सा.का.नि. 118. राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और प्रशासनिक सुधार और लोक शिकायत विभाग , गेस्टेटनर प्रचालक ( कनिष्ठ ) भर्ती नियम, 1968 तथा प्रशासनिक सुधार और लोक शिकायत विभाग ( समूह ' ग ' और समूह ' घ ' ) भर्ती नियम , 1968 को , उन बातों के सिवाय अधिक्रान्त करते हुए , जिन्हें ऐसे अधिक्रमण के पूर्व किया गया है या करने का लोप किया गया है, कार्मिक , लोक शिकायत और पेंशन मंत्रालय ( प्रशासनिक सुधार और लोक शिकायत विभाग ) में बहुकार्य कर्मचारिवृंद के पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं , अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ, ( 1 ) कार्मिक, लोक शिकायत और पेंशन मंत्रालय ( प्रशासनिक सुधार और लोक शिकायत विभाग ) ( बहुकार्य कर्मचारिवृंद ) भर्ती नियम, 2012 है ।

(2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पदों की संख्या , वर्गीकरण और वेतन बैंड तथा ग्रेड वेतन, उक्त पदों की संख्या , उनका वर्गीकरण और उनके वेतन बैंड तथा ग्रेड वेतन वे होंगे जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति , आयु-सीमा और अर्हताएं, आदि उक्त पद पर भर्ती की पद्धति , आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ( 5 ) से स्तंभ ( 14 ) में विनिर्दिष्ट हैं ।

4. निरर्हता. वह व्यक्ति,-

( क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है , या

( ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो यह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति. इन नियमों की कोई बात , ऐसे आरक्षणों , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

टिप्पण : आयु- सीमा अवधारित करने के लिए निर्णायक तारीख भारत में अभ्यर्थियों से आवेदन प्राप्त करने के लिए नियत की गई अंतिम तारीख होगी , ( न कि वह अंतिम तारीख जो असम, मेघालय , अरुणाचल प्रदेश , मिजोरम , मणिपुर , नागालैंड, त्रिपुरा , सिक्किम, जम्मू- कश्मीर राज्य के लद्दाख खंड , हिमाचल प्रदेश के लाहौल और स्पीति जिले तथा चम्बा जिले के पांगी उप- खंड , अंदमान और निकोबार द्वीप या लक्षद्वीप के अभ्यर्थियों के लिए विहित की गई है । ) रोजगार कार्यालयों के माध्यम से उन पदों की बाबत जिन पर नियुक्ति की दशा में प्रत्येक मामले में आयु सीमा अवधारित करने के लिए निर्णायक तारीख वह अंतिम तारीख होगी जिस तक रोजगार कार्यालयों से नाम भेजने के लिए कहा गया है ।

GS.R. 118. In exercise ofthe powers conferred by the proviso to article 309 of the Constitution and in supersession ofthe Department of Administrative Reforms and Public Grievances Gestetner Operator ( Junior) Recruitment Rules , 1968 and the Department ofAdministrative Reforms and Public Grievances (Group ' C ' and Group ' D' ) Recruitment Rules , 1968 , except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the posts of Multi Tasking Staff in the Ministry of Personnel , Public Grievances and Pensions (Department ofAdministrative Reforms and Public Grievances ) , namely:-

1. Short title and commencement.-( 1 ) These rules may be called the Ministry of Personnel , Public Grievances and Pensions (Department ofAdministrative Reforms and Public Grievances ) ( Multi Tasking Staff) , Recruitment Rules , 2012 . (2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts , classification and pay band and grade pay. The number of posts , their classification and the pay band and grade pay attached thereto shall be as specified in columns (2) to (4 ) of the Schedule annexed to these rules .

3. Method of recruitment, age limit and qualifications , etc. The method of recruitment, age limit , qualifications and other matters relating to the said posts shall be as specified in columns (5 ) to ( 14) of the aforesaid Schedule .

4. Disqualification .-No person,-

(a) who has entered into or contracted a marriage with a person having aspouse living , or

(b) who, having a spouse living , has entered into or contracted a marriage with any person ,

shall be eligible for appointment to any of the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule .

5. Power to relax .-Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules , with respect to any class or category of persons .

