G. S. R. 279.-Whereas the two posts of Section Officers in the Financial Intelligence Unit-India , Ministry of Finance , Department of Revenue has been encadred in the grade of Central Secretariat Service in the Ministry of Finance , Department of Revenue .

2.Now, therefore, exercise of the powers conferred by the proviso to article 309 of the Constitution read with Section 21 of the General Clauses Act , 1897 ( 10 of 1897) , the President hereby rescinds the recruitment rules regulating the method of appointment to the above posts as published in the Gazette of India , Part II , Section 3 , Sub -section (i ) vide NumberG.S.R. 302 , dated the 12th December , 2006 ( pages 1738 to 1739) with immediate effect; such rescission shall not affect anything done or omitted to be done under the said rules before such rescission .

सा.का.नि. 280.- राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और सूचना और प्रसारण मंत्रालय अनुसंधान सहायक ( कार्य अध्ययन ) भर्ती नियम , 1989 को, उन बातों के सिवाय अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है , सूचना और प्रसारण मंत्रालय में अनुसंधान सहायक ( निष्पादन प्रबंध ) के समूह ' ख ' पर पद भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं , अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ.-

( 1 ) इन नियमों का संक्षिप्त नाम सूचना और प्रसारण मंत्रालय , अनुसंधान , सहायक ( निष्पादन प्रबंध ) भर्ती नियम , 2012 है ।

(2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या , वर्गीकरण तथा वेतन बैंड और ग्रेड वेतन या वेतनमान-पद संख्या , उसका वर्गीकरण तथा वेतन बैंड और ग्रेड वेतन या वेतनमान वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से ( 4 ) में विनिर्दिष्ट है ।

3. भर्ती की पद्धति , आयु-सीमा , अर्हताएं , आदि.-उक्त पद पर भर्ती की पद्धति, आयु - सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ( 5 ) से ( 13 ) में विनिर्दिष्ट हैं ।

4. निरर्हता.-वह व्यक्ति-

(क ) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है; या

(ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहतें हुए किसी व्यक्ति से विवाह किया है ,

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह , उसके लिए जो कारण हैं उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति.-इन नियमों की कोई बात , ऐसे आरक्षण , आयु - सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

प्रतिनियुक्ति:

केन्द्रीय सरकार के अधीन ऐसे अधिकारी :

(क) ( 1 ) जो मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किए हुए हैं ; या

सशस्त्र बल कार्मिकों के पुन- नियोजन के लिए संघ लोक सेवा आयोग से परामर्श करना आवश्यक है

( II ) जिन्होंने मूल काडर या विभाग में वेतन बैंड -1, 5200- 20,200 रु. और ग्रेड वेतन 2800 रु. या समतुल्य में नियमित आधार पर नियुक्ति के पश्चात् उसी श्रेणी में छह वर्ष सेवा की है; और

( III ) जिन्होंने मूल काडर या विभाग में वेतन बैंड -1 , 5,200- 20,200 रु. और ग्रेड वेतन 2,400 रु. या समतुल्य में नियमित आधार पर नियुक्ति के पश्चात् उस श्रेणी में दस वर्ष सेवा की है; और

(ख ) जिनके पास निम्नलिखित शैक्षिक अर्हताएं और अनुभव हैं:

( i ) किसी मान्यता प्राप्त विश्वविद्यालय की डिग्री; और

( ii ) जिन्होंने सचिवालय प्रशिक्षण और प्रबंधन संस्थान का बुनियादी प्रबंध पाठ्यक्रम या किसी अन्य मान्यता-प्राप्त संस्थासे समतुल्य प्रशिक्षण सफलतापूर्वक पूरा किया है; या

केन्द्रीय सरकार के मंत्रालय या विभाग में कार्य अध्ययन या संगठन और पद्धति/विश्लेषण/सांख्यिकी/प्रचालन अनुसंधान या अन्य प्रबंध अनुसंधान तरीके के उपयोजन में एक वर्ष का अनुभव ।

