गृह मंत्रालय ( भारत के महारजिस्ट्रार का कार्यालय ) नई दिल्ली , 1 मई , 2012

सा.का.नि. 104.-राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , भारत के महारजिस्ट्रार के कार्यालय में अन्वेषक ( भाषा ) , भर्ती नियम , 2011 का अधिक्रमण करते हुए , अधिक्रमण से पहले इस संबंध में की गई या लोप की जाने वाली कार्यवाही को छोड़कर , भारत के महारजिस्ट्रार के कार्यालय में अन्वेषक ( भाषा ) के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनानी हैं , अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का नाम भारत के महारजिस्ट्रार का कार्यालय अन्वेषक ( भाषा ) , भर्ती नियम, 2012 होगा । (2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद की संख्या , वर्गीकरण , पे बैण्ड तथा ग्रेड पे अथवा वेतनमान - उक्त पद की संख्या, उसका वर्गीकरण , पे बैण्ड और ग्रेड पे अथवा वेतनमान वह होगा जो इन नियमों से उपाबद्ध अनुसूची के कालम ( 2 ) से ( 4 ) में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति , आयु- सीमा शैक्षिक अर्हताएं, आदि. उक्त पद पर भर्ती की पद्धति, आयु सीमा , शैक्षिक अर्हताएं और उक्त पद से संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के कालम ( 5 ) से ( 13 ) में विनिर्दिष्ट हैं ।

4. निरर्हताएं. वह व्यक्ति,

(क ) जिसने ऐसे व्यक्ति से, जिसका पति या पत्नी जीवित है , विवाह किया है , या

(ख) जिसमे अमने पति या अपनी पत्नी के जीवित होते हुए किसी अन्य व्यक्ति से विवाह किया है ,

उक्त पद पर नियुक्ति का पात्र नहीं होगा:

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति, जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह, उसके लिए जो कारण हैं उन्हें लेखबद्ध करके और संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों के बारे में , आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृति.-इन नियमों की कोई भी बात ऐसे आरक्षणों , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों , अनुसूचित जनजातियों , अन्य पिछड़े वर्गों , भूतपूर्व सैनिकों, और अन्य विशेष प्रवर्गों के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

क्या सीधे भर्ती किए जाने

( i ) किसी मान्यताप्राप्त विश्वविद्यालय से भाषा-विज्ञान में स्नात्तकोत्तर डिग्री ।

( ii) भाषा विज्ञान में अनुसंधान कार्य अथवा भाषा अथवा बोली अथवा मातृभाषा संबंधी अन्वेषण और रिपोर्ट तैयार करने सहित जनगणना के भाषा संबंधी आंकड़ों की जांच और संकलन में दो वर्ष का अनुभव ।

टिप्पणी 1 : अन्यथा सुपात्र उम्मीदवार के मामले में कारणों को दर्ज करते हुए कर्मचारी चयन आयोग के विवेकाधीन अर्हता ( ओं ) में छूट दी जा सकती है ।

टिप्पणी 2 : यदि चयन के दौरान किसी अवस्था में कर्मचारी चयन आयोग को यह लगता है कि अनुसूचित जातियों, अनुसूचित जनजातियों के लिए आरक्षित रिक्तियों को भरने के लिए इन समुदायों से अपेक्षित अनुभव रखने वाले उम्मीदवार पर्याप्त संख्या में उपलब्ध नहीं होंगे तो लिखित में कारणों को दर्ज करते हुए कर्मचारी चयन आयोग के विवेकाधीन अनुसूचित जातियों अथवा अनुसूचित जनजातियों के उम्मीदवारों के मामले में अनुभव से संबंधित अर्हता ( ओं ) में छूट दी जा सकती है ।

टिप्पणी: पदधारी के प्रतिनियुक्ति पर होने अथवा लम्बी बीमारी अथवा अध्ययन अवकाश पर होने अथवा अन्य परिस्थितियों के कारण एक वर्ष अथवा उससे अधिक अवधि के लिए हुई रिक्तियों प्रतिनियुक्ति आधार पर केन्द्रीय सरकार के ऐसे अधिकारियों से भरी जा सकती हैं :

