सा.का.नि. 81.-राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए संघ लोक सेवा आयोग के कार्यालय में गृह प्रबंधक के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम संघ लोक सेवा आयोग , गृह प्रबंधक समूह ' ख ' पद भर्ती नियम, 2012है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद की संख्या, वर्गीकरण और वेतन बैंड तथा ग्रेड वेतन या वेतनमान. उक्त पद की संख्या , उसका वर्गीकरण और उसका वेतन बैंड तथा ग्रेड वेतन या वेतनमान वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति , आयु-सीमा और अन्यअर्हताएं. उक्त पद पर भर्ती की पद्धति , आयु- सीमा अहंवाएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ( 5 ) से स्तंभ ( 13 ) में विनिर्दिष्ट हैं ।

4. निरर्हता : वह व्यक्ति,-

( क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है , या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह , ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके और संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत. आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृति. इन नियमों की कोई बात , ऐसे आरक्षणों , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों, और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

( i ) किसी मान्यताप्राप्त संस्थान से होटल प्रबंधन में न्यूनतम तीन वर्षीय डिप्लोमा; और

( ii ) अतिथि गृहों या होटलों के रख - रखाव और देखभाल , जिसके अन्तर्गत गृह प्रबंधन का अनुभव भी है , का तीन वर्ष का अनुभव ।

टिप्पणी 1 अर्हताएं अन्यथा सुअर्हित अभ्यर्थियों की दशा में उन कारणों के लिए जो लेखबद्ध किए जाएं कर्मचारी चयन आयोग के विवेकानुसार शिथिल की जा सकती है ।

टिप्पणी 2 : अनुभव संबंधी अर्हताएं उन कारणों के लिए जो

लेखबद्ध किए जाएं कर्मचारी चयन आयोग के विवेकानुसार अनुसूचित जातियों , अनुसूचित जनजातियों के अभ्यर्थियों की दशा में तब शिथिल की जा सकती हैं जब चयन के किसी प्रक्रम पर कर्मचारी चयन आयोग की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यर्थियों के पर्याप्त संख्या में उपलब्ध होने की संभावना नहीं है ।

भर्ती की पद्धति : भर्ती सीधे होगी या प्रोन्नति द्वारा या प्रोन्नति/प्रतिनियुक्ति/आमेलन द्वारा भर्ती की दशा में वे श्रेणियां जिनसे प्रोन्नति/ प्रतिनियुक्ति/आमेलन किया जाएगा

प्रतिनियुक्ति/आमेलन द्वारा तथा विभिन्न पद्धतियों द्वारा भरी जाने वाले रिक्तियों की प्रतिशतता

प्रतिनियुक्ति ( जिसके अन्तर्गत अल्पकालिक संविदा भी है ) :

प्रतिनियुक्ति (जिसके अन्तर्गत अल्पकालिक संविदा भी है ) द्वारा जिसके न हो सकने पर कर्मचारी चयन आयोग के माध्यम से सीधी भर्ती द्वारा ।

केन्द्रीय सरकार या राज्य सरकारों या संघ राज्य क्षेत्रों या विश्वविद्यालयों या मान्यताप्राप्त अनुसंधान संस्थाओं या पब्लिक सेक्टर उपक्रमों या अर्ध सरकारी या कानूनी या स्वायत्त संगठनों के ऐसे अधिकारी :

(क) ( i ) जो मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किए हुए हैं, या

(ii ) जिन्होंने मूल काडर या विभाग में वेतन बैंड-2 , 9300-34800 रु. + ग्रेड वेतन 4200 रु . या समतुल्य में नियमित आधार पर उस पद पर नियुक्तिके पश्चात् उस श्रेणी में पांच वर्ष सेवा की है; और

(ख) जिनके पास स्तंभ 7 में सीधे भर्ती के लिए विहित शैक्षिक अर्हताएं और अनुभव हैं ।

टिप्पणी 1 : प्रतिनियुक्ति की अवधि , जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है , साधारणतया तीन वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति ( जिसके अन्तर्गत अल्पकालिक संविदा भी है ) पर नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी ।

