सा.का.नि. 178.-राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , भारत के महारजिस्ट्रार का कार्यालय , सहायक महारजिस्ट्रार ( सामाजिक अध्ययन ) भर्ती नियम, 2005 का अधिक्रमण करते हुए , अधिक्रमण से पहले इस संबंध में की गई या लोप की जाने वाली कार्यवाही को छोड़कर भारत के महारजिस्ट्रार के कार्यालय में सहायक महारजिस्ट्रार ( सामाजिक अध्ययन ) के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का नाम भारत के महारजिस्ट्रार का कार्यालय , सहायक महारजिस्ट्रार ( सामाजिक अध्ययन ) भर्ती नियम , 2012 होगा ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पदों की संख्या , वर्गीकरण और पे बैंड तथा ग्रेड पे या वेतनमान, उक्त पद की संख्या, उसका वर्गीकरण और उसका पे बैंड तथा ग्रेड पे या वेतनमान वह होगा , जो इन नियमों से उपाबद्ध अनुसूची के कॉलम ( 2 ) से ( 4 ) में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति , आयु सीमा , शैक्षिक अर्हताएं आदि. उक्त पद पर भर्ती की पद्धति, आयु सीमा , शैक्षिक अर्हताएं और उक्त पद से संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के कॉलम ( 5 ) से ( 13 ) में विनिर्दिष्ट हैं ।

4. निरर्हताएं, वह व्यक्ति,-

(क) जिसने ऐसे व्यक्ति से जिसका पति या पत्नी जीवित है , विवाह किया है; या

( ख) जिसने अपने पति या अपनी पत्नी के जीवित होते हुए किसी अन्य व्यक्ति से विवाह किया है ,

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुमेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके और संघ लोक सेवा आयोग के परामर्श से इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों के बारे में , आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति. इन नियमों की कोई भी बात ऐसे आरक्षणों, आयु - सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्गों के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

(ii ) जिन्होंने मूल संवर्ग या विभाग में पे बैण्ड-3 , रु. 15600-39100 और रु. 6600 ग्रेड पे अथवा समकक्ष वेतनमान वाले पद पर नियमित आधार पर नियुक्ति के पश्चात् ग्रेड में पांच वर्ष की सेवा पूर्ण की हो; और

(ख ) निम्नलिखित शैक्षिक अर्हताएं और अनुभव रखते हों :

अनिवार्य:

( i ) किसी मान्यताप्राप्त विश्वविद्यालय से नृविज्ञान ( संस्कृति अथवा सामाजिक नृविज्ञान में विशेषज्ञता सहित ) अथवा समाज- विज्ञान में स्नातकोत्तर उपाधि; और

( ii ) केन्द्रीय सरकार या राज्य सरकार या संघ राज्यक्षेत्र या विश्वविद्यालयों या मान्यताप्राप्त अनुसंधान संस्थानों या सार्वजनिक क्षेत्र के उपक्रम या अर्द्ध -सरकारी या सांविधिक अथवा स्वायत्त संगठनों में सामुदायिक अध्ययन के विशेष संदर्भ सहित समाज विज्ञान अथवा सामाजिक नृविज्ञान के क्षेत्र में अन्वेषण और अनुसंधान की सहभागिता और मार्गदर्शन का दस वर्ष का अनुभव ।

वांछनीय

किसी मान्यताप्राप्त विश्वविद्यालय से नृविज्ञान ( संस्कृति अथवा सामाजिक नृविज्ञान में विशेषज्ञता सहित ) अथवा समाज- विज्ञान में डाक्टर की उपाधि ।

टिप्पणी 1 : पे बैण्ड-3 , ( 15600-39100 रु. ) और 6600 रु. ग्रेड पे में पांच वर्षों की नियमित सेवा वाले और मान्यताप्राप्त विश्वविद्यालय से समाज विज्ञान अथवा नृविज्ञान ( संस्कृति अथवा सामाजिक नृविज्ञान में विशेषज्ञता सहित ) में स्नातकोत्तर उपाधि रखने वाले विभागीय वरिष्ठ अनुसंधान अधिकारी पर बाहर से आए उम्मीदवारों के साथ विचार किया जाएगा और यदि उक्त पद के लिए उसका चयन हो जाता है , तो उसे पदोन्नति द्वारा भरा गया माना जाएगा ।

टिप्पणी 2 पदोन्नति के लिए न्यूनतम अर्हक सेवा की गणना के लिए 1-1-2006 से पहले या वह तिथि जिससे छठे केन्द्रीय आयोग की सिफारिशों पर आधारित संशोधित वेतन ढांचा लागू किया गया , की गई नियमित सेवा को तदनुरूपी ग्रेड पे या वेतनमान में की गई सेवा माना जाएगा ।

टिप्पणी 3 : फीडर वर्ग के विभागीय अधिकारी जो पदोन्नति की सीधी लाइन में हैं प्रतिनियुक्ति ( अल्पकालिक संविदा सहित ) के लिए विचार के पात्र नहीं होंगे । इसी प्रकार प्रतिनियुक्ति पर नियुक्त कर्मचारी पदोन्नति पर नियुक्ति के लिए विचार के पात्र नहीं होंगे ।

टिप्पणी 4 : केन्द्रीय सरकार के उसी अथवा अन्य संगठन/ विभाग में इस नियुक्तिसे तुरंत पहले धारित किसी अन्य संवर्ग बाह्य पद पर प्रतिनियुक्ति (संविदा की अल्पकालिक अवधि सहित ) प्रतिनियुक्ति ( अल्पकालिक संविदा सहित) की अवधि सामान्यतः तीन वर्ष से अधिक नहीं होगी ।

टिप्पणी 5: प्रतिनियुक्ति ( अल्पकालिक संविदा सहित ) द्वारा नियुक्ति के लिए अधिकतम आयु-सीमा आवेदन प्राप्त होने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी ।

टिप्पणी 6 : प्रतिनियुक्ति ( अल्पकालिक संविदा सहित ) पर नियुक्ति के उद्देश्य से किसी अधिकारी द्वारा 1-1-2006 से पहले अथवा वह तिथि जिससे छठे केन्द्रीय वेतन आयोग की सिफारिशों पर आधारित संशोधित वेतन ढांचा लागू किया गया, की गई नियमित सेवा को तद्नुरूपी ग्रेड पे या वेतनमान में की गई 1156

