सा.का.नि. 129. राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , संघ लोक सेवा आयोग ( सुरक्षा अधिकारी ) भर्ती नियम , 1993 का और संशोधन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ ( 1 ) इन नियमों का संक्षिप्त नाम संघ लोक सेवा आयोग ( सुरक्षा अधिकारी ) भर्ती ( संशोधन ) नियम, 2012है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. संघ लोक सेवा आयोग ( सुरक्षा अधिकारी ) भर्ती नियम, 1993 में,-

(i) नियम 2 में, " वेतनमान " शब्द के स्थान पर , " वेतन बैंड और ग्रेड वेतन या वेतनमान " शब्द रखे जाएंगे ;

(ii ) नियम 3 में, " स्तंभ 5 से स्तंभ 14 " शब्दों और अंकों के स्थान पर, " स्तंभ (5 ) से स्तंभ ( 13 ) " शब्द और अंक रखे जाएंगे ;

(iii ) अनुसूची के स्थान पर निम्नलिखित अनुसूची रखी जाएगी , अर्थात्:-

प्रतिनियुक्ति/आमेलन:

भारत सरकार के सुरक्षा सह अभिकरणों ( अर्थात् आसूचना ब्यूरो/अनुसंधान और विश्लेषण खंड, केन्द्रीय अन्वेषण ब्यूरो , सीमा सुरक्षा बल , केन्द्रीय रिजर्व पुलिस बल , भारत तिब्बत सीमा पुलिस या केन्द्रीय औद्योगिक सुरक्षा बल ) से ऐसे अधिकारी :

(क) ( i ) जो नियमित आधार पर सदृश या समतुल्य पद धारण किए हुए हैं ; या

(ii ) जिन्होंने वेतन बैंड 2; 9300-34800 रु. ग्रेड वेतन 4200 रु. या समतुल्य में नियमित आधार पर नियुक्ति के पश्चात् उस श्रेणी में पांच वर्ष सेवा की है; और

(ख) जिनके पास निम्नलिखित शैक्षिक अर्हताएँ और अनुभव है , अर्थात्:

(i ) किसी मान्यताप्राप्त विश्वविद्यालय से बैचलर डिग्री या समतुल्य; और

(ii ) सुरक्षा व्यवस्था करने , सुरक्षा के विभिन्न पहलुओं से संबंधित जानकारी और आसूचना इकट्ठा करने का दो वर्ष का अनुभव ।

टिप्पण 1 : प्रतिनियुक्ति की अवधि जिसके अंतर्गत कंन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है , साधारणतया तीन वर्ष से अधिक नहींहोगी ।

टिप्पण 2 : प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को छप्पन वर्ष से अधिक नहीं होगी ।

टिप्पण 3 : प्रतिनियुक्ति या आमेलन के आधार पर नियुक्ति के प्रयोजन के लिए किसी अधिकारी द्वारा , 1 जनवरी , 2006 से पहले या उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिफारिशों पर आधारित पुनरीक्षित वेतन संरचना काविस्तार किया गया है , नियमित आधार पर की गई सेवा को , सिवाय उस दशा के जहां एक से अधिक पूर्व पुनरीक्षित वेतनमान का साधारण ग्रेड वेतन या वेतनमान सहित एक श्रेणी में विलय हो गया है और वहां यह लाभ केवल उस पद ( उन पदों ) पर विस्तारित होगा , जिसके लिए ग्रेड वेतन या वेतनमान बिना किसी उन्नयन का साधारण प्रतिस्थापन ग्रेड है , आयोग की सिफारिशों पर आधारित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी ।

यदि विभागीय प्रोन्नति समिति है तो उसकी संरचना

भर्ती करने में किन परिस्थितियों में संघ लोक सेवा आयोग से परामर्श किया जाएगा

GS.R. 129. In exercise of the powers conferred by the proviso to article 309 of the Constitution , the President hereby makes the following rules further to amend the Union Public Service Commission ( Security Officer ) Recruitment Rules , 1993 , namely:

1. Short title and commencement. ( 1 ) These rules may be called the Union Public Service Commission (Security Officer) Recruitment ( Amendment) Rules , 2012.