डिष्यणी 2 : प्रतिनियुक्ति के आधार पर नियुक्ति के प्रयोजन के लिए ,

नियमित आधार पर की गई वह सेवा जो अधिकारी द्वारा । जनवरी , 2006 (वह तारीख जिससे छठे केन्द्रीय वेतन आयोग की सिफारिशों पर आधारित पुनरीक्षित वेतन संरचना विस्तारित की गई है ) या उससे पहले की गई है, आयोग की सिफारिशों के आधार पर विस्तारित तत्स्थानी ग्रेड वेतन/वेतनमान में की गई सेवा समझी जाएगी सिवाय इसके कि जांएक से अधिक पूर्व- पुनरीक्षित वेतनमान को एक समान ग्रेड वेतन या बेतनमान के साथ एक ग्रेड में

समामेलित किया गला है , और ब्रहां यह फायदा लेब्रल इस पद्म या का पथों के लिए विसारित किया जाएगा किसके या खितबके लिए यह ग्रेड वेतन वेतनमान बिना किसी उन्मयन के साधारण प्रतिस्थाभित ग्रेड है ।

GS.R. 81.- In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of House Keeper in the Ofice ofUnion Public Service Commission , namely:-

1. Short title and commencement . ( 1 ) These rules may be called the Union Public Service Commission , House Keeper, Group ' B ' post Recruitment Rules , 2012 .

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Number ofposts, classification and Pay Band and Grade Pay or Pay Scale. The number ofpost, its classification and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2 ) to (4 ) of the Schedule annexed to these rules .

3. Method of recruitment , age limit , qualifications , etc. The method ofrecruitment , age limit , qualifications and other matters relating to the said post shall be as specified in columns (5) to ( 13 ) of the said Schedule .

4. Disqualification .-No person ,-

(a) who has entered into or contracted a marriage with a person having a spouse living , or (b) who, having a spouse living , has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said post:

Provided that the Central Government may , if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax . Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order and for reasons to be recorded in writing and in consultation with Union Public Service Commission , relax any of the provisions of these rules with respect to any class or category of persons .

6. Saving. Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , Ex - servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 2 : The qualifications regarding experience is relaxable at the discretion ofthe Staff Selection Commission in the case of candidates belonging to Scheduled Castes or Scheduled Tribes , if at any stage of selection the Staff Selection Commission is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancy reserved for them.

Note 1. The period of deputation including period of deputation in another ex - cadre post held immediately preceding this appointment in the same or some other Organisation or Department of the Central Government shall ordinarily not exceed three years . The maximum age limit for appointment by deputation (including short term contract ) shall not be exceeding 56 years as on the closing date of receipt of application .

Note 2. For the purpose of appointment on deputation basis the service rendered on a regular basis by an officer prior to 1st January, 2006 or (the date from which the revised pay structure based on the Sixth Central Pay Commission recommendation has been extended) shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendation of the Commission except where there has been merger of more than one pre- revised scale of pay into one grade with a common grade pay or pay scale , and where this benefit will extend only for the post or posts for which that grade pay or pay scale is the normal replacement grade without any upgradation.

सा.का. नि. 82.-राष्ट्रपति, सबिधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तिर्षों का प्रयोग करते हुए, कर्मचारी चयन आयोग ( अध्यक्ष और सदस्य ) भर्ती नियम , 2007 का संशोधन करने के लिए निम्नलिखित नियम बनाती हैं , अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ ( 1 ) इन नियमों का संक्षिप्त नाम कर्मचारी चयन आयोग ( अध्यक्ष और सदस्य ) भर्ती ( संशोधन ) नियम, 2012 है ।

(ii ) नियम 4 में के शब्दों, कोष्ठकों और अंकों " स्तम्भ ( 5 ) से ( 14 ) " के स्थान पर " स्तम्भ ( 5 ) से ( 13 ) " शब्द , कोष्ठक और अंक रखे जाएंगे ;

(ii ) सेवा, प्रशासन , सतर्कता , स्थापन और वित्तीय विषय से संबद्ध 15 वर्ष का अनुभव ।

G.S.R. 82. In exercise of the powers conferred by the proviso to article 309 of the Constitution , the President hereby makes the following rules to amend the Staff Selection Commission (Chairman and Members) Recruitment Rules , 2007, namely:-

1. ( 1 ) These rules may be called the Staff Selection Commission ( Chairman and Members ) Recruitment (Amendment) Rules, 2012 .

(2) They shall come into force on the date of their publication in the Official Gazette .

