( परीक्षा ) /नवम्बर/2012-- चार्टर्ड एकाउन्टेन्ट्स रेगुलेशन , 1988 के रेगुलेशन 22 के अनुसार, दि कॉसिल ऑफ दि इंस्टीट्यूट ऑफ चार्टर्ड एकाउन्टेन्ट्स ऑफ इण्डिया को अधिसूचना जारी करने में प्रसन्नता है कि वृत्तिक सक्षमता पाठ्यक्रम ( पी.सी.सी. ) एकीकृत वृत्तिक सक्षमता पाठ्यक्रम ( आई.पी.सी.सी. ) और फाईनल की परीक्षायें निम्नलिखित तिथियों तथा केन्द्रों पर होंगी, बशर्ते कि प्रत्येक केन्द्र में परीक्षा के लिए पर्याप्त संख्या में परीक्षार्थी निवेदन करते हैं ।

उसी प्रकार चार्टर्ड एकाउन्टेन्ट्स रेगुलेशन, 1988 के अनुसूची ' सी ' , ' डी', ' ई ' , ' जी' और ' एच ' के अनुसार पोस्ट क्वालिफिकेशन पाठ्यक्रमों, मैनेजमेंट एकाउन्टेन्सी पाठ्यक्रम ( भाग - प्रथम ) , कार्पोरेट मैनेजमेंट पाद्धक्रम ( भाग - प्रथम ) , टैक्स मैनेजमेंट पाठ्यक्रम ( भाग -प्रथम ) इन्स्योरेन्स एवं रिस्क मैनेजमेंट ( आई. आर.एम. ) और इन्टरनेशनल ट्रेड लोज एवं वर्ल्ड ट्रेंड ऑरगेनाईजेशन ( आई.टी.एल. एवं डब्ल्यू.टी.ओ . ) की परीक्षायें भी निम्नलिखित तिथियों तथा केन्द्रों ( केवल भारत स्थित केन्द्रों ) पर होंगी , बशर्ते कि प्रत्येक केन्द्र में परीक्षा में पर्याप्त संख्या में परीक्षार्थी निवेदन करते हैं ।

परीक्षा शुल्क की राशि किसी भी सूचीकृत बैंक के डिमांड ड्राफ्ट द्वारा " सचिव " दि इन्स्टीट्यूट ऑफ चार्टर्ड एकाउन्टेन्ट्स ऑफ इण्डिया के पक्ष में होनी चाहिए और उसकी अदायगी नई दिल्ली पर हो ।

परिषद अपने विशेषाधिकार के अर्न्तगत किसी भी परीक्षा केन्द्र को किसी भी समय बिना कोई कारण दिये रद्द कर सकती है ।

इन परीक्षाओं में प्रवेश के लिए ऑनलाइन आवेदन पत्र http://icaiexam.icai.org पर मुफ्त भर सकते है । (अर्थात अगर आवेदन पत्र ऑनलाइन भरे गये हो तो 500 / - रू० आवेदन पत्र शुल्क नही लिया जायेगा) अन्यथा निर्देशित फार्म पर जिसकी कॉपी अगर सचिव (परीक्षा) दि इन्स्टीट्यूट ऑफ चार्टर्स एकाउन्टेन्ट्स ऑफ इन्डिया इन्द्रप्रस्थ मार्ग , नई दिल्ली-110002 से 500/- शुल्क के साथ वृत्तिक सक्षमतः परीक्षा, एकीकृत वृत्तिक सक्षमता परीक्षा एवं फाईनल परीक्षा के लिए आवेदन कर सकते हैं । मैनेजमैंट एकाउन्टेंसी पाठ्यक्रम कार्पोरेट मैनेजमेन्ट पाठ्यक्रम (भाग- प्रथम) टैक्स मैनेजमेन्ट पाठ्यक्रम (भाग -प्रथम ) इन्स्युरेन्स रिस्क मैनेजमेन्ट और इन्टरनेशनल ट्रेड लॉज एवं वर्ल्ड ट्रेड आरगाईजेशन परीक्षाओं के लिये आवेदन पत्र 100 /- रू ० प्रति आवेदन पत्र भुगतान पर उपलब्ध होंगे । आवेदन पत्र इंस्टीट्यूट के रीजनल और ब्रांचों के कार्यालयों में भी उपलब्ध है और नगद भुगतान करने पर 6 अगस्त, 2012 से प्राप्त किये जा सकते है ।