सेवा माना जाएगा सिवाय उसके जहां एक से अधिक पूर्व संशोधित वेतनमान एक साझा ग्रेड में समान ग्रेड पे या वेतनमान में आमेलित कर दिए गए हैं; और जहां यह लाभ केवल उन पदों को मिल रहा है जिनके लिए उक्त ग्रेड पे या वेतनमान बगैर किसी उन्नयन सामान्य प्रतिस्थापन ग्रेड के हैं ।

GS.R. 178. In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession ofthe office of the Registrar General , India Assistant Registrar General (Social Studies ) Recruitment Rules, 2005 , except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post ofAssistant Registrar General ( Social Studies ) in the office ofthe Registrar General, India, namely:--

1. Short title and commencement. ( 1 ) These rules may be called the Office of the Registrar General , India, Assistant Registrar General (Social Studies ), Recruitment Rules , 2012.

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Number of post, Classification, Pay Band and Grade Pay or Pay Scale. The number ofthe said post, its classification and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4 ) of the Schedule annexed to these rules .

3. Method of recruitment, age limit, educational qualifications , etc.-The method ofrecruitment , age limit , educational qualifications and other matters relating to the said post shall be as specified in columns (5 ) to ( 13 ) of the said Schedule.

4. Disqualification. No person,

(a) who has entered into or contracted a marriage with a person having a spouse living ; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing , exempt any person from the operation of this rule.

5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission , relax any of the provisions of these rules with respect to any class or category of persons .

6. Saving. Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , Ex- servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard .

Desirable:

Doctorate degree in Anthropology (with specialisation in Cultural or Social Anthropology ) or Sociology from a recognised University.

Note 1 : The departmental Senior Research Officer (Social Studies) in the PayBand-3 (Rs . 15600-39100) and Grade Pay of Rs. 6600 with five years' regular service in the grade and possessing Master's degree in Sociology or Anthropology (with specialization in Cultural or Social Anthropology) from a recognized University shall also be considered along with outsiders and in case he is selected for appointment to the post, the same shall be deemed to have been filled by promotion.

Note 2: For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to Ist January, 2006 or the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the Pay Commission .

Note 3 : The departmental officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation ( including short term contract) . Similarly, deputationists shall not be eligible for consideration for appointment bypromotion.

Note4: Period ofdeputation ( including short term contract) including period of deputation ( including short term contract) in anotherex- cadre post held immediately preceding this appointment in the same or some other Organisation or Department of the Central Government shall ordinarily not to exceed three years .

Note 5: The maximum age limit for appointment by deputation (including shortterm contract) shall not be exceeding fifty six years as on the closing date of receipt of applications .

Note 6 : For the purpose of appointment on deputation ( including

short term contract ) basis, the service rendered on a regular basis by an officer prior to 1st January, 2006 or the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations has been extended , shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based onthe recommendations of the Pay Commission except where there has been merger of more than one pre - revised scale of pay into one gradewith a common grade pay or pay scale, and where this benefit willextend only for the post (s ) for which that grade pay or pay scale is the normal replacement grade without any upgradation.

सा.का.नि. 179. केन्द्रीय सरकार , सशस्त्र सीमा बल अधिनियम , 2007 (2007 का 53 ) की धारा 155 की उप- धारा (2 ) के खंड (क) और खंड ( ग ) के साथ पठित उप - धारा ( 1 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, गृह मंत्रालय के अधीन सशस्त्र सीमा बल , योधक परा- पशुचिकित्सा समूह ' ख ' पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम गृह मंत्रालय , सशस्त्र सीमा बल , परा- पशुचिकित्सा काडर योधक निरीक्षक ( पशुचिकित्सा ) अराजपत्रित , समूह ' ख ' पद भर्ती नियम , 2012 है ।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. लागू होना.-ये नियम इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 1 ) में विनिर्दिष्ट पदों को लागू होंगे ।

3. पद संख्या , वर्गीकरण और वेतन बैंड और ग्रेड वेतन या वेतनमान. उक्त पद की संख्या , उसका वर्गीकरण और उनके वेतन बैंड तथा ग्रेड वेतन या वेतनमान वे होंगे जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ (4 ) में विनिर्दिष्ट हैं ।

4. भर्ती की पद्धति, आयु सीमा , अर्हताएं , आदि. उक्त पद पर भर्ती की पद्धति , आयु सीमा , अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ( 5 ) से स्तंभ ( 13 ) में विनिर्दिष्ट हैं ।

5. निरर्हता. वह व्यक्ति,-

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है या विवाह की संविदा की है; या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

6. चिकित्सक दृष्ट्या योग्यता. ( 1 ) इन नियमों में अन्तर्विष्ट किसी बात के होते हुए भी , केवल वे व्यक्ति , जो चिकित्सा प्रवर्ग "शेप-1 " में है , इन नियमों के उपबंधों के अधीन नियुक्ति के लिए पात्र होंगे ।

स्पष्टीकरण : इस नियम के प्रयोजन के लिए " शेप -1 " से निम्नलिखित रूप में परिभाषित चिकित्सा प्रवर्ग अभिप्रेत है :-

(i ) कोड अक्षर शेप जो निम्नलिखित कृत्यों का प्रतिनिधित्व करते हैं, द्वारा उपदर्शित दिए गए कारकों के अधीन अधिकारी की योग्यता निर्धारण करने के पश्चात् चिकित्सा अधिकारी द्वारा किया गया चिकित्सीय वर्गीकरण अर्थात्: - एस मनोवैज्ञानिक एच श्रवणता

(ii ) प्रत्येक कारक के अधीन , किसी अधिकारी की कार्यात्मक क्षमता , प्रत्येक कोड अक्षर के सामने । से 5 की कार्यक्षमता उपदर्शित करते हुए दर्शाई जाएगी और कोड अक्षर के पश्चात् अंक लिखे जाएंगे , सिवाय उसके जहां कोई अधिकारी सभी कारकों में श्रेणी -1 में है , वहां उसका प्रवर्ग एस, एच, ए, पी, ई, लिखने के बजाय शेप -1 , लिखकर दर्शाया जाएगा । इन अंकों का साधारण मूल्यांकन निम्नानुसार है :-