सशस्त्र बल कार्मिकों के लिए पुनर्नियोजन सशस्त्र बल के नायब सुबेदार रैंक के ऐसे कार्मिकों के संबंध में भी विचार किया जाएगा जो एक वर्ष की अवधि के भीतर सेवानिवृत्त होने वाले हैं या रिज़र्व में स्थानांतरित किए जाने वाले हैं और जिनके पास प्रतिनियुक्त व्यक्तियों के लिए उपरोक्त अपेक्षित अर्हताएं और विहित अनुभव हैं । यदि ऐसे अधिकारियों का चयन हो जाता है तो उस तारीख तक प्रतिनियुक्तिके निबंधनों पर रखा जाएगा जिस तारीख से उन्हें सशस्त्र बल से निर्मुक्त किया जाना है और तत्पश्चात् पुनर्नियोजन पर बने रहने दिया जा सकता है ।

टिप्पण 1: प्रतिनियुक्ति की अवधि, जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है साधारणतया 3 वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी ।

टिप्पण 2 : प्रतिनियुक्ति के आधार पर नियुक्ति के प्रयोजन के लिए किसी अधिकारी द्वारा 01-01-2006 से पहले /उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिफारिशों पर आधारित पुनरीक्षित वेतन संरचना का विस्तार किया गया है , नियमित आधार पर की गई सेवा को सिवाय उस दशा के जहां एक से अधिक पूर्व पुनरीक्षित वेतनमान का साधारण ग्रेड वेतन या वेतनमान सहित एक श्रेणी में विलय हो गया है और वहां यह लाभ केवल उस पद ( उन पदों ) पर विस्तारित होगा जिसके लिए ग्रेड वेतन या वेतनमान बिना किसी उन्नयन का साधारण प्रतिस्थापन ग्रेड है वेतन आयोग की सिफारिशों पर आधारित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी ।

regulating the method of recruitment to the Group ' B' post ofResearch Assistant ( Performance Management) in the Ministry of Information and Broadcasting, namely:-

1. Short title and commencement.- ( 1 ) These rules may be called the Ministry of Information and Broaticasting, Research Assistant ( Performance Management) Recruitment Rules, 2012 .

(2) They shall come into force on the date of their publication in the Official Gazette .

2.Number of posts , classification and pay band and grade pay or pay scale. The number of post , its classification, and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the said Schedule annexed to these rules .

3.Method of recruitment, age limit, qualifications , etc. The method of recruitment to the said post age limit , qualifications and other matters related to the said post shall be as specified in columns (5) to ( 13 ) of the said Schedule .

4.Disqualification.-No person,

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt such person from operation ofthis rule .

5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order and for reasons to be recorded in writing ,and in consultation with the Union Public Service Commission relax any ofthe provisions of these rules with respect to any class or category ofpersons .

6. Saving. Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , other Backward Classes , Ex - servicemen and other special categories ofpersons in accordance with the orders issued by the Central Government from time to time in this regard.

TheArmed Forces Personnel of the rank of Naib Subedar or equivalent due to retire or who are to be transferred to reserve within a period of one year and having the requi- site qualification & experience prescribed above for deputationists shall also be considered . If selected , such officers will be given deputation' terms upto the date on which they are due for release from the Armed Forces and thereafter they may be continued on re - employment upto the age of superannuation with reference to civil posts .

Note 1 : Period of deputation including period of deputa- tion in another ex - cadre post held immediately preceding this appointment in the same or some other organization or Department of the Central Government shall ordinarily not exceed three years . The maximum age - limit for appoint- ment by deputation shall be not exceeding 56 years as on the closing date of the receipt of application.

Note 2 : For the purpose of appointment on deputation basis , the service rendered on a regular basis by an officer prior to 01-01-2006/the date from which the revised pay 1711 [ भाग 11-खंड 3 ( i ) ]

structure based on the 6th CPC recommendations has beenextended , shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the Pay Commission except where there has been merger of more than one pre- revised scale of pay into one grade with a common grade pay or pay scale , and where this benefit will extend only for the post(s) for which that grade pay or pay scale is the normal replacement grade without any upgradation .