(क ) ( i ) जो नियमित आधार पर सदृश पद धारण किए हों; अथवा

( ii ) जिन्होंने ग्रेड पे 2800 रु. सहित पे बैंड- 15200-20200 रु. अथवा समतुल्य पद पर नियमित आधार पर छह वर्ष की सेवा की हो; और

(ख) जो कालम ( 7 ) में सीधे भर्ती के लिए विहित शैक्षिक अर्हताएं और अनुभव रखते हों ।

( केन्द्रीय सरकार के उसी या किसी अन्य संगठन अथवा विभाग में इस नियुक्ति से तुरंत पहले धारित किसी अन्य संवर्ग बाह्य पद पर प्रतिनियुक्ति की अवधि सहित प्रतिनियुक्ति की अवधि सामान्यतः तीन वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त होने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होनी चाहिए ।

टिप्पणी: प्रतिनियुक्ति पर नियुक्ति के उद्देश्य से किसी अधिकारी द्वारा 1-1-2006 से पहले ( वह तिथि जिससे छठे केन्द्रीय वेतन आयोग की सिफारिशों पर आधारित संशोधित वेतन ढांचा लागू किया गया ) की गई नियमित सेवा को वेतन आयोग की अनुशंसा पर आधारित लागू किए गए तदनुरूपी ग्रेड पे अथवा वेतनमान में की गई सेवा माना जाएगा सिवाय उसके जहां एक से अधिक पूर्व संशोधित वेतनमान एक साझा ग्रेड में समान ग्रेड पे अथवा वेतनमान में आमेलित कर दिए गए हैं; और जहां यह लाभ केवल उन पदों को मिल रहा है जिनके लिए उक्त ग्रेड पे अथवा वेतनमान बगैर किसी उन्नयन के सामान्य प्रतिस्थापन ग्रेड के हैं ।

(Office of the Registrar General , India ) New Delhi , the 1st May, 2012

G.S.R. 104. In exercise of the powers conferred by the proviso to article 309 of the Constitution , and in supersession of the Office of the Registrar General , India , Investigator ( Language ) Recruitment Rules , 2001 , except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the post of Investigator (Language ) in the office of the Registrar General , India , namely

1. Short title and commencement. ( 1 ) These rules may be called the Office of the Registrar General , India , Investigator (Language ) Recruitment Rules , 2012 .

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post , classification , Pay Band and Grade Pay or pay scale. The number of post , its classification and the Pay Band and Grade Pay or pay scale attached thereto shall be as specified in columns (2 ) to (4) of the Schedule annexed to these rules .

3. Method of recruitment , age limit , educational qualifications , etc. The method of recruitment , age limit . educational qualifications and other matters relating to the said post shall be as specified in columns 5 to 13 of the said Schedule .

4. Disqualification .-No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living , or

(b) who , having a spouse living , has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule .

5. Power to relax . Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons .

6. Saving. Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , the Other Backward Classes , ex - servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

service rendered on a regular basis by an officer prior to 1-1-2006 ( the date from which the revised pay structure based on the 6th Central Pay Commission recommendation has been extended) shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the pay commission except where there has beenmerger of more than one pre - revised scale ofpay into one grade with a common grade pay or pay scale , and where this benefit will extend only for the posts ( s ) for which that grade pay or pay scale is the normal replacement grade without any upgradation.

सा.का.नि. 105. राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए साधारण रिजर्व इंजीनियर बल, प्रचालक उत्खनन मशीनरी , रोड रोलर चालक तथा चालक यांत्रिक परिवहन भर्ती नियम , 2004 को , जहां तक उनका संबंध चालक यांत्रिक परिवहन विशेष ग्रेड पद से है , उन बातों के सिवाय अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, सड़क परिवहन एवं राजमार्ग मंत्रालय , सीमा सड़क विकास मंडल , सामान्य रिजर्व इंजीनियर बल ( सीमा सड़क संगठन ) में चालक यांत्रिक परिवहन विशेष ग्रेड पद के भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्

2. पदों की संख्या , वर्गीकरण , वेतन बैंड और ग्रेड वेतन या वेतनमान. उक्त पदों की संख्या , उनका वर्गीकरण वेतन बैंड और ग्रेड वेतन या वेतनमान इन नियमों के साथ संलग्न अनुसूची के स्तम्भ 2 से 4 तक में विनिर्दिष्ट हैं ।