परीक्षा आवेदन पत्र उपयुक्त शुल्क के साथ किसी भी सूचीकृत बैंक का डिमांड ड्राफ्ट लगाकर इस प्रकार भेजा जाना चाहिए कि वह अपर सचिव (परीक्षा) के कार्यालय में 27 अगस्त, 2012 तक पहुँच जाये । विद्यार्थी परिक्षाओं के आवेदन पत्र इन्स्टीट्यूट के नई दिल्ली व विकेन्द्रित कार्यालयों मुम्बई, चेन्नई, कोलकाता, कानपुर , दिल्ली, अहमदाबाद, बंगलौर , हैदराबाद, जयपुर व पूना में 27 अगस्त, 2012 के बाद 3 सितम्बर, 2012 तक 500 / - रुपये विलम्ब शुल्क के साथ भी स्वीकार किये जायेंगे । 3 सितम्बर, 2012 के बाद प्राप्त आवेदन पत्रों को स्वीकार नहीं किया जायेगा । विद्यार्थियों की परीक्षाओं के आवेदन पत्र इन्स्टीट्यूट के नई दिल्ली व विकेन्द्रित कार्यालयों मुम्बई , कोलकाता, चेन्नई , कानपुर , दिल्ली, अहमदाबाद, बंगलौर , हैदराबाद , जयपुर एवं पूना में 3 सितम्बर , 2012 तक विलम्ब शुल्क के साथ स्वयं आकर भी दिया जा सकता है । इन नगरों में रहने वाले परिक्षार्थियों को इस सुविधा का फायदा लेने की सलाह दी जाती है ।

इंस्टीट्यूट के सदस्यों की परीक्षाओं मैनेजमैंट एकाउंटेन्सी पाठ्यक्रम (भाग- प्रथम) , कार्पोरेट मैनेजमेन्ट पाठ्यक्रम (भाग- प्रथम) , टैक्स मैनेजमेन्ट पाठ्यक्रम (भाग -प्रथम) इन्स्यूरेन्स एवं रिस्क मैनेजमैंट (आई ० आर ० एम ०) और इन्टरनेशनल ट्रेड लॉज एवं वर्ल्ड ट्रेड ऑरगानाईजेशन (आई० टी०एल ० एवं डब्लू० टी० ओ ० ) परीक्षाओं के आवेदन पत्र केवल इंस्टीट्यूट के नई दिल्ली स्थित कार्यालय में ही जमा कराये जा सकते हैं ।

विद्यार्थी परीक्षा के लिये ओनलाईन आवेदन पत्र भी भर सकते हैं जो कि http: \\ icaiexam.icai.org पर दिनाँक 6 अगस्त, 2012 से 27 अगस्त, 2012 तक भरा जा सकेगा । ओनलाईन आवेदन करने वाले विद्यार्थी परीक्षा शुल्कअपने क्रेडिट कार्ड वीजा या मास्टर कार्ड द्वारा कर सकते हैं । आवेदन पत्र ओनलाईन भरने का प्रचार हेतु 500 / - रू ० के भुगतान नही करना पड़ेगा । (अर्थात अगर आवेदन पत्र ऑनलाइन भरे गये हो तो 500 /- रू ० आवेदन पत्र शुल्क नही लिया जायेगा) । वृत्तिक सक्षमतः परीक्षा, एकीकृत वृत्तिक सक्षमता परीक्षा एवं फाईनल परीक्षा के विद्यार्थी से 27 अगस्त, 2012 के बाद 3 सितम्बर, 2012 तक 500 /- रुपये विलम्ब शुल्क के साथ भी स्वीकार किये जाएंगे .

दुबई / आबुधाबी / मस्कट केन्द्र से बैठने वाले वृत्तिक सक्षमता पाठ्यक्रम / एकिकृत वृत्तिक सक्षमता पाठ्यक्रम और फाईनल के परीक्षार्थियों को यू० एस ० डॉलर 350 और यू० एस ० डॉलर 400 क्रमशः या उसके सममूल्य की भारतीय मुद्रा में परीक्षा शुल्क अदा करना पड़ेगा चाहे वे एक ग्रुप या दोनों ग्रुपों या एक ईकाई में बैठ रहे हों ।

काठमांडू केन्द्र में बैठने वाले वृत्तिक सक्षमता पाठ्यक्रम / एकिकृत वृत्तिक सक्षमता पाठ्यक्रम और फाईनल के परीक्षार्थियों को भारतीय मुद्रा में रुपये 2250 / - और रुपये 3000 / - क्रमशः या उसके सममूल्य की विदेशी मुद्रा में परीक्षा शुल्क अदा करना पड़ेगा चाहे वे एक ग्रुप या दोनों ग्रुपों या एक ईकाई में बैठ रहे हों ।

हिन्दी में उत्तर लिखने की एच्छिकता

वृत्तिक सक्षमता पाठ्यक्रम , एकिकृत वृत्तिक सक्षमता पाठ्यक्रम और फाईनल परीक्षाओं के उम्मीदवारों को उत्तर हिन्दी माध्यम से भी देने की सूविधा दी जाती है । विस्तृत जानकारी आवेदन पत्र के साथ संलग्न सूचना पत्र में उपलब्ध है ।

परिषद अपने विशेषाधिकार के अन्तर्गत किसी भी परीक्षाकेन्द्र को किसी भी समय बिना किसी कारण दिये रद्द कर सकती है ।

