सं. एन -15/13/ 7/4/2010- यो. एवं वि.कर्मचारी राज्य बीमा ( सामान्य ) विनियम 1950 के विनियम 95 - क के साथ पठित कर्मचारी राज्य बीमा अधिनियम, 1948 ( 1948 का 34) की धारा -46 ( 2 ) द्वारा प्रदत्त शक्तियों के अनुसरण में महानिदेशक ने 01 जुलाई, 2012 ऐसी तारीख के रूप में निश्चित की है जिससे उक्त विनियम -95क तथा कर्नाटक कर्मचारी राज्य बीमा नियम-1958 में निर्दिष्ट चिकित्सा हितलाभ कर्नाटक राज्य में निम्नलिखित क्षेत्रों में बीमांकित व्यक्तियों के परिवारों पर लागू किये जाएंगे , अर्थात् : --

नाट्य विद्यालय के निदेशक की नियुक्ति सोसाइटी द्वारा केंद्र सरकार के पूर्व अनुमोदन से उन नियमों और शर्तों के अधीन भारत सरकार द्वारा अनुमोदित किये गये प्रसिद्ध व्यक्तियों के पैनल से खोज-सह - चयन समिति के माध्यम से प्रस्तावित और सरकार के अनुमोदन के आधार पर राष्ट्रीय नाट्य विद्यालय सोसाइटी द्वारा की जाएगी ।
भर्ती का तरीका ( क्या सीधी भर्ती है या प्रोन्नति या प्रतिनियुक्ति और रिक्तियों के प्रतिशत के आधार पर विभिन्न तरीकों से भरा जाना है)।
चयन की संरचना
खोज-सह -चयन समिति में एक अध्यक्ष , सहित सामान्यतः पांच सदस्यों से अधिक नहीं होंगे , जिनमें अध्यक्ष द्वारा नामित किया गया सोसाइटी का एक सदस्य और सोसाइटी द्वारा नामित किए गए तीन बाहरी विशेषज्ञ होंगे।
होगा। राष्ट्रीय नाट्य विद्यालय का अध्यक्ष, खोज-सह-चयन समिति का अध्यक्ष निदेशक के सेवाकाल की अवधि का विस्तार करने के संबंध में भी खोज-सह- चयन समिति द्वारा विचार किया जाएगा और इसकी सिफारिशों को मंत्रालय/विभाग द्वारा स्वीकार किया जाएगा।
सेवाकाल
निदेशक का सेवाकाल , उसके द्वारा नियमित आधार पर कार्यभार ग्रहण करने से प्रारंभ होकर पांच वर्ष की अवधि के लिए या अधिवर्षिता की आयु 62 वर्ष पूर्ण होने तक, इनमें से जो पूर्ववर्ती हो लागू होगा ।
अभ्युक्तियां यदि कोई हों
चयन के संबंध में मानक और प्रतिमान संबंधित मंत्रालय के परामर्श से संस्थान द्वारा अंतिम रूप से तय किए जाएंगे और उनकी जानकारी चयन के काफी पहले समान्य जनों को दे दी जाएगी ।
रिक्ति के संबंध में , मुक्त विज्ञापन/परिचालन के माध्यम से विभिन्न मंत्रालयों/विभागों/राज्य सरकारों /स्वायत्त संगठनों /अनुसंधान संस्थानों आदि में पर्याप्त रूप से प्रचार किया जाएगा और मंत्रालय/विभाग की वेबसाइट पर भी उपलब्ध कराया जाएगा।
इस प्रक्रिया के अधीन नियुक्ति के लिए परिपत्र /विज्ञापन के संदर्भ में आवेदन हेतु कंम से कम चार सप्ताह का समय दिया जा सकता है ।