प्रोन्नति : ऐसे चालक यांत्रिक परिवहन ग्रेड 1 जिन्होंने वेतन बैंड -1 5200- 20200 रु. +ग्रेड वेतन 2800 रु. सहित उस श्रेणी में छः वर्ष की नियमित सेवा कीहो ।

टिप्पणी 1 : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हक या पात्रता सेवा पूरी कर ली है , प्रोन्नति के लिए विचार किया जा रहा हो , वहां उनसे ज्येष्ठ व्यक्तियों के संबंध में भीं विचार किया जाएगा परन्तु यह तब जबकि उनके द्वारा की गई ऐसी अर्हक या पात्रता सेवा, अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक से या दो वर्ष से , इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित , जिन्होंने ऐसी अर्हक/पात्रता सेवा पहले ही पूरी कर ली है और उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो ।

टिप्पणी 2 : प्रोन्नति के लिए न्यूनतम अर्हक सेवा की संगणना के लिए अधिकारी ने 1 जनवरी 2006 से पूर्व नियमित आधार पर सेवा की हो या जिस तिथि से छठे केन्द्रीय वेतन आयोग की सिफारिशों के आधार पर परिशोधिक वेतन लागू किया गया है , यह माना जाएगा कि उक्त वेतन आयोग की सिफारिशों के आधार पर लागू तत्समान ग्रेड वेतन या वेतनमान में अधिकारी ने सेवा की है , इसके सिवाय जहां एक से अधिक पूर्व परिशोधित वेतनमान एक ग्रेड में सामान्य ग्रेड वेतन या वेतनमान के साथ मिला दिए गए हों और जहां इस लाभ को केवल पद ( पदों ) के लिए ही दिया गया हो जिसका ग्रेड वेतन या वेतनमान बिना किसी उन्नयन के सामान्य परिवर्तित ग्रेड को दिया गया हो ।

In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the General Reserve Engineer Force (Operator Excavating Machinery, Driver Road Roller and Driver Mechanical Transport) Recruitment Rules , 2004 , in so far as they relate to the post ofDriver Mechanical Transport Special Grade, except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the post of Driver Mechanical Transport Special Grade in the Ministry of Road Transport and Highways , Border Roads Development Board, General Reserve Engineer Force (Border Roads Organisation) , namely :-

1. Short title and commencement . ( 1 ) These rules may be called the Ministry of Road Transport and Highways , Border Roads Development Board , General Reserve Engineer Force (Border Roads Organisation) Driver Mechanical Transport Special Grade Recruitment Rules , 2012.

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Number ofposts classification , pay band and grade pay or pay scale.--The number ofsaid post, its classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules .

3. Method of recruitment , age limit, qualifications , etc. The method ofrecruitment, age limit , qualifications and other matters relating thereto shall be as specified in columns 5 to 13 of the said Schedule.

4. Disqualification .-No person ,-

(a) who has entered into or contracted a marriage with a person having a spouse living , or

(b) who , having a spouse living , has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Power to relax .-Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order, for reasons to be recorded in writing and in consultation with the Unton Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons .

6. Saving. Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required tobe provided for the Scheduled Castes , the Scheduled Tribes , Ex- servicemen, Other Backward Classes and other special categories ofpersons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 1 : Where juniors who have completed their qualifying or eligibility service are being considered for promotion , their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years , whichever is less , and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service .

Note 2: For the purpose of computing minimum qualifying service

सा.का.नि. 106.- राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और क्षेत्र संकार्य प्रभाग , राष्ट्रीय प्रतिदर्श सर्वेक्षण संगठन ( हल्के मोटर वाहन ड्राइवर व स्कूटर ड्राइवर ) भर्ती नियमावली , 1988 को उन बातों के सिवाए अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है , क्षेत्र संकार्य प्रभाग , राष्ट्रीय प्रतिदर्श सर्वेक्षण कार्यालय, सांख्यिकी और कार्यक्रम क्रियान्वयन मंत्रालय में ड्राइवर ( श्रेणी 1 ) , ड्राइवर ( श्रेणी 2 ) और ड्राइवर ( साधारण श्रेणी ) के पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम क्षेत्र संकार्य प्रभाग , राष्ट्रीय प्रतिदर्श सर्वेक्षण कार्यालय , में ड्राइवर ( श्रेणी 1 ) , ड्राइवर ( श्रेणी 2 ) और ड्राइवर ( साधारण श्रेणी ) पद भर्ती नियम , 2012 है ।

