central Government hereby makes the following rules further to amend the Life Insurance Corporation Rules, 1956, namely :—

1. (1) These rules may be called the Life Insurance Corporation (Amendment) Rules, 2012.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Life Insurance Corporation Rules, 1956, in rule 8,—

(a) in clause (a), for letters and figures "Rs. 5,000", the letters and figures "Rs. 10,000", shall be substituted;

(b) in clause (b), for letters and figures "Rs. 2,500", the letters and figures "Rs. 5,000", shall be substituted.

सा.का.नि. 3.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और वित्त मंत्राालय, राजस्व विभाग ;अभिलेखपालद्ध भर्ती नियम, 1984 और वित्त मंत्राालय ;राजस्व विभागद्ध ;समूह घ पदद्ध भर्ती नियम, 1988 को, उन बातों के सिवाय अधिक्रान्त करते हुए, जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, वित्त मंत्राालय ;राजस्व विभागद्ध में बहु कार्य कर्मचारिवृंद के पद पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाती है, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम वित्त मंत्राालय ;राजस्व विभागद्ध बहु कार्य कर्मचारिवृंद भर्ती नियम, 2011 है ।

2. पद-संख्या, वर्गीकरण तथा वेतन बैंड और ग्रेड वेतन या वेतनमान.—पदों की संख्या, उनका वर्गीकरण तथा वेतन बैंड और ग्रेड वेतन या वेतनमान होंगे, जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

3. भर्ती की प(ति, आयु-सीमा और अर्हताएं आदि.—भर्ती की प(ति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ;5द्ध से स्तंभ ;13द्ध में विनिदष्ट हैं ।

4. निरर्हता : वह व्यक्ति,—

;कद्ध जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या

;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखब( करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों और अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।4 THE GAZETTE OF INDIA : JANUARY 7, 2012/PAUSA 17, 1933 [PART II—SEC. 3(i)]

G.S.R. 3.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Finance (Department of Revenue) (Record Keeper) Recruitment Rules, 1984 and the Ministry of Finance (Department of Revenue) (Group 'D' posts) Recruitment Rules, 1988, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Multi Tasking Staff, in the Ministry of Finance (Department of Revenue), namely :—

1. Short title and commencement.—(1) These rules may be called the Ministry of Finance (Department of Revenue) Multi Tasking Staff Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and the pay band and grade pay or pay scale.—The number of posts, their classification and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit and qualifications, etc.—The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex-servicemen, the Other Backward Classes and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 4.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to regulating the method of recruitment to Group 'A' post of Administrative Officer in Directorate General of Civil Aviation, Ministry of Civil Aviation, namely :—

1. Short title and commencement.—(1) These rules may be called the Ministry of Civil Aviation, Directorate General of Civil Aviation, Group 'A' post of Administrative Officer, Recruitment Rules, 2012.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and pay band and grade pay or pay scale.—The number of the said post, its classification and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit and other qualifications, etc.— The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification. —No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 6. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब( करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी । 7. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम कृषि मंत्राालय, कृषि और सहकारिता विभाग, वनस्पति संरक्षण, संगरोध् एवं संग्रह निदेशालय, पफरीदाबाद, सहायक, उच्च श्रेणी लिपिक और अवर श्रेणी लिपिक ;समूह फ्गय् पदद्ध भर्ती नियम, 2012 है । ;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या, वर्गीकरण तथा वेतन बैंड और ग्रेड वेतन या वेतनमान.—उक्त पदों की संख्या, उनका वर्गीकरण तथा उनके वेतन बैंड और ग्रेड वेतन या वेतनमान वे होंगे जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

3. भर्ती की प(ति, आयु-सीमा, अन्य अर्हताएं आदि.—उक्त पदों पर भर्ती की प(ति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ;5द्ध से स्तंभ ;13द्ध में विनिदष्ट हैं ।

4. निरर्हता.—वह व्यक्ति,—

;कद्ध जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया हैऋ या

;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखब( करके इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

G.S.R. 6.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Directorate of Plant Protection, Quarantine and Storage (Caretaker) Recruitment Rules, 1977, Directorate of Plant Protection, Quarantine and Storage (Ministerial Group 'C' posts) Recruitment Rules, 1989 except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant, Upper Division Clerk and Lower Division Clerk in the Ministry of Agriculture, in the Directorate of Plant Protection, Quarantine and Storage, Faridabad under the Department of Agriculture and Co-operation, namely :—

1. Short title and commencement.—(1) These rules may be called the Ministry of Agriculture and Cooperation, Directorate of Plant Protection, Quarantine and Storage, Faridabad, Assistant, Upper Division Clerk and Lower Division Clerk (Group 'C' posts), Recruitment Rules, 2012.

(2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of posts, classification and pay band and grade pay or pay scale.—The number of the said posts, their classification or pay band and grade pay or the pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, other qualifications, etc.—The method of recruitment of the said post, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 7.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Directorate of Plant Protection, Quarantine and Storage (Artist-cum-Photographer) Recruitment Rules, 1974, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Artist-cum-Photographer in the Directorate of Plant Protection, Quarantine and Storage, Faridabad under the Department of Agriculture and Co-operation in the Ministry of Agriculture, namely :—

1. Short title and commencement.—(1) These rules may be called the Directorate of Plant Protection, Quarantine and Storage, Faridabad, Artist-cum-Photographer, Recruitment Rules, 2012.

(2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of posts, classification and pay band and grade pay or pay scale.—The number of the said posts, its classification and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, other qualifications, etc.—The method of recruitment to the said post, age limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex-Servicemen, the Other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 8.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Integrated Fisheries Project (Group 'C' and Group 'D' posts) Recruitment Rules, 1977, in so far as they relate to the post of Net Making Supervisor, the Central Institute of Fisheries Nautical and Engineering Training (Group 'C' and Group 'D' posts) Recruitment Rules, 1985, in so far as they relate to the post of Senior Net Maker, the Integrated Fisheries Project (Class IV) Recruitment Rules, 1973, in so far as they relate to the post of Net Mender and the Central Institute of Fisheries Nautical and Engineering Training Group 'D' posts Recruitment Rules, 1989, in so far as they relate to the post of Net Maker, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Netmaking Supervisor, Senior Netmaker and Netmaker in the Ministry of Agriculture, Department of Animal Husbandry, Dairying and Fisheries, in the Central Institute of Fisheries Nautical and Engineering Training, Cochin, namely :—

1. Short title and commencement.—(1) These rules may be called the Central Institute of Fisheries Nautical and Engineering Training, Cochin, Netmaking Supervisor, Senior Netmaker and Netmaker Recruitment Rules, 2012.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of the posts, classification and pay band, grade pay or pay scale.—The number of posts, their classification and the pay band, grade pay or pay scale attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc.— The method of recruitment to the said posts, age limit, qualifications and other matters relating therto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification. —No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

The maximum age limit for appointment on deputation (Including short term contract) shall be not exceeding 56 years as on the closing date of the receipt of application.