1. प्रत्येक स्कूल के डीन , स्कूल के आकार के अनुपात में पर्याप्त प्रशासनिक सहायता कर्मचारियों के साथ कार्यालय विभागें / केंद्र और छात्रो की संख्या होगा ।
2. डीन, प्रेरक और प्रेरणादयक और सभी संकाय विद्वान और छात्रों के लिए मार्गदर्शक हाना चाहिए । वे लगातार स्कूल के संकाय विद्वान और छात्रों में नए विचार और अनुसंधान में सुधार की बात सोचना चाहिए ।
3. डीन , अपने स्केल के स्पोडस संबंधि होने वाले सभी समस्याओं का हल कानून के नियम एवं समाधन से अवगत होना, शारिरिक ज्ञान, तत्संबंधी जानकारी होना चाहिए ।.....
4. डीन, विभाग एवं केंद्रों में होने वाले प्रवेश परीक्षाओं के प्रश्न पत्र तैयारी एवं उनके संचालन में दक्ष हो, और उसका रिपोर्ट प्रशासन को समर्पन करना चाहिए ।
5. डीन , प्रवेश परीक्षकों के जांच एवं विभागीय विभाजनों में किसी प्रकार का देरी न हो और प्रवेश में काई देरी न होने का जिम्मेदार होना चाहिए । :
6. विवादास्पद मुद्दे में कुलपति के निर्णय की अवश्यकता हो तो उसका स्पष्टीकरण रेजिस्टरी कार्यालय को फइल के रुप में प्रस्तूत करना चाहिए ।
7. डीन, अपने लिए आवंटत स्कूल के छात्रवास में छात्रों / विद्वानों के आवास के आवंटन के लिए जिम्मेदार होगें ।
8. डीन , अपने नेतृत्व में हॉस्टल वाडनों की नियुक्ति करेंगें ।
9. डीन, के कार्यालय और विभाग के कर्मचारियों के पूरे सहयोग से सभी दिनों में छात्रों, शिक्षक एवं कर्मचारियों के बीच में स्कूल के कामों में होने वाले मुद्दों का निपटारा किया जाएगा ।

10. डीन, पक्षपात और पूर्वाग्रह के बिना काम करें , जिसकेलिए वे किसी भी समूह या संघ के पहचान में न होना चाहिए । डीन किसी भी शिक्षक संघ की कार्यकारी पद धारन की क्षमता नहीं करेंगे ।
11. डीन , सभी एचओडीयों के साथ सुचारू कामकाज और स्कूल के लिए टीम के रूप्में काम करने के उम्मीद जताएंगें ।
12. डीन , सामान्य रूप से बारी – बारी से चुना जायगा (अलग से अधिसूचना जारी करना चाहिए ) और हर साल के अतं में अपने प्रदर्शन का मानक एक सेट सहित स्कूल के शिक्षकों द्वारा गोपनीय मूल्योगन किया जाएगा ।
13. गैर प्रदर्शन या नैतिक अधमता के साथ कोई भी डीन नियुक्त नहीं किया जाएगा, और एसे व्यक्ति को पूर्व सूचना के बिना कार्यकाल के किसी भी समय बदला जा सकता है ।
14. डीन के कर्तव्यों और जिम्मेदारियों पर इन नियमों को सुनिश्चित करना है कि स्कूल के बीच एक रचनातमक प्रतियोगिता टीचिंग और रिसर्च समग्र गुणवत्ता को बढ़ाता रहना चाहिए । :
15. डीन को विश्वविद्यालय के शारीरिक रूप का अंग बनकर संसद में अनुमोदन के लिए विश्वविद्यालय की ओर से प्रस्तुत करने के लिए उनके स्कूल का वार्षिक रिपोर्ट मुद्रण के लिए संकलन करके अंतिम संकलन प्रारूप् देने का जिम्मेदार होंगे ।
16. डीन अपने स्कूल के कार्यवाही और कार्रवाही का रिकॉर्ड बोर्ड बैठक बुलाकर कम से कम तीन महिने के एक बार समर्पण करना चाहिए ।
17. डीन अपने स्कूल के पुस्तकालय , स्कूल कम्प्यूटर यूनिट और स्कूल के सभी आम सुविधाओं के रखरखाव के लिए जिम्मेदार मान जाएगा ।
18. डीन अपने स्कूल और स्कूल कार्यालय में होने वाले आकस्मिक व्यय निपटान के लिए बैंक खाता खोलेंगें, उसके लिए अग्रदाय राशि रु 10000 /- होगा ।
19. सभी हेचओडी एवं केन्द्र प्रमुखों और संकायों के साथ डीन सहृदय पूर्व काम करेंगें । डीन अपने आचरण , समय की पाबंदी, टीम भावना और नेतृत्व के गुणों के माध्यम से सब के लिए एक उदाहरण स्थापित करेंगें ।
20. स्कूल के संबंधित संकल्पों के पालन के लिए अधिनियम के प्रावधानों / विधियों / अध्यादेशों आदि के जिम्मेदार होगें ।
21. शैक्षणिक परिषद , कार्यकारी परिषद या कुलपति द्वारा उन्हें सौपा कर्तव्यों का पालन पूर्ण रूप करेंगें ।