(2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या , वर्गीकरण व वेतन बैंड तथा ग्रेड वेतन या वेतनमान-उक्त पद की संख्या, उनका वर्गीकरण और उनके वेतन बैंड तथा ग्रेड वेतन या वेतनमान वे होंगे , जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति , आयु- सीमा और अर्हताएं आदि भर्ती की पद्धति, आयु सीमा, अर्हताएं और उससे उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ( 5 ) से स्तंभ ( 13 ) में विनिर्दिष्ट हैं ।

4. आरंभिक गठन. इन नियमों के उपबंधों में अंतर्विष्ट किसी बात के होते हुए भी , राजपत्र में इन नियमों के प्रकाशन की तारीख को कार्मिक एवं प्रशिक्षण विभाग के कार्यालय ज्ञापन संख्यांक 22036/1/92-स्था (डी ) तारीख 30-11-1993 में अंतर्विष्ट अनुदेशों के निबंधनों में नियमित रिक्तियों के विरूद्ध क्षेत्र संकार्य प्रभाग , राष्ट्रीय प्रतिदर्श सर्वेक्षण कार्यालय प्रत्येक श्रेणी अर्थात् ड्राइवर ( श्रेणी 1 ) , ड्राइवर ( श्रेणी 2 ) और ड्राइवर ( साधारण श्रेणी ) में नियुक्त सभी व्यक्ति , इन नियमों के अधीन अपनी-अपनी श्रेणियों में नियुक्त हुए समझे जाएंगे ।

5. निरर्हता. वह व्यक्ति,-

(क ) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है , या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

6. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।

7. व्यावृत्ति. इन नियमों की कोई बात , ऐसे आरक्षणों , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों , अन्य पिछड़े वर्गों , भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

क्षेत्र संकार्य प्रभाग में कार्य कर रहा ऐसा ड्राइवर ( श्रेणी 2 ) जिसने नियमित आधार पर इसमें नियुक्ति के पश्चात् पाँच वर्ष नियमित सेवा की हो और वह समुचित मानक के व्यवसाय परीक्षण उत्तीर्ण करने के अध्यधीन होगा ।

टिप्पण : प्रोन्नति के लिए, न्यूनतम अर्हक सेवा की गणना के प्रयोजन के लिए 1 जनवरी , 2006 या वह तारीख जिसका छठे केन्द्रीय वेतन आयोग की सिफारिशों पर आधारित पुनरीक्षित वेतन संरचना विस्तारित की गई हैं , से पूर्व किसी अधिकारी द्वारा नियमित आधार पर की गई सेवा आयोग की सिफारिशों पर आधारित विस्तारित तत्स्थानी ग्रेड वेतन/वेतनमान में की गई सेवा समझी जाएगी। प्रतिनियुक्ति/आमेलन के आधार पर नियुक्ति के प्रयोजनों के लिए । जनवरी , 2006 या वह तारीख जिसको छठे केन्द्रीय वेतन आयोग की सिफारिशों , पर आधारित पुनरीक्षित वेतन संरचना विस्तारित की गई है , से पूर्व किसी अधिकारी द्वारा नियमित आधार पर की गई सेवा आयोग की सिफारिशों पर आधारित तत्स्थानी ग्रेड वेतन/वेतनमान में की गई सेवा समझी जाएगी , सिवाए इसके जहां एक या एक से अधिक पूर्व पुनरीक्षित वेतनमान का एक सामान्य ग्रेड वेतन/वेतनमान के साथ एक ग्रेड में विलय किया गया है और जहां यह फायदा केवल उस पद या उन पदों को विस्तारित होगा जिसके लिए वह ग्रेड वेतन/वेतनमान बिना किसी उन्नयन के सामान्य प्रतिस्थापन ग्रेड है ।

In exercise ofthe powers conferred by the proviso to article 309 of the Constitution and in supersession ofField Operations Division, National Sample Survey Organisation (Light Motor Vehicle and Scooter Driver ) Recruitment Rules , 1988 , except.asirespects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitmentto the post of Driver Grade - I , Driver - Grade - II and Driver ( Ordinary Grade), in the Field Operations Division, National Sample Survey Office, Ministry of Statistics and Programme Implementation .. namely:

1. Short title and commencement. ( 1) These rules may be called the Field Operations Division, National Sample Survey Office , Driver (Grade I, Grade II and Ordinary Grade ), Recruitment Rules , 2012.

