In continuation to the earlier Notification No. G.S.R. 725 ( E ) dated 22-6-1988 and in pursuance of clause( e) of paragrpah 2 of the Capital Gains Account Scheme, 1988 , the Central Government hereby authorises all the branches (except rural branches ) of IDBI Bank Ltd. to receive deposits and maintain accounts under the said scheme .
Explanation : For the purposes of this notification , a rural branch, in relation to the IDBI BankLtd . , means a branch which is situate and is functioning at a centre , the population whereof, in accordance with the 2001 census is less than ten thousand.

सा.का.मि. 285.- राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और गीत और नाटक प्रभाग (निदेशक ) भर्ती नियम , 2010 को उन बातों के सिवाय अधिक्रांत करते हुए , जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है , भारत सरकार , सूचना और प्रसारण मंत्रालय के गीत और नाटक प्रभाग में निदेशक ( समूह ' क ' ) के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं , अर्थात्:-
1. संक्षिप्त नाम और प्रारंभ.-
( 1 ) इन नियमों का संक्षिप्त नाम सूचना और प्रसारण मंत्रालय , गीत और नाटक प्रभाग ( निदेशक ) भर्ती नियम , 2012 है ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
लागूहोमा : ये नियम इससे उपाबद्ध अनुसूची के स्तंभ में विनिर्दिष्ट पद/पदों को लागू होंगे ।
2. पद संख्या, वर्गीकरण तथा वेतन बैंड तथा ग्रेड वेतन या वेतनमान. उक्त पद की संख्या , उसका वर्गीकरण तथा वेतन बैंड और ग्रेड वेतन या वेतनमान वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से ( 4 ) में विनिर्दिष्ट है ।
3. भर्ती की पद्धति, आयु-सीमा , अर्हताएं, आदि. भर्ती की पद्धति , आयु- सीमा , अर्हताएं और उससे संबंधित अन्य बातें वे होंगी नो पूर्वोक्त अनुसूची के स्तंभ ( 5 ) से ( 13 ) में विनिर्दिष्ट हैं ।
4. निरर्हता. वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है ; या विवाह की संविदा की है; या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है , या विवाह की संविदा की है,
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।
5. शिथिल करने की शक्ति.-जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके और संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृति. इन नियमों की कोई बात ऐसे आरक्षण , आयु - सीमा में छूट और अन्य रापर प्रभा सरकार द्वारा इस संबंध में समय- समय पर नियत किए गए आदेशों के अनुसार अनुसूचित जातियों अनुसूचिपूर्व र अन्य विशेष प्रवर्ग के व्यतियों के लिए उपबंध करना अपेक्षित है ।

( ii ) ऐसे व्यक्ति जिनके पास किसी सरकारी या अर्धसरकारी या स्वायत्त संगठन में कला प्रदर्शित करने वाले क्रियाशील रंगमंच में कला प्रस्तुतीकरण के क्षेत्र में अर्थात् संगीत थिएटर, नृत्य , नाटक , नृत्य-नाट्य , गीत नाट्य , फिल्म, लोक कला का कम से कम 12 वर्ष का अनुभव हो ।
टिप्पण 1 : अर्हताएं, अन्यथा सुअर्हित अभ्यर्थियों की दशा में संघ लोक सेवा आयोग के विवेकानुसार शिथिल की जा सकती है ।
टिप्पण 2 : अनुभव संबंधी अर्हता ( अर्हताएं ) संघ लोक सेवा आयोग के विवेकानुसार अनुसूचित जात्तियों और अनुसूचित जनजातियों के अभ्यर्थियों की दशा में तक शिथिल की जा सकती हैं । जब चयन के किसी प्रक्रम पर संघ लोक सेवा आयोग की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखन वाले उन समुदायों के अभ्यर्थियों के पर्याप्त संख्या में उपलब्ध होने की संभावना नहीं है ।
वांछनीय:
(i ) राष्ट्रीय क्रियाकलाप विकास के लिए जन- संचार के माध्यम के रूप में नाट्य रीति के उपयोग का अनुभव ।
( ii ) रंगमंच , रेडियो या टेलीविजन के लिए , विशेष रूप से सामाजिक अर्थपूर्ण तमाशा नाटक करने का अनुभव ।
(iii ) सिनेमा रचने का अनुभव; या
( iv ) हिंदी का कार्यसाधक ज्ञान ।
यदि विभागीय प्रोन्नति समिति है , तो उसकी संरचना
प्रोन्नति/प्रतिनियुक्ति/स्थानांतरण द्वारा भर्ती की दशा में वे श्रेणियां , जिनसे प्रोन्नति/प्रतिनियुक्ति/स्थानांतरण किया जाएगा