6. Saving. Nothing in these rules shall affect reservation , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes, Ex- servicemen and other special categories ofpersons in accordance with the orders issued by the Central Government from time to time in this regard .

सा.का.नि. 119,-राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और योजना आयोग अनुसंधान सहायक ( अर्थशास्त्र ) भर्ती नियम , 2008 को , उन बातों के सिवाय अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है , योजना आयोग में अनुसंधान सहायक ( अर्थशास्त्र ) के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-

प्रोन्नति:

ऐसे व्यक्ति जिनकी कम्प्यूटर श्रेणी -1 में दस वर्ष की नियमित सेवा है , जिसके न हो सकने पर कम्प्यूटर श्रेणी -1 में जिनकी छह वर्ष की नियमित सेवा है और कम्प्यूटर श्रेणी -1 और कम्प्यूटर श्रेणी -11 में न्यूनतम 18 वर्ष की संयुक्त सेवा है ।

टिप्पण 1 : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में , जिन्होंने अपनी अर्हक या पात्रता सेवा पूरी कर ली है , प्रोन्नति के लिए विचार किया जा रहा हो जहां उनसे ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परन्तु यह तब जबकि उनके द्वारा की गई ऐसी अर्हक/पात्रता सेवा , अपेक्षित अर्हक/पात्रता सेवा के आधे से अधिक से या दो वर्ष से , इनमें से जो भी कम हो , कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित , जिन्होंने ऐसी अर्हक/पात्रता सेवा पहले ही पूरी कर ली है , अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी की ली हो ।

टिप्पण 2 : प्रोन्नति के प्रयोजन के लिए न्यूनतम अर्हक सेवा की गणना में किसी अधिकारी द्वारा 1-1-2006 से पहले या उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिफारिशों पर आधारित पुनरीक्षित वेतन संरचना का विस्तार किया गया है , नियमित आधार पर की गई सेवा को, वेतन आयोग की सिफारिशों पर आधारित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी ।

प्रतिनियुक्ति: केन्द्रीय सरकार के अधीन ऐसे अधिकारी :

(क) ( i ) जो नियमित आधार पर सदृश पद धारण किए हुए हैं , या

( ii ) जिन्होंने मूल काडर या विभाग में वेतन बैंड-1 , वेतनमान 5200-20200 रु. + ग्रेड वेतन 2800 रु. या समतुल्य पद पर उस श्रेणी में छः वर्ष सेवा की है; या

(iii ) जिन्होंने मूल काडर या विभाग में वेतन बैंड -1 , वेतनमान 5200-20200 रु. + ग्रेड वेतन 2400 रु. या समतुल्य पद पर उस श्रेणी में दस वर्ष सेवा की है; और

(ख ) ( i ) किसी मान्यताप्राप्त विश्वविद्यालय से अर्थशास्त्र एक विषय के साथ बैचलर डिग्री;

(ii ) आकड़ों के संचयन , आकड़ों के संकलन तथा विभिन्न स्त्रोतों से प्राप्त आकड़ों का संचयन, आकड़ों का संकलन , उनका विश्लेषण और रिपोर्ट लेखन में कम से कम तीन वर्ष का अनुभव हो ।

पोषक प्रवर्ग के ऐसे विभागीय अधिकारी , जो प्रोन्नति की सीधी पंक्ति में हैं , प्रतिनियुक्ति पर नियुक्तिके लिए विचार किए जाने के पात्र नहीं होंगे । इसी प्रकार प्रतिनियुक्त व्यक्तिप्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे ।

(प्रतिनियुक्ति की अवधि, जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्तिकी अवधि है , साधारणतया 3 वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति पर नियुक्तिके लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी । )

GS.R. 119. In exercise of the powers conferred by the proviso to article 309 ofthe Constitution , and in supersession ofthe Planning Commission Research Assistant (Economics ) Recruitment Rules , 2008 , except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the post of Research Assistant (Economics ) in the Planning Commission , namely:---

1. Short title and commencement.---( 1 ) These rules may be called the Planning Commission Research Assistant (Economics) Recruitment Rules , 2012 .

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Number of posts , classification , pay band and grade pay or pay scale. The number of the said post , its classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2 ) to (4) of the Schedule annexed hereto .