सामान्य प्रवीणता परीक्षा की परीक्षा के लिये आवेदन पत्र , जो कि सूचना विवरणिका में संलग्न है 8 अक्टूबर , 2012 से उपलब्ध होंगे , जो कि दि इंस्टीट्यूट ऑफ चार्टर्ड एकाउन्टेन्टस ऑफ इंण्डिया के अपर सचिव (परीक्षा) के इन्द्रप्रस्थ मार्ग, आईसीएआई भवन , नई दिल्ली-110002 स्थित कार्यालय से 1000 /- रूपये (रू ० 500/- परीक्षा शुल्क व रू0 500 /- आवेदन पत्र की सूचना विवरणिका हेतु) प्रति आवेदन पत्र भुगतान करने पर मिल सकता है । आबुधाबी, दुबई, बहरीन और दोहा परीक्षा केन्द्र से परीक्षा में बैठने वाले परीक्षार्थियों के लिए परीक्षा शुल्क यू० एस ० $ 160/ - ( यू० एस ० $ 150/- परीक्षा शुल्क व यू० एस० $ 10/- आवेदन पत्र व सूचना विवराणिका हेतु) या इसके समकक्ष भारतीय मुद्रा । कांठमांडु (नेपाल) से परीक्षा देने वाले परीक्षार्थी को परीक्षा शुल्क भारतीय मुद्रा रूपये 1350/- ( रूपये 850/- परीक्षा शुल्क व रूपये 500/- आवेदन पत्र व सूचना विवरणिका हेतु) । सूचना विवरणिका जिसमें सामान्य प्रवीणता परीक्षा ( सी.पी.टी. ) का आवेदन पत्र भी है में परीक्षा शुल्क भी सम्मिलित है, अतः आवेदन पत्र जमा करने के समय कोई अन्य शुल्क की आवश्यकता नहीं है । सूचना विवरणिका जिसमें आवेदन पत्र भी संलग्न है इंस्टीट्यूट के रीजनल और ब्रांचो के कार्यालयों में भी उपलब्ध हैं और नगद भुगतान करने पर 8 अक्टूबर , 2012 से प्राप्त किये जा सकते हैं । पूर्ण रूप से भरे हुये आवेदन पत्र 26 अक्टूबर , 2012 तक स्वीकार किये जायेगें व 26 अक्टूबर, 2012 के बाद आवेदन पत्र किसी भी परिस्थिति में स्वीकार नहीं किये जायेगें ।

सामान्य प्रवीणता परीक्षा का पूर्ण रूप से भरा हुआ आवेदन पत्र स्वयं आकर भी इन्स्टीट्यूट के नई दिल्ली कार्यालय व विकेन्द्रित कार्यालयों मुम्बई, कोलकाता, चेन्नई, कानपुर, अहमदाबाद, बंगलौर, हैदराबाद, जयपुर एवं पूना में 26 अक्टूबर, 2012 तक जमा कराया जा सकता है । इन नगरों में रहने वाले परीक्षार्थियों को इस सुविधा का फायदा उठाने की सलाह दी जाती है । यह भी सूचित किया जाता है कि आवेदन पत्र 26 अक्टूबर , 2012 के बाद विलम्ब शुल्क के साथ स्वीकार करने की भी कोई सुविधा उपलब्ध नहीं है । अतः सामान्य प्रवीणता परीक्षा का पूर्ण रूप से भरा हुआ आवेदन पत्र अपर सचिव (परीक्षा ) के नई दिल्ली कार्यालय में इस प्रकार भेजा जाये कि वह वह 26 अक्टूबर , 2012 तक प्राप्त हो जाये ।

इसके अलावा छात्र, परीक्षा आवेदन पत्र ऑनलाइन http://icaiexam.icai.org पर 8 अक्टूबर, 2012 (प्रातः 10.00 बजे ) से 26 अक्टूबर, 2012 ( सांय 5.30 बजे) तक भरें और परीक्षा शुल्कक्रेडिट कार्ड, VISA या Master कार्ड का प्रयोग करके अदा करें, जो परीक्षार्थी ऑनलाईन फार्म भरेंगें उनसे रू 0 500 / आवेदन पत्र शुल्क नहीं लिया जाएगा।

सामान्य प्रवीणता परीक्षा (सी.पी.टी.) केवल उन्हीं परीक्षार्थियों के लिए है जो पहले से इस परीक्षा के लिए दि इंस्टीट्यूट आफ चार्टड एकाउन्टेन्टस ऑफ इण्डिया में 5 अक्टूबर 2012 या इससे पहले रजिस्टर्ड हैं व योग्यता संबंधी आवश्यकताओं को पूर्ण करते हैं ।