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Number ofposts , classification and pay band and grade pay or pay scale . The number of the said posts , its classification and the scale of pay attached thereto , shall be as specified in columns (2 ) to (4 ) of the Schedule annexed to these rules .

3. Method of recruitment, age limit, and qualifications , etc. The method of recruitment, age limit , qualification and other matters relating to the said post shall be as specified in the columns (5) to ( 13 ) of the said schedule .

4. Initial Constitution . Notwithstanding anything contained in the provisions ofthese rules ail persons appointed to each Grade viz . Driver Grade I , Driver Grade II and Driver (Ordinaly Grade ) in the Field Operations Division , National Sample Survey Office , against the regular vacancies in terms of instructions contained in DOPT's O.M. No. 22036/1/92- Estt. (D) dated 30-11-93 on the date of publication of these Rules in the Official Gazette , shall be deemed to have been appointed in the respective Grades under these Rules .

5. Disqualification .-No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living ; or

(b) who , having a spouse living , has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said post:

6. Power to relax .-Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order , for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons .

7. Saving. Nothing in these rules shall affect reservation , relaxations of age limit and other concessions required to be provided for the Scheduled Castes , Scheduled Tribes, Ex - servicemen and other backward classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard .

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम कृषि मंत्रालय पशुपालन , डेयरी और मत्स्यपालन विभाग , केन्द्रीय पशु प्रजनन फार्म , पशु चिकित्सक ( समूह ' क ' ) भर्ती नियम , 2012 है ।

( 2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या, वर्गीकरण और वेतन बैंड तथा ग्रेड वेतन या वेतनमान, उक्त पदों की संख्या , उनका वर्गीकरण और वेतन बैंड तथा ग्रेड वेतन या वेतनमान वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति, आयु- सीमा और अन्य अर्हताएं आदि. उक्त पद पर भर्ती की पद्धति , आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ 5 से स्तम्भ 13 में विनिर्दिष्ट हैं ।

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह , ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं , उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से विचार - विमर्श कर इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति. इन नियमों की कोई बात , ऐसे आरक्षणों, आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों, अन्य पिछड़े वर्गों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

2. भारतीय पशु चिकित्सा पारिषद या राज्य पशु चिकित्सा परिषद में भारतीय पशु चिकित्सा परिषद अधिनियम 1984 के अधीन पंजीकृत हो ।

3. किसी मान्यताप्राप्त विश्वविद्यालय या संस्थान से पशु प्रजनन और आनुवंशिकी या पशुधन प्रजनन उत्पादन और प्रबंध या मादा रोग और प्रसूति- विज्ञान में स्नातकोतर डिग्री।

4. किसी पशु चिकित्सालय या पॉलिक्लिनिक या पशुफार्म में दो वर्ष का अनुभव ।

टिप्पण । : अर्हताएं अन्यथा सुअर्हित अभ्यर्थियों की दशा में उन कारणों के लिए जो लेखबद्ध किए जाएं संघ लोक सेवा आयोग के विवेकानुसार शिथिल की जा सकती है ।

नियुक्त हुआ समझा जाएगा । यदि उन्नत वेतनमान के पद के लिए उपयुक्त नहीं निर्धारित किए जाते हैं तो ऐसे व्यक्ति पुनरीक्षित वेतन संरचना के वेतन बैंड-2 , वेतनमान 9300-34800 + ग्रेड वेतन 4600 में बने रहेंगे और उनका या उनके मामले प्रत्येक वर्ष पुनरीक्षित होंगे ।

टिप्पण 2 : पदधारी के प्रतिनियुक्ति या लम्बी बीमारी या अध्ययन छुट्टी या किन्ही अन्य परिस्थितियों में एक वर्ष या इससे अधिक अवधि के लिए बाहर रहने के कारण हुई रिक्तियां केन्द्रीय सरकार के निम्नलिखित अधिकारियों में से प्रतिनियुक्ति के आधार पर की जासकेंगी ।

1. Short title and commencement . ( 1 ) These rules may be called the Central Cattle Breeding Farms Ministry of Agriculture , Department ofAnimal Husbandry , Dairying and Fisheries , Veterinary Officer ( Group ' A' ) Recruitment Rules . 2012 .