(v) अध्याय 8 खण्ड प्रकार किया गया है । 2 में जोड़ा जा सकता है खंड 10 के बाद ( अ) ( आ) के रूप में
11 ( 1) विश्वविद्यालय में नियमित व दूरस्थ शिक्षा कार्यक्रम में भारत के किसी भी भाग से या विदेश से छात्र प्रवेश पा सकते हैं ।
(2 ) विश्वविद्यालय , विश्वविद्यालय के शैक्षणिक और कार्यकारी परिषदों के अनुमोदन के साथ अनुसंधान संस्थानों के साथ समझौता ज्ञापन में प्रवेश कर सकते हैं । ऐसे संस्थानों के विद्वानों को भी विश्वविद्यालय से पीएचडी कार्यक्रम के लिए पंजीकरण के लिए पात्र होगें ।
(3) विश्वविद्यालय , प्रासंगिक संस्करण चीजों के लिए आवश्यक रूप में सभी कार्य कर सकते हैं ।
(vi) अध्याय 15 (अ) खण्ड ( 3) , उप खण्ड ( इ) खण्ड (5 ) और खण्ड ( 7 ) मौजूदा के स्थान पर प्रतिस्थापित किया जायगा ।
3. अनुचित साधनों का प्रयोग ।
उम्मीदवार किसी भी परीक्षा के संबंधी अनुचित साधनों का उपयोग नहीं करेंगे । निम्नलिखित साधनों को अनुचित समझा जाएगा ।
क. परीक्षा के संबंध संबंधित / असंबंधित परीक्षा की विषय सामग्री बरामद की कब्जे में मिला ।
ख. साया सामग्री से पडोसी से नकल करते हुए मिलें ।
ग. अन्य उम्मीदवारों को मदद करने की करें तो ।
घ. पडोसियों को परामर्श देते हुए पाया ।
ड.. उत्तर पुस्तिका में उम्मीदवार द्वारा अपील के साथ योग्य अंक से अधिक देने के माध्यम से या किसी भी रूप में दया दिखाने के लिए प्रयत्न ।
च. उत्तर पुस्तिका में उम्मीदवार का नाम लिखना । अनय स्थानों की तुलना में उत्तर पुस्तिका जवाबों में निर्दिश्ट पंजीकरन का नाम / संख्या कॉलेज का नाम आदि अप्रासंगिक लेखन ।
छ. मोबैलॅ फोन का कब्जा, ऐ- पाडस , इलेक्ट्रॉनिक स्टोरेज डिवैस / अन्य किसी इलेक्ट्रॉनिक गैजेटस (इस्तेमाल किया या नहीं)