2. In the Staff Selection Commission ( Chairman and Members) Recruitment Rules , 2007 ,-

(i) in rule 3 , for the words " Scale of Pay" , the words "Pay Band and Grade Pay or Pay Scale" shall be substituted;

( ii) in rule 4, for the words , brackets and figures "columns (5) to ( 14) " , the words , brackets and figures " columns ( 5 ) to ( 13 )" shall be substituted;

सा.का.नि. 83. राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और आर्थिक कार्य विभाग , समूह- ग पद [ फोरमैन बाइन्ड्री ( पर्यवेक्षी ) , सहायक आर्टिस्ट ( रिटचिंग ) , ऑफसेट मशीनमैन ( ग्रेड-11 ) और सहायक स्टोरकीपर ] बजट प्रेस भर्ती (संशोधन ) , नियम , 1999 , जहां तक वे सहायक स्टोरकीपर के पद से संबंधित है , का अधिक्रमण करते हुए , सिवाय उन बातों के जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है , वित्त मंत्रालय , आर्थिक कार्य विभाग में सहायक स्टोरकीपर के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों को वित्त मंत्रालय , आर्थिक कार्य विभाग , सहायक स्टोरकीपर ( समूह ' ग ' पद ) भर्ती नियम , 2012 कहा जाएगा

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या, वर्गीकरण , वेतन बैंड तथा ग्रेड वेतन/वेतनमान. उक्त पद की संख्या , उसका वर्गीकरण और उसका वेतन बैंड तथा ग्रेड वेतन /वेतनमान वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति , आयु- सीमा और अन्य अर्हताएं आदि. उक्त पद की भर्ती की पद्धति, आयु सीमा , अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ( 5 ) से स्तंभ ( 13 ) में विनिर्दिष्ट हैं ।

4. निरर्हता. वह व्यक्ति,

(क) जिसने ऐसे व्यक्ति से , जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है , या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी अन्य व्यक्ति से विवाह किया है ,

उक्त पद पर नियुक्ति के लिए पात्र नहीं होगा :

5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों के संबंध में, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति. इन नियमों की कोई बात ऐसे आरक्षणों, आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों , भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

( i ) किसी मान्यताप्राप्त विश्वविद्यालय से 12वीं कक्षा उत्तीर्ण अथवा इसके समकक्ष ।

( ii ) सरकारी कार्यालय अथवा किसी प्रतिष्ठित प्रिंटिंग प्रेस में स्टोर का कार्य करने का 2 वर्ष का अनुभव ।

वांछनीय:

अंग्रेजी टंकण में 30 शब्द प्रति मिनट अथवा हिन्दी टंकण में 25 शब्द प्रति मिनट की गति होनी चाहिए । टिप्पणी : अनुसूचित जातियों और अनुसूचित जनजातियों से संबद्ध अभ्यर्थियों की दशा में चयन की किसी भी स्थिति में यदि सक्षम प्राधिकारी की यह राय है कि इन समुदायों से उनके लिए आरक्षित रिक्तियों के भरे जाने हेतु अपेक्षित अनुभव प्राप्त अभ्यर्थियों के पर्याप्त संख्या में उपलब्ध होने की संभावना नहीं है तो सक्षम प्राधिकारी के विवेक पर अनुभव संबंधी अर्हताओं में छूट दी जा सकती है जिसके लिए कारण , लेखबद्ध करने होंगे ।

(ख ) जो कॉलम 7 के अंतर्गत सीधी भर्ती के लिए विहित अर्हताएं और अनुभव रखते हों और जिन्होंने नोटिंग तथा प्रारूपण में परीक्षा उत्तीर्ण की हो ।

टिप्पण 1 : केवल केन्द्रीय सरकार के कर्मचारी ही आमेलन पर नियुक्त किए जाने के लिए पात्र होंगे ।

टिप्पण 2 : प्रतिनियुक्ति की अवधि, केन्द्रीय सरकार के इसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य संवर्ग- बाह्य पद पर प्रतिनियुक्ति की अवधि सहित सामान्यतया तीन वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदनों की प्राप्ति की अंतिम तिथि को 56 वर्ष से अधिक नहीं होगी ।

भूतपूर्व सैनिकों के लिए प्रतिनियुक्ति/पुनर्नियोजन

सशस्त्र बलों के कार्मिक जो एक वर्ष के भीतर सेवानिवृत्त होने वाले हैं अथवा जिन्हें रिजर्व में स्थानांतरित किया जाना है और जिनके पास विहित अपेक्षित अनुभव और अर्हताएं हैं, पर भी विचार किया जाएगा । ऐसे व्यक्तियों को प्रतिनियुक्ति पर नियुक्ति उस तारीख तक दी जाएगी जिस तारीख को वे सशस्त्र बलों से कार्यमुक्त होने वाले हैं, उसके पश्चात् उन्हें पुनर्नियोजन पर रखा जा सकता है ।

1. Short title and commencement.-( 1 ) These rules maybe called the Ministry of Finance , Department ofEconomic Affairs,Assistant Storekeeper (Group ' C' post ) , Recruitment Rules , 2012 .