प्रश्नपत्र पत्रिका की भाषाः-

संख्या. ए-12 (11 ) -1 / 2006- स्था . 1.- कर्मचारी राज्य बीमा अधिनियम, 1948 (1948 का 34) की धारा 97 की उप - धारा (2) के खण्ड (xxi) और उप- धारा (2क) के साथ पठित उक्त धारा की उप-धारा (1 ) और धारा 17 की उप- धारा (2) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए तथा कर्मचारी राज्य बीमा निगम, मुख्य इंजीनियर (सिविल) भर्ती विनियम , 1999 के अधिक्रमण में, ऐसे अधिक्रमण से पहले की गई अथवा किए जाने से रह गई बातों के अलावा कर्मचारी राज्य बीमा निगम, केन्द्रीय सरकार के अनुमोदन से, एतद्वारा कर्मचारी राज्य बीमा निगम में मुख्य अभियंता (सिविल) के पद पर भर्ती की पद्धति को विनियमित करने हेतु निम्नलिखित विनियम बनाता है, अर्थात्:-

1. संक्षिप्त नाम और प्रारम्भ (1 ) ये विनियम कर्मचारी राज्य बीमा निगम, मुख्य अभियंता (सिविल) भर्ती विनियम , 2012 कहे जायेंगे ।

(2 ) ये शासकीय राजपत्र में इनके प्रकाशन की तारीख से लागू होंगे ।

2. पदों की संख्या, वर्गीकरण , वेतन बैंड एवं ग्रेड वेतन / वेतनमान पदों की संख्या, उनका वर्गीकरण और उनसे सम्बद्ध वेतन बैंड और ग्रेड वेतन / वेतनमान इन विनियमों के साथ संलग्न अनुसूची के कॉलम (2 ) से (4) में यथा विनिर्दिष्ट होंगे ।

3. भर्ती की पद्धति , आयु सीमा, अर्हताएं , आदि भर्ती की पद्धति, आयु सीमा, अर्हताएं और उनसे संबंधित अन्य मामले उक्त अनुसूची के कॉलम (5) से (13) में यथा विनिर्दिष्ट होंगे ।

4. निरर्हता- ऐसा कोई व्यक्ति-

(क) जिसने ऐसे व्यक्ति से विवाह किया है या विवाह करने का करार किया है जिसका विवाहिती जीवित है; अथवा

(ख) जिसने अपने विवाहिती के जीवित रहते हुए किसी व्यक्ति से विवाह किया है अथवा विवाह करने का करार किया है,

उक्त पद पर नियुक्ति का पात्र नहीं होगा ।

परन्तु यदि कर्मचारी राज्य बीमा निगम के महानिदेशक इस बात से संतुष्ट हैं कि ऐसा विवाह ऐसे व्यक्ति अथवा विवाह की दूसरी पार्टी पर लागू वैयक्तिक कानून के अन्तर्गत अनुमेय है अथवा ऐसा करने के अन्य आधार भी हैं तो वे किसी व्यक्ति को इन विनियमों से छूट दे सकते हैं ।

1 5. ढील देने की शक्ति- जहाँ कर्मचारी राज्य बीमा निगम के महानिदेशक की राय में ऐसा करना आवश्यक अथवा कालोचित है तो वे तत्संबंधी कारणों को लेखबद्ध करके केन्द्र सरकार का पूर्व अनुमोदन लेकर तथा संघ लोक सेवा आयोग के परामर्श से किसी श्रेणी अथवा व्यक्तियों के वर्ग के संबंध में इन विनियमों के किसी भी उपबंध में आदेश द्वारा ढील दे सकते हैं ।

6. अवशिष्ट मामले- इन विनियमों के उपबंधों के अधीन कर्मचारी राज्य बीमा निगम में पदों की तदनुरूपी श्रेणी पर लागू कर्मचारी राज्य बीमा निगम (भर्ती) विनियम, 1965 में उल्लिखित अन्य सभी विनियम और अनुदेश इन विनियमों के साथ संलग्न अनुसूची में उल्लिखित पद पर लागू होंगे ।

7. अपवाद- इन विनियमों की कोई बात ऐसे आरक्षणों और अन्य रियायतों पर प्रभाव नहीं डालेगी जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर जारी किए गए आदेशों के अनुरूप अनुसूचित जाति, अनुसूचित जनजाति, अन्य पिछड़ा वर्ग , भूतपूर्व सैनिक तथा व्यक्तियों के अन्य वर्गों के लिए उपबंध करना अपेक्षित है ।

अधीक्षण अभियंता (सिविल) तथा कार्यपालक अभियंता ( सिविल ) के ग्रेड में बारह वर्ष की संयुक्त नियमित सेवा , जिसमें से एक वर्ष की नियमित सेवा अधीक्षण अभियंता ( सिविल) के ग्रेड में हो । पदोन्नति निगम द्वारा सिविल अभियंताओं के लिए तैयार 'घ' स्तर के प्रशिक्षण के समापन की शर्त के अधीन होगी ।

टिप्पणी 1 : दो वर्ष के भीतर सेवानिवृत्त होने वाले व्यक्तियों को पदोन्नति हेतु इस प्रशिक्षण को पूरा करने से छूट होगी ।

