का.नि.आ. 16.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और रक्षा उत्पादन और आपूत विभाग, क्वालिटी आश्वासन महानिदेशालय समूह 'ग' और समूह 'घ' अराजपत्रिात, अननुसचिवीय ;अग्निशमन कर्मचारीवृंदद्ध भर्ती नियम, 2000 को, उन बातों के सिवाए, अध्क्रिांत करते हुए जिन्हें ऐसे अध्क्रिमण से पहले किया गया है या करने का लोप किया गया है, रक्षा मंत्राालय, ;रक्षा उत्पादन विभागद्ध, क्वालिटी आश्वासन महानिदेशालय में स्टेशन आपिफसर, लीडग पफायरमैन और पफायरमैन, दमकल चालक के समूह 'ग' पदों पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम रक्षा मंत्राालय ;रक्षा उत्पादन विभागद्ध, क्वालिटी आश्वासन महानिदेशालय समूह 'ग', अराजपत्रिात, अननुसचिवीय ;अग्निशमन कर्मचारीवृंदद्ध भर्ती नियम, 2012 है ।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पदों की संख्या, वर्गीकरण और वेतन बैंड तथा ग्रेड वेतन या वेतनमान.—उक्त पदों की संख्या, उनका वर्गीकरण, और उनके वेतन बैंड और गे्रड वेतन या वेतनमान वे होंगे, जो उक्त अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

3. भर्ती की प(ति, आयु-सीमा, अन्य अर्हताएं आदि.—उक्त पदों पर भर्ती की प(ति, आयु-सीमा, अर्हताएं और उससे संबंध्ति अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ;5द्ध से स्तंभ ;13द्ध में विनिदष्ट हैं ।

4. निरर्हता.—वह व्यक्ति,—

;कद्ध जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या ;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पदों में से किसी पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह, उस व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर है तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब( करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

प्रोन्नति द्वारा

प्रोन्नति :

ऐसा लीडग पफायरमैन जिसने वेतन बैंड-1, 5200—20200 रु. ध्न 2000 रु. गे्रड वेतन में नियमित आधर पर उस पद पर नियुक्ति के पश्चात्‌ उस श्रेणी में दस वर्ष नियमित सेवा की है । टिप्पण 1 : इन नियमों की अध्सिूचना की तारीख को नियमित आधर पर लीडग पफायरमैन ;तत्कालीन लीडग हैंड पफायरद्ध का पोषक पद धरण करने वाले व्यक्तियों की दशा में अर्हक सेवा ;छह वर्षद्ध का समान रहना जारी रहेगा । टिप्पण 2 : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध् में, जिन्होंने अपनी अर्हक/ पात्राता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो जहां उनसे ज्येष्ठ व्यक्तियों के संबंध् में भी विचार किया जाएगा परन्तु यह तब जबकि उसके द्वारा की गई ऐसी अर्हक/पात्राता सेवा, अपेक्षित अर्हक/पात्राता सेवा के आध्े से अध्कि से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक/पात्राता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवध् िसपफलतापूर्वक पूरी कर ली हो ।

टिप्पण 3 : प्रोन्नति के प्रयोजन के लिए, किसी अध्किारी द्वारा 1 जनवरी, 2006 से या उस तारीख से, जिसको छठे वेतन आयोग की सिपफारिशों पर आधारित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, पूर्व नियमित आधार पर की गई सेवा को उक्त आयोग की सिपफारिशों के आधर पर विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान में की गई सेवा समझा जाएगा, सिवाय उस दशा के, जहां एक से अध्कि पूर्व-पुनरीक्षित वेतनमानों का सामान्य ग्रेड वेतन या वेतनमानों के साथ एक श्रेणी में विलय हो गया है, और जहां यह लाभ केवल उस पद ;उन पदोंद्ध के लिए विस्तारित होगा जिसके ;जिनकेद्ध लिए वह ग्रेड वेतन या वेतनमान बिना किसी उन्नयन के साधरण प्रतिस्थापन ग्रेड है ।