(ii) जिन्होंने वेतन बैंड-3 , के वेतनमान 15,600-- 39,100 रु . + ग्रेड वेतन 7,600 रु. वाले पदों में पांच वर्ष नियमित सेवा की है या समतुल्य; और
(ख) जिनके पास स्तम्भ ( 7 ) के अधीन सीधे भर्ती किए जाने वाले व्यक्तियों के लिए विहित शैक्षिक अर्हताएं और अनुभव है ।
टिप्पण 1 : ऐसे विभागीय संयुक्त निदेशक जिन्होंने वेतन बैंड -3 के वेतनमान 15,600-39,100 रु. ग्रेड वेतन 7,600 रु. की श्रेणी में पांच वर्ष नियमित सेवा की है , पर अन्य व्यक्तियों के साथ विचार किया जाएगा और यदि उस पद पर भी नियुक्ति के लिए उसका चयन कर लिया जाता है, तो वह पद प्रोन्नति द्वारा भरा समझा जाएगा ।
टिप्पण 2 : पोषक प्रवर्ग के ऐसे विभागीय अधिकारी , जो प्रोन्नति की सीधी पंक्तिमें है , प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे । इसी प्रकार , प्रतिनियुक्ति व्यक्ति प्रोन्नति द्वारा नियुक्तिके लिए विचार किए जाने के पात्र नहीं होंगे ।
टिप्पण 3.: प्रतिनियुक्ति/संविदा की अवधि, जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन यां विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है , साधारणतया 5 वर्ष से अधिक नहीं होगी ।
टिप्पण 4 : प्रोन्नति द्वारा या प्रतिनियुक्ति/ आमेलन के आधार पर नियुक्ति के प्रयोजन के लिए किसी अधिकारी द्वारा 1 जनवरी , 2006 से पहले या उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिफारिशों पर आधारित पुनरीक्षित वेतन संरचना का विस्तार किया गया है , नियमित आधार पर की गई सेवा को , सिवाय उस दशा के जहां एक से अधिक पूर्व पुनरीक्षित वेतन का साधारण ग्रेड वेतन या वेतनमान सहित एक श्रेणी में विलय हो गया है और वहां यह लाभ केवल उस पद ( उन पदों ) पर विस्तारित होगा जिसके लिए ग्रेड वेतन या वेतनमान बिना किसी उन्नयन का साधारण प्रतिस्थापन ग्रेड है , आयोग की सिफारिशों के आधार पर विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी ।

In exercise of the powers conferred by the proviso to Article 309 of the Constitution , in supersession ofthe Song and Drama Division , ( Director ) Recruitment Rules , 2010 , except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment for 1748

thepost ofDirector(Group ' A' ) in Song and Drama Division ofthe Ministry of Information and Broadcasting oftheGovernment ofIndia, namely:-
1. Shorttitle andCommencement --( 1 ) These rules may be called the Ministry of Information andBroadcasting, Song and Drama Division, (Director) Recruitment Rules , 2012.
(2) They shall come into force on the date of their publication in the Official Gazette.
2.Number of posts, classification and pay band and grade pay or pay scale. The number of the said post, its classification, and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) ofthe Schedule annexed to these rules .
3.Method of recruitment, age- limit, qualifications , etc. The method of recruitment, age- limit, qualifications and other matters relating thereto shall be as specified in columns (5) to ( 13 ) ofthe aforesaid Schedule.
4.Disqualification. No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shail be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation ofthis rule.
5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so todo, it may, by order for reasons to be recorded in writing, and in consultation with the Union Public Service Commission , relax any of the provisions of these rules with respect to any class or category of persons .
6. Saving. Nothing in these rules shall affect reservation , relaxation of age- limit and other concessions required tobe provided for the Scheduled Castes , the Scheduled Tribes , Ex- servicemen and other specified categories of persons in accordance withthe orders issued by the Central Government from time to time in this regard.

Note 1 : The Departmental Joint Director with five years ' regular service in the grade of Pay Band-3 in the pay scale ofRs . 15,600-39,100 with Grade Pay of Rs.7600 will also be considered along with others and in case he is selected for appointment to the post, the same shall be deemed to havebeen filled by promotion .