2. महानिदेशक, -सदस्य कर्मचारी राज्य बीमा निगम

टिप्पणी 2 : जहाँ पदोन्नति के लिए अपनी अर्हक / पात्रता सेवा पूरी कर चुके कनिष्ठों पर विचार किया जा रहा है, वहाँ उनके वरिष्ठों की पदोन्नति पर भी विचार किया जाएगा बशर्ते कि अपनी अपेक्षित अर्हक / पात्रता सेवा ऐसी अर्हक/ पात्रता सेवा के आधे से अधिक अथवा दो वर्ष, जो भी कम हो , से कम न हो तथा उन्होंने ऐसी अर्हक अथवा पात्रता सेवा पहले ही पूरी कर चुके अपने कनिष्ठों के साथ अगले उच्च ग्रेड में पदोन्नति के लिए अपनी परिवीक्षा अवधि सफलतापूर्वक पूरी कर ली हो ।

(I ) सिविल इंजीनियरी परियोजनाओं के नियोजन, निर्माण तथा निष्पादन में 12 वर्ष का अनुभव ।

'इस नियुक्ति से तत्काल पूर्व इसी या केंद्र सरकार के अन्य किसी संगठन या विभाग में अन्य संवर्ग बाह्य पद पर प्रतिनियुक्ति की अवधि (अल्पावधि ठेके सहित) सहित प्रतिनियुक्ति की अवधि (अल्पावधि ठेके सहित) सामान्यतः पाँच वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति ( अल्पावधि ठेके सहित ) पर नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्ति की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी । "

टिप्पणी 2: प्रतिनियुक्ति (अल्पावधि ठेके सहित ) आधार पर नियुक्ति के प्रयोजनार्थ 1 जनवरी , 2006 से (जिस तारीख से छठे वेतन आयोग की सिफारिशों के आधार पर परिशोधित वेतन ढांचा विस्तारित किया गया है) पूर्व अधिकारी द्वारा नियमित आधार पर की गई सेवा वेतन आयोग की सिफारिशों पर आधारित तदनुरूपी वेतन बैंड तथा ग्रेड वेतन या विस्तारित वेतनमान में की गई सेवा मानी जाएगी , सिवाय उनके जहाँ एक से अधिक परिशोधन पूर्व वेतनमानों को सामान्य ग्रेड वेतन या वेतनमान वाले ग्रेड में मिलाया गया है तथा जहाँ यह लाभ केवल उन पदों के लिए विस्तारित होगा जिनके लिए वह ग्रेड वेतन या वेतनमान किसी उन्नयन के बिना सामान्य प्रतिस्थापन ग्रेड है ।

(12) समूह 'क' विभागीय पदोन्नति समिति (पदोन्नति पर विचारार्थ)

वेतन बैंड-3 : 15600-39100 रुपये + ग्रेड वेतन 5400/- रुपये के ग्रेड में पांच वर्ष की नियमित सेवा वाले सहायक कार्यपालक अभियंता ( सिविल) से 50% । पदोन्नति निगम द्वारा सिविल अभियंताओं के लिए तैयार 'ख' स्तर के प्रशिक्षण के समापन के शर्ताधीन होगी ।

(6) जहां समूह में परिवर्तन हुआ है वहां दो वर्ष

1. अध्यक्ष/ सदस्य, संघ लोक सेवा आयोग -अध्यक्ष

प्रत्येक अवसर पर संघ लोक सेवा आयोग से परामर्श आवश्यक है।

वेतन बैंड-2: 9300-34800 रुपये + ग्रेड वेतन 4600/- रुपये के ग्रेड में सात वर्ष की नियमित सेवा वाले तथा मान्यताप्राप्त विश्वविद्यालय से सिविल इंजीनियरी में डिग्री अथवा अन्य कोई समतुल्य अर्हता धारक सहायक इंजीनियर (सिविल) से 50% ।

पदोन्नति निगम द्वारा सिविल अभियंताओं के लिए तैयार ' ख' स्तर के प्रशिक्षण के समापन के शर्ताधीन होगी ।

2. महानिदेशक, कर्मचारी राज्य बीमा

-सदस्य

बशर्ते पद के लिए परिशोधित भर्ती विनियमों की अधिसूचना की तारीख की स्थिति के अनुसार ग्रेड में सात वर्ष निगम की नियमित सेवा वाले तथा मान्यता प्राप्त विश्वविद्यालय से सिविल इंजीनियरी में डिप्लोमा अथवा कोई अन्य समतुल्य अर्हता धारक विभागीय सहायक अभियंताओं ( सिविल) पर भी पदोन्नति हेतु विचार किया जाएगा । पदोन्नति निगम द्वारा सिविल अभियंताओं के लिए तैयार ' ख ' स्तर के प्रशिक्षण के समापन के शर्ताधीन होगी । 3. वित्त आयुक्त/ मुख्य अभियंता, कर्मचारी राज्य बीमा निगम