3. Method of recruitment , age limit , qualifications , etc. The method of recruitment , age limit , qualifications and other matters relating thereto shall be specified in columns (5) to ( 13 ) of the said schedule .

4. Disqualification . No person ,-

(a) who has entered into or contracted a marriage with a person having a spouse living ; or

(b) who, having a spouse living , has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said posts:

Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient sotodo , it may, by order , for reasons to be recorded in writing and in consultation with Union Public Service Commission , relax any of the provisions of these rules with respect to any class or category of persons .

6. Saving. Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes, Other Backward Classes , Ex - servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(ii) with six years ' service in posts in Scale of Pay Band- 1 , Rs . 5200- 20200 with grade pay of Rs . 2800 or equivalent in the parent cadre or department; or

(iii) with ten years ' service in posts in Scale of Pay Band - 1 , Rs . 5200-20200 with grade pay of Rs . 2400 or equivalent in the parent cadre or department; and 1

(b) ( i) Possessing Bachelors ' degree with Economics as a subject from a recognized University.

(ii) At least three years ' experience in Collection of data, compilation of data or information from various sources , analysis thereof and reportwriting.

The Departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation/ absorption . Similarly, Deputationists shall not be eligible for consideration for appointment by promotion . (Period ofdeputation including period ofdeputation in another ex- cadre post held immediately preceding this appointment in the same orsome otherOrganization or Department of the Central Government shall ordinarily not exceed three years . The maximum age limit for appointment by deputation shall be not exceeding 56 years as on the closing date of receipt of applications . )

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम नागर विमानन मंत्रालय , रेल संरक्षा आयोग , कनिष्ठ हिन्दी अनुवादक ( समूह ' ख' पद ) भर्ती नियम , 2011 है ।

(2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पदों की संख्या , वर्गीकरण तथा वेतन बैंड और ग्रेड वेतन या वेतनमान. उक्त पदों की संख्या , उनका वर्गीकरण और उनके वेतन बैंड तथा ग्रेड वेतन या वेतनमान वे होंगे , जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ (4 ) में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति , आयु- सीमा और अन्य अर्हताएं. उक्त पद पर भर्ती की पद्धति , आयु सीमा , अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ( 5 ) से स्तंभ ( 13 ) में विनिर्दिष्ट हैं ।

4. निरर्हता. वह व्यक्ति,-

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है , या

(ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।'

6. व्यावृत्ति. इन नियमों की कोई बात , ऐसे आरक्षणों , आयु सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों , भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

टिप्पण 1 : अर्हताएं अन्यथा सुअर्हित अभ्यर्थियों की दशा में कर्मचारी चयन आयोग के विवेकानुसार शिथिल की जा सकती है ।

टिप्पण 2 : अनुभव संबंधी अर्हता ( अर्हताएं ) कर्मचारी चयन आयोग के विवेकानुसार अनुसूचित जातियों और अनुसूचित जनजातियों के अभ्यर्थियों की दशा में तब शिथिल की जा सकती है जब चयन के किसी प्रक्रम पर कर्मचारी चयन आयोग की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यर्थियों के पर्याप्त संख्या में उपलब्ध होने की संभावना नहीं है ।

सा.का.नि. 121.-राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए नागर विमानन मंत्रालय , नागर विमानन महानिदेशालय ( मुख्यालय ) में प्रशासनिक अधिकारी समूह ' ख ' के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम नागर विमानन मंत्रालय , नागर विमानन महानिदेशालय ( मुख्यालय ) प्रशासनिक अधिकारी समूह ' ख ' पद भर्ती नियम , 2012 है ।

(2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. लागू होना.-से नियम इन नियमों से उपाबद्ध अनुसूची में विनिर्दिष्ट पदों पर लागू होंगे ।

3. पद संख्या , वर्गीकरण तथा वेतन बैंड और ग्रेड वेतन या वेतनमान-पद संख्या , उसका वर्गीकरण तथा वेतन बैंड और ग्रेड वेतन या वेतनमान वह होगा , जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ ( 4 ) में यथाविनिर्दिष्ट हैं ।