सा.का.नि. 286.- राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और सांख्यिकी विभाग समूह ' ग ' ( स्टाफ कार चालक ) भर्ती नियम , 1989 को उन बातों के सिवाय अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है , सांख्यिकी और कार्यक्रम कार्यान्वयन मंत्रालय में स्टाफ कार ड्राइवर श्रेणी 1 , स्टाफ कार ड्राइवर श्रेणी II , और स्टाफ कार ड्राइवर 'साधारण श्रेणी के पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनातें हैं, अर्थात्:-
1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम , सांख्यिकी और कार्यक्रम कार्यान्वयन मंत्रालय , स्टाफ कार ड्राइवर श्रेणी । , स्टाफ कार ड्राइवर श्रेणी -11 और स्टाफ कार ड्राइवर सामान्य श्रेणी समूह ' ग ' पद भर्ती नियम , 2012 हैं ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. लागू होना.-ये नियम इस नियम से उपाबद्ध अनुसूची के स्तंभ ( 1 ) में विर्निदिष्ट पदों पर लागू होंगे ।
3. पद संख्या, वर्गीकरण और वेतन बैंड तथा ग्रेड वेतन या वेतनमान, उक्त पद संख्या , उसका वर्गीकरण और उनके वेतन बैंड तथा ग्रेड वेतन या वेतनमान वह होगा , जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट हैं ।
4. भर्ती की पद्धति , आयु-सीमा और अन्यअर्हताएं , आदि. उक्त पद पर भर्ती की पद्धति, आयु-सीमा , अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ( 5 ) से स्तंभ ( 13 ) में विनिर्दिष्ट हैं ।
5. आरंभिक गठन...इन नियमों के उपबन्धों में अंतर्विष्ट किसी बात के होते हुए भी इस विषय पर कार्मिक एवंप्रशिक्षण विभाग द्वारा सञ्य - समय पर जारी किए गए अनुदेशों के अनुसरण में प्रत्येक श्रेणियों अर्थात् स्टाफ कार ड्राइवर श्रेणी । और स्टाफ कार ड्रावर श्रेणी II में नियमित रिक्तियों के सापेक्ष नियुक्त सभी व्यक्ति इन नियमों के प्रकाशन की तारीख को अपनी-अपनी श्रेणी में नियुक्त समझे जाएंगें ।
5.निरर्हता. वह व्यक्ति
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है ; या
( ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,

उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं , तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।
7. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं , उन्हें लेखबद्ध करके तथा इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।
8. व्यावृत्ति.-इन नियमों की कोई बात , ऐसे आरक्षणों, आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों , अनुसूचित जनजातियों , भूतपूर्व सैनिकों और अम्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

GS.R. 286. in exercise of the powers conferred by the proviso to Article 309 of the Constitution and in supersession ofthe Department ofStatistics Group ' C ' (Staff Car Driver) Recruitment Rules , 1989, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to theposts ofStaffCar Drive Grade 1 , Staff Car Driver Grade II and Staff Car Driver Ordinary Grade in the Ministry of Statistics and Programme Implementation , namely :-
1. Short title and Commencement.- ( 1 ) These rules may be called the Ministry of Statistics and Programme Implementation, Staff Car Driver Grade 1, Grade 11 and Ordinary Grade , Group ' C' Posts Recruitment Rules, 2012 .
(2) They shall come into force on the date oftheir publication in the Official Gazette.
2. Application. These rules shall apply to the posts specified in column ( 1 ) of the Schedule annexed to these rules .
3.Number of posts , classification, pay band and grade pay or pay scale. The number of said posts, their classification, payband and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) ofthe said Schedule.
4.Method of recruitment, age limit, qualifications , etc. The method of recruitment age - limit, qualifications and other matters relating thereto shall be as specified in columns (5) to ( 13 ) of the said Schedule.
5. Initial Constitution. Notwithstanding anything contained in the provisions of these rules all persons appointed to each Grades namely Staff Car Driver Grade I and Staff Car Driver Grade-11 against the regular vacancies , in accordance with instructions issued by DOP& T on the subject from time to time , on the date ofpublication ofthese rules in the Official Gazette, shall be deemed to have been appointed in the respective grades under these rules.
6. Disqualification. No person ,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person ,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marri ge is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

7. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any ofthe provisions of these rules with respect to any class or category of persons .
8. Saving. Nothing in these rules shall affect reservations , relaxations of age- limit and other concessions required to beprovided for the Scheduled Castes , the Scheduled Tribes , Ex- servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 287.- संविधान के अनुच्छेद 309 के परन्तुक द्वारा दी गई शक्तियों का प्रयोग करते हुए तथा रसाथन और ठर्वरक मंत्रालय (उर्वरक विभाग ) सहायक आयुक्त ( जहाजरानी ) भर्ती नियम, 1999 के अधिक्रमण में , ऐसे अधिक्रमण से पहले हो चुके अथवा नहीं हो सके संबंधित कार्यों को छोड़कर , राष्ट्रपति एतद्वारा निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. संक्षिप्त शीर्षक और प्रारम्भ ( 1 ) इन नियमों को रसायन और उर्वरक मंत्रालय , ( उर्वरक विभाग ) सहायक आयुक्त (जहाजरानी ) भर्ती नियम, 2012 कहा जाएगा ।
(2) ये नियम सरकारी राजपत्र में प्रकाशित होने की तारीख से प्रभावी होंगे ।
2. पदों की संख्या , उसका वर्गीकरण, पे- बैंड और ग्रेड- पे अथवा वेतनमान, उक्त पदों की संख्या , उनका वर्गीकरण , उनसे संबद्ध पे - बैंड और ग्रेड - पे या वेतनमान इन नियमों की संलग्न अनुसूची के कॉलम (2 ) से ( 4 ) तक में विनिर्दिष्ट किए गए अनुसार होंगे ।
3. भर्ती की पद्धति, आधु-सीमा, अहंताएं, आदि. उक्त पद की भर्ती की पद्धति, आयु - सीमा, अर्हताएं और उनसे संबंधित अन्य मामले उक्त अनुसूची के कॉलम (5 ) से ( 13 ) में विनिर्दिष्ट किए गए अनुसार होंगे ।
4. अनर्हताएं. कोई व्यक्ति-
(क ) जिसने किसी ऐसे व्यक्ति से विवाह किया हो अथवा विवाह का करार किया हो जिसका पति/पत्नी जीवित हो, अथवा
(ख) जिसने , पति/पत्नी के जीवित होते हुए , किसी व्यक्ति से विवाह किया हो अथवा विवाह का करार किया हो,
वह उक्त पदों पर नियुक्ति का पात्र नहीं होगा :
बशर्ते कि केन्द्र सरकार इस बात से संतुष्ट है कि उस व्यक्ति अथवा विवाह की दूसरी पार्टी के लिए लागू निजी कानून के अंतर्गत ऐसे विवाह की अनुमति है और ऐसा करने के अन्य कारण हैं तो किसी व्यक्ति को इस नियम से मुक्त कर सकती है ।
5. छूट की शक्ति..यदि केन्द्र सरकार का यह मत है कि ऐसा करमा आवश्यक और उचित है , तो वह आदेश के जरिए और इसके कारणों को लिखित में रिकार्ड करते हुए तथा संघ लोक सेवा आयोग के परामर्श से किसी व्यक्ति के वर्ग अथवा श्रेणी के संबंध में इन नियमों के किसी प्रावधान में छूट दे सकती है ।
6. संरक्षण.-इन नियमों से अनुसूचित जाति, अनुसूचित जनजाति, भूतपूर्व सैनिक तथा इस संबंध में भारत सरकार द्वारा समय - समय पर जारी किए गए आदेशों के अनुसार व्यक्तियों की अन्य विशेष श्रेणियों के अंतर्गत उपलब्ध कराए जाने वाले आरक्षण , आयु - सीमा में छूट और अन्य रियायतों पर कोई प्रभाव नहीं पड़ेगा ।

नोट 3 पदोन्नति के लिए न्यूनतम अर्हकारी सेवा की गणना के
उद्देश्य से , किसी अधिकारी द्वारा 1-1-2006 , वह तारीख जिससे छठे केन्द्रीय वेतन आयोग की सिफारिशों के आधार पर संशोधित वेतन ढांचा लागू किया गया है , से पहले नियमित आधार पर की गई सेवा को 'वेतन आयोग की सिफारिशों के आधार पर लागू किए गए तदनुरूपी ग्रेड वेतन अथवा वेतनमान में की गई सेवा माना जाएगा । फीडर श्रेणी में विभागीय अधिकारी , जो पदोन्नति की सीधी रेखा में हैं, प्रतिनियुक्ति अथवा आमेलन पर नियुक्ति के विचारार्थ पात्र नहीं होंगे । इसी प्रकार , प्रतिनियुक्ति पर तैनात व्यक्ति पदोन्नति द्वारा नियुक्ति के विचारार्थ पात्र नहीं होगा ।
उसी या किसी अन्य संगठन अथवा केन्द्र सरकार के कुछ अन्य विभागों में इस नियुक्ति से तत्काल पूर्व - धारित अन्य संवर्ग बाह्य पदों में प्रतिनियुक्ति की अवधि सहित प्रतिनियुक्ति की अवधि ( आईएसटीसी ) सामान्यतया 3 वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति ( आईएसटीसी ) द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन की प्राप्ति की अंतिम तारीख को 56 वर्ष से अधिक नहीं होनी चाहिए ।