(क) भारत में कहीं भी सभी कर्त्तव्यों के लिए योग्य ।

(ख ) सभी कर्त्तव्यों के लिए योग्य किन्तु क्या कर्त्तव्यों में तीव्र कठिनाई या दोनों कानों या आँखों को श्रवण शक्ति दृष्टि की तीक्ष्णता की मांग अन्तर्ग्रस्त है या नहीं , पर निर्भर हुए कर्तव्यों के प्रकार और नियोजन योग्यता क्षेत्रों के अनुसार परिसीमाएं हो सकती हैं ।

(ग) " एस" कारक को छोड़कर , नेमी या निष्क्रिय कर्त्तव्यों के लिए योग्य किन्तु उच्च स्थान ( 2700 मीटर से अधिक) अत्यधिक ठंडे क्षेत्रों या भूखंडों पर और दीर्घ कर्तव्य भारों के लिए नियोजन योग्यता की परिसीमाएं हो सकती हैं ।

( घ ) अस्पताल में भर्ती होने या बीमारी की छु‌ट्टी के कारण कर्त्तव्यों के लिए अस्थायी रूप से अयोग्य ।

(ङ) कर्त्तव्यों के लिए स्थायी रूप से अयोग्य ।

7. अधिवर्षिता.-इन नियमों के अधीन नियुक्त किया गया कोई कार्मिक उस मास के, जिसमें वह सत्तावन वर्ष की आयु प्राप्त करता है, अंतिम दिन के अपराह्न में सेवानिवृत्त होगा :

परन्तु वह व्यक्ति जिसके जन्म की तारीख किसी मास की पहली तारीख होगी , सत्तावन वर्ष की आयु प्राप्त करने के पूर्ववर्ती मास के अंतिम दिन के अपराह्न सेवानिवृत्त होगा ।

8. अन्यदेशीय अपात्रता. कोई व्यक्ति, जो भारत का नागरिक नहीं है, लिखित में केन्द्रीय सरकार की पूर्व अनुमति के सिवा इन नियमों के अधीन नियुक्त नहीं किया जाएगा ।

परन्तु इस नियम की कोई बात नेपाल या भूटान के नागरिक को बल में नियुक्ति या नियोजन पर प्रभाव नहीं डालेगी ।

9. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।

10. सेवा का दायित्व. इन नियमों के अधीन उक्त पदों पर नियुक्त कोई भी व्यक्ति भारत में कहीं भी या विदेश में सेवा करने का दायी होगा और जब तक पद धारण करेगा उसे सौंपे गए कार्य और कर्तव्यों का पालन करेगा ।

11. व्यावृति. इन नियमों की कोई बात , ऐसे आरक्षणों, आयु सीमा और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों , अन्य पिछड़े वर्गों , भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

टिप्पण 1 : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हक या पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो वहां उनसेज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परन्तु यह तब जब किउनके द्वारा की गई ऐसी अर्हक या पात्रता सेवा , अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक से या दो वर्ष से , इनमें से जो भी कम हो , कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित , जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है , अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी की ली हो ।

टिप्पण 2 : प्रोन्नति के प्रयोजन के लिए न्यूनतम अर्हक सेवा की संगणना मेंकिसी अधिकारी द्वारा 1 जनवरी , 2006 से पहले या उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिफारिश पर आधारित पुनरीक्षित वेतन संरचना काविस्तार किया गया है, नियमित आधार पर की गई सेवा को , सिवाय उस. दशा के जहां एक से अधिक पूर्व- पुनरीक्षित वेतनमान का साधारण ग्रेड वेतन या वेतनमान वाले एक ग्रेड में विलय हो गया है और वहां यह लाभ केवल उस पद या उन पदों पर, विस्तारित होगा जिसके लिए ग्रेड वेतन या वेतनमान बिना किसी उन्नयन का साधारण प्रतिस्थापन ग्रेड है, वेतन आयोग की सिफारिशों पर आधारित विस्तारित ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी ।

प्रतिनियुक्तिया आमेलन:

केन्द्रीय सरकार या राज्य सरकारों या संघ राज्य क्षेत्र के अधीन पुलिस संगठनों के ऐसे अधिकारी:-

( i ) जो मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किए

हुए हैं; और

(ii ) ऐसे व्यक्ति जो उप- निरीक्षक ( पशु चिकित्सा ) श्रेणी के वेतन बैण्ड-2 + ग्रेड वेतन 4200 रु. या समतुल्य पद धारण किए हुए हैं और जिन्होंने विशिष्ट श्रेणी में पांच वर्ष अन्यून की नियमित सेवा प्रदान की है या ऐसे व्यक्ति जो मूल काडर या विभाग में ऐसे पद पर नियुक्ति के पात्र हैं ।

अर्हता और अनुभव:

किसी मान्यताप्राप्त पशु चिकित्सा में विभिन्न प्रजाति के जानवरों के उपचार का एक वर्ष का अनुभव ।

टिप्पण 1 : पोषक प्रवर्ग के ऐसे विभागीय अधिकारी जो प्रोन्नति की सीधी पंक्तिमें हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे ।

भूतपूर्व सैनिकों के लिए पुनर्नियोजन:

सशस्त्र बल के ऐसे कार्मिकों के संबंध में भी विचार किया जाएगा जो एक वर्ष की अवधि के भीतर सेवानिवृत होने वाले हैं या रिजर्व में स्थानांतरित किए जाने वाले हैं और जिनके पास अपेक्षित अनुभव और विहित अर्हताएं हैं । ऐसे व्यक्तियों को उस तारीख तक प्रतिनियुक्ति के निबंधनों पर रखा जाएगा जिस तारीख से उन्हें- सशस्त्र बल से निर्मुक्त किया जाना है, तत्पश्चात् उन्हें पुनर्नियोजन पर बने रहने दिया जा सकता है ।

GS.R. 179. In exercise ofthe powers conferred by sub- section ( 1 ) read with clauses (a) and (c) of sub - section 2 of Section 155 of the Sashastra Seema Bal Act, 2007 (53 of 2007 ), the Central Government hereby makes the following rules regulating the method of recruitment to the Sashastra Seema Bal , Combatised Para- Veterinary Group ' B ' Posts in the Ministry ofHome Affairs, namely :-

1. Short title and commencement.-( 1 ) These rules may be called the Ministry of Home Affair , Sashastra Seema Bal, Combatised Inspector (Veterinary) Non- Gazetted Group ' B' Para- Veterinary Cadre Recruitment Rules , 2012.