(2) They shall come into force on the date of their publication in the Official Gazette .

2. In the Union Public Service Commission ( Security Officer ) Recruitment Rules , 1993 ,

(i) in rule 2, for the words " scale of pay " , the words " Pay Band and Grade Pay or Pay Scale " shall be substituted ;

(ii ) in rule 3 , for the words and figures " column 5 to 14 " , the words and figures " column 5 to 13 " shall be substituted ;

(iii) for the Schedule , the following Schedule shall be substituted , namely :

(ii) with five years ' service in the grade rendered after appointment thereto on a regular basis in the Pay Band-2, Rs . 9300-34800 withGrade Pay of Rs . 4200 or equivalent; and

(b) possessing the following educational qualifications and experience , namely:-

(i) Bachelor's degree from a recognised University or equivalent ; and

(ii) two years ' experience in organizing security arrangements , gathering information and intelligence relating to various aspects ofsecurity.

Note 1 : Period ofdeputation including period of deputation in another ex- cadre post held immediately preceding this appointment in the same or some other organization or department of the Central Government shall ordinarily not exceed three years .

Note 2 : The maximum age limit for appointment by deputation shall be not exceeding fifty- six years as on the closing date of the receipt of applications.

Note 3 : For the purpose of appointment on deputation or absorption basis, the service rendered on a regular basis by an officer prior to 1st January, 2006 or the date from which the revised pay structure based on the 6th Central Pay Commission recommendation has been extended , shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendation of the Commission except where there has been merger of more than one pre - revised scale of pay into one grade with a common grade pay or pay scale, and where this benefit will extend only for the post(s) for which that grade pay or pay scale is the normal replacement grade without any upgradation .

सा.का. नि. 130.-राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और वर्ग III पद [ समन्वय निदेशालय ( पुलिस बेतार ) ] भर्ती नियम, 1962 को , जहां तक इसका संबंध कार्यशाला सहायक के पद से है, उन बातों के सिवाए अधिक्रान्त करते हुए जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है , गृह मंत्रालय के अधीन समन्वय निदेशालय ( पुलिस बेतार ) में कार्यशाला सहायक के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम गृह मंत्रालय , समन्वय निदेशालय ( पुलिस बेतार ) , कार्यशाला सहायक, समूह " ग " पद भर्ती नियम , 2012 है ।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या, वर्गीकरण , वेतन बैंड और ग्रेड वेतन या वेतनमान.-उक्त पद की संख्या , उसका वर्गीकरण , उसका वेतन बैंड और ग्रेड वेतन या वेतनमान वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ (4 ) में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति , आयु- सीमा , अर्हताएं आदि.-उक्त पद पर भर्ती की पद्धति, आयु- सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ( 5 ) से स्तंभ ( 13 ) में विनिर्दिष्ट हैं ।

4. निरर्हताएं. वह व्यक्ति,-

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है , या

(ख ) जिसने अपने पति या अपनी पत्नी के जीवित होते हुए किसी व्यक्ति से विवाह किया है ,

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह , ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति.--जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति. इन नियमों की कोई बात, ऐसे आरक्षण, आयु - सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय- समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों , अन्य पिछड़े वर्गों , भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

प्रोन्नति द्वारा जिसके न हो सकने पर सीधी भर्ती द्वारा

ऐसे फिटर जिन्होंने उस श्रेणी में आठ वर्ष नियमित सेवा की है ।

टिप्पणी 1 : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हक या पात्रता सेवा पूरी कर ली है , प्रोन्नति के लिए विचार किया जा रहा हो वहां उनसेज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परन्तु यह तब जब कि उनके द्वारा की गई ऐसी अर्हक या पात्रता सेवा, अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक से या दो वर्ष से , इनमें से जो भी कम हो , कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित , जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है , अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी की ली हो ।