of The Director of the School shall be appointed by the Society with prior approval of the Central Government on such terms and conditions as may be approved by the Central Government out of a panel of eminent persons in the field drawn up through a Search- cum- Selection Committee proposed by the NSD Society and to be approved by the Government .
Method recruitment (whether by direct recruitment or by promotion or by deputation & percentage of vacancies to be filled by various methods)
Composition Selection of The Search- cum-Selection Committee shall normally consist of not more than five members including the Chairperson , one Society member to be nominated by the Chairperson and three outside experts to be nominated by the Society.
The Chairperson , NSD Society will be Chairperson of the Search - cum- Selection Committee .
Extension in tenure of the Director shall also be considered by the Search- cum-Selection Committee and its recommendations shall be accepted by the Ministry/Department .
Tenure
The term of the Director will be for a period of five years w.e.f. the date of assuming the regular charge of the post or till the age of 62 years as on superannuation , whichever is earlier.
Remarks, if any
The norms and criteria for selection shall be finalized by the institution with the concurrence of the Ministry concerned and the same shall be made widely known well in advance of the selection .
? The vacancy shall be given wide publicity through open advertisement/circulation among various Ministries /Departments/State Governments /Autonomous bodies / Research institutes etc. as also made available on the website of the Ministry /Department.
Aminimum period of at least four weeks maybe given to the candidates to respond. to the circular/advertisement for appointment under this mechanism.

( iv) In Chapter VI shall be substituted as follows :
Responsibilities of the Deans of Schools:
1. The Dean of each School shall have an exclusive office with substantial administrative support staff in proportion to the size of the School , number of Departments / Centres and Students .
2. A Dean should be a motivator and inspiring and driving force to all the faculty, scholars and students . He should be an innovator who brings in new ideas to constantly improve the teaching and research in the School .
3. The Dean shall be totally responsible for a close monitoring of Academic and Administrative functioning of his School, all Departments and Centres and all issues relating to School Boards , Board of Studies and any other body with which he is associated as per Statutes and Regulations .
4. The Dean shall be responsible for the preparation of Entrance Examination question papers for the Departments and Centres and submit them to the Administration for conduct of Entrance Examinations .
5. The Dean shall ensure that the score of all students who wrote the exams are notified by the Administration in the order of merit and categories and that the Departments start the admission process without any delays .
6. Any clarifications on contentious issues or issues which require the Vice- Chancellor's decision should be submitted to the Office of the Registrar as apriority file .
7. The Dean shall be responsible for allotment of accommodation to students / scholars into the Hostels allocated to their Schools.
8. The Dean shall also appoint Wardens for the Hostels under their charge .
9. All day - to - day issues relating to students, faculty and the staff working in the respective School shall be dealt with by the Office of the Dean and in full co-operation of the Department staff.
10. The Dean is expected to work without prejudice and bias and shall not identify himself with any Group or Association . A Dean cannot hold the office of the Teachers' Association in any executive capacity.
11. All HODs are expected to fully co -operate with the Deans and support them as a team for smooth functioning of the Departments and the School .

12.A Dean, though normally chosen by rotation shall be assessed for his performance at the end of each year through a set of parameters ( to be notified separately) including confidential assessment by all the faculty of his School .
13. A non performing Dean or a person with moral turpitude shall not be appointed as Dean and he can be replaced at any time of the tenure without notice .
14. These regulations on the duties and responsibilities of Deans are laid to ensure that a constructive competition among the Schools enhances overall quality of Teaching and Research .
15. The Deans shall be responsible to collect and compile the Annual Report of their Schools in the prescribed format for final compilation by the University for printing and submission to Parliament after due approval of the University bodies .
16. The Dean shall convene the School Board Meetings once in every three months without fail and maintain the records of all proceedings and actions taken .
17. The Dean shall also be responsible for the maintenance of the School Library, School Computer Unit and all common facilities of his School .
18. The Dean shall maintain a Bank Account of the School and he shall have an imprest amount of Rs.10,000/- at his disposal for his office and contingency expenditure .
19. All the HODs and Centre Heads and faculty shall work harmoniously with Deans Offices . The Deans shall set an example to all through their conduct, punctuality, team spirit and leadership qualities .
20. Shall be responsible for the observance of the provisions of the Act / Statutes / Ordinances and Resolutions relating to the Centres , Departments and the School .
21. Shall perform such other duties as may be assigned to him by Academic Council, the Executive Council or the Vice - Chancellor .
(v) In Chapter VIII , Clause 11 shall be added after clause 10 (a) (b) as follows :
11 (1 ) The University may admit students from any part of India or abroad to its Regular as well as Distance Education programmes .