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Application. These rules shall apply to the posts specified in column ( 1 ) of the Schedule annexed to these

4. Method of recruitment, age limit, qualifications, etc. The method of recruitment , age limit , qualifications and other matter relating thereto shall be as specified in columns (5) to ( 13 ) of the said Schedule .

5. Disqualification.-No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living ; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of these rules .

6. Medical Fitness . ( 1 ) Notwithstanding anything contained in these rules , only those persons who are in medical category SHAPE - 1 , shallbe eligible for appointment under the provisions of these rules .

Explanation. For the purpose of this rule, " SHAPE- 1 " means Medical Category defined as under :-

(1) Medical classification done by Medical Officer after assessing fitness of the officer under given factors indicated by the code letters SHAPE, which represent the following function:-

Psychological

Hearing

Appendages

Physical Capacity

E EyeSight

(ii) Functional capacity of an officer under each factor shall be denoted by numeral 1 to 5 against each code letter, indicating declining functional efficiency and the numerals will be written next to the code letter, except where an officer is in Grade - I in all factors , his category may be denoted by writing SHAPE- I instead of writing S, H, A, P, E,. General evaluation of these numerals is as under:

(a) Fit for all duties any wherein India ;

(b) Fit for all duties but may have limitations as to type of duties and areas of employability depending onwhether the duties involve severe stress or demand acuity of hearing or vision of both ears or eyes;

(c) Excepting " S " factor , fit for routine or sedentary duties but may have Limitations of employability athigh altitude (above 2700 meters ) extreme cold areas or hilly terrain and for long assignments;

(d) Temporarily unfit for duties on account of hospitalization or sick leave;

(e) Permanently unfit for duties .

7. Superannuation . The person appointed under these rules shall retire from service on the afternoon of the last day of the month in which he attains the age of fifty- seven years:

Provided that a person whose date of birth is the first of a month shall retire from service on the afternoon ofthe last day of the preceding month on attaining the age of fifty - seven years .

8. Ineligibility of aliens .-No person who is not a citizen of India shall , except with the prior permission of the Central Government in writing , shall be appointed under these rules :

Provided that nothing contained in this rule shall bar the appointment or employment of a subject of Nepal or Bhutan in the Force .

9. Power to relax. Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order, for reasons to be recorded in writing , relax any of the provisions of these rules in respect to any class or category of persons .

10. Liability of service. Any person appointed to the said post under these rules shall be liable to serve anywhere in India or abroad and perform the workand duties assigned to him while holding such post .

11. Savings . Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , Other Backward Classes , Ex - Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard .

Commission except where there has been merger of more than one pre - revised scale ofpay into one grade with a common grade pay or pay scale , and where this benefit will extend only for the post or posts for which that grade pay or pay scale is the normal replacement grade without any upgradation.

(i) holding analogous post on regular basis in the parent cadre or department; and

(ii ) persons holding the rank of Sub - Inspector (Veterinary) in Pay Band- 2 with Grade Pay of Rs . 4200 or equivalent post and who have rendered not less than five years regular service in particular grade or persons eligible for appointment to such posts in the parent cadre or department .

Qualification and Experience :

( i) Pass in Intermediate ( 10 +2) Science examination with Biology asmain subject from a recognised Board or University ; and

(ii ) one year experience in treatment of different species of animals in a recognised Veterinary Hospital .

Note 1: The departmental officers in the feeder category who are in the direct line ofpromotion will not be eligible for consideration for appointment by deputation . Similarly, deputationists shall not be eligible for consideration for appointment by promotion .

5. सेवा का दायित्व, इन नियमों के अधीन उक्त पदों पर नियुक्त कोई व्यक्ति भारत या विदेश में कहीं भी सेवा करने का दायी होगा और ऐसे किसी कार्य और कर्तव्यों का पालन करेगा जो उसे सौंपे जाएं ।

6. निरर्हताः-वह व्यक्ति,

( क) ' जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है; या

( ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

7. चिकित्सक दृष्ट्या योग्यता. इन नियमों में अन्तर्विष्ट किसी बात के होते हुए भी, केवल वे व्यक्ति , जो चिकित्सा प्रवर्ग शेप -1 में है , इन नियमों के उपबंधों के अधीन नियुक्ति के लिए पात्र होंगे ।

स्पष्टीकरण : इस नियम के प्रयोजन के लिए " शेप- I " से निम्नानुसार परिभाषित चिकित्सा प्रवर्ग अभिप्रेत है:-- (i ) कोड अक्षर शेप ( एस.एच.ए.पी.ई. ) , जो निम्नलिखित कृत्यों का प्रतिनिधित्व करते हैं, द्वारा उपदर्शित दिए गए कारकों के अधीन आफिसर की उपयुक्तता निर्धारित करने के पश्चात् चिकित्सा आफिसर द्वारा किया गया चिकित्सा वर्गीकरण :---

पी -शारीरिक क्षमता

एस मनोवैज्ञानिक एच श्रवण शक्ति ए उपांग ( अपैन्डेजेस) ई -दृष्टि शक्ति

( ii ) प्रत्येक कारक के अधीन , किसी आफिसर की कार्यात्मक क्षमता , प्रत्येक कोड अक्षर के सामने अंक । से 5 की कार्यक्षमता उपदर्शित करते हुए दर्शाई जाएगी और कोड अक्षर के पश्चात् अंक लिखे जाएंगे , सिवाय उसके जहां कोई आफिसर सभी कारकों में श्रेणी -1 में है, वहां उसका प्रवर्ग एस, एच, ए, पी, ई, लिखने के बजाय शेप -1 , लिखकर दर्शाया जा सकेगा और इन अंकों का साधारण मूल्यांकन निम्नानुसार है :-

(क) कहीं भी सभी कर्त्तव्यों के लिए योग्य ।

(ख ) सभी कर्त्तव्यों के लिए योग्य किन्तु क्या कर्त्तव्यों में तीव्र कठिनाई या दोनों कानों या आँखों की श्रवण शक्ति दृष्टि की तीक्ष्णता की मांग अन्तर्ग्रस्त है या नहीं, पर निर्भर करते हुए कर्तव्यों के प्रकार और नियोजन योग्यता क्षेत्रों के अनुसार परिसीमाएं हो सकती हैं ।