In exercise of the powers conferred by the proviso to Article 309 of the Constitution and in supersession of the Ministry of Chemicals and Fertilizers ( Department of Fertilizers ) Assistant Commissioner (Shipping) Recruitment Rules , 1999, except as respect things done or omitted to be done , before such supersession , the President hereby makes the following rules , namely :-
1. Short title and commencement.- ( 1 ) These rules may be called the Ministry of Chemicals and Fertilizers (Department of Fertilizers ) Assistant Commissioner ( Shipping) Recruitment Rules, 2012.
(2) They shall come into force on the date of their publication in the Official Gazette .
2. Number of posts , its classification , pay band and grade pay or pay scale.---The number of the said post, its classification , the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) ofthe said Schedule Annexed to these rules .
3.Method of recruitment , age - limit , qualifications , etc.-The method of recruitment to the said post, age limit, qualifications and other matters connected therewith shall be as specified in the columns (5 ) to ( 13 ) of the said Schedule .

4.Disqualification.-No person :-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living , has entered into or contracted a marriage with any person ,
shall be eligible for appointment to the said post :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any rson from the operation of these rules.
5. Power to relax .-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission relax any of the provisions of these rules with respect to any class or category of persons .
6. Saving. सा.का.मि. 288.- राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और समेकित मात्स्यिकी परियोजना सहायक इंजीनियर ( कर्मशाला ) भर्ती नियम, 1983 और समेकित मात्स्यिकी परियोजना ( समूह " ख " पद ) भर्ती नियम, 1977 को जहां तक ये सहायक इंजीनियर ( डिजाइन ) के पद से संबंधित हैं उन बातों के सिवाय अधिक्रांत करते हुए , जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है , कृषि मंत्रालय , पशुपालन , डेयरी और मत्स्यपालन विभाग के अधीन सहायक इंजीनियर ( कर्मशाला ) , सहायक इंजीनियर ( डिजाइन ) और अधीक्षण ( योजना , अनुसूचना और नियंत्रण ) के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बसाते हैं, अर्थात:-
1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम भारतीय मात्स्यिकी सर्वेक्षण, सहायक इंजीनियर ( कर्मशाला ) , सहायक इंजीनियर ( डिजाइन ) और अधीक्षण ( योजना , अनुसूचना और नियंत्रण ) भर्ती नियम , 2012 है ।
( 2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद संख्या, वर्गीकरण , वेतन बैंड , ग्रेड वेतन या वेतनमान, उक्त पद संख्या , उसका वर्गीकरण , वेतन बैंड , ग्रेड वेतन या वेतनमान वह होगा , जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट हैं ।
3. भर्ती की पद्धति , आयु-सीमा और अन्य अर्हताएं , आदि. उक्त पद पर भर्ती की पद्धति , आयु सीमा , अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तंभ ( 5 ) से स्तंभ ( 13 ) में विनिर्दिष्ट हैं ।

4. निरर्हता.-कोई व्यक्ति-
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है ; या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए, किसी व्यक्ति से विवाह किया है, उक्त पद पर नियुक्ति का पात्र नहींहोगा :
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।
5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके और संघ लोक सेवा आयोग से परामर्श करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।
6. व्यावृत्ति. इन नियमों की कोई बात ऐसे आरक्षणों, आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

In exercise of the powers conferred by the proviso to Article 309 of the Constitution and in supersession of the Integrated Fisheries Project Assistant Engineer (Workshop ) Recruitment Rules , 1983 and Integrated FisheriesProject (Group B posts ) Recruitment Rules , 1977 in so far as they relate to the post of Assistant Engineer (Design), except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the posts of Assistant Engineer ( Workshop ) , Assistant Engineer (Design ) and Superintendent ( Planning , Scheduling and Control ) in the Fishery Survey of India, Mumbai under the Ministry ofAgriculture , Department ofAnimal Husbandry, Dairying and Fisheries , namely :-
1. Short title and commencement.- ( 1 ) These rules may be called the Fishery Survey of India Assistant Engineer (Workshop ) , Assistant Engineer (Design ) and Superintendent (Planning , Scheduling and Control ) Recruitment Rules, 2012.
(2) They shall come into force on the date of their publication in the Official Gazette .
2.Number of posts, classification and pay band , grade pay or pay scale . The number of posts , their classification , and the pay band , grade pay or pay scale attached thereto , shall be as specified in columns (2 ) to ( 4 ) of the Schedule annexed to these rules .