टिप्पणी 1 दो वर्ष के भीतर सेवानिवृत्त होने जा रहे व्यक्तियों को पदोन्नति हेतु इस प्रशिक्षण से छूट दी जाएगी ।

टिप्पणी 2 : जहाँ पदोन्नति के लिए अपनीअर्हक अथवा पात्रता सेवा पूरी कर चुके कनिष्ठों पर विचार किया जा रहा है, वहाँ उनके वरिष्ठों की पदोन्नति पर भी विचार किया जाएगा बशतें कि अपनी अपेक्षितअर्हक या पात्रता सेवा ऐसी अर्हक या पात्रता सेवा के आधे से अधिक अथवा दो वर्ष, जो भी कम हो, से कम न हो तथा उन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर चुके अपने कनिष्ठों के साथ अगले उच्च ग्रेड में पदोन्नति के लिए अपनी परिवीक्षा अवधि सफलतापूर्वक पूरी कर ली हो ।

टिप्पणी 3 पदोन्नति हेतु न्यूनतम अर्हता सेवा के परिकलन के प्रयोजनार्थ 1.1.2006 / जिस तारीख से छठे वेतन आयोग की सिफारिशों के आधार पर परिशोधित वेतन ढांचा विस्तारित किया गया है, से पूर्व अधिकारी द्वारा नियमित आधार पर की गई सेवा वेतन आयोग की सिफारिशों के आधार पर तदनुरूपी वेतन बैंड तथा ग्रेड वेतन/विस्तारित वेतनमान में की गई सेवा मानी जाएगी ।

प्रतिनियुक्ति (अल्पावधि ठेके सहित):

केंद्रीय या राज्य सरकारों या संघ राज्य क्षेत्रों या स्वायत्त निकायों या सांविधिक निकायों या सार्वजनिक क्षेत्र के

उपक्रमों के अंतर्गत अधिकारी: (क) ( 1) मूल संवर्ग या विभाग में नियमित आधार पर सदृश पदधारी; अथवा

(II) वेतन बैंड-3 ग्रेड वेतन 5400/- रुपये के साथ 15600-39100 रुपये में नियमित आधार पर नियुक्तिके बाद ग्रेड में की गई पाँच वर्ष की सेवा के साथ अथवा समतुल्य; अथवा

(III) वेतन बैंड-2: 9300-34800 रुपये ग्रेड वेतन 4600/- रुपये में पदों में नियमित आधार पर नियुक्ति के बाद ग्रेड में की गई सात वर्ष की सेवा के साथ अथवा समतुल्य; तथा

(ख) (1 ) मान्यता प्राप्त विश्वविद्यालय से सिविल इंजीनियरी में बी.ई. या बी.टेक डिग्री धारक या समतुल्य; और (II) सिविल इंजीनियरी परियोजनाओं के नियोजन, निर्माण और निष्पादन में पांच वर्ष का अनुभव ।

टिप्पणी 1 : फीडर श्रेणी के विभागीय अधिकारी जो पदोन्नति की सीधी रेखा में है , प्रतिनियुक्ति पर नियुक्ति के विचारार्थ पात्र नहीं होंगे । इसी प्रकार प्रतिनियुक्त पदोन्नति द्वारा नियुक्ति के विचारार्थ पात्र नहीं होंगे । "इस नियुक्ति से तत्काल पूर्व इसी या केंद्र सरकार के अन्य किसी संगठन या विभाग में अन्य संवर्ग बाह्य पद पर प्रतिनियुक्ति की अवधि सहित प्रतिनियुक्ति की अवधि सामान्यतः चार वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति (अल्पावधि ठेके सहित ) पर नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्ति की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी । "

टिप्पणी 2 प्रतिनियुक्ति आधार पर नियुक्ति के प्रयोजनार्थ 1.1.2006 ( जिस तारीख से छठे वेतन आयोग की सिफारिशों के आधार पर परिशोधित वेतन ढांचा विस्तारित किया गया है) से पूर्व अधिकारी द्वारा नियमित आधार पर की गई सेवा वेतन आयोग की सिफारिशों पर आधारित तदनुरूपी वेतन बैंड एवं ग्रेड वेतन या विस्तारित वेतनमान में की गई सेवा मानी जाएगी, सिवाय उनके जहाँ एक से अधिक परिशोधन पूर्व वेतनमानों को सामान्य ग्रेड वेतन या वेतनमान वाले ग्रेड में मिलाया गया है तथा जहाँ यह लाभ केवल उन पदों के लिए विस्तारित होगा जिनके लिए वह ग्रेड वेतन या वेतनमान किसी उन्नयन के बिना सामान्य प्रतिस्थापन ग्रेड है ।