प्रोन्नति :

ऐसा पफायरमैन जिसने वेतन बैंड-1, 5200—20200 रु. ध्न 1900 रु. गे्रड वेतन में नियमित आधर पर उस पद पर नियुक्ति के पश्चात्‌ उस श्रेणी में तीन वर्ष नियमित सेवा की है ।

*कार्यभार के सेवा, समूह 'ग', 5200— ;केन्द्रीय सरकार द्वारा समय-समय आधर पर अराजपत्रिात, 20200 रु. पर जारी किए गए अनुदेशों या परिवर्तन किया अननुसचिवीय और ग्रेड वेतन आदेशों के अनुसार सरकारी सेवकों जा सकता है । 1900 रफ. के लिए, सामान्य अभ्यथयों की दशा में 40 वर्ष तक तथा अनुसूचित जाति और अनुसूचित जनजाति के अभ्यथयों की दशा में 45 वर्ष तक शिथिल की जा सकती है ।द्ध[भाग II—खण्ड 4] भारत का राजपत्रा : मार्च 17, 2012/पफाल्गुन 27, 1933 73 ;6द्ध टिप्पण 1 : आयु-सीमा अवधारित करने के लिए निर्णायक तारीख भारत में अभ्यथयों से आवेदन प्राप्त करने के लिए नियत की गई अंतिम तारीख होगी ;न कि वह अंतिम तारीख जो असम, मेघालय, अरफणाचल प्रदेश, मिजोरम, मणिपुर, नागालैंड, त्रिापुरा, सिक्किम, जम्मू-कश्मीर राज्य के लद्‌दाख खंड, हिमाचल प्रदेश के लाहौल और स्पीति जिले तथा चम्बा जिले के पांगी उप-खंड, अंदमान और निकोबार द्वीप या लक्षद्वीप के अभ्यथयों के लिए विहित की गई हैद्ध। टिप्पण 2 : रोजगार कार्यालयों के माध्यम से की जाने वाली नियुक्ति की दशा में, आयु-सीमा अवधरित करने के लिए निर्णायक तारीख वह अंतिम तारीख होगी जिस पर रोजगार कार्यालयों से नाम भेजने के लिए कहा गया है ।

;iiद्ध अग्नि अनुसंधन, रक्षा संस्थान से साधरण अग्निशमन का पाठ्‌यक्रम या राष्ट्रीय अग्निसेवा महाविद्यालय नागपुर से सब-आपिफसर पाठ्‌यक्रम या मान्यताप्राप्त संस्थान से समकक्ष

;iiiद्ध शारीरिक रूप से योग्य और श्रम साध्य कर्तव्य करने में समर्थ होना चाहिए । अर्हता का परीक्षण निम्नलिखित द्वारा किया जाएगा :

1. जूता के बिना ऊंचाई — 165 सेंमी.

2. छाती ;बिना पुफलाएद्ध — 81.5 सेंमी.

3. छाती ;पुफलाकरद्ध — 86 सेंमी.

4. वजन — 50 किलोग्राम ;न्यूनतमद्ध

क्षमता परीक्षण :

;कद्ध पफायरमैन द्वारा 63.5 किलोग्राम के व्यक्ति को 96 सेकण्ड के भीतर 183 मीटर की दूरी तक उठाकर ले जाना ।

;खद्ध 2.7 मीटर चौड़ी खाई दोनों पैर पर पार करना ;लंबी कूदद्ध ।

;गद्ध हाथ और पैर का प्रयोग करते हुए 3 मीटर उध्र्वाकार रस्सी पर चढ़ना ।

टिप्पण — अनुसूचित जनजाति और पहाड़ी इलाकों के अभ्यथयों के लिए 2.5 सेंमी. की रियायत दी जाएगी ।

;ivद्ध प्राथमिक उपचार अग्निशमन उपकरण और टैलर पफायर पंप के उपयोग और उसके अनुरक्षण से सुपरिचित अवश्य होना चाहिए ।