3.Method of recruitment, age limit, qualifications , etc.-The method of recruitment to the said posts , age limit, qualifications and other matters relating thereto shall be as specified in columns (5 ) to ( 13 ) of the aforesaid Schedule.
4.Disqualification.-No person ,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who , having a spouse living, has entered into or contracted a marriage with any person ,
shall be eligible for appointment to the said posts :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rules .
5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service Commission , relax any of the provisions of these rules with respect to any class or category of persons .
6. Saving. Nothing in these rules shall affect reservations , relaxation of age - limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , the other Backward Classes , the Ex - servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 289.-राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और भारतीय मात्स्यिकी सर्वेक्षण मुम्बई, निदेशक ( इंजीनियरी ) भर्ती नियम , 2005 को , उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, कृषि मंत्रालय , पशुपालन , डेयरी और मत्स्यपालन विभाग के अधीन भारतीय मात्स्यिकी सर्वेक्षण मुम्बई में निदेशक ( इंजीनियरी ) के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम मात्स्यिकी सर्वेक्षण मुम्बई, निदेशक ( इंजीनियरी ) भर्ती नियम , 2012 है ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद संख्या, वर्गीकरण , वेतन बैंड , ग्रेड वेतन या वेतनमान. उक्त पद संख्या , उसका वर्गीकरण , वेतन बैंड , ग्रेड वेतन या वेतनमान वह होगा , जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2 ) से स्तंभ (4 ) में विनिर्दिष्ट हैं ।
3. भर्ती की पद्धति, आयु- सीमा और अन्यअर्हताएं आदि. उक्त पद पर भर्ती की पद्धति, आयु सीमा , अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तंभ (5 ) से स्तंभ ( 13 ) में विनिर्दिष्ट हैं ।
4. निरर्हता.-वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है , या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परन्तुयदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागूस्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं , तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।
5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।
6. व्यावृत्ति. इन नियमों की कोई बात ऐसे आरक्षणों, आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों , अनुसूचित जनजातियों , अन्य पिछड़े वर्गों , भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

टिप्पण 1 : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में , जिन्होंने अपनी अर्हक/पात्रता सेवा पूरी कर ली है , प्रोन्नति के लिए विचार किया जा रहा हो वहां उनसे ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परन्तु यह तब जबकि उनके द्वारा की गई ऐसी अर्हक/पात्रता सेवा, अपेक्षित अर्हक/पात्रता सेवा के आधे से अधिक से या दो वर्ष से , इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित , जिन्होंने ऐसी अर्हक/पात्रता सेवा पहले ही पूरी कर ली है , अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो ।
टिप्पण 2 : प्रोन्नति के लिए न्यूनतम अर्हक सेवा की संगणना के प्रयोजन में किसी अधिकारी द्वारा 1 जनवरी , 2006 से पहले या उस तारीख से , जिससे छठे केंद्रीय वेतन आयोग की सिफारिशों पर आधारित वेतन संरचना का विस्तार किया गया है , वेतन आयोग की सिफारिशों पर आधारित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी ।
प्रतिनियुक्ति: (जिसके अंतर्गत अल्पकालिक संविदा भी है )
केंद्रीय सरकार , राज्य सरकारों और संघ राज्य क्षेत्रों या लोक उपक्रमों या स्वायत्त संगठनों या मान्यता प्राप्त अनुसंधान संस्थानों या परिषदों के अधीन ऐसे अधिकारी :
(क) ( i ) जो मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किए हुए हैं ; या
( ii ) जो मूल काडर या विभाग में वे. बैं. -3 , वेतनमान 15600- 39100 रु. और ग्रेड वेतन 6600 रु. या समतुल्य में नियमित आधार पर नियुक्ति के पश्चात् वहां उस श्रेणी में पांच वर्ष नियमित सेवा रखते हैं ; और
(ख ) जिनके पास स्तंभ ( 7 ) के अधीन सीधे भर्ती किए जाने वाले व्यक्तियों के लिए विहित शैक्षिक अर्हताएं और अनुभव है ।
टिप्पण: 1 पोषक प्रवर्ग के ऐसे विभागीय अधिकारी , जो प्रोन्नति की सीधी पंक्तिमें है , प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे , इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे । प्रतिनियुक्ति (जिसके अंतर्गत अल्पकालिक संविदा भी है ) की अवधि जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है साधारणतया तीन वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति (जिसके अंतर्गत अल्पकालिक संविदा भी है ) पर नियुक्ति के लिए अधिकतम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी ।