संख्या. ए -12 (11 ) -1 / 2006- स्था. 1.- कर्मचारी राज्य बीमा अधिनियम, 1948 (1948 का 34) की धारा 97 की उप- धारा (2) के खण्ड (xxi ) और उप- धारा (2क ) के साथ पठित उक्त धारा की उप- धारा (1 ) और धारा 17 की उप- धारा (2) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए तथा कर्मचारी राज्य बीमा निगम, सहायक इंजीनियर (सिविल ) (भर्ती) विनियम , 1996 के अधिक्रमण में, ऐसे अधिक्रमण से पहले की गई अथवा किए जाने से रह गई बातों के अलावा कर्मचारी राज्य बीमा निगम, केन्द्रीय सरकार के अनुमोदन से, एतद्वारा कर्मचारी राज्य बीमा निगम में सहायक अभियंता (सिविल) के पद पर भर्ती की पद्धति को विनियमित करने हेतु निम्नलिखित विनियम बनाता है , अर्थात्:-

1. संक्षिप्त नाम और प्रारम्भ.- (1 ) ये विनियम कर्मचारी राज्य बीमा निगम, सहायक अभियंता (सिविल) भर्ती विनियम , 2012 कहे जायेंगे ।

(2) ये शासकीय राजपत्र में इनके प्रकाशन की तारीख से लागू होंगे ।

2. पदों की संख्या , वर्गीकरण एवं वेतन बैंड और ग्रेड वेतन/ वेतनमान पदों की संख्या, उनका वर्गीकरण और उनसे सम्बद्ध वेतन बैंड और ग्रेड वेतन/ वेतनमान इन विनियमों के साथ संलग्न अनुसूची के कॉलम (2 ) से (4) में यथा विनिर्दिष्ट होंगे ।

3. भर्ती की पद्धति , आयु सीमा, अर्हताएं , आदि. भर्ती की पद्धति, आयु सीमा, अर्हताएं और उनसे संबंधित अन्य मामले उक्त अनुसूची के कॉलम (5) से (13 ) में यथा विनिर्दिष्ट होंगे ।

4. निरर्हता- ऐसा कोई व्यक्ति,-

उक्त पद पर नियुक्ति का पात्र नहीं होगा ।

5. ढील देने की शक्ति. जहाँ कर्मचारी राज्य बीमा निगम के महानिदेशक की राय में ऐसा करना आवश्यक अथवा कालोचित है तो वे तत्संबंधी कारणों को लेखबद्ध करके और केन्द्र सरकार का पूर्व अनुमोदन लेकर तथा संघ लोक सेवा आयोग के परामर्श से किसी श्रेणी अथवा व्यक्तियों के वर्ग के संबंध में इन विनियमों के किसी भी उपबंध में आदेश द्वारा ढील दे सकते हैं ।

6. अवशिष्ट मामले. इन विनियमों के उपबंधों के अधीन कर्मचारी राज्य बीमा निगम में पदों की तदनुरूपी श्रेणी पर लागू कर्मचारी राज्य बीमा निगम (भर्ती) विनियम, 1965 में उल्लिखित अन्य सभी विनियम और अनुदेश इन विनियमों के साथ संलग्न अनुसूची में उल्लिखित पद पर लागू होंगे ।

7. अपवाद. इन विनियमों की कोई बात ऐसे आरक्षणों और अन्य रियायतों पर प्रभाव नहीं डालेगी जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय- समय पर जारी किए गए आदेशों के अनुरूप अनुसूचित जाति , अनुसूचित जनजाति, अन्य पिछड़ा वर्ग , भूतपूर्व सैनिक तथा व्यक्तियों के अन्य वर्गों के लिए उपबंध करना अपेक्षित है ।

वेतन बैंड-2: 9300-34800 रुपये + ग्रेड वेतन 4200/- रुपये के ग्रेड में पांच वर्ष की नियमित सेवा वाले कनिष्ठ अभियंता ( इलैक्ट्रिकल) । पदोन्नति निगम द्वारा इलैक्ट्रिकल अभियंताओं के लिए तैयार 'क' स्तर के प्रशिक्षण के समापन के शर्ताधीन होगी । टिप्पणी 1: दो वर्ष के भीतर सेवानिवृत्त होने वाले व्यक्तियों की पदोन्नति हेतु इस प्रशिक्षण को पूरा करने से छूट होगी ।

प्रत्येक अवसर पर संघ लोक सेवा आयोग से परामर्श आवश्यक -अध्यक्ष है ।

टिप्पणी 2 : जहाँ पदोन्नति के लिए अपनी अर्हक अथवा पात्रता सेवा पूरी कर चुके कनिष्ठों पर विचार किया जा रहा है, वहाँ उनके वरिष्ठों की पदोन्नति पर भी विचार किया जाएगा बशर्ते अपनी अपेक्षित अर्हक या पात्रता सेवा ऐसी अर्हक या पात्रता सेवा के आधे से अधिक अथवा दो वर्ष, जो भी कम हो, से कम न हो तथा उन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर चुके अपने कनिष्ठों के साथ अगले उच्च ग्रेड में पदोन्नति के लिए अपनी परिवीक्षा अवधि सफलतापूर्वक पूरी कर ली हो ।