टिप्पणी 2 : प्रोन्नति के लिए न्यूनतम अर्हक सेवा की संगणना करने के प्रयोजन के लिए किसी अधिकारी द्वारा 1 जनवरी , 2006 से पहले या उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिफारिशों पर आधारित पुनरीक्षित वेतन संरचना का विस्तार किया गया है , नियमित आधार पर की गई सेवा को, आयोग की सिफारिशों पर आधारित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान में की गई सेवा समझी जाएगी ।

यदि विभागीय प्रोन्नति समिति है , तो उसकी संरचना

भर्ती करने में किन परिस्थितियों में संघ लोक सेवा आयोग से परामर्श किया जाएगा

In exercise of the powers conferred by the proviso to article 309 ofthe Constitution and in supersession ofthe Class - III posts [ Directorate of Co - ordination (Police Wireless ) ] Recruitment Rules , 1962 , in so far as it relates to the post of the Workshop Assistant except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of the Workshop Assistant in the Directorate of Co - ordination (Police Wireless), under the Ministry of Home Affairs , namely :-

1. Short title and commencement. ( 1 ) These rules may be called the Ministry of Home Affairs , Directorate ofCo- ordination (Police Wireless ) , Workshop Assistant, Group ' C ' Post Recruitment Rules , 2012 .

2. Number of posts , classification , pay band and grade pay or pay scale. The number of the said post, its classification and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4 ) ofthe Schedule annexed to these rules .

3. Method of recruitment , age limit , disqualifications , etc. The method ofrecruitment , age limit , qualifications and other matters relating to the said post shall be as specified in columns (5) to ( 13 ) of the above said Schedule .

4. Disqualifications .-No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who , having a spouse living , has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule.

5. Power to relax .-Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order, for reasons to be recorded in writing , relax any of the provisions of these rules with respect to any class or category of persons .

6. Saving. Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , Other Backward Classes , Ex - servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 131.- राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और केन्द्रीय जल और विद्युत अनुसंधान केन्द्र, पुणे , ( प्रशासनिक और लेखा सेवाएं ) समूह ' ग ' पद भर्ती नियम , 1986 को, जहां तक उसका संबंध ज्येष्ठ अनुवादक के पद से है , उन बातों के सिवाए अधिक्रान्त करते हुए जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है , जल संसाधन मंत्रालय , केन्द्रीय जल और विद्युत अनुसंधान शाला , पुणे में ज्येष्ठ हिन्दी अनुवादक और कनिष्ठ हिन्दी अनुवादक के पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती है , अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम जल संसाधन मंत्रालय , केन्द्रीय जल और विद्युत अनुसंधान शाला , पुणे , प्रशासनिक और लेखा सेवाएं, ज्येष्ठ हिन्दी अनुवादक और कनिष्ठ हिन्दी अनुवादक समूह " ख " पद भर्ती नियम , 2012 है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. लागू होना.-ये नियम , इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 1 ) में विनिर्दिष्ट पदों को लागू होंगे ।

3. पदों की संख्या, वर्गीकरण और वेतन बैंड तथा ग्रेड वेतन या वेतनमान, उक्त पदों की संख्या , उनका वर्गीकरण और उनके वेतन बैंड तथा ग्रेड वेतन या वेतनमान वे होंगे जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट हैं ।

4. भर्ती की पद्धति, आयु- सीमा और अर्हताएं आदि.-उक्त पद पर भर्ती की पद्धति, आयु सीमा , अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ( 5 ) से स्तंभ ( 13 ) में विनिर्दिष्ट हैं ।

5. निरर्हता. वह व्यक्ति,-

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है , या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

6. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके और संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

7. व्यावृत्ति. इन नियमों की कोई बात, ऐसे आरक्षणों , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों और अन्य पिछड़े वर्गों , भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