टिप्पण 2 : प्रोन्नति के लिए न्यूनतम अर्हक सेवा की संगणना करने के प्रयोजन में किसी अधिकारी द्वारा , 1 जनवरी , 2006 से पहले या उस तारीख से जिससे छठे केंद्रीय वेतन आयोग की सिफारिशों पर आधारित वेतन संरचना का विस्तार किया गया है, नियमित आधार पर की गई सेवा को, सिवाए उस दशा के जहां एक से अधिक पूर्व पुनरीक्षित वेतनमान का साधारण ग्रेड वेतन या वेतनमान सहित एक श्रेणी में विलय हो गया है और वहां यह लाभ केवल उस पद ( उन पदों) पर , जिनके लिए ग्रेड वेतन बिना किसी उन्नयन के साधारण प्रतिस्थापन ग्रेड है , विस्तारित होगा , वेतन आयोग की सिफारिशों पर आधारित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी ।

GS.R. 289. In exercise of the powers conferred by the proviso to Article 309 of the Constitution and in supersession of the Fishery Survey of India, Director (Engineering ) Recruitment Rules , 2005 , except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method ofrecruitment to the post of Director (Engineering ) in Fishery Survey of India, Mumbai under the Ministry of Agriculture , Department ofAnimal Husbandry, Dairying and Fisheries , namely:-
1. Short title and commencement.-( 1 ) These rules may be called the Fishery Survey of India Director (Engineering) RecruitmentRules , 2012 .
(2) They shall come into force on the date of their publication in the Official Gazette .
2. Number of posts , classification and pay band, grade pay or pay scale. The number of the posts , its classification and the pay band, grade pay or pay scale attached thereto shall be as specified in columns (2) to (4 ) of the Schedule annexed to these rules .
3. Method of recruitment , age - limit and other qualifications , etc. The method of recruitment , age - limit , qualification and other matters relating thereto shall be specified in columns (5) to (13 ) of the said Schedule .
4. Disqualification . No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living ; or
(b) who , having a spouse living, has entered into or contracted a marriage with any person ,
shall be eligible for appointment to the said post :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule.
5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission , relax any ofthe provisions of these rules with respect to any class or category of persons .
6. Saving .-Nothing in these rules shall affect reservation , relaxation of age - limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , the Other Backward Classes , the Ex- servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 290.- राष्ट्रपति संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और संगरोध अधिकारी , समूह ' क' राजपत्रित , अननुसचिवीय भर्ती नियम , 1986 को उन बातों के सिवाय अधिक्रांत करते हुए , जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है , कृषि मंत्रालय के अधीन पशुपालन, डेयरी और मत्स्यपालन विभाग के अधीनस्थ कार्यालय में पशु संगरोध और प्रमाणीकरण सेवा में संगरोध अधिकारी पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्:-
1. संक्षिप्त नाम और प्रारंभ.-( 1 ) इन नियमों का संक्षिप्त नाम संगरोध अधिकारी समूह ' क', पशु संगरोध और प्रमाणीकरण सेवा , कृषि मंत्रालय , पशुपालन, डेयरी और मत्स्यपालन विभाग , भर्ता नियम, 2012 है ।
(2) ये राजपत्र में प्रकाशन की तारीख से प्रवृत्त होंगे ।
2. पद संख्या , वर्गीकरण , वेतन बैंड , ग्रेड वेतन या वेतनमान, उक्त पद संख्या , उसका वर्गीकरण और वेतन बैंड तथा ग्रेड वेतन
या वेतनमान वह होगा , जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट हैं ।
3. भर्ती की पद्धति , आयु- सीमा और अर्हताएं आदि. उक्त पद पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तंभ ( 5 ) से स्तंभ ( 13 ) में विनिर्दिष्ट हैं ।
4. निरर्हता. वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित हैं, विवाह किया है ; या विवाह की संविदा की है; या
(ख ) जिसने, अपने पति या अपनी पत्नी के जीवित रहते हुए , किसी व्यक्ति से विवाह किया है , उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं , तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।
5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं , उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।
6. व्यावृत्ति. इन नियमों की कोई बात ऐसे आरक्षणों , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