(ग ) " एस " घटक को छोड़कर, नेमी या निष्क्रिय कर्त्तव्यों के लिए योग्य किन्तु उच्च स्थान (2700 मीटर से अधिक) अत्यधिक ठंडे क्षेत्रों या पहाड़ी भूखंडों पर और दीर्घ कर्तव्य भारों के लिए नियोजन योग्यता की परिसीमाएं हो सकती हैं ।

( घ ) अस्पताल में भर्ती या बीमारी की छुट्टी के कारण कर्त्तव्यों के लिए अस्थायी रूप से अयोग्य ।

( ङ) कर्त्तव्यों के लिए स्थायी रूप से अयोग्य ।

8. अधिवर्षिता.-इन नियमों के अधीन नियुक्त किया गया कोई कार्मिक उस मास के , जिसमें वह सत्तावन वर्ष की आयु प्राप्त करता है, अंतिम दिन के अपराहन में सेवानिवृत्त होगा :

परन्तु ऐसा व्यक्ति जिसके जन्म की तारीख किसी मास की पहली तारीख होगी , सत्तावन वर्ष की आयु प्राप्त करने के पूर्ववर्ती मास के अंतिम तारीख के अपराहन में सेवानिवृत्त होगा ।

9. अन्यदेशीय अपात्रता.-कोई व्यक्ति , जो भारत का नागरिक नहीं है , लिखित में केन्द्रीय सरकार की पूर्व अनुमति के सिवाय , इनं नियमों के अधीन नियुक्त नहीं किया जाएगा ।

परन्तु इस नियम में अंतर्विष्ट किसी बात के होते हुए भी उस बल में नेपाल या भूटान की प्रजा की नियुक्ति या नियोजन पर वर्जित नहीं की जाएगी ।

10. शिथिल करने की शक्ति.-जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।

11. व्यावृति.-इन नियमों की कोई बात , ऐसे आरक्षणों , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों , अन्य पिछड़े वर्गों , भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

(ख ) महिला अभ्यर्थियों के लिए शारीरिक मानक :

शिथिलिकरण निम्नलिखित अभ्यर्थियों की ऊँचाई और सीना में निम्नानुसार अनुज्ञेय होगा :

( ग ) चिकित्सा मानक :

(i ) दृष्टि-सुधार किए बिना अर्थात् चश्मा पहने बिना दोनों आँखों की न्यूनतम दूर दृष्टि 6/6 और 6/9 होगी ।

(ii ) अभ्यर्थियों को संहत जानू, चपटा पाँव , फुली हुई नसें या भैंगी आखों वाला नहीं होना चाहिए । उन्हें अच्छे मानसिक और शारीरिक स्वास्थ्यका और ऐसे शारीरिक दोष से मुक्त होना चाहिए जिसमें उनके कर्तव्यों के दक्षतापूर्ण पालन करने में बाधा आने की संभावना हो ।

भर्ती की पद्धति : भर्ती सीधे होगी या प्रोन्नति द्वारा या प्रतिनियुक्ति या आमेलन द्वारा तथा विभिन्न पद्धतियों द्वारा भरी जाने वाली रिक्तियों की प्रतिशतता .

प्रतिनियुक्ति:

प्रतिनियुक्ति जिसके न हो सकने पर सीधी भर्ती द्वारा

केन्द्रीय सरकार या राज्य सरकार या संघ राज्यक्षेत्र पुलिस के ऐसे अधिकारी:-

(क) ( i ) जो मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किए हुए हैं; या

(ii ) जिन्होंने वेतन बैण्ड-2 ( 9300-34800 रु. ) + ग्रेड वेतन 4200 रु. वाले पदों पर पांच वर्ष नियमित सेवा की है ।

(ख ) जिनके पास स्तम्भ ( 7 ) के अधीन यथा विहित अर्हताएं और अनुभव हैं ।

टिप्पण 1 : प्रतिनियुक्ति की अवधि, जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर नियुक्ति की अवधि है , साधारणतयाः तीन वर्ष से अधिक नहींहोगी ।

टिप्पण 2 : प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 52 वर्ष से अधिक नहीं होगी ।

टिप्पण 3 : प्रतिनियुक्ति के आधार पर नियुक्ति के प्रयोजन के लिए किसी अधि कारी द्वारा 1 जनवरी , 2006 से पहले या उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिफारिशों पर आधारित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधार पर की गई सेवा को , सिवाय उस दशा के जहां एक से अधिक पूर्व- पुनरीक्षित वेतन का साधारण ग्रेड वेतन या वेतनमान सहित एक श्रेणी में विलय हो गया है और वहां यह लाभ केवल उस पद या उन पदों पर विस्तारित होगा जिसके लिए ग्रेड वेतन या वेतनमान बिना किसी उन्नयन का सामान्य प्रतिस्थापन ग्रेड है, आयोग की सिफारिशों पर विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी ।

In exercise of the powers conferred by sub - section ( 1) read with clauses ( a) and ( c) of sub -section 2 of Section 155 of the Sashastra Seema Bal Act, 2007 (53 of 2007) , the Central Government hereby makes the following rules regulating the method of recruitment to the Sashastra Seema Bal , Combatised Inspector , Junior Hindi Translator , Ministerial (Non-Gazetted) Group ' B ' Post under the Ministry of Home Affairs, namely:--

1. Short title and commencement. ( 1 ) These rules may be called the Sashastra Seema Bal, Combatised Inspector, Junior Hindi Translator, Ministerial (Non -Gazetted) Group ' B' Post Recruitment Rules , 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

rules. 2. Application. These rules shall apply to the post specified in column ( 1 ) of the Schedule annexed to these

3. Number of posts , classification and pay band and grade pay or pay scale. The number of the said posts, their classification and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) ofthe above Schedule .

4. Method of recruitment , age limit , qualifications , etc. The method of recruitment , age limit , qualifications and other matter relating to the said posts shall be as specified in columns (5) to ( 13 ) of the said Schedule .