(2) The University may enter into MoU with Academic/Research institutions in India or abroad for research purposes with the approval of the Academic and Executive Councils of the University . The scholars of such institutions shall also be eligible for registration for Ph.D programme with the University .
(3) The University may do all such acts and things as may be necessary and incidental to the above .

(vi) In Chapter XV ( A) Clause ( 3 ) , sub clause ( c) of Clause (5) and Clause ( 7) shall be substituted in place of the existing
3. Use of Unfair means :
A candidate shall not use unfair means in connection with any examination. The following shall be deemed to be unfair means :
a. Found in possession of incriminating material related /unrelated to the subject of the examination concerned.
b. Found copying either from the possessed material or from a neighbour .
c. Trying to help other candidates .
d. Found consulting neighbours
e. Appeal by the candidate in the answer script to show mercy by way of awarding more than deserving marks with or without a promise of any form of consideration .
f. Writing his/her name in the answer script . Writing his /her registration number / college name in places other than specified in the answer script . Any special marking / irrelevant writing in the answer script .
g. Possession of mobile phones , i -pods , electronic storage device (s )/any other electronic gadgets (whether used or not) .
h . Inter - changing of answer scripts
i . Change of seat for copying .
j . Exchange of answer sheets or relevant materials .
k. Writing some other candidate's register number in the main answer paper .
1. Consulting the invigilator for answering the questions in the examination .
m. Vulgar/ offensive writings by the candidate in the answer script .

n. Insertion of pre- written answer sheets (Main sheets or Additional Sheets).
o. Threatening the invigilator or insubordinate behavior as reported by the Chief Superintendent and / or Hall Superintendent .
p . Cases of impersonation.
q . Mass copying .
5(c) The answer book of the candidate detected or suspected of using unfair means shall be seized by the Chief Superintendent and forwarded to the Controller of Examinations with his report . This will not affect the concerned candidate appearing in the rest of the examinations .
7. The Examination Discipline Committee may recommend one of the following punishment for cases of unfair means:

(i)
Cancel the University Examination of the particular paper only written by the candidate.
If the candidate has used unfair means specified in sub - Clause (a) to (g) of Clause 3
(ii) If the candidate has repeated the unfair means shown at 3( a) to (g) a second time .
Cancel the University Examination of all subjects registered (theory & practicals) by the candidate in that session and debar him / her for the next examination session (i.e. all University Examinations in the subsequent session)
(iii) If the candidate has repeated the unfair means shown at 3 ( a) to (g) a third time .
Cancel the University Examinations of all subjects registered ( theory & practicals) by the candidate for that session and debar him / her for two years from registering and appearing for the University Examinations .
i (iv) If the candidate used unfair means shown in sub Clause (h) to (m) of Clause 3 .
Cancel the University Examinations of all subjects registered ( theory & practicals) by the candidate during that semester only .
(v) If the candidate used unfair means shown in sub Clause ( n) of Clause 3 .
Cancel the University Examinations of all subjects registered (theory & practicals) by the candidate for that session and debar him / her for two subsequent examination sessions .

(vi) If the candidate used unfair means shown in sub Clause ( o) of Clause 3 .
Cancel the University Examinations of all subjects registered ( theory & practicals) by the candidate for that session and debar him/her for two years from registering and appearing for the University Examination .
(vii) If the candidate used unfair means shown in sub clause (p) of Clause 3.
Cancel the University Examinations of all subjects registered ( theory & practicals) by the candidate for that session and debar him/her for two years from registering and appearing for the examination sessions .. Moreover , relevant legal action shall be initiated if an outsider is involved .
(viii) If the candidate used unfair means shown in sub Clause (q) of Clause 3 .
a) In the Single Hall: Cancel the relevant examination taken by the students of that Hall . Debar the concerned Hall Superintendent and other involved directly or indirectly from the examination work such as invigilation, question paper setting , valuation , etc. , for the next six examination sessions .
b) In a Centre : Cancel the relevant examination taken by the students of the centre . Debar the Hall Superintendents and the Chief Superintendent and other involved directly or indirectly from the examination work such as invigilation , question paper setting , valuation etc. , for the next six examination sessions and cancel the examination centre for two years.