4. भर्ती की पद्धति , आयु- सीमा और अन्य अर्हताएं. उक्त पद पर भर्ती की पद्धति , आयु - सीमा , अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तंभ ( 5 ) से स्तंभ ( 13 ) में यथाविनिर्दिष्ट हैं ।

5. निरर्हता. वह व्यक्ति ,-

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है, या

( ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है , 724

उक्त पद पर नियुक्ति के लिए पात्र नहीं होगा :

6. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।

7. व्यावृत्ति. इन नियमों की कोई बात , ऐसे आरक्षण , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

टिप्पण 1 : प्रतिनियुक्ति की अवधि , जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य संवर्ग बाह्य पद पर प्रतिनियुक्ति की अवधि साधारणतया तीन वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी ।

GS.R. 121. In exercise of the powers conferred by the proviso to article 309 of the Constitution , the President hereby makes the following rules regulating the method of recruitment for Group ' B ' post of Administrative Officer in Directorate General of Civil Aviation ( Headquarters ) , Ministry of Civil Aviation , namely :-

1. Short title and commencement . ( 1 ) These rules may be called the Ministry of Civil Aviation , Directorate' General ofCivil Aviation ( Headquarters ) , Group ' B ' post ofAdministrative Officer Recruitment Rules , 2012 .

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Application . These rules shall apply to the posts specified in the Schedule annexed to these rules .

3. Number of post , classification and pay band and grade pay or pay scale . The number of the post, their classification and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules .

4. Method of recruitment, age limit and other qualifications. The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to ( 13 ) of the aforesaid schedule .

5. Disqualification .-No person ,-

( a) who has entered into or contracted a marriage with a person having a spouse living ; or .

(b) who, having a spouse living , has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule .

6. Power to relax. Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing , relax any of the provisions of these rules with respect to any class or category of persons in consultation with Union Public Service Commission.

7. Saving. Nothing in these rules shall affect reservations , relaxation of age limits and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , the Other Backward Classes, the Ex - Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time inthis regard.

सा.का.नि. 123. राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और ( i ) जर्सी प्रजनन फार्म ( वर्ग 3 तथा वर्ग 4 पद ) भर्ती नियम, 1968 को, जहां तक उसका संबंध चपरासी और चौकीदार , काफ बॉय , युवा हलवाहा परिचर , दोहक और सफाईवाला के पदों से है , ( ii ) केन्द्रीय पशु प्रजनन फार्म ( वर्ग 3 तथा वर्ग 4 पद ) भर्ती नियम , 1969 को, जहां तक उसका संबंध चपरासी , चौकीदार, माली और सफाईवाला के पदों से है , ( iii ) केन्द्रीय पशु प्रजनन फार्म ( बढ़ई , साईस- सह- तांगा चालक , कर्मशाला परिचर और पम्प घर परिचर ) भर्ती नियम , 1987 को , जहां तक उसका संबंध साईस - सह- तांगा चालक, कर्मशाला परिचर और पम्प घर परिचर के पदों से है , और ( iv ) केन्द्रीय गोपशु प्रजनन फार्म ( ग्रुप " घ " पद) भर्ती नियमावली , 1995 को , उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है , कृषि मंत्रालय के पशुपालन , डेयरी और मत्स्यपालन विभाग में बहु - कार्य कर्मचारिवृंद के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं , अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम कृषि मंत्रालय , पशुपालन , डेयरी और मत्स्यपालन विभाग , केन्द्रीय पशु प्रजनन फार्म, बहु कार्य कर्मचारिवृंद , ( समूह " ग " ) भर्ती नियम , 2012 है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या , वर्गीकरण , वेतन बैंड , ग्रेड वेतन या वेतनमान -उक्त पद की संख्या , उसका वर्गीकरण ,वेतन बैंड, ग्रेड वेतन या वेतनमान वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति , आयु- सीमा , अर्हताएं आदि.-उक्त पद पर भर्ती की पद्धति, आयु- सीमा , अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तंभ ( 5 ) से स्तंभ ( 13 ) में विनिर्दिष्ट हैं ।