(2) They shall come into force on the date of their publication in the OfficialGazette.

2. Number of posts , classification and pay band and Grade Pay or Pay scale. The number of the said post , its classification and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2 ) to (4) of the Schedule annexed to these rules .

3. Method ofrecruitment , age- limit and other qualifications . The method of recruitment to the said posts , age- limit, qualifications and other matter relating thereto shall be as specified in columns (5) to ( 13 ) of the said Schedule .

4. Disqualification-No person ,-

(a) who has entered into or contracted a marriage with a person having a spouse living , or

(b) who, having a spouse living , has entered into or contracted a marriage with any person , shall be eligible for appointment to the said post:

Power to relax .-Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order, and for reasons to be recorded in writing , and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons .

6. Saving. Nothing in these rules shall affect reservations relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , ex - servicemen , the Other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 1 : The suitability of a person holding the post of Veterinary Officer or Veterinary Assistant Surgeon appointed in the pre - revised scale ofRs . 6500-10500 prior to upgradation of the said posts to Pay Band- 3 in the scale of Rs . 15600-39100 with Grade Pay of Rs . 5400, on regular basis will be initially assessed by the Com- mission for appointment to the upgraded post . है या करने का लोप किया गया है , मंत्रिमंडल सचिवालय में सहायक पुस्तकालय और सूचना अधिकारी के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती है , अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ ( 1 ) इन नियमों का संक्षिप्त नाग मंत्रिमंडल सचिवालय , सहायक पुस्तकालय और सूचना अधिकारी भर्ती नियम , 2012 है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. प्रारंभिक गठन. इन नियमों से उपाबद्ध अनुसूची के स्तम्भ ( 1 ) में दर्शाए गए पद का पदधारी , जो इन नियमों के प्रवृत्त होने की तारीख को नियमित या दीर्घकालिक आधार पर ऐसा पद धारण किए हुए हैं , को इन नियमों के उपबंधों के अधीन सम्यक रूप से नियुक्त किया गया समझा जाएगा ।

3. पदों की संख्या , वर्गीकरण , और वेतनबैंड तथा ग्रेड वेतन या वेतनमान.- उक्त पद की संख्या , उसका वर्गीकरण और उसका वेतन बैंड या वेतनमान वह होगा , जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ (4 ) में विनिर्दिष्ट हैं ।

4. भर्ती की पद्धति, आयु- सीमा, अर्हता आदि. उक्त पद पर भर्ती की पद्धति , आयु- सीमा , अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तंभ ( 5 ) से स्तंभ ( 13 ) में विनिर्दिष्ट हैं ।

5. निरर्हता. वह व्यक्ति,--

(क ) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है, या

( ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह , ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

6. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

7. व्यावृत्ति. इन नियमों की कोई बात , ऐसे आरक्षण , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों , और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

( i ) किसी मान्यताप्राप्त विश्वविद्यालय से बैचलर डिग्री

( ii ) किसी मान्यताप्राप्त विश्वविद्यालय या संस्थान से पुस्तकालय विज्ञान में बैचलर डिग्री या उसके समतुल्य डिप्लोमा

( iii) केंद्रीय सरकार या राज्य सरकार या पब्लिक सेक्टर उपक्रम या स्वायत्त निकाय या विश्वविद्यालय के पुस्तकालय में दो वर्ष का व्यावसायिक अनुभव या

किसी मान्यताप्राप्त विश्वविद्यालय या संस्थान से कंप्यूटर उपयोजन में डिप्लोमा या उसके समतुल्य ।

वांछनीय : किसी मान्यताप्राप्त विश्वविद्यालय से पुस्तकालय विज्ञान में मास्टर डिग्री ।

टिप्पण: 1. अर्हताएं, अन्यथा सुअर्हित अभ्यर्थियों की दशा में उन कारणों के लिए जो लेखबद्ध किए जाएं, संघ लोक सेवा आयोग कं विवेकानुसार शिथिल की जा सकती है ।