(II) वेतन बैंड-2 9300-34800 रुपये + ग्रेड वेतन 4200 रुपये में नियुक्ति के बाद ग्रेड में की गई पांच वर्ष की नियमित सेवा अथवा समतुल्यः तथा

(ख) निम्नलिखित शैक्षिक अर्हताएं रखने वाले :

(1) मान्यताप्राप्त विश्वविद्यालय या संस्था से इलैक्ट्रिकल इंजीनियरी में बी.ई. या बी.टेक अथवा समतुल्यः तथा

(11 ) इलैक्ट्रिकल इंजीनियरी परियोजनाओं के नियोजन, निर्माण और निष्पादन में दो वर्ष का अनुभव, या

(1) मान्यताप्राप्त विश्वविद्यालय या संस्था से इलैक्ट्रिकल इंजीनियरी में डिप्लोमा अथवा समतुल्य, तथा

(II) इलैक्ट्रिकल इंजीनियरी परियोजनाओं के नियोजन , निर्माण और निष्पादन में तीन वर्ष का अनुभव ।

"इस नियुक्ति से तत्काल पूर्व इसी या केंद्र सरकार के अन्य किसी संगठन या विभाग में अन्य संवर्ग बाह्य पद पर प्रतिनियुक्ति की अवधि सहित प्रतिनियुक्ति की अवधि सामान्यतः तीन वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति (अल्पावधि ठेके सहित) पर नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्ति की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी । "

टिप्पणी 2 प्रतिनियुक्ति आधार पर नियुक्ति के प्रयोजनार्थ 1.1.2006 (जिस तारीख से छठे वेतन आयोग की सिफारिशों के आधार पर परिशोधित वेतन ढांचा विस्तारित किया गया है) से पूर्व अधिकारी द्वारा नियमित आधार पर की गई सेवा वेतन आयोग की सिफारिशों पर आधारित तदनुरूपी वेतन बैंड तथा ग्रेड वेतन या विस्तारित वेतनमान में की गई सेवा मानी जाएगी, सिवाय उनके जहाँ एक से अधिक परिशोधन पूर्व वेतनमानों को सामान्य ग्रेड वेतन या वेतनमान वाले ग्रेड में मिलाया गया है तथा जहाँ यह लाभ केवल उन पदों के लिए विस्तारित होगा जिनके लिए वह ग्रेड वेतन या वेतनमान किसी उन्नयन के बिना सामान्य प्रतिस्थापन ग्रेड है ।

1. Short title and commencement.- ( 1 ) These regulations may be called the Employees' State Insurance Corporation, Chief Engineer ( Civil ) Recruitment Regulations , 2012 .

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Number of posts , classification , Pay Band and Grade Pay/Pay Scale . The number of posts , their classification , Pay Band and Grade Pay/Pay Scale attached thereto , shall be as specified in columns (2) to (4) of the Schedule annexed to these regulations .

3. The method of recruitment , age limit , qualifications , etc .. The method of recruitment, age limit, qualifications and other matters relating thereto , shall be as specified in columns (5 ) to ( 13 ) of the said Schedule.

4. Disqualification . No person ,

(a) who has entered into or contracted a marriage with a person having spouse living ; or

Power to relax.- Where the Director General of the Employees ' State Insurance Corporation is of the opinion that it is necessary or expedient to do so, he may, after taking the prior approval of the Central Government and in consultation with Union Public Service Commission, by order , for reasons to be recorded in writing, relax any of the provisions of these regulations , with respect to any class or category ofpersons.

6. Residuary matters . Subject to the provisions of these regulations , all other regulations and instructions , laid down in the Employees' State Insurance Corporation ( Recruitment ) Regulations, 1965, applicable to the corresponding category of posts in the Employees ' State Insurance Corporation , shall apply to the post specified in the Schedule annexed to these regulations .

7. Savings . Nothing in these regulations shall affect reservation and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , the Other Backward Classes , Ex - servicemen and other categories of persons in accordance with the orders issued by the Central Government from time to time , in this regard .

6. Residuary matters . Subject to the provisions of these regulations , all other regulations and instructions , laid down in the Employees ' State Insurance Corporation (Recruitment) Regulations, 1965 , applicable to the corresponding category of posts in Employees ' State Insurance Corporation, shall apply to the post specified in the Schedule annexed to these regulations .

File U. - 13 / 12 / 13 /2005 - PTMR (Med.I ) dated 04.08.2008, I hereby authorised the following Doctor (s ) to function as Medical Authority at a monthly remuneration in accordance withnorms with effect from the date given below for one year or till a full time medical Referee joins , whichever is earlier, for centres as stated below for areas allocated by the undersigned for the purpose of medical examination of insured persons and grant of further certification to them , when the correctness of the original certificate is in doubt .