7 4. निरर्हता.-वह व्यक्ति,-

(क ) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है; या

(ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है , 732

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तुयदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शंक्रित, जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके , इस नियमों के क्रिसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति. इस सिदामों की कोई आत, ऐसे आरक्षण, आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय-खासा फार जारी किए गए आदेशों के अनुसार अनुसूचित जातियों , अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्मी के व्याक्तियों के लिए उपबंध करना अपेक्षित है ।

In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of(i ) the Jersey Breeding Farms (Class III and Class IV posts ) Recruitment Rules , 1968 , in so far as they relate to the posts of Peon, Watchman , Calf Boy, Young Attendant Ploughmen , Milkers and Sweeper, ( ii ) the Central Cattle Breeding Farms (Class III and Class IV posts) Recruitment Rules , 1969 , in so far as they relate to the posts of Peon, Chowkidar, Mali and Sweeper, ( iii ) the Central Cattle Breeding Farms ( Carpenter , Syce - cum-Tonga Driver, Workshop Attendant and Pump House Attendant) Recruitment Rules , 1987, in so far as they relate to the posts of Syce- cum- Tonga Driver, Workshop Attendant and Pump House Attendant, and ( iv) the Central Cattle Breeding Farm (Group ' D ' posts) Recruitment Rules, 1995 , expect as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the post of Multi - Tasking Staff in the Ministry of Agriculture , Department of Animal Husbandry, Dairying and Fisheries , Central Cattle Breeding Farms , namely :-

1. Short title and commencement .( 1 ) These rules may be called the Ministry of Agriculture , Department of Animal Husbandry, Dairying and Fisheries , Central Cattle Breeding Farm , Multi- Tasking Staff, (Group ' C ' ) Recruitment Rules, 2012 .

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Number ofpost , classification , pay band , grade pay or pay scale. The number ofthe said post, its classification, pay band, grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules .

3. Method of recruitment, age limit, qualifications , etc.-The method of recruitment to the said post , age limit , qualifications and other matters relating thereto shall be as specified in columns ( 5) to ( 13 ) of the aforesaid Schedule .

4. Disqualification . No person ,

(a) who has entered into or contracted a marriage with a person having a spouse living ; or

(b) who, having a spouse living , has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule .

5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing , relax any of the provisions of these rules with respect to any class or category of persons .

6. Saving. Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes , the Ex - servicemen , Other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(iii ) जिन्होंने वेतन बैंड-2 , 9300-34800 ₹ + ग्रेड वेतन 4800 ₹ के पद पर छः वर्ष नियमित सेवा की है और

(ख ) जो निम्नलिखित शैक्षिक अर्हता और अनुभव रखते हैं ।

(i ) किसी मान्यताप्राप्त विश्वविद्यालय से बैचलर डिग्री;

( ii ) स्थापन और लेखा कार्य में पांच वर्ष का अनुभव और सचिवीय प्रशिक्षण और प्रबंधन संस्थान ( आई.एस.टी.एम. ) दिल्ली से प्रशासनिक मामलों से संबंधित प्रशिक्षण प्राप्त किया हो ।

टिप्पण: विभागीय प्रशासनिक अधिकारी जिन्होंने श्रेणी -1 में छह वर्ष की नियमित सेवा की है , बाह्य अभ्यर्थियों के साथ विचार में लिए जाएंगे , यदि चयनित होते हैं तो उस दशा में पद प्रोन्नति द्वारा भरा समझा जाएगा ।

टिप्पण 1 : जहां ऐसे कनिष्ठ व्यक्तियों , जिन्होंने अपनी अर्हक/पात्रता सेवा

पूरी कर ली है , प्रोन्नति के लिए विचार किया जा रहा हो , वहां उनसे वरिष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परन्तु यह तब जबकि उनके द्वारा की गई ऐसी अर्हक/पात्रता सेवा , अपेक्षित अर्हक/पात्रता सेवा के आधे से अधिक से या दो वर्ष से , इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित , जिन्होंने ऐसी अर्हक/पात्रता सेवा पहले ही पूरी कर ली है , अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली है ।

टिप्पण 2 : प्रोन्नति के प्रयोजन लिए न्यूनतम अर्हक सेवा की गणना में किसी अधिकारी द्वारा1-1-2006 से पहले या उस तारीख से , जिससे छठे केन्द्रीय वेतन आयोग की सिफारिशों पर आधारित पुनरीक्षित वेतन संरचना का विस्तार किया गया है , नियमित आधार पर की गई सेवा को , वेतन आयोग की सिफारिशों पर आधारित विस्तारित तत्स्थानी ग्रेड वेतन/वेतनमान पर की गई सेवा समझी जाएगी ।