सा.का.नि. 281.- राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और केन्द्रीय जल आयोग , अननुसचिवीय समूह ' ग ' ( सांख्यिकी और जल मौसम विज्ञानी ) भर्ती नियम , 2002 जहां तक उनका संबंध ज्येष्ठ संगणक और कनिष्ठ संगणक पद से है को उन बातों के सिवाय आंशिक रूप से अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है , जल संसाधन मंत्रालय के केन्द्रीय जल आयोग में ज्येष्ठ और कनिष्ठ संगणक के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम , जल संसाधन मंत्रालय , केन्द्रीय जल आयोग , समूह ' ग ' जल मौसम विज्ञानी पद भर्ती नियम, 2012 है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या , वर्गीकरण और वेतन बैंड तथा ग्रेड वेतन या वेतनमान, उक्त पद की संख्या , उसका वर्गीकरण और उनके वेतन बैंड तथा ग्रेड वेतन या वेतनमान वह होगा , जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति , आयु- सीमा और अन्यअर्हताएं, आदि. उक्त पद पर भर्ती की पद्धति, आयु सीमा , अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ( 5 ) से स्तंभ ( 13 ) में विनिर्दिष्ट हैं ।

4. निरर्हता. वह व्यक्ति-

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है; यो

In exercise of the powers conferred by the proviso to Article 309 of the Constitution and in partial supersession of the Central Water Commission Non - Ministerial Group ' C ' ( Statistical and Hydro - Meteorological Posts ) Recruitment Rules , 2002, in so far as they relate to the posts of Senior Computor and Junior Computor, except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitmentto the posts of Senior Computor and Junior Computor in the Ministry of Water Resources , Central Water Commission , namely :

1.Short title and commencement.- ( 1 ) These rules may be called the Ministry of Water Resources, Central Water Commission,Group'C' Hydrometeorology Posts , Recruitment Rules , 2012 .

(2) They shall come into force on the date of their publication in the Official Gazette.

2.Number ofposts , classification , pay band and grade pay or pay scale. The number of the said posts , its classification, payband and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the said Schedule annexed to these rules .

3.Method of recruitment, age limit, qualifications , etc. The method of recruitment age limit, qualifications and other matters relating thereto shall be as specified in columns ( 5) to (13) of the Schedule annexed to these rules .

4. Disqualification.---No person ,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living , has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said post:

5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing , relax any of the provisions of these rules with respect to any class or category ofpersons.

6. Saving. Nothing in these rules shall affect reservation, relaxation of age- limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , Other Backward Classes , Ex - servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम कृषि मंत्रालय , पशुपालन , डेयरी और मत्स्यपालन विभाग , पशुपालन करंतीन प्रमाणपत्र सेवा , मशीन प्रचालक- सह- विद्युत सहायक ( समूह ' ग ' पद ) भर्ती नियम , 2012 है ।

(2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या , वर्गीकरण , वेतन बैंड और ग्रेड वेतन या वेतनमान, उक्त पद संख्या , उसका वर्गीकरण , उसका वेतन बैंड और ग्रेड वेतन या वेतनमान वह होगा , जो उक्त अनुसूची के स्तंभ ( 2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट है ।

(2) They shall come into force on the date of their publication in the Official Gazette.

2.Number ofpost, classification , pay band and grade pay or pay scale. The number of the said post, its classification , payband and grade pay or pay scale attached thereto shall be as specified in columns (2 ) to (4 ) ofthe Schedule annexed to these rules.

3.Method of recruitment , age- limit, qualifications, etc. The method ofrecruitment age limit, qualifications and other matters relating thereto , shall be as specified in columns (5) to ( 13 ) of the aforesaid Schedule.

4. Disqualification. No person, --

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who , having a spouse living, has entered into or contracted a marriage with any person,

5. Power to relax. Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category ofpersons .

6. Saving. प्रशिक्षण संस्थान कोचीन , मेट , ( समूह ' ख ' पद ) भर्ती नियम , 2008 , केन्द्रीय मत्स्य नौचालन एवं इंजीनियरी प्रशिक्षण संस्थान , कोचीन , मेट श्रेणी-2 ( समूह ' ख ' पद ) भर्ती नियम , 2008 और केन्द्रीय मत्स्य नौचालन एवं इंजीनियरी प्रशिक्षण वोसुन ( प्रमाणित ) भर्ती नियम , 2005 को उन बातों के सिवाय अधिक्रांत करते हुए , जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है , कृषि मंत्रालय , पशुपालन डेयरी और मत्स्यपालन विभाग के केन्द्रीय मत्स्य नौचालन एवं इंजीनियरी प्रशिक्षण संस्थान , कोचीन में स्किपर, मेट और वोसुन ( प्रमाणित ) के पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं , अर्थात्: -