(iii) किसी राज्य सरकार या केन्द्रीय सरकार या विश्वविद्यालय या भारतीय कृषि अनुसंधान परिषद या अनुसंधान संस्थानों या लोक उपक्रमों या पशु चिकित्सालय के पशु रोग अन्वेषण और नियंत्रण प्रयोगशाला में तीन वर्ष का अनुभव ।

(क) जो नियमित आधार पर सदृश पद धारण किए हुए हैं; और
3. निदेशक या उप सचिव ( पशुपालन ) पशुपालन , डेयरी और मत्स्यपालन विभाग-सदस्य
(ख) जो स्तंभ 7 के अधीन सीधी भर्ती किए जाने वाले व्यक्तियों के लिए विहित शैक्षिक अर्हताएं और अनुमान रखते हैं ।
टिप्पण 2: प्रतिनियुक्ति की अवधि, जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्तिसे ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है साधारणतया तीन वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति पर नियुक्ति के लिए अधिकतम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी ।

सा.का.नि. 291. राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और केन्द्रीय मत्स्य उद्योग नाविक और इंजीनियरी संस्थान ( समूह ' ग ' और समूह ' घ ' पद ) भर्ती नियम , 1985 को, जहां तक उसका संबंध गेस्टेटनर ऑपरेटर और सह- ब्लूप्रिंट मशीन ऑपरेटर के पद से है , उन बातों के सिवाय अधिक्रांत कस्ते हुए, जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, कृषि मंत्रालय , पशुपालन , डेयरी और मत्स्यपालन विभाग , केन्द्रीय मत्स्य उद्योग , नाविक और इंजीनियरी प्रशिक्षण संस्थान , कोच्चिन में गेस्टेटनर ऑपरेटर- सह- ब्लू प्रिंट मशीन ऑपरेटर के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. संक्षिप्त नाम और प्रारंभ.( 1 ) इन नियमों का संक्षिप्त नाम केन्द्रीय मत्स्य उद्योग , बाषिक और इंजीनियरी प्रशिक्षण संस्थान, कोच्चिन , गेस्टेटनर ऑपरेटर- सह- ब्लू प्रिंट मशीन ऑपरेटर भर्ती नियम , 2012 है ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद संख्या , वर्गीकरण तथा वेतन बैंड , ग्रेड वेतन या वेतनमान. उक्त पद संख्या , उसका वर्गीकरण तथा वेतन बैंड , ग्रेड वेतन या वेतनमान वह होगा , जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ (4 ) में विनिर्दिष्ट हैं ।
3. भर्ती की पद्धति, आयु-सीमा , अर्हताएं आदि. उक्त पद पर भर्ती की पद्धति, आयु सीमा , अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तंभ ( 5 ) से स्तंभ ( 13 ) में विनिर्दिष्ट हैं ।
4. निरर्हता. वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है , या विवाह की संविदा की है, या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है , या विवाह की संविदा की है ;
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को'लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं , तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।
5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।
6. व्यावृत्ति. इन नियमों की कोई बात , ऐसे आरक्षण , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

Recruitment Rules , 1985 , insofar as they relate to the post of Gestetner Operator -cum- Blue Print Machine Operator, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Gestetner Operator- cum - Blue Print Machine Operator in the Ministry of Agriculture , Department of Animal Husbandry, Dairying and Fisheries , in the Central Institute of Fisheries , Nautical and Engineering Training , Cochin , namely :-
1. Short title and commencement.- ( 1 ) These rules may be called the Central Institute of Fisheries, Nautical and Engineering Training, Cochin , Gestetner Operator - cum - Blue Print Machine Operator Recruitment Rules , 2012.
(2) They shall come into force on the date of their publication in the Official Gazette .
2. Number of posts , classification and pay band , grade pay or pay scale. The number of the said post, its classification and the pay band , grade pay or pay scale attached thereto , shall be as specified in columns (2) to (4) of the Schedule annexed to these rules .
3. Method of recruitment , age limit, qualifications etc. The method of recruitment to the said post, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to ( 13 ) of the aforesaid Schedule.
4. Disqualification .--No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule .
5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions ofthese rules with respect to any class or category of persons .
6. Saving. Nothing in these rules shall affect reservation , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , the Other Backward Classes , the Ex - servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