(2) They shall come into force on the date of their publication in the Official Gazette .

3.Method of recruitment, age limit, other qualifications, etc. The method ofrecruitment to the said post, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5 ) to ( 13 ) of the Schedule annexed to these rules .

4. Disqualification.-No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living ; or

(b) who, having a spouse living , has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule.

5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions ofthese rules with respect to any class or category of persons .

6. Saving. Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes , the Ex-servicemen and other special categories ofpersons in accordance with the orders issued by the Central Government from time to time in this regard.

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों को वित्त मंत्रालय , आर्थिक कार्य विभाग , बाइन्ड्री सहायक ( समूह ' ग' पद ) भर्ती नियम, 2012 कहा जाएगा ।

(2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या , वर्गीकरण वेतन बैंड तथा ग्रेड वेतन/वेतनमान, उक्त पद की संख्या, उसका वर्गीकरण और वेतन बैंड तथा उससे संबद्ध ग्रेड वेतन या वेतनमान वह होगा , जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति , आयु सीमा , और अन्य अर्हताएं आदि. उक्त पद की भर्ती की पद्धति, आयु सीमा , अहंताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ( 5 ) से स्तंभ ( 13 ) में विनिर्दिष्ट हैं ।

In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Finance , Department of Economic Affairs , Group-C posts Artist ( Retouching ) , Machine Operator , Press Assistant ( Maintenance ) , Press Assistant ( General ) , Cameraman , Platemaker , Offset Machine Assistant BinderGrade - I , Storekeeper, Bindry Assistant and Attendant ( Offset Machine ) Recruitment Rules , 2000 , in so far as they relate to the post of Bindry Assistant , except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the post of Bindry Assistant in the Ministry of Finance , Department of Economic Affairs , namely :-

1. Short title and commencement.-( 1 ) These rules maybe called the Ministry of Finance, Department ofEconomic Affairs , BindryAssistant (Group ' C' post) Recruitment Rules , 2012 .

(2)They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification , Pay band and Grade Pay or pay scale. The number ofpost, its classification and the pay band and grade pay or pay scale attached threto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules .

3. Method of recruitment, age- limit, other qualifications , etc. The method of recruitment to the said post, age limit, qualifications and other matters relating thereto shall be as specified in columns( 5) to ( 13 ) of the said Schedule .

4.Disqualification-No person,-

(a)who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule.

5. Power to relax .-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving. Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex- servicemen, other Backward classes and other special categories ofpersons in accordance with the orders issued by the Central Government from time to time in this regard.

(ii ) जिन्होंने मूल कैडर/ विभाग में 7600 रु. ग्रेड वेतन और वेतन बैंड-3 में वेतनमान 15600-39100 रु. या समकक्ष में नियुक्ति के पश्चात् नियमित आधार पर उस श्रेणी में पांच वर्ष सेवा की है; और

(iii ) जिन्होंने मूल कैडर/ विभाग में 7600 रु. ग्रेड वेतन और 15600- 39100 रु. वेतनमान बैंड-3 में नियुक्ति के पश्चात् नियमित आधार पर उस श्रेणी में दस वर्ष सेवा की हो; और जिनके पास स्तंभ ४ ( ख ) में सीधे भर्ती किए जाने वाले व्यक्तियों के लिए विहित शैक्षिक अर्हताएं और अनुभव हैं ।

टिप्पणी 1 : वेतन बैंड-3 , 15600-39100 रु. और ग्रेड वेतन 6600 रु. में ऐसे विभागीय उप निदेशक- सह - क्यूरेटर और प्रादेशिक अधिकारियों पर भी जिन्होंने दस वर्ष नियमित सेवा की है , प्रतिनियुक्त किए जाने वाले व्यक्तियों के साथ विचार किया जाएगा और यदि उनमें से किसी का पद पर नियुक्ति के लिए चयन किया जाता है , तो वह प्रोन्नति द्वारा भरा गया समझा जाएगा ।