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम कृषि मंत्रालय , केन्द्रीय मत्स्य नौचालन एवं इंजीनियरी प्रशिक्षण संस्थान , कोचीन , स्किपर , मेट और वोसुन ( प्रमाणित ) भर्ती नियम , 2012 है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या , वर्गीकरण , वेतन बैंड , ग्रेड वेतन या वेतनमान- उक्त पद संख्या , उसका वर्गीकरण , वेतन बैंड, ग्रेड वेतन या वेतनमान वह होगा , जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ (4 ) में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति , आयु-सीमा , अर्हताएं आदि.- उक्त पद पर भर्ती की पद्धति, आयु सीमा , अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तंभ ( 5 ) से स्तंभ ( 13 ) में विनिर्दिष्ट हैं ।

4. निरर्हता.-वह व्यक्ति-

(क ) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है, या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

: 5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति. इन नियमों की कोई बात ऐसे आरक्षणों , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों , भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

प्रोन्नति: ऐसे मेट जिनकी वे. बैं. -2, रु. 9300-34800+ 4600 रु. पर श्रेणी में सात वर्ष की नियमित सेवा है ।

टिप्पण 1 : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हक/पात्रता सेवा पूरी कर ली है , प्रोन्नति के लिए विचार किया जा रहा हो वहां उनसे ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक/पात्रता सेवा , अपेक्षिक अर्हक/पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो , कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित जिन्होंने ऐसी अर्हक/पात्रता सेवा पहले ही पूरी कर ली है अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो ।

टिप्पण 2 : प्रोन्नति के लिए न्यूनतम अर्हक सेवा की संगणना के प्रयोजन के लिए, किसी अधिकारी द्वारा 1 जनवरी , 2006 से पहले या उस तारीख से जिससे छठे केंद्रीय वेतन आयोग की सिफारिशों पर आधारित वेतन संरचना का विस्तार किया गया है , वेतन आयोग की सिफारिशों पर आधारित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी ।

प्रतिनियुक्ति: केंद्रीय सरकार या राज्य सरकारों या संघ राज्य क्षेत्रों के प्रशासन के ऐसे अधिकारी :

(क ) ( i ) जो मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किए हुए हैं ; या

( ii ) जो मूल काडर या विभाग में वे. बैं. - 2 , वेतनमान 9300- 34800 रु. + ग्रेड वेतन 4600 रु. या समतुल्य में नियमित आधार पर नियुक्तिके पश्चात् वहां उस श्रेणी में सात वर्ष की नियमित सेवा है ; या

( iii ) जिनकी मूल काडर या विभाग में वेतन बैंड -2 , वेतनमान 9300-34800 रु. + ग्रेड वेतन 4200 रु. या समतुल्य में नियमित आधार पर नियुक्ति के पश्चात् वहां उस श्रेणी में दस वर्ष की नियमित सेवा है ; और

( ख ) स्तंभ ( 7 ) के अधीन विहित शैक्षिक अर्हताएं और अनुभव रखते हैं ।

टिप्पण: प्रतिनियुक्ति के आधार पर नियुक्ति के प्रयोजन के लिए, किसी अधिकारी द्वारा , 1 जनवरी , 2006 से पहले या उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिफारिशों पर आधारित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधार पर की गई सेवा को , सिवाय उस दशा के जहां एक से अधिक पूर्व पुनरीक्षित वेतनमान का साधारण ग्रेड वेतन या वेतनमान सहित एक श्रेणी में विलय हो गया 1725 भारत का राजपत्र : नवम्बर 24, 2012/अग्रहायण 3 , 1934

है और वहां यह लाभ केवल उस पद ( उन पदों ) पर विस्तारित होगा जिसके लिए ग्रेड वेतन या वेतनमान बिना किसी उन्नयन का साधारण प्रतिस्थापन ग्रेड है, वेतन आयोग की सिफारिशों पर आधारित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी ।

(पोषक प्रवर्ग के ऐसे विभागीय अधिकारी , जो प्रोन्नति की सीधी पंक्ति में है, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे )

[प्रतिनियुक्ति की अवधि, जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है साधारणतया चार वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति (जिसके अंतर्गत अल्पकालिक संविदा भी है ) पर नियुक्ति के लिए अधिकतम आयु- सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी । ]