टिप्पण 1 : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हक या पात्रता सेवा पूरी कर ली है , प्रोन्नति के लिए विचार किया जा रहा हो , वहां उनसेज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परन्तु यह तब जब कि उनके द्वारा की गई ऐसी अर्हक या पात्रता सेवा , अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक से या दो वर्ष से , इनमें से जो भी कम हो , कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित , जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है , अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो ।

टिप्पण 2 : प्रोन्नति के लिए न्यूनतम अर्हक सेवा की गणना के प्रयोजन के लिए 1 जनवरी , 2006 या वह तारीख जिसको छठे केन्द्रीय वेतन आयोग की सिफारिशों पर आधारित पुनरीक्षित वेतन संरचना विस्तारित की गई है , से पूर्व किसी अधिकारी द्वारा नियमित आधार पर की गई सेवा उक्त वेतन आयोग की सिफारिशों पर आधारित विस्तारित तत्स्थानी वेतन या वेतनमान पर की गई सेवा समझी जाएगी सिवाए इसके जहां एक या एक से अधिक पूर्व पुनरीक्षित वेतनमान का एक ग्रेड में विलय किया गया है और जहां यह फायदा केवल उस पद या उन पदों को विस्तारित होगा जिसके लिए वह ग्रेड वेतन या वेतनमान बिना किसी उन्नयन के सामान्य प्रतिस्थापन ग्रेड है ।

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों की संक्षिप्त नाम केन्द्रीय मृदा एवं सामग्री अनुसंधान शाला, नई दिल्ली , सहायक अनुसंधान अधिकारी समूह ' ख ' पद भर्ती नियम , 2012 है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद की संख्या , वर्गीकरण , वेतन बैंड और ग्रेड वेतन या वेतनमान, उक्त पद की संख्या , उसका वर्गीकरण और उसका वेतन बैंड तथा ग्रेड वेतन या वेतनमान वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट हैं ।

टिप्पण 1 : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में , जिन्होंने अपनी अर्हक/ पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो , वहां उनसे ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परन्तु यह तब जबकि उनके द्वारा की गई ऐसी अर्हक/पात्रता सेवा , अपेक्षित अर्हक/पात्रता सेवा के आधे से अधिक से या दो वर्ष से , इनमें से जो भी कम हो , कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसीअर्हक/पात्रता सेवा पहले ही पूरी कर ली है , अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो ।

टिप्पण 2 : प्रोन्नति के लिए न्यूनतम अर्हक सेवा की गणना करने के प्रयोजन के लिए 1 जनवरी , 2006 वह तारीख जिसको छठे केन्द्रीय वेतन आयोग की सिफारिशों पर आधारित पुनरीक्षित वेतन संरचना विस्तारित की गई है , से पूर्व किसी अधिकारी द्वारा नियमित आधार पर की गई सेवा वेतन आयोग की सिफारिशों पर आधारित विस्तारित तत्स्थानी वेतन या वेतनमान में की गई सेवा समझी जाएगी ।

प्रतिनियुक्ति:

केन्द्रीय सरकार के अधीन ऐसे अधिकारी :-

(क) ( i ) जो नियमित आधार पर सदृश पद धारण करते हैं; या

( ii ) जो मूल काडर या विभाग में वेतन बैंड -2 , 9300-34800 रु. और ग्रेड वेतन 4600 रु. के वेतनमान में इसमें नियुक्ति के पश्चात् दो वर्ष नियमित सेवा कर चुके हो; या

( iii ) जो मूल काडर या विभाग में वेतन बैंड-2 , 9300-34800 रु. और ग्रेड वेतन 4200 रु. के वेतनमान में इसमें नियुक्ति के पश्चात् छह वर्ष नियमित सेवा कर चुके हों, तथा

(ख) स्तंभ 8 के अधीन सीधी भर्ती के लिए विहित शैक्षिक अर्हताएं रखते हों ।

टिप्पण 1 : पोषक प्रवर्ग के ऐसे अधिकारी , जो प्रोन्नति की सीधी पंक्ति में हैं प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे और इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे

In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession ofthe Central Soil and Materials Research Station , New Delhi Assistant Research Officer Recruitment Rules , 2001 , except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant Research Officer in the Ministry of Water Resources , the Central Soil and Materials Research Station , New Delhi , namely :-

1. Short title and commencement.---( 1 ) These rules may be called the Central Soil and Materials Research Station, NewDelhi , Assistant Research Officer, Group ' B ' Post Recruitment Rules , 2012.