5. Liability of service. Any person appointed to the said posts under these rules shall be liable to serve anywhere in India or abroad and performany work and duty assigned to him there- so.

6. Disqualification .-No person, ---

(a) who has entered into or contracted a marriage with a person having a spouse living ; or

(b) who, having a spouse living , has entered into or contracted a marriage with any person , shall be eligible for appointment under these rules :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other grounds for so doing , exempt any person from the operation of these rules .

7. Medical Fitness . Only Officers who are in the medical category of SHAPE- 1 , shall be eligible for appointment on promotion and deputation under these rules .

Explanation . For the purpose of this rule, " SHAPE - 1 " means Medical Category defined as under :--

(i) Medical classification done by Medical Officer after assessing fitness of the officer under given factors indicated by the code letters SHAPE , which represent the following function:-

Psychological

Hearing

Appendages

Physical Capacity

Eye-Sight

( ii) Functional capacity of an officer under each factor will be denoted by numeral 1 to 5 against each code letter, indicating declining functional efficiency and the numerals will be written next to the code letter, 1171

except that where an officer is in Grade - I in all factors , his category maybe denoted by writing SHAPE- I instead of writing S, H, A, P, E, and the general evaluation of these numerals is as under :-

(a) Fit for all duties anywhere;

(b) Fit for all duties but may have limitations as to type of duties and area of employability depending on whether the duties involve severe stress or demand acuity of hearing or vision of both ears and eyes;

(c) Excepting " S " factor, fit for routine or sedentary duties but may have limitations of employability at high altitude (above 2,700 meters ) extreme cold areas or hilly terrain and for long assignments ;

(d) Temporarily unfit for duties on account of hospitalization or sick leave;

(e) Permanently unfit for duties .

8. Superannuation. The personnel appointed under these rules shall retire from service on the afternoon ofthe last day of the month in which he attains the age of fifty - seven years :

Provided that the person whose date of birth is the first of the month shall retire from service on the afternoon of the last day of the preceding month on attaining the age of fifty- seven years .

9. Ineligibility of aliens . No person who is not a citizen of India shall, except with the prior permission of the Central Government in writing , be appointed under these rules :

Provided that nothing contained in this rule bar the appointment or employment of a subject of Nepal or Bhutan in the Force.

10. Power to relax .- Where the Central Government is of the opinion that it is necessary or expedient so to do, itmay, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect of any class or category of persons .

11. Savings . Nothing in these rules shall affect reservation , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , the Other Backward Classes , Ex - Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Chest : Minimum chest for male candidates falling in the categories of Garhwalis , Kumaonis , Gorkhas , Dogras, Marathas and candidates belonging to the States of Sikkim , Nagaland , Arunachal Pradesh , Manipur, Tripura , Mizoram , Meghalaya , Assam, Himachal Pradesh , State of Jammu and Kashmir will be 78 cms . Medical Standards :

Note 1 : The period of deputation including the period of deputation in another ex - cadre post held immediately preceding this appointment in the same or some other organisation or department ofthe Central Government shall ordinarily not exceed three years .

सा.का.नि. 181.-राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और भारत सरकार , लेखन सामग्री कार्यालय और प्रादेशिक लेखन सामग्री डिपो आशुलिपिक ( श्रेणी- III ) , भर्ती नियम , 2004 और भारत सरकार , लेखन सामग्री कार्यालय और प्रादेशिक लेखन सामग्री डिपो आशुलिपिक ( श्रेणी- II ) , भर्ती नियम , 2005 को उन बातों के सिवाय अधिक्रांत करते हुए , जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है , शहरी विकास मंत्रालय में भारत सरकार का लेखन सामग्री कार्यालय और क्षेत्रीय लेखन सामग्री डिपुओं में आशुलिपिक ( श्रेणी -2) के पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) भारत सरकार , लेखन सामग्री कार्यालय और क्षेत्रीय लेखन सामग्री डिपो, आशुलिपिक ( श्रेणी-2 ) भर्ती नियम , 2012 है ।

(2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या , वर्गीकरण और वेतन बैंड या ग्रेड वेतन या वेतनमान, उक्त पदों की संख्या , उनका वर्गीकरण और उनके वेतन बैंड या ग्रेड वेतन या वेतनमान वे होंगे , जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट हैं ।

5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।

1. Short title and commencement .-( 1 ) These rules may be called the Government of India Stationery Office and Regional Stationery Depots , Stenographer (Grade II ) , Recruitment Rules, 2012 .

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Number ofpost, classification and pay band or grade pay or scale of pay.--The number of posts , its classification and the pay band or grade pay or scale of pay attached thereto shall be as specified in columns (2 ) to (4 ) of the Schedule annexed to these rules .

3. Method of recruitment, age limit and qualifications , etc. The method of recruitment to the said post, age limit, qualifications and other matters relating thereto , shall be as specified in columns (5 ) to ( 13 ) ofthe said Schedule .

4. Disqualification . No person,--

(a) who has entered into or contracted a marriage with a person having a spouse living , or

(b) who , having a spouse living , has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt any person from the operation ofthis rule.

5. Power to relax .-Where the Central Government is ofthe opinion that it is necessary or expedient so to do , it may, by order , for reasons to be recorded in writing , relax any of the provisions of these rules with respect to any class or category of persons ..

6. Saving. Nothing in these rules shall affect reservation , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

In exercise ofthe powers conferred by the proviso to article 309 of the Constitution and in supersession ofthe Government of India , Stationery Office and Regional Stationery Depots (Examiner) , Recruitment Rules , 1980, expect as respect things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the post of Examiner in the Government of India , Stationery Office and Regional Stationery Depots , Ministry of Urban Development , namely: ---

1. Short title and commencement. ( 1 ) These rules may be called the Government of India, Stationery Office and Regional Stationery Depots , Examiner, Recruitment Rules , 2012 .

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Number of post, classification and pay band or grade pay or scale of pay. The number of post , its classification and the pay band or grade pay or scale of pay attached thereto shall be as specified in columns (2 ) to (4) of the Schedule annexed to these rules .

3. Method of recruitment , age limit and other qualifications , etc .-- The method of recruitment , age limit , qualifications and other matters relating to the said post, shall be as specified in columns (5 ) to ( 13 ) of the said Schedule .

4. Disqualification . No person ,-

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who , having a spouse living , has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule.