प्रतिनियुक्ति की अवधि , जिसके अंतर्गत केंद्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है साधारणतया तीन वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी ।

टिप्पण: प्रतिनियुक्ति/आमेलन के आधार पर नियुक्ति के प्रयोजन के लिए किसी अधिकारी द्वारा 01 जनवरी , 2006 से पहले /उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिफारिशों पर आधारित पुनरीक्षित वेतन संरचना का विस्तार किया गया है नियमित आधार पर की गई सेवा को, सिवाय उस दशा के जहां एक से अधिक पूर्व पुनरीक्षित वेतन का साधारण ग्रेड वेतन/वेतनमान सहित एक श्रेणी में विलय हो गया है और वहां यह लाभ केवल उस पद ( उन पदों पर विस्तारित होगा जिसके लिए ग्रेड वेतन/वेतनमान बिना किसी उन्नयन का साधारण प्रतिस्थापन ग्रेड है वेतन आयोग की सिफारिशों के आधार पर विस्तारित तत्स्थानी ग्रेड वेतन/वेतनमान पर की गई सेवा समझी जाएगी ) ।

2. Initial Constitution-The incumbent of the post shown in column ( 1 ) of the Schedule annexed to these rules who is holding such post on regular or long term basis on the date of commencement of these rules shall be deemed to have been duly appointed under the provision of these rules .

3. Number of posts , classification and Pay band and Grade Pay or Pay scale . The number ofthe said post , its classification , pay band or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules .

4. Method of recruitment, age-limit and other qualification etc.-- The method of recruitment to the said post . age limit , qualifications and other matters connected therewith shall be as specified in columns (5 ) to ( 13 ) of the aforesaid Schedule .

5. Disqualification No person ,

( a) who has entered into or contracted a marriage with a person having a spouse living , or

(b) who , having a spouse living , has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said post :

6. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order, for reasons to be recorded in writing , and in consultation with the Union Public Service Commission , relax any of the provisions of these rules with respect to any class or category of persons .

7. Saving. Nothing in these rules shall affect reservation , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard .

Essential qualifications :

(i) Bachelor'sDegree of a recognized University

( ii) Bachelor's Degree or equivalent Diploma in Library Science of a recognized University or Institute

(iii) Two years professional experience in a Library of Central Government or State Government or Public Sector Undertakings or Autonomous Bodies or University.

Diploma in Computer Applications from a recognized University or Institute or equivalent.

Desirable :

Master's Degree in Library Science of a recognized University.

Note 1 : Qualification are relaxable at the discretion of the Union Public Service Commission , for reasons to be recorded in writing , in case of candidates otherewise well qualified.

Note 2 : The qualification regarding experience is relaxable at the discretion of the Union Public Service Commission , for reasons to be recorded in writing, in case of candidates belonging to the Scheduled castes or Scheduled Tribes if , at any stage of selection , the Union Public Service Commission is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the posts reserved for them.

Deputation /Absorption

(a)( i) holding analogous posts on regular basis in the parent cadre or Organisation; or

Vacancies caused by the incumbents being away on deputation or long illness or study leave or any other circumstances for a duration of one year or more may be filled on deputation basis from officers of the Central Government .

(ii) with five years' service in the grade rendered after appointment thereto on a regular basis in posts in the Pay Band-2 , Rs . 9300-34800 plus Grade Pay ofRs . 4200 or equivalent in the parent cadre/department; and 664

(b) possessing educational qualifications and experience prescribed fordirect recruits under Column 7 .

Period of deputation including period of deputation in another ex - cadre post held immediately preceding this appointment in the same or some other organisation/ department of the Central Government shall ordinarily not exceed three years . The maximum age limit for appointment by deputation shall not be exceeding 56 years as on the closing date of receipt of applications.

Note : For the purpose of appointment on deputation/ absorption basis , the service rendered on a regular basis by an officer prior to the 1st January , 2006/The date from which the revised pay structure based on the Sixth Central Pay Commission recommendations has been extended , shall be deemed to be service rendered in the corresponding grade pay /pay scale extended based on the recommendations of the pay Commission except where there has been merger of more than one pre- revised scale of pay into one grade with a common grade pay pay scale , and where this benefit will extend only for the post( s) for which that grade pay/ pay scale is the normal replacement grade without any upgradation .