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Number of post, classification , pay band and grade pay or pay scale. The number ofpost, its classification, the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules .

3. Method of recruitment, age limit , qualifications , etc. The method of recruitment to the said post, age limit , qualifications and other matters relating thereto shall be as specified in columns (5) to ( 13 ) of the said Schedule.

4. Disqualification . -No person ,---

(a) who has entered into or contracted a marriage with a person having aspouse living , or

(b) who, having a spouse living, has entered into or contracted a marriage with any person ,

Nothing in these rules shall affect reservation , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , Ex - servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्र सरकार का यह समाधान हो जाता है कि ऐसा विवाह , ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति. जहां केन्द्र सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां यह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति. इन नियमों की कोई बात , ऐसे आरक्षण, आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय- समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

नोट : यदि खंड ( ii ) के अंतर्गत रिक्तियों की संख्या से अधिक कर्मचारी परीक्षा में अर्हता प्राप्त करते हैं तो ऐसी आधिक्य संख्या में कर्मचारियों पर अगामी वर्षों में उत्पन्न होने वाली रिक्तियों को भरने के लिए विचार किया जाएगा ताकि पहले की परीक्षा में अर्हता प्राप्त करने वाले कर्मचारियों को बाद की परीक्षा में अर्हता प्राप्त करने वालों से पहले विचार किया जा सके । 5 प्रतिशत रिक्तियां 1800 रु. के ग्रेड वेतन के पद तीन वर्षों की नियमित सेवा वाले श्रेणी ' ग ' कर्मचारियों से वरियता- सह-उपयुक्ता आधार पर भरी जाएगी ।

GS.R. 133. In exercise ofthe powers conferred by the proviso to article 309 of the Constitution and in supersession ofthe Ministry of Textiles , Office of the Development Commissioner for Handlooms Lower Division Clerk Recruitment Rules , 2003 , except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the post of Lower Division Clerk in the Ministry of Textiles , Office ofthe Development Commissioner for Handlooms , namely :-

1. Short title and commencement .-( 1 ) These rules may be called the Ministry of Textiles , Office of the Development Commissioner for Handlooms , Lower Division Clerk, Group ' C ' Post Recruitment Rules , 2012.

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Number ofpost, classification , pay band and grade pay or pay scale. The number ofsaid post, its classification, pay band and grade pay or pay scale attached thereto , shall be as specified in columns (2) to (4) of the Schedule annexed to these rules .

3. Method of recruitment , age limit , qualifications , etc. The method of recruitment , age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to ( 13 ) of the said Schedule .

4. Disqualification .-No person ,-- (a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who , having a spouse living , has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said post:

5. Power to relax.--Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order, for reasons to be recorded in writing , relax any of the provisions ofthese rules with respect to any class or category of persons .

6. Saving . Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , Ex - servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note : Ifmore ofsuch employees than the number of vacancies available under clause ( ii ) qualified at the examination , such excess number of employees shall be considered for filling the vacancies arising in the subsequent years so that the employees qualifying at an earlier examination are considered before those who qualify at a later examination .

( iii ) 5% of the vacancies shall be filled on seniority - cum- fitness basis from Group ' C ' employees who have three years regular service in posts with the grade pay of Rs . 1800.