टिप्पण 3 : पोषक वर्ग के ऐसे विभागीय अधिकारी , जो प्रोन्नति की सीधी पंक्तिमें हैं प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे ।

प्रतिनियुक्तिकी अवधि ( जिसके अंतर्गत अल्पकालिक संविदा भी है ) जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्तिसे ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि साधारणतया तीन वर्ष से अधिक नहीं होगी ।

टिप्पण: पोषक प्रवर्ग के ऐसे विभागीय अधिकारी , जो प्रोन्नति की सीधी पंक्तिमें हैं प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे ।

In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Directorate of Plant Protection , Quarantine and Storage ( Administrative Officer ) Recruitment Rules , 1975 , Directorate of Plant Protection , Quarantine and Storage (Administrative Officer Grade- I ) Recruitment Rules , 1985 and Directorate of Plant Protection , Quarantine and Storage (Administrative Officer Grade - II ) Recruitment Rules , 1986, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Senior Administrative Officer, Administrative Officer Grade- I and Administrative Officer Grade- II in the Directorate of Plant Protection , Quarantine and Storage , Faridabad, under the Department ofAgriculture and Co - operation in the Ministry ofAgriculture , namely:-

1. Short title and commencement. ( 1 ) These rules may be called the Directorate of Plant Protection , Quarantine and Storage, Faridabad, Senior Administrative Officer, Administrative Officer Grade - I and Administrative Officer Grade- II Recruitment Rules , 2012.

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Number of posts , classification and pay band and grade pay or pay scale . The number ofthe said posts , their classification and the pay band, grade pay or pay scale attached thereto shall be as specified in columns (2) to (4 ) of the Schedule amexed to these rules .

3. Method of recruitment , age limit, other qualifications , etc. The method of recruitment to the said posts , age limit , qualifications and other matters relating to the said posts shall be as specified in columns (5 ) to (13 ) ofthe said Schedule .

4. Disqualification. No person,

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living , has entered into or contracted a marriage with any person , shall be eligible for appointment to the said post:

5. Power to relax . Where the Central Government is ofopinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons .

6. Saving . Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , the Ex-Servicemen, the Other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time inthis regard.

1. संक्षिप्त नाम और प्रारंभ ( 1 ) इन नियमों का संक्षिप्त नाम कृषि मंत्रालय, कृषि और सहकारिता विभाग , वनस्पति संरक्षण , संगरोध और संग्रह निदेशालय , फरीदाबाद, धूमन प्रचालक , समूह ' ग ' पद, भर्ती नियम, 2012 है ।

(2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या, वर्गीकरण वेतन बैंड और ग्रेड वेतन या वेतनमान. उक्त पद की संख्या , उसका वर्गीकरण , वेतन बैंड और ग्रेड वेतन या वेतनमान वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति , आयु-सीमा और अन्य अर्हताएं आदि उक्त पद पर भर्ती की पद्धति , आयु- सीमा , अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ( 5 ) से ( 13 ) में विनिर्दिष्ट हैं ।

4. निरर्हता. वह व्यक्ति ,-

(क ) जिसने ऐसे व्यक्ति से जिसका पति या पत्नी जीवित है , विवाह किया है, या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार पर लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो यह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति. इन नियमों की कोई बात ऐसे आरक्षण , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों , भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Directorate of Plant Protection , Quarantine and Storage Fumigation Operator Recruitment Rules , 1992 , except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the post of Fumigation Operator in the Ministry ofAgriculture , Department of Agriculture and Co - operation , Directorate of Plant Protection , Quarantine and Storage , Faridabad namely :----

1. Short title and commencement . ( 1 ) These rules may be called the Ministry of Agriculture , Department of Agriculture and Co - operation , Directorate of Plant Protection , Quarantine and Storage , Faridabad, Fumigation Operator, Group ' C' Post, Recruitment Rules , 2012 .

(2).They shall come into force on the date of their publication in the Official Gazette .