टिप्पण 1 : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में , जिन्होंनेअपनी अर्हक/पात्रता सेवा पूरी कर ली है , प्रोन्नति के लिए विचार किया जा रहा हो वहां उनसे ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परन्तु यह तब जबकि उसके द्वारा की गई ऐसी अर्हक/ पात्रता सेवा , अपेक्षित अर्हक/पात्रता सेवा के आधे से अधिक से या दो वर्ष से , इनमें से जो भी कम हो , कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित जिन्होंने ऐसी अर्हक/ पात्रता सेवा पहले ही पूरी कर ली है , अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो ।

प्रोन्नति: ऐसे ज्येष्ठ डेकहैन्ड जिनकी वे. बैं -1 , 5,200-20,200 रु. + ग्रेड वेतन 2,000 रु. श्रेणी में 15 वर्ष की नियमित सेवा है, (i ) प्रोन्नति जिसके न हो सकने पर प्रतिनियुक्ति ( जिसके अंतर्गत अल्पकालिक संविदा भी है ) दोनों के न हो सकने पर सीधी भर्ती द्वारा ।

तथा वाणिज्यिक समुद्री विभाग द्वारा जारी मत्स्य जलयानों के लिए मेट के रूप में सहायता प्रमाण पत्र रखते हैं ।

टिप्पण: पोषक प्रवर्ग के पद पर सभी विद्यमान पदधारियों की नियमित आधार पर आरंभिक प्रोन्नति के पश्चात् ही उपरोक्त भर्ती की पद्धति प्रभावी होगी ।

टिप्पण 1 : इन नियमों की अधिसूचना की तारीख को पोषक प्रवर्ग पर पद धारण किए हुए व्यक्तियों के लिए पात्रता सेवा यथावत् 10 वर्ष कीहोगी ।

टिप्पण 2 : जहां ऐसें कनिष्ठ व्यक्तियों के संबंध में , जिन्होंने अपनी अर्हक/पात्रता सेवा पूरी कर ली है , प्रोन्नति के लिए विचार किया जा रहा हो वहां उनसे ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जबकि उनके द्वारा की गई ऐसी अर्हक/पात्रता सेवा, अपेक्षिक अर्हक/पात्रता सेवा के आधे से अधिक से या दो वर्ष से , इनमें से जो भी कम हो , कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित , जिन्होंने ऐसी अर्हक/पात्रता सेवा पहले ही पूरी कर ली है , अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो ।

In exercise of the powers conferred by the proviso to Article 309 of the Constitution and in supersession of the Central Institute of Fisheries , Nautical and Engineering Training , Cochin, Skipper, ( Group ' A' Post ) Recruitment Rules , 2008 , the Central Institute of Fisheries , Nautical and Engineering Training, Cochin , Mate (Group ' B ' post) Recruitment Rules, 2008, the Central Institute ofFisheries , Nautical and Engineering Training, Cochin , Mate Grade- II , (Group ' B' post) Recruitment Rules, 2008 and the Central Institute of Fisheries, Nautical and Engineering Training Bosun (Certified) Recruitment Rules, 2005 , except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the posts of Skipper, Mate and Bosun (Certified) in the Ministry ofAgriculture , Department of Animal Husbandry, Dairying and Fisheries , in the Central Institute ofFisheries , Nautical and Engineering Training , Cochin , namely :--

1. Short title and commencement.-( 1 ) These rules may be called the Ministry of Agriculture, Central Institute ofFisheries, Nautical and Engineering Training, Cochin , Skipper, Mate and Bosun (Certified) Recruitment Rules , 2012 .

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts , classification and pay band, grade pay or pay scale. The number of the said posts , their classification and the pay band , grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules .

3. Method of recruitment , age limit, qualifications , etc. The method of recruitment to the said posts , age limit, qualifications and other matters relating thereto shall be as specified in columns (5 ) to ( 13 ) of the aforesaid Schedule.

4. Disqualification .-No person ,-

(a) who has entered into or contracted a marriage with a person having a spouse living ; or

(b) who , having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Power to relax .-Where the Central Government is ofthe opinion that it is necessary or expedient so to do , it may, by order , for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category ofpersons .

6. Saving. Nothing in these rules shall affect reservation , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , the Other Backward Classes, the Ex - servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

The departmental officers in the feeder category who are in the direct line of pro- motion will not be eligible for consider- ation for appointment on deputation.