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम वनस्पति संरक्षण , संगरोध और संग्रह निदेशालय , फरीदाबाद , बेतार प्रचालक और बेतार पर्यवेक्षक भर्ती नियम , 2012 है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या , वर्गीकरण, वेतन बैंड और ग्रेड वेतन या वेतनमान, उक्त पदों की संख्या, उसका वर्गीकरण , वेतन बैंड और ग्रेड वेतन या वेतनमान वे होंगे जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट हैं ।

(i ) जो नियमित आधार पर सदृश पद धारण किए हुए हैं ; या

(ii ) जिन्होंने वेतन बैंड -1 , + ग्रेड वेतन 1900 रु. वाले पदों पर आठ वर्ष नियमित सेवा की है; और जिनके पास स्तंभ ( 7 ) के अधीन सीधे भर्ती किए जाने वाले व्यक्तियों के लिए विहित अर्हताएं और अनुभव है ।

टिप्पणः 2 प्रतिनियुक्ति की अवधि, जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि साधारणतया तीन वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा (जिसके अंतर्गत अल्पकालिक संविदा भी है ) आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी ।

टिप्पण 2 जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हक या पात्रता सेवा की पूरी कर ली है , प्रोन्नति के लिए विचार किया जा रहा हो वहां उनसे ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जबकि उनके द्वारा की गई ऐसी अर्हक या पात्रता सेवा , अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक से या दो वर्ष से , इनमें से जो भी कम हो , कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित , जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है , अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो ।

प्रतिनियुक्ति- केन्द्रीय सरकार के अधीन ऐसे अधिकारीः

( 1 ) जो नियमित आधार पर सदृश पद धारण किए हुए हैं या

(2) जिन्होंने वेतन बैंड-1 ( 5200-20200 रु. + ग्रेड वेतन 2400रु. ) वाले पदों पर पाँच वर्ष नियमित सेवा की है , और

(ख) जिनके पास स्तंभ ( 7 ) के अधीन सीधे भर्ती किए जाने वाले व्यक्तियों के लिए विहित अर्हताएं हैं ।

पोषक प्रवर्ग के ऐसे विभागीय अधिकारी , जो प्रोन्नति की सीधी पंक्ति में है , प्रतिनियुक्त के लिए विचार किए जाने के पात्र नहीं होंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे । प्रतिनियुक्ति की अवधि, जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि साधारणतया तीन वर्ष से अधिक नहींहोगी ।

In exercise of the powers conferred by the proviso to article 309 of the Constitution , and in supersession of the Directorate of Plant Protection , Quarantine and Storage ( Wireless Operator and Wireless Supervisor ) Recruitment Rules , 1991 , except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the mothod of recruitment to the posts of Wireless Operator and Wireless Supervisor in the Directorate of Plant Protection , Quarantine and Storage , Faridabad under the Department of Agriculture and Co - operation in the Ministry of Agriculture , namely:-

1. Short title and commencement .-( 1 ) These rules may be called the Directorate of Plant Protection , Quarantine and Storage , Faridabad Wireless Operator and Wireless Supervisor Recruitment Rules , 2012.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts , classification , Pay Band and Grade Pay or Pay Scale . The number of the said posts , their classification and the pay band and grade pay or the pay scale attached thereto shall be as specified in columns (2) to (4 ) ofthe Schedule annexed to these rules .

3. Method of recruitment , age limit , other qualifications , etc. The method of recruitment, to the said posts , age limit , qualifications and other matters relating to the said posts shall be as specified in columns ( 5 ) to ( 13 ) of the aforsaid Schedule .

4. Disqualification .-No person ,-

(a) who has entered into or contracted a marriage with a person having aspouse living , or (b) who, having a spouse living , has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said post:

5. Power to relax . Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order and for reasons to be recorded in writing relax and of the provisions of these rules with respect to any class or category of persons .