2. Number of post, classification pay band and grade pay or pay scale. The number of the said post , its classification , pay band and grade pay or the scale of pay attached thereto shall be as specified in columns (2 ) to (4) of the Schedule annexed to these rules.

3. Method of recruitment , age limit, other qualifications , etc. The method of recruitment to the said post, age limit , qualifications and other matters relating thereto shall be as specified in columns ( 5) to ( 13 ) of the said Schedule .

4. Disqualification .-No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living , or

(b) who, having a spouse living , has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule .

5. Power to relax . Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing , relax any of the provisions of these rules with respect to any class or category of persons .

6. Saving . Nothing in these rules shall affect reservation , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , ex - servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

प्रोन्नति : 1. बहु- कार्य कर्मचारीवृंद श्रेणी में तीन वर्ष की नियमित सेवा है 2. गैस्टेटनर अनुलिपिकरण मशीनों/ रिजोग्राफ मशीनों के संचालन का अनुभव' हो ।

प्रतिनियुक्ति: - केन्द्रीय सरकार के अधीन ऐसे अधिकारी--

( क) ( i ) जो नियमित आधार पर सदृश पद धारण किए हुए है ; या

( ii ) जिन्होंने वेतन बैंड -1 , 5200-20200 ₹ ग्रेड वेतन -1800 ₹ के पद पर उस श्रेणी में तीन वर्ष नियमित सेवा की है ।

(ख) जिनके पास स्तंभ ( 7 ) में सीधे भर्ती किए जाने वाले व्यक्तियों के लिए विहित शैक्षिक अर्हताएं और अनुभव हैं । ( पोषक प्रवर्ग के ऐसे विभागीय अधिकारी , जो प्रोन्नति की सीधी पंक्ति में हैं , प्रतिनियुक्ति के लिए विचार के पात्र नहीं होंगे इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के पात्र नहीं होंगे । प्रतिनियुक्ति की अवधि, जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति के ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है साधारणतया तीन वर्ष से अधिक नहीं होगी ) ।

6. Saving. Nothing in these rules shall affect reservation , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , the Ex - servicemen , the other Backward Classes , and other special categories of persons in accordance with the orders issued by the Central Government from time to time inthis regard.

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम कृषि मंत्रालय , ( पशुपालन , डेयरी और मत्स्यपालन विभाग ) केन्द्रीय कुक्कुट विकास संगठन , आंकड़ा प्रविष्टि आपरेटर श्रेणी ' क ' ( समूह ' ग ' पद ) भर्ती नियम , 2012 है ।

1. Short title and commencement.-( 1 ) These rules may be called the Ministry of Agriculture (Department of AnimalHustandry, Dairying and Fisheries ) Central Poultry Development Organisation, Data Entry Operator Grade A(Group 'C' post) Recruitment Rules , 2012 .

(2) They shall come into force on the date of their publication in the Official Gazette .

GS.R. 128. In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Group C & D posts in Central Sheep Breeding Farm, Hisar Recruitment Rules , 1985 , in so far as they relate to the posts of Head Clerk and Purchase Assistant, except as respect things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the post of Assistant in the Ministry of Agriculture , Department of Animal Husbandry, Dairying and Fisheries , in the Central Sheep Breeding Farm, Hisar, namely :-

1. Short title and commencement.-( 1 ) These rules may be called the Ministry of Agriculture, Department of Animal Hustandry, Dairying and Fisheries , Central Sheep Breeding Farm , Hisar, Assistant (Group ' C' Post) Recruitment Rules, 2012.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts , classification pay band and grade pay or pay scale. The number of the post, its classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules .

3. Method of recruitment, age limit , qualifications , etc. The method of recruitment , to the said post, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to ( 13 ) of the said Schedule .

4. Disqualification. -No person,

(a) who has entered into or contracted a marriage with a person having a spouse living , or

(b) who , having a spouse living, has entered into or contracted a marriage with any person ,

shall be eligible for appointmentto the said posts :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule .

5. Power to relax .- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing , relax any of the provisions of these rules with respect to any class or category of persons .

6. Saving. Nothing in these rules shall affect reservation , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , the other Backward Classes , Ex- servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time inthisregard.