;vद्ध विभिन्न प्रकार से लगी अग्नि के शमन में प्रयोग की जाने वाली अग्निशमन प(तियों के प्रांरभिक सि(ांतों का ज्ञान अवश्य होना चाहिए ।

;viद्ध खाद्य और उपकरणों संबंध्ी कठोर अनुशासन का जानकार होना चाहिए और कर्मीदल के सदस्य आबंटित कार्य को पूरा करने योग्य हो ।

टिप्पण 1 : अर्हताएं, लिखित में रिकार्ड किए जाने वाले कारणों के लिए, अन्यथा सुअहत अभ्यथयों की दशा में सक्षम प्राध्किारी के विवेकानुसार शिथिल की जा सकती है ।

टिप्पण 2 : अनुभव संबंध्ी अर्हता ;अर्हताएंद्ध, लिखित में रिकार्ड किए जाने वाले कारणों के लिए, सक्षम प्राधिकारी के विवेकानुसार अनुसूचित जातियों या अनुसूचित जनजातियों के अभ्यथयों की दशा में तब शिथिल की जा सकती है, जब चयन के किसी प्रक्रम पर सक्षम प्राधिकारी की यह राय है कि आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यथयों के पर्याप्त संख्या में उपलब्ध् होने की संभावना नहीं है ।

New Delhi, the 27th February, 2012

S.R.O. 16.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Department of Defence Production and Supplies, Director General Quality Assurance, Group 'C' and 'D' Non-Gazetted, Non-Ministerial (Fire Fighting Staff) Recruitment Rules, 2000, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to Group 'C' posts of Station Officer, Leading Fireman and Fireman in the Ministry of Defence (Department of Defence Production), Directorate General of Quality Assurance, namely :—

1. Short title and commencement.—(1) These rules may be called the Ministry of Defence (Department of Defence Production), Directorate General of Quality Assurance, Group 'C' Non-Gazetted, Non-Ministerial Posts (Fire Fighting Staff) Recruitment Rules, 2012.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification, pay band and grade pay or pay scale.—The number of said posts, their classification and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed hereto.

3. Method of recruitment, age limit, other qualifications, etc.—The method of recruitment, age limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to any of the said posts :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of these rules.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

From Leading Fireman in Pay Band-1, Rs. 5200—20200 with Grade Pay of Rs. 2000 with ten years' service in the grade rendered after appointment thereto on regular basis.

Note 1 : The eligibility or qualifying service shall continue to be the same (six years) for persons holding the feeder posts of Leading Fireman (erstwhile Leading Hand Fire) on regular basis on the date of notification of these rules.

Note 2 : Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade alongwith their juniors who have already completed such qualifying or eligibility service.

Note 3 : For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to 1st January, 2006 or the date from which the revised pay structure based on the 6th Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the Commission.

Note 2 : In respect of the posts for which appointments are made through the Employment Exchanges, the crucial date for determining the age limit shall in each case, be the last date up to which the Employment Exchanges are asked to submit the names.

(a) Carrying a man (Fireman lift of 63.5 Kg. to a distance of 183 meters within 95 seconds). (b) Clearing 2.7 meters wide ditch landing on both feet (long jump). (c) Climbing 3 meters vertical rope using hand and feet. Note : A concession of 2.5 Cms. in height or chest may be allowed to members of the Scheduled Castes/ Tribes and men from hilly areas.

(iv) Must be familiar with the use and maintenance of first-aid, fire fighting appliances and Trailer Fire Pump.

(v) Must know the elementary principles of fire fighting methods employed in fighting of different types of fire.

(vi) Must be conversant with food and appliance drills and be able to perform the task allotted to the member of a crew.

Note 1 : Qualifications are relaxable at the discretion of the Competent Authority, for reasons to be recorded in writing, in the case of candidates otherwise well qualified. Note 2 : The qualification(s) regarding experience is relaxable at the discretion of the Competent Authority, for reasons to be recorded in writing, in the case of candidates belonging to Scheduled Castes or Scheduled Tribes if at any stage of selection, the Competent Authority is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancy reserved for them.