6. Saving. Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , the Ex - servicemen , the Other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम वनस्पति संरक्षण , संगरोध एवं संग्रह निदेशालय , फरीदाबाद, मैकेनिक (विद्युत एवं प्रयोगशाला उपस्कर ) और मैकेनिक ( विद्युत ) पद भर्ती नियम , 2012 है ।

(2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद- संख्या, वर्गीकरण , वेतन बैंड और ग्रेड वेतन या वेतनमान, उक्त पदों की संख्या , उनका वर्गीकरण और उनके वेतन बैंड तथा वेतन ग्रेड या वेतनमान वे होंगे जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति , आयु सीमा और अन्य अर्हताएं, आदि उक्त पदों पर भर्ती की पद्धति , आयु- सीमा, अर्हताएं और उनसे संबंधित अन्य बातों वे होंगी जो उक्त अनुसूची के स्तंभ ( 5 ) से स्तंभ ( 13 ) में विनिर्दिष्ट हैं ।

4. निरर्हता. वह व्यक्ति,

( क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है , या विवाह की संविदा की है; या

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार पर लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार है तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं, उनको लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों के बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति. इन नियमों की कोई बात , ऐसे आरक्षणों, आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय- समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

टिप्पण 2 : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हक या

पात्रता सेवा पूरी कर ली है , प्रोन्नति के लिए विचार किया जा रहा हो , तहां उनसे वरिष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परन्तु यह तब जब उनके द्वारा की गई ऐसी अर्हक या पात्रता सेवा , अपेक्षित अर्हक/पात्रता सेवा के आधे से अधिक से या दो वर्ष से , इनमें से जो भी कम हो , कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो ।

प्रतिनियुक्ति पर स्थानान्तरण:

(क) ( i ) जो नियमित आधार पर सदृश पद धारण

(ii ) जिन्होंने वेतन बैंड-1 ( 5200-20200 रु. + ग्रेड वेतन 2400 रु. ) में उस श्रेणी में नियमित आधार पर पांच वर्ष की सेवा की है ।

(iii ) जिनके पास स्तंभ ( 7 ) में सीधे भर्ती किए जाने वाले व्यक्तियों के लिए विहित अर्हताएं और अनुभव हैं ।

टिप्पण 1 : पोषक प्रवर्ग के ऐसे विभागीय अधिकारी , जो प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति, प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे ।

टिप्पण 2 : प्रतिनियुक्ति की अवधि, जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है , साधारणतया 3 वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति पर नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त : करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी ।

the Directorate of Plant Protection , Quarantine and Storage Mechanic (Electrical ) Recruitment Rules , 1990 , except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the mothod of recruitmentto the post of Mechanic (Electrical - cum - Laboratory Equipment) and Mechanic (Electrical ) in the Directorate of Plant Protection , Quarantine and Storage, Faridabad under the Department ofAgriculture and Co - operation in the Ministry ofAgriculture , namely:-

1. Short title and commencement .-( 1 ) These rules may be called the Directorate of Plant Protection , Quarantine and Storage , Faridabad Mechanic (Electrical - cum - Laboratory Equipment) and Mechanic (Electrical ) Recruitment Rules, 2012 .

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Number of posts, classification and pay band and grade pay or pay scale . The number to the said post, their classification and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2 ) to (4) of the Schedule annexed to these rules .

3. Method of recruitment , age limit , other qualifications , etc.-The method of recruitment to the said post, age limit, qualifications and other matters relating to the said posts shall be as specified in columns (5 ) to ( 13 ) of the said Schedule .

4. Disqualification .-No person, ---

(a) who has entered into or contracted a marriage with a person having aspouse living , or

(b) who, having a spouse living , has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said post :

5. Power to relax.--Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons .

6. Saving. Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , the Ex - servicemen , the Other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 1 : For the purpose of computing minimum qualifying service for promotion , the service rendered on a regular basis by an officer prior to 1st January, 2006, the date from which revised pay structure based on the Sixth Central Pay Commission recommendation has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay scale.

Note 2 : Where juniors who have completed their qualifying or eligibility service are being considered for promotion , their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years , whichever is less , and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.

The maximum age limit for appointment by deputation (including short term contract ) shall be not exceeding 56 years as on the closing date ofthe receipt of applications .