टिप्पणी 2 : प्रतिनियुक्ति की अवधि ( आईएसटीसी ) जिसके अंतर्गत केंद्रीय सरकार के उसी या किसी अन्य संगठन/ विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पदों पर प्रतिनियुक्ति की अवधि साधारणतः पांच वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु- सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी ।

In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the National Film Archive of India Director , Group ' A' Post Recruitment Rules , 2005 , in so far as they relate to the post of Director, except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the post of Director , National Film Archive of India, Pune , Ministry of Information and Broadcasting , namely :-

1. Short title and commencement.-( 1 ) These rules may be called the Ministry of Information and Broadcasting, National Film Archive of India (Director, Group ' A' post Recruitment ) Rules , 2011 .

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Number of post , classification and scale of pay. The number of post , its classification and the scale of pay attached thereto shall be specified in columns (2) to ( 4) of the Schedule annexed to these rules .

3. Method of recruitment , age limit , qualifications , etc. The method of recruitment to the said post, age - limit, qualifications and other matters connected there with shall be as specified in column (5) to ( 14) of the said Schedule.

4. Disqualification . No person ,

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who , having a spouse living , has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing . exempt any person from the operation of this rule.

5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order , for reasons to be recorded in writing and in consultation with the Union Public Service Commission , relax any of the provisions of these rules with respect to any class or category of persons .

सा.का.मि. 86.-राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और जल संसाधन मंत्रालय , लेखाकार ( बजट और तकनीकी ) समूह ' ख ' पद भर्ती नियम, 2008 , को , जहां तक उनका संबंध लेखाकार ( बजट और तकनीकी ) के पद से है , उन बातों के सिवाय , जिन्हें अधिक्रान्त करते हुए जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है , जल संसाधन मंत्रालय में लेखाकार ( बजट और तकनीकी ) के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं , अर्थात्-

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम जल संसाधन मंत्रालय , लेखाकार ( बजट और तकनीकी) समूह ' ख' पद भर्ती नियम , 2012 है ।

(2 ) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद की संख्या , वर्गीकरण और वेतनमान.-उक्त पदों की संख्या, उसका वर्गीकरण और वेतनमान वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ (4 ) में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति , आयु- सीमा अर्हताएं आदि-उक्त पद पर भर्ती की पद्धति, आयु सीमा , अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ( 5 ) से स्तम्भ ( 13 ) में विनिर्दिष्ट हैं ।

4. मिरर्हता. वह व्यक्ति,

(क ) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या विवाह की संविदा की है; या

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं , उन्हें लेखबद्ध करके , तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति. इन नियमों की कोई बात , ऐसे आरक्षणों , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

सशस्त्र बल के जूनियर कमिशंड आफिसर या समतुल्य पद के ऐसे कार्मिकों के संबंध में भी विचार किया जाएगा जो एक वर्ष के भीतर सेवानिवृत्त होने वाले हैं या रिजर्व में स्थानांतरित किए जाने वाले हैं और जिनके पास ऊपर विनिर्दिष्ट अपेक्षित अनुभव/प्रशिक्षण हैं। यदि चयन हो जाता है तो ऐसे व्यक्तियों को उस तारीख तक प्रतिनियुक्ति के निर्बंधनों पर रखा जाएगा जिस तारीख से उन्हें सशस्त्र बल से मुक्त किया जाना है; तत्पश्चात् उन्हें पुनः नियोजन पर बने रहने दिया जा सकता है । यदि ऐसे अर्हक अधिकारी , पद पर वास्तविक चयन से पहले सेवानिवृत्त हो जाते हैं या रिजर्व में स्थानांतरित कर दिए जाते हैं तो उनकी नियुक्ति पुनः नियोजन के आधार पर होगी ।

टिप्पण: पुनः नियोजन सिवल पदों के संदर्भ में अधिवर्षिता की आयु तक ।

GS.R. 86. In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession ofthe Ministry of Water Resources , Accountant (Budget and Technical ) Group ' B ' post , Recruitment Rules , 2008 , except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Accountant ( Budget and Technical ) in the Ministry of Water Resources , namely:-

1. Short title and commencement. ( 1 ) These rules may be called the Ministry of Water Resources , Accountant (Budget and Technical ) Group ' B ' Posts Recruitment Rules , 2012 .

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Number ofposts, classification , pay band and grade pay or pay scale. The number ofpost, its classification , pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4 ) ofthe Schedule annexed to these rules .