5. Power to relax .-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order , for reasons to be recorded in writing , relax in consulatation with the Union Public Service Commission any of the provisions of these rules with respect to any class or category of persons .

6. Savings . Nothing in these rules shall affect reservation , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 183.- राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और समंक विधायन प्रभाग , राष्ट्रीय प्रतिदर्श सर्वेक्षण संगठन ( हिन्दी अनुवादक ) भर्ती नियम , 1976 की , उन बातों के सिवाय अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है , समंक विधायन प्रभाग और सर्वेक्षण अभिकल्प और अनुसंधान प्रभाग , राष्ट्रीय प्रतिदर्श सर्वेक्षण कार्यालय, सांख्यिकी और कार्यक्रम कार्यान्वयन मंत्रालय में कनिष्ठ अनुवादक के पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम सांख्यिकी और कार्यक्रम कार्यान्वयन मंत्रालय, राष्ट्रीय प्रतिदर्श सर्वेक्षण कार्यालय , समंक विधायन प्रभाग और सर्वेक्षण अभिकल्प और अनुसंधान प्रभाग , कनिष्ठ अनुवादक भर्ती नियम , 2012 है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पदों की संख्या , वर्गीकरण , वेतन बैंड और ग्रेड वेतन या वेतनमान, उक्त पदों की संख्या , उनका वर्गीकरण तथा उनके वेतन बैंड तथा ग्रेड वेतन या वेतनमान वे होंगे , जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति , आयु-सीमा और अन्यअर्हताएं. उक्त पद पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ( 5 ) से स्तंभ ( 13 ) में विनिर्दिष्ट हैं ।

4. निरर्हता. वह व्यक्ति ,

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है, या

(ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके और संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति. इन नियमों की कोई बात ऐसे आरक्षणों , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों , अनुसूचित जनजातियों, अन्य पिछड़े वर्गों , भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

टिप्पण 1 : अर्हताएं अन्यथा सुअर्हित अभ्यर्थियों की दशा में कर्मचारी चयन आयोग के विवेकानुसार शिथिल की जा सकती है ।

टिप्पण 2 : अनुभव संबंधी अर्हता ( अर्हताएं ) कर्मचारी चयन आयोग के विवेकानुसार अनुसूचित जातियों और अनुसूचित जनजातियों के अभ्यर्थियों की दशा में तब शिथिल की जा सकती है जब चयन के किसी प्रक्रम पर कर्मचारी चयन आयोग की राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यर्थियों के पर्याप्त संख्या में उपलब्ध होने की संभावना नहींहै ।

प्रतिनियुक्तिकी अवधि, जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर नियुक्ति की अवधि है , साधारणतया तीन वर्ष से अधिक नहीं होगी ।

प्रतिनियुक्ति पर नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी ।

सा.का.नि. 184. राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और वरिष्ठ हिन्दी अनुवादक ( क्षेत्र संकार्य प्रभाग , राष्ट्रीय प्रतिदर्श सर्वेक्षण संगठन ) भर्ती नियम , 1999 और क्षेत्र संकार्य प्रभाग , राष्ट्रीय प्रतिदर्श सर्वेक्षण संगठन ( कनिष्ठ हिन्दी अनुवादक ) भर्ती नियम, 1994 को, उन बातों के सिवाय अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने कालोप किया गया है , सांख्यिकी और कार्यक्रम कार्यान्वयन मंत्रालय , क्षेत्र संकार्य प्रभाग , राष्ट्रीय प्रतिदर्श सर्वेक्षण कार्यालय में ज्येष्ठ अनुवादक और कनिष्ठ अनुवादक के पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम सांख्यिकी और कार्यक्रम कार्यान्वयन मंत्रालय , क्षेत्र संकार्य प्रभाग , राष्ट्रीय प्रतिदर्श सर्वेक्षण कार्यालय , ज्येष्ठ अनुवादक और कनिष्ठ अनुवादक, समूह ' ख ' पद भर्ती नियम , 2012 है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. लागू होना.-ये नियम, इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 1 ) में यथा विनिर्दिष्ट पदों को लागू होंगे ।

4.. भर्ती की पद्धति , आयु- सीमा और अन्य अर्हताएं. उक्त पद पर भर्ती की पद्धति , आयु- सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ( 5 ) से स्तंभ ( 13 ) में विनिर्दिष्ट हैं ।

5. निरर्हता. वह व्यक्ति,

(क ) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है , या

(ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

6. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके और संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।

7. व्यावृत्ति. इन नियमों की कोई बात , ऐसे आरक्षणों, आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

1. Short title and commencement . ( 1 ) These rules may be called the Ministry of Statistics and Programme Implementation , Field Operations Division , National Sample Survey Office , Senior Translator and Junior Translator, Group 'B ' Posts , Recruitment Rules , 2012 .

(2) They shall come into force on the date of their publication in the Official Gazette .

सा.का.नि. 185. राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और केन्द्रीय हिमित वीर्य उत्पादन एवं प्रशिक्षण संस्थान ( समूह " ग " और समूह " घ " पद ) भर्ती नियम , 1986 को , उन बातों के सिवाय अधिक्रान्त करते हुए जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है , कृषि मंत्रालय , पशुपालन , डेयरी और मत्स्यपालन विभाग के अधीन केन्द्रीय हिमित वीर्य उत्पादन और प्रशिक्षण संस्थान , हेस्सरघट्टा , बंगलौर में अवर श्रेणी लिपिक , उच्च श्रेणी लिपिक, और आशुलिपिक के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम कृषि मंत्रालय , पशुपालन , डेयरी और मत्स्यपालन विभाग , केन्द्रीय हिमित वीर्य उत्पादन और प्रशिक्षण संस्थान , अवर श्रेणी लिपिक , उच्च श्रेणी लिपिक और आशुलिपिक श्रेणी- II ( समूह " ग " पद ) भर्ती नियम , 2012है ।

(2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या, वर्गीकरण , वेतन बैंड और ग्रेड वेतन या वेतनमान, उक्त पदों की संख्या , उनका वर्गीकरण , वेतन बैंड और ग्रेड वेतन या वेतनमान वे होंगे , जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट हैं ।