3. Method of recruitment, age limit, qualifications, etc.-The method ofrecruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to ( 13 ) of the said Schedule .

4. Disqualifications .-No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person , shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax. Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving. Nothing in these rules shall affect reservation , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Schedule Tribes , ex - servicemen and other special categories of persons in accordance with the orders issued by the Central Govemment from time to time in this regard.

(iii) with ten years service in the grade rendered after appointment thereto on regular basis in the scale of pay of Rs . 5200-20200 in grade pay of Rs . 2400 in PB- 1 or equivalent in the parent cadre or Department ; and

(B) ( i) who have undergone training in cash and accounts work in the Institute of Secretariat Training and Management and possess three years ' experience of cash , accounts and budget work; OR

(ii) Pass the Subordinate Accounts Service examination conducted by any of the organised Accounts Department of the Central Government .

Note 1 : Period ofdeputation including period of deputation in another ex- cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not to exceed three years .

Note 2: The maximum age limit for appointment by deputation shall not be exceeding 56 years as on the closing date of receipt of applications .

Note 3. For the purpose of appointment on deputation basis , the service rendered on a regular basis by an officer prior to 1st January, 2006, the date from which the revised pay structure based on the 6th Central Pay Commission recommendation has been extended , shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the pay commission except where there has been merger of more than one pre- revised scale of pay into one grade with a common grade pay or pay scale, and where this benefit will extend only for the posts) for which that grade pay or pay scale is the normal replacement grade without any upgradation .

ForArmed Forces Personnel:

Deputation/Re-employment

TheArmed Forces Personnel of the rank of the Junior Commissioned Officer or equivalent due to retire or to be transferred to reserve withina period of one year and having the requisite experience and qualification prescribed above /training shall also be considered. If selected, such persons will be given deputation term upto the date on which they are due for release from the Armed Forces and thereafter they may be continued on re -employment basis . In case , such eligible officers have retired or have been transferred to reserve before the actual selection to the post is made , their appointment will be on re- employment basis .

Note. Re-employment upto the age of superannuation with reference to civil post .

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम राष्ट्रीय प्रतिदर्श सर्वेक्षण कार्यालय समंक विधायन प्रभाग और सर्वेक्षण अभिकल्प एवं अनुसंधान प्रभाग , स्टॉफ कार ड्राईवर ( साधारण श्रेणी ) भर्ती नियम , 2012 है ।

(2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या , वर्गीकरण , वेतन बैंड और ग्रेड वेतन या वेतनमान. उक्त पद की संख्या , उनका वर्गीकरण तथा उनके वेतन बैंड और ग्रेड वेतन या वेतनमान वे होंगे , जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट हैं ।

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं , उन्हें लेखबद्ध करके . इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति. इन नियमों की कोई बात , ऐसे आरक्षणों, आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों , अनुसूचित जनजातियों, अन्य पिछड़े वर्गों. भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

टिप्पण 2 : आयु- सीमा अवधारित करने के लिए निर्णायक तारीख भारत में अभ्यर्थियों से आवेदन प्राप्त करने की अंतिम तारीख होगी ( न कि वह अंतिम तारीख जो अंडमान और निकोबार द्वीप और लक्षद्वीप के अभ्यर्थियों के लिए विहित की गई है ) ।

यदि भर्ती रोजगार कार्यालय के माध्यम से हुई है , आयु- सीमा निर्धारित करने की निर्णायक अंतिम तिथि वह होगी जिस तिथि तक रोजगार कार्यालयों से नाम प्रस्तुत करने के लिए कहा गया है ।

5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति. इन नियमों की कोई बात , ऐसे आरक्षणों , आयु सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों , अनुसूचित जनजातियों, अन्य पिछड़े वर्गों , भूतपूर्व सैनिकों और अन्य विशेष वर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

G.S.R. 88.-In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession ofthe Directorate General of Supplies and Disposals , ( Regional Offices ) Junior Hindi Translator (Recruitment ) Rules , 1982, except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the Post of Junior Translator in the Director General of Supplies and Disposals , Ministry of Commerce and Industry , namely:-

1. Short title and commencement . ( 1 ) These rules may be called the Directorate General of Supplies and Disposals (Regional Offices) Junior Translator Recruitment Rules , 2012 .

(2) They shall come into force from the date of their publication in the Official Gazette .,

2. Number of posts , classification and Pay band and Grade Pay/ scale of pay.--The number of the post , its classification and the scale of pay attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules .

3. Method of recruitment, age - limit , qualification , etc.-The method of recruitment , age limit , qualification and other matters relating to the said post shall be as specified in columns 5 to 13 of the Schedule .

4. Disqualification . No person ,-

(a) who has entered into or contracted a marriage with a person having a spouse living , or

(b) who, having a spouse living, has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said post:

Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , except any person from the operation of this rule .

5. Power to relax .- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order , for reasons to be recorded in writing and in consultation with the Union Public Service Commission , relax any ofthe provisions of the rules with respect to any class or category of persons.

6. Saving. Nothing in these rules shall affect reservation , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , and other special categories of persons in accordance with the orders issued by the Government from time to time in this regard .

सा.का.नि. 89.-राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और भारत में पशु संगरोध और प्रमाणीकरण सेवा ( अवर श्रेणी लिपिक और चपरासी ) भर्ती नियम , 1972 को, जहां तक उसका संबंध अवर श्रेणी लिपिक के पद से है , उन बातों के सिवाय अधिक्रान्त करते हुए जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है , कृषि मंत्रालय , पशुपालन, डेयरी और मत्स्यपालन विभाग के अधीन पशु संगरोध और प्रमाणीकरण सेवा में अवर श्रेणी लिपिक और लिपिक- सह- टंकक के पद पर भर्ती को पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम कृषि मंत्रालय पशुपालन , डेयरी और मत्स्यपालन विभाग, पशु संगरोध और प्रमाणीकरण सेवा , अवर श्रेणी लिपिक और लिपिक-सह- टंकक ( समूह " ग " ) भर्ती नियम , 2012 है ।

(2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या, वर्गीकरण तथा वेतन बैंड और ग्रेड वेतन या वेतनमान, उक्त पदों की संख्या , उनका वर्गीकरण तथा वेतन बैंड और ग्रेड वेतन या वेतनमान वे होंगे , जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट हैं ।

(i ) कर्मचारी चयन आयोग के माध्यम से 85 प्रतिशत सीधी भर्ती द्वारा (i ) कर्मचारी चयन आयोग के माध्यम से 85 प्रतिशत सीधी भर्ती द्वारा ।

(ii ) 10 प्रतिशत रिक्तियां ग्रेड वेतन 1800 रु. में ऐसे समूह ' ग ' कर्मचारीवृंद में से भरी जाएंगी जिनके पास 12वीं कक्षा उत्तीर्ण या समतुल्य अर्हता है और जिन्होंने विभागीय अर्हता परीक्षा के आधार पर उस श्रेणी में तीन वर्ष नियमित सेवा की हो । परीक्षा की पात्रता के लिए अधिकतम आयु पैंतालीस वर्ष है ( अनुसूचित जातियों या अनुसूचित जनजातियों के लिए आयु पचास वर्ष है ) ।

( ii ) 10% रिक्तियां ग्रेड वेतन 1800 रु. में ऐसे समूह ' ग ' कर्मचारी- वृंद में से भरी जाएंगी जिनके पास 12 वीं कक्षा उत्तीर्ण या समतुल्य अर्हता है और जिन्होंने विभागीय अर्हता परीक्षा के आधार पर उस श्रेणी में तीन वर्ष नियमित सेवा की हो । परीक्षा की पात्रता के लिए अधिकतम आयु पैंतालीस वर्ष है ( अनुसूचित जातियों या अनुसूचित जनजातियों के लिए आयु पचास वर्ष है ) ।

टिप्पण: यदि खंड ( ii ) के अधीन उपलब्ध रिक्तियों की संख्या से अधिक कर्मचारी परीक्षा में अर्हित होते हैं तो ऐसी अधिक संख्या वाले कर्मचारियों पर पश्चात्वर्ती वर्षों में होने वाली रिक्तियों को भरने के लिए विचार किया जाएगा जिससे कि किसी पूर्ववर्ती परीक्षा में अर्हित होने वाले कर्मचारियों पर पश्चात्वर्ती परीक्षा में अर्हित होने वाले कर्मचारियों से पहले विचार किया जा सके ।

(iii ) 5 प्रतिशत रिक्तियां ज्येष्ठता - सह- उपयुक्तता के आधार पर ऐसे समूह ' ग ' कर्मचारियों में से भरी जाएंगी जिन्होंने ग्रेड वेतन 1800 रु. के पदों पर तीन वर्ष नियमित सेवा की हो ।

(iii ) 5 प्रतिशत रिक्तियां ज्येष्ठता- सह- उपयुक्तता के आधार पर ऐसे समूह ' ग ' कर्मचारियों में से भरी जाएंगी जिन्होंने गेंड वेतन 1800 रु. के पदों पर तीन वर्ष नियमित सेवा की हो ।

GS.R. 89.- In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Animal Quarantine and Certification Services in India (Lower Division Clerk and Peon) Recruitment Rules , 1972, in so far as they relate to the post of Lower Division Clerk, except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the Post of Lower Divison Clerk and Clerk-cum- Typist in the Animal Quarantine and Certification Services under the Ministry of Agriculture, Department ofAnimal Husbandry, Dairying and Fisheries , namely:-

1. Short title and commencement. ( 1 ) These rules may be called the Ministry of Agriculture, Department of Animal Husbandry, Dairying and Fisheries , Animal Quarantine and Certification Services , Lower Division Clerk andClerk- cum-Typist (Group ' C' ) Recruitment Rules , 2012.

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Number of posts, classification and pay band and Grade Pay or Pay scale. The number ofsaid post, its classification and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2 ) to (4) ofthe Schedule annexed to these rules .

3. Method of recruitment , age- limit , qualification , etc. The method of recruitment to the said posts, age - limit, qualifications and other matters relating thereto shall be as specified in columns (5 ) to ( 13 ) ofthe aforesaid Schedule .

4. Disqualification-No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living , or

(b) who, having a spouse living, has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , except any person from the operation of this rule.

5. Power to relax . Where the Central Government is of the opinion that it is necessary, or expedient so to do, it may, by order, and for reasons to be recorded in writing , relax any of the provisions of the rules with respect to any class or category of persons.

6. Saving . Nothing in these rules shall affect reservation , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , the Ex- servicemen , the Other Backward Classes and other special categories of personsersons in accordance with the orders issued by the Central Government from time to time in thisregard.

सा.का.नि. 90.-राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और क्षेत्रीय कुक्कुट फार्म ( वर्ग III और वर्ग IV अराजपत्रित पद ) भर्ती नियम, 1965 को , जहां तक उसका संबंध सहायक फोरमैन के पद से है , उन बातों के सिवाय अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है , कृषि मंत्रालय ( पशुपालन , डेयरी और मत्स्यपालन विभाग ) के केन्द्रीय कुक्कुट विकास संगठन में सहायक फोरमैन के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती है , अर्थात्:----

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम कृषि मंत्रालय पशुपालन डेयरी और मत्स्य पालन विभाग , केन्द्रीय कुक्कुट विकास संगठन ( सहायक फोरमैन ) भर्ती नियम , 2012 है ।

(2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या , वर्गीकरण , वेतन बैंड और ग्रेड वेत्तन या वेतनमान पदों की संख्या , उनका वर्गीकरण , वेतन बैंड और ग्रेड वेतन या वेतनमान वे होंगे , जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ (4 ) में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति , आयु- सीमा , अर्हताएं आदि:- उक्त पदों पर भर्ती की पद्धति, आयु सीमा , अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तंभ ( 5 ) से स्तंभ ( 13 ) में विनिर्दिष्ट हैं ।

4. निरर्हता : वह व्यक्ति,--

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है , या

(ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय पिंध के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति, जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति. इन नियमों की कोई बात , ऐसे आरक्षणों , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों , अनुसूचित जनजातियों , अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों, और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

1. Short title and commencement.-( 1 ) These rules may be called the Ministry of Agriculture , Department of Animal Husbandry, Dairying and Fisheries , Central Poultry Development Organizations ( Assistant Foreman) Recruitment Rules,2012.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification , pay band and grade pay or pay scale. The number ofposts, their classifica- tion and the pay band and grade pay or pay scale attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules .

3. Method of recruitment, age- limit, qualifications , etc. The method of recruitment to the said post , age- limit, qualifications and other matters relating thereto shall be as specified in columns (5 ) to ( 13 ) of the aforesaid Schedule.

4. Disqualification.-No person ,-

(a) who has entered into or contracted a marriage with a person having a spouse living , or

(b) who , having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule .

5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so todo, it may, by order and for reasons to be recorded in writing , relax any ofthe provisions ofthese rules with respect to any class or category of persons.

6. Saving. Nothing in these rules shall affect reservations, relaxation of age - limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , the Ex- servicemen, the Other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