4. निरर्हता. वह व्यक्ति,

(क ) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है; या

(ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति.-इन नियमों की कोई बात, ऐसे आरक्षण, आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों , अनुसूचित जनजातियों, भूतपूर्व सैनिकों, अन्य पिछड़े वर्गों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

टिप्पण : यदि खंड ( ii ) के अधीन उपलब्ध रिक्तियों की

संख्या से अधिक कर्मचारी परीक्षा में अर्हित होते हैं तो ऐसी अधिक संख्या वाले कर्मचारियों पर पश्चात्वर्ती वर्षों में होने वाली रिक्तियों को भरने के लिए विचार किया जाएगा जिससे कि किसी पूर्ववर्ती परीक्षा में अर्हित होने वाले कर्मचारियों पर पश्चात्वर्ती में अर्हित होने वाले कर्मचारियों से पहले विचार किया जा सके ।

प्रोन्नति : ऐसे अवर श्रेणी लिपिक ( ग्रेड वेतन 1900 रु. ) जिन्होंने केन्द्रीय हिमित वीर्य उत्पादन और प्रशिक्षण संस्थान , हैस्सरघट्टा में उस श्रेणी में आठ वर्ष सेवा की है ।

टिप्पण-जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में , जिन्होंने अपनी अर्हक या पात्रता सेवा पूरी कर ली है , प्रोन्नति के लिए विचार किया जा रहा हो , वहां उनसे ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परन्तु यह तब जब कि उनके द्वारा की गई ऐसी अर्हक या पात्रता सेवा , अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक से या दो वर्ष से , इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित , जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है , अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो ।

टिप्पण 1 : प्रोन्नति के लिए न्यूनतम अर्हक सेवा की संगणना करने के प्रयोजन के लिए किसी अधिकारी द्वारा 1 जनवरी , 2006 से पहले या उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिफारिशों पर आधारित पुनरीक्षित वेतन संरचना का विस्तार किया गया है , नियमित आधार पर की गई सेवा को वेतन आयोग की सिफारिशों पर आधारित विस्तारित तत्स्थानी वेतन या वेतनमान पर की गई सेवा समझी जाएगी ।

प्रतिनियुक्ति: केन्द्रीय सरकार के ऐसे अधिकारी: -

( i ) जो नियमित आधार पर सदृश पदधारण किए हुए हैं , या

( ii ) जिन्होंने अवर श्रेणी लिपिक की श्रेणी या समतुल्य में आठ वर्ष नियमित सेवा की है ।

टिप्पण 1 : पोषक प्रवर्ग के ऐसे विभागीय अधिकारी जो प्रोन्नति की सीधी पंक्तिमें हैं , प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे ।

टिप्पण 2 : प्रतिनियुक्ति की अवधि, जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्यकाडर बाह्य पद पर प्रतिनियुक्ति की अवधि है साधारणतया तीन वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी । टिप्पण: - प्रतिनियुक्ति या आमेलन के आधार पर नियुक्ति के प्रयोजनों के लिए किसी अधिकारी द्वारा 1 जनवरी , 2006 से पहले , उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिफारिशों पर आधारित पुनरीक्षित वेतन संरचना का विस्तार किया गया है नियमित आधार पर की गई सेवा को, सिवाय उस दशा के जहां एक से अधिक पूर्व पुनरीक्षित वेतनमान का साधारण ग्रेड वेतन या वेतनमान सहित एक श्रेणी में विलय हो गया है और वहां यह लाभ केवल उस पद या उन पदों पर विस्तारित होगा जिसके लिए ग्रेड वेतन या वेतनमान बिना किसी उन्नयन का साधारण प्रतिस्थापन ग्रेड है , वेतन आयोग की सिफारिशों पर आधारित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी ।

In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession ofthe Central Frozen Semen Production and Training Institute (Group ' C ' and Group' D' Posts ) Recruitment Rules , 1986 , except as respect things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the post of Lower Division Clerk, Upper Division Clerk and Stenographer in the Central Frozen Semen Production and Training Institute, Hessarghatta , Bangalore under the Ministry ofAgriculture , Department of Animal Husbandry, Dairying and Fisheries , namely :-

1. Short title and commencement . ( 1 ) These rules may be called the Ministry of Agriculture , Department of Animal Husbandry, Dairying and Fisheries , Central Frozen Semen Production and Training Institute , Lower Division Clerk, Upper Division Clerk and Stenographer Grade - II ( Group ' C ' Posts) Recruitment Rules , 2012.

(2) They shall come into force on the date of their publication in the Official Gazette .

2.Number of post, classification , pay band , grade pay or pay scale . The number of post , its classification , pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4 ) of the Schedule annexed to these rules .

3.Method of recruitment , age - limit , qualifications , etc. The method of recruitment to the said post , age - limit , qualifications and other matters relating thereto shall be as specified in columns (5 ) to (13 ) of the said Schedule .

4. Disqualification .-No person ,-

(a) who has entered into or contracted a marriage with a person having a spouse living ; or

(b) who, having a spouse living , has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule .

5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing , relax any of the provisions of these rules with respect to any class or category of persons .

6. Saving. Nothing in these rules shall affect reservations , relaxation of age - limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , the Ex - servicemen , the Other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 1 : Where juniors who have completed their qualifying or eligibility service are being considered for promotion , their senior would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years , whichever is less , and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service .

Deputation:

Officers of the Central Government.--

(i) holding analogous posts on regular basis , or

(ii) with eight years regular service in the grade of Lower Division Clerk or equivalent .

Note 1 : The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation . Similarly, the deputationist shall not be eligible for consideration for appointment by promotion.

Note 2 : Period of deputation including the period of deputation in another ex- cadre post held immediately preceding this appointment inthe same or some other organisation or department of the Central Government shall not ordinarily exceed three years .

The maximum age limit for appointment by deputation shall be not exceeding 56 years as on the closing date of receipt of applications .

Note: For the purpose of appointment on deputation or absorption basis , the service rendered on a regular basis by an officer prior to 1st January, 2006, the date from which the revised pay structure based on the Sixth Central Pay Commission recommendation has been extended shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the Pay Commission except where there has been merger of more than one pre - revised scale of pay into one grade with a common grade pay or pay scale and where this benefit will extend only for the post or posts for which the grade pay or pay scale is the normal replacement grade without any upgradation .
